Proposed park cuts spark homeowner groups protests BY RICHARD YAGER iami-Dade Mayor Carlos Alvarez’s proposed 200910 budget, which reduces Parks and Recreation maintenance and staff personnel in Kendall as well as the entire county by 5 percent, sparked immediate protest movements in two East Kendall homeowner associations. A $22 million reduction will include elimination of 227 positions as well as subsidies and staff support for after-school, sports development and summer camp programs in Kendall, according to Edith Torres, Parks Department spokesperson. “It means that the programs will need to be self-sustaining through consumer pay-as-you-go fees,” she said. “In other words, programs will have to pay for themselves (at least break even) or they will be eliminated. All of these programs are available at Continental Park and at other Kendall parks.” In emails to East Kendall Home Owners and Continental Park Homeowner Association members, Holly White, president, said countywide budget slashes will not only affect “over 31 parks across the

Alper JCC announces new officers, board members BY SHEILA STIEGLITZ William Grossman has been elected to a two-year term as president of the Alper Jewish Community Center on the Jay Morton-Levinthal Campus in Kendall. Intercollegiate Softball Coaches Association (NEISCA) all-star first team and to the National Fastpitch Coaches Association New England all-star second team. Nicknamed “T-Bo” by her teammates, Bernstein was elected by them as one of three tri-captains for her upcoming junior year. The Miami native started her career at age 5 as a baseball player at the Danny Berry’s JCC Baseball Camp at the Alper Jewish Community Center in Kendall. After a couple of years excelling there, she was advised by Coach Berry to switch to softball so she could have a future in the game. That proved to be sage advice. Talia starred in the Howard-Palmetto Khoury League at Chapman Field and Pinecrest Park for five years, then had a solid high school career at Coral Reef Senior High under Coach Marenka Bisceglia. The highest level of softball in Florida is often played in the summer, when all-star teams roam the state and nation playing one another, and Talia played for various local summer ball teams, including the Miami Mini Canes and vaunted Miami Stingrays, under coaches Gator Rebhan and Chuck Minder. She was playing at a national tournament in Colorado for the Stingrays when recruited by Wesleyan. Bernstein’s production has soared at the college level. Wearing the red number 9 Wes jersey handed over to her in
2009 by then-graduating Palmetto High School/Miami Stingrays/ Wesleyan Cardinal star Molly Gaebe, Bernstein has started every game of her two-year career at first base for Wesleyan coach Jennifer Lane. She hit .397 in her freshman year and broke the school record for doubles in a season with 10, helping the Cardinals win the NESCAC West Division the past two years. The conference crown has eluded Wesleyan the past two seasons as they fell in the title game in each of the past two years to rival Tufts University. In naming her a Jewish All-American, the Jewish Sports Review noted that “she punished the softball,” hitting an “outrageous” .482 (first on her team, second in the conference and 16th overall in Division III nationwide) for the season on 55 hits in 144 at bats, a school record for hits in a season. She had three home runs and led Wesleyan with 28 RBIs in their 37 games this year. Talia’s .528 on base percentage was 39th in Division III, and she fielded at an impressive .903 clip. With 106 base hits in only two years, she is the first Wesleyan sophomore in history to eclipse 100 hits; the all-time school hits mark is 173. An environmental sciences major at Wesleyan, Bernstein is spending the summer in New York City interning at the Environmental Law Clinic at Columbia University. She will study at the Danish Institute for Study Abroad in Copenhagen in the fall semester before returning to help Wesleyan compete for the NESCAC championship in 2010.

