County helping property owners apply for ’09 tax exemptions BY PATRICK SMIKLE he Miami-Dade County Property Appraiser’s Office is undertaking a number of measures to help property owners apply for property tax exemptions during the 2009 application period, which continues through Monday, Mar. 2. Throughout the period the Property Appraiser will operate satellite offices across the county. Staff will be available at these sites to receive applications, to assist property owners in completing the applications and to provide general information about the various exemptions, which Florida law allows. Through Mar. 2, 9 a.m.-4 p.m. Monday-Friday, applications can be filed at the Stephen P. Clark Center (Ground Floor Lobby), 111 NW First St., Downtown Miami, and the South Dade Government Center (Second Floor), 10710 SW 211 St., Cutler Bay. The South Dade Government Center also will be open on Saturday, Feb. 7, 9 a.m.-noon. In addition, applications can be filed at the Miami-Dade Permitting and Inspection Center (First Floor), 11805 SW 26 St., 9 a.m.-4 p.m. Monday-Friday, through Feb. 20. All offices will be closed on county observed public holidays: Monday, Jan. 19, Martin Luther King’s Birthday, and Monday, Feb. 16, President’s Day. The Property Appraiser recently mailed courtesy Homestead Exemption application forms and return envelopes to new 2008 homeowners in MiamiDade.

fficer John McLaughlin and others of the Cutler Bay Policing Unit’s Neighborhood Resource Unit (NRU) brought a little holiday cheer to some children who desperately needed it. For the second year in a row, the unit got involved and showed members cared by delivering holiday gifts to underprivileged kids. Officer McLaughlin delivered two Wii games to Boys Town in Cutler Bay, along with other gifts. Boys Town is a federal facility that serves up to 12 girls and 48 boys, and is located on Sterling Drive. It is run by Catholic Charities of the Archdiocese of Miami Inc. for the “Unaccompanied Minors Program.”

Last year, it took all the kids after a Haitian boat ran aground at Key Biscayne. The facility had to rent additional hotel space to accommodate the youngsters, whose parents were housed separately at the Krome Detention Center. Karen Husted, MSW, CAP is the program administrator. Best Buy of Cutler Bay provided the two Wii games, and the employees of Crate and Barrel at the Falls provided another 25 gifts. In additional to brightening the lives of the children at Boys Town, the NRU, with the help of Starbucks, provided gifts for the kids at the Cutler Ridge Park After School Program. Major Julie A. Participate in public meetings on Long Range Transportation Plan BY ELIZABETH ROCKWELL The community is invited to attend a public meeting to review and comment on the draft Needs Alternative of the Long Range Transportation Plan (LRTP). The LRTP is being developed to guide federal, state and local transportation funding allocations through the Year 2035 and the Needs Alternative is a list of needed improvements to the county’s transportation system that will form the basis for the LRTP. This comprehensive plan will consist of highway, transit, bicycle, pedestrian, and other types of improvements for maximizing local and regional mobility

of people and goods. Solutions will include new, creative, and innovative approaches to current transportation challenges. The final draft of the LRTP will be presented for approval to the MPO Governing Board in late 2009. EXEMPTIONS, Renewal Receipts serve as a reminder to homeowners that they have a responsibility to report to the Property Appraiser any changes that could affect the status of the exemption. Any change such as all or part of the property being rented, the owner moving out, or the property no longer being his/her permanent residence, must be reported to the Property Appraiser by following the instructions on the receipt. SENIORS Renewal application forms and return envelopes also have been mailed to the 46,000 property owners who benefited from the Senior Citizens’ Exemption last year, reminding them of the requirement that they reapply annually for this benefit. To qualify for the Senior Citizens’ Exemption a homeowner must be over 65 as of Jan. 1, have a Homestead Exemption and meet the income requirement. Under Florida law homeowners have

