| Mission for the Profession Licensed Practical Nurses (LPNs) of Alberta are progressive nursing professionals who provide quality, safe, competent, and ethical care in collaboration with clients, families and other providers. • LPNs provide holistic person-centred care including physical, psychosocial and spiritual health. • LPNs advocate for and respect client choice and dignity. • LPNs are accountable for the care they provide.


The College of Licensed Practical Nurses of Alberta (CLPNA) is the regulatory organization for the profession of Licensed Practical Nurses (LPNs) in Alberta. Led by CLPNA’s Mandate and Vision, and through environmental assessment, this Strategic Plan was developed to ensure the goal of regulatory excellence.

Ten-Year Strategic Plan Licensed Practical Nurses are leaders in health care, contributing to evidence-based care delivery, education, research, management and administration; and are invaluable members of the care team in a transformed health system. • Legislative and regulatory changes enable the optimization of LPNs. • Basic and advanced education prepares LPNs to meet the needs of changing demographics in a transformed health system. • LPNs are opinion leaders influencing public policy for health care reform. • LPNs are early adopters of technology for an effective and efficient health system. • LPNs inform the profession through research, publication and mentorship. • LPNs embrace and lead interprofessional collaboration focused on person-centred care. • LPNs transform their own practice through empowered professionalism. • LPNs are integral partners in a quality system. • LPNs practice evidence-informed nursing. • LPNs embrace and model person-centred care.


Three-Year Business Plan: 2016 – 2019 Education and Competence

Goal One: Ensure Licensed Practical Nurses meet the changing needs of the population.

1.1. Enhance governing policies to support LPNs in providing quality care. 1.2. Facilitate LPN competence required for an evolving system. 1.3. Influence the optimization of LPNs throughout the health system. 1.4. Promote leadership and collaboration by LPNs in practice.

Registration and Conduct

Goal Two: Demonstrate commitment to excellence in registration and conduct processes.

2.1. Ensure registration and conduct processes are based on principles of procedural fairness, transparency and due diligence. 2.2. Ensure LPN competence in relevant legislation, professional standards and ethics. 2.3. Collaborate with provincial, national, international regulators and other health organizations in support of regulatory excellence.

Research and Innovation

Goal Three: Participate in research, innovation, and new initiatives that contribute to the health system and the Licensed Practical Nurse profession.

3.1. Lead and facilitate research activities to advance knowledge about the LPN profession. 3.2. Collaborate with stakeholders and LPNs to advance understanding, use, and translation of research evidence. 3.3. Encourage and champion research that contributes to advances in nursing, healthcare, and health systems.


Engagement and Empowerment

Goal Four: Empower Licensed Practical Nurses for the future.

4.1. Consult and engage LPNs in initiatives related to practice, policy, research, and education. 4.2. Recognize and showcase excellence in LPN practice. 4.3. Create opportunities for mentorship and networking.

Communication and Marketing

Goal Five: Enhance communication with Licensed Practical Nurses and key stakeholders.

5.1 Adapt communication techniques to meet LPN and stakeholder needs. 5.2 Increase stakeholder awareness of the LPN profession. 5.3 Inform health system decision-making through targeted communications. 5.4 Utilize workforce and socio-demographic trends to inform communications.
