WK Dog Park targeted for opening in 2011

iami-Dade Parks Department will go ahead with a planned Dog Park for a targeted opening in 2011, the first project to be developed in connection with the 164acre West Kendall District Park. The 10-acre Dog Park is the only project currently scheduled to begin construction in the area at a cost of $1.7 million from the Safe Neighborhood Parks (SNP) Bond Program and Park Impact Fee funds. “The department is completing the process of obtaining development approvals [plat] for the Dog Park as required to complete permitting of the project,” said Angus M. Laney, manager of Capital Programs. “Current county budget constraints that effect both development and operations have temporarily delayed progress on the District Park, other than continuation of planning already underway,” Laney added. Advertising for construction bids for the Dog Park is anticipated to take place this month with a groundbreaking expect-

Detective: Ending corruption needs increased citizen input

ncovering public official and employee misconduct depends significantly on citizen input, according to Det. Luis O. Rodriguez, six-year veteran of the Miami-Dade Public Corruption Investigations Bureau. “Any act from bribing officials to stealing two gallons of gasoline should be reported to us,” Det. Rodriguez told a meeting of the Miami-Dade Police Hammocks District Citizens Advisory Committee during a Feb. 24 meeting. “You can contact us anonymously, on any matter — bid tampering, fraud, unlawful compensation, theft or just the suspicion that misconduct may exist,” Det. Rodriguez urged. “Rooting out criminal or civil crimes is our job.” An investigation that uncovers evidence of corruption is turned over to the State Attorney’s Office for prosecution. A former Miami-Dade Police Hammocks District Citizens Advisory Committee (CAC) chair was honored by a county proclamation, naming Feb. 24 as “Frank E. Irizarry Jr. Day� in recognition of his community service. Signed by Miami-Dade Commissioner Katy Sorenson, Commission chair Dennis Moss and Mayor Carlos Alvarez, the document was read at the CAC’s Feb. 24 meeting by Dallas Manuel, aide to Moss,

accompanied by Alfie Sergio, aide to Sorenson. The document honored Irizarry for 32 years service, including working with the “Mom and Pop� Small Business Award Selection Committee and West Kendall Municipal Advisory Committee for Ethics in Business and Government. Irizarry, who became the new head of the West Kendall Business Association in 2010, is vice president and branch manager of FirstBank in Lago Mar.

TRUANT PATROL HELPS TO SOLVE BURGLARIES Hammocks District Officer Andrew McManus was cited as “Officer of the Month” by the Citizen Advisory Committee on Feb. 24 for connecting two juveniles to burglaries at the Banyan Tree Apartments, 9700 Hammocks Blvd. On a truant patrol canvassing an area near Felix Varela High School on Feb. 2, McManus spotted two males near the apartment complex in which an occupant reported a burglary, it was relayed to McManus by police radio. Questioning the pair not only led to an admission by the juveniles to the reported crime but two prior residential burglaries committed by them elsewhere in the district.

HP Digital Assist, a joint initiative of HP and the NBA, encouraged students from Title 1 schools located in Miami; Dallas; Houston; Chicago; San Francisco Bay Area, and Washington, DC, to use “seed” grants of HP technology to create basketballthemed digital media projects demonstrating their knowledge of math, science or reading. Out of nearly 300 entries nationwide, Howard A. Doolin Middle School was selected for first place in the Miami area for “NBA Distance Between Players,” which demonstrated knowledge of coordinate grids and the distance formula using the NBA players’ positions on the court. The submission was developed by a single student, Jose Bohorques, an eighth grader who spent several Saturdays at home working on his submission and learning to use Google SketchUp software to create the 3D basketball court featured in the video. Jose’s submissions can be viewed online at <www.hpdigitalassist.com>. The first place HP technology grant includes 25 HP Tablet PCs, HP inkjet and laser printers, a mobile storage cart, and

teacher professional development from the International Society for Technology in Education (ISTE), as well as 50 Miami Heat tickets, merchandise, and public recognition at a game. Additionally, representatives from each winning school participated in a Technology and Education Forum held at the NBA All-Star 2010 Event in Dallas, where they collaborated on how to best implement the new technology and exchanged ideas for joint school projects. “The collaboration among HP, NBA Cares and ISTE has helped schools reimagine and enhance their approach to the teaching and learning process, which is vital to developing the next generation of high-tech leaders and entrepreneurs,” said Engelina Jaspers, vice president, Corporate Marketing for HP. “We are thrilled to see the excitement for education and creativity the HP Digital Assist grant program has fostered within these students and schools, and look forward to seeing the winners use HP technology to invigorate the learning experience within the classroom.”