Homeowners who miss the deadline can file a late application but only after paying a $15 non-refundable fee to the Value Adjustment Board. BUSINESSES Similarly, businesses are receiving forms and notices. Letters were sent recently to 30,000 businesses reminding them of the requirement to file a Tangible Personal Property (TPP) tax return by Apr. 1. Another 80,000 business operators were scheduled to receive reminders about renewing their $25,000 TPP exemption. AROUND TOWN While the only current Kendall road widening is rebuilding Kendall Drive to six lanes west of SW 152nd Avenue, you can voice any concerns for the “Future of Miami-Dade County’s Transportation System” by attending one of a half-dozen public meetings scheduled by the MDC Metropolitan Planning Organization. For West Kendall folks, the “LongRange Transportation Plan” session will be held from 6:30 to 8:30 p.m., Thursday, January 29, at the Regional Library, 10201 Hammocks Boulevard. Five other sessions are scheduled between January 26 and February 5 in Miami Beach, Homestead, Coral Gables, North Miami and Doral. The program is designed to get you familiar “and involved” with the transportation process that will determine what happens in the county roadway network, at least until 2035, which is long enough range for us. Our state budget: Waste not, want more R. Kenneth Bluh KENNETH’S COMMENTARY The economy of our nation is in tatters. Florida is heading for record unemployment. Every item in our state’s budget is crying for more money. Yet, money is beyond the reach of many of those in need. Education, medical needs for the uninsured, roads, police and fire rescue, homeowners losing their homes — all are frantically looking for dollars. The Florida Legislature in Tallahassee is in a search for new sources of revenue. The state is looking to Washington, DC, for help. Yet, no help is in sight, except perhaps money to create employment opportunities to help put our state’s unemployed back to work. I give credit to Tallahassee for looking for additional revenue sources. Still, we in haste might make decisions that, in the long run, are counter to the best

interest of Florida. Selling Alligator Alley to an investment group to create dollars is very short sighted. Long after the money is received and spent, we will watch for years as a “private” investment group makes multi-millions of dollars that should have been going into the state’s treasury. The governor, in his haste to strike a deal with the Seminole Tribe to provide guaranteed exclusivity of table games and Vegas style slot machines in its casinos while prohibiting their use in other long existing gambling sites around the state in exchange for up front dollars is short sighted. Was the upfront $325 million and annual revenues of $100 million a good deal for the state or was the money received at the expense of far greater dollars in the years from all sources combined, at risk? Florida’s revenue is limited to a state sales tax and real estate taxes. Most states go easier on these taxes by generating revenue from a state income tax. A state income tax would resolve most of our problems, but it never will happen. Our state constitution must be

VIEWPOINT amended to authorize a state income tax. Sixty percent of our voters must approve such an amendment and that isn’t going to happen. To get on the ballot, the legislature must approve such an amendment for voter consideration, or citizens must mount a petition drive to get the question on the ballot. Neither will happen. Eliminating sales tax exemptions is another potential source of revenues. It is suggested that everything should be subject to a sales tax with the exception of food, medical treatment and prescriptions. Can you picture Florida’s lawyers’ reaction to the prospect of taxing legal fees? How about accountants? Neither will sit still for such a tax. But their services and hundreds of other items such as ostrich food currently are exempt from a sales tax. There is one more subject to discuss

before we close — legislators and state officials who feed at the trough of public funds. How many elected officials spend taxpayer dollars to arrange “posh” jobs for themselves while still in office or when retiring, and want a continuing income. We need look no farther than Florida House Speaker Ray Sansom, R-Destin, who arranged $25 million for a college in the Florida Panhandle that in exchange, so it is alleged, provided the legislator with a $110,000 a year job, which he later quit. This kind of feeding on taxpayer money must be stopped.

After rough holiday season, economic outlook uncertain

Al Sunshine 4 YOUR MONEY Sadly, it was a very rough holiday season for many South Florida families. And given those unfortunate circumstances, it was hard to be in the holiday spirit. A case in point — a local car dealership I’ve known for years was forced to lay off most of its employees. To make matters worse, it may not be able to stay in business much past the first of the year. Despite the fact that its corporate parent is slated to benefit from the first phase of its multi-billion dollar bailout during the next few weeks, it is unlikely that any of those tax dollars may filter down in time to save more of my neighbors’ jobs. I had a chance to interview some of my friends who worked at the car dealership several weeks ago. One of them was spared the initial round of layoffs. She told me how she had to work harder and do more around her office to keep her job through the rough times ahead. She was worried, but still optimistic about the future. She wanted to be part of the solution by keeping her business open. Still, in spite of her great attitude, she got caught in the second round of layoffs. Consequently, I don’t think she enjoyed this holiday season much at all. As of several weeks ago the general sales manager was optimistic that business would soon pick up and his customers would return. He survived the dealership’s pre-Christmas layoffs, but he couldn’t escape the pressure of seeing so many of his friends and coworkers lose their jobs. It put him in the hospital with a stroke over the holidays. Now the dealership is now down to its bare bones staff to keep the doors open for its remaining customers. The owners tell me they worked all their lives in the car business and now they’re facing the reality that they may lose everything. They are waiting for the “bailout” to trickle down to them too. So far, it hasn’t.

