Riviera School to expand with campus in Kendall

new Riviera Preparatory School with middle and high school grades is scheduled to open for the 2011-12 school year on SW 87th Avenue, according to planning details scheduled for review by neighboring residents on Apr. 6. Once open, Riviera Preparatory will serve high school and middle school students in grades 6-12, expanding the current Coral Gables-based preparatory school which has been in operation for 60 years. Primary students through grade 5 will continue to attend Riviera Day School’s Coral Gables campus when grades 6-8 transfer to the Kendall location. Grades 912 will be added incrementally on a progressive year-to-year schedule in the new Riviera Preparatory School. An information session at Dice House in Continental Park followed contacts by Holly White, president of the neighborhood’s homeowners association, with attorney Peter Cohen, representing Riviera School interests. “I visited on-site with Mr. Cohen to see what was intended there after it was announced that the existing nine buildings on the property would soon be demolished for new school construction,” White said. “Concerns have been expressed about some of the ‘grandfathered’ rights of a 10year-old resolution granted the property ownership for school development,” she added. Questions about permitted uses date back to a 1997 zoning decision to allow up to 524 students, approved by the Miami-Dade County Commission, but challenged successfully by the Galloway Acres Homeowners Association in an 11th Circuit Court appeal that limited any enrollment to 150, and only in grades K-6. BY ASRA JAWAID he WheelCharity Foundation, founded by Coral Reef High School junior Nicole Brandfon in February, is on a mission to spread awareness of the impact of wheelchairs on society. According to the foundation’s website at <www.wheelcharityfoundation.com>, its members currently are collecting wheelchairs, ramps and walkers to be donated to disabled people who cannot afford these essential aids.

Members visit local middle and high schools to explain to students the reasons why people use wheelchairs and how they can help the wheelchairbound community. Brandfon already has visited Palmetto Middle School, and in the coming weeks plans to visit other elementary and middle schools. Nicole’s inspiration for starting the foundation came from her mother, Beatriz, who in November 2008 suffered three strokes, forcing her to use a ––––––––––––– See

Commissioner’s Easter Festival distributes 61,000 lbs. of food

In celebration of the Easter holiday, Miami-Dade Commissioner Joe A. Martinez organized his seventh annual Easter Festival and Food Distribution on Saturday, Mar 27, at Tamiami Lakes Park. The event attracted some 1,200 residents, many who came for free and nutritious food provided by non-profit food bank Farm Share. In total, 61,000 pounds of food were distributed at the festival, with residents taking home fresh corn on the cob, tomatoes, apples, canned goods, and apple juice. “With a spike in unemployment hitting South Florida, it’s getting much harder for residents to provide the essentials for their families,” Commissioner Martinez said. “Thanks to organizations like Farm Share, donated food goes directly into the hands of people who need it most. It’s a way to not only salvage food that may have gone to

waste, but also ensure families are receiving wholesome produce and other goods to remain healthy.” The festival also had games for children, who came out en masse to collect Easter eggs and enjoy other activities. In addition, several county departments provided information on their services, including: Miami-Dade Police Department Hammocks Station, Park and Recreation, Solid Waste, Elections, 311, and Community Action Agency. The event also featured a Census 2010 outreach, which explained how the Census will benefit Miami-Dade County. Other event partners included The Children’s Trust, Read 2 Succeed, Hispanic Coalition, Piag Museum, and Common Ground Conservation. The Miami-Dade County Health Department provided free health screenings for HIV, hepatitis, blood pressure, H1N1, and other services.

Appeal, which overruled the lower court and remanded any stipulations back to county commissioners. In 2000, the Jesus Fellowship subsequently obtained approval of the commission for a school of 524 students up to grade 12 with nine stipulations on the property facilities, including erection of a sixfoot concrete perimeter wall and both height and setback variations. The new Riviera Preparatory School will be located on the same grounds as the existing Jesus Fellowship Congregation on the east side of SW 87th Avenue at 97th Terrace, southeast of the recently expanded Baptist Hospital campus. A site plan of the school shows a series of two-story buildings with a central entrance and two wings housing additional facilities forming a central U-shaped structure facing SW 87th Avenue. Parking lots surround the school buildings with an outdoor swimming pool and athletic fields

