CSX corridor transit plans to be reviewed on May 19
BY RICHARD YAGER roposed use of CSX freight line corridors for Bus Rapid Transit (BRT) lines will be reviewed by the Metropolitan Planning Organization (MPO) in Kendall on Tuesday, May 19. Future transportation planning for the area will focus on two potential BRT routes that will be explained in detail from 7 to 9 p.m. in the Kendall Village Center Pavilion, 8625 SW 124 Ave. It is the second meeting to gain public input on projected use. The CSX Corridor Evaluation Study is an outgrowth of a 2007 Kendall-Link Study extended in July 2008 to evaluate feasible transportation options for the CSX rights-of-way that now link Miami International Airport to the Kendall area. The “Lehigh” or “Oleander” east-west CSX route parallels the Dolphin Expressway (SR 836) west from Miami International Airport to NW 133rd Avenue before turning south and crossing major east-west Kendall roads, con-

“By July 1, 2011, we have to be ready to meet the challenges when no more funding comes out of DC,” he explained, adding that if the state economy fails to turn around by then, “We may be ‘headed for the cliff.’” He disclosed that a potential administrative “consolidation” could assign a single principal to several area schools, drawing audible gasps from a sprinkling of Kendall administrators and teachers among more than 150 in the audience. “We have to look for ways to reduce the ratio of school administrators to pupils throughout the system,” he explained, emphasizing, “we’re only considering that” even as state legislators recently studied other measures, such as reducing a newly legislated class size or scaling back teacher tenure programs. While reductions in services such as maintenance, cafeteria food and transportation also are being analyzed for savings, Carvalho said selling advertising space in cafeterias or other school buildings was another possibility. Educational funding based primarily on a tourist economy or state lottery receipts may require obtaining new revenues through revaluation of property taxes, he said. “That’s why we need to start talking today about how to make up differences two years from now when fiscal 2011
arrives without federal funds to minimize cutbacks,” he stated, declaring Florida’s Constitution mandates quality education for Florida’s children. Characterizing Kendall area schools as “second to none,” Carvalho singled out outstanding achievements “not seen in the headlines,” saying Florida still must rise above a numerical rating of “either 47 or 49 in the nation in annual per pupil expenditures.” His other observations included: Swine flu: “I do not believe in shutting down schools for 14 days as a preventative measure; we daily update every school and district through the public health authorities. Shutting down schools for a prolonged period is only a last resort.” Curricula: “We need to follow examples of countries such as China, Spain and Germany that encourage more technical training, rather than course programs directed largely toward preparation for college.” For corporations: “As your partner, we train your future work force. The input of those employees will determine the quality of your company output.” Immediate goal: “Stabilizing the budget without putting people on the street while maintaining not just the three ‘R’s but the fourth (arts),” a comment that drew loud applause from parents and school staffs alike.

AROUND TOWN The ‘Kendall Comish’ (five territorial seats among 13 county commissioners) voted 3-2 against the Marlins baseball stadium — which got approved by a 9-4 majority. Now, ‘KComish’ votes 3-2 for Carlos Gimenez’s plan to allow a countywide referendum to repeal the half-cent sales tax for transit. Joining with Gimenez to give voters the option: Joe Martinez and Javier Souto while Katy Sorenson and Dennis Moss sided with the 7-4 majority to defeat the measure at a May 5 Commission meeting. Uncertain how Kendall as a voting bloc might have felt about funding the ballpark, we suspect most registered voters within our 250,000-plus population would love a crack at repealing the halfcent sales tax, penny-wise or not! Sez Gimenez: he’ll pursue a petition drive to get the tax repeal on the ballot. Continental Park residents will get a speed limit posted on SW 89th Terrace between SW 79th and 82nd Avenues, just west of Greenery Mall. MDC Public Works said a traffic calmer was not warranted but an evaluation approved a 30-mile-perhour limit to protect children at play, with selective policing enforcement to follow once signs are posted in May. Credit Laura Pascau, Chair of the neighborhood Crime Watch program, with initiating an action last February, followed up by Commissioner Sorenson after a contact by Homeowner Association

