I relocated to Mesquite in 2017, and am proud to say that I live in such a beautiful and safe community. Coming from Washington State, I can say that the warm summers, and mild winters were a definite draw for me and my husband. Throw in the golf, and of course we were going to make Mesquite our new home! I had the pleasure of visiting this growing city over the past several years before relocating, and now can enjoy the magnificent sunrises and sunsets from my very own backyard. My husband and I were pulled in by the small, hometown atmosphere that reminded me of where I was born and raised in Pennsylvania. Your neighbors become more that just the person next door, they become your friends. Our growing community has so much to offer those looking to visit, or even relocate to the area. Golfers from all over can enjoy the spectacular golf courses, we have numerous hiking and OHV trails, and are a short drive away from some of the best camping sites, and National Parks. I always tell visitors that you can do as much or as little as you want when you visit our growing community. Though Mesquite is a mecca for outdoor activities, we are centrally located off Interstate 15, making it a convenient drive for other attractions, and entertainment. I love to get away for a day here and there to go see a show in a neighboring city, but it is always nice to come home and bask in the peace and quiet. I encourage you to come and visit Mesquite. You will love it so much that you won’t want to leave. All my best, Carol Kolson Mesquite Chamber of Commerce President & CEO

RELIANCE CONNECTS

Reliance Connects has a deep history in the Virgin Valley, but that hasn’t stopped this progressive company from being a technology leader. Significant Historical Dates: • 1907 Company founded by Hubert Leavitt • 1944 Purchased by James & Rita Pulsipher (6 telephones in the valley) • 1955 First dial telephone system in Clark County • 1986 Company sold to the Duane Day family (650 telephone lines) • 1994 Fiber optic overlay begins, First cable TV customers • 1997 Las Vegas fiber optic connection complete • 2007 Bloomington redundant fiber optic connection complete

Founded in 1907 as Rio Virgin Telephone Company, Reliance Connects was built on innovation, ingenuity, and hard work inseparably tied to the history of Mesquite. In the early 1980’s, the company was the first telecommunications provider to place fiber optic cables in Nevada. These lines formed the early “backbone” of the company’s modern infrastructure by connecting remote sites to the main office in downtown Mesquite. Modern fiber optic connections allow Reliance Connects to deliver faster speeds with less downtime. Over the next twenty years, Reliance Connects expanded

the fiber backbone to include highspeed fiber connections all the way to Las Vegas through their partners at Moapa Valley Telephone. Growth in the community prompted a technology shift away from copper telephone wire and coax cabling for home users. In 2005, Reliance Connects committed to direct fiber connections to the home for all new construction locations. Most of these initial fiber-to-the-home locations were North of the interstate freeway. Then in 2007, a fiber line was constructed into Bloomington, Utah to establish a redundant route for internet traffic. With fiber optic infrastructure complete, the company turned it’s sights on developing last-mile fiber connections to all homes and businesses in the area. Last year, Reliance Connects announced a new 100/50mbps internet speed package. Six months later, in November, over 2,500 homes and businesses have taken advantage of promotional pricing of $49.95 with no other services required. The internet price drops 20 percent to $39.95 if the customer also chooses Reliance Connects for telephone service at the same location. Today, Reliance Connects has hundreds of miles of fiber optic cables installed from Bunkerville, throughout Mesquite, Sun City, Scenic, Beaver Dam and Littlefield. Most recently, the company has delivered new fiber services in the Hawk Ridge and Mesquite Bluffs communities. Reliance Connects will continue until 100 percent fiber is available – which is just around the corner! Technology support is just a phone call away with Reliance Connects. The internet help desk is available most days from 8 a.m. to 8 p.m. for internet troubleshooting issues at 702-346-0040. There are also local technicians on standby, for after hours and weekend support. If you’re unsure if you have fiber or not, call the Reliance Connects office at 702-346-5211. As you can see from their map, they can more than likely provide it to you- if they aren’t already!