TOUGH TIMES FOR EVERYONE Several months ago, I talked about how I believed the trillion-dollar “Big Bank” bailout wasn’t working. I wrote that, because as I believed back then, homeowners and American workers need the help the most to keep a roof over their heads and their families fed. We’re stuck in this nightmare as if trapped between a rock and a hard place. We’re waiting for a new administration to move into Washington and refocus our national economic recovery on a more grassroots policy. But we’re still weeks away from even the start of the first real changes we demanded at the ballot box in November. We don’t have the patience for the long-term fixes that are so desperately needed today. And somehow, we still need to hold on. During the coming months, we should start seeing new low-interest home loans, with easier credit standards to ease our foreclosure nightmare. Look to Fannie Mae and Freddie Mac for more government-backed loans. However, don’t hold your breath that many of the banks that got our bailout funding will be willing to help the rest of us with the necessary funds. When first time buyers are finally able to afford the American dream of home ownership it will help stabilize foreclosures and get the residential construction industry started again. It’ll also help move the accumulation of unsold properties around South Florida. That will be a big first step to get South Florida’s real estate markets moving again. That also will create more jobs and our recession may slow down and reverse itself. But until that happens, it will get worse. Ultimately, we may be in for some very tough times throughout the first half of 2009. And if you’re laid-off and face growing credit card bills, you could find yourself at risk of losing your home and things getting a lot worse very quickly. However, if we’ve avoided racking up more bills and can manage our budgets, the first half of 2009 may be no worse than the end of 2008. It’s that simple — and that scary as well.

January is Florida Jewish History Month (FJHM) and this is the sixth annual observance to celebrate the accomplishments of Jews in helping to create and enrich the state. The public is invited to view a free educational exhibit in the lobby of the Miami-Dade County Government Center, 111 NW First St., through Jan. 30. With nearly 300 photographs and text, the exhibit depicts an overview of Florida Jewish history with a focus of the history of Jews of Greater Miami. Commissioner Sally Heyman is the sponsor of this presentation, which was produced by the Jewish Museum of Florida. The concept for Florida Jewish History Month began at the Jewish Museum of Florida, which collects, preserves and interprets the Jewish experience in Florida that is documented since 1763. For 250 years after Ponce de Leon’s discovery of Florida for Spain in 1513, only Catholics could live here. Marcia Jo Zerivitz, the museum’s founding executive director and chief curator, worked closely with State Sen. Gwen Margolis and State Rep. Gus Barriero to translate the museum’s mission into a statewide observance. Gov. Jeb Bush signed the bill into law on Apr. 17, 2003, designating January, annually, as Florida Jewish History Month. It seemed appropriate to honor Jewish contributions to the state, as about 16 percent of the American Jewish community lives in Florida. But