adjoining the eastern area. The new campus will house state-of-theart classrooms, a two-story media center/library, a cafeteria/auditorium, a full indoor gymnasium, fitness room, fine arts facilities, athletic fields, a dance studio and an aquatics center, according to a “New High School” website. Students in grades 6-8 currently at Riviera Preparatory School will be relocated to the newly constructed facility with Riviera Day School continuing to serve pre-school students at 6800 Nervia St., north of Sunset Drive (SW 72nd Street). Living with someone confined to a wheelchair gave Nicole a firsthand glimpse into this altered lifestyle. “It’s really hard,” Nicole said. “There are ADA [American Disabiliity Act] guidelines you’re supposed to follow. Most places follow these guidelines, but there are still narrow passageways, [inconveniently located] steps, silver door linings [that obstruct a wheelchair-bound person’s path].” The WheelCharity Foundation’s website identifies several things to keep in mind when dealing with a wheelchair-bound person. For example, it’s always a nice gesture to offer that person assistance by speaking to them directly, but if they decline, don’t insist. Also, if you’re having a long conversation with someone in a wheelchair, sit in front of them so that your eyes generally are level with theirs. Anyone can vouch for the fact that it is uncomfortable to be looking upward constantly while speaking to someone. For a complete list of these guidelines, go to the website and click on the

“info” tab. To help raise money for the cause, Nicole has started a penny drive. In a nutshell, she has placed a jar in her kitchen, so whenever people pass by and want to help out a good cause, or just get change for a dollar, they deposit some money in her jar. She is planning to institute this fundraising effort at her sister Hayley’s bat mitzvah this month and place jars at local businesses, as well. Having raised $20 just with the jar in her kitchen, she’s optimistic about the prospects for the additional ones, too. For the time being, the WheelCharity Foundation is local to the area. Brandfon suggests that it will expand progressively to other areas. The WheelCharity Foundation is trying to fill positions in its organization. Available positions include planning chair, promotion chair, community service chair and secretary. AROUND TOWN Yes, we did, a week ago, as a legislative ploy to monitor in Tallahassee. Now, just seven days later, it appears the Urban Development Boundary movement may come up locally — in April! Watch the agenda for the April 28 County Commission session when another public hearing is scheduled on Miami-Dade’s Comprehensive Development Master Plan (CDMP), the land use statute that allows sixmonth cycles of new applications each year, a development ‘window’ for the building trade. Meanwhile, Community Council 11 took a pass (no recommendation) on an initial application to change a land designation from agricultural to business-retail for a 9.9 acreparcel off SW 167th Avenue for a small shopping center. Sharp-eyed Dawn Shireff who heads a water conservation organization alerts West Kendall to the potential of moving the UDB if Commissioners okay the application, small as the property may be. The western border for the new District Park, SW 167 Ave, is pigeon-holed by bond issue money for development until 2014. New highways (like SW 157 Avenue, the east park boundary) seem to have a way of opening up, four-laned, lighted, medianplanted and all, almost overnight. So if you’re agin’ UDB bending, voice your protest to Board of County Commissioners (BCC) now. We ’ re also bird-dogging the resolution sponsored by Comish Javier Souto to look into expansion of Indian Hammocks Park land (ultimately, to allow a community or senior center and aquatic facility). Not heard at the March 8 meeting of the Recreation, Culture and Tourism Subcommittee (failing

to achieve a quorum), it’s been rescheduled for action next Monday, April 12, before the Subcommittee. So reports Bernardo Escobar, the Commissioner’s always-cooperative aide-de-camp, who notes the item is on the full Commission’s May 4 agenda for final action, dependent, of course, on what the subcommittee recommends. Un c o n f i rm e d re p o rt says K-Mart and Winn-Dixie may depart Sears-owned property at S. Dixie Highway and SW 104 Street, with the usual denials by immediately-contacted PR types of those involved. PR types generally deny it all until the ground-breaking occurs when everyone knows about it anyway, or so experience has taught most newspaper types. No lighting is planned for the outdoor athletic fields at the new 10-acre plus campus on SW 87th Avenue where Riviera Preparatory School plans to locate Grades 6 through 12 over the next five years, starting in 2011. Plugging the state’s budget hole with stimulus money R. Kenneth Bluh KENNETH’S COMMENTARY The Florida House and Senate, controlled in the main by elected officials who vehemently oppose Washington’s stimulus packages as inflationary and spending beyond our ability to repay, are hypocritically looking to plug the hole in our proposed state budget with an anticipated $880 million in stimulus dollars from Washington, DC. I have no problem with our elected officials in Tallahassee philosophically opposing the concept of excessive spending in our nation’s capital. But, I do strenuously object to their backdoor use of that same money to solve the problems that, in many ways, they created. The members of our Florida Legislature did not create the employment problems facing our state. But, they seem to be doing little to help ease the problem. Basically, we must generate state income, reduce

