edevelopment of Kendall’s Indian Hammocks Park using $6 million of Building Better Communities (BBC) capital improvement bond funds is a key budget priority scheduled for review by the East Kendall Community Council on Wednesday, Mar. 18. “It’s important Kendall people attend to voice their views, as well as the council being heard,” said Carla Ascensio-Savola, former council chair, who urged public participation at the 6:30 p.m. session at the Kendall Branch Library, 9101 SW 97 Ave. “Former council member Millie Herrera first pushed for new development there several years ago, including some kind of a senior activity center,” Ascensio-Savola recalled. Edward Levinson, successor to Herrera in the sub area seat, opposed any improvements diminishing Indian Hammocks park-like environment at his last two council meetings. He vehemently protested location of a senior recreation center at the park after

BY EDITH TORRES iami-Dade Park and R e c r e a t i o n Department is hosting the Second Annual Miami International Agriculture and Cattle Show (MIACS) on Mar. 20-22 at the Ronald Reagan Equestrian Center at Tropical Park, 7900 SW 40 St. The event will feature 380 head of cattle from ranchers in Florida, Georgia, Illinois, Mississippi, Tennessee, Texas and Washington, competing and on display for international, national and local livestock breeders and buyers. In addition, this year Miami-Dade Parks has partnered with the Homestead Plant Exhibition, the nursery and ornamental-plant trade expo, to be a prominent component of the MIACS. The expo will open its doors to the public for the first time featuring a large selection of landscaping plants, fruit and vegetable trees, and horticulture seminars and workshops. Exhibits of all the important agricultural crops of this area, the state of Florida, plus livestock of different species and breeds will be featured throughout the grounds. In addition to an eight-breed cattle show, there also will be plant nursery trade exhibits and vendors. Machinery,

The event will feature three days of educational seminars and workshops for both the cattle and horticulture/agriculture industries, covering a wide range of topics including herd health programs, important cattle diseases, import/export processes, to name a few, as well as programs for consumers with topics such as grafting, vegetable gardening, landscape pests and alternative plants and more. The presentations will include educators from the University of Florida College of Veterinary Medicine, Institute of Food and Agricultural Sciences (IFAS), import/export professionals, and international professionals from the Inter-American Institute for Cooperation on Agriculture (IICA). nomic impact of $2.7 billion, and 39th in the nation for overall agriculture production. With these statistics, it is a natural fit to host a show of this magnitude to help the local industry increase foreign business, specifically with Caribbean nations, Canada, and countries in Central and South America,” he added. “Last year hundreds of visitors from Latin America visited the event and delegations from Guatemala, Brazil, Colombia, Ecuador, Costa Rica, Panama and many other countries purchased cattle, horses, genetic materials, tractors, trucks, and other equipment,” said Miami-Dade Commissioner Javier Souto. “This year, we’re expecting to attract regional agri-business interests from the Southeastern United States, Latin America, the Caribbean, Europe, Australia and as far away as China, and far exceed the number of visitors we enjoyed last year.” Miami International Agriculture and Cattle Show also will feature a farmer’s market with a large variety of produce and products on sale. and Kermut Vidal, working a burglary suppression detail in an unmarked vehicle, spotted a black Dodge Durango, irregularly parked opposite homes in the area of SW 147th Avenue near 47th Street. After a tag check disclosed a Homestead registration, the officers immediately ran a background report, discovering the registered owner was a “career criminal with an extensive burglary past.” Intensive surveillance led to detention of the “suspicious-behaving” prowler who tried to conceal himself behind a tree. When the officers searched his car, they uncovered rubber surgical gloves and jewelry pieces concealed in an ashtray and beneath the driver’s seat. The officers added that the prowler suspect defiantly asserted this is what he did for a living, as he had no other means of employment. The jewelry was later identified among items missing from a home where the Durango had been parked, resulting in the West Kendall burglary arrest. Hammocks District Maj. Alexander D. Casas, who has increased residential sweeps and burglary patrols to combat home burglaries in West Kendall, praised the officers for their “stellar teamwork, tenacity and investigative skills.” DATA, DNA JAILS BURGLARY SUSPECT Police investigation techniques are continuing to pay off in Kendall’s current fight to combat increasing residential burglaries. Increased neighborhood sweeps and undercover patrols are helping end a

