ver 200 existing and prospective members of the exclusive Turnberry Isle Resort & Golf Club recently enjoyed a Hawaiian-themed Member Mingler at the newly renovated private Ocean Club. Guests were greeted with flower leis by hula dancers in grass skirts, two brightly-colored oversized parrots, wooden canoes filled with exotic flowers, tiki huts and a stone-carved statue along with coconut-filled drinks, top-shelf cocktails and an abundance of island fare — all while taking in for the first time — the dramatic transformation of Turnberry’s Isle’s beautiful beachfront. During the beautiful affair, partygoers sampled award-winning cuisine prepared by Turnberry Isle’s team of talented chefs. The menu for the evening included an array of butler passed hors d’oeuvres, shrimp cocktail displayed on ice, beef and

Superintendent, Miami-Dade County Public Schools Summer 2011 Florida has moved the FCAT goal line again, making it harder for students to score in the coming years and for schools to track improvement from one year to the next. The almost certain result: lower FCAT student scores and school grades next year under the state’s accountability system, belying improvement in student learning. The changes to the accountability system include: NEW STANDARDS, NEW FCAT With the adoption of the Next Generation Sunshine State Standards, the Florida Department of Education set new student-learning objectives for each grade level, aimed at giving students a deeper understanding of fewer key concepts. The number of objectives tested in grade 8, for example, has dropped from 98 to 19, allowing more time and attention for the remaining objectives. Starting this past spring, Florida school districts administered a new FCAT (FCAT 2.0) to measure student achievement under the new standards. While the intent may be good, some unintended consequences may prove harmful. First, a substantial number of schools will likely see their grades fall under the new standards, with some schools potentially sanctioned for not maintaining or improving their scores. Second, the public may mistake a drop in a school’s grade as a drop in quality, leading some

CARVALHO’S CORNER parents to transfer their children to other schools needlessly. Ironically, the changes come as we celebrate dramatic improvements in student performance over the last three years. That fact must not get lost in the confusion the new standards and the new FCAT are sure to cause. That is why we at Miami-Dade County Public Schools are urging the Florida Department of Education (FLDOE) to launch a comprehensive public information campaign to help parents interpret the new test results and to provide suggestions on how they can help their children master the new standards and the new test. GREATER EXPECTATIONS, SKEWED RESULTS As educators, we at Miami-Dade County Public Schools applaud higher standards. We worry, however, about any misperceptions and penalties that could result from shifting goals, however well intentioned. In addition to the academics, we strive to teach our students good values, including the virtue of fair play. How can we instill confidence and inspire respect in our students when we change the rules in the middle of the game? A well-informed public will always make the right choices. Ignorance, on the other hand, only breeds ignorance, something our students, community, and state can never afford. Please urge parents and others to get the facts. The Mudslinging Campaign of 1828

Bob Diamond HISTORICALLY YOURS The presidential campaign of 1828 pitted a rematch between the experienced, aloof President John Quincy Adams, a National Republican, against Democrat Andrew Jackson, a military war hero, whose humble origin was favored by frontier settlers. Democrats continued charging Adams with a “corrupt bargain” with Henry Clay in 1824, by appointing him Secretary of State and stealing the election from Jackson, when the election was decided in the House of Representatives. In the 1824 popular vote, Jackson had 42%, Adams 32% and Clay 13%. According to historian William A. DeGregorio, Adams forces in 1828 made scurrilous charges of adultery against Jackson and his wife Rachel. Jackson had married Rachel Robards in August 1792. It turned out that the marriage was invalid because Rachel’s divorce from her first husband had not been finalized. They then remarried, this time legally on January 17,

1794. At age 17, Rachel had married Lewis Robards in Kentucky. An insanely jealous Robards continually accused Rachel of having affairs with other men. Despite her pleas of innocence, Roberts ordered her to return to her family in Tennessee, “Until he called for her.” Jackson met Rachel in Tennessee and they fell in love. ‘Nevertheless, when Robards came to Tennessee to claim his wife, Rachel dutifully returned with him to Kentucky, only to find that he had not curbed his rages of jealousy. Told of her unhappiness, Jackson raced to Kentucky and rescued her.” In December 1790, at Robard’s request, the state legislature passed an enabling act permitting Robards to sue for a divorce. Mistaking this for the final divorce decree, Jackson married Rachel. Robards then sued for divorce on the grounds of adultery; the final decree was issued in September 1793. Unfortunately, their remarriage in 1794 did not end the matter, as scurrilous attacks against Rachel’s character poisoned the campaign of 1828. Humiliated, Rachel, with heart problems, grew ill and died several weeks after Jackson defeated Adams. “Jackson forever blamed his political opponents for her death, vowing at her funeral, ‘I forgive all my enemies. But those vile wretches who have slandered her must look to God for mercy.’”

