ear after year, both have appeared at Kendall and Hammocks community meetings, encouraging residents to keep Kendall a safer place to live. Elisabeth Boggs and Armando Campaneria were recognized on Feb. 25 by the Hammocks Police District Citizen’s Advisory Committee for a single year of volunteering, although collectively, they’ve chalked up 17 total years of service. Presidential Volunteer Service certificates and lapel pins received last fall were emblematic of the program inaugurated in 2003 by President George W. Bush requiring at least 100 hours annually to earn recognition. The 2008 awards also were earned by seven Kendall District volunteers: Manny Alvarez, Enrique Alvarinas, Terry Floyd, Mary Lee, Priscilla Rivera, Ed Swackhammer and Humberto Triana. Countywide, 42 volunteers earned the award for service during the period form October 2007 to October 2008, said Patricia J. Thornburg, administrator of the Citizen’s

Two words, one goal:

Patient Safety “Safe care is an integral part of quality healthcare at Baptist Health. We focus on proven ways to prevent complications and medical errors. For example, we initiated barcoding systems to eliminate medication errors. A sophisticated computer system and an expert team constantly monitor intensive care patients. And we continually look for ways to provide the safest, most effective patient-centered care possible. “Clearly, our efforts are working. Baptist Health hospitals are ranked among the best in the nation, according to a national government survey of hospital quality measures. You can always read about our quality compared to other hospitals on Medicare’s Florida website, www.floridacompare.gov. “Baptist Health joins in celebrating National Patient Safety Awareness Week, March 8-14. But we actually celebrate a culture of safe, quality care week in, week out, all year long.”

BY RICHARD YAGER

Heroic efforts and superior service paid off in a variety of ways for four police officers and two Fire-Rescue firefighters, all chosen by commanding officers for Kendall Federation of Homeowner Associations (KFHA) “Police and Firefighters Awards” presented on Mar. 2. Honored for special accomplishments were Det. Salvador Perez and Public Service Aide Mario Sabroso of Hammocks District; Sgt. Eric Goldberg and Public Service Aide Paul Azrak, Kendall District; Miam-Dade Firefighters Agustin Hondares and Gilberto Cabrera. Presenting awards were Miami-Dade Mayor Carlos Alvarez with Miles E. Moss, KFHA president; Jane Walker, KFHA executive vice president, and Lawrence Percival, KFHA executive board member. Two new community partners “provided significant help during this time of an economic pinch that made our cash awards the highest in history,” said Percival, who managed the KFHA program and emceed the award presentations. He introduced and gave credit to the University Credit Union (UCU), thanking UCU president/CEO Michael Welch Sr. and David Carter, executive vice president of Post, Buckley Schuh & Jernigan (PBS&J). Collectively, the two firms provided six cash awards with each officer receiving $350.

UCU, which recently opened its newest headquarters building in West Kendall at 13241 SW 136 St., contributed $1,500 and PBS&J, a major U.S. engineering company with regional offices throughout Florida, provided $600. Percival said University Credit Union inaugurated hosting KFHA meetings through a $500 underwriting fee, adding future KFHA meetings at Kendall Village Center are open to all community partners for sponsorships. In addition, Percival thanked a large group of Kendall merchants who provided dining and entertainment passes to “sweeten the kitty” in addition to certificates of appreciation from MiamiDade County presented by Mayor Alvarez and recognition from District 114 State Rep. Anitere Flores presented by Clara Mirabal. Among those contributing six $20 or $25 certificates or passes were Skylite Diner, Kendall Village Center; Sports Clips barbers, London Square; All-Star Pizza, SW 137th Avenue and 112th Street; Chuckwagon Restaurant, SW 112th Street and 137th Avenue; Quizno Subs, SW 120th Street at 117th Avenue; Lowe’s at Carter Square; Costco at London Square; OXXO Dry-Cleaners and Blends Juice Bar, both at Carter Square; Wings Over Miami, historic air museum at Kendall-Tamiami Executive Airport, and Stogies Cigars, London Square. For details, call 305-301-3005, or visit online at <www.kfha.org>.

