By Jennifer Lang The Surrey pilot who perished in last week’s RCMP helicopter crash is being remembered as a dedicated family man and highly skilled pilot with more than 25 years of flying experience, from the Persian Gulf to Whistler. Dave Brolin, 46, a trusted eye in the sky for the RCMP’s E division in B.C., was killed Jan. 17, when the helicopter he was flying crashed near Cultus Lake. The Gulf War vet was a married father of two who grew up in Cloverdale, and went to Lord Tweedsmuir Secondary. Brolin had just completed a training exercise with the Emergency Response Team and was preparing to return to base when the helicopter crashed. He was the sole occupant. Condolences to the Brolin family are being posted at a page set up at www.bc.rcmp.ca. Messages will be passed onto his family. He leaves behind a wife, two children, a daughter, 8, and a boy aged 11. There are tributes from police and RCMP detachments across North America, the flying and film communities, and the office of the premier. â&#x20AC;&#x153;I was deeply saddened to learn of this tragic loss,â&#x20AC;? Premier Christy Clark said in a joint statement issued with B.C. Public Safety Minister Shirley Bond last week.

Brolin, who was born in California, spent five years serving in the U.S. Army as part of the 3rd Calvary Air Mobile Unit during Operation Desert Storm. More recently, he spent eight years with Blackcomb Aviation in Whistler, where he was also a member of Whistler Search and Rescue. Brolin worked as a pilot on several Hollywood movie productions, including The Last Mimzy, Agent Cody Banks, and Snakes on a Plane.

Seeing the value in people A stint in hospital gives Dan Ferguson a front row seat to B.C.’s health care debate So the premiers and the prime minister are once again haggling over the cost of Canadian public health care with some people talking about how the current universal model is not sustainable. We need to tighten budgets, we are told, because the current spending on care for the sick and elderly is not sustainable. The talk is about money and budget bottom lines and the demographic challenge of an aging population. These are all nice, bloodless terms that avoid the visceral reality for people already struggling with the de facto rationing of health care. Like the 92-year-old man I met during a recent hospital stay. We were sharing a ward in Richmond Hospital following our respective surgeries. Mine was an elective procedure that I’d had two years to prepare for. He had fallen and shattered his hip. A surgical team had repaired
the damage, and the next step was going to be learning to walk again. It was his second broken hip, so he knew what he was in for. Sometimes, he would cough and make the pain even worse, then swear at it, then apologize for his mild profanity. The hurt and the prospect of more to come made him impatient and irritable about the ghastly hospital food and the sometimes slow response when he would pull the cord attached to the call button. On occasion, he would get snappish with the nurses on the surgical ward, then apologize and tell them that he understood they were understaffed and overworked. When he was feeling better, he would flirt with them in the respectful, gentle way of an older generation. He was waiting to be moved to another floor of the hospital with
the needed physiotherapy equipment, but a bed hadn’t opened up yet. To distract himself from the pain, he would occasionally sing to himself in a pitch-perfect high baritone that sounded uncannily like Burl Ives. He’d been there for more than two weeks when two nurses, women young enough to be his granddaughters, dropped by for a pre-move assessment. He’d been having a rough day. The pain meds didn’t seem to be working and he was tired from the resulting lack of sleep. He still hadn’t been able to walk. That’s okay, they said. They just wanted to see if he could stand up. He wasn’t sure he could. But they charmed him into it, helped him sit up in his bed and swing his legs to the side. One on his left, the other on his

right, they helped him get on his feet. As he stood swaying slightly, he couldn’t help remarking that one of them had the most beautiful brown eyes. “Take a step,” she suggested. “Just one.” He hesitated. “It’s okay,” she said. “We’re right here.” “Just take one,” the other young woman said. So he did. A slow, uncertain shuffle forward. “You did it.” Then another. And another. He made about eight steps before he had to sit down. “You tricked me,” he said. He looked pleased. That moment, I would suggest, deserves as much taxpayer-funded support as a toll bridge, fighter jet or football stadium. Maybe even more. – Dan Ferguson is a reporter at the Peace Arch News

Powerhouse for Poppy Fund From page one
Kelowna Legion member single handedly collected $33,660 by selling poppies, beating his own record of $28,500. That’s one-fifth of all the funds collected by his branch that year. The Poppy Fund is used to support veterans and their families through programs, housing and care facilities. Pratt has been part of the poppy campaign for more than 20 years, canvassing all day, five days a week in the six or seven weeks leading up to Remembrance Day. Last year, his stepdaughter Sharon Anderson of Cloverdale told The Reporter: “Every year he’s tried to beat the previous year. He’s so dedicated. He just loves it.” The minister also presented the commendation to the following B.C. residents: John Bishop of Cobble Hill, Velma Emberly of Victoria, Jack Fraser of Salt Spring Island, Vancouver’s Sandi Greenfield, Roy Kawamoto of Kelowna, Kelly Kwong of Burnaby, Bob Maley of North Vancouver, Robert Morrison of Vancouver, Gerard Ratchford of Esquimalt and Willliam Whalen of Pitt Meadows.
“These individuals have made a real and lasting difference with their service and dedication to our nation’s truest heroes,” Blaney said. “On behalf of all Canadians, I am proud to acknowledge their extraordinary efforts in helping to provide the care and recognition our veterans and their families deserve.” The commendation is presented to individuals who have contributed to the care and well-being of veterans and to the remembrance of their contributions, sacrifices and achievements. It is intended primarily for veterans, but in some circumstances may also be awarded to non-veterans. Fraser served in the Royal Canadian Navy from 1962 to 1964, and was released due to an injury that nearly claimed an eye. He’s been a legion member since 1964, and has served in a variety of positions on the executive, including Branch president, Zone Commander, and branch service officer. He’s also he’s chair of the branch’s sick and visiting committee, a role that sees him visiting veterans in hospitals and at George Derby Centre.