Does Duffy’s Sports Grill Have What it Takes?

EAT THIS... DRINK THAT Aventura is a tough place to make it in the restaurant business– that is common knowledge. People are particular about what they want, and may give a place a second chance, but if an eatery gets it wrong more than once, they’re out! Such was the case with the nowdeceased Water Club. There was so much hype around the eatery that unless it was incredible – it never really had a chance. Unfortunately, it fell short…way short. But let’s not talk about failed ventures; let’s go for hopeful, as in Duffy’s Sports Grill, the new restaurant that now resides in the enormous space. I visited Duffy’s a mere five days after it first opened in its North Miami Beach location. Part of a “chain” (there were about two dozen Duffy’s Sports Grills in Florida at the time of this writing), the space that was once mod and trendy had been converted into that ubiquitous “sports bar” feel – green walls, wood, tons of TV’s…you know the type. But here, it is indoors, outdoors, and on the water. The space, which is HUGE, offers guests a plethora of options – you can eat inside in the “upper area”, in the main dining room, outdoors on the “deck” (which is mere steps from the water) or at the outdoor bar area, which sits next to a pool. Guests are encouraged to wear bathing suits and sip and swim. Oh, and there’s plenty to eat. (But remember; wait at least 15 minutes before going in the water after eating – just kidding.) So let’s talk food. It is not hard to cook sports bar food – burgers, fries, appetizers…ah, but to make it well is another story. There is a nice selection at Duffy’s. Don’t get me wrong – it is fairly typical, but it is also good. So it is comforting to know that there is a restaurant that offers a

familiar menu with tasty food at reasonable prices in the neighborhood. Classic appetizers include spinach-artichoke dip, loaded potato skins, crispy calamari…you get the drift. All good enough to eat. Naturally, there are all kinds of burgers, wigs, “From the Grill”, salads, sandwiches, seafood, pasta, and the like. It is a super-kid friendly menu (as a matter of fact, there’s a special kids menu where little ones can mix-nmatch meal and make their own sundaes. Nice.) The atmosphere itself works. It is a casual place that is easy to hang in. Everyone is friendly (actually, overly friendly if you ask me) but it makes sense. There’s a lot of space to fill and the best way to fill it is with good customer service, good food, oh, and drink specials. Of which there are plenty. There’s a monthly special, daily specials, beer special, $4 Stoli cocktails, and then there is Happy Hour, when everything is 2-for-1. Who wouldn’t want to hang there?! What I neglected to stress so far was the 800 big screen TV’s hanging generously…everywhere. (Okay, so there are not really 800 TVs, but there are a lot, so getting your favorite game, be it tennis, golf, WWE, baseball or NASCAR should never be a problem.) There is an air of freedom, it is light and easy to be there, and that is cool. It is a place where casual reigns. So overall, while I am never fond of chains, I believe that I will be back to Duffy’s again. Why? It is a “Cheers-like” place. One that you can call your own. A place that you can eat at a table or belly up to the bar, and it will be consistent. The food is more than decent, and the attitudes are awesome. That’s enough to get me back. Duffy’s is open every day of the week for your watching and dining pleasure. How lean are your greens? Salads could sabotage your diet BY BARI AUERBACH

