$4.2M allocated for airport runway extension BY RICHARD YAGER $4.2 million Federal Aviation Administration grant will provide development funding for a 1,000-foot runway extension at Kendall-Tamiami Executive Airport, according to the Miami-Dade Aviation Department. A symbolic check presentation was scheduled for county officials and guests to mark the occasion on Monday, Aug. 31, 10 a.m., at FalconTrust Air’s luxurious headquarters. Total cost to extend the existing 5,002foot runway is currently estimated at $4.43 million, with the balance provided by FDOT (Florida Department of Transportation) and from a department capital improvement fund, according to Greg Chin, Aviation Department spokesperson. “The 1,000-foot runway extension from 5,002 to 6,000 feet will allow more advanced jet aircraft to increase fuel or cargo loads to key destinations in Central and South America and the Caribbean currently unattainable without first landing and refueling at other airports,” according to the Aviation Department’s presentation announcement. Based on the current funding schedule, the runway extension could be completed for use during 2010, Chin said, noting that “economic necessities of the times” forced a cutback in a 2006 plan extending the runway by 2,350 feet at a cost of $11.5 million. Runway extension progress was scheduled for a report by Aviation Department representatives during a Kendall Federation of Homeowner Associations (KFHA) meeting, scheduled at 7 p.m. on Monday, Sept. 14, at the Kendall Village Center, 8625 SW 124 Ave. “The meeting was originally set to hear about several airport matters, including the runway extension and

Currently HARB employs various positions that are full time, part time, and temporary assignments. Satellite Services Inc. 557 yo-yo simultaneously to break a world record BY SUNNY YU Molina Healthcare and Florida International University (FIU) joined together on Monday, Aug. 24, to successfully break the world record for the most individuals to yo-yo simultaneously. Molina Healthcare and FIU gathered 557 participants on campus to yo-yo simultaneously for two minutes to break the previous record of 493 yo-yoers set earlier this year. “We are very excited about the record,” said Michael Siegel, MD, Molina Healthcare’s vice president/medical director. “But as a healthcare company, we are even more excited about the opportunity this event provided us to bring attention to the adverse effects of ‘yo-yo dieting.’ “In January, Men’s Health magazine named Miami, FL, as the ‘fattest city’ in the nation, so FIU and Molina used the yo-yo and the world record event as a visual to provide education about living healthy lifestyles.” According to a recent study from the Centers for Disease Control and

Then there is the obvious method for obtaining employment on an Air Reserve Base – enlist. “Not only can you work on the base as a traditional reservist but civilian employers also look at the experience and discipline that military members have from their military experience,” said Senior Master Sgt. Rondey Bullock, senior recruiter. “It is a great reference to put on a resume.” High demand career fields are offering enlistment bonuses as an extra incentive for entering the Air Force Reserve and performing a job that is critical. Right now there are positions offering $15,000 to $20,000 sign-on bonuses, Bullock said. Another incentive for joining the Air Force Reserve is that in times of unemployment in a civilian career, reservists can find work on base in their units or deployments, he said. Councils needed, audience or not! Michael Miller EXECUTIVE EDITOR
AROUND TOWN At an August meeting of East Kendall Community Council, a resident surmised that low attendance at Council meetings equated with disinterest in local affairs; that the only time people turn out is when a volatile issue occurs. The conclusion: Councils may be an unnecessary element in Metro government. Regular meeting attendance, however, is neither a barometer of community interest nor the reason we elect those to act in our behalf in the first place. From Councils to Congress, people do not attend regular meetings of government bodies because they’re enchanted with watching those elected perform the routine responsibilities of their office. We empower elected officials so we can go about our business without having to watch them perform, let alone monitor their actions. A ‘watchdog’ press has always performed that role in behalf of public interest as an essential part of how democracy works. It’s why Thomas Jefferson once said he’d prefer newspapers without government than government without newspapers (computerized communication won’t change that philosophy). No, big audiences at government meetings are really barometers of dissatisfaction with a current issue, just as heated Town Meetings on federal health care reform are proving. Lack of an audience is not a gauge of necessity to justify dismantling local Councils that operate as the only local voice in unincorporated areas of the county. They should remain in place, and we suspect Commissioners will realize that fact before removing them as their (and our) sounding board for non-zoning issues. Update on Killian Library from MDC