while Florida hosts the nation’s third largest Jewish community, it is perceived to have a “new” Florida Jewish history starting after World War II. In reality, Jews and any people other than Catholics have been allowed to live in the state only since 1763 when Florida was taken from the Spanish and turned over to the British in the Treaty of Paris following the French and Indian War. The first Jews settled in Pensacola that year and bought property to begin businesses. David Levy Yulee, a Jew, brought Florida into statehood in 1845, served as its first U.S. senator and was the first person of Jewish ancestry to serve in the U.S. Congress. “Florida’s greatest asset is its people,” Zerivitz said. “Among the myriad of ethnic groups that have passed through our state since 1513, Jews are notable for remaining here and retaining their identity. Like other groups, Jews have actively participated in shaping the destiny of Florida. January of each year is a time to reflect on the significant contributions Floridian Jews have made,” Zerivitz added. Accredited by the American Association of Museums, the museum is located at 301 Washington Ave., South Beach, and is open daily 10 a.m. to 5 p.m. except Mondays and civil and Jewish holidays. In an accelerated construction event, Habitat for Humanity of Greater Miami plans to build 10 new homes in just two weeks. From Feb. 2 to 14, Habitat for Humanity will hold “Blitz Build 2009” in Homestead’s Jordan Commons, 13075 SW 244 St., the second largest Habitat community in the United States. With the help of 200 volunteers each day, along with sponsors and homeowners, 10 more homes will be finished by Valentine’s Day. Shuntae Parnell is one of the prospective Blitz Build homeowners. She currently lives in an unsafe neighborhood where her apartment has been broken into several times. “I want to give my kids a sense of security in a stable environment…a place to call home,” she said. With the help of volunteers, she will build a modest, three-bedroom home with a small yard for her two children to play. “As a parent, I have hopes and dreams for my kids, Parnell said. “At times I find myself making promises to them; I hope I don’t have to ever break this one — a dream of homeownership turned into reality.” Volunteers are needed to help put

families like the Parnells in a new home. No construction experience is needed — just a willingness to help neighbors in need of a decent, affordable place to live. All volunteers will be provided with breakfast, lunch, and a commemorative T-shirt. HealthSouth therapy puts bicyclist back on her bike BY MARLA Y. FANT Teresa (Terry) Long, came to HealthSouth Rehabilitation Hospital with a broken pelvis she received from an incident that occurred while she was bike riding. After going through HealthSouth’s therapy program, she is back up and

participating in her favorite sport again. In November, she participated in the Cutler Bay Hometown Harvest Bicycle Ride. Teresa was one of the original organizers of this community event and although her injury stopped her from riding for a while, she is back up and enjoying one of her favorite pastimes.

Three ‘largest’ cruise ships now sailing from S. Florida BY MIKE BERK All three cruise ships that call themselves the “world largest” are sailing from South Florida this winter and into the spring. Royal Caribbean Cruise Lines’ Freedom of the Seas and Liberty of the Seas, operating out of the Port of Miami, have been joined by Independence of the Seas, based for the season in Port Everglades. The Independence of the Seas — which arrived in South Florida in November after crossing the Atlantic Ocean from Europe where it was berthed in Southampton, England — will be alternating between eight-day cruises to the Eastern Caribbean and six-day cruises to the Western Caribbean into April. Eastern Caribbean ports include Phillipsburg, St. Maarten; St. Thomas, U.S. Virgin Islands; San Juan, Puerto Rico, and Labadee, Haiti. Western Caribbean stops include Belize City, Belize, plus Costa Maya and Cozumel in Mexico. The three Freedom-class ships, which will maintain their “world’s largest” title until December with the arrival of Royal Caribbean’s mega-ship Oasis of the Seas, are 1,112 feet long and can accommodate some 3,600 guests (double occupancy) and over 4,300 (total capacity). The Independence, along with its sister ships in the Freedom and Voyager classes, include such company exclusive features as the Royal Promenade, rockclimbing wall and ice-skating rink. Unique to Freedom class are the FlowRider and H2O Zone. Guest can “surf” hundreds of miles at sea on the FlowRider, which has become a very popular onboard attraction for all ages. The 40-foot long simulator allows you to surf or body board against a wave-like water

N E W S flow of 34,000 gallon per minute. A family favorite is the H2O Zone that features brightly colored sculptures spraying water in all direction as well as a toddler pool. There’s also a regular family pool, and, unlike its sister ships, the Independence has heated pools. However, for those who would rather relax in quieter surroundings, the Solarium pool area offers an adults-only oasis. And the cantilevered whirlpools, which extend 12 feet out from the ship, provide a spectacular view to the sea 112 feet below. The Royal Promenade, the center of ship activities, is 445-feet long and features shopping, dining, bars and lounges, plus a late-night parade. The Independence’s magnificent threelevel main dining room has a Shakespearean theme with each level — King Lear, Macbeth and Romeo & Juliet — named for one of the Bard’s plays. In addition to the traditional dining room, the Independence also has some specialty restaurants — Chops Grill, Portofino and Johnny Rocket’s (a surcharge applies). www.copperkettleceltic.com BY SHEILA STIEGLITZ In 1967, at the end of Israel’s Six-Day War, a 28-year-old paratrooper named Dubi Arie was overwhelmed by the site of battle-weary soldiers who lowered their weapons and rejoiced in song and prayer as the shofar (ram’s horn) proclaimed victory that the sacred Western Wall belonged once again to the Israelis. To Dubi Arie, this moment awakened his lifelong quest to understand the struggles of the Jewish people. Although it would be several more years before he would finally begin painting, this artist, soldier, farmer and Holocaust survivor was making mental notes on what was to become a massive artistic project. The process of creating The Mission spanned two decades, and from first brush to final stroke, the painting took seven years. Throughout the ages, artists have been influenced by specific historical events and Biblical stories, but no one has taken on the task of painting an entire history of one’s people. Arie wanted The Mission to serve as an inspiration for all mankind. At its core is a profound universal message to end the aggression that leads to war and destruction between nations, and stop the hate that divides the people of the world.