recent upsurge in home burglaries, Maj. Edward Herrera, Kendall District commander, told a recent Sunset-Miller Road Homeowner’s Association meeting. In addition, perceptive investigation as demonstrated by Officer Lori Pernia helped arrest a burglar responsible for at least three home thefts, Maj. Herrera said. The case began when Detectives Jon Robert of the Burglary Squad and Carlos Caban of a Response Unit lifted several latent prints and impounded a bloodied shirt at a burglary investigation on Jan. 6 at 9600 SW 100 St. DNA swabs obtained at the scene later proved a direct match to a probation violator, described as a “career criminal considered to be on the run,” according to the report. Officer Pernia obtained key data to locate the last-known local address for a suspect who had been linked to the crime by the detection work, then helped coordinate a perimeter sweep for his arrest on Jan. 28 when she could identify the culprit without incident to neighboring residents. The arrested individual later confessed to three residential burglaries within the Kendall District, as well as “several other residential burglaries within the Village of Pinecrest.” As a result of “your tenacity and sense of teamwork, a dangerous felon was taken off the streets, preventing him from further victimizing more citizens,” said Barry White, chair of the Citizen Advisory Committee, in congratulating Officer Pernia and the detectives during a Kendall District CAC meeting on Feb. 25. She is the latest officer selected as the Kendall District Officer of the Month for “performance, dedication, and commitment,” Maj. Herrera said.

The BBC funding at Indian Hammocks Park currently is targeted for expenditure during fiscal years 2014-2017 for a recreation center, athletic fields, dog park, vehicular and pedestrian circulation, and utilities. According to the fiscal year 2008-09 project review by the council’s Planning and Zoning Department liasion, the Park and Recreation Department is “updating” the BBC-funded planning and will report on plans during the council’s Mar. 18 agenda. Parks Department officials associated with BBC funding were unavailable at press time for additonal comment.

SW brush fires burn 300 acres Michael Miller EXECUTIVE EDITOR

AROUND TOWN Five brush fires charred parched southwest vacant fields in three days last week, burning more than 300 acres in Kendall and Cutler Bay, the most serious last Wednesday burning 250 acres near SW 288th Street. Combined efforts of Fire-Rescue crews with the Florida Division of Forestry were augmented by helicopter drops of “bombardiers” to help dowse the most serious spots, including a Kendall blaze east of SW 127th Avenue where 10 warehouse and residences near SW 136th Street were evacuated as precautionary measures, reports Lt. Eddie Ballester of MDC Fire-Rescue. A vehicle fire started up one conflagration and police made arrests of suspicious loiterers at two Cutler Bay sites where tinder-dry conditions have plagued firefighters during one of the most arid seasons on record with rainfall of 0.25 inches reported from December 1, 2008 to March 1, 2009 in Miami-Dade County by one TV weatherman. Neighborhood crime remains a ‘hot topic’ with a Continental Park homeowner reporting overnight theft of four tires stolen from an SUV parked in a driveway off SW 93rd Street in the 8200-block section March 11-12. The car was left resting on blocks! Two recent East Kendall area arrests put a pair of habitual types in the hoosegow (rather than teen druggies or someone pleading hardship of the economic times). Daylight robberies occurring at Merrick Place and Downtown Dadeland also elevated shopper anxiety. Advice from police: stay alert to anything appearing different in your neighborhood from ‘the norm’ and report all suspicious person or acts: ee-mee-jut-lee! Carlos Maxell, Supervisor in MDC

Nevertheless, Martha, the PTA Prexy when the school opened 18 years ago, hopes others will donate unused penny pileups to help restore outdated playground equipment that was apparently removed for safety hazards. Rooster head and other grisly items turned up last week at SW 137th Avenue and SW 104th Street, meaning either tight economics are creating neighborhood hen coops or, more likely, Santerians are littering West Kendall with sacrificial remains after similar discoveries were found along the CSX tracks in East Kendall , a couple of years ago. Killing the half-cent transit tax increase is a dream R. Kenneth Bluh KENNETH’S COMMENTARY It took long enough for our county administrators and county commissioners to come around and admit to us, the taxpayers, that we aren’t going to see any public transit improvements that we were promised when voters approved the half-cent sales tax increase back in 2002. When the voters of Miami-Dade, okayed the half-cent sales tax increase we understood that the “new” dollars collected would be dedicated to “new” additions to our transit system. This never happened. For years the new dollars were used to support the old system that, I guess, would have gone into total disrepair if it weren’t for the new money. As recently as a year ago our county manager was quoted as saying the mass transit extension along NW 27th

