Slesnick selected to lead Florida League of Mayors BY MARIA ROSA HIGGINS FALLON oral Gables Mayor Don Slesnick was sworn in recently as president of the Florida League of Mayors, the nonpartisan organization of mayors representing the state of Florida. The installation took place during the annual meeting of the Florida League of Cities, Aug. 13-15, in Orlando. “I am honored to have been selected by my fellow mayors to lead the League during this coming year,” said Slesnick, who will serve a one-year term. “All cities in Florida are dealing with challenging financial times. Members of the Florida League of Mayors are dedicated to continuing cooperative efforts to craft smart solutions which will ensure that our constituents can always count on good local governance.” Slesnick first was elected as mayor in 2001 and currently is serving his fourth term on the Coral Gables City Commission. He is a Vietnam veteran, a former U.S. Army advisor to NATO forces in Germany and has served for the past seven years as an Army Reserve Ambassador for Florida. Mayor Slesnick is the managing partMAYOR DON SLESNICK ner for the law firm Slesnick & Casey and is active in numerous civic and business organizations. More than 200 mayors representing cities, town and villages belong to the Florida League of Mayors. Created in 2005, the organization’s primary goal is to provide a platform for this tier of municipal leaders to speak out on issues of interest to their constituents. The League is governed by a 21-member board of directors and works closely with the Florida League of Cities, the association that advocates municipal issues before the Florida Legislature and Congress.

In education and community service, few have the commitment possessed by Hank Langston. With the recent opening of the school year, Langston seems an appropriate honoree as an individual who holds the education of our children as a top priority and community service as an integral part of his life. In fact, for his community service, Langston was awarded the Key to the City of Coral Gables as well as the City Seal. A native Miamian, Langston completed his undergraduate and graduate studies in economics, politics and higher education at HANK LANGSTON the University of Oklahoma, UCLA and Duke. He has been in the education business ever since and is completing his 40th year at Gulliver Schools where he currently serves as dean of faculty and director of University, Corporate and Community Affairs. Macdonald Foundation for the Club’s May Van Sickle Dental Clinic. The Dr. John T. Macdonald Foundation has been a long time supporter of the clinic, which fills a critical gap for children caught between the cracks in our healthcare system. In fact, the May Van Sickle Children’s Dental Clinic provides Miami-Dade County children in need with more than $150,000 in free dental care annually. The Dr. John T. The Sports Exchange to host Hurricane Hotline broadcasts BY CHRISTA SEGALINI The Hurricanes play their games at LandShark Stadium, but the football team, as well as many of the team’s fans, have a second home at The Sports Exchange, 45 Miracle Mile in Coral Gables. TROWBRIDGE President & CEO Coral Gables Chamber of Commerce Thank you again for continuing to read the Chamber’s bi-monthly column known as the C o m m e r c e Connection, a discussion on issues affecting the business community in the City Beautiful and beyond. As a Chamber of Commerce, our mission is to develop business and build community - endeavors that constantly illicit lively discourse on timely topics, as well as allow us to spotlight some of our outstanding members who are making a difference right here in Coral Gables. Great cities have great Chambers of Commerce, an undeniable fact and role we heartily embrace. Chambers provide a platform for business and a forum for dialogue, noble and worthy pursuits that are buoyed by the soul of an organization, our membership and the businesses they represent. And yet, the dialogue these days is often about the state of our recessed economy, as well as the challenging demands of running a business, a time consuming endeavor that requires constant care and attention, especially among smaller businesses and retailers. This column continues to serve as a stage for discussion, a venue for problem solving, and a catalyst for generating ways to grow an already vibrant business community into one that
