Town dedicates new soccer field at Cutler Ridge Park BY GARY ALAN RUSE he Town of Cutler Bay conducted a formal dedication ceremony for the new, lighted Cutler Ridge Park Soccer Field on Saturday, Aug. 22, at 8 p.m. Cutler Ridge Park is located at 10100 SW 200 St. Town Mayor Paul Vrooman presided over the ceremony, and also present were Vice Mayor Ed MacDougal and Council Members Tim Meerbott, Ernest Sochin and Peggy Bell. Because the soccer field is part of property for Cutler Ridge Elementary School and a 30-year-lease for its use was arranged with the Town of Cutler Bay, Mayor Vrooman thanked the MiamiDade School Board’s Dr. Larry Feldman for his role in bringing it about. The town developed the soccer field and lights with grants from the Quality Neighborhood Improvement Program

ore than a decade of research by the National Center on Addiction and Substance Abuse (CASA) at Columbia University has proven that kids who eat dinner with their families are less likely to smoke, drink or use drugs. Through its Community Action Team (CAT) program, Informed Families is supporting CASA’s national Family Day, Sept. 28, a national movement to remind parents that frequent family dinners make a difference, with its own “Family Day Photo Contest,” open to all families across Florida. With the contest, Informed Families is asking families to submit photos of them eating dinner together for the chance to

The PBSA will honor and memorialize these former players with the planting of a PBSA Memorial Tree. Around this tree will be the names of not only these great men but any former PBSA player that had died while serving this community and this country.” Robert “Robbie” Smith died in the line of duty 12 years ago protecting his community as a Florida Highway Patrol trooper. He is survived by his wife, Lisa; two children, Taylor and Todd (who have both played at PBSA); his mother, Brenda; father, Dave; sisters, Robin and Amy, and a brother, Danny. Marine Corporal Christian Rivera, 21, lost his life on Aug. 6, along with three other Marines while supporting combat operations

in the Farah Province of Afghanistan. Rivera was a 2006 graduate of Homestead Senior High and had been attending classes at Miami-Dade College. He reportedly dreamed of becoming a firefighter. “Christian is a former PBSA player who gave the ultimate sacrifice protecting our country and protecting our freedoms,” Houtz said. “Many great people have played at the PBSA and have gone on to do great things, but very few have given their life protecting our freedoms and protecting the American way of life. This country is the greatest country in the world and we can thank every man and woman who has put on a uniform to serve and protect it.” Houtz added that four of Christian’s cousins — Fernando, Jose, Angel and Alex — currently are playing at Franjo Park in Cutler Bay. He expressed the organization’s condolences to the entire Rivera family.

Vrooman also pointed out that the storm water and resurfacing project on adjacent Coral Sea Road was done on time and under budget as well. Vrooman thanked Peggy Bell for her leadership as parks liaison to the town council since Cutler Bay’s incorporation. He then introduced Louise Lockwood as chair of the Parks Committee and other committee members. Cutler Bay parks director Alan Ricke did a victory lap around the council, smiling broadly without words as he looked at the lighted field as well as parents, players and friends of the Cutler Ridge Soccer Club. The special high tech lighting system, consisting of eight lights on four poles, was developed with Green Technology by Musco, and that company turned on the lights with a phone call for the event. They will continue to control the lights remotely, so if the game is rained

Police Department’s newly-equipped digital cameras to record proof of illegal dumping by surveillance when we learn that Property Appraiser Pedro Garica has deployed two marked white vans for field re-inspections “to ensure fair and equitable assessments for all property owners.” The vans are equipped with digital cameras “to capture street level images of individual properties” and “inventory of improved parcels.” Remember that we’re living in a visual age, folks, so beware of whatever you do in your home digs these days! THE BODY MECHANICS OF HORSEMANSHIP The practice of horseback riding is distinct from many sports in that two athletes are in training at once. As the leading partner, the rider should encourage the horse to strengthen muscles in back, shoulder, butt and neck. To do so, the rider strengthens her own abdomen, leg, arm and back muscles. From the very first lessons, I work to further this sense of partnership and responsibility. In teaching beginners, I find that I am skipping the entire "kick and pull" stage of early lessons. Before I turn a student loose on their own, I want them to have three basic skills. First is the ability to stay roughly in the center of the horse; by knowing and adjusting their own balance and keeping the leg really long, they are able to respond to changes in the horse's way of going. They also learn to "post" to the trot, that is, to rise on half the bounces, which makes the whole experience more comfortable. And especially, they learn to steer with seat, eye, leg and only lastly the rein, so that they turn the whole horse, not just the head. All of these skills are introduced from the very first lessons, built upon and refined from there on out. I practice them myself every time I mount a horse. For me they constitute the heart of "balanced seat riding". Among the students I find easiest to teach are those who have studied dance or skiing. These riders have good balance, body awareness and flexibility. In Sally Swift's "Centered Riding", she