Avenue wasn’t dead and that the county had a “plan” to receive federal funding approval for the project. The deal was dead then. Why they didn’t come clean and say so is typical of those we elect to public office. Here we are, seven years later and all the promised expansion of our current Metrorail, the addition of new buses and expanded bus routes are all a dream. The promised Independent Citizens Oversight board never became a reality. It was simply an appointed group of dedicated citizens who met, reviewed the transit progress and made recommendations to the county government. Hollow words as the mechanism that created the oversight board gave no real authority to their actions. Now, in 2009, the county commissioners, I would suggest at the urging of the administration, voted to alter the transit policy and permit, what it had been doing all along, use the money to bandage up our current transit system. Commissioner Joe Martinez, who campaigned against the tax back in 2002, wants to repeal the increase. If he is successful, we will see our buses and

VIEWPOINT Metrorail fall deeper into disrepair. Current bus lines will be reduced, train station elevators will never be fixed and time between trains will increase. Martinez may look like a hero to voters who do not look behind the headlines, but it would be a sad day for public transportation if he is successful in killing the half-cent increase. It sounds nice to say “No more half-cent,” but it would be a disaster. Thanks to the Miami Herald we learned that the almost $900 million collected from the increase has been used to operate and maintain our current transit system. Even with the dollars generated by the half-cent increase our transit system in running in the red. The county commission’s vote last week will permit the half-cent revenues to be used, in addition to our current

transit system, for such “other” cost centers as public works, the 3-1-1 call center and General Services Administration. I see even less of the 2002 new dollars going into transit and more and more of the “new” dollars funding county government expenses that have absolutely nothing to do with transit. I am curious of one thing. What was our county manager’s “plan” which he talked about last year, for obtaining federal transit funds for the 27th Avenue expansion? Who was he fooling?

He still suggests, “staying the course.” But he agrees nervous investors may soon feel more comfortable moving funds to safer, lower-yield investments. But the downside remains; you don’t want to “sell short” at the bottom of the market. Does he think we’ve bottomed out? Like everyone else, he isn’t sure and remains very cautious. Card sales raise funds for Scouts summer camping BY LEE STEPHENS South Florida Council Boy Scouts of America recently announced the start of its popular Camp Card Campaign. A Camp Card contains more than $100 in savings, including a $5 coupon at Publix Super Markets, and is sold for $5 each. Launched as an annual sale in 2007, the card serves as a means for Scouts to earn their way to summer camp and to learn the lesson of thriftiness. The campaign continues into May. This year, Camp Card sales have the potential to provide more than some 72,000 youth in South Florida the opportunity to attend summer camp. More than 50 koi donated for Baptist Hospital lake More than 50 koi fish were donated and released recently into the lake at Baptist Hospital by Phil and Patty Marraccini, the owners of Summerland Tropical Fish Farms. Mr. Marraccini said he wanted to help enhance the beauty of the hospital lake for the many joggers and walkers who visit the lake each day. He said he chose to donate the koi to the hospital because his three children, who are now grown, were born at Baptist Hospital. State Farm has proposed a twoyear pull out, and company officials told a House Insurance Committee Tuesday that they couldn't say precisely what might be able to change the company's mind, given its precarious financial situation. The company was recently turned down by state regulators for a 47 percent rate increase and company officials told legislators that it can't bear any more losses in the property market in Florida, given the state's hurricane record, regulatory environment and a recent increase in the amount of discounts that customers can get for stormhardening their homes.

THE MIAMI HERALD, JANUARY 27, 2009 - Saying its finances are weakened, State Farm's Florida unit wants to get out of the business of property insurance in the state. The company, Florida’s largest private insurer of homes and condos with 1.2 million policies, wants to keep only auto insurance, it said in a statement. Other State Farm units would still sell life, health and other financial services, it said in a statement. Under State Farm’s proposal, it would phase out of the property insurance business over two years, giving existing customers time to find new coverage. If State Farm’s plan is approved by state insurance regulators, that means it will no longer write the full range of property policies, including homeowners, condo, renters, boaters, mobile home, business property, commercial liability and commercial marine. MCH makes Parents magazine ‘Best Children’s Hospitals’ list BY RACHEL PERRY Miami Children’s Hospital has been included in Parents magazine’s 2009 listing of the nation’s “Best Children’s Hospitals.” Miami Children’s is the only hospital in Florida to be included in the ranking. In order to be considered for ranking, hospitals from across the nation were asked to complete a comprehensive survey developed by Parents magazine. The 250-question survey requested information related to survival rates, numbers of complex procedures performed, research studies, staff qualifications, safeguards to prevent medical errors and more. “Miami Children’s is delighted to be included in the 2009 ‘Best Children’s Hospitals’ ranking,” said Dr. Narendra Kini, president and