county but also marinas, zoos, pools, nature centers, golf courses, and art and culture experiences. “If marinas and nature centers are closed down, our children will not get to see the beauty of the environment and learn how they can help protect the area they live in,” she said. “After school programs and summer camps safely send children to local parks where they can find a safe educational program and have experiences they might not ever get to see or do,” White said. “These programs help kids from the time they are 6 years old all the way until they are adults, lessons that stay with them their whole life.” White said elimination of jobs also eliminates maintenance and security, urging association members to “support MiamiDade Parks and Recreation by sending this email to all of your friends. The pair was among more than 40 youthful middle school students and senior high counselors who crowded the KRMC lobby to observe computer terminals, visual screens and robotic devices that are breaking new ground in modern surgery. Highlight of the afternoon program was the demonstration by Dr. Nicholas Lambrou, KRMC staff urological specialist, with Dr. Ricardo Estape, who introduced students to a Da Vinci surgical robot with multiple arms for team surgical procedures. The development of the Da Vinci Surgical System is being used by an increasing number of surgeons worldwide for prostatectomy and other urological procedures. Tiny metallic pinchers and grips provide surgeons with the capacity to perform complex surgery using a minimally invasive approach, controlled from a central console. Doctors Estape and Lambrou, both specialists in gynecology and gynecologic oncology, have been in practice since 1991

As one example of the proposed staff cuts, elimination of $1.68 million and 20 full-time jobs in park maintenance will drop six carpenter positions, causing an overall 7 percent reduction in work orders, according to one proposed budget analysis. “With the proposed cuts to grounds maintenance, residents can expect to see a steady deterioration of the condition of their neighborhood parks — from landscaping to buildings and facilities,” Torres said. “A 25 percent reduction will not allow for proper trimming of grass and trees, maintenance of pools, playground equipment, ball fields and tennis courts,” she said. “Proposed cuts to security will mean there won’t be a security presence on site to provide supervision over kids playing and adult recreation. “We hope people are paying attention right now to what’s at stake,” Torres concluded. “The public should contact their commissioners to make their voice heard before budget decisions are finalized in September.”

AROUND TOWN Who opposes expansion of the US1 Busway into a Sunpass-type toll road? asks an MPO honcho in an “off-the-record” phone call. It’s no secret that several East Kendall ‘actives’ in community affairs who appear regularly at MPO/Transit meetings have begun protesting the idea. Necessity of closing SW 98th Street at the South Dadeland Metrorail Station would create havoc with overloads on alternate streets in the Continental Park area, according to one stressed-out neighbor, long-attuned to county proposals that would upset the peace of that neck of East Kendall woods. Not to mention how a fund-strapped county treasury can pay for major east-west overpasses at SW 104 Street and points south to allay the risk of bone-breaking collisions by ear-to-cell phone speeders, according to another traffic toiler who got our ear. Then, up pops a bulletin from a Stop-theFalls anti-incorporation E-Mail, urging residents write commissioners to turn down the busway as a “Lexus Lane” for “certain” commuters willing to pay $11-12 fees for a US1 bypass. The commissioners “need to suffer the consequences of lousy planning to keep our traffic problems on the front burner. If they don’t have to suffer the traffic, they will be less inclined to try to correct it (while) taxpayers fund these expensive trips as ‘travel’ expenses,” our correspondent sez. Limit busway travel to buses and emergency vehicles — only! So declare several who have caught our ear when buzz about the busway boils up in conversations. Even so, let’s keep an open mind and ear to future proposals. Our local traffic still needs all the creative thinking it can afford, now that a Kendall Drive Metrorail is long down the drain!