Parks says that clearing work at northwest corner of Killian Drive and Galloway Road is not designed to begin construction, just to open the area for recreational use by neighbors. Long-term construction of a new library in a “passive” setting as a joint Parks-Library project is still at least four years away in the BBC Capital Improvements bond funding, currently listed for year 2014. Open House to develop more interest in the Biscayne Trail near Black Point Park and Homestead’s Bayfront Park will showcase Park Department’s concepts for the bikeway development, southernmost end of a project that interests bikers in southwest Dade who are also pushing for improvements fro SW 67 Avenue to downtown Miami. The Biscayne Trail meeting will be held from 7 to 9 p.m. on Wednesday, September 16, in the Minor League Clubhouse of Homestead Sports Complex 1601 SE 28th Avenue. Michael Herrera, Kendall Police District chief, advises that two residential crime trends continue to be a concern, including rims and wheels stolen from high-end vehicles (“especially Escalades”). His advice: keep vehicles parked in well-lit areas. The other: tailgate doors stolen off pick-up trucks. Maj. Alexander Casas, Hammocks District commander, also reports residential robberies and commercial thefts are the only crimes with slight increases in recent months. Both say: keep police informed of all suspicious activities at once to give them the best chance of nabbing lawbreakers. Alvarez talks out of both sides of his mouth R. Kenneth Bluh KENNETH’S COMMENTARY Pray, my friends, that The Miami Herald, El Nuevo Herald, and Miami’s Community Newspapers never go out of business. Without the written word we would never learn of the abuses showered upon us by our elected officials. Television gives us the “highlights” of local news, but the written word gives us the details that we need to support our attempts to control our elected officials. Talk about Nero fiddling while Rome burned. Our county government executives are setting our community on fire and sitting back and receiving the rewards of a government gone haywire. Take the headline that read “The mayor’s big-raise club.” Miami-Dade Mayor Carlos Alvarez has the chutzpah to tell our rank and file county employees that they must live with a substantial pay cut and his proposed firing of 1,700 employees. Yet, at the same time he rewards his “insider” staff with raises that, even in good times, would
be considered excessive. His chief of staff, for example, received an 11 percent pay raise increasing his salary from $185,484 to $206,783 plus benefits. If for no other reason, the mayor should be removed from office. This is the same mayor who proposed and supported giving the owner of the Florida Marlins a $525 million ballpark while the county is closing public parks, reducing library hours, gutting social service programs, and making county employees receive less in their pay checks. This is the same mayor who is eliminating 14 of our 19 arts grant programs. The financial support for the arts is going from $14.3 million to $4.4 million. True, we must cut the budget in “all” areas but to read the story about the cuts in the same edition of the paper that tells us about county executive pay raises is really hard to take. The same edition of the Herald that told of executive pay raises ran on page one of the “Issues & Ideas” section, the headline “At new PAC, same tired tune.” This is the story about the $47 million South Miami-Dade Performing Arts Center, that is “still” under construction — two years behind schedule, $3 million over budget and not ready for use.
––– VIEWPOINT ––– County overseers and the contractors continue to fight over specifications and construction. Meanwhile, a building “under construction,” awaits possible damage from a hurricane. I hope you didn’t read the whole article if you have high blood pressure. The story of the South Miami-Dade Performing Arts Center, as told by the Herald, is the same story as the expansion at the Miami International Airport, the performing arts center in downtown Miami, the Metrorail usage original proposals and the MIA North Terminal — all behind schedule, all over budget (our money), poorly conceived and poorly managed. And, don’t forget the miles and miles of proposed Metrorail expansion that never took place. There is a glimmer of light. Citizens are starting to react to the way our elected officials are spending “our” money. Example: A group of knowledgeable citizens are meeting in Coral Gables, starting a “Citizens Review” of county, municipal
and school board budgets. One member, Republican Dean Santoro is quoted as saying, “We are educating ourselves. We have fallen asleep. We elected officials and said ‘Go take care of this for me.’ Have they taken care of it for you?” This is “our” county government management. We elected the men and women who are running our government. President Harry Truman once said, “The buck stops here!” He accepted responsibility for the running of our government during his administration. We, the voters of Miami-Dade, are responsible for electing those who run our government. Are we going to do anything about it at the next election? I sure hope so!