is unparalleled in the nation. The Coral Gables Chamber of Commerce consists of more than 700 businesses and nearly 1400 individuals who run these organizations on a daily basis. We are the second largest Chamber in Miami-Dade County and among the five largest in the tri-county area. We are focused on helping our members grow their businesses by connecting them and adding value. We have a 39-member Board of Directors, many of whom represent some of the largest employers and companies in Coral Gables, as well as some of the oldest businesses in the community. Our home-base for operations is our Chamber headquarters, located at 224 Catalonia Avenue. Our signature event is our monthly Good Morning Coral Gables breakfast, held the third Thursday of each month at the historic Biltmore Hotel, where more than 200 members gather to listen to community and industry leaders before starting their business day. As our new Chair, Sarah Nesbitt Artecona of the University of Miami, begins her term, I hope you will support her efforts as we work together to prepare for the economic recovery that is on the horizon, support our small businesses, position Coral Gables as a premier tourism destination, tackle the challenges of permitting in our community, and advocate for the make-over of our most recognizable shopping district, Miracle Mile. BY EMILIE GOLDMAN Erin Knight has started her term as president of the Junior League of Miami (JLM) for the 2009-10 year. Knight will serve as the 83rd president of JLM, an organization of more than 1,000 women. The mission of JLM is to promote voluntarism, develop the potential of women and improve communities through the effective action and leadership of trained volunteers. An active member of the Junior League of Miami since 2000, Knight has held numerous committee, leadership and board of director positions in the organization. She has worked with a variety of community organizations including Inn Transition North and Lighthouse for the Blind and Visually Impaired. “For nearly a decade, Erin has dedicated herself to the mission of the Junior League of Miami,” said Michelle RamirezPatricios, immediate past president of the Junior League of Miami. “She inspires her fellow members and will serve as an incredible leader and representative for JLM’s extensive community outreach and fundraising efforts.” As president, Knight will preside over board meetings, general meetings and board trainings. Knight also will represent JLM at the Association of Junior Leagues International (AJLI) conferences and is the voting delegate at the annual meeting. “This year, we are supporting 10 community projects and five grants, all focusing on homelessness, family violence, women and children’s health, early childhood education and foster care,” Knight said. “We are proud to be an organization that is able to give 100 percent of our fundraising dollars directly to our com-

munity projects and to further our mission of providing trained volunteers to this community. We are constantly seeking opportunities to grow our diversified membership base which allows us to sustain ourselves from an administrative standpoint.” Knight currently is a senior vice president at Regions Bank in Coral Gables where she manages the Private Banking Division for Miami-Dade County. She also is a Certified Financial Planner. Knight holds a bachelor’s degree in Political Science from Florida State University and was a member of the Pi Beta Phi sorority. South Florida Educational FCU recently awarded full tuition-based Florida Prepaid College Scholarships to 15 graduating high school seniors during an evening ceremony attended by superintendent of Miami-Dade County Public Schools Alberto M. Carvalho. Carvalho encouraged students to take full advantage of the scholarship, calling it a winning ticket to their future. Moss, Commissioner Katy Sorenson and representatives from the Office of Strategic Business Management (OSBM) addressed a crowded room of concerned citizens and organization representatives on Aug. 18 at the South Dade Regional Library in Cutler Bay. Commissioner Natacha Seijas was also in attendance among the citizens. Some 400 plus constituents filled the library with hopes of either voicing their concerns about the need to preserve their much-needed local organizations or to hear county commissioners’ explanations and strategies on how they plan to balance the 2009-10 county budget. The Office of Strategic Business Management provided a copy of the mayor’s proposed budget for each participant with Spanish and Creole interpreters on hand to assist. Individuals affiliated with local organizations and agencies such as Farm Share, 4-H, Haitian-American Organization for
Women (HOW), Miami-Dade Parks, and various youth and elder-care programs, spoke passionately about the significance of the local services and programs they heavily depend upon in their communities. Moss shared that the members of the county Budget Committee, county administrators and the OSBM will be working long and hard together attempting to make recommendations on how to balance the county budget. He went on to re-emphasize the importance of the citizens of Miami-Dade County to come out and express their concerns at the upcoming budget hearings. “I want each and every one of you to make a special effort to attend the two county budget hearings scheduled for Sept. 3 and Sept. 17 at the County Commission Chambers at 5:01 p.m. It is very important that you come out and be heard because this affects us all,” Moss said. Commissioner Sorenson serves as chair of the Budget, Planning and Sustainability Committee.