Half-cent sales tax: Spend it correctly; don’t kill it R. Kenneth Bluh KENNETH’S COMMENTARY Eight years ago we were promised more busways and an expanded Metrorail system. Since that date the county has collected more than $900 million in sales tax and has not delivered what we were promised. The question today is: Do we kill the additional half-cent sales tax or do we do the right thing and start getting what we were promised? The Miami Herald, in an exposé, tells us that the money was spent on a greatly increased staff, bloated paychecks and the maintenance of existing facilities. We can’t take back salaries long ago paid, nor can we un-maintain our existing facilities. But, we can do what is right for the future. County Commissioner Carlos Gimenez proposes giving the voters the right to go to the polls and eliminate the
half-cent increase. Commissioner Barbara Jordan, chair of the county’s transportation subcommittee, stated that erasing the tax would devastate the current transit system. Commission chair Dennis Moss suggests increasing the fee for using our current system and eliminating many of the freebie bus tickets given to seniors and other groups. What to do? Here is my suggestion. First, find out who was responsible for the hiring of additional unneeded staff. If they are still on county payroll, get rid of them. Next, find out who received outlandish pay increases and roll their salaries back to their appropriate levels. Segregate the dollars that have been spent on the maintenance of our existing system and start spending it on what we were promised — more transportation. Lastly, follow Moss’ suggestion and eliminate most of the free passes, which will generate more revenues. It is obvious that we can’t expand the Metrorail system by the promised 88.9 miles of new lines. That was an impossible proposal from the very beginning. It could not happen if for no other reason than it requires matching dollars from

VIEWPOINT Washington that are not available. What we can do is expand the bus system — more buses and more bus routes. For years I have been saying that our city was not developed in a way that makes a train system practical. A mass transit system, like New York City’s subway system, requires a high concentration of riders. We have that concentration today with all the new condo construction going on in downtown Miami. However, that area is already served by our current Metrorail system. What we need is an improved bus feeder system that will pick up riders who are spread all over the county and deliver them to the existing Metrorail system. This can be partially accomplished with the dollars redirected from the currently wasted spending on too many employees and the rolled back paychecks that were gratuitously given by management since 2002 when the

half-cent sales tax went into effect. We are accustomed to paying the halfcent sales tax. Cutting it back would save us each a few dollars but not enough to put much more food on the table. Let’s do what we were promised — knowing we can only accomplish a small part of the grandiose plans we were presented in 2002 to vote for the increase. We need more clean buses, more bus routes and better schedules to get our residents to work, to school and to do our shopping. Let’s do what we can with the dollar we are now collecting.

