f soccer still lacks status as a favored sport in Miami, don’t fault Kendall. Three new soccer fields were put into play on Aug. 29 at Kendall Soccer Park off SW 127th Avenue at 80 Street, completing a $5.5 million expansion project solely dedicated to the “other” kind of football. “Soccer games go from early morning to 11 o’clock at night here, day in and day out,” said Jack Kardys, Parks Department director, in introducing District 10 Commissioner Javier Souto who shepherded the expansion to five lighted fields on what was once a neighborhood soccer park. The three regulation-sized and lighted fields of artificial turf were built to host professional matches, according to George Parrado, assistant director of recreation for Miami-Dade Parks. uring World War II Women’s Airforce Service Pilots (WASP) relieved combat airmen for overseas duty by towing targets, ferrying aircraft, even training their counterparts in male-only flying force without ever being recognized for that service. On Aug. 29, long-overdue Congressional Gold Medal citations were presented in person to Ruth Fleischer, 87, Homestead, and Frances Sargent, 90, Cutler Bay, as well as Helen Snapp, 91, Pembroke Pines, who was unable to travel due to illness. ore than a decade of research by the National Center on Addiction and Substance Abuse (CASA) at Columbia University has proven that kids who eat dinner with their families are less likely to smoke, drink or use drugs. Through its Community Action Team (CAT) program, Informed Families is supporting CASA’s national Family Day, Sept. 28, a national movement to remind parents that frequent family dinners make a difference, with its own “Family Day Photo Contest,” open to all families across Florida. With the contest, Informed Families is asking families to submit photos of them eating dinner together for the chance to

part of a War Department civilian corps, U.S. Rep. Ileana Ros-Lehtinen and Miami-Dade County Commissioner Joe Martinez presented proclamations to honor the trio. They were joined by Brigadier General William B. Binger, commander of the 482nd Fighter Wing at Homestead Air Reserve Base. The ceremony was celebrated at Wings Over Miami, the air museum located at Kendall-Tamiami Executive Airport, which breathes life into Florida aviation history with its memorabilia and restored fighter and vintage aircraft exhibits. “It was a great day for all three of us,” said Fleischer, arm-in-arm with war buddy, Sargent, who added, “We all loved to fly. We were just doing our part for our country.”

Detective: Illegal dumping can end in costly fines BY RICHARD YAGER It didn’t take long for Det. Richard Pelland to find a trash violator in West Kendall. “Driving to speak at this meeting, I saw an illegal dumping occur at Miller Road and 167th Avenue, and pulled over to warn the folks they could be subject to a fine,” the 22-year veteran police officer told Citizens Advisory Committee members during an Aug. 26. The violation — dumping trash on a neighbor’s pile, awaiting a legal county pickup. “Any illegal dumping act is subject to fines,” warned Det. Pelland who has been attached for the past five years to the Miami-Dade Police Department’s unit, policing illegal dumping and, if necessary, issuing citations. While casually throwing trash on county swale or vacant lots may seem inconsequential, Det. Pelland said, “Fines for any act of illegal dumping currently start at $250 and run up to $1,000.” He said this includes residents putting tree trimmings on a nearby pile where a county trash pickup has been legally requested. “It’s a source of concern, particularly now that people are worried about the potential of hurricanes and want to get rid of yard debris without waiting for a regular pickup,” he said. “While we’re mainly tracking illegal commercial operators, dumping has become a major issue in the county with 123 felony arrests for violations of oversized cubic foot loads or illegal use of landfill sites in the past 10 months.” As part of an overall effort to tackle both safety and conservation, Det. Pelland serves with a five-man unit to deter environmental crime, much of it

“now under surveillance by cameras,” which are employed to document offenders. Unkempt and trashy neighborhoods can send a signal to criminals that the area is ripe for shady business without interference from unconcerned neighbors, Det. Pelland noted. He advised using the county’s 3-1-1 system to report incidents of illegal dumping, urging residents to carefully record vehicle descriptions and tag numbers for followup. opment, the Kendall Soccer Park expansion was sought by West Kendall Community Council 11 members early in 2000 for location of a new FireRescue Station at 8501 SW 127 Ave., combined with the expansion of a daytime park with two fields to accommodate fast-growing youth soccer interest. “Soccer is a very popular sport here and, on average, the fields here at Kendall are continuously rented out for games or practices,” Parrado noted. “In a recent survey of the department, conducted among 3,000 households to measure leisure interest in the county, more than 10 percent participated in soccer.” Funding for the expansion came from the BBC (Building Better Communities) bond issue, Quality Neighborhoods Improvement Program (QUIP) and the county’s Capital Outlay Reserve Fund.