Did you know that salad you thought was “healthy” could have a whopping amount of fat and calories totaling even more than a BK Whopper! If you’ve been topping your greens with high-calorie dressings, cheese, croutons and other mixins, it’s time to “raise the salad bar” and toss in nutrient-rich ingredients that won’t sabotage weight-loss goals. According to a report on Channel 10 News, a recent survey found almost 64 percent of Americans are overweight or obese and deaths due to inactivity and poor diet have increased 33 percent over the past decade. This ever-growing problem may be caused in part by assuming you’re eating “healthy” – when in fact you’re not. And oftentimes, it’s a salad that can be the “food that fools ‘ya.” Researchers from the “Eat This Not That” project highlight diet-sabotaging salads including On the Border’s Taco Salad with 1,690 calories, 124 grams of fat; Applebee’s Oriental Chicken salad with 1,300 calories and 15 grams of fat; and TGIF’s Santa Fe Chicken Salad with 1,800 calories – almost as much as a healthy woman should eat in one day. According to Oxygen fitness magazine, the “ideal salad” should be comprised of 50% veggies and grains; 25% healthy fats; and 25% lean protein – and if you’re ordering a salad at a restaurant, avoid choices with descriptive words such as “crispy and creamy”; and ask for “dressing on the side” (just one tablespoon can have as much as 100 calories). . ‘Let-tuce feel fuller’ To curb hunger pangs, choose spinach and kale containing lipolic acid - an antioxidant combating the hunger pang hormone ghrelin and increasing the “I’m full” hormone leptin. Fiber can also help weight loss goals by making you feel fuller on fewer calories. Fiber-rich vegetables are salad saviors along with greens high in folic acid, which assist in cell repair. ‘Cars are ok’ Adding a half-cup of whole grains to a

salad can also contribute to the “fullness factor.” Good choices include cooked bulgur, couscous, or quinoa. Diced sweet potatoes and brown rice are low-glycemic carbs that can also help make a salad more filling. ‘Good vs. bad fats’ Trade the Caesar dressing and potato salad with mayo for monosaturated fats such as low-fat dressing and an ounce of avocado, a quarter cup of whole wheat croutons or unsalted nuts. Better cheese choices include small portions of feta, blue or aged Parmesan that can add a lot of flavor with fewer calories.

‘Pump up the protein’ Adding three ounces of lean protein on top of veggies and grains optimize glycogen stores that can help increase the duration of workouts. Some of the best protein choices include eggs, tuna (hold the mayo), grilled fish, shrimp, lean turkey breast, skinless chicken breast, tofu, seeds and beans. ‘Best dressings’ Try mixing apple cider vinegar with apple juice and spicy mustard - or rice wine vinegar with mirin wine (in the Oriental section) and orange juice. Or try a combo of balsamic vinegar and Grey Poupon mustard. You can add some olive oil to make it even richer (especially great over spinach leaves).

Toyota previews the Prius v hybrid in Charlotte, NC Ron Beasley LET’S TALK CARS I recently returned from Charlotte, NC, where I attended the press preview for Toyota’s new Prius v hybrid vehicle, set to hit the nation’s showrooms in September. I came away impressed not only with the new vehicle, but with the overall achievements of the Prius since its introduction 14 years ago. According to Prius product marketing planner Erica Gartsbeyn, Prius has become the No. 1 selling hybrid in the world with more than one million sold in the U.S. and two million more globally. She added that since Prius came on the U.S. market, it has saved about 880 million gallons of gas, about $2 billion in fuel costs and kept approximately 12 million tons of CO2 emissions from entering the atmosphere. “According to the Carnegie Endowment, if all vehicles on the road today averaged the same 50 mpg that the Prius does, it

would reduce U.S. oil consumption by about 2.4 billion barrels per year,” Gartsbeyn said. “Think of it another way — if everyone drove a Prius, we could reduce our use of imported oil by 70 percent.” That said, the first new member of the Prius family is the Prius v, a midsize vehicle that Toyota calls “a perfect fit for young families who value space, comfort, fuel efficiency and technology.” The Prius v shares the same Hybrid Synergy Drive System as the current generation Prius Liftback, but has been designed to deliver the comfort, convenience and flexibility that Toyota thinks young American buyers want. To achieve that goal, Prius v engineers focused on two key areas — aerodynamics and weight reduction — to help boost the Prius v’s fuel economy and performance. The end result is a vehicle that resembles a small SUV, one that is larger than its Liftback predecessor and with 58 percent more cargo space. There’s a 60/40-split rear seat that slides and reclines for passenger comfort and maximize cargo space at 34.3 cubic feet. Aerodynamic design measures optimized the Prius v’s shape and resulted in an excellent 0.29 coefficient of drag (or Cd). Prius v has the same four drive modes —

