Lourdes Academy expansion approved by EK Council 12 BY RICHARD YAGER

ur Lady of Lourdes Academy recently won needed approvals to build a two-story classroom building and gymnasium in the southern area of its Red Road campus, despite objections from its neighbors during three public hearings. On June 2, Community Council 12, which governs zoning in unincorporated areas east of S. Dixie Highway (US1) between South Miami and Pinecrest, approved modifications to allow new construction but imposed strict conditions, including limiting school enrollment, to offset residents’ fears that expansion would increase traffic and parking in neighborhood areas. Both actions are subject to additional review and recommendation by the Miami-Dade County Planning and Zoning Department and final approval of county commissioners. The applications were made by Archbishop John C. Favarola for the Archdiocese of MiamiDade County.

Capt. Ramirez’s service honored at CAC meeting

Mario Diaz-Balart presented Miami Dade College with a check for $142,500 in federal funds to enhance the Kendall Campus Environmental Center on June 8. The money will be used for infrastructure improvements that will include placing solar panels on the nine-acre rock land preserve. The funds are part of a fiscal 2008-09 omnibus appropriations bill signed into law in March by President Barack Obama.

olice Capt. Alfredo Ramirez III won much more than recognition as “Officer of the Month” for May 2009 from Maj. Alexander D. Casas, commander of Miami-Dade Police Hammocks District. “He has been an outstanding officer with the Hammocks District since his assignment here,” said Maj. Casas, who authored a four-page, nearly 1,500word citation that honored Capt. Ramirez during a Citizens Advisory Committee (CAC) meeting on May 27. Instead of a single month, his service with Miami-Dade Police Department covering 15 years saw

Healthcare company helps local elementary school raise $10K BY TYPHANIE THOMAS Bupa Latin America and the Caribbean, an international health services company, has continued its commitment to positively influence the Miami community and environment through socially responsible initiatives. Nine Bupa employees recently partnered with Snapper Creek Elementary, located near Bupa’s headquarters in Kendall, to participate in a chocolate sale that yielded more than $6,000. Bupa matched that amount up to $4,000 in order for the school to collect a total of $10,000 to purchase an awning that would shield children from the sun and the rain while waiting for their parents after school. Bupa serves tens of thousands of members in Latin America and the Caribbean, offering health and medical insurance for over 60 years. The company’s mission is to “work together as one” focuses on “treating you as an individual,” which shows their dedication to superior customer service. For Bupa, superior service also includes a commitment to the community shown through the company’s provision of volunteers and monetary donations to a Miami-Dade public school and other causes such as autism research. Eric Torres, principal of Snapper Creek, wrote a letter to Bupa thanking the company for its involvement and donation toward the awning. “It was truly an honor to have such a fine company and dedicated employees play such an integral role in the completion of our awning project,” Torres said.

Valdes, Angela Vazquez and chair Elliott N. Zack who ruled Alberto Santana ineligible to vote due to a partial absence on June 2. Expanding the near 60-year-old all-girls school raised questions about increased mid-afternoon traffic congestion on Red Road (SW 57th Avenue), now caused by exiting vehicles that often create backups on the two-lane roadway leading north into South Miami’s business center. The Academy designed and won acceptance for a new internal road pattern requiring northbound vehicles leaving the campus to exit on SW 80th Street. The new plan limits southbound exits to right turns only on Red Road, blocking left turns that cause traffic delays at the school’s main entry, especially at the midafternoon dismissal time. A second concern about parking availability for students, faculty and administrators wound up with designer Tim Plummer, Plummer & Associates of Coral Gables, demonstrating through a PowerPoint presentation how a maximum of 290 parking permits will be divided between on-site use (252 spaces) and 38 additional spaces at the Church of Epiphany grounds, opposite the school on the east side of Red Road. Both parking and traffic considerations led to 10 conditions imposed by the council for the proposed gymnasium and twostory classroom building, to include: • Removal of temporary class units prior to issuing a certificate of occupancy; • School enforcement of offsite parking; • Limitation of enrollment to 840 students; • School hours limited from 7:30 a.m. to 3 p.m., Monday-Friday; • No athletic events scheduled after 9 p.m., Monday-Saturday, and • Use of 100 additional parking spaces