Award winners are (l-r, front row) Mario Sabroso, Hammocks District; Det. Volunteer Program for the Police Department’s Community Affairs Bureau. Service hours during over 11 years of volunteering by Boggs and more than five years for Campaneria could only be estimated in the thousands by program heads. A graduate of the Citizen’s Police Academy 12 years ago, Boggs began her volunteer service by entering field reports in a Hammocks District computer system. Since then, she has been recognized for her Volunteer Enthusiasm (1998); Team Metro’s “Making a Difference” (2003), and “Dedication and Loyalty” (2004 and 2007). Now, despite recovering from recent heart attacks, she continues to serve “wherever a volunteer is needed” in West Kendall area police programs. Campaneria, graduate of Class No. 30 of the Academy, has served in the Kendall

“It was Monsignor Edward Walsh who, unknown by Archbishop Carroll, first made arrangements to house the first 60 ‘Peter Pan’ refugee boys,” recalled Auxiliary Bishop John Noonan, taken to the SW 120th Street “Boystown,” now a public park. “Upon learning about it, Bishop Carroll first lectured the monsignor about who made decisions, then asked how many needed shelter. ‘About 7,000,’ Walsh replied. “‘We’ll take them all,’ was Archbishop Carroll’s immediate response.” Patricia Carbonell, Foundation Board director of the school, had a personal memory. “My father was among the first 60 Bay of Pigs wounded to return, losing his arm. When the group landed in Miami, no one knew where they should go or how to house them,” she said. “The CIA didn’t recognize them as part of the invasion force.

“But when arriving at the airport, Bishop Carroll said without hesitation, ‘Take them all to Mercy Hospital, the Archdiocese will take care of them.’” Archbishop Carroll’s portrait stood apart on a dais in front of the school as Sister Marisa Ducote led the street-naming ceremony, surrounded by blue and black balloons and hundreds of her students, many descendants of the county’s first Cuban families. Miami-Dade Commissioner Joe A. Martinez presented a county proclamation honoring Archbishop Carroll and later unveiled signage bearing his name that extends along SW 167th Avenue from Kendall Drive (SW 88th Street) to Killian Drive (SW 104th Street). “It’s appropriate that his name is memorialized by the most western school in Miami,” Sister Ducote said. “The Archbishop stood for the expansion of the Church, those of its faith and all who live in this community.”

area since 2005, also assisting the Midwest Station and Homicide Bureau at MDPD’s downtown headquarters. His wife, Ana, also an award winner, graduated two classes after her husband. Both are Crime Watch members in their neighborhood. The Academy meetings total 24 hours (three hours per week for eight weeks) to provide classroom and applied instruction, closely paralleling police training in topics varying from traffic enforcement to SWAT Operations. Simulated exercises offer realistic perspectives of law enforcement, Thornburg said. Campaneria and Boggs also are members of CERT (Community Emergency Response Team) that most often provides auxiliary support to police immediately following hurricanes. Traffic Light Control Center gets a green light for public view Michael Miller EXECUTIVE EDITOR

AROUND TOWN Everyone screams about non-synchronization of traffic lights but Bob Williams, DPW traffic engineer, will keep the Citizen’s Transportation Advisory Committee (CTAC) up-to-date Wednesday, March 11, during a twilight tour of the Traffic Control Center at 7100 NW 36th Street, beginning right after a 5:30 p.m. meeting, open to the public. Our votes for one of the worst in Kendall is the Miller Road entry to Horse Country: SW 56th Street and SW 117th Avenue, a jam-up in either direction, it seems, day or night. One working well for the vehicular crowd it gets: SW 104th Street at SW 107th Avenue, despite its occasional commuter backups that quickly disperse in most cases. And that’s where new lanes will be built to keep Killian Parkway and Kendall Campus folks happy! Kendall Campus volunteers coming to the rescue of low-income earners with its “Volunteer Income Tax Assistance” program at seven MiamiDade College campus locations throughout the county. Information for Kendall MDC Campus is available from Coordinator Colleen Chung (305-2372283). You must call for visits set by appointment only, Mondays and Thursdays through April 8. Vanguardian Village LTD has a new site plan to permit a 166-bed home for the aged to replace one senior residential building of several planned at the northeast corner of SW 127th Avenue and SW 104th Streets (still a nursery retail outlet). Also on the agenda: Southern Builders asking partial fill of Hidden Lake off SW 128th Street to begin planned commercial and mini-park development. (Ralph Freer, take note). Commissioner Joe Martinez “is not against the Marlins.” Instead, he is “against the way (baseball park) financing has been structured.” In the current economic conditions, “the county will be unable to secure the bonds or loans as indicated. If Miami-Dade County is not able to secure these bonds, the contract states the county will use its non-ad valorem taxes (that) fund libraries, police, parks, senior programs, fire and many other services... it is unconscionable that these funds are so easily being pledged at this time,” he concludes. Is Crist governor of Florida or just the GOP? R. Kenneth Bluh KENNETH’S COMMENTARY America’s economy is a disaster. Florida’s economy is even worse. We are a leader in the percentage of homes in foreclosure. Our unemployment numbers are among the highest in the nation. Tell me: Is this the time to be playing party politics or time to circle the wagons and fight for the health and welfare of the residents of Florida? Sometimes I think that our elected officials would rather play the fiddle while our state burns than fight for the good of Florida, as if doing nothing will save their political party. I don’t care if you are a Republican or a Democrat; this is not the time to be playing party politics. Our legislature is in session in Tallahassee. Even with the help of $12.2 billion from the federal stimulus plan we must, as a state, search for waste, search to find new revenues,

