Councillor questions city’s crime strategy

By Maria Spitale-Leisk Surrey’s crime rates are dropping more slowly than the Metro Vancouver average, according to a new report requested by a city councillor who questions the effectiveness of Surrey’s Crime Reduction Strategy (CRS). Coun. Bob Bose isn’t buying the city’s suggestion there is a correlation between the CRS and the drop in criminal activity in Surrey. He was left confused after seeing a progress report on the CRS at a council meeting in May that didn’t include comparisons to Metro Vancouver’s overall crime rate. “My reaction to the original report was I can’t really make any sense of this,” said Bose. So Bose asked the city to put the crime numbers into context. A follow-up report showed
there is a greater reduction in crime across Metro Vancouver. Surrey’s CRS was implemented five years ago. From 2006-2009, provincial policing records show that Metro Vancouver’s overall crime rate dropped 20.5 per cent, while Surrey saw a 12.1-per-cent reduction. “It’s unconvincing when looking at overall crime rates in the Metro Vancouver region,” said Bose. “Is (the CRS) having any measurable effects on crime rates? I think the answer is no.” Surrey’s Crime Reduction Strategy manager, Colleen Kerr, said she did not include Metro Vancouver crime statistics in her CRS progress report because the focus was on Surrey. She said she is confident the crime figures demonstrate that Surrey is continuing on a downward trend since the CRS began.

She noted the number of reported crimes in Surrey is higher this year than in previous years because of targeted education and enforcement campaigns, using marijuana grow operations as an example. The city has allocated $300,000 in the 2011 budget for the CRS. Kerr said the money is put towards a number of different initiatives and programs that focus on areas such as domestic violence and substance abuse prevention. It also covers the wages of the CRS manager. There are additional costs associated with the CRS: closed circuit TVs in high-crime areas are funded by a $330,000 grant from the provincial government. Surrey also spends $97 million a year for RCMP operating costs, one-third of the city’s budget. – Black Press

Efforts rewarded
Improved reading skills among elementary learners and a higher graduation rate for aboriginal students are two highlights of the Surrey School District’s latest achievement report. The 2011/12 District Achievement Contract, an annual snapshot of the district’s composition, performance targets and progress, is produced using Education Ministry. The latest report also points to areas where additional focus is needed, saying Surrey’s Grade 7 students need more help making the transition to Grade 8. School District 36 is exploring ways to support students, including through a targeted program called Bridges, which pairs

The graduation/ completion rate for aboriginal students jumped more than 10 points to 51.8 per cent in the Surrey School District.

‘A train every half hour’ From page one
thousands of hours restoring the old wooden cars to their former glory. Once the new car barn is complete, the society will move its entire operations from Sullivan Station, at 64 Avenue and 152 Street, to Cloverdale. The society planned to roll out service with Car 1225 this September. Instead, testing will start next April, with the first limited passenger runs between Cloverdale and Sullivan starting in May. Potential volunteers, take note: there will be opportunities for Cloverdale and Surrey residents to climb on board – whether as operators, tickettakers, conductors or tour guides. “You can imagine if we’re there every weekend, and there’s a train moving every half hour,” Aubert said. “There will be all kinds of opportunities to participate. It’s going to be very exciting.” The society also plans to commission the construction of a replica baggage car to house the generator that will power the electric cars. Car 1304 – known as the Chilliwack Car – is also called the Royal Car because it was used by the former Governor General of Canada, the Duke of Connaught and his wife, the Duchess, during a visit to Vancouver in 1912. Then, it went back into regular service. “Somewhere in that car, there’s some royal DNA,” Aubert said. On 1304’s final trip, a group of students from Yarrow School rode the Interurban on a special excursion.
“We’re hoping to contact some of those children,” he said. “They’d probably be in their 60s and 70s now. We would like to try and find some of them and see if we can get them back on the first trip.” Longer-range plans call to extend the run further west to Newton and finally to Scott Road, sliding in at ground level at the Scott Road SkyTrain station. “We’’ll be able to get people to visit us from great distance,” Aubert said. “We’ll be able to market this internationally.” Cloverdale Station will also be home to the Clover Belle, a vintage streetcar that’s the focus of interconnected – but entirely separate – restoration efforts. The Cloverdale Business Improvement Association, the Cloverdale District Chamber of Commerce and the City of Surrey are working on a feasibility study to consider the installation of a heritage streetcar line on 176 Street between Highway 10 and 58A Avenue. Passengers on the restored Interurban would be able to walk across the platform at Cloverdale station and take the Clover Belle up 176 Street. Aubert said his society is about 70 per cent of the way to reaching its fundraising goal for the nearly $6 million project. Early this year, the City of Surrey approved $2.9 million in spending to relocate the FVHRS’s operations to Cloverdale.