refers to the body as a set of "building blocks" which must be balanced correctly. Imagine, if you will, dropping a plumb-bob down from the ear, through the shoulder and hip and out the rider's heel. In order to maintain this line, there must be flexibility in the torso, elbow, and all leg joints, and active strength through knee and thigh muscles. One of the most common commands given by riding instructors is "heels down". With the ankle flexed, the leg provides a long "ballast", the seat sinks firmly into the saddle, The leg remains perpendicular to the horse's line of travel, and all joints are available to provide maximum shock absorption. For a rider to have an active, effective leg with which to influence the horse, they must remain both strong and relaxed through the seat and lower back, not pinching at the apex of the legs which would pop them up out of the saddle. Nor should the lower back be either stiff or hypermobile, but simply able to follow the horse. Now, a really athletic horse has a lot of motion for the rider to absorb in their back and pelvis. Meanwhile, the adductor muscles draw the leg in from the hip, smoothly, to allow the whole leg to work on the horse's side. There are actually specific muscles which, with the leg bent, allow the knee to move outwards to wrap around the horse, or inwards to increase pressure. When I was pregnant with my older son, I continued to ride horses until the 8th month. Like Yoga and Belly danc-

ing, horse back riding uses the leg and core muscles which will be needed for labor. Once the rider is relaxed and flexible enough to follow the motion of the horse's body with their torso, they work to develop an elastic "feel" of the horse's mouth through their elbow and wrist. Steering comes not from a rough and unsubtle pull on the rein, but through adjustments in a gentle, firm connection. These movements come from what I think of as the "wing muscles", movement of the shoulder blade and elbow, while the rider supports their own forearm, not resting it on the horse. I often enjoy showing my students, at the end of a lesson, what it was they were working on. Sometimes I point out to them the ways in which I are work-

ing to improve at the same exercises. For example, as I become better at staying "long and tall" on the horse, I discover more core muscles I didn't know I had, strengthening them in the process of developing more subtle communication with my horse. At one time, the new "body part" I was discovering was the articulation of my pelvis. These days, it's some of the oblique abdominal muscles. Horseback riding truly is a "lifelong sport". Choice for Senate: Best for Floridians or just Crist? R. Kenneth Bluh KENNETH’S COMMENTARY The election to fill the U.S. Senate seat vacated by Mel Martinez comes up in 15 months. Voters then will have their say as to who will assume the vacancy. In the interim period our governor has the responsibility of appointing someone who will serve the nation and, more specifically, the citizens of Florida for the balance of Martinez’s term. Many major decisions will be made in the Congress of the United States during the next 15 months that directly affect the residents of our state such as immigration and healthcare. Therefore it is of the utmost importance that the individual who fills the vacancy created by Martinez be knowledgeable, experienced and ready to hit the Senate floor running. We must look at the background and the positions that the replacement holds and how that will affect Floridians in the coming months. In other words

we need an “experienced” replacement — someone who has walked the floors of Congress, someone who will not need “catch up” time to learn the ropes. Gov. Charlie Crist interviewed a list of nine prospects, including three former members of Congress, for the job. Remember, this is an interim position, someone warming the seat while the voters spend the next 14 months selecting between Gov. Crist, who is the leading Republican candidate, and U.S. Rep. Kendrick Meek, the Democratic candidate from Miami. Voters are accustomed to listening to the candidates running for public office, hearing them in debate and making an informed decision as to who will represent us in the halls of Congress. Not hearing what the 14-month replacement has to say, we must dig back into the records to see if we can envision what the replacement will say and do. Gov. Crist has selected a longtime political buddy, his ex-chief of staff and political advisor, George LeMieux, as Martinez’s replacement. Let me say right up front that LeMieux’s record is clean. He has served Crist well as an advisor, as a confidant and as an alter