and carefully manage our state as we are out of money and still have bills to pay. Remember the stimulus money will only be available for two years; after that we are on our own. Gov. Charlie Crist is being criticized by his fellow Republicans for putting the residents of the state of Florida, the people who elected him to office, first and his party second. Shame on those who put their party ahead of the people. You may not like Washington’s plan for pulling us out of a recession, but previous plans didn’t work — actually they put us where we are. Let’s give new ideas a chance. The Florida Legislature has a lot of work to do in the next 60 days. We must cut fat. We must find new revenues. We must administer with frugality. We must not make additional cuts in education funding. Police and fire/rescue services must be maintained. We must keep cops on the street as crime traditionally increases in troubled times. Medical attention, at least for the children of the state, must be maintained or increased. Medicare and Medicaid must be preserved or enhanced.

VIEWPOINT We need more revenue dollars. Gasoline taxes could be increased. Cigarette taxes should go up. Taxes on alcoholic beverages should be increased. We must review the sales tax exemptions. Many items have been exempt thanks to strong lobbying efforts. This must end. Let’s put an end to wasteful spending. We could start by buying our lieutenant governor first class plane tickets when he must tour the state on government business. Let’s get rid of some stateowned jets. No more “business development” trips taking our spouses when we visit Europe or Asia, ostensibly to market Florida. We have many capital investment plans on the table. The funding of our purchase of thousands of acres of sugar fields to enhance the flow of water into and through the Everglades could be at

risk. We are proposing the purchase of a 61-mile section of CSX rail line to create a Central Florida commuter train similar to the Tri-County Rail system (TriRail) we have in South Florida. Whether these are funded, placed on hold or cancelled will be considered by our legislature. It seems we must continually remind our elected officials that they hold office, not as a way to earn a living and receive a pension, but are in office to “do the business” of the taxpayers of the state of Florida.

Facing challenges: We are all in this together BY CARLOS ALVAREZ Mayor, Miami-Dade County In my 32 years of public service, I cannot remember another time where the challenges facing our nation and our community were so great. I don’t have all the answers. No one does. What I can tell you is that MiamiDade County government is going to support our residents in every way we can. We stand ready to put economic stimulus dollars from Washington, DC, to work. Priorities include transit improvements like the expansion of Metrorail’s Orange Line, which will connect Miami International Airport to Downtown Miami. The local economic stimulus plan we launched last summer is off to a strong start. More than $300 million of infrastructure work has been expedited. Important road repairs and water and sewer projects have been fast-tracked and

people are working. We are tightening our financial belts. We already have closed a budget gap of $400 million and eliminated 1,300 positions from our table of organization. The coming year will test us further. We are bracing for revenue shortfalls. We are prepared to do more with less in order to cushion the impact this downturn is having on our residents and businesses. Thankfully, our economy is not solely dependent on large manufacturing, industrial, or high-tech industries. Our most important industry is tourism. The last time I looked, the sun is still shining and our beaches are as pristine as ever. We have a lot to be thankful for. We are perfectly positioned to weather this downturn and emerge from these challenging times better off than the rest of the nation and the world. Hopefully, next year at this time, we can all breathe a collective sigh of relief and look forward to more prosperous times. We are a great nation and a great county, and we are all in this together.