Is South Florida recovery just around the corner?
Al Sunshine 4 YOUR MONEY It sounds like something out of Mission Impossible because it shares the same initials: IMF. But in this case, IMF stands for the International Monetary Fund. It’s an international financial think tank that guides and coordinates international monetary policy. Of course, that sounds like pretty esoteric stuff. So when I just saw their latest headlines, it really made me read the fine print. The IMF reports, “The global recession is over and a recovery has begun,” reports Olivier Blanchard, the groups’ top economist. He goes on to caution that the global turnaround will not be simple because, “The crisis has left deep scars, which will affect both supply and demand for many years to come.” The group predicts unemployment will continue and that there still will be some very major issues to be resolved both globally and by individual countries. So what does this mean to us here in South Florida? Is our recovery just around the corner? As we enter the height of the third quarter, with Labor Day getting closer every day, there are some signs that the recession is easing. Many economists predicted we would see improvements by the Third Quarter and they are starting to be seen more clearly almost weekly. Our real estate markets are showing new strength in both the condo and single-family home sales as prices may be bottoming out. Unemployment may be bottoming out, but there is no new rush to rehire former workers. Foreclosures around South Florida are slowing, but most experts predict the problem is far from over. Even more families are expected to lose their homes through the fall. Wall Street is recovering slowly, although we still are seeing too much volatility to encourage more smallinvestor money invested in the markets
at this time. Our 401Ks are regaining some of their lost value, but nobody is really comfortable yet increasing their contributions because they’ve lost so much of their money the past year. Our banks seem stable, but just recently Colonial Bank was seized by the Office of Thrift Supervision in the year’s most expensive FDIC takeover. Expected banking failures recently led the Feds to open a new “Regional Satellite Office” in Jacksonville to handle the glut of bank seizures forecast for around the Southeastern United States. All mixed signs of the “deep scars” will remain as global reminders of just how deep this recession is and how long it may take lead us to finally say, “It’s history.” So is the recession over for us? I don’t think so. If global markets start improving, South Florida’s international trade and international tourism will start improving too. That will help to get local businesses hiring again. I think we already are seeing some very positive signs of improving investment in the real estate markets, with many foreign investors buying up local homes and condos. The global recovery still is in its infancy. It will take awhile to be felt in South Florida because of how deeply we still are feeling our stalled local construction industry. We’re still being asked to wait for the full impact of Washington’s Economic Stimulus Plan to be felt. But some money-crunchers at the Palm Beach Post recently found Florida ranks dead last in the country for per-capita spending of Federal Economic Stimulus Funds. What’s more, until we start seeing a lot more new jobs, it may still be a while before anyone feels comfortable enough to say, “South Florida’s recession is over.” Still, the light at the end of the tunnel may be a little brighter now than a few weeks ago. Unfortunately, the tunnel is turning out to be a lot longer than anyone expected.