costs to balance our state’s budget, and create jobs. Generating income at times can appear tricky. A good example is the Senate’s cap on sales taxes as they apply to buying high priced boats. At first glance, the idea of capping sales taxes at $18,000 regardless of the purchase price seems to be a big gift to the yacht brokerage business. But the concept is sound as purchasers of expensive boats completely bypass paying a sales tax by going outside the state, establishing an investment corporation, and bringing the yacht back into Florida waters, sales tax free. Contrast this with the sales tax exemptions on skyboxes at ballparks and football stadiums. You can’t go outside the state and buy a skybox and bring it back into the state as you can a yacht. So there is no excuse for not taxing skyboxes. The simple answer is to tax all goods and services in our state to generate income. Taxing all goods sold and services rendered could be offset by a reduction in the sales tax percentage because we would be generating so much money.

–– VIEWPOINT –– I know my attorney friends will object to this statement. But, do we really think that an unhappy couple will stay married rather than proceed with a divorce because they must pay a service tax on the legal fees required to end their marriage? Will we really stop creating new corporations because of a service tax? I don’t think so. One major revenue for the state is the dollars generated by gambling. The Seminole tribe currently is paying the State of Florida $37.5 million a month for the privilege of running gambling establishments in the state. We receive $37.5 million a month, when 12.5 percent of our workforce is unemployed. Just think of the dollars we will receive when everyone is working. The legislature has a very difficult and delicate balancing act when granting gambling licenses to racetracks and kennel clubs around the state and at the

same time not upsetting the Seminoles who would like to control 100 percent of the gambling in the state. If the conservatives in Washington are successful in eliminating or at least greatly reducing the current spending levels, the anticipated $880 million in stimulus money needed to plug the hole in our state budget will disappear. It is time for a mental reconciliation between conservatives in Tallahassee and in Washington. Ladies and gentlemen, you can’t have it both ways. What has happened to Florida’s school funds?

Al Sunshine 4 YOUR MONEY Education funding is getting a lot of attention once again as state lawmakers wrestle with how to pay for Florida’s School Systems. It’s a battle between balancing our growing education needs against shrinking tax rolls and doing more for Florida’s students with less money. While the budget problems hit us every year, it’s important to remember that this is not a new problem. The compromises state lawmakers make will come back to hit us again next year. And the cycle will likely continue as it has. What’s missing is a meaningful fix that’s been too long in the making. There needs to be a consistent, sustained funding source that’s independent of property taxes. So what is the solution? Here is what I discovered last year, and the scenario hasn’t changed at all. Kathy Hargreaves didn’t like how South Florida’s public schools were slashing employees and cutting back classroom programs last year. She knew the problem was due to inadequate school funding by Florida lawmakers. The Broward mom worried about her daughter’s public school education and the deteriorating classroom experience thousands of other Florida kids will face this year. She told me she has been hearing for years about the $18 billion the lottery earned last year to improve Florida’s education system. Kathy wondered where the money was going, so she asked CBS4 News. It turns out that when the lottery was approved by voters in 1986, it was supposed to enable the people of the state to benefit from significant additional moneys for education. According to the Florida Lottery’s own figures, it has generated $9.1 billion in direct aid to schools statewide, including some $2.2 billion to South Florida Schools. Still, Kathy doesn’t trust how the lottery money is being spent and why more isn’t going directly into classrooms. That’s why she thinks it’s a scam that they aren’t putting it towards education like they said they were going to. In 2009, Florida’s college system got about $2 billion from the lottery and it has gone directly to local college students from the “Bright Scholars” Program. That includes some $442 million for South Florida college students. The rest of the $18 billion has gone to school renovation and construction projects statewide, as well as to Florida’s public