on the church site only after 5 p.m. with only 38 available during school hours. The approval also requires school prohibition and enforcement of offsite parking by staff and students, some of who now park on neighborhood streets. During the June 2 hearing, council members generally concurred that the most pressing need was the reduction of current traffic and parking problems while securing a limit on any future increase in the current 840-student enrollment. Attorney Stanley Price and designer Tim Plummer, Plummer & Associates, earlier had pointed out that enrollment at Lourdes Academy has not significantly changed during the past seven years, noting that the 2008-09 enrollment of 840 was less than 847 students attending during the 2002-03 school year. “While many of us have reservations about the plan, we must address conditions as they currently exist,” Zack concluded after two hours of discussion on June 2. “With no opportunity here to increase the Academy’s current enrollment, we can help solve a critical traffic problem without worsening present conditions in the neighborhood.” The modifications to Lourdes Academy’s site plan last approved in 1995 will allow an increase in lot coverage by two percent (17 percent instead of 15 percent permitted), stipulate annual renewals of a Certificate of Use subject to cancellation if violations are cited, and that all site changes comply with Departments of Environmental Regulation, Public Works, and FireRescue regulations. None of the departments objected to the original site plan for a three-story classroom building, now reduced to a lot-conforming two levels by the Academy to answer earlier criticism of imposing a 30foot building height in the residential area.

Capt. Ramirez rise through a succession of promotions, beginning in Cutler Ridge and later joining Hammocks District for two three-year terms. His most recent position as General Investigation Unit (GIU) commander for Hammocks District involved working with on-duty and Enhanced Enforcement Initiative detectives in area sweeps to maximize police presence in West Kendall during the past 11 months. Concluded Maj. Casas: “The outstanding performance of the unit led by Capt. Ramirez… has been a major factor in the reduction of the district’s targeted crimes.” His report noted the 996 auto thefts reported in 2008 were a 14 percent reduction from 2007, as were 1,192 residential burglaries, a 7.31 percent reduction. Success of Hammocks crime programs “have made them a requirement of the Miami-Dade Police Department’s GIU Best Practices which enables a unified and standardized response to crime trends,” Maj. Casas noted. Capt. Ramirez accepted the citation in front of his wife, Jody, and four children — Ashley, 15, and Brandon, 14, both students at John Ferguson High School; Zachary, 10, Kendale Lakes Elementary, and Ryan, 1. Capt. Ramirez’s parents, Mr. and Mrs. Alfredo Ramirez II, and grandparents, Mr. and Mrs. Alfredo Ramirez I, reside in Kendale Lakes. District Eight Miami-Dade Commissioner Katy Sorenson, who addressed the CAC on the need to retain essential services such as policing security during anticipated 2009-10 budget cutting, joined more than 20

CAC members led by CAC chair Frank Irizarry and vice chair James Blough to congratulate Capt. Ramirez. Capt. Ramirez has rejoined the MDPD Narcotics Division where he served from 2003 to 2006 as part of its countywide investigating team, following duty tours at the Hammocks District as a sergeant (1998-2002) and as lieutenant (2006-09). “The Hammocks will always be a special part of my experience,” Ramirez told the CAC members. “We believe we have an outstanding group of young officers who will follow the traditions set by the commanders and other officers who devote themselves to hard work throughout the district.” KENDALL DISTRICT POLICE OFFICERS STOP BURGLARY Kendall Police District’s William Bryant and Thomas Bogaards were cited as Officers of the Month in May by Maj. Michael A. Herrera, commander, for the pair’s quick work in stopping a burglary in the 9700 block of SW 87 Ave. on Feb. 12. According to their commendation, Officer Bryant responded to a call from a resident who spotted a car backing up to park in a driveway, then watching the driver go the rear trunk and retrieve a crowbar. A call to police alerted Bryant who, with Bogaards, got to the scene in time to stop the driver and later discover a second subject, hiding inside the vehicle. Both were taken into custody after it was determined their intention was a home burglary. Maj. Herrera and Kendall District CAC chair Barry White praised the officers for their alertness and teamwork to help safeguard the community.