Alper JCC teams win medals at Maccabi Games BY SHEILA STIEGLITZ After winning the bronze medal in 2008, Team Miami earned a silver medal in Flag Football at the 2009 International JCC Maccabi Games in San Francisco, CA. Over 1,300 Jewish teenagers, ages 1316, traveled during the first week in August, coming from Israel, Great Britain, Guatemala and Mexico to several host cities in the United States. Here they participated in a friendly and competitive annual sports event, infused with and guided by their Jewish values and heritage. During the past five years, parent Jack Gervais has coached both Flag Football and Girls Soccer for the Alper JCC’s Team Miami delegations. “The Maccabi Games offers a tremendous opportunity for growth for these kids in sports as well as in life,” Gervais said. He sees the teens becoming better human beings, learning to be more compassionate, dealing with others, and participating in friendly competi-

Joining Coach Gervais at the Games was Sean Chase as assistant coach and Gabe Mendoza as team manager. Because so many sports are represented at the Maccabi Games, a separate group of teens traveled to San Antonio, TX, where Team Miami Girls Soccer won the gold medal and the Boys Basketball won silver. “I have been coaching over the past eight to 10 years and participating in the Maccabi Games has been, by far, the most rewarding of all of my soccer experiences,” said Brad Sokol, head coach of Girls Soccer. “Over the years, I have had the opportunity and pleasure to touch the lives of almost 100 Jewish teenage girls, some of whom have little Jewish background. Through the JCC Maccabi program, we have been able to instill a sense of Jewish identity, while at the same time teaching them about good sportsmanship, rachmanus (fairness) and Tikkun Olam (repairing the world through community service).” Girls Soccer had won two consecutive silver medals in past Maccabi tournaments, but their 6-0 record at this year’s games, brought them their first gold medal in team history. They won in an overtime thriller over Philadelphia, when Team Miami converted four Penalty Kicks to Philadelphia’s three to seal the victory. Heading Alper JCC’s Team Miami San Francisco delegation was Doug Buckley, JCC athletic director, who oversaw both baseball and flag football. After a challenging series, the baseball team won three games and lost two.

Moss, Commissioner Katy Sorenson and representatives from the Office of Strategic Business Management (OSBM) addressed a crowded room of concerned citizens and organization representatives on Aug. 18 at the South Dade Regional Library in Cutler Bay. Commissioner Natacha Seijas was also in attendance among the citizens. Some 400 plus constituents filled the library with hopes of either voicing their concerns about the need to preserve their much-needed local organizations or to hear county commissioners’ explanations and strategies on how they plan to balance the 2009-10 county budget. The Office of Strategic Business Management provided a copy of the mayor’s proposed budget for each participant with Spanish and Creole interpreters on hand to assist. Individuals affiliated with local organizations and agencies such as Farm Share, 4-H, Haitian-American Organization for
Women (HOW), Miami-Dade Parks, and various youth and elder-care programs, spoke passionately about the significance of the local services and programs they heavily depend upon in their communities. Moss shared that the members of the county Budget Committee, county administrators and the OSBM will be working long and hard together attempting to make recommendations on how to balance the county budget. He went on to re-emphasize the importance of the citizens of Miami-Dade County to come out and express their concerns at the upcoming budget hearings. “I want each and every one of you to make a special effort to attend the two county budget hearings scheduled for Sept. 3 and Sept. 17 at the County Commission Chambers at 5:01 p.m. It is very important that you come out and be heard because this affects us all,” Moss said. Commissioner Sorenson serves as chair of the Budget, Planning and Sustainability Committee.