Insider trading can make senator or congressman very rich R. Kenneth Bluh KENNETH’S COMMENTARY General Motors is having a worse than anticipated quarter. Several members of the U.S. House of Representatives learn the extent of the loss in the course of a committee meeting that keeps on top of the company’s activities since our government became the majority stockholder in GM, information that won’t be public knowledge for a few days. A Washington businessman, whose daughter happens to work as a staffer in Congress, tells her dad of the news she overheard her boss telling his chief of staff about GM’s condition. The Congressman puts in a sell order on GM as a result of the committee hearings. The Washington businessman goes short on the stock. Two days later the news of GM’s worse than anticipated quarter is made public and both the Congressman and the Washington businessman make killings in the stock market.
The Congressman sold his GM stock before the news drove the price of GM down 20 percent. He saved a small fortune. The businessman, shorting the stock, made a pile of money. What’s wrong with this picture? The businessman can go to jail for insider trading. The Congressman can keep his savings and not have to worry as he did not break the law. Wait, I thought that insider trading was against the law. The law says that you can’t use knowledge obtained in advance of the public, to make a profit. People regularly go to jail for doing it. Didn’t the Congressman have to fear the law? No, because members of Congress and their staffs are exempt from the law against insider trading. Does this mean that members of the U.S. Senate and the House of Representatives, who on a daily basis are privy to insider information now that we, our United States government, is a major stockholder in so many large public corporations, can take advantage of this information and make a killing in the stock market? Yes, they can. How can we expect Congress to regulate the operations of the market when they are exempt from the laws they create
––– VIEWPOINT ––– to protect the community from skullduggery? We can’t! Try this scenario: A well-to-do citizen has a friend running for reelection to Congress. He goes to the Congressman and says, “Hey buddy, I’ll make a major contribution to your national committee, and give the maximum I can give to your reelection fund; my wife too, if you watch out for me.” “What do you need, my friend?” responds the Congressman, looking around the room to make sure no one is listening to their conversation. “You sit on the General Motors oversight committee. I know you are made aware of information about GM’s financial condition before the general public knows, right?” “Right!” “It’s not illegal for you to use this information, so pass the news on to me, I will buy or go short on the stock in your name and we will make a financial killing! Okay?”
“Okay!” It’s hard to believe, but two members of Congress, Louise Slaughter (D-NY) and Brian Baird (D-WA) have introduced legislation that would prohibit lawmakers and their staffs from trading stocks or engaging in other financial transactions based upon information they learn in their jobs that is not available to the public. It’s nice to know someone in Congress is looking out for us. Just don’t bet on this bit of insider information that the proposed law will pass. If you make that bet, you are a sure loser.

Florida foreclosure numbers nothing less than shocking Al Sunshine 4 YOUR MONEY The latest Florida foreclosure numbers are nothing less than shocking. We still are one of the worst states in the nation in terms of statistics, with one out of every 33 residential units now facing foreclosure action. South Florida has it particularly bad, with a record number of South Florida residents still losing their homes despite foreclosure moratoriums and billions of dollars in federal aid. The numbers for the first half of 2009 are going from bad to worse according to National Real Estate Analyst Realty Trac. It reports more than a quarter million Florida homes faced foreclosure filings the first half of this year, which is equivalent to one in every 33 properties. These numbers now lead some financial analysts to believe that South Florida’s recovery could stall until the state’s foreclosure epidemic stabilizes. Coral Gables Financial Analyst Lane Jones of Evensky & Katz tells me, “Certainly if some forecasters believed we’d see an improvement in the third or fourth quarters, it would give them some room to pause and perhaps realize the recovery may not get going as quickly as we’re hoping.” Our growing foreclosure rate raises serious questions about whether banks are doing enough with the $50 billion
worth of federal funding earmarked to keep people in their homes. The head of the Florida Bankers Association insists local banks are willing to help customers. Alex Sanchez recently told the Associated Press, “Go see your banker. Tell your banker about your need. Let him or her know you’d like to work something out, and I think you’ll find that most banks, if not all, will work with the customer to keep the Florida family in their home.” Florida Governor Charlie Crist, who’s now running for U.S. Senate, remains upbeat. “We could hope for a better economy, and I think that’s the most important thing we need,” he said. “Obviously, we need that to happen and hopefully that is going to happen.” Some local analysts say, however, that we’re now sinking even deeper into a negative growth cycle for our local housing markets, with foreclosed properties continuing to glut the local real estate market. That, in turn, is depressing prices and lowering local tax bases. It also is blocking the new residential construction that’s so vital to getting people back to work. With very few signs of improvement — despite what our state and federal politicians keep promising — the cycle of recession continues for South Florida.

BY ALEJANDRA CASTRO-NUÑEZ Miami-Dade Fire Rescue (MDFR) has received 27 sets of pet oxygen masks that were donated by the Miami Obedience Club. “We are very grateful to the Miami Obedience Club for its generous contribution,” said Fire Chief Herminio Lorenzo. “With the addition of the 27 sets, a total of 46 fire units will now have these valuable life-safety devices for our four-legged friends.” Formed in 1961, the Miami Obedience Club is an AKC-licensed dog obedience club that takes great pride in training
owners to train their dogs. All ages, from puppies to older adult dogs, are accepted for training in a group setting on Monday evenings at Tropical Park. MDFR still needs 52 additional sets so that every response vehicle can be equipped with the pet oxygen masks. The masks are used at fire scenes where pets are rescued and require oxygen. Like the oxygen masks used by humans, the pet masks provide oxygen to dogs and cats that have suffered from smoke inhalation during a fire. They are specially designed to fit over an animal’s snout, and they come in three different sizes.