The original oil painting is a panoramic masterpiece 7 feet tall and 38.5 feel long, and is on exhibit at the Holocaust Memorial Centre in Farmington Hills, MI. The piece depicts more than 4,000 years of Jewish history and, reflects the joys and sorrows, victories and defeats, failures and achievements of an ancient and courageous people. On Sunday, Jan. 18, the Dave and Mary Alper JCC and the Sue and Leonard Miller Center for Contemporary Judaic Studies at UM present the opening of the exhibit The Mission. On display will be a seven panel, 19-foot painting based on the monumental original work. Special guest is artist Dubi Aire and at 3 p.m. a documentary will be shown about his life and work. Following the film, Dr. Haim Shaked, Miller Center director, will interview the artist. Afterwards a reception and gallery presentation offers the opportunity to meet this extraordinary artist and view The Mission and other storyfilled, luminous oils, lithographs, etchings and mixed media works. The GLK, which was first seen in this year’s Sex and the City movie, was previewed by many potential buyers at MercedesBenz of Coral Gables and MercedesBenz of Cutler Bay during special celebrations to introduce the new model. Guests at each of the events were treated to cocktails and hors d’oeuvres in beautiful holiday decorated showrooms while admiring the compact crossover reasonably priced in the mid $30,000s. LET’S TALK CARS Dodge is offering its two-mode hybrid system in the 2009 Durango sport utility vehicle (SUV) and claims the technology will deliver an overall 25 percent improvement in fuel economy and as much as 40 percent better gas mileage in city driving. You’ll get the same Dodge Durango styling with the hybrid — short front and rear overhangs, chiseled surfaces, the signature crosshair grille, rectangular headlights that wrap around the corners of the fenders, a high beltline and flared wheel arches — with only the “Two-Mode” logos on the rear and sides denoting that this SUV has something special under the hood. The two modes of the Dodge hybrid system are derived from the low- and high-speed operation of the electric

continuously variable transmission, or ECVT. During the two ECVT modes, the system uses electric motors for acceleration (improving fuel economy) or for regenerative braking to utilize energy that would normally be lost during braking or deceleration. The energy is stored for later use in a 300-volt battery pack. There are four fixed gear ratios for high efficiency and power-handling capabilities. The first mode is designed for low speeds and light loads. In this mode, the vehicle can operate in three ways — electric power only, engine power only, or any combination of engine and electric power. In electric-only operation, the engine is shut off, with the vehicle moving under electric-only power at low speed. The result is reduced fuel consumption in heavy stop-and-go traffic. The second mode is used primarily at highway speeds. In addition to electric assist, this mode provides full power from a 5.7-liter 385 hp HEMI V-8 when conditions warrant (such as passing, pulling a trailer or climbing a steep grade). The

standard engine in the Durango is a 3.7liter Magnum 210 hp V-6. A 300-volt battery pack provides electric power for the system, and fits in the vehicle without reducing passenger space. A rectifier under the hood converts AC to DC to power conventional 12-volt accessories, including interior lighting, climate control and the sound system. Chrysler’s MDS — standard with the 5.7-liter HEMI V-8 engine — seamlessly alternates between the four-cylinder mode when less power is needed and

eight-cylinder mode when more power is in demand. Base price on a Dodge Durango Limited Hybrid 4x4 (20/22 mpg) is $44,540, about $5,255 more than a Durango Limited 4x4 without the hybrid technology.
