Mayor’s address focuses on parks, other successes BY GARY ALAN RUSE

T

he State of the Town address presented by Cutler Bay Mayor Ed MacDougall on Nov. 8 touched upon the many improvements to the town, its financial stability and future plans. During the 7 p.m. event, hosted by Mercedes Benz of Cutler Bay, Mayor MacDougall began by thanking MiamiDade Commissioner Lynda Bell for her work in reopening the South Dade Government Center so that residents can access many county services there He also thanked Pete Blackwell and his staff at Mercedes Benz for making their facility available for the address. MacDougall next recognized 52 citizens, past and present, who have contributed to the community, including the late John Cosgrove, the first mayor of Cutler Bay. The mayor stated that there had been many improvements to the town’s parks system during the past year, with more on the way. “Completion of the 50-acre Lakes by the Bay Park at no cost to Cutler Bay taxpayers is scheduled for December,” MacDougall said. “Initial work has already been completed on field construction for

The Fifth Annual Cutler Bay Hometown Harvest Bike Ride begins at the new Lakes by the Bay Park, 8551 SW 216 St., with registration at 8 a.m. There is a Bike Safety Rodeo at 8:30 a.m. with a free bike helmet for the first 200 riders, and the Bike Ride starts at 9 a.m. For ages 10 and older the bike ride is a scenic 10-mile police-escorted ride through Black Point Marina and Cutler Bay. Helmets are required. My Gym will provide activities for children

Miami-Dade County Commissioner Dennis C. Moss, along with commission chair Joe A. Martinez, Mayor Carlos Gimenez and members of the county commission began their Thursday, Nov. 3, meeting with a special presentation recognizing Ron and Kathy Medford for their outstanding service and ongoing commitment to volunteerism at Zoo Miami. Mr. and Mrs. Medford, retired residents of Cutler Bay, have volunteered more than 82,000 hours at Zoo Miami since 1997, never missing a day. They both have a passion for volunteering and a love for animals, and have managed to volunteer their time at

Zoo Miami seven days a week beginning each day as early as 6 a.m., rain or shine. The two have been married for nearly 50 years and have several animals of their own. Zoo spokesperson Ron Magill calls the Medfords “amazing.” “Ron and Kathy Medford are an inspiration to many and they really embody the spirit of community and volunteerism,” Commissioner Moss said. “September 2010-11 was the highest annual attendance in Zoo Miami’s history and I believe we can thank the Medfords for their role in this great achievement.” For more information on Zoo Miami’s events and attractions, visit the website at <www.zoomiami.org>.

The Nieves family and friends raised more than $7,000 to benefit the Leukemia and Lymphoma Society’s “Light the Night Walk” on Nov. 3 at Bayfront Park. Parents of Evangeline Nieves, Jason and Lisa, became involved in the not-forprofit organization after 5-year-old daughter Evangeline was diagnosed with leukemia last year. The family is doing

wonderfully thanks in part to an incredible outpouring of support from the Cutler Bay community. Mom Lisa is happy to report that Evangeline is in remission and her prognosis is excellent. “This fundraising is way beyond anything we could have imagined; the support has been tremendous,” Lisa said. “We are so grateful to everyone who made it possible. Thank you!”

three baseball/softball fields and two soccer/football fields that includes an underground drainage system, irrigation, lighting and fencing; a field center building including restrooms, concessions and storage; an exercise course; parking lot; landscaping and park amenities using county funding.” MacDougall mentioned the upcoming Dec. 3 attempt at a world record longest ribbon cutting at that park. “Bel-Aire Park improvements were completed, including the relocation, re-grading and re-sodding of the football field, new irrigation system, new sports field lighting, new bleachers and playground equipment,” the mayor said. MacDougall listed the improvements that had been completed at Saga Lake Park and Saga Bay Park, both of which now have greatly enhanced sports and recreational facilities as well as other amenities. He went on to mention other topics, including crime and energy. “A year-to-date comparison of June 2010 versus June 2011 shows that crime has been significantly reduced by 9 percent,” MacDougall said. “Cutler Bay received a State of Florida Energy Office grant to create an Economic Energy Zone Business Attraction Implementation Plan for green businesses. “We successfully completed the review process for FEMA’s Community Rating System (CRS) – Flood Insurance Discount Program which awarded the town a Class ‘6’ rating that resulted in all of the properties located in the Town’s Special Flood Hazard Area with a 20 percent insurance premium discount.” MacDougall also told of the renovation of the building that now houses the town council meetings and a new police headquarters. The mayor mentioned that Cutler Bay completed necessary actions to initiate the town’s membership in the Miami-Dade County League of Cities. The mayor told his audience that the town was awarded grants in FY 2010-11 totaling approximately $355,000 that have been budgeted for use in FY 2011-12 and include a