CITY OF MESQUITE Mesquite started out as an agricultural community. Early settlers grew cotton, pomegranates, grapes and alfalfa. Like any good farmer knows, every effort made to prepare, plant, water and nurture dictates how good the harvest will be. This same pattern continues today. Over the past decade, investors, businesses, developers, elected officials and residents have planted the seeds for future success. In 2018 some of these seeds started to sprout. According to the City of Mesquite, overall building permits have exceeded 2005 levels. Not surprisingly, valuation is tracking 2008 levels. Both of these are strong indicators of economic growth. The City also indicated that total business licenses are 1,848. These numbers match 2009 levels. Along with this strong growth, the State has stated that unemployment continues to fall in Mesquite. 2019 holds great promise too as the city’s residential growth is projected to continue along at a healthy clip. Further, Southwest Gas will start providing natural gas to Mesquite. Their first phase includes restaurants and other businesses located along Pioneer Boulevard. Also, several commercial developments will come on line. Residential growth is projected to continue along at a healthy clip. It’s not just commerce and construction that are doing well. As of Oct 31, 2018, gross gaming revenue and the average daily room rate are up over 2017 levels per the Las Vegas Convention and Visitors Authority. While there are many repeat visitors to Mesquite, there are also many new visitors coming to attend one of Mesquite’s signature events, golf, play in sports tournaments or attend a camp. While Mesquite’s economy no longer depends on grapes or alfalfa, the modern-day harvest of residents, visitors and commerce are just as meaningful to Mesquite’s future growth. Based on the preparations from the past few years, everything indicates that 2019 will be another prosperous year.

Small Business DEVELOPMENT CENTER Courtney Sweetin is one of the new Small Business Development Center (SBDC) counselors in Nevada and oversees the Mesquite SBDC. Her office is located at 11 Pioneer Boulevard in the Mesquite Region Economic Development office inside the Bank of Nevada building. Courtney has called the Virgin Valley home for the past five years. She has an undergraduate degree in education from Brigham Young University and a Masters in Business Administration from the University of California at Davis. She was a teacher for four years and has worked in education reform in Sacramento, Washington D.C. and Clark County, Nevada. She taught business courses at the College of Southern Nevada before moving to Mesquite in 2013. She also started her own small business here in 2014. “I am excited for the opportunity to put my education and experience as a small business owner to use, helping others to realize their goals and ambitions. The SBDC is a great source of expertise and guidance for entrepreneurs and business owners looking to grow and develop thriving enterprises,” said Sweetin. Nevada Small Business Development Center has offices across Nevada and is part of a nationwide assistance program funded in part by the U.S Small Business Administration and in partnership with the University of Nevada, Reno and the University of Nevada, Las Vegas. The SBDC offices and counselors help people start and grow businesses, achieve economic growth through the creation of new businesses and new jobs by providing access to capital. The SBDC offices are an incredible resource for one-on-one counseling services, which are free to business owners and entrepreneurs. SBDC counselors also offer workshops, business planning, educational courses and assistance in writing a business plan.

18

Colton Teerlink, President/CEO of MRB, knows the importance of a strong local business culture. “Our local SBDC in Mesquite is vital to our community and citizens. Developing small businesses in Mesquite is one of the best ways we can improve our local economy and enrich the quality of life for citizens and visitors.” Entrepreneurs and existing business owners have several assistance opportunities when it comes to starting a business or strengthening an existing one. SBDC counselors routinely help with researching demographic data and analysis, environmental management and energy assistance, writing proposals, and providing assistance with government contracting. For start ups, business counseling through the SBDC office includes everything from legal structure selection, licensing and permitting, market research, site selection, business plan creation, finding funding and even franchising agreements. “Starting a business can be intimidating and overwhelming,” said Sweetin, “but here at the Small Business Development Center we have the expertise and resources to help guide clients through the process. I am excited to help grow businesses in our region.” Sweetin encourages anyone thinking about starting or growing their business, as well as anyone experiencing challenges with their business, to stop by the Small Business Development Center or contact her by phone, 702-344-5502 or email at csweetin@unr.edu. Anyone interested in finding out more about the SBDC can go online at www.NevadaSBDC.org to sign up to request counseling assistance or access the courses and resources offered the Nevada SBDC.