Home Buying 101: Tips for purchasing your first home
Al Sunshine 4 YOUR MONEY On a recent random Internet browse, I came up on some great tips having to do with buying your first home. They come to us from our friends at CCCSSA who believe that despite the recent economic situation, home ownership is possible. They offer the following tips for potential homebuyers when exploring homeownership opportunities: Deter mine the right time for h o m e o w n e r s h i p . If you know you want to own a home, whether it’s today or in a few years, you first should determine what kind of a home you can afford to buy. How much money will you be able to borrow? What types of mortgages are available and which mortgage is best
for you? What can you really afford? Before calling or meeting with real estate professionals or potential lenders, be sure you know the answers to these questions. Analyze how much money you have s a v e d . There are up-front costs associated with buying a home, such as a down payment, home post-purchase inspection, appraisal, and closing costs that can range from 3 to 6 percent of the cost of the house as well as additional costs such as movers and repairs. Be r eal istic about incr eased main t e n a n c e c o s t s . Compare your current expenses to the ongoing costs of a home purchase. How does your current rent or mortgage compare to the new monthly mortgage payment? Don’t forget that with home ownership you owe taxes and need insurance, as well as other costs like utilities and maintenance. It is likely that you’ll need more furnishings, both indoors and out. And, once you’re the proud owner, responsibil-
ities such as plumbing and roofing repair fall to you. E x a m i n e y o u r c r e d i t r e p o r t. Before shopping for the dream house or meeting with the mortgage lender, obtain a free copy of your credit report. Your credit report is used extensively by potential lenders to evaluate your credit worthiness. Your credit score can impact your interest rate and costs for other items such as homeowner’s insurance. Most times, the higher your score, the better chance you have of getting a lower interest rate. Decide what type of home you w a n t . Prior to house shopping, a prepared homebuyer will develop a checklist of “must have” versus “would like” features to compare properties. When creating the checklist, consider the following: how much space your family needs; the style and layout you prefer; where you want to live, and what amenities are “must haves” such as a garage, large backyard, appliances,
etc. Also consider distance from work and family, environmental and utility factors, neighborhood and school zones and other non-physical preferences. D o s o m e “ w i n d o w s h o p p i n g . ” To find the right home, check as many leads as possible. Let your friends and acquaintances know you are looking to buy. Drive through neighborhoods and check out the “for sale” signs and then look them up on the Internet. Newspapers and shoppers’ guides are full of listings. Shop for a mor tgage that’s best for y o u . Select a mortgage and loan terms that are most favorable to your financial situation. Shop around for the best deal, which may begin with a financial institution where you already have a financial relationship, such as a checking or savings account, or from friends, family, coworkers and real estate professionals.

Local resident donates kidney to brother of S. Miami mayor BY LEE STEPHENS “Nelson Santiesteban is our hero,” said South Miami Mayor Horace Feliu. “To go through the pain and obvious risks involved in donating a kidney requires a very special person.” The recipient of the kidney was the heroic donor’s cousin, and the mayor’s brother, David Feliu. More than a year ago David Feliu was diagnosed with acute kidney failure and had undergone dialysis for about a year. Typically the two and sometimes three weekly dialysis sessions left him weak and depressed. “The sessions aren’t something you ever get use to,” David Feliu said. “To be hooked up to a machine by way of your arteries only to sit there for hours watching your blood being removed and filtered is something I do not wish upon anybody. I am grateful that my cousin, Nelson gave me the gift of life. There are no words that I could say that would accurately convey my feelings and immense gratitude.” Originally Mayor Feliu was first on his brother’s donor list. He went to Jackson Memorial’s transplant department for blood work and a blood pressure test. The medical staff ruled him out due to hypertension (high blood pressure). Blood pressures in donors may go up approximately 20 percent so it is important that a donor be completely healthy. “I had my pressure taken every day for a week to see if it was a temporary condition. This whole situation has alerted
me to a potential health problem and may have even saved my own life,” Mayor Feliu said. David Feliu had a total of eight individuals sign up to be donors including his cousin, Barbara Nathanial. “The fact that David had that many people want to donate their kidney speaks volumes about my cousin,” she said. Due to blood in his urine samples, Nelson Santiesteban initially was ruled out as a donor as well. However, he insisted that another test be taken. The test came back negative and he was elated with the news. “I couldn’t continue to see my cousin David suffer and allow his life to be cut short,” said Santiesteban, a West Kendall resident. “We as a family have an obligation to one another and I wanted my kids and family to witness this very important example. I want to thank my wife Elizabeth who was very positive, supportive and never left my side throughout the entire process. I love her very much.” Nelson Santiesteban, a manager of Jackson Memorial’s Biscayne Imaging Center, has been in the healthcare profession for nearly 30 years. “Jackson Memorial Hospital is not only a leader in healthcare but first and foremost in successful transplants. I would like to take this opportunity to thank our nurses, doctors and staff and let everyone know that we as a community need to continue supporting Jackson Memorial Hospital. Boy Scouts Troop 457 honors Eagle Scouts BY ROBERT HAMILTON Boy Scouts of America Troop 457 honored its newest group of Eagle Scouts on Saturday, Apr 25. This group of young men and their families are part of what has become a South Florida tradition. Troop 457, originally chartered in 1972, has been sponsored by Kendall United Methodist Church and led by David and Julie Ziska for nearly a quarter of a century. Through the leadership of the Ziskas, the troop now has advanced more than 200 young men to the rank of Eagle Scout. Troop 457 shows no signs of slowing as there are another 100 Scouts in the troop who are working to become Eagle Scouts. The new Eagle Scouts join an elite fraternity composed of leaders from all walks of life. Some well-known Eagles have been President Gerald Ford, Senators Bill Bradley and Sam Nunn, and astronaunt Neil Armstong. From the field of journalism and entertainment are Walter Cronkite. Steven
Spielberg and Jimmy Stewart. The trail to becoming an Eagle Scout is arduous. Most boys work toward this goal for more than 10 years. The Eagle Scout service project is the culmination of this process. Eagle candidates must develop, acquire funding, and complete a community service project. Scouts dedicate months of volunteer time to this project. The 2009 Eagle class together documented more than 4,600 hours of community service. Projects were located in Miami, as well as the communities of Key Biscayne, South Miami, Homestead, Palmetto Bay and Pinecrest. The Scouts volunteered for local churches, synagogues, schools and parks, for animal rescue leagues and native habitat restorations. The 2009 Eagle Scouts are juniors and sophomores, and attend Palmetto, Coral Reef and Killian high schools, Robert Morgan Educational Center, Westminster Christian School and Gulliver Preparatory School.