federal stimulus grant for lighting renovation at the Cutler Bay Town Center building, renewal of the grant for the Children’s Trust program and park improvements. “Additionally, approximately $17 million from the Board of County Commissioners’ Public Transportation Program (PTP) has been awarded to the town for roadway improvements to Caribbean Boulevard and Old Cutler Road,” he said. “The construction of the Old Cutler Road improvements will begin this month and the planning for the Caribbean Boulevard project began this year. Both roadway projects will increase safety, expedite traffic and beautify our town.” MacDougall stated that in FY 2010-11, the town committed approximately $10 million in park improvements, roads, storm water system, and upgrade of government facilities to support a sustainable economic development program for the area. “The town is also working with adjoining municipalities to implement the Green Corridor and PACE (Property Assessed Clean Energy) program. The intent of the PACE Program is to enable property owners to borrow money to buy solar panels, wind generators, insulation or shutters for their home.” The mayor pointed to the accomplishments in working with the school system to achieve the Cutler Bay High School and Cutler Bay Middle School changes many residents have wanted. On the budget side he mentioned the adjustments that have been made. “In the last three years of our economic downturn, the town has experienced a $3.5 million reduction in revenues,” MacDougall said. “We have nevertheless reduced our tax rate for this fiscal year while instituting many improvement projects. We are still in very good financial condition. “I am of the belief that with our school improvements, the PACE project and our efforts to improve our business friendly environment, property values will increase as the local economy improves.” The mayor closed his address by presenting long-time residents Barbara and Tom Condon with the town’s “Citizen of the Year Award.”

Letter to the Editor Some inaccuracies in article about Publix land purchase To the Editor: I had a chance to read your article in yesterday’s paper (Cutler Bay News, Oct. 18) about Publix purchasing land in the potato fields. There were a few inaccuracies in the article that I’d like to share. If possible to make the corrections online, we’d appreciate that. Tony Diego is not a store manager as the article stated. He is a former Publix associate. Also, Publix has not purchased any land in the potato fields nor do we have an executed lease for that property. Our policy is that we do not comment of sites where there is not an executed lease. Therefore, I don’t have more to share other than we are always looking at new sites to grow our business. The important items needing correcting are that we did not purchase property and Tony is not a store manager. Moving forward, please don’t hesitate to contact me with your questions. Mayor Edward MacDougall gets Rotary Club Leadership Award BY LEE STEPHENS

The Rotary Club of Perrine-Cutler Ridge/ Palmetto Bay recently presented the 2011 South Dade Leadership Award to Cutler Bay Mayor Edward MacDougall. The Rotary Club established the South Dade Leadership Award in 1980 and it is presented to individuals who, through their outstanding business and professional conduct as well as community service, have most benefited South Dade County. Past recipients include Janet Reno, John Cosgrove, Dante Fascell, Eugene Flinn, Scott Silver and Jeb Bush.

Mayor MacDougall was chosen for the award for his dedication and leadership to the community. In addition to being the current mayor of the Town of Cutler Bay, he chaired the Cutler Bay Charter Committee, was vice chair of the Cutler Bay Municipal Advisory Committee, vice mayor of the town, a Miami-Dade County Police Officer, and a Vietnam Combat Veteran (U.S. Army). Also, he has been an active leader in the community, holding many leadership positions in business organizations, chambers, and others, as well as running a very successful business in the community.

Mayor MacDougall was chosen for the award for his dedication and leadership to the community.

Our take-away tips and interactive demonstrations can easily be applied to all aspects of living�. Each person who attended the Expo was invited to bring something to be recycled—clothing, telephones, ink cartridges, glass, plastics and even aluminum foil baking dishes— and greeters from Miami Coral Park Senior High School’s Autism Spectrum Disorder Unit collected and classified the items. Physical wellness was demonstrated with interactive Wii Bowling and Tai Chi exercising along with gardening tips from the University of Florida IFAS Extension. Vocational and intellectual wellness was represented by volunteers from the community’s garden club and special interest groups such as woodworking and crafts as well the varied resident and employee committees which contribute to the Village spirit de corps. Miami-Dade College representatives also provided information about its Continuing Care & Professional Development program. Environmental wellness was demonstrated by the various companies that provide green cleaning products and recycling efforts as well as the many initiatives untaken by the community to conserve energy and recycling including the thrift shop and planting of Florida native plants. Social wellness which recognizes the need for leisure and recreation offered a laughter therapy session along with information about the many social activities which are part of the community’s calendar of events and entertainment throughout the day.