AROUND TOWN It took a lot of push and shove but an illegally-operated school has finally been closed along Sunset Drive in Kendall, just west of Palmetto Expressway. Earlier this year, East Kendall Community Council 12’s Carla SavolaAscensio strongly voiced complaints of neighbors who wondered how a $1.4 million property suddenly became a private school at 7885 Sunset Drive without proper licensing. Annoyances extended to traffic issues and activities, among them an adult ‘faculty’ member dressed as a mermaid to parade through nearby streets in an open car caravan that witnessing neighbors thought endangered kids riding in the procession. Savola-Ascensio continued to bird-dog the issue, informing Neighborhood Compliance’s Juan Rafael Diaz-Estrada that “lines of cars around 2:30 p.m. awaiting for the gate to be open on Sunset are unbelievable.” Assistant County Attorney Tom Robertson, receiving confirmation of the complaint from Diaz-Estrada, entered an injunction to close the school and reported last week to Ms. Savola-Ascencio: “The operator of the school showed up at the (Sept. 1) hearing and informed the Court that the school did open for this school year and they are in the process of moving. The judge entered an order prohibiting the school from operating and prohibiting anyone other than its owners...from being on the property.” Case — and school — closed. good reason why Community Councils are needed at grassroots levels, an issue that Commissioner Katy Sorenson is expected to enlarge upon at the next Town Hall Meeting of Kendall Federation of Homeowner Associations, Monday, September 14, at 7 p.m. at Kendall Village Center, 8625 SW 124th Avenue. That’s the same meeting when county aviation officials are due to comment on the KendallTamiami Executive Airport noise study. BF Marine’s proposal for an 11-story building at the southwest corner of Bird Road and SW 72nd Avenue was turned down by a split 4-3 vote of East Kendall Community Council 12 to the delight of an objecting crowd that attended the latest public hearing September 1, especially since the Planning/Zoning Department gave its approval to the midrise commercial “tower.” That means, of course, the issue will go to County Commissioners for a final say — with a backing of its own planners. We just heard about the Miami Police Department’s newly-equipped digital cameras to record proof of illegal dumping by surveillance when we learn that Property Appraiser Pedro Garica has deployed two marked white vans for field re-inspections “to ensure fair and equitable assessments for all property owners.” The vans are equipped with digital cameras “to capture street level images of individual properties” and “inventory of improved parcels.” Remember that we’re living in a visual age, folks, so beware of whatever you do in your home digs these days! Choice for Senate: Best for Floridians or just Crist? R. Kenneth Bluh KENNETH’S COMMENTARY The election to fill the U.S. Senate seat vacated by Mel Martinez comes up in 15 months. Voters then will have their say as to who will assume the vacancy. In the interim period our governor has the responsibility of appointing someone who will serve the nation and, more specifically, the citizens of Florida for the balance of Martinez’s term. Many major decisions will be made in the Congress of the United States during the next 15 months that directly affect the residents of our state such as immigration and healthcare. Therefore it is of the utmost importance that the individual who fills the vacancy created by Martinez be knowledgeable, experienced and ready to hit the Senate floor running. We must look at the background and the positions that the replacement holds and how that will affect Floridians in the coming months. In other words

we need an “experienced” replacement — someone who has walked the floors of Congress, someone who will not need “catch up” time to learn the ropes. Gov. Charlie Crist interviewed a list of nine prospects, including three former members of Congress, for the job. Remember, this is an interim position, someone warming the seat while the voters spend the next 14 months selecting between Gov. Crist, who is the leading Republican candidate, and U.S. Rep. Kendrick Meek, the Democratic candidate from Miami. Voters are accustomed to listening to the candidates running for public office, hearing them in debate and making an informed decision as to who will represent us in the halls of Congress. Not hearing what the 14-month replacement has to say, we must dig back into the records to see if we can envision what the replacement will say and do. Gov. Crist has selected a longtime political buddy, his ex-chief of staff and political advisor, George LeMieux, as Martinez’s replacement. Let me say right up front that LeMieux’s record is clean. He has served Crist well as an advisor, as a confidant and as an alter