Shake-A-Leg Miami challenges volunteers to get ‘Ship Shape’ BY CINDI PERANTONI Shake-A-Leg Miami (SALM) — a community-based aquatic activities center serving able bodied individuals as well as those with physical, developmental, and economic challenges — recently announced a new initiative, the “Ship Shape Project,” developed through a partnership with Professional BoatBuilder magazine (Brooklin, ME), a trade publication dedicated to those working in design, construction and repair in the boat-building industry. The Ship Shape Project fast-tracks an upgrade for the non-profit organization’s Coconut Grove facility, including the fleet of boats in its community sailing program. “During the next seven weeks we are challenging our staff and volunteers to make improvements on every boat in our fleet, with the deeper goal to create a model that demonstrates best practices in community boating center operations including programming, facilities, the fleet, training, and partnerships.” said Harry Horgan, CEO and co-founder of SALM. During the initial phase of the project, SALM urgently needs volunteers — including marine industry professionals as well as local supporters — for immediate hands-on tasks including boat maintenance, safety and basic repair. Every boat in the fleet will have its own Ship Shape Team with a minimum of four members. Teams with more members and higher skill levels will tackle large projects, while others can make substantial contributions by cleaning boats or working on maintenance, repair, and beautification projects around the building or on the waterfront. Volunteer Doug Kraft has taken on the
role of manager for the facility and grounds, starting with a complete refurbishing of SALM’s boat-shop area, with materials and support provided by Ken Batchelor and CMC Construction. Additional volunteer jobs are available for people of all ages and abilities. Think Grandma can’t get arrested? Think again. BY MICHELLE ESTLUND, Criminal Defense Attorney Most people can’t imagine their grandparents or elderly family members becoming involved with the criminal justice system. Usually, the elderly have spent their lives as productive members of society, cared for their families, and served as good examples to the community. The idea of anyone’s grandparent in handcuffs is unimaginable. However, sometimes the natural aging process brings with it unwanted, undesirable, even illegal behavior. An elderly person may insist on driving even though he or she can no longer do so safely, thereby posing a risk to others on the road. Less frequently, families notice marked behavioral changes as a person ages. As some people enter their seventies and eighties, they may lose the inhibitions that prevent most of us from exhibiting certain behaviors, such as aggression, violence, or even sexually inappropriate behavior. Family members often ignore or tolerate this type of conduct out of love, loyalty, or a sense of obligation. When the
senior finally exceeds manageable bounds or offends or hurts a stranger, the police are called, and the senior and the family suffer the embarrassment of an arrest and court proceedings. It’s important for families to realize that if an elderly family member begins to demonstrate unusual conduct, a medical or psychological evaluation may be in order. Additionally, supportive programs exist throughout Miami-Dade County to help manage the senior’s mental health needs. The sooner the behavior is noticed and acted upon, the less likely it is that law enforcement will ever become involved. If the situation has already become a criminal matter, it is important that the authorities understand the nature of the elderly person’s mental state and medical and mental health history. Providing the appropriate information at a very early stage can help to avoid prosecution completely. An early, assertive defense can also help the senior receive the help that he or she needs, while also preserving the reputation and sense of honor that has taken a lifetime to build.

Castroneves grand marshal for revived Grove Bed Race BY MISCHELLA REED He has been to Victory Lane at the Indy 500 three times, and he’s been crowned champion of ABC’s television hit Dancing with the Stars. On Sept. 6 in Coconut Grove, Helio Castroneves again will step into the competition spotlight, this time as grand marshal of the “Great Grove Bed Race.” The Miami resident will lend his magnetic personality and comedic wit — perhaps even some racing tips — to the revival of a tradition that dates back 31 years. “I’ve competed in a lot of different cars in my time, but I’ve certainly never raced a bed,” Castroneves said. “This is going to be an amazing event, and I’m really excited to be a part of it – Coconut Grove definitely will be the place to be Labor Day Weekend. 2010 Chevy Camaro: ‘Muscle car’ blast from the past Ron Beasley AUTOMOTIVE EDITOR
LET’S TALK CARS Muscle car fans have been waiting a long time, but it’s finally here and they are not being disappointed. The new 2010 Chevrolet Camaro is drop-dead gorgeous and runs like the proverbial bat out of you-know-where. With its V-shaped nose, long aluminum hood, short deck, raked windshield and muscular fenders, the new Camaro bears a strong resemblance to its 1967 counterpart, and that’s what Chevy designers had in mind. The power dome hood intake and cooling gills forward of the rear wheels are nice styling touches, even if they aren’t functional. Interestingly, the Camaro is devoid of chrome. The rear-wheel-drive Camaro rides on the same platform as the heralded Pontiac G8 and borrows its engines from Cadillac and Corvette. The 304 hp V-6 is the Caddy contribution and the incredi-
ble 6.2-liter 400 hp V-8 is the same engine that powers the Corvette. All Camaro models can be equipped with either a six-speed manual or sixspeed automatic transmission, with an optional manual shift. The Aisin AY6 sixspeed manual is standard with the V-6, and a Hydra-Matic 6L50 six-speed automatic is optional. A Tremec TR 6060 sixspeed manual is standard on the SS model, and the Hydra-Matic 6L80 sixspeed automatic is an option. The new Camaro is available in three models — LS, LT and SS. The LS and LT come with the V-6 engine; the SS gets the big V-8. The LS has cruise control, a telescopic steering wheel, six-speaker sound system, OnStar, limited slip differential, 18-inch steel wheels and a starting price tag of $22,245. The LT is upgraded with such items as leather upholstery, a six-way power driver’s seat and 18-inch painted aluminum wheels. It starts at $23,880. The SS is the high-performance model and it has a special exterior trim to distinguish it, a stiffer suspension, 20-inch painted aluminum wheels and four-piston Brembo disc brakes. It starts at $30,245.