The Shir Ami Religious School of Temple Judea recently announced it has received accreditation from the National Association of Temple Educators (NATE), a professional association of Reform Jewish Educators. This is the only congregation in MiamiDade County with current NATE (www.natenet.org) accreditation and there are only three other congregations in Florida with current accreditation. “Education, Jewish learning and teamwork are the main focus of staff and clergy,” said Beth Ellen Young, director of education. “This accreditation is a testament to the hard work and dedication of our qualified staff and their love for the children.” Currently, 250 children, ages 5 years to 18, are enrolled in the Shir Ami Religious School of Temple Judea. The accreditation process takes place during an 18-month period where the school completes an administrative checklist, assembles a portfolio, and hosts a site visit. American Orchid Society moves to Fairchild Garden BY VANESSA VIADERO

Two recognized leaders in conservation, education, and research are joining forces to ensure the perpetuation and appreciation of orchids in North America and throughout the world. The venerable 90-year-old American Orchid Society (AOS) in Palm Beach County, known for its passion for orchids, is moving its international headquarters to Fairchild Tropical Botanic Garden in Coral Gables. “The AOS move and strategic partnership with Fairchild Garden will move the North American center for education and tourism regarding orchids to Miami-Dade County,” said Bruce Greer, president of the board of trustees at Fairchild Tropical Botanic Garden. “We are especially excited about the educational and research opportunities on one campus in Fairchild’s soon-to-be-completed Science Village.” The AOS outstanding collection of rare orchids will be used for teaching and will be displayed in Fairchild Garden’s new 12,500square-foot Clinton Family Conservatory as part of the DiMare Science Village scheduled to open in December 2012. In partnership with the AOS, Fairchild Garden’s annu-

al international Orchid Festival, which celebrates the orchid family with a show in the Garden House and outdoor sales tents by exhibitors, will expand and be greatly enhanced. The enthusiasm for orchids, the largest family of flowering plants, kindled in the 18th Century and has never waned. Effective Use of Social Networking Sites An increasing number of people are hopping on the social networking bandwagon. Whether Facebook, Twitter, MySpace, or the newly minted Google+, this growing trend has the potential to help connect us as never before. Social networking can be useful for advertising, networking, and making your business more accessible in our tech-savvy generation. However, social networking presents many dangers to users. Photos, videos, and even simple messages that are posted and made available to the public can and will be used against you in a court of law. For instance, a public photo of a woman cheerleading while she claims to have severe back pain can be used to disprove her claim of debilitating, chronic pain. Pictures of a person partying and holding drinks can damage the credibility of that person in divorce proceedings or a job interview. The same can be said of publicly posting that your interests and hobbies include illicit activities or frequently “checking in” at bars and clubs. If you do not want the entire world to access your profile, remember to limit the privacy settings. Keep in mind that even information you have marked as “private” is not protected from court-ordered information requests. The safest approach to social networking is to exercise self-restraint. Consider what you post, and monitor what others post about you. Check your social networking profiles regularly to protect yourself. Don’t be afraid to use social networking to expand your business and personal relationships, but remain mindful that anything you post on the internet can become public knowledge very easily.

Ivanna Alfonso adds artistic touch for wedding cakes BY GARY ALAN RUSE

Ivanna Alfonso is a South Florida wedding planner who has brought something new to her work by tapping into her art background. She creates customized bride and groom figures for the tops of wedding cakes. “As a child I was very artistic and creative, always trying to make something or trying to sell something I had made,” Alfonso said. “I was extremely dedicated to using my talents and creative style whenever possible. “This past November, we introduced our custom cake toppers and figures to the public. We started it as an idea and again put our creativity to the test as we spent months perfecting our figures until they were just right.” Rather than generic bride and groom miniature dolls, Alfonso crafts sculptures that are whimsical likenesses of her clients, which adds a personal touch to the cakes. The 24-year-old Alfonso, who lives in Miami Lakes, graduated from high school in 2005, got her AA degree from Miami Dade College, then transferred to Florida International University hoping to become an elementary school teacher. But after a year and a half she decided to try some-