In appreciation of his efforts to secure the federal funding, Congressman Diaz-Balart was presented with a proclamation from Padron in front of Kendall grade school students gathered at the Center’s Nature and Science Camp during the first day of its

summer school session on June 8. College officials said they hope the funding will inspire others to provide contributions to build a large-scale environmental learning center to be used both by “green” workers as an instructional site and the community to learn best practices for environmental preservation. Nestled in one of Miami-Dade’s surviving natural rock lands, the Center

preserves more than 300 tropical tree and plant species and includes a threeacre lake (home to a variety of fish and tortoises), an orchid house, butterfly garden, observation deck, chickee huts and a collection of iguanas and native Florida wildlife. The Science and Nature Camp is a 10-week program for children ages 611 focused weekly on themes that include ecology, microbiology, recy-

cling and similar environmentally oriented subjects. AROUND TOWN Plenty of topics covered during a busy agenda of West Kendall’s Community Council 11 on June 10. Among the highlights: • Resolution initiating a West Kendall charrette to review and recommend future planning to accommodate already growthsaturated neighborhoods and commercial areas of this sprawling suburban area, moved by Vice Chair Jeff Wander following activist Martha Backer’s request that pushed the project earlier this year. • Protest by Lawrence Percival of new FDOT planning that would close off the southbound ramp to enter Florida Turnpike at SW 152nd Street, creating a ridiculous pattern for area drivers to head north to go south! Council will investigate, pronto! — even tho’ actual project development is likely five or more years distant. • Credit to Chair Patricia ‘Shannen’ Davis with her insistence that MDC budget folks meet with the Council early enough each spring to review West Kendall’s “wish list” of project expenses for the next fiscal year, a matter too often ‘let go’ by previous Councils. • Another star-on-the-forehead for Davis who spotted a DPW $540,000 street lighting project on SW 104th Street between SW 137th and 147th Avenues and wondered if it would revive six-laning of SW 104th, rigorously protested (and defeated) two years ago. Davis insisted on having DPW answers at a Sept. 9 non-zoning meeting. • Deferring to Kendall’s never-ending traffic problems, all future Council nonzoning meetings are set at 7:00 instead of 6:30 p.m. Late-arrivals plague members as well as residents who battle traffic overloads at the height of westbound commuting hours. New timing should shorten

agenda speeches since the Council must vacate the Hammocks Regional Library meeting room when the joint closes at 9 p.m. Keeping track of Kendall Comish voting saw another division on the controversial proposal for a fire fee that may be imposed on tax bills to fund Fire-Rescue shortfalls. First reading of the proposal June 2 ended with an approving 8-3 vote: Chairman Dennis Moss, Joe Martinez and Katy Sorenson in favor; Carlos Gimenez against; and Javier Souto, absent. Final vote now set for July 21. Congrats to Commissioner Katy Sorenson, unanimously elected as secretary of the South Florida Regional Planning Council June 1, following her reappointment by MDC Chair Dennis Moss. Kendall’s Katy previously served from 1994 to 2006, says she’ll “continue to impress upon our State leaders the important contribution that regional oversight should play in the growth of South Florida.” So much for Gov. Christ’s signing of the new developer-backed legislation eliminating Council review of DRI’s (Development of Regional Impact) from the regional approval process. Next on tap for Kendall Federation of Homeowner Associations: review of Baptist Health plans including construction progress of the $160 million West Kendall Hospital. County staff would rather raise taxes, fees than cut expenses R. Kenneth Bluh KENNETH’S COMMENTARY When the real estate market was booming, when property values were going up every day and ad valorem tax revenues increased every year, the Miami-Dade County Commission and county management could find ways to spend the money. We never heard the words “let’s put some away for a rainy day.” Perhaps in their euphoric state they could not foresee the market peaking and revenues to the county going down. Perhaps, they knew that if that day ever came they could find ways to increase revenues so the joy ride could continue. Now that county property tax revenues are projected to drop, by as much as 12 percent according to some prognosticators, the county has started its search for “new” revenue sources. One way, says Miami-Dade County

