In areas where there are other hospitality providers, clubs will also be able to work alongside these operators to encourage greater visitation.

Dealing with noise complaints before the Director of Liquor Licensing If your club has a liquor licence, it is subject to the Liquor Control Act 1988 (WA) (Act). Section 117 of the Act provides a mechanism for people to file a noise complaint with the Director of Liquor Licensing (Director). Technically speaking, the neighbour will need the complaint to be signed by at least 3 unrelated adults (including the complainant). However, even if a noise complaint is made to the Director that is not signed by three unrelated adults, the Director may still attempt to address any noise issue on an informal basis. Initially, the Director will usually attempt to settle a section 117 noise complaint by conciliation or negotiation. However, if the matter cannot be so resolved, the Director should provide the parties an opportunity to be heard. The Director may then either dismiss or uphold the complaint. If the complaint is upheld, action by the Director could potentially include requiring the licensee to undertake certain things, varying the conditions of the licence so as to reduce trading privileges, prohibiting the licensee from providing entertainment or some other action. A party dissatisfied with the decision of the Director may apply to the Liquor Commission to review that decision. On a review, the Liquor Commission should only have reference to the material that was placed initially before the Director. It is therefore important to put one’s best case forward before the Director and not rely on the review process.

In addition to the mechanisms open to complainants under the Act, noise complaints may also be made to the local authority or alternatively, civil proceedings may be instituted for nuisance. If your club is subject to a noise complaint, you should consider seeking legal advice at the earliest opportunity and be sure not to ignore the issue. -----Lavan has a long and honoured relationship with Clubs WA and many of its members, dating back for decades. Golf in WA: Equality is the way forward PETER MAZANEC, WRITER, CLUBS WA Golf in WA has been a male-dominated sport for many years, and the statistics prove it. According to Golf Australia, female membership has slumped to just 20 per cent from a peak of 34 per cent in the 1970s.

LIQUOR CONTROL ACT AMENDMENT BENEFITING WA CLUBS MELISSA WARLAND, WRITER - CLUBS WA As of early October, The Liquor Control Act 1988 Amendment came into action, which will be hugely beneficial in the way that visitors interact with our community sport and social clubs. Formerly, the Liquor Control Act 1988 required clubs to turn away visitors and tourists, or offer them a 2 week waiting period on a membership. Overall, the Act regulates the sale, supply and consumption of liquor, the way the premises is used, as well as the services and facilities associated with the sale of liquor. The Act aims to minimise negative outcomes, such as injury and harm, associated with alcohol, which would be no news to those of us that are involved in club hospitality.

We spoke to Ray Atwell from Mal Atwell Billiards & Bingo to get an idea of the products and services they offer, and how they benefit clubs across WA. For almost the last 50 years, Mal Atwell has been a family run business that has been providing pubs and clubs with billiard tables and accessories; however, they offer so much more. In addition to pool tables and accessories, Mal Atwell also provide juke boxes and music machines, arcade games, video lottery and gaming machines as well as dart boards and related accessories. The idea of these machines is to engage members whilst allowing for funds to be put back into the club. These machines come in the form of ticket and bingo machines, where users only have to put in a couple of dollars for a ticket or play. But their potential to help your club doesn’t end there – they also have a large array of fundraising equipment such as bingo machines, ticket machines, barrels, spinning wheels, number selectors and sweepstake kits, as well as all of the necessary accessories and supplies.

• Make the most of your space and opportunities. We are so lucky to be in this wonderful state, and many of your clubs are situated in lovely areas with the potential for expansive uses. Your club doesn’t only have to be used for a strict purpose across the year; a club premises lends itself to a range of different events and activities, which can draw many different people to your club. If you have a waterfront location, maybe you could create a family friendly waterside summer event. If you have a small club, you could use the clubhouse for a plethora of different events – quiz nights, discos, cocktail functions, sport screenings…the list goes on!
• See what others are doing. This is not to say that you should copy your competitors directly, but getting a feel for what else is out there will give you an idea of what people enjoy and what drives numbers to a club. Brainstorm with your staff/ committee and figure out what kinds of events and set ups are going to benefit your target demographic. This is a way of staying relevant and up-to-date with both your members and the people they could bring to the club.

SMALL GRANTS HAVING A BIG COMMUNITY IMPACT MELISSA WARLAND, WRITER, CLUBS WA Sporting clubs across WA are set to benefit from an array of exciting new projects as a result of the McGowan Government’s new project grants. More than $634,000 is being dedicated to 23 community clubs and sporting projects, which will improve a number of aspects and existing downfalls of a number of clubs in the state. These grassroots sporting projects are a result of the McGowan Government’s Community Sporting and Recreation Facilities Fund (CSRFF), which will be implemented across both the Perth metropolitan area and regional communities. The projects will make much needed improvements to a number of areas, as Sport and Recreation Minister Mick Murray states “this round of funding supports a diverse range of projects, from disability access, to improved playing fields, change rooms and other facilities”. It is pleasing to see that areas all around WA are going to benefit, from Kununurra to Albany, and many places in between, such as Kalgoorlie, Kalbarri, Jerramungup, Busselton, Broomehill/ Tambellup, Donnybrook/Balingup, and more! These projects will focus on playing fields, courts, women’s facilities, as well as BMX track improvements.
The metropolitan areas involved include Canning, Cockburn, East Fremantle, Joondalup, Nedlands and Leederville. Sporting clubs and facilities are an integral part of sporting club communities, and the completion of these programs across regional WA will have a vast impact on the environment and community spirit, in addition to competitor, spectator and patron experience. Minister Murray recognises the importance of our sporting clubs and communities, by stating “sport and recreation can help anyone improve their physical and mental health, and the State Government is proud to support important local grassroots clubs to grow participation”. Throughout small regional towns and communities especially, the sporting grounds clubs that have provided communal areas and activities for a majority of the town, so improving club facilities and grounds will have a large positive impact on these communities by encouraging participation, improving community spirit and creating an inviting atmosphere. The 2018 Clubs WA Industry Awards for Excellence that were held in June recognised outstanding achievements by clubs and individuals across a variety of categories.
Centennial Stadium is a recent addition to Albany’s sporting, recreation and social environment, and is home to two football clubs. The stadium has been built to cater towards community and social events as well as weddings and corporate functions, and has built up a popularity throughout the vast population of Albany as a result. The creation of the stadium improved sporting opportunities for teams as well as spectators, and went a long way in creating an enjoyable atmosphere for everyone who will be able to use the facilities.
One of these categories was the Club Refurbishment Award, which recognised clubs who had made significant and beneficial changes to their club facilities. Whilst the nominations for the awards were dominated by Perth based clubs, there were still several clubs in regional areas that provided nominations to a high standard across multiple categories.