Signal switchover creating digital converter confusion Al Sunshine 4 YOUR MONEY Let’s face it, technology can be confusing, especially when we venture into the arena of technological gizmos and gadgets that we have never had to use before. One of our viewers recently emailed me about the coming “Digital Conversion” when American TV goes from analogue signals to digital transmission. She was a little confused and seeking information about the use of converter boxes, as many other viewers might be. Most families get their TV service through satellite and cable services and therefore do not require a converter box. If you fall into this category, nothing will change for you. However, older analogue only TV’s will need a converter box to tune in to the new digital signals after the switchover has begun. Most TV stations already are broadcasting in both analogue and digital signals. We’ve had twin signals at CBS4 since 2001. If you will need to use a converter box, the first thing you should do is read the instructions on how to set up your converter box to receive digital signals in your neighborhood. Most converter boxes need to be set up to scan for digital signals in their areas and “lock in” their local channels. Also, check your TV to make sure it is set to receive the proper signal. If you have been putting off getting a converter box, you’re not alone. As many as 120,000 Florida residents currently are on the waiting list to receive their discount converter box coupons. As a result, Congress has extended the start date of the official switchover to June 12, leaving you plenty of time to get prepared. HOUSING DILEMMA It’s almost as if we’re stuck between a rock and a hard place. Realtors tell us it’s a great time to buy a house or condo as prices continue falling to record lows. Plus, at the same time, dropping mortgage rates are making financing more affordable. So what’s

the problem? Why is it still so hard to find cheaper mortgages or lower rate credit cards? The answer is simple. It’s all about economics. After suffering millions of dollars in losses from bad loans, banks aren’t lending. Despite getting billions of dollars in bailouts starting last fall, it’s not trickling down to the rest of us. Coral Gables Financial Planner Lane Jones says the Obama Administration is attempting to alleviate the situation by setting up new loan programs to bypass the banks completely. Jones explained, “This is why the government has created programs to get involved in those markets. They’re trying to create that flow of credit by working around banks.” So what can you do if you can’t find a new loan or want to refinance to a cheaper loan? First off, try to improve your credit rating by going through your credit history and disputing any negative reports. Also, try to reduce your debt load by working harder to pay off your credit cards. But don’t forget about trying to increase your savings at the same time. That’ll help you “grow” a bigger down payment for a new loan. Lastly and most importantly, Jones recommends making your “New Loan Strategy” part of your longer-term financial planning. “As hard as it is, tighten your belt as much as possible and batten down the hatches to weather the storm because near term solutions are probably not right around the corner,” he said. And there are even more reasons to improve your credit rating as soon as possible. First, most real estate analysts believe home prices will continue dropping. That will make homes even more affordable than they are now. Second, we’re closer to seeing new, cheaper federally backed mortgages hit the market in the next few months. They’re aimed at speeding cheaper loans into the hands of new homebuyers or homeowners looking to refinance to cheaper rates. This will be especially good news for savvy consumers who have planned ahead to qualify for them.

BY ROBERT HAMILTON Dining out at Miami’s diversity of restaurants has its place, but there’s nothing quite like a well-prepared home-cooked meal. Whether it’s for yourself, your spouse, family or friends, there is a certain satisfaction in having mouthwatering aromas of gourmet cuisine emanating from your kitchen. However, time constraints of personally shopping for quality ingredients, cultivating a satisfying range of dishes or perhaps simply not having critical kitchen expertise, all pose valid realworld challenges. Now, imagine the provision of a daily variety of delicious recipes with all the necessary ingredients procured, then pre- chopped, sliced, diced, marinated and labeled with detailed, yet simple, in-sequence, color-coded instructions — including cookware needed, nutritional information per serving, and wine pairing. This is the concept of newly opened Sous Chef 2 Go, 7758 SW 88 St, (Kendall Drive) in the Greenery Mall, designed to empower you in your kitchen with their “Recipe in a Bag.” Dozens of traditional, unique, cultural, and health conscious recipes read like a menu. Meals are thoughtfully prepped in portions for two, four or six people, and priced accordingly. A salute to Columbus High School’s Brother Kevin BY GRANT MILLER Publisher I first met Brother Kevin Handibode in 1977 when I was still in college and he hired me as an assistant coach for the Columbus High School football and baseball teams. In the 30-plus years that I have known him, I have come to respect and admire him as a man of integrity and honesty, and for all the good he has done for this community. When you say Brother Kevin, in essence you are saying Columbus High School. Brother Kevin is one of the people who have made the school into the outstanding educational facility it is today. It was he who instilled the qualities of honesty, integrity and good sportsmanship in literally thousands of young men who moved through the halls of the school on their various paths to becoming productive adults. He taught them the meaning of life and instilled in them all the necessary things they needed to become the future leaders tomorrow. After 36 years serving Christopher Columbus High School, Brother Kevin is a true legend at the private, all-boy Catholic school. No other person has worked in more capacities at Columbus — teacher, dean of discipline, varsity basketball coach, athletic director, development director and principal. Today, he is president of the school, a position he has held for the past seven years, along with being the freshman basketball coach. Just last fall, Brother Kevin received the Papal Cross, the highest medal given by the Papacy and awarded for distinguished service to the church by lay people and clergy. Brother Kevin became a Marist Brother in 1957 when he was just 18 years old. He has dedicated his life to education ever since. Before coming to Columbus in 1966, he was a teacher and coach at Archbishop Molloy High School in New York. He also served as principal at Marist High School in New Jersey for several years in the 1990s. I still smile when I recall that in his early years at Columbus when he coached the basketball team, the students called him the Shark. They said it was an appropriate nickname because he was tough, both as a coach and a dean. His hard-