New high school in Homestead offers 21st Century approach BY ELLEN SCHULMAN The Homestead City Council recently approved plans for the new Mavericks High School of South MiamiDade County to be located at The Chamber Centre, 698 N. BY TERRENCE BROWN Great Florida Bank is teaching third, fourth and fifth grade students at Highpoint Academy in west Miami-Dade County the importance of learning to save with a bank course that offers real world experience. It will lead to the establishment of the Highpoint Academy Savings Bank staffed by students. “By learning to save at a young age, kids gain an early appreciation for the basics of money management,” said Ana Maria Perez, market lead with Great Florida Bank, who started the program with three other bank associates. “Ultimately, we are teaching sound money management skills designed to last a lifetime.” Perez and her team have been teaching the students the basic principles of banking, including: deposits, withdrawals, interest rates, building credit. Students entering fifth grade in the fall who are interested in applying for a job as a “relationship banker” or “ambassador” at the Highpoint Academy Savings Bank were asked to fill out an application. Great Florida Bank associates then interviewed students. Parents of the students applying for the jobs were invited to join in and witness the interview process. Alicia A. Casanova, principal of Highpoint Academy, believes the program not only will encourage the students to save, but also teaches them real-world skills.
“We’re all very excited about this venture since our students are learning hands-on at an early age not only about the importance of saving money and how the banking system works, but also how to interview and apply for a job and then assume the responsibilities the job requires. These are important skills that will translate into any field the students decide to pursue,” she said. Here’s how the Highpoint Academy Savings Bank works: All students in grades 1-5 are encouraged to open a Great Goals Kids Savings Account. Parents have been asked to send a check payable to themselves in the minimum amount of $25 to open the savings account. Starting in the fall, students who have open accounts will be able to make deposits/withdrawals every Friday morning from 9:30 to 11:30 a.m. A Great Florida Bank associate will be at the Highpoint Academy Savings Bank every Friday morning to teach and assist the student “relationship bankers” and “ambassadors.” “This program benefits our customers and our communities,” said Marilyn Orozco, a loan consultant with Great Florida Bank who recently taught one of the classes at the school. “We know that the earlier people learn the importance of sound money management, the better off they will be. Boy Scout Troop 10 earns ‘Best Overall’ at Camporee BY CARYN TANIS BOREN Boy Scout Troop 10 from West Kendall won Best Overall Troop for the fourth year in a row during the recent Hurricane District Camporee. Winning the title involved multiple activities which all had designated point values, including a photo hunt competition which began a month prior to the Camporee. Clues were given for locations of significance throughout Miami-Dade County and Scouts had to determine the locations, then have a photo taken wearing their Scout uniform with an adult leader and holding a troop flag. Several organized outings also scored points from watching a movie to bowling a few games. Daytime activities at the Camporee involved a gateway competition, an ice cream eating contest and a water balloon catapult event where adult leaders were the targets. Evening competitions revolved around the Camporee theme of a Hawaiian luau, which included a skit and other events where Scouts were required to demonstrate skills such as first aid and knot tying.