thing different, changed her major and currently is finishing her degree in Hospitality Management and Event Planning. But she already has launched her Oh My Gosh! Weddings and Events business and Custom Cake Toppers. “I originally opened the business in 2008,” Alfonso said. “Both my sisters got married only one month apart, it was difficult to plan two weddings on a budget; every planner we looked at was extremely expensive and did not offer the packages we thought were helpful. After my sisters’ weddings I realized how much I enjoyed planning and helping them plan the most important day of their lives.” Cassandra Lopez of Coral Gables was one of Alfonso’s clients, and thought the artist’s little figures were great. “Ivanna’s custom wedding cake toppers are the perfect way to personalize yourself as a new couple,” Lopez said. “I was so happy to see how she brought our relationship to life by creating exact mini replicas of my husband and I. Needless to say our wedding cake was a real treat!” Alfonso’s handmade products also are on eBay, Etsy and on her own website, and have been sold all over the country as well as Canada, Denmark and Australia. In connection with National Adoption Month in November, Family Resource Center of South Florida Inc. (FRC), one of the state’s leading child welfare organizations, is spreading awareness about the benefits of public adoption. Throughout November, FRC is offering its top tips for navigating the public adoption process, along with accounts from families who have successfully adopted in this manner. As communities continue to struggle amid a long-lasting recession, Florida has seen a significant rise in reports of child abuse and neglect. According to the Department of Children and Families, monthly child abuse investigations in Miami-Dade during 2011 have gone up 22.2 percent over the 2010 numbers. As a result, more children and families are being referred for services, resulting in some of these children ultimately becoming available for public adoption. Throughout November, FRC will continue its important work in protecting the welfare of neglected and abused children and helping to facilitate public adoptions in South Florida. FRC also is working hard to “demystify” the public adoption process by offering top tips for families seeking to adopt children. On any given day there are approximately 800 children available for adoption in the state of Florida. Public adoption offers many benefits to those wishing to adopt children and helps provide a safe haven to the most vulnerable children in the foster care system. In addition to offering individuals and couples facing infertility or other roadblocks a path to creating a family, some of the benefits to public adoption include: state covered court costs, 100 per-

cent paid tuition for children who attend an in-state college or university, financial subsidies, and medical benefits for children who have special needs. FRC’s core mission is to rehabilitate and keep families together. However, of the approximately 1,000 children served annually, one-third will become free for adoption. A forever home is one the most important and rewarding gifts a person can give. Studies consistently show that the success rate of children who have been adopted increases dramatically compared to those who remain in foster care. Reports continue to surface nationwide about the impact of the weak economy and the rise in child abuse and neglect cases. Florida is no exception to this trend. With one of the highest unemployment rates in the country, Florida’s children are suffering. In the past year, FRC saw a 35 percent increase in the number of children being referred for services because of documented abuse or neglect. “There is a definite correlation between the state of the economy and the welfare of our children,” said Dr. Oren Wunderman, FRC executive director. “As parents are faced with joblessness, loss of income, and extended periods of stress, children are sometimes left to bear the brunt of these pressure cooker-like situations. Unfortunately for some of these children, reunification with their biological parents will not be possible.” This year FRC completed 48 adoptions, exceeding the goal of 40 set forth by Our Kids. On Friday, Nov. 18 (10 a.m.-3 p.m.) at the Miami Children’s Museum, FRC, Our Kids, and other area child welfare agencies will celebrate National Adoption Day by completing several youth adoptions and brining families together to mark this special day.

The Miami-Dade County Animal Services Department (ASD) in coordination with the Miami-Dade County Public Library System (MDPLS) will be hosting a sweater drive for shelter dogs beginning Nov. 15 and continuing through Dec. 15. In preparation for dropping temperatures and the upcoming winter season, ASD is seeking donations of sweaters to keep shelter dogs warm and comfortable. Frankie’s Pizza: Still doing it the old fashioned way BY NANCY EAGLETON

