Rated the fifth most successful city in America in 2016 by career website Zippa.com, McKinney has been recognized by both businesses and job seekers for its potential. Business is booming. Companies large and small are moving to McKinney or expanding existing locations, bringing and creating jobs. From 2012 to 2017, jobs increased by 25.3 percent in Collin County from 350,497 to 439,063. This change outpaced the national growth rate of 7.9 percent by 17.4 percent. McKinney’s rapid business expansion benefits its residents on other levels, improving infrastructure, adding city services, and supporting schools. to the city’s strategic plan. The MEDC works to sustain economic vitality both through direct support of primary businesses and collaboration with business, industry and community partners.

MAKING THE MOVE TO MCKINNEY

Aimed at attracting corporate office tenants to McKinney, Craig Ranch is well on its way to achieving that goal. Independent Bank has broken ground on a new $52 million corporate headquarters at the McKinney Corporate Center. An innovative commercial development, the Center is a 137-acre office park created in 2012 through a public-private partnership between the City of McKinney and Craig Ranch. “Craig Ranch is a very attractive location because of its access to infrastructure and the first-class amenities a premier workforce desires,” says Peggy Smolen, senior vice president and marketing & communications director, Independent Bank. “The location offers easy access to the Metroplex and DFW Airport, supports recruiting and retention efforts that are essential to attracting and retaining employees, and offers a variety of outstanding housing and schooling options for families.” Based in McKinney for more than 20 years, Independent Bank Group has grown rapidly. Since going public in 2013, the company has acquired six

financial institutions. The new headquarters will solidify the organization’s plans for growth. “The new corporate campus will position Independent Bank as a premier employer in North Texas, while providing the infrastructure for growth,” Smolen says. “Thanks to the support of the McKinney Corporate Center Craig Ranch, the City of McKinney and the McKinney Economic Development Corporation, Independent Bank is proud to deepen its roots and continue to make a positive impact on the communities it serves.” A partner in economic planning, MEDC encourages commercial development through a series of economic initiatives and collaborative agreements. “MEDC offered an incentive based on 221 retained jobs, as many as 200 new jobs, and for estimated capital expenditure of $52 million,” Smolen continues. “Independent Bank plans to bring up to 400 jobs to its new HQ in the next five years.” Craig Ranch was also a draw for Moss & Associates, LLC. The Florida-based company has plans to pursue opportunities in the multifamily, hospitality, office and mixed-use segments. “We have built in the DFW area since the early 2000s,” says Gerald Young, vice president, Moss & Associates. “We know the area. We’re expanding the Moss Commercial side into the DFW

market—huge potential growth. And here we have a much better probability of meeting new clients on the residential side.” When considering the relocation of its national platform from El Paso, the company looked at several North Dallas locations but settled on the Frisco–McKinney–Allen area. “We drew a circle in 5-mile increments from the Dallas Tollway and 121. We found Craig Ranch,” Young says. The company will bring 35 jobs during the next three years. Young credits MEDC with making the move seamless. “I reached out to MEDC, and they were very happy to talk with us,” says Young. “They were very friendly, very responsive. It was a smooth transition.” Another new resident to Craig Ranch is Service First Mortgage. In 2016, the full-service mortgage lending company agreed to lease approximately 25,000 square feet of office space in McKinney Corporate Center I. The move relocated the company’s headquarters from Richardson to McKinney. The prime location of Craig Ranch between the Dallas North Tollway and U.S. 75 north of the Sam Rayburn Tollway was key to a decision to move. Service First Mortgage expects to employ 128 jobs within three years. Lured away from Plano was Traxxas, a designer and manufacturer of radio-controlled hobby cars, boats and other vehicles. Announced in 2010, the company moved its corporate headquarters and research and development facilities to Craig Ranch. Traxxas spent three years looking for the right place to relocate its corporate headquarters. A combination of incentives by the City of McKinney, MEDC and Craig Ranch led to the company becoming the first corporate resident of the commercial development. McKinney is home to many creative and prosperous businesses moving the region forward as the place to be for economic growth. Diversified and strategic economic development planning has led to McKinney becoming a leader in the commercial real estate market.