Mayor Carlos Alvarez, is to increase our millage rates as property values drop. Ten percent of our county is unemployed yet we still see our tax dollars going to buy cars for county management, cars that go home at night so as not to inconvenience department heads and other big shots. Company cars have all but disappeared in private industry. What’s wrong with county execs buying their own cars, paying for their own gas and auto maintenance; they certainly make enough money. One small business owner in his letter to the Opinion page of the Miami Herald wrote: “I can’t reach into other people’s pockets to make up for lost revenues.” He wants to know how the county can think about reaching into his pocket for more money to run the county government. It gets in the craw of the taxpaying citizens when they see our elected officials taking our tax dollars, to the tune of $900,000 per commissioner and creating a slush fund to buy loyalty in their district to make sure that they are reelected. Those are our dollars. Let’s face it. At home we are defer-

––– VIEWPOINT ––– ring that vacation, putting off buying a new auto or even going out to dinner at our favorite restaurant less often. Simply stated, our county government also must learn to live within its income, not always find ways to increase its revenues so it doesn’t have to find ways to cut expenses. We can’t do it; they shouldn’t. County residents also must come to the realization that the services we have become accustomed to receive from our county must be deferred to another year just like our new car or vacation. Now we must concentrate on basic county services: fire, police, transportation and healthcare. That new library, the widened roadway, the new traffic control system on our streets must all be put on hold for another day. Airport expansion must wait unless the airlines can afford

increased landing fees. The performing arts center must pay its own bills and not look to the county for a subsidy. We had better stop looking to our county for all the luxury services unless we are willing to fork over the money through increased real estate taxes. Better we absorb a higher sales tax to cover the basic cost of our public school system than look for a new baseball stadium. I am more interested in a cop on the street than I am in a roof over my head when I watch baseball.

There are growing signs of a fledgling recovery

Al Sunshine 4 YOUR MONEY The signs are unmistakable. Wall Street is slowly but surely rebuilding its losses from earlier this year, with the Dow Industrial Averages repeatedly reaching over the 8500 mark. Wall Street saw a gain of more than 200 points following one of the biggest bankruptcies in U.S. history as General Motors filed for bankruptcy protection. As a result, some financial forecasters believe that we’ll soon begin seeing the first solid signs of a possible nationwide economic recovery. Also, a key manufacturing index is finally showing signs of new growth for U.S. companies. However, the lagging housing markets still remain a critical part of the U.S. economy. Fortunately, the latest April sales figures from the National Association of Realtors show it’s picking up strength. For the third month in a row, existing home sales are showing positive gains. Existing home sales were up almost 7 percent from March — the biggest monthly gain in almost eight years. The good news also is hitting close to home. The Florida Association of Realtors reports April home and condo sales improved from earlier this year. April figures show overall sales up 18 percent statewide, with even better

gains in South Florida. While Fort Lauderdale home sales climbed by 33 percent, they rose a whopping 98 percent in Miami. According to Lane Jones of Coral Gables’ Evensky and Katz, “We’ve probably seen the worst.� So how does one define boosting sales, and why is the housing market improving now? It’s all a combination of rock-bottom bargain prices, more affordable financing and the $8,000 federal income tax credit for new buyers. These improvements are not only boosting housing, but they’re also adding to the growing optimism that Wall Street could be seeing solid signs of an overall economic recovery. Jones adds: “Clearly the stock market had this factored in, and the big bumps are behind us. Wall Street looks at the economy six to 12 months down the road and must believe things look a little bit brighter.� While the latest reports show some U.S. companies finally getting ready for more growth, Americans are not out of the woods just yet. Many still have a tough summer to face. The biggest problem facing our recovery remains how to improve the job market and get companies strong enough to start hiring again. Hopefully we’ll see the first signs of that turnaround later this fall as billions of dollars in federal job stimulus funds start hitting the streets.