ed in May, he said. Construction will take approximately one year. Planned as the second largest of its kind in the county, the Dog Park will include a restroom building, parking areas, walkways, fencing and an irrigated landscape, separated from the District Park area by the completed four-laning of SW 157th Avenue, between SW 112th and SW 120th Streets. “The department is working with the county’s Plat Committee for development approvals for the park plan in [both] the Dog Park area, bounded by SW 157th Street and the bend of the Black Creek, and the balance of the park. This work is in preparation for all phases of park development,” Laney said. “The allocation for District Park development from the Building Better Communities (BBC) Bond Program is $23 million,” Laney explained, adding, “The schedule for future development is undetermined at this time due to constraints on the county budget, both for capital development and for the operating revenues available to open new facilities.”

Planning for the new District Park began in 2000 with the Miami-Dade County Commission’s authorization to purchase 152 acres of farmland, immediately west of SW 157th Avenue and north of SW 120th Street, for $10.3 million, a deal that began in 1997. By 2007, plans had been drawn for a 55-acre lake, five softball diamonds, four lighted soccer fields, seven lighted tennis courts and four lighted basketball courts, a tot lot, field center, family aquatic center, BMX bicycle track, skating park and canoe rental pavilion, all integrated by interior pathways connected to the South Dade Greenway. According to a report released on Apr. 13, 2009, the Capital Programs Division budgeted $2.62 million from SNP funds to four-lane and open a SW 157th Avenue bridge and extension with utilities and street lighting, providing access to the District Park area for future development. At that time, $6.6 million was earmarked for development of facilities in 2014-17.

The lot of 2.53 acres in question had already been divided almost two decades ago from a 5acre parcel to the east of the applicant property. The property north of the applicant’s 2.53 acre parcel is residential and the applicant’s southern section was part of the Holy Cross Church property with a separate title. Congress: For the people or for political parties? R. Kenneth Bluh KENNETH’S COMMENTARY I have been following Washington, DC, politics for many years. Never have I seen our elected officials more concerned about the preservation of their political parties or for the preservation of their “careers,” than we are experiencing with the current bunch of elected officials in Washington. It is pathetic! Members of Congress are of the opinion that we have sent them to Washington so that they might have a high-paying job, unbelievably good health insurance and a guaranteed pension that puts our Social Security to shame. No, Mr. or Ms. Elected Official, we elected you to represent us, to run our country in our best interest while we go about our lives earning a living, raising our children and looking forward to a secure retirement. If we elected our officials solely to guarantee them that they might have a secure job we would elect

ourselves to the position. The average elected official in Washington would vote for the devil if he or she thought it would preserve their political party — be they Democrat or Republican. They do not see that that we, the voters, recognize the self-interest that abides in the halls of Congress. The problem is that our disgust for the actions of our elected officials seems to disappear when we vote. Only 36 percent of the surveyed voters are happy with the actions of our current Congress. If this anger was carried into the voting booth we would replace most elected officials in Congress. Two things keep them at their jobs. First, the amount of dollars thrown into the typical election campaign masks the flaws of the candidate and shows only the side they wish us to see. Second, the prevailing feeling is that the “next” elected official won’t be any better than the one we are replacing. We dumbly go to the polls and return them to office. When Sen. Ted Kennedy of Massachusetts died and the state elected a Republican to fill the seat held by a Democrat for 47 years, the whole political system in Washington seemed to fall apart. The Democratic hold on the Senate and the

–– VIEWPOINT –– ability to prevent a filibuster disappeared. Conservative Democrats realized that they now had an opportunity to speak out as their votes are needed even more by the White House. Liberal-leaning Republicans realized that they could cross party lines on a specific issue and still remain a Republican. Newly elected Sen. Scott Brown, Kennedy’s replacement, seems to vote with logic rather than strictly along party lines when he recently voted for the Jobs Bill, a strongly supported Democratic issue. We need more men and women who put our country first to break this unbelievable allegiance to their political party. It is amazing that our elected officials don’t see that we, the voters, identify loyalty to country over loyalty to the political party when it is displayed by an elected official. You think they would want to emulate,

rather than convert, back to the party line. Our nation is deeply in debt. We are fighting endless wars in Iraq and Afghanistan. 40-plus million Americans are without healthcare. Unemployment is over 10 percent; the man on the street feels that his children’s future will not be as good as his. This is deplorable. We are losing faith in the system. It is time for selfinterest to leave the minds of our Congress and work toward a bi-partisan solution to the problems facing our nation.