MIAMI KIDNEY WALK RAISES $152K TO FIGHT DISEASE The National Kidney Foundation of Florida (NKFF) and its presenting sponsor, Baptist Health South Florida, honored its donors, sponsors and largest fundraisers from its third annual Miami Kidney Walk during a special awards reception at the Hotel Indigo Miami-Dadeland on Thursday evening, Apr. 23. This year’s Miami Kidney Walk raised $152,000 to combat kidney disease and aid those suffering with renal failure. More than 110 walk teams and 2,500 walkers were in attendance. Since its inception, the 5K event has raised more than $570,000 in funds to enhance awareness efforts in South Florida and to help the more than 2 million Floridians suffering from chronic kidney disease.

Fitness expert to motivate cancer survivors at SMH BY PHYLLIS TEITELBAUM Cancer survivors and their loved ones will learn how physical activity can fight fatigue, calm anxiety and help them feel better during Cancer Survivors Day on Sunday, May 17. The free event will run from 1 to 3 p.m. at South Miami Hospital’s Clarke Education Center, S. Dixie Highway (US 1) and SW 62nd Avenue. Fitness expert, professional dancer and cancer survivor, Cathee Connor, with the help of movement therapists from the South Miami Hospital Behavioral and Collaborative Medicine Program, will provide information and interactive demonstrations that will help participants ease into exercise. “Research is proving that moderate exercise helps those undergoing cancer treatment and those who have completed treatment,” said Connor, who is one of the instructors of a popular dance movement class for cancer survivors, called Health Steps. The class meets weekly at South Miami Hospital. “It improves muscle tone, flexibility and balance. It helps them get a better night’s sleep, reduces fatigue and tension and improves mood,” she added. Cancer survivors, their families and friends are invited to this event sponsored by the Baptist-South Miami Regional Cancer Program. It is part of National Cancer Survivors Day, which celebrates the lives of those living with and beyond cancer. A light lunch will be served. The event is free, but reservations are required. Q. My parents are in their late 80s. Both are currently living at home; however, my siblings and I feel their health care needs will be best met in an assisted living community. Are there and programs available to help offset the costs? A. There is often a reversal of roles when adult children begin providing care and support for their aging parents. And, as you have seen, there may ultimately come a time when you are simply unable to meet the changing needs of your parents at home. An assisted living community enables seniors to maintain their sense of independence and involvement in a social environment while providing assistance with activities of daily living (showering, grooming, eating, etc.) and peace of mind that comes with a professional support team. Many seniors and their families incorrectly believe that assisted living community expenses are covered by Medicare—they are not. Long term care insurance policies vary with regards to coverage for assisted living facilities (ALFs) and it’s important to review the policy with representatives. Payments are reimbursed to the individual or family rather than direct to the community. According to Assisted Living Federation of America (ALFA), the majority of assisted living residents today—86.2 percent—pay from their personal financial resources; however, federal, state and local governments have programs and waivers in place to allow income-eligible seniors to enjoy an assisted living lifestyle. The U.S. Department of Veterans Affairs (VA), for example, offers many different programs and services for veterans and their surviving spouses. Under the VA Pension with Aid & Attendance Program, veterans and/or their surviving spouses qualify for assistance if they: 1) were discharged from service under conditions other than dishonorable; 2) served at least 90 days of active military service, one day of which was during a war period; 3) are over 65 years old; 4) have medical necessities; and 5) have an annual income of less than $19,728. The Miami-Dade Veterans Services Program advises that while many veterans will exceed the income requirement. If they can prove that the majority of their income is spent on medical expenses such as co-pays, insurance deductibles, prescriptions, caregivers or assisted living community expenses, etc., then the VA will reimburse the veteran up to $1,644 per month. So, a person who receives $50,000 a year in income and pays $36,000 a year for assisted living actually has an income of $14,000 and may qualify for the Aid & Attendance Benefit. The widow of a veteran may also apply for the Pension with Aid & Assistance Program. In order to qualify for benefits, her income must not exceed $12,672 annually. Every county throughout the state has a Veteran Service Center which can provide information specific to your parents should either of