colleges and universities. Robbing Peter to pay Paul? Critics say the lottery may have been approved originally by voters to enhance and improve education, but that state lawmakers instead used the money for basic funding. “To put in very simple layman’s terms, new dollars came in, but they took the money they were getting before and used it for something else,” State Rep. Julio Robaina said. “They took from one place and gave it to another. It doesn’t matter what the people of Florida wanted when they supported the lottery.” Robaina said there still is a movement statewide to allow public school funds to be used for private schools, with conservative lawmakers pushing a constitutional amendment in the fall. He said opponents of public education are unwilling to mandate that public education be fully funded in the first place…independent of the lottery. “Kids and schools are suffering,” Robaina said. “There are no new dollars, and the lottery is not bringing home the money.” A POSSIBLE SOLUTION So what is the answer to better funding local schools? One possibility would be a bill requiring state lawmakers to pass an adequate education budget independent of using lottery moneys, but some local lawmakers say that’s not about to happen. The other option is a statewide constitutional amendment mandating state lawmakers to fully fund education without lottery money…and mandate that the lottery money be used to enhance and improve education. Go back to the clause in the original measure that states, “Enable the people of the state to benefit from significant ADDITIONAL moneys for education” as it originally was approved by Florida voters some 20 years ago. For now, there is no move anywhere in the state to try and organize support for a statewide education amendment requiring lottery moneys be used to enhance and improve Florida’s public schools, and not just substitute that money for real, full-time funding the state’s been avoiding for years. My guess is, if it doesn’t happen, history will repeat itself this year. We’re facing yet another round of teacher/classroom/staff and curriculum cuts — and more questions about how we approved a program to fix our schools and somehow it was never put in place like we wanted it. It must start with the purchase of any and all available land for the storage and treatment of the water that will be diverted to the Everglades to re-establish the sheet flow that has been interrupted through many ill-conceived canals, dikes, berms, roads, highways and railroads. Land not purchased specifically for Everglades restoration will be subject to purchase by builders and developers who have no interest in the restoration process and whose ultimate use of the land will be to build projects that contravene the restoration effort. This not only applies to the U.S. Sugar Corporation lands south of Lake Okeechobee, and to downstream lands as far south as Florida Bay, but also to enough land north of the lake to provide storage and treatment for water that will be introduced into Lake Okeechobee. Once the sheetflow has been re-established, it must be protected against future interruption, and that can only be guaranteed if the Everglades lands belong to the state. The many obstructions to sheetflow must be plugged, removed or fitted with culverts, bridges or elevated portions of highways to allow passage of water and migrating wildlife, both floral and faunal. Mistakes were made in the past that must be rectified. The present generation is not responsible for these mistakes, but sadly, the responsibility for the rectification must be borne by this and future generations. It should not be a question of money, and if a special tax or an addition to the present sales tax must be assessed, so be it. The restoration must take place whatever the cost. Florida is a special place to live, not only for people, but also for the diverse forms of wildlife that attracted residents and visitors in the first place. Without a restored Everglades, the quality of life enjoyed by Floridians will be decreased and eventually will cease to be. Kabbalah comes to Kendall in just ‘29 Amazing Minutes’ BY ROBERT HAMILTON

“Studying Kabbalah has helped me find my place in the world,” long time Kendall resident Anita Swartz said while explaining her feelings for Kabbalah and the exciting opportunity to share this knowledge with her Kendall friends and neighbors of more than 30 years. Anita and her daughter, Nadine, first discovered Kabbalah 13 years ago and are thrilled to participate in bringing Kabbalah to the community. Kabbalah Kendall will be kicking off a series of classes with a dynamic free introductory program, “29 Amazing Minutes,” on Tuesday, Apr. 20, presented by Zev Auerbach, a student of Kabbalah for many years. Zev has been presenting his “29 Amazing Minutes” to huge crowds all over South Florida from Boca Raton to Weston and Aventura, and is happy to share his story with the Kendall community. Zev credits Kabbalah with many personal miracles in his life, particularly with family members who have benefitted tremendously thanks to the applied principles of Kabbalah. He is well-known in the advertising world as the creative director of Zimmerman Advertising and in the public service arena as a commissioner with the City of Aventura. For Anita Swartz and her husband, Alan, the study of Kabbalah has been life changing. Alan, a pediatrician in Kendall for 30 years, began studying Kabbalah as a way to spend time with his wife, a nutritionist. “We had to drive over an hour for our classes, but it was well worth it,” Alan recalled. “Kabbalah teaches you what it means to be a human being.” In his practice, Alan has incorporated his Kabbalah knowledge to help his young patients. “I see a large number of children that have