Neuromuscular Dentistry Series - Part One Q: Recently I started getting clicking and popping sounds and pain when opening and closing my jaw associated with headaches so, I visited my Chiropractor who said that what I really needed was to get checked out by a Neuromuscular Dentist. What is a Neuromuscular Dentist and what do they do that my family Dentist can’t? A: It sounds like you are suffering from a Temperomandibular related Joint Disorder. This is often called “TMJ” or “TMD”. Different groups of Dentists have different philosophies on how to diagnose and treat TMD. This can result in confusion and frustration for the afflicted patient. Keeping in mind that there may be variations within these groups, we will give a simplified description to help you decide what is best for you. Psycho-social Group: These Dentists believe that the root cause of TMD symptoms is psychological stress. Their treatment of TMD involves the use of long-term medications and employment of psychologists or psychiatrists. These dentists believe the posture of the head, neck, and jaw structures has little significance. Joint-Focused Group: These dentists receive training in the art of manually guiding the jaw into position inside the joint and then constructing the oral appliance to ‘hold’ this position. If the jaw is positioned incorrectly, the TMD symptoms can often worsen. These dentists do not receive significant training in the diagnosis and treatment of the head and neck components of TMD. If postural issues are not resolved during treatment, head and neck symptoms may perpetuate and worsen. Deprogramming Group: These dentists do not employ manual manipulation of the TMJ, instead they typically insert a deprogramming appliance which opens the bite - allowing the jaw to find it own position within the joint. In TMD cases where the root cause of symptoms is strictly jaw muscle or jaw muscle/bite related, this method can be
quite effective in relaxing the jaw muscles but this new jaw position is determined ambiguously and is not reproduceable. Neuromuscular Group: these dentists have received training in the relationship existing between teeth, jaw joints, muscles, nerves and the bony structures of the head and neck. A medical model is followed whereby TMD symptoms are considered as part of the patients overall health. Jaw and neck muscles are deprogrammed by using a TENS machine - used for decades by physiotherapists and neuromuscular dentists. Postural issues of the entire body are considered before final jaw position is determined. Advanced neuromuscular dentists also employ the use of computer diagnostics and jaw tracking devices call a “K7” to very accurately locate the jaw in a position that supports optimal health of the entire system. There are many different schools of thought on how to diagnose and treat the condition of TMD. Pain is not the best indicator of the existence of TMD and may only appear in advanced stages where the bones of the joints and vertebrae have already degenerated. Patients with any of the below listed TMD signs and symptoms may be well advised to have a consultation with a dentist trained in one or more of the above mentioned groups: Clicking or popping joint sounds; ringing in the ears (“ tinnitus”); light sensitivity; migraine like headaches; neck or shoulder pain; tingling in the fingers.; joint pain; limitation in jaw movements; missing posterior teeth or heavily worn anterior teeth. Cloverdale seniors are scared Residents in senior housing are hesitant to raise issues with the manager for fear of being evicted Editor’s note: We received this anonymous letter in the mail last week. To the editor; Senior citizen abuse is not only verbally and physically, but emotionally [abusive] in particular [for] those who live in senior housing. Most seniors in Cloverdale are hesitant to take issues to the manager because they are afraid of being evicted or “dressed down”.
Having managers for senior housing who do not live in the seniors’ building does not work. The most efficient management system is to have live-in managers and then issues can be addressed and completed in a reasonable amount of time. The board does not support the residence when issues arise. Residents consequently have no one to deal with issues. Some residents have as many as six or seven
birds in their apartments and others cannot have four-legged animals. Is this favoritism or discrimination? Most seniors who live in senior housing have chosen this route because they can no longer look after the maintenance of a home. Where is advocacy for seniors? A concerned friend of seniors in B.C. The Mayor says it’s too early to hear from the eco-
logical advisory committee. How can it ever be too early to hear from a committee given the task of protecting our environment?! In Surrey, the City Council appoints you to a committee and then refuses to listen to you. Could it be that thousands of homes, and their building, and the taxes, and the roads, and the allout needed greed by development fuels this Council’s decisions? Is it window dressing? The Council decides to appoint an environmental advisory committee, then chooses to ignore it.

