The DART Light Rail Blue Line extension to Rowlett opened in late 2012, bringing new riders into historic Downtown Garland and beyond. Garland also provides easy access to major highways: Interstates 635 and 30, as well as the President George Bush Turnpike. The Eastern Extension of the President George Bush Turnpike has been a strong thoroughfare that provides quick connections between activity hubs in Garland’s northern and southern sectors. Garland remains committed to strengthening our “green” initiatives, with a continued emphasis on energy efficiency and good environmental stewardship. In 2012, the City continued to add renewable energy infrastructure throughout the community, and expanded acquisitions of propane, compressed natural gas, hybrid and electric vehicles to our working fleet. Other initiatives include pilot projects featuring light emitting diode (LED) residential and commercial street lighting and the opportunity to expand our energy portfolio to include renewable energy sources such as solar and wind. Education When it comes to education, parents trust the Garland Independent School District. Garland ISD serves the growing DFW Metroplex communities of Garland, Rowlett and Sachse. Garland ISD is the fourth largest district in the Metroplex and the 10th largest in Texas, but despite its size, remains dedicated to quality teaching and interaction for every student.

Magnet Programming GISD has a variety of magnet programs. Elementary level magnets include a mix of students who live nearby and students from all three cities who qualified for the magnet programs. At the secondary level, the magnet programs are usually “school within a school” programs, offering a mix of regular curriculum and specialized magnet courses. Elementary and middle school magnet programs include gifted and talented, math, science & technology, and classical curriculum. High school magnets expand upon these offerings to include television production and broadcasting, law and criminal justice, and concurrent college enrollment.

OPEN Enrollment Only a handful of districts nationwide offer open enrollment options for students. However, none have a “choice” plan as farreaching as Garland ISD. While other districts use attendance zones to determine who goes where, Garland ISD, parents are 22

able to choose the campus they wish to have their child attend. The “Choice of School” period takes place each year in January for the following school year. Each year, between 97% and 98% of our students receive their first choice school!

Colleges & Universities Garland offers tremendous choices for college education. In Garland, students will find the LEED-certified Richland College Garland campus, Amberton University, and Remington College as well as several diverse technical schools. Creating Events that Move People The Curtis Culwell Center has quickly made its mark as a premiere event facility in north Texas. Formerly the Special Event Center, the facilityâ&#x20AC;&#x2122;s name was officially changed to the Curtis Culwell Center in May of 2012. It was renamed in honor of former Garland Independent School District Superintendent, Dr. Curtis Culwell who provided the vision and leadership to open the facility. In November of 2012 the facility served as host to the UIL State Volleyball Championships. This event set new records for attendance and brought thousands of visitors to Garland hotels, restaurants and retail businesses. The facility served as the host of the Southwestern Athletic

Championship (SWAC) Basketball tournament in 2011, 2012 and will serve again as host in 2013. Each year the center has hosted the tournament, it has set new attendance records. The facility also has become a cultural epicenter as the host to a variety of concerts that represent so many of the cultures that make up the demographics of the Metroplex. Events that happen at the Curtis Culwell Center touch the lives of so many. GP&L Encourages Energy Efficiency Conserving energy can be as easy as turning off lights in empty rooms, using compact fluorescent light bulbs, or changing out your air filter on a regular basis. Garland Power & Light customers can do even more to conserve energy by participating in GP&L’s EnergySaver Program. With this program, customers can reduce energy use and save on their electric bills by upgrading to an energy efficient air conditioning system or by making weatherization improvements to their home. These improvements include adding ceiling insulation, installing Energy Star® windows or doors, covering windows with solar screens or film, and replacing ductwork. As an added benefit, customers with qualifying projects receive a credit their utility bills which help to offset the cost of the energy efficiency upgrades. “We have had several hundred customers participate in this program since it began in April 2008,” said GP&L’s Commercial Accounts Manager David Koliba. “The bill credit is a great incentive for customers to make the upgrades which will save them money for years to come.” GP&L also offers free, online services to assist customers in learning how to use energy more efficiently. With Energy Depot for Homes, customers can create a personalized Energy Profile (Audit) for their home; use an Energy Saving Calculator to figure out how much it costs to operate their appliances; use the Comparison Tool to compare costs and savings for new appliances; consult the Energy Library for information; and e-mail GP&L’s Energy Advisor with any energy efficiency questions. Energy Depot for Business contains similar tools for customers who operate a business or commercial facility. Customers may schedule a free, in-person energy audit to assess the current energy efficiency of their home and key appliances. A personalized report with suggested energy efficiency measures will be provided at the completion of the audit. Some GP&L customers have already made extensive energy efficiency upgrades, while others are just now learning about the steps that they can take to conserve energy. 2013 Chamber Events Direct Connect The goal of this program is to help attendees make more strategic connections and teach them how to capitalize on networking opportunities. Events are held on the third Thursday of each month from 8:00 to 9:00 a.m. Monthly Luncheons Chamber luncheons host a variety of speakers, from social media experts to community leaders. The event allows professionals from various business fields to interact in a relaxed environment and learn more about better business practices or issues facing the Garland community. Events are held on the last Monday of each month from 11:30 a.m. to 1:00 p.m.