––– VIEWPOINT ––– ego for the governor. LeMieux’s political positions, taken from his 1989 run for public office, shows him, like his buddy Crist, to be a “liberal” Republican. The only thing we have to determine how he will vote on current subjects is from his political statements when he ran for the Florida House of Representatives in 1989. Unfortunately, that was a long time ago. Much could have changed in 20 years. The Miami Herald outlined his views in 1989 as: (1) Supported gay adoption and same sex benefits. Opposed gay marriage but said the public should vote on the issue. (2) Opposed drilling off Florida’s shore for oil. (3) Advocated tax reform. He favored review of sales tax exemptions that favored businesses. (4) Opposed abortion except in circumstances of incest or parental abuse. (5) Supports the right to bear arms. Said the same waiting period should apply to gun

shows as gun shops. LeMieux sounds like a “middle of the road” guy that could do a good job in the Senate. My objection is that the governor picked LeMieux as a “safe” selection as he knows his buddy will not go to Washington and say “Hey, I like this job; I think I’ll return to Florida and run for the seat.” We would have been much better served if Crist had selected an individual who served in Congress to fill the vacancy. Then we would know, for sure, how we would be represented in Washington. Once again, politics over public service.

Some speakers are just in a league of their own BY ERNIE SOCHIN Councilmember I just returned from a League of Cities convention in Orlando. This is where a lot of politicians like myself gather hopefully to improve what we do, learn from all the others, compare problems and see if we can prevent those in Tallahassee from telling us what we can and can not do. You can’t help but learn a lot when you are exposed to seminar after seminar, round table discussions, and meeting with others on the fly, etc. Frankly my head was aching as I tried to absorb all this. The only real relief was a final night presentation by Dave Barry. Dave is, in my mind, a genius of comedy. He can take just about any subject (i.e. colonoscopy), and make it hilarious. Dave was a frequent guest on my radio show some years back, and it was something to behold as his mind worked to turn basic conversation into great humor. I also got to hear gubernatorial candidate Alex Sink speak. She too was fabulous. Alex and I have become good friends over the past few years. Why she would want anyone like me for a friend, I don’t know, but I’ll take it. Another great speaker was Michael Powell, former chair of the FCC, who I later learned also is the son of Colin Powell, though he never mentioned it. He spoke extensively on the need for broadband to be available to everyone, either free or at very low cost. As I went from seminar to seminar, the same thing kept being repeated. There was a lot of talk about Twitter and Facebook as well. A few “oldtimers” just couldn’t see the benefits but us “young guys” jumped right on it. I wanted to tell them about a new term I invented… “Technobrats.” I have a 6-year-old grandson who prefers coming to my house to go on Google as opposed to playing with all the toys that I have. I got to hear about a lot of cities and towns that I had never heard of, despite the fact that I spent many years of my life traveling all over

Florida. One councilperson told me they were thrilled at their town getting its first traffic light. Yipee! I noticed a badge from Fruitland Park (population 4,293). I thought perhaps it was a joke but the place really exists, although they grow no fruit there. Oh, well. Most people there had never heard of Cutler Bay either, but we are still new. Waste Management, the people who pick up commercial trash in those big dumpsters had a huge truck there with a driver-simulator inside. It was so realistic that they warned people with motion sickness not to try it. I always wanted to drive a big truck so I sat behind the wheel and off I went. I was having lots of fun until the person controlling the simulator decided to give me a flat. This huge truck began running off the road and I instinctively hit the brake and damned near turned the whole rig over — something you see happening on Miami highways all the time. He immediately coached me on what to do — step on the accelerator gradually bringing the truck to a controlled stop. Whew! They then challenged me with trucks approaching on either side, emergency vehicles stopped in the road and a host of other problems that truck drivers might encounter. Waste Management’s drivers must complete several weeks of training in the simulator before they are even allowed near a real truck. The result is an incredible safety record for many years. I only wish all those guys driving 18 wheelers around Dade County that seem to tip over every day, required the same training. Dave Barry, in his talk made reference to all the cars that seem to be driving into store fronts every day. The excuse is always the same, “I stepped on the gas instead of the brake.” Dave asked, “At what point do they correct their mistake? Must they get all the way to the deli counter before they actually step on the brake? It is exciting living in Dade County but “Be careful out there!”