ADD (Attention Deficit Disorder), they are anxious and unhappy at such a young age, but I explain the bigger picture in life to them, and that with each new challenge we have the opportunity to grow.” Along with Alan and Anita, their daughter Nadine and son Mark also have experienced positive life changes. “I know my actions have the ability to change the world,” Mark said. “I realize that I can be in the driver’s seat and go for everything I want.” Nadine, like her dad, is able to mesh the study of Kabbalah with her work as a clinical social worker for a private mental health agency. Since her first exposure to Kabbalah, when “everything the teacher said just made sense and clicked,” Nadine has been active in studying and mentoring others. She also volunteers with the organization SFK (Success for Kids) a related program that utilizes spiritual principles to help at-risk children. Anita recalls an immediate pull to Kabbalah’s teachings as soon as she began her studies and an indescribable change in her life. Anita is a native of Venezuela and remembers “for the longest time, even when I was a teenager, my father asked me why I was so angry. I was such an angry person and there was no reason. The most important thing is that I am now a happy person.” “29 Amazing Minutes” will be offered at 7:30 p.m. in English and 8:30 p.m. in Spanish at the Miami Marriott Dadeland. In recognition of Autism Awareness Month in April, the Carrie Brazer Center for Autism is sponsoring an open house on Apr. 10, from 11 a.m. to 3 p.m., at the Kendall Campus, 8790 SW 94 St. (behind Baptist Hospital). Parents are invited to tour the facility, meet the staff and learn more about the center. The celebration includes activities for children. The Kendall Campus operates a full day school for children ages 3 to 12. The programs include: The Early Steps: Designed for early intervention for children from birth to 5 years old. The unique speech- and language-based programs completely center on each child’s individual goals — both cognitively and behaviorally. Children experience one to four hours of intensive, hands on, educational training, behavior modification and cognitive sensory-based activities. The Leaps & Bounds: Designed for early intervention for children ages 3-6 years. Emphasis placed on communication, social skills training through music therapy, speech and sensory integration therapy in a classroom setting. Certified elementary teacher, behavior, speech, occupational and music therapists collaborate to design a specific program for each

child for the school year. Options include 1-4 hours of intensive speech- and language-based ABA therapy. The Elementary School: Serves children from 5 to 12 years. Each class is led by a Special Education teacher with 1-2 trained teacher aides per class. A 5 or 6 to 1 student to teacher ratio is maintained, 1to-1 ratio is available. The school day includes Cognitive & ABA Therapy, Speech/OT/PT Therapy. Field trips to community attractions such as bowling, horseback riding, zoo, swimming, museums, etc. are planned bi-weekly to develop social interaction skills. The Carrie Brazer Center for Autism has a second location for its middle school, high school and adult vocational programs. This center is located at 7425 SW 42 St. Both locations accept Florida McKay Scholarships for Students with Disabilities for full payment based on a sliding scale if the child’s Matrix is 254 or 255. Baptist Hospital’s Relay for Life draws 3,000, raises $208,000 BY JOSE BOZA

Baptist Hospital’s fifth annual American Cancer Relay for Life event saw another record crowd with approximately 3,000 participants and raised more than $208,000 for American Cancer Society’s research, programs and services. It was the fifth consecutive year that Baptist Hospital hosted the American Cancer Society’s East Kendall Relay for Life — an all-night campout, survivors’ celebration and relay-style walk around the hospital campus’ lake. Cancer survivors were given special Tshirts and participated in a celebration lap around the lake. Thereafter, they were treated to a special dinner and other gifts. The event continued overnight, where event attendees experienced a moving candlelight ceremony that honored people battling cancer and those who have died from the disease. The event was supported by the BaptistSouth Miami Regional Cancer Program, and health professionals and patients from Baptist, Baptist Children’s and South Miami Hospitals. Aunt Ruth, who has had macular degeneration for the past 15 years, was the impetus for Rick and Margarita Tonkinson’s pledged support in the amount of $20,000. This donation will benefit a support group for those with macular degeneration in honor of Aunt Ruth.