––– VIEWPOINT ––– ego for the governor. LeMieux’s political positions, taken from his 1989 run for public office, shows him, like his buddy Crist, to be a “liberal” Republican. The only thing we have to determine how he will vote on current subjects is from his political statements when he ran for the Florida House of Representatives in 1989. Unfortunately, that was a long time ago. Much could have changed in 20 years. The Miami Herald outlined his views in 1989 as: (1) Supported gay adoption and same sex benefits. Opposed gay marriage but said the public should vote on the issue. (2) Opposed drilling off Florida’s shore for oil. (3) Advocated tax reform. He favored review of sales tax exemptions that favored businesses. (4) Opposed abortion except in circumstances of incest or parental abuse. (5) Supports the right to bear arms. Said the same waiting period should apply to gun

shows as gun shops. LeMieux sounds like a “middle of the road” guy that could do a good job in the Senate. My objection is that the governor picked LeMieux as a “safe” selection as he knows his buddy will not go to Washington and say “Hey, I like this job; I think I’ll return to Florida and run for the seat.” We would have been much better served if Crist had selected an individual who served in Congress to fill the vacancy. Then we would know, for sure, how we would be represented in Washington. Once again, politics over public service.

Changes in rules helping pull plug on ‘RoboCalls’

Al Sunshine 4 YOUR MONEY One of my frequent pet peeves is getting those annoying commercial telephone calls and hearing a robotic, prerecorded voice on the other end of the telephone. It usually happens when I’m in the middle of doing something else, or sleeping in late over an eagerly anticipated weekend. And it’s usually someone trying to sell me something, or to update me on my car’s service record or to ask me for a donation. In the past, these kinds of calls were generally prohibited unless they came from a business you had a prior relationship with — and offered a way to immediately tell them we don’t want to hear from them anymore. But I never could find an easy way to let them know I’d like them to stop calling and without calling back “during normal business hours,” the darn things kept coming. They could call me whenever they pleased, but I had to wait for “normal business hours” to tell them to knock it off. Fortunately, starting in September, the rules regulating “RoboCalls” are changing. Companies will be required

to have signed approval to legally have their machines call our machines. If they don’t have that formal approval, they’ll be violating federal regulations, making them subject to up to $16,000 in fines per call. That means if you still get any RoboCalls, you may have a valid complaint to file with the Federal Trade Commission. Even so, there still will be some groups allowed to use RoboCalls to reach out and touch you, including banks, healthcare providers and “Informational Recorded Messages.” That also means you should double check all your service contracts and other agreements to make sure there’s no hidden fine print authorizing companies to contact you, without really letting you know you may be setting yourself up for even more RoboCalls in the future. In the past, telemarketers have found too many hidden loopholes in the law to stay in business. It almost seems as if so many laws are intentionally watereddown to allow the scammers to stay in business. And if you ask me, there are still too many exceptions to the RoboCall rules. But maybe we’ll get a lot fewer now.

Marine meets newborn from 8,000 miles away BY TANYA WALTON Thanks to the extraordinary efforts of Homestead Hospital and the Freedom Calls Foundation, which built a satellite network to keep families connected because there is no Internet infrastructure in Iraq, Marine Lance Corporal David Reza, stationed in Al Asad, Iraq, met his newborn daughter, Jordan Izabella, from the front lines of Iraq on Aug 15. LCpl Reza’s little girl was born two weeks early at Homestead Hospital’s Birthing Suites, and he came off the battlefield to welcome her into the world. He was on the phone with the baby’s grandmother while his wife, Olga Reza, also a Marine, was in labor. The next day, the family met via videoconference. “I’m so thankful that Homestead Hospital stepped up to help us in our time of need; I thought I’d be having this baby alone,” said new mom Olga. “We never could have imagined that David could be here to meet the baby when he is 8,000 miles away fighting a war. This means the world to me and my family,” she added.