Parents invited to talk about education and the future By Jennifer Lang The Surrey School District is inviting interested parents to participate in a series of forums on education over the next few weeks. School trustees will be attending each of the forums, titled Learning in Surrey – Navigating a Preferred Future, which will be facilitated by assistant superintendents. The purpose of the meetings is to gather ideas, share perspectives and spur discussion around education issues in Surrey, with a focus on the future. “Our board values this opportunity to hear directly from parents and students, and for these most important stakeholders in the education system, to help shape the future of the Surrey School District,” said board chairperson Laurae McNally. The B.C. education plan – specifically “21st century” themes of technology in classrooms, increased flexibility, and personalized learning – will serve as a launchpad for discussion at the forums. Representative groups of four to five parents from each secondary school will participate in the regional forums. Parents who are interested in taking part should contact their school principal. Parents will be given reading materials ahead of time. The forum planned for south area schools is Feb. 13 at Elgin Park Secondary, from 7 to 9 p.m. The forum for east area schools is prior to that, on Feb. 2 at Johnston Heights Secondary, as is the one planned for north area schools, which is Feb. 6 at L.A. Matheson Secondary. There’s also a student forum planned for Feb. 13 at the District Education Centre.

Good on ya, George Greenaway The school community of George Greenaway Elementary collected over 900 food items for the Cloverdale Christmas Hamper Program in December. Many students – including the student leadership team – participated in the Vow of Silence Day, collecting more than $250 in pledges for the Free the Children organization. The money will go to a family in another part of the world to access clean water for their home and crops. Panther power Lord Tweedsmuir Secondary student Hillary Janssens is one of seven basketball players who took part in the 2012 Surrey Fire Fighters’ Goodwill Classic who are receiving scholarships for post secondary education. Janssens will receive a $750 scholarship. That’s not her only notable achievement from the tournament; she was also named to the 2012 Firefighters’ Goodwill Classic Dream Team. One seemed to stop, make a 90-degree turn and start moving east. “I dragged my 17-year-old son outside onto the deck to watch, and he thought they were definitely not airplanes, especially given the extreme right turn they each made.” Another person was also relieved after reading the story. “Unless you’ve seen them yourself, it really is a bizarre sighting.” It’s hard not to conclude it’s all really part of a sneaky advertising scheme dedicated to stirring up that all-important buzz for a product. “Don’t be surprised if your display makes front page news in your local paper!” A website that sells paper lanterns called FlyingLanterns. co.uk gushes. “Flying lanterns can easily be mistaken for UFOs!” If so, then a lot of people will feel duped. It’s worth noting the site carries this warning: Please ensure you contact the local coast guard if you intend releasing your lanterns on the beach or near the coast. This will avoid causing unneces-
sary alarm. Vike, who’s investigated hundreds of UFO sightings, concedes the strange lights may turn out to be lanterns but he doesn’t expect it will dampen the debate for now. The time of year – the festive holiday season – may further underscore this theory. “It would be the time of year that folks would let things like this go, and they are becoming a popular addition to fireworks. I just wish we [could hear from] the folks who know for a fact, the folks who let them go. This would be awesome.”

By Jeff Nagel A new study has found B.C. patients are much likelier than other Canadians to refuse to take prescribed medicine because of the cost. The Canadian Medical Association Journal analyzed 2007 Statistics Canada survey data and found 17 per cent of B.C. residents did not follow prescriptions as directed in order to save money in the previous year. That was more than double the 7.2 per cent rate reported by Quebecers and well above the national average of 9.6 per cent of respondents who scrimped on their drugs to save cash. Failing to fill or refill a prescription on time or skipping doses can make treatment less effective and worsen chronic diseases, the journal noted. “We did not expect that cost-related non-adherence would be highest in British Columbia,” the CMAJ research paper said. “This finding might result from the province’s high-deductible public drug plan or the high level of personal debt among its residents.” The CMAJ report said providing better coverage to improve prescription use would likely reduce spending in other areas, such as acute care admissions to hospital. Health Minister Mike de Jong said he wants the disparity between B.C. and the rest of the country investigated further. Prescription drug costs are entirely covered, with no deductible, for more than 270,000 low-income patients in B.C. – the poorest 10 per cent. “We need to take a closer look at why some residents report having challenges accessing prescriptions,” de Jong said in a statement. He noted a 40-year-old on social assistance who racks up nearly $1,400 in drug costs to control hypertension should pay nothing out of pocket,

while other categories of low-income patients might pay around 30 per cent of their true drug cost themselves. NDP leader Adrian Dix said he believes the problem is not the poor but middle-income earners who struggle against high housing prices and rising health premiums, ICBC premiums, electricity rates and other costs. “It shows the growth in inequality and how much pressure there is today on middle-income people,” Dix said. “One in six people are not taking the drugs they need because it’s too expensive – twice as much as anywhere else.” The CMAJ study found underuse of prescriptions due to cost was most prevalent among low-income earners without medical insurance – more than 35 per cent reported doing it. But nearly 15 per cent of the highest-income earners withAdrian Dix out insurance also resorted to the practice – more than the lowest-income earners with insurance. Dix argued B.C. could have done much more to keep a lid on pharmaceutical prices, which have skyrocketed over the past 20 years, had it been more prepared to stand up to drug companies. He noted B.C.’s pricing structure charges patients more for generic drugs – 35 per cent of brand name cost – compared to just 25 per cent in Ontario and Quebec. De Jong said B.C. has the lowest per capita drug expenditure in the country at $573 per person and provides more extensive drug coverage on many fronts.