ALL SYSTEMS READY McKinney is a great place for a business venture. To streamline development processes within city offices and the community, McKinney has added a new, interactive software system. Titled EnerGov, the system was created by the Development Services Division which includes four departments: Building Inspections, Code Compliance, Engineering and Planning. EnerGov automates processes and procedures among these departments. City inspectors, code enforcement officers and other land use officials now have the ability to update and access data in the field. The customer-facing side of the system, called Citizen Self Service (CSS) portal, provides citizens with a location to research information about neighborhoods and commercial developments. Project managers, engineers, and investors can log in to view details of current projects. “Developers have remote access to timely information,” says Michael Quint, executive director, Development Services. “It’s a time savings. They have real-time status updates on projects,” McKinney residents also have access to information., Quint continues. “It allows them access to data they wouldn’t have otherwise. They can know what’s being built behind their house.” With access to the CSS portal, residents and developers can create a new account, apply for permits, make payments online, request building inspections, create new development cases and view real-time data. A snapshot portal offers a quick view of development metrics. “Each month we take a snapshot of metrics,” says Quint. “We put it out there to the public. The data is interactive. A person can find out the number of permits in a certain area, or the average square foot of homes under construction in the area.” The software system is updated on a regular basis to provide the most convenient, accurate and timely information for users. “We’ll continuously make the software better. We’re excited about what the future holds,” says Quint.

THE ROAD

MOST TRAVELED McKinney is exploding in population, in land and in opportunity. In fact, the city more than tripled in size from 2000–2018, growing from 54,369 to nearly 180,000 residents. McKinney was the ninth fastest-growing city nationally in 2016–2017 according to U.S. Census estimates.

ur boundaries are growing, too. McKinney’s city limits grew by approximately 400 acres in 2016 as part of a single annexation, the Trinity Falls Municipal Utility District. In addition, the population of Collin County is expected to grow to between 2.5 to 3.4 million over the next 40 years. In response to this unprecedented growth, business and residential developments have expanded at a rapid pace. City government has offered a welcoming atmosphere for new and existing businesses. As a result, big companies have infused the area with thousands of jobs in fields such as technology, construction, manufacturing, healthcare and aviation.

Companies making McKinney their home include PACCAR, TYG Products LP, Hisun Motors, Independent Bank, TRAXXAS, Moss Construction and Service First Mortgage. Another thriving industry in McKinney is healthcare. Two of the largest private employers are Baylor Scott & White Medical Center McKinney and Medical City McKinney. Driving economic and employment growth in southwestern McKinney is Craig Ranch. The 2,200-acre, mixed-use development encompasses Custer Road to Stacy Road and north to Silverado Trail. Although 4,000 workers are currently employed within its boundaries, that number is expected

to increase to 20,000+ as commercial space expands. The McKinney Corporate Center at Craig Ranch will be home to many of these employees. This population expansion and commercial growth have driven the need for enhanced infrastructure. To support that progress and maintain the area’s economic advantage, McKinney and its local partners are working to provide a sufficient transportation framework to meet commuter demand to and from Collin County.

A vital asset to McKinney and its corporate partners is McKinney National Airport. Owned by the City since 1979, the airport services an average 362 takeoffs and landings each day. People are calling us daily for hangars.” In March 2018, the City of McKinney broke ground on a new cutting-edge McKinney Air Center. First on the construction schedule is a 39,900-square-foot transient hangar. The second phase consists of a state-ofthe art, 17,000-square-foot executive terminal. The FBO provides fuel and world-class services to the growing aviation community. “We’re outgrowing the terminal we have now,” Carley says. “It’s an upgrade in our facilities.” Also in 2018, McKinney National Airport acquired a 190-acre tract of land on its southeast side. Plans allow for purchase of additional acreage in the future as the airport grows. The acquisition is part of a long-term Airport Master Plan. “All the development has been on the west side,” he continued. “There are no facilities on the east side. There’s potential for maintenance operations, manufacturing operations and hangars.”