Rodney Barreto, chairman of the South Florida Super Bowl Host Committee, is working on his fifth Super Bowl. “This is my second one as the overall chairman,” the Kendall resident said. This is the area’s 10th Super Bowl. Five were played in the Orange Bowl and this will be the fifth at what is now LandShark Stadium. Over the years, the efforts to secure the event morphed from just Miami-Dade interests to include a much larger area. “It’s a partnership between MiamiDade, Broward and Palm Beach counties. And this year we’ll have Monroe County,” he said. “And the cities. We rely on their participation.” There will be opportunities for events all across the region, including a huge event at Vizcaya. “It’s good to move it around and it gives people a different look at a different experience,” Barreto said. The festivities allow visitors to see much of South Florida, not just their hotel and the stadium. “This year we’ll have the actual media center located up in Broward County at the Broward Convention Center,” he said. “The Headquarters Hotel will be in Broward. We will have a team located in Miami-Dade County and a team located in Broward County.” The Host Committee moves the Headquarters Hotel from county to county to help spread the wealth. The game brings with it a major economic shot in the arm. Barreto said that studies showed the 2007 Super Bowl had a $468 million local economic impact. “In Tampa, they said it was north of $300 million,” he said. “I would believe ours will be north of $400 million.” Those are strong numbers in an area where the economy has yet to recover. “If you were any major city needing an economic boost in the arm, a Super Bowl is a great economic shot,” he said. “Dade, Broward, Palm Beach, the three international airports. Once they get here, they need rental cars, they need corporate cars, they need entertainment, and they go to the beach. It has a huge multiplying effect.” Along with the fans, there will be 5,000 sportswriters who will produce stories from across the region. Barreto said along with the 74,512 fans

They entertain. It’s a great American tradition.” A big change for the 2010 event is the new Fan Plaza, which will host 10 days of entertainment, including concerts. It replaces the NFL Experience. The Fan Plaza kicks off with the Pro Bowl the week before the Super Bowl. So far, 20,000 tickets for the Pro Bowl have been sold to Miami Dolphin season ticket holders. Tickets will go on sale to the general public in October. The Host Committee is seeking volunteers for the events leading up to the game. By the way, members of the Host Committee were disappointed to lose their bid to host the 2013 Super Bowl which went to New Orleans, and plan to bid on the 2014 event.

A new and unprecedented one hour documentary on the remarkable history, and perhaps even more remarkable survival of Miami’s landmark Vizcaya is scheduled to air Sept. 20 on WPBT2 at 8 p.m. The documentary, Vizcaya, narrated by actor and part-time Miami resident Andy Garcia, is available for purchase for $19.95 at Vizcaya’s Café and Shop as well as through the website at <www.vizcayamuseumshop.com>. “This documentary about Vizcaya is the first of its kind. Never before has an all-encompassing documentary about this National Historic Landmark been created,” said producer Linda Corley. Documentary filmmaker Corley, who has a background in the arts, decorative arts and architecture, has long been drawn to the enchantment, the mystery and the beauty of Vizcaya. “I thought long and hard about it and it is an amazing story, from its envisioning to its completion,” Corley said. “When people visit the house, they ooh and aah about the paintings, carpets, tapestries, etc., but visitors don’t seem to understand what it took to build the house.” The film details the incredible vision of James Deering in constructing Vizcaya and the astounding confluence of talent that made it possible — and that made it unique in its time as well as today. Deering, vice president of the International Harvester Company, which produced agricultural equipment for a worldwide market, envisioned Vizcaya as his winter estate. He lived at Vizcaya from 1916 until his death in 1925. To bring his dream home to fruition, Deering engaged the assistance of Paul Chalfin, a young New York painter, to supervise the entire project. Deering and Chalfin traveled throughout Europe surveying residential architecture for ideas and design elements, such as doors, wall panels, mantels and ceilings for incorporation into the proposed home. Also engaged to work on the project were architect F. Burrall Hoffman and Colombian landscape