Now I know we can’t solve the whole world’s environmental problems in the City of Surrey, but once upon a time we were known as the City of Parks. We had a proud environmental record, the city believed in green space and we believed in quality education. We believed the citizens had a say. It is unacceptable to have a Mayor and Council who refuse to listen to its own committees because they won’t give them the answers they want to hear. Sure, we can
cram thousands of more people in the city of Surrey. Sure, we can build more and more townhouses, and more and more condensed development. But where are our priorities? I am not talking about saving every tree that ever grew in Surrey. But we should save at least some of the best. Why can’t we develop in a way that allows more trees to stay?

Aug. 25 is the third annual Cruisin’ to the Dub campaign – a fundraiser for the Multiple Sclerosis Society of Canada taking place at A&W. For every Teen Burger sold, $1 will be donated to the society, helping support local programs, and services for people living with MS, as well as ground breaking research.
The Cloverdale A&W, located at 17830 Highway 10 (56 Avenue), invites residents to bring the whole family down for a burger. Bring your dog, too (after all, our four-legged friends are part of the family); there will be dog treats for sale as part of the charity event. There will also be balloons for the kids. Last year, A&Ws raised $750,000 for the MS Society of Canada. This year, the popular burger franchise hopes to raise $1 million.

Fraser Health partners up with Steve Nash clubs for a freebie Jeff Nagel Fraser Health patients waiting for surgery are being offered free workouts through a partnership with a chain of fitness gyms. Patients referred by their surgeon now get five weeks free access to Steve Nash Fitness World and two one-hour sessions with a private trainer. The idea is patients who get fit before they go under the knife tend to get out of hospital faster with fewer complications and ultimately cost the health care system less money. “They tend to mobilize faster, recover faster after surgery and have lower incidence of complications like pneumonia, clots in their leg or other wound complications,� said Dr. Peter Blair, the health authority’s program medical director for
surgery. He said pre-op fitness is particularly important for abdominal surgery, joint replacements and major chest surgery. But doctors’ advice is often ignored. “For 30 years I’ve been asking people to lose weight before surgery without very much success,� he said. Blair hopes the gym access inspires patients to do better. There’s no cost to Fraser Health – yet. Blair said he approached the Steve Nash clubs, which volunteered to donate access for a sixmonth pilot project. After that, the health authority will reassess whether to negotiate a permanent, possibly paid arrangement with the chain. “If it turned out we were able to

Gym deal aims to get patients fit for surgery

Parks in peril, decay For the employees who care for them, the B.C. Day long weekend was cause to highlight concerns about the future of our provincial parks – marking 100 anniversary celebrations this summer. Over the past decade, the province has cut funding to B.C Parks by $10 million, or 25 per cent, along with almost one-third of the jobs, resulting in neglect, decaying infrastructure, and fewer services, according to the BC Government Employees Union,
which represents B.C. Parks employees. “Our parks are in decay, and it’s time to fix the problem,” BCGEU spokesman Byron Goerz said. Cutbacks have impacted services like outhouse and toilet service and even toilet paper supplies. Just 10 full-time rangers patrol the province. Additionally, 60 per cent of seasonal rangers have been cut.

Other cuts include gasoline budgets for parks vehicles, travel budgets for rangers, some of whom were forced to take a Greyhound bus to patrol parks. The union is calling on the provincial government to restore the parks budget to its 2000 budget of $40 million, and is referring supporters to a website, SaveBCParks.ca, to learn more.