High school sports are all about the journey BY GRANT MILLER Publisher Often high school athletes and their parents become frustrated worrying about things over which they have little or no control. High school athletes strive for a spot on the swim team, to maintain a .400 batting average, to make the All County team, land a college scholarship or move on to the Big Leagues. Those accomplishments, though, are a product of the process and not a given reward, for athletics are all about the journey and not about the destination. A young man or woman should participate in athletics to learn the lessons of life — individual striving for excellence, discipline, developing a strong work ethic, dealing with failure and the necessity for resilience. The reason an athlete works so hard today is to insure having the maximum amount of success and enjoyment possible in life tomorrow. In athletics, the next game is the only thing that is a given and the idea that there is a big payoff down the road is beyond the young athlete’s control. Hard work in a home training program is empowering. When an athlete steps into the batter’s box in a game or takes the start platform at a swim meet, he or she is empowered with the knowledge that he or she has earned the right to have success. They have a mental

As time goes by, a young athlete may find the high school team is overloaded with talent and the coach may not think the player or swimmer is good enough to compete for a position. And college scouts may say no and deny the athlete a scholarship. But the young athlete has no control over those opinions, for today they are on a team and tomorrow they have another game. They may get the opportunity to play and they must work hard to be ready for success tomorrow, if given the opportunity. But it is important to remember that athletics are all about the journey and not about the destination. Athletes may or may not play to all their dreams, but when it’s all over, they will be the ones who have learned to work and be the best that they can be. And those memories of the journey, shared with family, will last a lifetime.

BY RICHARD YAGER West Kendall’s $160 million Baptist Hospital will be the first green-certified hospital in Miami-Dade County, featuring environmentally conscious operations when the long-awaited facility opens in 2011, according to Baptist Health South Florida. Use of hybrid equipment as well as the complex construction will provide a “green commitment at the highest levels,” noted Tom Tulloch, Baptist Health’s vice president of construction, as quoted by Resource distributed to Baptist employees and the local community last month. The hospital already has purchased two gas-electric hybrid cars for laboratory uses to deliver specimens and other hospital needs, he said. Among other green initiatives: • “Paperless” systems to reduce paper cost and waste; • Plastic reductions in bottled water supplies; • Low-cost printing on recycled paper; • Waste management recycling systems, and • Employee education on conservation.

Equipment fixtures will vary from energy-efficient light bulbs to use of recycled materials and native (water efficient) plants, as well as eco-friendly paints, tiles and accessories, adding to an eco-friendly status, according to Carlos Monteverde, construction manager for Baptist Health. The features are part of the Incorporated Leadership in Energy and Environmental Design (LEED) standards for environmental responsibility and sustainability. Built to withstand a Category 5 hurricane with highest wind levels, the four-story structure’s structural elements are now taking shape on a 30-acre site at SW 96th Street and 162nd Avenue. A “Green Health Team,” headed by George Foyo, executive vice president of Baptist Health, uniquely demonstrated the West Kendall facility by building a three-dimensional model from bottles, coffee stirrers, fabrics and other recyclables, part of a day-long “Greening Our Future” program that marked an extended Earth Day at South Miami Hospital on Apr. 10. The display was built by Monteverde’s management team as part of a contest that focused attention on savings realized through utilization of recycled materials.

The U.S. Army joined the South Miami Hospital Twilight 5K to support the South Miami After School House and the South Miami Police Explorers. Betty’s Burgers local landmark for burger lovers BY LINDA RODRIGUEZ BERNFELD

Hamburger lovers who haven’t found their way to Betty’s Best Burgers don’t know what they are missing. The restaurant is familiar to anyone who has lived in the south Miami-Dade County area for any length of time. It was known as Fuddruckers for more than 20 years, but when the time came for the franchise agreement to be renewed, owner Betty Amos decided to go it alone. For a brief time the restaurant was named Amos Sports Grille but about a year ago she changed to the name to Betty’s Best Burgers. Anyone who travels S. Dixie Highway south of Kendall Drive probably has seen the Betty’s Best Burgers sign that stands tall above the Busway at the corner of SW 104th Street and S. Dixie Highway in front of the Big Kmart. The food remains good and plentiful and the menu is familiar. “We have tweaked it some,” she said. “We deleted some things, added some things, but it’s not much different. People tell us it’s better than it was.” The food is fresh and delicious and is cooked to order. There is an impressive number of condiments available to put on the burgers or chicken sandwiches