Every night is family night at Primas Pizza, located in Miramar Plaza on SW 137th Avenue just off of Bird Road. The family special offered nightly includes a family size 16-inch cheese pizza, half-dozen garlic rolls, 10 jumbo chicken wings and a two-liter bottle of soda — all for $19.99. Primas Pizza, which opened in December 2009, is owned and operated by two brothers, Leslie and Doug Rudd, who were both born and raised in Miami. The motto at Primas Pizza is “Delivering‌Family Quality,â€? a philosophy that to the Rudd brothers means serving food the way mom made it and the way mom taught you, with courtesy, friendliness and respect. “Primas combines the quality food you’d expect from a mom and pop restaurant, with a focus on a quality service and delivery,â€? Leslie said. “The delivery within our zone is always free. Our employees, including the delivery personnel, all wear company uniforms to present a professional and consistent brand image.â€? The name, Primas, also reflects their commitment to family values. “We wanted to build something for our families,â€? Leslie said. “We both have three girls, so the name, Primas, comes partly to honor our daughters. In Spanish, primas means cousins.â€? Before opening their own family restaurant, both brothers gained experience working in the pizza business. Over a 10year period, Leslie worked for Dominos Pizza, a start-up pizza restaurant in Spain and, finally, in product development, store operations and new store openings for Pizza Hut. Doug also worked for Pizza Hut and together the brothers opened five

stores for the company in the Miami area. In recent years, Leslie’s career shifted to mortgage lending in the banking industry and Doug works in materials sales in the construction business. “Over the years and throughout our careers, we revisited the idea of opening our own restaurant,� Doug said. “If we were ever going to do it, now seemed like the perfect time.� Leslie added, “Both of us have gained such well-rounded business experience over the years. We know how to do things right so we can implement the best busi-

ness practices.� Leslie, who runs the restaurant operations, worked tirelessly to develop the homemade and original recipes for the delicious eats at Primas Pizza. “We had many friends, family members and neighbors tasting our recipes until we found the perfect combinations,� Leslie said. “If we were going to put our name on it, it had to be right.� The pizzas at Primas feature a sauce with the perfect seasonings and fresh, blended grated cheese. I am asked this question everyday. Not everyone is going to have the same alternatives. However, understanding your options is the first step to saving your home and your sanity. Is a Loan Modification for me? The Making Homes Affordable Plan is President Obama’s loan modification plan that helps homeowners who are struggling to make their monthly mortgage payment stay in their homes. This plan requires lenders to reduce monthly payments to no more than 31 percent of the homeowner’s monthly income. The first step in this plan is to lower the interest rate of the loan—sometimes as low as 2%. Second, if the mortgage payment is still too high with the reduced interest, then the loan may be extended to a 40 year term. Third, if the monthly payment is still not affordable, then there may be a reduction of the principal of the loan. Is a loan modification what you need? It is if you want to keep your home. I see loan modifications being given every day, allowing homeowners to stay in the home they have worked so hard to keep. Why do I need to defend my foreclo sure with an attor ney? Once you are given a complaint to foreclose, take that complaint to an attorney so legal responses can be given to the complaint. The response should be specific to each point/count made in the complaint; and affirmative defenses should be formulated for your individual case. The attorney you hire should know foreclosure law, mortgage law and how to properly prepare and answer the foreclosure complaint. If you fail to answer appropriately you risk your right to bring any affirmative defenses against the lender. Do you need to defend against a foreclosure? If you want to save your home and your credit, the answer is yes. Even if you are working on a loan modification, are in the middle of a short sale,