Marine meets newborn from 8,000 miles away BY TANYA WALTON Thanks to the extraordinary efforts of Homestead Hospital and the Freedom Calls Foundation, which built a satellite network to keep families connected because there is no Internet infrastructure in Iraq, Marine Lance Corporal David Reza, stationed in Al Asad, Iraq, met his newborn daughter, Jordan Izabella, from the front lines of Iraq on Aug 15. LCpl Reza’s little girl was born two weeks early at Homestead Hospital’s Birthing Suites, and he came off the battlefield to welcome her into the world. He was on the phone with the baby’s grandmother while his wife, Olga Reza, also a Marine, was in labor. The next day, the family met via videoconference. “I’m so thankful that Homestead Hospital stepped up to help us in our time of need; I thought I’d be having this baby alone,” said new mom Olga. “We never could have imagined that David could be here to meet the baby when he is 8,000 miles away fighting a war. This means the world to me and my family,” she added.

Rodney Barreto, chairman of the South Florida Super Bowl Host Committee, is working on his fifth Super Bowl. “This is my second one as the overall chairman,” the Kendall resident said. This is the area’s 10th Super Bowl. Five were played in the Orange Bowl and this will be the fifth at what is now LandShark Stadium. Over the years, the efforts to secure the event morphed from just Miami-Dade interests to include a much larger area. “It’s a partnership between MiamiDade, Broward and Palm Beach counties. And this year we’ll have Monroe County,” he said. “And the cities. We rely on their participation.” There will be opportunities for events all across the region, including a huge event at Vizcaya. “It’s good to move it around and it gives people a different look at a different experience,” Barreto said. The festivities allow visitors to see much of South Florida, not just their hotel and the stadium. “This year we’ll have the actual media center located up in Broward County at the Broward Convention Center,” he said. “The Headquarters Hotel will be in Broward. We will have a team located in Miami-Dade County and a team located in Broward County.” The Host Committee moves the Headquarters Hotel from county to county to help spread the wealth. The game brings with it a major economic shot in the arm. Barreto said that studies showed the 2007 Super Bowl had a $468 million local economic impact. “In Tampa, they said it was north of $300 million,” he said. “I would believe ours will be north of $400 million.” Those are strong numbers in an area where the economy has yet to recover. “If you were any major city needing an economic boost in the arm, a Super Bowl is a great economic shot,” he said. “Dade, Broward, Palm Beach, the three international airports. Once they get here, they need rental cars, they need corporate cars, they need entertainment, and they go to the beach. It has a huge multiplying effect.” Along with the fans, there will be 5,000 sportswriters who will produce stories from across the region. Barreto said along with the 74,512 fans

Rodney Barreto ––––––––––––––––––––––––––––––––– in the seats in 2007, he estimates there were an additional 40,000 people who came to South Florida who didn’t have tickets to the game. “They came for the entertainment,” he said. “Corporate American at its best comes here. They entertain. It’s a great American tradition.” A big change for the 2010 event is the new Fan Plaza, which will host 10 days of entertainment, including concerts. It replaces the NFL Experience. The Fan Plaza kicks off with the Pro Bowl the week before the Super Bowl. So far, 20,000 tickets for the Pro Bowl have been sold to Miami Dolphin season ticket holders. Tickets will go on sale to the general public in October. The Host Committee is seeking volunteers for the events leading up to the game. They already have 3,500 volunteers signed up but still need more. To sign up, fans can go online to <www.SouthFloridaSuperBowl.com>. By the way, members of the Host Committee were disappointed to lose their bid to host the 2013 Super Bowl which went to New Orleans, and plan to bid on the 2014 event.

A new and unprecedented one hour documentary on the remarkable history, and perhaps even more remarkable survival of Miami’s landmark Vizcaya is scheduled to air Sept. 20 on WPBT2 at 8 p.m. The documentary, Vizcaya, narrated by actor and part-time Miami resident Andy Garcia, is available for purchase for $19.95 at Vizcaya’s Café and Shop as well as through the website at <www.vizcayamuseumshop.com>. “This documentary about Vizcaya is the first of its kind. Never before has an all-encompassing documentary about this National Historic Landmark been created,” said producer Linda Corley. Documentary filmmaker Corley, who has a background in the arts, decorative arts and architecture, has long been drawn to the enchantment, the mystery and the beauty of Vizcaya. “I thought long and hard about it and it is an amazing story, from its envisioning to its completion,” Corley said. “When people visit the house, they ooh and aah about the paintings, carpets, tapestries, etc., but visitors don’t seem to understand what it took to build the house.” The film details the incredible vision of James Deering in constructing Vizcaya and the astounding confluence of talent that made it possible — and that made it unique in its time as well as today. Deering, vice president of the International Harvester Company, which produced agricultural equipment for a worldwide market, envisioned Vizcaya as his winter estate. He lived at Vizcaya from 1916 until his death in 1925. To bring his dream home to fruition, Deering engaged the assistance of Paul Chalfin, a young New York painter, to supervise the entire project. Deering and Chalfin traveled throughout Europe surveying residential architecture for ideas and design elements, such as doors, wall panels, mantels and ceilings for incorporation into the proposed home. Also engaged to work on the project were architect F. Burrall Hoffman and Colombian landscape