and they are fresh. What has remained constant is the concept of offering good food at a reasonable price, which is one of the reasons why the restaurant is a favorite hangout for youth sports teams and their parents. “It’s still a place to bring your sports teams after the games,” she said. The restaurant can hold 270 but even if it’s full, the interior is roomy so patrons don’t feel like they are sitting on top of each other. There are video games for the kids to play and plenty of big screen televisions scattered around the room to keep up with sports. Amos always is looking for groups to come in on a regular basis. “Thursday nights is motorcycle night,” Amos said. “We have hundreds of motorcycles in the back parking lot. And the first Saturday night of each month we have a classic car show and on the third Saturday night we have a car show but it’s with newer cars.” Amos said bike night draws plenty of motorcycle riders from as far as Broward County, but it’s a family friendly group that loves to sit outdoors and enjoy a cookout. “Families bring their kids even on bike night,” she said. “If they don’t ride the bikes, maybe the father brings the bike.” While the majority of patron’s at Betty’s

Best Burgers are from the neighborhood, there are some nights where patrons travel to go to the restaurant. “They come from everywhere on bike night and car night,” Amos said. “We get a lot from Broward on bike night. We never got them from that far as Fuddruckers because we had Fuddruckers in Broward.” At one time, Amos owned 14 Fuddruckers, including a big one in Coconut Grove, but now she owns only Betty’s Best Burgers.

“You tend to get more involved when you just have one. It’s fun,” she said. “So many of my friends and neighbors frequent the restaurants.” Amos is proud of her restaurant and her employees. She has not had any turnover in two years and some have been with her from when she first opened the restaurant 25 years ago. LET’S TALK CARS The German auto manufacturers are getting some pretty amazing results with their diesel technology, and BMW’s 335d Sport Sedan is just the latest example. With a 3.0-liter, 265 hp sequential twinturbo inline six-cylinder diesel engine under the hood, a powerplant that generates 425 pound-feet of torque, the 335d Sport Sedan rockets from 0 to 60 mph in six seconds flat. Yet, even with that kind of stellar performance, BMW claims the 335d Sedan is the most fuel efficient BMW ever sold in the United States, delivering 23 mpg in the city and 36 mpg on the highway. Equally impressive is the fact that it will travel almost 600 miles on a single tank of diesel fuel. The 335d is a member of the BMW3 Series, which is made up of a collection of rear-wheel drive sedans (AWD is an option), coupes, convertibles and wag-

ons, all available with different engines and a broad range of options, including paddle shifters on the steering wheel and a six-speed automatic transmission. All models share mechanical components and compact exterior dimensions, though there are differences in body style or exterior design. The sedan is the best seller and most recognizable. It has the familiar BMW double-kidney shaped grill and clear covered double-beam headlights that wrap around the fenders and taper to a point. All BMW 3 Series cars come standard with automatic climate and headlight control, a climate-controlled center console, heated windshield washer nozzles, rain-sensing wipers, a power moonroof, 10-speaker AM/FM/CD and BMW’s selfbraking Dynamic Cruise Control. Wheel size varies from 16 to 18 inches and all offer a choice of aluminum or different types of wood interior trims, with vinyl upholstery and a six-speed manual transmission as standard. BMW’s sixspeed Steptronic automatic ($1,325) is optional on all models. Safety features include front-impact airbags that deploy at different rates depending on the severity of impact,

front passenger side-impact airbags and full-cabin curtain-type head protection airbags. Active safety features, designed to help the driver avoid collisions, include Dynamic Stability Control and the latest generation antilock brakes. The ABS preloads the brake pedal when the driver suddenly lifts off the gas pedal, and includes a feature that sweeps the brake discs dry every 1.5 seconds when it’s raining. All models in the 3 Series are keyed on delivering a sport driving experience, with precise handling response and crisp braking capability. Even so, the 335d qual-

ifies for the Burn Technology Motor Vehicle Tax Credit because it uses significantly less fuel and produces fewer greenhouse gas emissions. That means you get “the ultimate driving experience” and, at the same time, qualify for up to $900 in federal tax credits. Base price on the 2009 BMW335d Sport Sedan is $43,900.