them qualify for VA benefits. In general, the application takes about 15-20 minutes to be completed and the processing time varies from 6-8 months. It’s good to remember that the benefits are retroactive to the date the application was received. Be cautious of third-party companies who charge fees to assist you with applying for Pension with Aid & Assistance Program. The County Veteran Offices, located at 11025 SW 84th Street in Miami, offers this service free of charge and can be reached by calling 305-270-2940. Another program which is available is the Long-term Care Community Diversion Program which also helps cover the costs of an assisted living community. It is a Medicaid Waiver program designed to provide community-based services to people who would otherwise qualify for Medicaid Nursing Home placement. Seniors must meet the following qualifications in order to be eligible: 1) be at least 65 years old; 2) reside in a Diversion Project service area; 3) be a Florida resident; 4) be a U.S. citizen or qualified noncitizen; 5) file any other benefits to which they may be entitled; 6) disclose any rights to third-party liability; 7) have Medicare part A and part B; 7) meet nursing facility level of care; 8) meet the income limit of $1,911 for an individual or $3,800 for a couple; and 9) meet the asset limit of $2,000 for an individual or $3,000 for a couple. While The Palace’s assisted living communities participate in the Diversion Program, other ALFs may not. It’s important to find out this information before selecting a community for your parents. There are also other programs that can offset costs such as the Assisted Living for the Elderly (ALE) waiver. For residents of qualifying ALFs, the waiver will cover three services: case management, assisted living and if needed, incontinence supplies. Additionally, the senior living community may offer special incentives or programs to assist with expenses. For example, The Palace recently launched a new “Security Agreement” which allows prospective residents to move to the community paying only a discounted monthly rate (whatever they can afford without selling the home) while they await the pending sale of their home. Once the home is sold, The Palace is reimbursed the accrued rental difference with minimal interest fee. These are just a few of the federal and state programs which offer financial assistance. I recommend contacting the VA, Department of Elder Affairs, Agency for Health Care Administration or Area Agency on Aging for information specific to your parents’ case as soon as you begin considering options. Ride of Silence to call attention to cyclists killed by motorists BY LEE STEPHENS Hundreds of local bicycle riders will take part in a silent slow-paced ride (maximum 12 mph) in honor of those who have been injured or killed while cycling on public roadways. The 2009 Miami Ride of Silence on Wednesday, May 20, 7 p.m., will take place long the Rickenbacker Causeway, beginning at Hobie Beach (across the road from Mast Academy), a popular cycling area where motorists and cyclists coexist. More than 700 cyclists are killed each year while riding. Most of them occur in cities, and suburbs. This ride serves to educate motorists that cyclists have the legal right to the road and to watch out for cyclists. The Ride of Silence is similar to a funeral procession. There will be no talking, only silence, to remember fallen brothers and sisters. Black armbands are worn in memory of those who have been killed; red armbands are worn for
those injured while riding. Originally started in May 2003 by Chris Phelan in Dallas after endurance cyclist Larry Schwartz was hit by the mirror of a passing bus and was killed, it was suppose to be a one time event, but as word got out about the ride, many cyclists contacted Chris with the desire to participate in this event. Hundreds of rides in Antarctica, Australia, Brazil, Canada, Caribbean, Chile, Cyprus, Hong Kong, Japan, Mexico, New Zealand and Singapore will all begin precisely at 7 p.m. on May 20. Recent bicycle-motorist accidents in Dade County illustrate the need to remind motorists of the 2006 law that requires motorists to leave a 3-foot space when overtaking a bicycle. The ride of silence is a safe, silent way of reminding them of this need. The ride is not a fundraiser and there is no fee. Cyclists of all ages and abilities are invited to ride. The ride is 12 miles long at 12 miles an hour.