normal, Eco, Power and EV — as the current Prius, and produces 66 percent fewer smog-forming emissions than the average new vehicle. The larger vehicle causes fuel efficiency to drop a bit at 44 mpg in the city, 40 mpg on the highway and 42 mpg combined. As for the interior, designers incorporated efficient weight-saving materials in the new Prius, including the optional Panoramic roof made of a lightweight resin that is 40 percent lighter than conventional

glass roofs of similar size. Prius v seats are trimmed in SofTex, a unique material that looks like leather, but weighs about half as much and has more durability. Women outlive men by more than 5 years BY BRODES H. HARTLEY, JR.

President/CEO, Community Health of South Florida June was Men’s Health Month in America. The purpose was to increase awareness of preventable health problems and encourage early detection and treatment of disease among men and boys, and to encourage them to seek regular medical advice and early treatment for disease and injury. At Community Health of South Florida (CHI), we see the pattern common across the country — men are slow to seek the advice and help available to them in today’s health care system. It creates problems at an early age and the trend accelerates as men near retirement. The pattern is a kind of silent crisis that results from poor education and awareness, from the “tough it out” culture at home and at work, and from the violence and addiction that surround many men. That lack of prevention puts an extra burden on the health care system. On average, men’s health and well being are deteriorating steadily. Mortality figures contain dramatic proof. In 1920, the life expectancy of men and women was roughly the same. In the 1970s, 1980s and 1990s, the life expectancy for men consistently dropped compared to women. Women were outliving men by more than five years. Over the last 30 years, the numbers are the same in every age category. At CHI, our experience confirms a widely accepted conclusion among doctors — it’s not just a man’s issue. It’s a family issue, because of its impact on wives, mothers, daughters and sisters. The U.S. Administration on Aging has other data that portray the effects of men’s poor health when compared to women. Older women are three times more likely to

HEALTHCARE be living alone. They are nearly twice as likely to reside in a nursing home, and are more than twice as likely to live in poverty. More than half of elderly widows now living in poverty were not poor before their husbands died. It follows that they more likely need to rely on public assistance. Since women live longer, and tend to marry men older than themselves, seven out of 10 “baby boom” women will outlive their husbands. Many can expect to be widows for 15 to 20 years. I’d like to think that most would rather have their man around a little longer to make it through those Golden Years. There is a national non-profit organization whose mission is to reach men and their families with health prevention information and assistance. The Men’s Health Network was founded in 1992 by a group of health professionals and others interested in improving the health and well-being of men, boys and families. More than one way to cut Medicare and Medicaid fraud R. Kenneth Bluh KENNETH’S COMMENTARY I am, I confess, a senior citizen. I’m on Medicare. I would hate to see my benefits reduced. I would hate to have a co-pay on my high blood pressure medication. But, I also know that America can’t go broke making sure I don’t have to pay a $20 co-pay for my meds. We have talked before about fraud in the payment of Medicare and Medicaid benefits to bandits that are stealing billions every year with fraudulent claims. We have talked about seniors who “rent” out their Social Security numbers to doctors and drugstores that use them to steal billions from the government. We have read about medical service providers stealing seniors’ Social Security numbers to file fraudulent claims. Congress, in its effort to accommodate physicians, pharmacies and equipment suppliers, requires that claim payments be disbursed in 15 to 30 days to encourage those assisting seniors to continue and not with-

draw from medically supporting the elderly. The result is thousands of medical supply companies and pharmacies sprung up submitting illegal claims knowing that they will be paid and then checked to determine that the claims are legit. Unfortunately, by the time the government gets around to checking the validity of the claim, the illegals have pocketed the money, closed up shop, moved across the street and opened up a new fraudulent medical supply company or pharmacy. Good news. The Miami Herald headline read, “New tech to help fraud fight.” Finally, after watching banks and credit card companies use screening technology to detect patterns of fraud, Washington has decided to join in the hunt for Medicare and Medicaid deceit. The example cited in the article describes a “local” medical equipment supply company in Los Angeles having lots of clients in San Francisco more than 100 miles away. For sure, no one in Jacksonville will rent a wheelchair from a company in Miami when there must be hundreds of rental companies between the two cities. Unfortunately, VISA, MasterCard, the banks, etc. have been using such screening techniques for more than 40 years. Here is a simple suggestion, Medicare and