Brother Kevin Handibode –––––––––––––––––––––––––––––––– nosed coaching style helped Columbus win a district championship in 1972 and a Southern Division Championship of the GMAC in 1976. In all, he coached varsity basketball at Columbus for 18 years and had only three losing seasons. He retired as coach in 1988 to become principal. Brother Kevin is infamous for his ability to negotiate and fundraise. Since he started the school’s development program back in the 1980s, he has been able to raise money for countless school projects, including new buildings, renovations and financial aid programs. Last year Brother Kevin celebrated his 50th anniversary as a Marist Brother. Devoted to the Marist principles of forming young people as good Christians and good citizens, he is well known for his constant outreach and care for the young, especially for his energetic and tireless effort to provide educational opportunities to students of various economic levels. He is a model citizen and leader in our educational community and a real hero to the thousands of young men whose lives he has helped shape at Columbus. Because of his great commitment and vision, the school has grown tremendously over the years. Today Columbus has an enrollment of almost 1,400 young men, is about to open a $13-million technology complex and is consistently named as one of the top 50 Catholic high schools in the nation.

The Miami-Dade Academy of Finance, which represents 11 MiamiDade County public schools, will be conducting its First Annual Softball Tournament on Saturday, Mar. 14, from 8 a.m. to 4 p.m., at Tropical Park. Miami-Dade County Public Schools (MDCPS) superintendent Alberto Carvalho is scheduled to attend and throw the opening pitch. The objective of the tournament is to raise money so that the winning team of 10 Miami-Dade Academy of Finance students can go on an all expense paid field trip to New York City. This will include a tour of Wall Street; tickets to a Broadway show, In The Heights, and much more. This field experience will enhance the learning that takes place in the Academy of Finance classrooms and bridges the divide between the knowledge gained in schools and the cutting edge of the industry. The Academy is seeking businesses and families in local communities to help sponsor the tournament. Sponsorship opportunities include banners on the fields, sponsoring the T-shirts, base sponsors and even ads in the program guides. Individuals can purchase tickets in advance at $10 each to enjoy a full day of softball games. At a time of budgeting constraints to the educational system, business and community partnerships are vital

to enable students, the future leaders of the nation, to expand their horizons in order to achieve their greatest potential. To register as a sponsor and/or purchase game tickets, contact Alina Puentes at 305-995-7377 or via email at <apuentes@dadeschools.net>. Established in 1982, the Academy of Finance prepares students for postsecondary education and careers through a theme-based, contextualized curriculum approach. Academic learning experiences are combined with hands-on work experience to help students develop the thinking and problem-solving skills that are critical to postsecondary education and career success. Miami-Dade County Public Schools currently has 11 Academy of Finance (AOF) programs. They are member programs of the National Academy Foundation (NAF), a national network of career academies that supports the development of young people toward personal and professional success — in high school, in higher education, and throughout their careers. The 11 NAF Academy of Finance programs in Miami-Dade County Public Schools are located at the following high schools: Barbara Goleman, Booker T. Washington, Coral Reef, Hialeah Gardens, Miami Edison, Miami Jackson, Miami Sunset, Southwest Miami, North Miami, North Miami Beach, and William H. Turner Technical Arts.

Crazy Pianos in Cocowalk seeking to fill 150 jobs BY TINA MENDITTO Crazy Pianos — the new dueling piano bar, restaurant and entertainment venue set to open in Coconut Grove in late March — is seeking to fill more than 150 positions ranging from servers, bartenders, sous chefs, hostesses, and upper management including the entertainers who will be instrumental in making the new venue a success. Located in the space formerly occupied by Cafe Tu Tu Tango in Cocowalk, the opening of Crazy Pianos will mark the Netherlands-based company’s first entry into the United States. Crazy Pianos, a unique and wildly popular restaurant and late-night club venue, is investing nearly $5 million in preparation for its grand opening, including expansion of the space in Cocowalk from 6,000 to 7,000 square feet. “Cocowalk is the perfect center to launch the first Crazy Pianos in the United States,” said Jay Silbermann, managing director for Crazy Pianos. “We hope to make a significant contribution to South Florida by featuring the top entertainers in the business. “In addition, we are happy to infuse an economic boost into the community by seeking more than 150 job applicants. Of these applicants, entertainers and upper management will receive a full benefits package including salary and 401K,” he added. The company only employs up-andcoming entertainers from around the world whose focus is on the music. The Crazy Pianos entertainer is multifaceted in that he or she must be a high energy individual who is able to sing and play the piano well, while engaging the audience by taking song requests.