Nissan 370Z for 2009 is a redesigned beauty Ron Beasley AUTOMOTIVE EDITOR
LET’S TALK CARS The Nissan 350Z has been a personal favorite from the day I first slid behind the wheel back in 2002. My appreciation for the iconic little sports car only has deepened after driving the all-new 370Z. It’s the first full redesign of the vehicle since its re-introduction as a 2003 model and Nissan says that almost every piece and component has been re-thought or redesigned, giving the car a shorter wheelbase, greater use of lightweight body materials, a new engine with more horsepower and improved fuel economy, a new seven-speed automatic transmission with paddle shifters, a synchronized downshift rev matching system for the manual transmission, a new high-quality driver-centric interior and new add-on technology features. But it’s the sensual new design that ini-
tially grabs your attention. There’s even a subtle upswept line to the new rear quarter window that recalls the original 240Z of 1970, a car that carried the Datsun name back then and was a hallmark of performance and style. Nissan designers really did their homework to improve the popular Z car. The 370Z has an aggressive yet sensual look and a lighter, tighter structure for better performance. It rides on a wheelbase that’s about four inches shorter than the previous generation Z car (100.4 inches versus 104.3 inches), while overall length is reduced by 2.7 inches (167.1 inches versus 169.8 inches). Engineers moved the rear wheels forward in the second generation of the FM platform to achieve the shorter wheelbase. At the same time, overall width has been increased by 1.3 inches, the rear track by 2.2 inches and overall height reduced by 0.3 inches. The more compact exterior dimensions and expanded use of lightweight materials — including an aluminum hatch and door panels, and an allaluminum hood (the previous design had steel reinforcements) — reduce the car’s overall weight.

The body structure also was extensively revised, improving front body torsion rigidity by 30 percent; a new front suspension cradle to reduce front body lateral bending; new rear structural reinforcements, and an underbody “V-bar” to help reduce rear lateral bending. Rear body torsion rigidity is improved by up to 22 percent. The result is enhanced overall solidity and handling. Other enhancements include a carbon fiber composite radiator housing and strengthening of the rear fender and hatch areas. Under the hood, the 370Z gets power from the fourth generation of Nissan’s
award-winning VQ-series 332 hp 3.7-liter V-6 engine with VVEL (Variable Valve Event and Lift), a gain of 26 horses from the previous engine. The new 370Z Coupe hit U.S. showrooms in January and has been one of the few bright spots in the struggling economy. A convertible Roadster is in the pipeline for 2010. Base price on the 370Z is $34,460.