Mesquite Region Economic Development (MRED) is a 501 (c) 6 organization established in 2012 to focus on economic development efforts in both the Virgin and Moapa Valleys. MRED works confidentially with clients wishing to locate a new business or expand an existing organization and there is no charge for these services. The focus of MRED is on creating primary jobs, helping to expand the local tax base, and increasing the capital investment in the community, all toward expanding the local economy. Because of Mesquite’s location on Interstate 15, halfway between Los Angeles and Salt Lake City, Mesquite is well suited to serve distribution centers and warehousing businesses and is a center of logistic activity. A new exit on I-15 at mile marker 118, provides easy access to the Flying J travel plaza and the Mesquite Technology and Commerce Center (MTCC). The MTCC is a business and industrial park containing over 700 acres of utility served property. A new utility to Mesquite is natural gas which will be supplied by Southwest Gas. Working with various agencies, training entities, and educational providers in southern Nevada, MRED can facilitate recruitment, assessment, and customized training of employees for newly located or expanding businesses and communicate job listings both nationally and statewide. Mesquite has incentives available for those interested in purchasing city-owned property or undertaking a business in the Redevelopment Zone. There are two census tracts that qualify for New Market Tax Credits and a HUB Zone, which aids in government contracting. Mesquite is also included in the Clark County Foreign Trade Zone. MRED works closely with the Las Vegas Global Economic Alliance and the Governor’s Office of Economic Development to assist in packaging state incentives for qualifying businesses. To explore opportunities in Mesquite or the Moapa Valley communities, or to request confidential information, contact Colton Teerlink, President/CEO at the Mesquite Region Economic Development 702-344-5500 or cteerlink@mrbnv.org. Mesa Valley Estates

Assisted Living and Memory Care Mesquite’s newest neighbor offers seniors a community proud to call home Somewhere along our retirement journey, we start considering our living options. Most of us would prefer to stay in the family home – called ‘aging in place’ – surrounded by memories, a familiar view from the family room bay window, or a short walk to the garden that blooms out back each spring. Aging in place may sound ideal, said Sarah Green, vice president of operations at Mission Senior Living, but when health needs change and living at home is no longer safe, enriching or enjoyable, it’s time to reconsider the options. Mesa Valley Estates Assisted Living and Memory Care, a Mission Senior Living community, is opening its doors in the fall of 2019, continuing a longtime family tradition of serving seniors and their families. “We provide older adults with the daily assistance and care they need to remain independent for as long as possible,” said Green. “By making daily life easier to navigate, seniors have more freedom and opportunity to live active, healthy and purposeful lives.”

DESIGNED FOR LIVING The entrance of the new, 61,386-square-foot, single-story building is a serene space with water features, a baby grand piano and clusters of comfortable seating where residents, families and friends can gather. There’s a bistro and coffee nook, a wellness center and movie theater, barber shop and beauty salon, plus a private office where residents can meet with visiting physicians. A concierge is available to answer questions, offer assistance, and arrange for transportation. LIFE MADE EASY & SECURE The chef prepares delicious and healthy home-cooked meals that are served three times a day in the dining room. Some of the services included in the monthly fee are housekeeping and laundry, transportation, exercise programs, a full-time nurse on staff and emergency call system. A personalized service plan will be created for individuals who need assistance with daily activities, such as medication management, dressing and bathing. LIFE MADE FUN Programs and activities are customized to individuals’ interests and abilities. Gardening enthusiasts can, for example, grow vegetables, herbs and flowers in the community’s raised-garden boxes. Residents can choose from a variety of creative arts activities and educational and cultural programming. There are off-site excursions to sporting events, parks or a resident’s favorite restaurant. Local musicians and artists provide on-site entertainment. Through the community’s Ageless Dreams program, team members identify a resident’s wish each month and make the wish come true.