In essence, the audience dictates the genre of music that will be played each evening and for how long — the music changes by the hour. The Crazy Pianos menu features a wide variety of International and Americana fare, Pan Asian, and FrenchAmerican bistro style cuisine, all at moderate price points, with a full-service bar, where the bartenders are as much a part of the fun as the Crazy Pianos entertainers. Guests of all ages are invited to dine at Crazy Pianos for lunch and dinner seven days a week from 11 a.m. to 10 p.m. At 10 p.m., Crazy Pianos morphs into a late-night club venue for adults age 21 and older featuring live per-

Capturing the heart in motion: 64-slice CT Scanning 101 with Jose C. Martin, M.D.

I

t may seem like something from a futuristic movie, but the 64-slice CT scanner is real, and it

has the potential to completely change the way heart disease is diagnosed and treated. “In a matter of seconds, doctors at South Miami Heart Center can pinpoint a heart problem, thanks to this incredible technology. After only five heartbeats, the 64-slice CT scanner creates 500 crystal-clear, three-dimensional images of the heart. “And it’s a noninvasive procedure. That means it can take the place of procedures that require threading a catheter into your arteries. The scanner measures blockages in the arteries with great precision. It’s quick, painless and very accurate. It’s a few heartbeats that could save your life.” — Jose C. Martin, M.D. Board-certified cardiologist

As a resident of South Miami since 1990, I know the friendly, family feeling the employees give me whenever I go in. My father, James McCants Sr., has banked with First National Bank of South Miami since I was a child, despite living near MetroZoo. I remember how they always treated my father in good spirit and with enthusiasm. The Church we attend also has a lot of members banking at First National Bank of South Miami. As South Miami Community Redevelopment Agency’s Community Outreach Program Coordinator, part of my functions is to help uplift the most needy of South Miami and I have always heard good things about FNBSM. The Bank has always been a valuable asset in this community. For years they have served the community by supporting programs for the needy, providing financial education for students and coordinating annual holiday toy drives.

THE CAPITAL, TALLAHASSEE, FEBRUARY 3, 2009 - A top official at the state Office of Insurance Regulation said Tuesday night that regulators believe the private insurance market could absorb potentially all of the 900,000-plus property insurance policies that would be shed if State Farm were allowed to pull out of Florida as it has proposed to do. State Farm has proposed a twoyear pull out, and company officials told a House Insurance Committee Tuesday that they couldn't say precisely what might be able to change the company's mind, given its precarious financial situation. The company was recently turned down by state regulators for a 47 percent rate increase and company officials told legislators that it can't bear any more losses in the property market in Florida, given the state's hurricane record, regulatory environment and a recent increase in the amount of discounts that customers can get for stormhardening their homes.

THE MIAMI HERALD, JANUARY 27, 2009 - Saying its finances are weakened, State Farm's Florida unit wants to get out of the business of property insurance in the state. The company, Florida’s largest private insurer of homes and condos with 1.2 million policies, wants to keep only auto insurance, it said in a statement. Other State Farm units would still sell life, health and other financial services, it said in a statement. Under State Farm’s proposal, it would phase out of the property insurance business over two years, giving existing customers time to find new coverage. If State Farm’s plan is approved by state insurance regulators, that means it will no longer write the full range of property policies, including homeowners, condo, renters, boaters, mobile home, business property, commercial liability and commercial marine. As seen in Insurance News a publication of the Latin American Association of Insurance Agencies.