Annual Events Annual Banquet The Annual Banquet celebrates the year ended and looks to the year ahead by recognizing community leaders and welcoming the chairman of the board for 2013. The banquet also features a keynote speaker and elegant dinner. The 81st Annual event will be held on January 31, 2013. Annual Business Expo The Expo invites local businesses from Garland and the surrounding communities to display products and services to a crowd of local leaders, business professionals and the general public. The 4th Annual event will be held on April 18, 2013. Annual Partnership Golf Tournament The Golf Tournament serves as an opportunity for participants to advertise and network with area business professionals and city leaders outside of the typical conference-room setting. Sponsors are encouraged to develop teams of current or prospective customers. Many use the tournament as an opportunity to strengthen relationships with supporters, clients and stakeholders. The 29th Annual event will be held on September 13, 2013. Leadership Garland Prayer Breakfast This is an annual event that allows leaders in community, government, business, education and civic organizations to come together for an interfaith celebration of harmony, cultural diversity, leadership and direction. Garland has been a city of partnerships from the very beginning. This was especially true in 1995 when the Garland Economic Development Partnership (GEDP) formally connected the City of Garland, the Garland Independent School District and the Garland Chamber of Commerce in an effort to build a sustainable economy. What is DCMA Garland has been recognized as a manufacturing city since the 1950s, and numerous Fortune 500 corporations chose Garland as a location for their strategic operations. A critical part of the GEDP focus is the retention of key players in our community. In 2005, Richland College, part of the Dallas County Community College District (DCCCD), one of the largest community college systems in the nation, offered the Garland Chamber a loaned executive to work with employers on their training and talent development issues. As the organization continued to meet with its companies, the staff realized there was a huge need for developing and maintaining the qualified

workforce as workforce development was always listed as one of the top three issues by those companies. The Dallas County Manufacturers’ Association (DCMA) was established in 2006 under the umbrella of the GEDP. One of DCMA’s major objectives is to provide resources for a qualified workforce and training. DCMA members have access to an extensive array of training programs designed to meet the needs of the manufacturing community. “Micropac has received many benefits as a DCMA member company. As a specific example, we received training through a Richland College/ DCMA grant for broad level skills development across our company. A couple of years ago we experienced a down turn in one of our divisions, while we had a significant increase in our sister division. As a direct result of the skills training , we avoided layoffs by transferring employees across divisions who fortunately had the skills training needed.” “KARLEE recently had a large pothole in one of our main shipping routes that was causing havoc for our trucks. Fortunately the relationships formed through the DCMA allowed us to resolve this problem in a matter of days with just one phone call. The high level of performance from the DCMA is something KARLEE has come to trust and rely upon whether it is working with the city or helping us find our next innovative training solution.”

Small Business Development In March 2012, the Garland Chamber of Commerce opened the first Small Business Development Center satellite campus in the Dallas area. The partnership between the Chamber and the SBDC is the first of its kind and will continue to be a model for SBDC partnerships to come. More than 150 small business owners and executives have already taken advantage of the numerous resources available to help their companies see greater growth and increased efficiency. The Small Business Development Center, in conjunction with the Garland Chamber of Commerce, provides small businesses with a multitude of resources, including free, in-depth counseling, consulting and coaching. The Garland Chamber has an SBDC counselor available each Wednesday and Thursday at the Chamber office, by appointment. In partnership with the Small Business Administration (SBA), the State of Texas and the Dallas County Community College network, the SBDC assists startups and existing businesses, including manufacturers, with the following services: u Conducting financial analysis to help improve profitability and bankability u Developing competitive strategies u Coping with government regulation and taxes u Designing strategic business, marketing and sales plans u Hiring and managing employees u Understanding and securing loans and other sources of capital u Website development and social networking u Evaluating the purchase of an existing business to expand internationally with the assistance of the International Trade Development Center, which provides free market research and develops entry 66

strategies in foreign markets u Diversifying a companyâ&#x20AC;&#x2122;s client base using the assistance of the Center for Government Contracting, which educates and provides assistance with minority, veteran and women-owned certifications and bid proposals for government contracts u Developing systems, policies and procedures that minimize, transfer or eliminate risk factors with the assistance of the Risk Management Center u Improving efficiencies and effectiveness of manufacturing processes or management systems using the assistance of the Enterprise Excellence Center u Understanding patents, trademarks and copy-write processes for new products and services and bringing unique technology to the market with the assistance of the Technology Commercialization Center and assisting with pro-bono legal counseling, developing prototypes and intellectual property strategies u Assisting with valuating and identifying sales brokers for those interested in selling their business All services are free of charge and confidential.