“We provide enriching opportunities for residents to thrive and stay connected with friends and families in meaningful ways,” said Green. Mesquite Ranked #1 Safest City in Nevada for 2018 To add to all it’s allure, Mesquite was ranked the safest city in Nevada in 2018 by SafeWise.

SafeWise is an online safety resource that regularly releases “Safest Cities” reports as well as other reports regarding safety to raise awareness about the state of security in the United States. Their data is based on the most recent FBI crime report. “Our police department is full of excellent officers who are proactively working every day and night protecting our community,” Mesquite Police Chief Troy Tanner said. SafeWise also builds their evaluation based on the number of reported violent crimes (aggravated assault, murder, rape, and robbery) in each city. They also factor in the number of property crimes (burglary, arson, larceny-theft, and motor vehicle theft). To level the playing field, they calculate the rate of crimes per 1,000 people in each city. This makes it easier to directly compare the likelihood of

these crimes occurring in cities with vastly different populations. Mesquite has reported up to 83% less violent crime than the state average. SafeWise showed the number of violent crimes per 1,000 people was 1.22. The number of property crimes per 1,000 people were 18.70. The percentage of all crimes broke down to 6.55% violent crimes and 93.45% property crimes. “We love the support our community gives us. We participate in multiple large community events each year which I feel nurtures a strong relationship between the Mesquite Police Department and our community,” Chief Tanner said. Henderson, was the second safest city in Nevada, with a total crime percentage breakdown of 11.25% violent crime and 88.75%

MESQUITE WORKS

property crime. Reno was the fifth safest city in Nevada with a breakdown of 21.64% violent crime and 78.36% property crime. Chief Tanner attributed the Police Department’s high solve rate to the officers’ dedication to each and every investigation as well as call for service. “We also greatly appreciate our mayor and city council who has allowed us to maintain our needed staffing levels,” Chief Tanner said. “Our staffing levels allow us to quickly respond to crimes in progress or calls for service which in turn, makes it possible for the officers and detectives to quickly solve crimes.”

Mesquite Works is a 501c3 nonprofit organization that was created by local businesses and community leaders to assist workers and companies in finding jobs and employers finding workers. Mesquite Works provides basic job readiness training such as resume writing, interviewing skills, proper dress and “soft skills” such as learning about what employers look for in potential employees. Potential employees are also provided with job listings from potential employers and job coaching in certain circumstances. All services are free to both job seekers and employers. Mesquite Works is an all volunteer organization overseen by a 21 person board of directors that includes representatives of the major employers and high schools in our area, College of Southern Nevada, local media, Chamber of Commerce, religious organizations, local government and community leaders.

Anyone who lives in the Virgin River Valley from Moapa and Overton to Littlefield and Beaver Dam can come to our office and receive job assistance. The same is true for local businesses who have jobs available and are looking for employees or who want basic training for potential employees. Mesquite Works can also refer job seekers to other agencies and organizations that can assist in training and job placement. We host four Job Fairs each year, and those are great opportunities for job seekers to meet employers. In 2017, over 100 individuals found employment by attending a job fair, and another 70 found employment after receiving instruction in one of our job readiness sessions. Our office is located next to the Food Bank and Virgin Valley Family Services on South First Street in Mesquite. The phone number is 702-613-0699, and the web site is www.Mesquiteworksnv.org.