Senior Living Communities Can Offer Tax Benefits BY HELEN SHAHAM Q. My parents have been living in an assisted living community for nine months. Are any of these costs tax deductible? A. While I recommend that you and your parents consult your own income tax advisor for clarification about your personal situation, many assisted living expenses may be potential tax deductions. In fact, most of the residents at our assisted living communities (The Palace Renaissance in Kendall and The Palace Gardens in Homestead), skilled nursing facility (The Palace Nursing & Rehabilitation Center in Kendall) and catered living community (The Palace Royale in Kendall) have had a reduction in their income taxes as a result of their move to our community. Monte S. Gordon, a certified public accountant (CPA) and tax partner at Coral Gables-based Berenfeld Spritzer Shechter & Sheer, LLP, works closely with many of the residents and families at The Palace’s communities and advises that medical expenses, including some long-term care expenses, are deductible if the expenses are more than 7.5 percent of the residents’ adjusted gross income. The most common types of medical expenses are those paid by medical insurance: doctors, dentists, hospitals and prescription drugs. The definition of a “medical expense” has also been expanded to include “qualified long-term care services” such as those needed for necessary diagnostic, preventative, therapeutic, curing, treating, mitigating and rehabilitative services. “Maintenance or personal care services that are required by a chronically ill individual and that are provided pursuant to a plan of care prescribed by a licensed health care practitioner are included as well,” said Gordon. “The primary purpose of maintenance or personal care services is to provide needed assistance to a chronically ill individual whose health and safety is threatened due to severe cognitive impairment.” In order to benefit from the deduction, the chronically ill individual must have been certified within the previous 12 months as (1) being unable to perform (without substantial assistance) at least two activities of daily living (ADL) such as bathing, eating, dressing, etc., for at least 90 days (in the future) due to a loss of functional capacity; or (2) requiring substantial supervision to protect such individual from threats to health and safety due to severe cognitive impairment; or (3) having a similar level of disability as determined by

Ask Helen

future regulations to be promulgated by the Secretary of the Treasury. Individuals with cognitive impairments such as Alzheimer’s disease, but who are physically able, should be treated in the same manner as an individual who is unable to perform—without substantial assistance—at least two ADLs. “To qualify for the deduction, personal care services must be provided according to a plan of care prescribed by a licensed health care provider,” explained Gordon. “A doctor, nurse or social worker must prepare a plan that outlines the specific daily services the resident will receive.” He believes that 100 percent of the monthly payment (room and board) paid by the residents our assisted living, skilled nursing and catered living communities should be deductible as qualified long-term medical care services, despite the fact that the monthly fee covers a variety of services. In some circumstances, adult children may also get a tax deduction if their parents or other immediate family members (including in-laws) live at an assisted living community and qualify as their dependents. The family member must be a U.S. citizen or legal resident or resident of Canada or Mexico and the adult child must provide more than half of the family member’s total support for the year. Additionally, the adult child may still be eligible for a deduction if he or she contributes to the family member’s support according to a “multiple support agreement”. They must pay more than 10 percent of the qualifying resident’s total support for the year, and, with others who also support the resident, collectively contribute to more than half of the support. This may give you food for thought, but tax rules can be very complex. It’s important to consult a tax attorney or accountant versed in eldercare tax issues about your specific situation before finalizing your taxes. If you have any questions about the lifestyle changes that go with aging, or if you’d like to be invited to a social event at The Palace Suites, please send a note to Helen Shaham, The Palace Suites, 11377 S.W. 84th St., Miami, Florida 33173, call her at 305-2707018, or email helen@thepalace.org. Helen Shaham and her husband Jacob have been operating retirement communities for nearly 30 years. The Palace Suites in Kendall is a luxury Independent Living Community for active seniors. In addition, The Palace at Kendall campus is home to two Assisted Living Residences and a Nursing & Rehabilitation Center. They also operate The Palace Gardens Assisted Living Community in Homestead, Homestead Manor Nursing Home and The Palace @ Home, a Medicare Certified Home Health Agency. Their two newest projects are The Palace at Weston – luxury living for those 55 and over, and The Palace Tel-Aviv, a continuing care retirement community in Israel. They have two communities under development – The Palace at Weston Senior Living and The Palace at Coral Gables. More information can be found on the company website, www.thepalace.org.

Gifford Lane Art Stroll returns for 11th year BY LEE STEPHENS It’s the Grove the way it was. Like an exotic bloom that flowers but once a year, the 11th annual celebration of the Gifford Lane Art Stroll will burst into color and music along one usually sleepy block of Gifford Lane between Oak and Day avenues (3200 block) on Sunday, Mar. 15, from noon to 5 p.m. The event features more than 60 visual artists displaying their works on the fences and in the front yards along the lane, including many of the finest artists in the region. Sculpture, portraits, tile mosaics, large abstract paintings, photography, mixed media, jewelry and fairy paintings, as well as several art forms that have no name will be displayed in the informal tropical setting. The Art Stroll has established a strong reputation for first rate art that sells at amazingly affordable prices. Unlike some other street festivals, the Stroll is known among the artist community as a place where artists really come to sell and people come to buy. People from the next