or simply want to avoid foreclosure on your credit you must take legal action to prevent the foreclosure process. uld I aggreee to a shorr t saalee and leavee Shou me? my hom If you want to throw the towel in or you do not qualify for a loan modification, then a short sale is a good option. A short sale is when a lender accepts less than what you owe on the property and agrees to the sale of your home. With a short sale, you need to find a realtor experienced in short sales; and an attorney who can properly negotiate the short sale with your lender. The short-sale process is similar to a loan modification and must be properly executed so as not to delay the closing and ultimately lose the interested buyer. Should I file Bankr uptcy? If so, when and which Chapter should I file? Bankruptcy is a perfectly legitimate way to stop foreclosure, put an end to lawsuits, protect paychecks from garnishment, and regain control of your financial situation. However, this should be your final option after having tried reaching a loan modification, you have defended your foreclosure with a real estate attorney and time is ticking towards the foreclosure sale date of your house. In the Chapter 7 Bankruptcy there is no loan modification option and if you stop paying your mortgage you could lose your home. In the Chapter 13 Bankruptcy you can save your house and you are given time to pay off your debt. Do not lose hope. Changes and new programs are being offered to help homeowners every day. Even though this is a time of great challenge, do not forget the true meaning of life—the love of your family, the beautiful children you may have and the beautiful place you live in. What can be done about those pesky tree roots that grow above ground? Roots belong underground, right? Most of the time, yes. And most of the time, if a plant’s roots are exposed to light, they’ll grow away from it and go back into the ground or mulch to protect themselves from that light. So why do some tree roots grow at or above the soil surface where they can trip people, mess up equipment, buckle sidewalks and driveways, look out-of-place and unattractive, and generally drive homeowners and grounds managers to cover, smother or chop them? The thing is, roots are opportunistic – growing wherever they find soil with adequate space, oxygen, water and nutrients. If they hit something they can’t penetrate, like the “coral” rock bed of South Florida they will be deflected and grow in the first 6 to 12 inches of available top soil. That’s how roots of many trees here in Miami end up growing on the surface. So what to do about above-ground roots? The first thing to remember is that the root system of the tree is its source of

A quick fix is to add a layer of top soil and then mulch the area to level it out. Or, instead of fighting the tree’s above-ground growth, utilize the roots as an interesting landscape feature by planting flowering shrubs among the roots. If the tree roots are causing problems and need to be removed, you should contact a certified arborist. This professional can selectively remove offending roots. 1800s bigamy trial inspires Florida author’s first book BY KATIE RUDKIN

More than 50 years ago, Moran’s father, a law student, came across an abstract about the case of Henry Oades, a man who faced persecution for bigamy in San Francisco in the late 1800s. Curves of Miami is encouraging women in the area to show their philanthropic strength by participating in the annual Curves Food Drive. And, even though donating food to families in need is its own reward, the club is offering compelling incentives for both existing and potential members who participate. Now through Mar. 31, Curves of Miami is collecting non-perishable items and monetary donations for food banks in the local area. The goal, according to Jeannie Borsanyi of Curves of Miami, is for the community to come together to help families in need. “At the core of our business is the message that women are stronger when they rally together, and that is the point we hope to bring home with our food drive,� Borsanyi said. “We want to show our community just how powerful the generosity of our members can be.� Borsanyi said members who donate a bag of groceries or make a minimum donation of

$30 during the month of March will receive a reusable Curves grocery freezer bag for free. Non-members who do likewise between Mar. 8 and 20 can join Curves for free. Curves will waive the cost to join. Borsanyi said that as part of this effort, Curves of Miami will be participating in a company-wide contest for the most food drive donations collected by Curves locations across the nation. Winners will receive one of several cash prizes to be donated to their local food bank. Each year, Curves locations collectively donate millions of pounds of food to feed the hungry. “We hope women in the Miami area will come together and participate in this initiative,� Borsanyi added. “Even if you’re not thinking about joining a gym, you can still drop off your donations. LET’S TALK CARS The Nissan Altima Coupe has been a hit with U.S. consumers since it was introduced three years ago. Its sporty styling, jackrabbit power and exceptional handling have made it especially popular with younger consumers who really have no need for four doors on a car and a roomy back seat. For 2010, the Altima Coupe gets new exterior styling, three new exterior colors, refined interior fabrics, a new available red leather-appointed interior color and revised option package content. The Coupe is available in four levels — a 2.5-liter inline four-cylinder engine and an equipped 2.5 S; a 3.5-liter V-6 engine (18/27), and an equipped 3.5 SR. Each level is offered with a choice of a six-speed manual transmission or Nissan’s advanced Xtronic CVT (Continuously Variable Transmission). The Coupe’s styling changes include a

revised hood, grille and front bumper, along with new projector beam headlights and standard 17-inch aluminum-alloy wheels. Altima 3.5 SR models have standard 18-inch aluminum-alloy wheels with Michelin P235/45R18 tires. The Coupe’s exterior design definitely stands out from other cars in its class. It is nicely proportioned and has a sensual, flowing design, with a shorter wheelbase, shorter overall length and lower height than its sibling Sedan. It’s smaller and lighter overall, which gives it a sportier driving feel, an important element for the more performance-oriented and youthful coupe buyers. The front-wheel drive Altima Coupe rides on Nissan’s advanced D platform and has a 105.3-inch wheelbase, four inches shorter than the Sedan. Overall length is 180.9 inches — 10 inches less than the Sedan — and it has a two-inch lower profile at 55.9 inches. The two cars share only a common hood, with all other panels, grille, headlights and rear combination lights unique to the Coupe.