New resource in community for treatment for eating disorders BY ROBERT HAMILTON

Professional Health Network Inc., a Miami-Dade County mental health and social program organization, has announced the opening of the new Eating Disorder Center of Miami. This center, located in Kendall, is under the direction of psychologist Dr. Karen Trevithick, who has more than 10 years experience coordinating eating disorder programs and providing individual therapy. An eating disorder is a life-interfering, sometimes life-threatening illness. The Dranoff International Two Piano Foundation will host the second annual Piano Slam,, a two-piano classical music and rap poetry concert, on Wednesday, May 12, in the John S. and James L. Knight Concert Hall at the Adrienne Arsht Center for the Performing Arts of Miami-Dade County. Susan and Sarah Wang, 2008 winners of the 11th Dranoff International Two Piano Competition featured with prominent Miami rap artists Lela Lombardo and Summer Hill Seven will be performing with Miami-Dade County middle and high school student poets in a program that is free to the public. As part of the event, Dranoff will hold a competition for poetry from students inspired by live classical music performances. Contest prizewinners will be presented with laptop computers and cash awards at the event and their poems will be

New World School of the Arts will present “2010,” a group exhibition by the 22 newest Bachelor of Fine Arts (BFA) graduates opening on Apr. 10. Emerging from the first decade of the new millennium, the 2010 class celebrates a show that conveys predominant themes significant to artists today. Thanks to recent funding from the Knight Foundation, New World has expanded to a 6,000-square-foot studio space located in Miami’s Arts District. Individual studio spaces have intensified an atmosphere for group practice and production. Curated by the students themselves and by gallerist Fredric Snitzer, the show will embrace a compelling range of subject matter. The work featured addresses a wide range of issues using the media of drawing, photography, video, painting, sculpture, and graphic design. The opening reception of 2010 will take place on Apr. 10, from 7 to 10 p.m. at the Cisneros Fontals Art Foundation (CIFO). The exhibition will be open to the viewing public Thursday through Sunday from noon until 5 p.m. through May 7. CIFO is located at 1018 N. BY DR. MARK A. JAMISON AND DR. JANICE HAUGE* Dumb is better? That is what net neutrality advocates would have us believe. Their basic belief is that broadband networks should be pipes that indifferently pass information packets from one location to another, allowing content providers and customers equal opportunity to do whatever they want. Who could be against that? People interested in innovation and customer welfare. Remember Al Gore calling the Internet the Information Super Highway? The metaphor wasn’t and isn’t perfect, but it is instructive. Suppose we applied net neutrality to our transportation system – there would be no high occupancy vehicle lanes during rush hour, no car only lanes on interstates, and no toll road as an alternative to I-95 in South Florida. Transportation would be more costly and provide less value. Forcing net neutrality would have similar results. Time sensitive information, such as stock market transactions, would wait in line behind football game highlights. Financial dealings that would benefit from extra security would be given no better treatment than a Twitter from Taylor Swift’s E! interview. If you are thinking that it sounds like net neutrality restricts innovation and hurts customers, you’re right. Our research has shown that net neutrality limits innovation, contrary to the claims of the net neutrality proponents. How can this be? Imagine a one dimensional network – one that does noth-

ing but carry information from point to point, which is how the old Internet has worked. What kinds of content providers flourish in that context? Those big enough to distribute their software across the net and those whose software takes advantage of the great bandwidth that they don’t have to pay for. Now suppose that the network can offer enhancements that improve customers’ experiences. Content providers whose sites would not benefit from such enhancements could ignore the offering. But there will be some content providers who could improve their services by buying the enhancements, such as priority packet delivery. These sites become better without net neutrality and offer customers more service. In other words, there is more innovation and greater customer welfare without net neutrality than with it. Today’s successful Internet sites face great competition if we move beyond net neutrality principles. That probably explains why they are net neutrality’s strongest advocates. But moving beyond a dumb network is better for customers, sites that find new opportunities and networks. It should be no surprise that dumb isn’t better. In an innovation driven economy, restrictions don’t make us better. They hold us back. * The authors are Dr. Mark A.