Shake-A-Leg Miami challenges volunteers to get ‘Ship Shape’ BY CINDI PERANTONI Shake-A-Leg Miami (SALM) — a community-based aquatic activities center serving able bodied individuals as well as those with physical, developmental, and economic challenges — recently announced a new initiative, the “Ship Shape Project,” developed through a partnership with Professional BoatBuilder magazine (Brooklin, ME), a trade publication dedicated to those working in design, construction and repair in the boat-building industry. The Ship Shape Project fast-tracks an upgrade for the non-profit organization’s Coconut Grove facility, including the fleet of boats in its community sailing program. “During the next seven weeks we are challenging our staff and volunteers to make improvements on every boat in our fleet, with the deeper goal to create a model that demonstrates best practices in community boating center operations including programming, facilities, the fleet, training, and partnerships.” said Harry Horgan, CEO and co-founder of SALM. During the initial phase of the project, SALM urgently needs volunteers — including marine industry professionals as well as local supporters — for immediate hands-on tasks including boat maintenance, safety and basic repair. Every boat in the fleet will have its own Ship Shape Team with a minimum of four members. Teams with more members and higher skill levels will tackle large projects, while others can make substantial contributions by cleaning boats or working on maintenance, repair, and beautification projects around the building or on the waterfront. Volunteer Doug Kraft has taken on the
role of manager for the facility and grounds, starting with a complete refurbishing of SALM’s boat-shop area, with materials and support provided by Ken Batchelor and CMC Construction. Additional volunteer jobs are available for people of all ages and abilities. Think Grandma can’t get arrested? Think again. BY MICHELLE ESTLUND, Criminal Defense Attorney Most people can’t imagine their grandparents or elderly family members becoming involved with the criminal justice system. Usually, the elderly have spent their lives as productive members of society, cared for their families, and served as good examples to the community. The idea of anyone’s grandparent in handcuffs is unimaginable. However, sometimes the natural aging process brings with it unwanted, undesirable, even illegal behavior. An elderly person may insist on driving even though he or she can no longer do so safely, thereby posing a risk to others on the road. Less frequently, families notice marked behavioral changes as a person ages. As some people enter their seventies and eighties, they may lose the inhibitions that prevent most of us from exhibiting certain behaviors, such as aggression, violence, or even sexually inappropriate behavior. Family members often ignore or tolerate this type of conduct out of love, loyalty, or a sense of obligation. When the
senior finally exceeds manageable bounds or offends or hurts a stranger, the police are called, and the senior and the family suffer the embarrassment of an arrest and court proceedings. It’s important for families to realize that if an elderly family member begins to demonstrate unusual conduct, a medical or psychological evaluation may be in order. Additionally, supportive programs exist throughout Miami-Dade County to help manage the senior’s mental health needs. The sooner the behavior is noticed and acted upon, the less likely it is that law enforcement will ever become involved. If the situation has already become a criminal matter, it is important that the authorities understand the nature of the elderly person’s mental state and medical and mental health history. Providing the appropriate information at a very early stage can help to avoid prosecution completely. An early, assertive defense can also help the senior receive the help that he or she needs, while also preserving the reputation and sense of honor that has taken a lifetime to build.

Castroneves grand marshal for revived Grove Bed Race BY MISCHELLA REED He has been to Victory Lane at the Indy 500 three times, and he’s been crowned champion of ABC’s television hit Dancing with the Stars. On Sept. 6 in Coconut Grove, Helio Castroneves again will step into the competition spotlight, this time as grand marshal of the “Great Grove Bed Race.” The Miami resident will lend his magnetic personality and comedic wit — perhaps even some racing tips — to the revival of a tradition that dates back 31 years. “I’ve competed in a lot of different cars in my time, but I’ve certainly never raced a bed,” Castroneves said. “This is going to be an amazing event, and I’m really excited to be a part of it – Coconut Grove definitely will be the place to be Labor Day Weekend. 2010 Chevy Camaro: ‘Muscle car’ blast from the past Ron Beasley AUTOMOTIVE EDITOR
LET’S TALK CARS Muscle car fans have been waiting a long time, but it’s finally here and they are not being disappointed. The new 2010 Chevrolet Camaro is drop-dead gorgeous and runs like the proverbial bat out of you-know-where. With its V-shaped nose, long aluminum hood, short deck, raked windshield and muscular fenders, the new Camaro bears a strong resemblance to its 1967 counterpart, and that’s what Chevy designers had in mind. The power dome hood intake and cooling gills forward of the rear wheels are nice styling touches, even if they aren’t functional. Interestingly, the Camaro is devoid of chrome. The rear-wheel-drive Camaro rides on the same platform as the heralded Pontiac G8 and borrows its engines from Cadillac and Corvette. The 304 hp V-6 is the Caddy contribution and the incredi-
ble 6.2-liter 400 hp V-8 is the same engine that powers the Corvette. All Camaro models can be equipped with either a six-speed manual or sixspeed automatic transmission, with an optional manual shift. The Aisin AY6 sixspeed manual is standard with the V-6, and a Hydra-Matic 6L50 six-speed automatic is optional. A Tremec TR 6060 sixspeed manual is standard on the SS model, and the Hydra-Matic 6L80 sixspeed automatic is an option. The new Camaro is available in three models — LS, LT and SS. The LS and LT come with the V-6 engine; the SS gets the big V-8. The LS has cruise control, a telescopic steering wheel, six-speaker sound system, OnStar, limited slip differential, 18-inch steel wheels and a starting price tag of $22,245. The LT is upgraded with such items as leather upholstery, a six-way power driver’s seat and 18-inch painted aluminum wheels. It starts at $23,880. The SS is the high-performance model and it has a special exterior trim to distinguish it, a stiffer suspension, 20-inch painted aluminum wheels and four-piston Brembo disc brakes. It starts at $30,245.