Jensen Property Management & Leasing Mesquite has always been a good investment! Jensen Property Management & Leasing expanded into Mesquite 25 years ago. “It was a great opportunity then and still is today, said Owner Jerry Jensen. Upon opening their doors for business, the company joined the Mesquite Chamber of Commerce knowing it was a great way to be introduced in the community and to assist in the future of Mesquite. Mesquite Chamber of Commerce has been a viable player in the community providing opportunities for all businesses. Jensen Property Management & Leasing was originally started more than 35 years ago in St. George, Utah by owner and founder, Jerry Jensen. Jerry started in the real estate business helping clients' buy and sell real estate. Many of those clients saw the value of real estate as an investment, but did not want the day to day hassles of managing real property. No property management companies existed at that time in Mesquite... Jerry filled the void. In the late 80's and early 90's Randy Black and his brothers were developing their casino businesses and a few housing projects in Mesquite. They had observed and were impressed with Jensen Property Management & Leasing in St. George and asked Jerry to help them in Mesquite. Already familiar with Mesquite, Jerry agreed and opened for business managing rentals and homeowner associations. In time the homeowner association business grew to a point that homeowner

26

association management was divided off into a separate business called Association Management Services which later became Colonial Association Management. Jensen Property Management & Leasing has continued to serve Mesquite all these many years offering professional property management services for Single Family Homes, Apartments, Condos, Duplexes, Retail Shopping Centers, Office Complexes and Self Storage Units. They have refrained from the real estate brokerage business and thus assist the many great realtors in Mesquite in managing the real property investments of their clients. With the ever-changing market environment Jensen Property Management & Leasing continues to stay up to date with property management education, local and federal laws, adopt cutting edge technology, streamline systems, improve processes and increase efficiency. All of this is done to give their clients the best possible return on their investment. The Chamber of Commerce is vibrant and strong in the business community. The local economy is stronger, and that is good for all businesses that depend on consumers' ability to spend in the local market place. Jensen Property Management & Leasing, along with their local team Lucy Rutner, John Belnap, Cindy Strong, Mike Rutner and Michelle Sessions look forward to another 25 years in Mesquite and continued partnership with the Mesquite Chamber of Commerce: "Where quality of life meets quality of business."

OFF HIGHWAY VEHICLE AND GOLF CART USE WITHIN THE CITY OF MESQUITE As summer slips away and the fall and winter months approach, the weather in Mesquite becomes very enjoyable. With the onset of cooler temps the use of Off Highway Vehicles and Golf Carts inside the City of Mesquite increase and become much more popular.

However, the use of OHV and Golf Carts is not intended for general transportation. Operators should not use OHV or Golf Carts for the purpose of shopping, running errands or general travel inside the city. Golf Carts that are registered through the DMV as a Low Speed Vehicle with valid license plates are not subject to this restriction. Drivers should operate the vehicles in the roadway and not on sidewalks or walking trails and obey all traffic laws.

Mesquite residents and visitors enjoy excellent golfing opportunities and access to off road trails around the city, the Mesquite Police Department has worked extensively to meet the needs of the community to enhance the recreation opportunities available to our citizens and visitors. New changes to the Mesquite Municipal Code allow for valid licensed drivers to operate a golf cart or OHV from a residence to an open area for OHV use or a golf course.

OHVs are required to be registered through the State of Nevada or another state where the owner is a resident. The registration process for OHVs in Nevada is an online service only and not available through the DMV office. The Mesquite Police Department has also worked to allow access to a section of Pioneer Boulevard that was previously restricted. Pioneer Boulevard from Falcon Ridge Parkway to Oasis Boulevard is now accessible to OHV and Golf Carts. Please see the pull-out map for a reference of where OHV and golf carts are not permitted.

THE HERITAGE GARDEN The desert landscape of Mesquite, Nevada is no longer just home to the cactus and tumbleweeds. Fresh, locally-grown crops are available to those who wish to till the soil, sow seed and harvest the fruits of their labor. Across from the Casa Blanca golf course sits a parcel of land that grows a variety of crops year round. Its official name is The Mesquite Community Heritage Garden, but over the years it has been shortened to the Community Garden. Founded by local gardeners eight years ago, the plan was simple. For a small annual fee horticulturists can ply their green thumbs to grow a variety of crops to meet their needs. The most popular crops are tomatoes, cucumbers, basil, squash, melons, and peppers. Plot sizes range from 10’ X 12’ to 14’ X 30’. Tours are welcome and available upon request. Please contact Geoff Gravett for more information at 385.219.1437.