Miami Civic Music Association announces 77th season lineup BY ROBERT HAMILTON The Miami Civic Music Association will begin its 77th season of concerts on Friday, Oct. 2, at 8 p.m., with the Frost School of Music Symphony Orchestra conducted by Thomas Sleeper. The featured soloist will be pianist Tian Ying in a performance of Beethoven’s Piano Concerto No. 5, E flat, Op. 73, the “Emperor.” Mr. Ying has been the winner of many prestigious awards, including high honors at the Eighth Van Cliburn International Competition and is well known for his eloquent, poetic, dramatically intense performances. He has appeared with orchestras and in solo recitals throughout the United States, Europe, China and the Far East. Civic’s second concert on Sunday, Jan. 24, at 4 p.m. will feature Tian Ying in a solo recital. The 11th annual Piano Gala on Sunday, Feb. 14, at 4 p.m., will feature Rosalina G. Sackstein, piano, with guest artists in a program of music by the great classical composers arranged for two pianos. Always an audience favorite, this annual event is a fundraiser for the Rosalina G. Sackstein Piano Scholarship Endowment at the Frost School of Music. On Sunday, Mar. 7, at 4 p.m., internationally recognized soprano Margarita De Arellano will make her first appearance with Civic. De Arellano is a graduate of the Frost School of Music and the Juilliard School and made her opera debut as Gilda in Rigoletto at the Prague State Opera. She has appeared in leading soprano roles in operas by Bellini,
Donizetti and Verdi with the Bayerische Staatsoper, Munich Opera and the Stuttgart Opera. Other performances include appearances with opera companies in Berlin, Vienna and Florence as well as the Seattle Opera in the United States. She has performed in concert with the Berlin Philharmonic, Vienna Philharmonic and the Israel Philharmonic. Her performances have received critical acclaim wherever she has appeared. A very special event, presented in cooperation with the Friends of Chamber Music, will feature four of the finest chamber musicians performing today. The ensemble includes Joseph Kalichstein, piano; Kyoko Takezawa, violin; Cynthia Phelps, viola, and William DeRosa, cello. They will perform on Sunday, May 2, at 4 p.m. The final performance of the season on Sunday, June 13, at 4 p.m., will be the annual Young Artist Debut concert. In February 2010, the Eighth National Chopin Piano Competition of the United States will take place at MiamiDade County Auditorium. This prestigious competition attracts talented young pianists from all over the United States and this concert will feature one of the most talented finalists in a solo recital. LET’S TALK CARS The Dodge Caliber is an odd looking vehicle with its “techno” design, yet it has the functionality of three different vehicles — a station wagon, a hatchback and a minivan. The Caliber made its debut as a 2007 model, replacing the Neon, and little has changed for 2009, though the high-performance SRT4 model was added to the lineup last year. Four models are available, all with four-cylinder engines — SE, SXT, R/T and SRT4 — and either front-wheel drive or all-wheel drive.. The SE and SXT come with a 148-hp 1.8-liter engine (a 158hp 2.0-liter engine is an option for the SXT). The R/T gets a 172-hp 2.4-liter engine and the SRT4 comes with a 2.4liter, 285-hp turbocharged powerplant. As for transmissions, the 1.8 liter engine is mated to a five-speed manual gearbox; the 2.0 comes with a continuous-
ly variable automatic transmission (CVT); the 2.4 is available with the five-speed manual in the front-drive R/T, and the CVT in the all-wheel drive R/T; the SRT4 comes only with a six-speed manual gearbox. Caliber is a five-passenger, five-door vehicle and it does have some practicality in its design and function. The familiar Dodge crosshair grille and large flanking headlights dominate the front. The lower bumper separates the grille and headlights from a lower air intake and fog lamps. The side features a wedged beltline and bulging fenders, tires that fill up the wheelwells and longitudinal moldings with a chrome accent along the lower doors. The roofline arches from the base of the hood and flows over the side doors into the upright lower liftgate. The rear is accented by a short overhang and a steeply raked back window beneath a lipped spoiler. Oversize taillights jut from the fenders. On the inside, there is plenty of headroom in the front passenger compartment and the front seats are comfortable. senger seat) allow for even more hauling space and room for long items such as skis, surfboards or ladders. There’s even a cooler for the glove box to keep water bottles and canned drinks cold. New for 2009 are Uconnect Tunes and Uconnect GPS. Uconnect Tunes includes a 30-gigabyte hard drive for storing as many as 6,700 digital songs or photographs, and movies can be played on the dashboard navigation screen when the vehicle is in Park. Uconnect GPS combines the features of Uconnect Phone and Uconnect Tunes with navigation and real-time traffic. The system includes an
integrated voice recognition system and touch screen for easy operation. There’s also a drop-down stereo speaker in the liftgate that’s ideal for tailgate parties. Base pricing on the 2009 Dodge Caliber ranges from $14,000 for the SE model to $22,435 for the high-performance SRT4, though you might find those figures much lower in today’s environment.