architect Diego Suarez. The house was intended to appear 300 to 400 years old and as if it had been occupied by several generations of a family. The Main House has 34 decorated rooms with nearly 3,000 art objects, spanning two millennia. The expansive gardens combine Italian and French designs with an American context. Suarez and Chalfin worked for several years, perfecting the design of the gardens as vast and distinct outdoor rooms. The documentary details the process of designing and building Vizcaya, which was no easy task. At the time of Vizcaya’s construction, Miami’s population was around 10,000. More than 1,000 workers were hired, including laborers and craftsmen from the Caribbean and Europe. In addition to the house and gardens, the complex included a farm, livestock, and a variety of other service facilities covering 180 acres on both sides of South Miami Avenue. It took almost 10 years to construct Vizcaya — the architecture, gardens and fountains, to acquire the art and to hire artisans to create the masterpiece we now know as Vizcaya. Deering passed away in 1925. His heirs, Marion Deering McCormick and Barbara Deering Danielson, contacted Chalfin to oversee the first renovation of Vizcaya, in 1933-1934. The McCormicks and Danielsons attempted to open the estate to the public, but another major hurricane in 1935 overwhelmed their efforts. Eventually much of the land was transferred and, in 1952, Deering’s heirs conveyed the main house and formal gardens to Dade County. In 1955, the county exercised an option to acquire the village as well. Deering’s heirs donated the estate’s substantial furnishings and art to the county on condition that Vizcaya be used as a public museum in perpetuity. In order to tell the story of Vizcaya, Corley conducted extensive interviews with a wide array of sources: authors Witold Rybczynski and Laurie Olin; historian Arva Moore Parks; University of Miami professor of Architecture Joanna Lombard, and Vizcaya curator Flaminia Gennari-Santori.

In his new position barrios manages an annual budget of more than $250 million. Funded through a complex mixture of federal grants and state funds, he is charged with overseeing the appropriate distribution and usage of funds to the department’s various divisions, while helping the department in meeting its goals and objectives. Barrios has extensive knowledge in budget and finance having worked previously in this field in private, non-profit, and public agencies. His most recent work experience was with South Florida Urban Ministries as the director of Finance and Administration. He holds a master’s degree in city planning.

The Mango Café now open at Redland Fruit and Spice Park BY EDITH TORRES Miami-Dade Parks’ Redland Fruit and Spice Park has announced the opening of its new restaurant The Mango Café, took place on Monday, Aug. 31. A Grand Opening is scheduled for Saturday, Oct. 3, from 11:30 a.m. to 4:30 p.m., with details to be announced at a later date. Open only for lunch and late afternoon dining, patrons can enjoy Florida Tropical cuisine in the historic Bauer-Mitchell-Neill House of the Redland Fruit and Spice Park, with indoor and outdoor seating available, surrounded by the park’s beauty and lush landscaping. Some of the menu items are created using seasonal, locally grown herbs, fruits and vegetables found in the Redland agricultural community, and that also can be found at the Fruit and Spice Park. These include the Fresh Tropical Fruit Mélange Salad, which serves a bountiful array of succulent exotic fresh fruits with cottage cheese and banana bread, or the wide variety of Fruit and Spice Smoothies and Shakes. Patrons also can find Café specialties such as Florida Lobster Roll, Shrimp Tacos, an assortment of salads, sand-

wiches, entrees, and dessert items like Mango Passion Cheesecake and Fresh Homemade Key Lime Pie, all prepared by local chef Brian Cullen of the Fruit and Spice Park. The Mango Café is open seven days a week, except Christmas Day, from 11:30 a.m. to 4:30 p.m. It is available for special events for up to 25 people inside the Café, or up to 200 people at a different location within the Fruit and Spice Park. The Bauer-Mitchell-Neill House where the Mango Café is operated is the oldest house in the Redland, originally built in 1902 by John Bauer and donated to the Redland Fruit and Spice Park by the Neill family. The house was moved eight miles from its original site to the park and was registered as a historic site in the Redland, later to be destroyed by Hurricane Andrew in 1992. The current building is an exact replica of the home and was built in 2002.