CEO of Miami Children’s Hospital. “We commend the magazine for undertaking this project so that parents can make informed decisions regarding the care of their precious children.” The “Best Children’s Hospitals” survey is conducted and released every two years. Miami Children’s Hospital was ranked 26th in both 2009 and in 2007 when the last survey was published by Child magazine. Hantman voted vice chair of MPO Governing Board BY LEE STEPHENS Miami-Dade School Board member Perla Tabares Hantman was elected vice chair of the Metropolitan Planning Organization’s (MPO) Governing Board on Jan. 29 after receiving the unanimous support of the board’s members. Hantman’s selection represents the first time that this position of leadership in the MPO has been held by someone other than a county commissioner. “I am thrilled and humbled with this opportunity to help lead the MPO,” said Hantman, who has served on the MPO since 1999 when she was appointed by Florida’s governor. “This is a tremendous responsibility that I look forward to fulfilling with integrity, honor and commitment.” During her concurrent service to the MPO and the Miami-Dade County School Board, Hantman has championed safety causes, including the Safe Routes to School Program and Walk

Hantman also has advocated for Teen Driver Safety Week, which encourages changes in unsafe driving behaviors at the high school age level to help save lives, and for the development of guidelines to coordinate the installation of traffic control safety devices for new educational facilities. She has served on the school board since 1996, representing District 4. In 1999, she was nominated and unanimously elected school board chair, becoming the first Hispanic woman to serve in that position. In 2000 and 2001 Hantman was re-elected and served second and third consecutive terms as the board’s chair. Hantman also has served as the school board’s vice chair. She was a member of the Florida Board of Regents, the governing board of Florida’s 10 state universities, from 1990 to 1996.

NBA’s Gomes donates AED to use at Miami-Dade school After a recent Minnesota versus Miami NBA game, Timberwolves forward Ryan Gomes donated an automatic external defibrillator (AED) to John Dylewski, MD, medical director of the L. Austin Weeks Heart Rhythm Center, a part of South Miami Heart Center. As part of its commitment to place an AED in each of Miami-Dade County public schools, the Heart Center will, in turn, give the AED to Hialeah Gardens High School, which wasn’t built when the Heart Center donated 489 AEDs to schools in 2007. Gomes donates an AED to a school in each of the cities he visits as part of his Hoops for Heart Health Foundation to raise awareness of sudden cardiac arrest in student athletes.

How to Choose a Dentist BY MIKE DUNN A good first step in choosing a dentist is to ask neighbors, friends and coworkers about the family dentist they have chosen. This is especially helpful if you are moving to a new community and haven’t had time to become acclimated to your surroundings. If there is one dentist who is mentioned frequently and you like what you are hearing, the next step is to schedule a visit to meet him or her and get acquainted. The purpose is to see if you feel comfortable with this person and his dental practices. After all, the dentist you choose will be working on your teeth and the teeth of your spouse and children for possibly a long time. Ask the prospective dentist about his philosophy of health care. You might be surprised at the answer you receive. Ask about fees, payment plans, and insurance coverage. You know what your financial situation is, so it is proper for you to initiate the discussion. How did the dentist and his or her staff respond to you? Was there a professional atmosphere in the office? Did the dentist and staff take the time to listen to your concerns and seem genuinely interested? A dentist who seems too rushed or too busy to take the time to get acquainted may not have the time to address your personal needs and concerns down the road and is probably not the one you want. Something else to consider is the size of the dentist office. This isn’t always the case, but sometimes a dentist with a large practice and a large staff has little time to devote to individual patients. He or she is too busy working and keeping up with the cost of the practice! Large dental practices are more likely than smaller ones to hurry patients through without taking the time for proper examinations or thought to what is actually best for the patient. First and foremost, you want a dentist who has your best tooth care and treatment in mind. You can also make evaluations about a prospective dentist after your initial examination. Did the dentist take the time to do a thorough exam so that no problems or potential problems are missed? A thorough dental examination includes not only inspection of the teeth and gums, but also of the tongue, lips, inside of the cheek, palate, and the skin of the face and neck, plus feeling the neck for abnor-