On the road, the Camaro is a dream to drive. It’s quiet on the highway and impressively fast, the V-6 powered LT clocking 0-60 mph in 5.9 seconds and a quarter-mile in 14.4 seconds. It handles and responds with precision, brakes on a dime, delivers a very comfortable ride and, for a muscle car, gets pretty good gas mileage at 16/24 mpg. Our only complaint was with the interior where there are a couple of blind spots when backing up and the optional retro instrumentation on the console is diffi-
cult to read. And while the trunk space is deep and large, the access opening is relatively small and will not accommodate large pieces of luggage. But, on the whole, Chevy has delivered on its promise to bring back a quality version of the historic Camaro muscle car.

Many homeowners and condominium associations throughout South Florida are experiencing a cash crisis as a result of owners failing to pay their required maintenance assessments. Without this necessary income, the associations bills pile up quickly leaving important services such as insurance, lawn care, management, and maintenance unpaid for, with some vendors unwilling to provide further services. Severe cases can leave associations without enough money to maintain basic necessities such as fire and safety equipment, security gates, and even water and garbage services. To make matters worse, some lenders are refusing to issue loans on the units within these communities and condominiums due to the severe delinquency rates of the associations, essentially putting a freeze on the marketability of such units. Much of the problem can be attributed to investors, many of whom own multiple units in the same community or condominium, not paying their assessments (some of whom receive income from tenants living in their units but still refuse to pay their assessments). An association’s best course of action is to find a competent, diligent and aggressive attorney. Legal incompetence (including not utilizing effective legal strategies for the current market), an attorney’s inability to communicate with the board and manager of the association, and/or the failure of an attorney to proceed aggressively and diligently on behalf of the association, can cause unnecessary delays and additional financial suffering. For instance, some attorneys advise their clients to follow the passive approach of not filing liens against delinquent units and not proceeding with association foreclosures, thinking that lenders will eventually foreclose their defaulted borrowers and pay the association its money. The reality is that in today’s market, lenders are stalling their foreclosures until they find buyers first, so the process can take an unreasonably long period of time. Meanwhile, if the first mortgage holder does finally take title to the unit through its foreclosure, it is then entitled by law to a sizeable write off of the prior owner's past due amounts, resulting in significant bad debt to the association. This bad debt is then absorbed by the association and eventually paid for by the responsible owners who are paying their assessments. To succeed in the current market, associations need an aggressive attorney who files liens against the delinquent unit owners quickly and, in applicable cases, files foreclosure complaints (lawsuits) against the delinquent unit owners to collect the amounts due to the association. There is also a new blanket receivership approach where, by law, associations can petition the court to appoint a single receiver to collect the rents from all tenants living in units that are under foreclosure by the association or which come under foreclosure in the future (which prohibits investors from collecting income from tenants while failing to pay their assessments). Aggressively applied legal pressure against the owner and/or their lender is especially necessary in this type of depressed real estate market and will undoubtedly bring in a lot more money to the association in a much faster time than simply waiting for the lender to come through.