LET’S TALK CARS Ford seems to be getting a lot of things right these days and that includes the new Focus. Ford designers overhauled the Focus last year with a facelift on the outside and a new interior, but keeping the existing platform and dimensions. The Focus now looks much like other members of the Ford family with its two-bar chrome grille and sleek styling. For 2009, Focus is available in two body styles — four-door sedan and a sporty new two-door coupe body style. The sedan is offered in four trim levels — S, SE, SES and the new SEL — while the coupe is available only in SE and SES trim. The sedan has nice styling, better driving dynamics and more safety and security features than the 2008 model. The new SEL comes with chrome door handles, chrome heated exterior mir-

rors, leather-trimmed seats and 16-inch Euroflanged alloy wheels; 17-inch wheels and a new suspension tuning are optional. Ford’s new SYNC technology for cell phones and other electronic devices also is standard on the SEL. The coupe has distinctive front and rear bumper fascias, fog lights and a dark chrome grille, with the SES model adding a roof spoiler and 17-inch chrome aluminum wheels. Another new option for the Focus is electronic stability control (ESC), which uses sophisticated sensors and the antilock braking system to help correct skids and prevent accidents. Under the hood, Focus offers only one engine for all models — a 2.0-liter, I-4 Duratec 20 engine that produces 140 hp and 136 pound-feet of torque, mated to a five-speed manual transmission. A four-speed automatic transmission is optional. Both combinations deliver excellent fuel economy of 24 mpg around town and 35 mpg on the highway. The manual transmission Focus gains a few horsepower (to 143 hp) for 2009, and Focus Coupe SES automatics get faster gearing.

Many homeowners and condominium associations throughout South Florida are experiencing a cash crisis as a result of owners failing to pay their required maintenance assessments. Without this necessary income, the associations bills pile up quickly leaving important services such as insurance, lawn care, management, and maintenance unpaid for, with some vendors unwilling to provide further services. Severe cases can leave associations without enough money to maintain basic necessities such as fire and safety equipment, security gates, and even water and garbage services. To make matters worse, some lenders are refusing to issue loans on the units within these communities and condominiums due to the severe delinquency rates of the associations, essentially putting a freeze on the marketability of such units. Much of the problem can be attributed to investors, many of whom own multiple units in the same community or condominium, not paying their assessments (some of whom receive income from tenants living in their units but still refuse to pay their assessments). An association’s best course of action is to find a competent, diligent and aggressive attorney. Legal incompetence (including not utilizing effective legal strategies for the current market), an attorney’s inability to communicate with the board and manager of the association, and/or the failure of an attorney to proceed aggressively and diligently on behalf of the association, can cause unnecessary delays and additional financial suffering. For instance, some attorneys advise their clients to follow the passive approach of not filing liens against delinquent units and not proceeding with association foreclosures, thinking that lenders will eventually foreclose their defaulted borrowers and pay the association its money. The reality is that in today’s market, lenders are stalling their foreclosures until they find buyers first, so the process can take an unreasonably long period of time. Meanwhile, if the first mortgage holder does finally take title to the unit through its foreclosure, it is then entitled by law to a sizeable write off of the prior owner's past due amounts, resulting in significant bad debt to the association. This bad debt is then absorbed by the association and eventually paid for by the responsible owners who are paying their assessments. To succeed in the current market, associations need an aggressive attorney who files liens against the delinquent unit owners quickly and, in applicable cases, files foreclosure complaints (lawsuits) against the delinquent unit owners to collect the amounts due to the association. There is also a new blanket receivership approach where, by law, associations can petition the court to appoint a single receiver to collect the rents from all tenants living in units that are under foreclosure by the association or which come under foreclosure in the future (which prohibits investors from collecting income from tenants while failing to pay their assessments). Aggressively applied legal pressure against the owner and/or their lender is especially necessary in this type of depressed real estate market and will undoubtedly bring in a lot more money to the association in a much faster time than simply waiting for the lender to come through.