mal lymph nodes and enlargement of the thyroid gland. A good dentist is also on the alert for periodontal (gum) disease. Did the dentist check for signs and symptoms of periodontal disease such as bleeding from the gums and/or pockets of decay? After the exam, did the dentist establish goals for your long-term care? In March of 1997, Consumers Research provided a number of questions for consumers to ask themselves after they have received treatment from a dentist. These help determine the level of the dentist’s skill. Here are the questions: How does your bite feel? Is any of the dental work irritating your gum? Does the treated tooth look like a tooth? Does dental floss or your tongue catch on the tooth? Did the dentist take time to polish your fillings? Do you feel pain when drinking hot or cold liquids? Was any debris left in your mouth after treatment? Does the dentist use a water spray to cool your teeth while drilling? Other things to watch out for in evaluating a prospective dentist are an emphasis on mass production rather than quality care; an emphasis on cosmetic procedures and one-visit comprehensive treatments; and the routine use of intravenous sedation. Your dentist should be someone in whose judgment you trust. You are entrusting to the dentist the long-term tooth care of your family. Asking the right questions ahead of time can help to assure you of making an informed decision that you won’t regret in the years to come. Copyright © 2005 Publishers-Edge

How to Choose a Pharmacy BY MIKE DUNN When choosing a pharmacy for your family, there should be other considerations aside from a convenient location or even cost. After all, there is much at stake in selecting the right pharmacy and the right pharmacist. This is a person that you, your spouse and your children may be dealing with for many years. Your pharmacist, first and foremost, should be someone you know and trust. According to the apharmacist.org Web site, you should give as much consideration to choosing your pharmacist as you do to choosing a doctor. Pharmacists are health care professionals specializing in medicines and their appropriate use. Because of this, your pharmacist plays an important role in your personal health care and the health care of your family. The importance of assessing personal service in selecting a pharmacist is considered critical by most patients. In that regard, here are some questions to ponder: How accessible is the pharmacist? Is he or she easy to talk to and willing to hear your concerns? During what hours is the pharmacist available to answer your questions?

It is important to choose one pharmacist with whom you can establish an ongoing relationship. Also, by choosing one pharmacy, a complete record of the medicines you take is in one place, making them easier to coordinate and manage. Your pharmacist can alert you to possible drug interactions - particularly if you take a number of different medications - help you track refills on important prescriptions, and provide any necessary detail on short notice. It is wise to consider your entire family’s pharmacy needs. Often, a pharmacist can help you with special circumstances, such as when you are taking care of an elderly relative. If you have aging parents that live nearby, you might ask, for example, if it is possible to deliver prescriptions to their home and send the bill to you. Not all pharmacists and/or pharmacies provide the same services. All pharmacies are required to meet minimum standards. Most, however, offer services and conveniences beyond the minimum requirements. When choosing a pharmacist and/or pharmacy, you should evaluate your needs and make a selection to meet those needs. Here are some other suggested questions to consider: Does the pharmacist take time to answer

your questions in a manner that you understand? Is the pharmacy open during hours that fit your schedule? Does the pharmacy deliver? If so, are there restrictions or additional charges? If there is an emergency, does the pharmacy provide after-hours service or a special emergency telephone number? Are charge accounts available? Does the pharmacy handle the drugs you expect to be taking? There may be a higher cost for additional services or conveniences such as delivery, charge accounts, and emergency service. Real value, however, comes not only from the price of your prescriptions, but from having your specific needs met at a fair price. It is also very helpful to become thoroughly familiar with your insurance benefits as they concern your prescriptions. For example, some prescription benefits plans will only pay for the dispensing of a certain days supply of your medication. If your physician issues a prescription for a larger supply of medication, the pharmacy will have to decrease your quantity dispensed or your insurance company will not pay for the medication. Obviously, since your physician is issuing the prescriptions, it is important to advise your

physician concerning any prescription restrictions under your prescription benefits plan. Not every pharmacy will accept your prescription drug card. A pharmacy must sign a contract to provide services for each prescription benefit plan. The owner of the pharmacy must review each contract and decide which insurance plans the pharmacy will accept. If the pharmacy does not accept your prescription card, the pharmacy probably does not have a signed contract with your health insurance provider. In some cases, pharmacy owners may take steps to add your prescription benefit plan if asked to do so. Once you weigh all the factors and choose a pharmacy, it is strongly recommended that you use this pharmacy for all of your prescriptions needs. This allows you to receive the greatest benefit from the “screening” for drug interactions, etc., by your pharmacist since this one pharmacy has all of your prescription drug records.