VIEWPOINT Medicaid administrators. Take the time to investigate a sampling of claims, say 20 percent of filings. Pay an extra 10 percent to all suppliers so audited as compensation for waiting. Eliminate 50 percent of the fraud by checking before paying and you will have accomplished your goals: rooting out a big segment of the fraud, saving billions in unwarranted claim payments and compensating the audited suppliers for waiting. Want a simple way to stop seniors on Medicare and Medicaid from “renting” out their Social Security numbers? First time you catch seniors pocketing money from renting out their number cut off their benefits for 180 days. Catch them the second time and they lose their benefits for life. First, make sure seniors are aware of the penalties for renting out their Social Security numbers. Second, make sure that they rented out their numbers and not stolen by their MD or medical supplier. Every day we read about “waste” in Washington. We must accept the fact that there always will be some degree of waste.

But, the number of lost dollars due to fraud and waste is staggering. The same edition of the Herald that carried the article about Medicare printed an article telling the story of billions of dollars in faulty aid given to Afghanistan. Bad enough that billions and billions of taxpayer dollars are wasted, but the article goes on to tell that the people of Afghanistan surely will fall into a major depression once we pull out of their country and stop sending them billions that have been ending up in the wrong hands or currently are providing technology that Afghans will not be able to maintain after NATO forces leave. If we only were able to eliminate the bulk of waste on federal, state and municipal levels we would go a long way in eliminating the deficit. Developing healthy ways to manage stress BY PAUL MERKER Certified Addiction Therapist A few weeks ago, my son was driving home from college and hit a deer on the Florida Turnpike. By some miracle, he was not injured, but the car was severely damaged. A s I received the emergency call from my son and the Florida Highway Patrol, I thought, “This is awful!” It could not have happened at a worse time or place. He was near Fort Drum, hundreds of miles from home. It was 9:30 at night and at the exact moment that I received his call I was standing on a stage in the middle of a speech, addressing a large group of people. I quickly ended my speech probably to the benefit and delight of the group I was addressing. Many times, people create major stress by “catastrophizing” events and “what-ifing.” The accident was certainly a hassle, but not a catastrophe. All the what-ifs did not change the fact that he was not hurt or killed. The car can be repaired, although I can’t say the same for the deer. How a person copes with stress – by reaching for a beer or cigarette or by heading for the gym — plays an important role on the impact stress will have on our bodies. Stressful events can profoundly influence the abuse of alcohol or other drugs by some people. Stress is a major contributor to the initiation and continuation of alcohol or other drug abuse. Individuals must recognize major stress that can be caused by the death of a loved one, divorce, injury or financial problems. These can be life-altering situations compared to life’s daily hassles. However, even daily hassles, such as, long drives to work, arguments at home or crowded living situations can cause stress if the situations occur over lengthy periods.

MENTAL HEALTH Some signs of being under stress include headaches, change in appetite, difficulty falling to sleep and anger over minor situations. Other signs of being burdened by stress may involve irritability, anxiousness, tearfulness, being prone to accidents and using drugs or alcohol. There are many strategies for coping with stress. Most important is to talk to someone about the stress you are experiencing. Seek out people that are supportive including, (but not always) friends, family members, support groups, professional counselors and members of your religious or spiritual group. Take a break, schedule meaningful and enjoyable activities, leaving time for quiet time, meditation, sleep, exercising and eating well, while avoiding drugs or alcohol. Other coping strategies such as listening to music, participating in a hobby and avoiding being too hard on yourself can help manage stress effectively. Live a balanced life. If you are always on the go, constantly working and never taking time for yourself, you will end up stressed out and overwhelmed. Living a physically, spiritually and emotionally balanced life perpetuates peace, joy and health. Take time to relax and rejuvenate yourself. Develop healthy ways to manage stress and avoid turning to alcohol or other substances to escape stressful realities of the day.