On the road, the Camaro is a dream to drive. It’s quiet on the highway and impressively fast, the V-6 powered LT clocking 0-60 mph in 5.9 seconds and a quarter-mile in 14.4 seconds. It handles and responds with precision, brakes on a dime, delivers a very comfortable ride and, for a muscle car, gets pretty good gas mileage at 16/24 mpg. Our only complaint was with the interior where there are a couple of blind spots when backing up and the optional retro instrumentation on the console is diffi-
cult to read. And while the trunk space is deep and large, the access opening is relatively small and will not accommodate large pieces of luggage. But, on the whole, Chevy has delivered on its promise to bring back a quality version of the historic Camaro muscle car.

Many homeowners and condominium associations throughout South Florida are experiencing a cash crisis as a result of owners failing to pay their required maintenance assessments. Without this necessary income, the associations bills pile up quickly leaving important services such as insurance, lawn care, management, and maintenance unpaid for, with some vendors unwilling to provide further services. Severe cases can leave associations without enough money to maintain basic necessities such as fire and safety equipment, security gates, and even water and garbage services. To make matters worse, some lenders are refusing to issue loans on the units within these communities and condominiums due to the severe delinquency rates of the associations, essentially putting a freeze on the marketability of such units. Much of the problem can be attributed to investors, many of whom own multiple units in the same community or condominium, not paying their assessments (some of whom receive income from tenants living in their units but still refuse to pay their assessments). An association’s best course of action is to find a competent, diligent and aggressive attorney. Legal incompetence (including not utilizing effective legal strategies for the current market), an attorney’s inability to communicate with the board and manager of the association, and/or the failure of an attorney to proceed aggressively and diligently on behalf of the association, can cause unnecessary delays and additional financial suffering. For instance, some attorneys advise their clients to follow the passive approach of not filing liens against delinquent units and not proceeding with association foreclosures, thinking that lenders will eventually foreclose their defaulted borrowers and pay the association its money. The reality is that in today’s market, lenders are stalling their foreclosures until they find buyers first, so the process can take an unreasonably long period of time. Meanwhile, if the first mortgage holder does finally take title to the unit through its foreclosure, it is then entitled by law to a sizeable write off of the prior owner's past due amounts, resulting in significant bad debt to the association. This bad debt is then absorbed by the association and eventually paid for by the responsible owners who are paying their assessments. To succeed in the current market, associations need an aggressive attorney who files liens against the delinquent unit owners quickly and, in applicable cases, files foreclosure complaints (lawsuits) against the delinquent unit owners to collect the amounts due to the association. There is also a new blanket receivership approach where, by law, associations can petition the court to appoint a single receiver to collect the rents from all tenants living in units that are under foreclosure by the association or which come under foreclosure in the future (which prohibits investors from collecting income from tenants while failing to pay their assessments). Aggressively applied legal pressure against the owner and/or their lender is especially necessary in this type of depressed real estate market and will undoubtedly bring in a lot more money to the association in a much faster time than simply waiting for the lender to come through.