architect Diego Suarez. The house was intended to appear 300 to 400 years old and as if it had been occupied by several generations of a family. The Main House has 34 decorated rooms with nearly 3,000 art objects, spanning two millennia. The expansive gardens combine Italian and French designs with an American context. Suarez and Chalfin worked for several years, perfecting the design of the gardens as vast and distinct outdoor rooms. The documentary details the process of designing and building Vizcaya, which was no easy task. At the time of Vizcaya’s construction, Miami’s population was around 10,000. More than 1,000 workers were hired, including laborers and craftsmen from the Caribbean and Europe. In addition to the house and gardens, the complex included a farm, livestock, and a variety of other service facilities covering 180 acres on both sides of South Miami Avenue. It took almost 10 years to construct Vizcaya — the architecture, gardens and fountains, to acquire the art and to hire artisans to create the masterpiece we now know as Vizcaya. Deering passed away in 1925. His heirs, Marion Deering McCormick and Barbara Deering Danielson, contacted Chalfin to oversee the first renovation of Vizcaya, in 1933-1934. The McCormicks and Danielsons attempted to open the estate to the public, but another major hurricane in 1935 overwhelmed their efforts. Eventually much of the land was transferred and, in 1952, Deering’s heirs conveyed the main house and formal gardens to Dade County. In 1955, the county exercised an option to acquire the village as well. Deering’s heirs donated the estate’s substantial furnishings and art to the county on condition that Vizcaya be used as a public museum in perpetuity. In order to tell the story of Vizcaya, Corley conducted extensive interviews with a wide array of sources: authors Witold Rybczynski and Laurie Olin; historian Arva Moore Parks; University of Miami professor of Architecture Joanna Lombard, and Vizcaya curator Flaminia Gennari-Santori.

BEAL The Florida Department of Children and Families has announced the appointment of Rolando Barrios as regional budget director for the Southern Region, serving Miami-Dade and Monroe counties. In his new position barrios manages an annual budget of more than $250 million. Funded through a complex mixture of federal grants and state funds, he is charged with overseeing the appropriate distribution and usage of funds to the department’s various divisions, while helping the department in meeting its goals and objectives. Barrios has extensive knowledge in budget and finance having worked previously in this field in private, non-profit, and public agencies. His most recent work experience was with South Florida Urban Ministries as the director of Finance and Administration. He holds a master’s degree in city planning.

That is the way Miami Children’s Museum (MCM) will celebrate its sixth birthday with the MCM Family Carnival on Sunday, Sept. 13, at its Watson Island location. The Mango Café now open at Redland Fruit and Spice Park BY EDITH TORRES Miami-Dade Parks’ Redland Fruit and Spice Park has announced the opening of its new restaurant The Mango Café, took place on Monday, Aug. 31. A Grand Opening is scheduled for Saturday, Oct. 3, from 11:30 a.m. to 4:30 p.m., with details to be announced at a later date. Open only for lunch and late afternoon dining, patrons can enjoy Florida Tropical cuisine in the historic Bauer-Mitchell-Neill House of the Redland Fruit and Spice Park, with indoor and outdoor seating available, surrounded by the park’s beauty and lush landscaping. Some of the menu items are created using seasonal, locally grown herbs, fruits and vegetables found in the Redland agricultural community, and that also can be found at the Fruit and Spice Park. These include the Fresh Tropical Fruit Mélange Salad, which serves a bountiful array of succulent exotic fresh fruits with cottage cheese and banana bread, or the wide variety of Fruit and Spice Smoothies and Shakes. Ford Focus adds upscale SEL sedan series for 2009 Ron Beasley AUTOMOTIVE EDITOR