block, celebrities from the Beach, wellknown city politicians, sports stars, and people from out of state are showing up for what is called one cool art party. Some neighbors open their homes to perfect strangers who want to just hang out and chat. This is an amazing place to buy tropical art and tuck it under your arm, but it is an even more remarkable place to just chill out, sip endless glasses of intoxicating cucumber punch, eat grilled shrimp on big skewers, have home cooked burgers, and participate in long leisurely political or philosophical conversations with absolute strangers, and then do some mean dancing in the street, and then dance some more. The live music is nonstop all afternoon and the tunes are sweet. Starting the second decade of continuous appearances, regional blues band favorite, Out of Da’ Blues, has rocked the party and will once again be delighting the crowd this year. There is plenty of casual street dancing as the party progresses — with a variety of surprise appearance live music all along the lane.

Three of the participating artists — Dolores Colichon, Bill Pintzow, and Trina Collins — continue the tradition started some 10 years ago when artists still could afford Grove real estate and six artists all lived on this one single lane. Almost the only way you are going to hear about the Gifford Lane Art Stroll is by word of mouth — they don’t advertise and thousands of people attend over the course of the afternoon. People who knew the Grove decades ago swear this is the closest thing you’re ever going to experience that looks and feels just exactly like the old Grove the way it was. “We only have the Art Stroll one afternoon a year, but we now have residents who have purchased homes on the block because of the Art Stroll,” said founder Trina Collins. “It is all done by resident volunteers. In the months of January through March we have potluck

• • • • •

suppers with 25 or 30 folks in people’s homes and have some amazing food and planning sessions. It is really quite remarkable how this little festival has brought so many diverse neighbors together. “We all know each other as a result of this. It has made us a community. The Gifford Lane Art Stroll is a real friendly afternoon in Coconut Grove. Everybody should come out and buy some art and have some cucumber punch.” Once again, all of the participating artists at the Art Stroll will be giving a percentage of their sales to two Grove charities — this percentage will be added to contributions made by the public and neighbors living on the block. The two benefiting Grove charities are the St. Stephen’s AIDS Ministry and the St. Alban’s Day Care Center in the Village West.

2010 Lexus RX 350 is third generation of luxury SUV Ron Beasley AUTOMOTIVE EDITOR

LET’S TALK CARS Lexus launched the RX 300 sport utility vehicle series over a decade ago in 1998 and it has been a “home run” for the company by any standard. The vehicle pioneered the car-based luxury SUV segment, spawning clones and copies by just about all other luxury vehicle manufacturers, and has undergone three facelifts. More than one million Lexus RX models have been sold worldwide, making it the most successful luxury utility vehicle. The latest 2010 versions — the RX 350 and RX 450h — were introduced earlier this month at the North American International Auto Show in Detroit. The new RX 350 was scheduled to reach U.S. showrooms in February, while the RX 450h hybrid will follow a few months later. The new RX looks very similar to its predecessors — the inverted-trapezoid

design in the front and a horizontally integrated rear incorporated with a pronounced shoulder along the profile. Stylish molding around the side windows and at the base of the doors gives the vehicle a low-profile, while standard 18-inch aluminum-alloy wheels add a sporty look; 19-inch wheels are optional. A specially designed undertray enhances overall aerodynamics and results in an impressive 0.32 coefficient of drag (Cd). This third generation RX 350 is powered by an improved 3.5-liter V-6 engine mated to an electrically controlled, sequential-shift six-speed transmission. New intake and exhaust manifolds improve engine breathing for better performance and fuel economy. Horsepower has been bumped up to 275 at 6,200 rpm from 270, and the torque output maximized. Ninety percent or more of the 256 pounds-feet of peak torque is available from 2,300 to 6,100 rpm, an optimal range where torque is most utilized. Dual Variable Valve Timing with intelligence (VVT-i) is used to control both intake and exhaust camshafts independently, optimizing engine performance at all speeds and loads. Refinements to the valvetrain, including roller rocker arms and slimmer

valve stems, reduce friction and weight to improve fuel economy. Also helping to enhance torque is the improved Acoustic Control Induction System (ACIS), which varies the intake runner length in response to engine speed and throttle position. The ETCS-i (Electronic Throttle Control System-intelligent) softens throttle response during initial acceleration for smoother takeoff and to help reduce wheel spin. The 2010 RX 350’s new six-speed automatic transmission replaces the previous

five-speed. Using miniature high-flow linear solenoids to control transmissionfluid line-pressure, the transmission yields quicker shifting response. Base price on the 2010 RX is $36,800 for the FWD model and $38,200 for the AWD version.