of the airport. A one-stop shop for aviators and passengers, the FBO provides fuel and aircraft storage, tie-down, parking and rental. With an influx of companies expanding into McKinney, air traffic has increased dramatically bringing with it the need for additional facilities and amenities. From fiscal 2016–2017, the airport has seen more than an 11 percent increase in operations. “It’s growing across the board. It’s growing in corporate traffic. It’s tran-

sient traffic, flight instruction and training, and jet sales growth,” says Kenneth Carley, airport director. Hangar space is in demand with all currently leased. Key leaseholders are Toyota North America and Texas Instruments. A suite of itinerant users also takes advantage of McKinney National Airport. Among these are YUM! Brands, State Farm Insurance, Target, Walmart, Sherwin Williams, Raytheon, STIHL and the United States Army.

A 2016–2017 Master Plan Update lays the groundwork for future airport expansion and development and covers a 20-year timeframe. “It’s looking at growth and will remain flexible,” Carley says. “It will provide for infrastructure to all future facilities for growth.” Short term plans call for the new FBO with additional ramp space, a new or relocated taxiway, pavement maintenance and drainage improvement. Long term improvements may include a second runway, enhanced aviation lighting, additional hangars and expansion of the fuel farm.

As the population in Collin County increases, so does traffic on roads through and around McKinney. The Texas Department of Transportation (TxDot), together with the City of McKinney, is taking steps to improve existing roads and plan for new ones. “We are currently conducting a comprehensive feasibility study on the potential of a larger east-west corridor,” says a TxDOT spokesperson. “It would increase capacity on US 380 through all of Collin County, where the population is expected to grow 166 percent before 2040, according to the state demographer. “In addition to the feasibility study, we currently have a $58 million project to widen US 380 to six lanes at the intersection of the North Dallas Tollway. It is a 2.5-mile project that should be mostly complete in 2019.” Smaller thoroughfares and feeder roads are also being examined to keep up with future commuter demand. Beginning in September 2017, additional monies were dedicated to the State Highway Fund for road expansion and improvement.

“We have several projects in Collin County that are in planning and funded with some of these funds,” the TxDot spokesperson says. McKinney area routes to receive attention include FM 2478, US 75 and SH 5. Construction bidding is set to open beginning in 2020. However, a local near-term project is close to completion. “Along with the current improvements to US 380 and the feasibility study, TxDOT has several other big projects near McKinney that will improve travel,” the TxDOT spokesperson continued. “We are nearing the final stages of a $37 million overhaul of the US 75 interchange at President George Bush Turnpike (PGBT). The project will reconfigure the ramps and merges at US 75 and the PGBT, one of DFW’s busiest interchanges. The work includes extending the railroad bridge just north of PGBT, constructing new auxiliary lanes and rebuilding the Plano Parkway bridge spanning US 75.” The project is expected to be completed in early 2019 and will sig-

READY FOR TAKEOFF McKinney National Airport is primed for the future. Since December 2017, the facility has opened a new hangar, purchased 190 acres of land and broken ground on a new terminal and hangar. Airport Director Kenneth Carley knows this is just the beginning. “My mission is to let it grow so it can best serve the community,” says Carley. Tasked with directing and implementing the development of the airport, Carley also is responsible for managing airport operations and the fixed base operation (FBO). “My first priority is safety of operations— then following through on being financially self-sufficient and making the best decisions on use,” Carley says. The airport is well on its way. As a result of the airport’s profitability, it is decreasing the amount of money it receives from the city. Although the airport will receive $200,000 in fiscal 2018–2019, it is expected to receive no funding in fiscal 2019–2020. “The revenue streams are increasing,” Carley says. “We’re leasing more space. We’re operating at maximum. Our revenues are increasing from fuel sales.” Drawn by the airport’s potential, Carley became airport director in January 2018. The growth of North Texas and the commitment of city officials to airport development were key factors in his decision to relocate to McKinney. “When I looked at the area, the growth trajectory of the airport, the opportunity to work in that environment, I was interested,” Carley continues. “I understood the City’s commitment to developing the airport. They realized the return on the investment.” The choice was the right one. June 2018 brought all-time high operations and fuel sales. “I love it here,” says Carley. “It’s a great airport and we have an incredible staff.”