LET’S TALK CARS Ford seems to be getting a lot of things right these days and that includes the new Focus. Ford designers overhauled the Focus last year with a facelift on the outside and a new interior, but keeping the existing platform and dimensions. The Focus now looks much like other members of the Ford family with its two-bar chrome grille and sleek styling. For 2009, Focus is available in two body styles — four-door sedan and a sporty new two-door coupe body style. The sedan is offered in four trim levels — S, SE, SES and the new SEL — while the coupe is available only in SE and SES trim. The sedan has nice styling, better driving dynamics and more safety and security features than the 2008 model. The new SEL comes with chrome door handles, chrome heated exterior mir-

rors, leather-trimmed seats and 16-inch Euroflanged alloy wheels; 17-inch wheels and a new suspension tuning are optional. Ford’s new SYNC technology for cell phones and other electronic devices also is standard on the SEL. The coupe has distinctive front and rear bumper fascias, fog lights and a dark chrome grille, with the SES model adding a roof spoiler and 17-inch chrome aluminum wheels. Another new option for the Focus is electronic stability control (ESC), which uses sophisticated sensors and the antilock braking system to help correct skids and prevent accidents. Under the hood, Focus offers only one engine for all models — a 2.0-liter, I-4 Duratec 20 engine that produces 140 hp and 136 pound-feet of torque, mated to a five-speed manual transmission. A four-speed automatic transmission is optional. Both combinations deliver excellent fuel economy of 24 mpg around town and 35 mpg on the highway. The manual transmission Focus gains a few horsepower (to 143 hp) for 2009, and Focus Coupe SES automatics get faster gearing.

Standard safety features on the Focus include Ford’s Personal Safety System, thorax side air bags and side air curtains for enhanced protection in the event of frontal and side crashes. A tire pressure monitoring system also is standard, and anti-lock brakes are an option. Overall, the Focus is a nice driving automobile. It’s responsive, has a good driving “feel” and handles well in the

corners, showing very little sway or lean. Pricing on the 2009 Ford Focus ranges from $14,995 for the S sedan to $17,970 for the SEL sedan.

Many homeowners and condominium associations throughout South Florida are experiencing a cash crisis as a result of owners failing to pay their required maintenance assessments. Without this necessary income, the associations bills pile up quickly leaving important services such as insurance, lawn care, management, and maintenance unpaid for, with some vendors unwilling to provide further services. Severe cases can leave associations without enough money to maintain basic necessities such as fire and safety equipment, security gates, and even water and garbage services. To make matters worse, some lenders are refusing to issue loans on the units within these communities and condominiums due to the severe delinquency rates of the associations, essentially putting a freeze on the marketability of such units. Much of the problem can be attributed to investors, many of whom own multiple units in the same community or condominium, not paying their assessments (some of whom receive income from tenants living in their units but still refuse to pay their assessments). An association’s best course of action is to find a competent, diligent and aggressive attorney. Legal incompetence (including not utilizing effective legal strategies for the current market), an attorney’s inability to communicate with the board and manager of the association, and/or the failure of an attorney to proceed aggressively and diligently on behalf of the association, can cause unnecessary delays and additional financial suffering. For instance, some attorneys advise their clients to follow the passive approach of not filing liens against delinquent units and not proceeding with association foreclosures, thinking that lenders will eventually foreclose their defaulted borrowers and pay the association its money. The reality is that in today’s market, lenders are stalling their foreclosures until they find buyers first, so the process can take an unreasonably long period of time. Meanwhile, if the first mortgage holder does finally take title to the unit through its foreclosure, it is then entitled by law to a sizeable write off of the prior owner's past due amounts, resulting in significant bad debt to the association. This bad debt is then absorbed by the association and eventually paid for by the responsible owners who are paying their assessments. To succeed in the current market, associations need an aggressive attorney who files liens against the delinquent unit owners quickly and, in applicable cases, files foreclosure complaints (lawsuits) against the delinquent unit owners to collect the amounts due to the association. There is also a new blanket receivership approach where, by law, associations can petition the court to appoint a single receiver to collect the rents from all tenants living in units that are under foreclosure by the association or which come under foreclosure in the future (which prohibits investors from collecting income from tenants while failing to pay their assessments). Aggressively applied legal pressure against the owner and/or their lender is especially necessary in this type of depressed real estate market and will undoubtedly bring in a lot more money to the association in a much faster time than simply waiting for the lender to come through.