Two local athletes helped represent B.C. at the national Flag Football championships in Nova Scotia earlier this summer. Jalen Jana and K.J. Johnson, both Lord Tweedsmuir Secondary students, are members of the Coquitlam Falcons, a U16 flag football team that advanced to the nationals in July after winning the provincials. They were the only Surrey boys on the team. The Falcons beat Alberta 48 to 12 at the event, held late last month. Jana, who will enter Grade 10 this fall at LTS (Johnson is in Grade 9), was also the point guard for the U15 Team B.C. basketball team, which won a silver in Toronto Aug. 6, where he was also named 1st team all-star. As an all-star, Jana will be invited to try out next year with the National Cadet U16 Menâ&#x20AC;&#x2122;s basketball team. His performance earned notice as a stand-
out in Crown Magazine, which praised his speed and handling of the ball during game one at the tournament, eventually earning him the Player of the Game award. â&#x20AC;&#x201C; Cloverdale Reporter

‘Forever young’ raises thousands Grace and Ken Gauthier knew their late son Shaun was a popular young man with many friends, but they didn’t realize just how many until they attended a recent memorial fundraiser in his name. The July 9 “Forever Young” barbecue and beach party at Willoughby Park behind the Langley Events Centre drew 1,200 people and raised $106,000 for the Canadian Cancer Society and the Shaun G. Foundation. The foundation was set up to honour the memory of the 24-year-old, an avid athlete, accomplished martial artist, and Lord Tweedsmuir Secondary grad who died last year, two weeks after he was diagnosed with a rare and aggressive form of cancer. His parents and other family members attended the event to show support and help sell fundraising T-shirts. “It was quite an amazing event,” mother Grace Gauthier told our sister paper, the Langley Times. “Shaun would have been proud.” Shaun was a professional event organizer who sometimes worked with his high school friends, twin brothers Chris and Jamie Ruscheinski, to organize cancer fundraisers in memory of their mother. Jamie Ruscheinski said the last time he saw Shaun awake in the hospital, he recalls his friend saying, “We are going to throw one hell of a fundraiser this year.” The weather was good the day of the event. There was live music, DJs and dozens of top-of-the-line raffle prizes. Everyone had a good time, he said. There are tentative plans to do another fundraiser next year. Zoo aids wildlife conservation The Greater Vancouver Zoo in Aldergrove has launched a new program called Quarters for Conservation, in aid of wildlife field conservation projects around the globe. Zoo visitors will each have a vote as to which worthy project they are interested in helping. At each visit, guests will receive a “token” which they take to the conservation stations, where each project is described. The guest will select the project that has inspired them the most and deposit the token in a spiral wishing well. The zoo has selected the following three worthy projects to which they will devote all conservation fundraising efforts for this year. They are: • The Iranian Cheetah Project (Panthera, International Wild Cat Conservation) • The Guatemalan Yellow-naped Amazon parrot (ARCAS – Wildlife Rescue & Conservation Association) • The Indian Hornbill Nest Adoption Program (Nature Conservation Foundation – India) Major threats for these projects include habitat loss, habitat degradation, poaching, hunting and deforestation. The funding is provided to these conservation projects through the admission price of visiting the zoo, with 25 cents from each admission fee and $2.50 from each membership pass. Additional votes and cash donations can be made by zoo visitors at the conservation station’s spiral wishing wells. I have been told that core stability is important in the prevention and treatment of back pain. Is this correct? Core stability describes the deep muscles of the stomach and back which provide a corset ring of support that stabilizes the spine in the correct position. The core muscles function to provide a stable framework of support from which movement can take place. Whether you are working above your head (painting), lifting heavy boxes or simply working on the computer the core stabilizers function to provide support and maintain the spine in the mid-line position. Poor recruitment (contraction) of the core muscles will result in increased compensatory stress in the back. The great advantage of training the core muscles is that you can do it while working, sitting and standing i.e. in any postural position. It is important to get professional instruction regarding correct technique and safe progression of exercise.