The more things change, the more they stay the same — at least at Frankie’s Pizza, Miami’s oldest pizza shop. Frank and Doreen Pasquarella came from Ohio and opened Original Frankie’s Famous Pizza in South Miami in 1955. Two years later, they moved their pizza shop to a small grocery store located on Bird Road, flanked by farms, dirt roads and the Everglades. Nearly 55 years later, the scenery around Frankie’s Pizza has changed dramatically, but thanks to Frankie’s daughters Renee and Roxanne Pasquarella — who were born in Miami, raised in their dad’s pizza shop and now run the family business — the recipe for success has remained the same: Make the “world’s finest Italian pizza” and treat everyone like family. “Frankie’s Pizza has been in a time capsule. Our pizza has always been square, like our name, Pasquarella,” Roxanne pointed out. “And just like my dad did, we still place a free, hot slice of pizza on top of every box so our customers can enjoy it on the way home. Frankie was such a visionary.” To honor Pasquarella and his vision, the section of Bird Road in front of the pizza shop was named “Frank Pasquarella Way” in 2010, a fitting tribute to a man who often said, “It’s my way or the highway.” Another tribute to Pasquarella is the 45-minute documentary made about him, titled “Following Frank: Saucy Intonation’s of Miami’s Pizza King.” The documentary along with vintage Frankie’s T-shirts, caps and baby onsies are sold in the shop and online. Just like Frankie did, pizzas always are made to order and made from scratch. The sisters revealed that each day the dough is handmade, the tomatoes are ground, the sauce is cooked for three hours and the fresh cheese is grated.

“It’s labor intensive and more expensive to produce pizzas this way, but our customers would say that it’s well worth it,” Renee said. For those who grew up eating Frankie’s pizza but have migrated, Frankie’s satisfies its faraway fans by shipping its famous half-baked pizzas all over the U.S. Halfbaked pizzas are frozen, packed and shipped, and can be baked in the oven or cooked on the grill. Locals grab half-baked pizzas to keep in their freezers so they can enjoy a piping hot Frankie’s pizza at any time. “Our customers send half-baked pizzas to their kids in college and order them for family reunions, birthdays, anniversaries and football games,” Roxanne said. “It’s all about nostalgia and good family memories.” Speaking of family, Roxanne’s son Christopher is a third generation Frankie’s family member serving fourth generation Frankie’s Fanatics. Frankie’s recently lost “family member,” Jerry Dovin, who had worked at the pizza shop for 28 years. He passed away in August after battling skin cancer for two years. “He was a Vietnam vet and our Irish brother,” Roxanne said. “He is greatly missed.” Frankie’s Pizza has been ranked as one of the top pizzerias in the city and has won numerous awards over the years. As the sisters say, a Frankie’s pizza is best piping hot, right out of the oven. As part of the department’s effort to make services and information more accessible to the public, Miami-Dade Animal Services, 7401 NW 74 St., is launching its new online service at <www.miamidade.gov/animals/licenses.asp> that enables pet owners to check their pet’s account for license and vaccine expiration date, as well as for account contact and pet information. “Only 7 percent (1,612) of the 22,789 dogs and cats brought to the shelter last year were reunited with their owners,” said Alex Muñoz, Animal Services director. “We hope to accomplish two goals with the new online service — provide pet owners with convenient access to their account and the opportunity to advise us if account information is obsolete and requires to be updated, and

enable the public to reunite lost pets, wearing a tag, by identifying and contacting the pet owner. “All one needs is the license number to conduct the search. Accurate contact information is crucial in the reunification of pets with their families,” Muñoz added. “The new online service furthers the department’s mission to reunite lost pets with their families or find lifelong homes for as many animals as possible.” Pet owners are encouraged to visit the website to ensure their account is up to date. Any inaccuracies can be reported via the website at <www.miamidade.gov/animals/service-requests.asp> or by calling 3-1-1. His family’s business, Moreno Ranches, runs registered seedstock Limousin and Brahman cattle, and cow/calf operations in both Miami-Dade and Highlands counties in Florida. Moreno Ranches and its divisions are accredited by the North American Limousin Foundation and by the American Brahman Breeders Association. Kelvin obtained his Bachelor of Science cum laude in agricultural education and communication from the University of Florida, as well as his Master of Agribusiness. Testosterone Therapy for Erectile Dysfunction

Hypogonadism (low serum testosterone) is commonly associated with erectile dysfunction (ED). Testosterone-replacement therapy (TRT) may be useful (and even preferable to drugs such as Viagra® that are classified as “PDE-5 inhibitors”) in treating men with ED who have diminished libido or other sexual symptoms or when non-sexual symptoms such as depressed mood, decreased sense of vitality, and increased fatigue also exist. Addition of testosterone may improve the action of PDE-5 inhibitors in men with low or lownormal testosterone levels and erectile dysfunction who have not responded to PDE-5 inhibitors alone. The health benefits of TRT also include improvements in body composition, bone density, cognition, and sense of well-being. Thus, there may be good reasons to use TRT as first-line therapy for the man with ED. Concerns regarding prostatic and cardiovascular risks of TRT have not been supported by the literature. Nevertheless, men receiving TRT must be monitored at regular intervals with digital rectal examination and blood tests.
