Gold Coast RR Museum expansion plan detailed BY RICHARD YAGER n outdoor “Main Street” esplanade for an expanded Gold Coast Railroad Museum adjoining Miami Metrozoo has been proposed by the Miami-Dade County Park and Recreation Department following a General Plan report completed in June by a consultancy. The project would better integrate the museum with Metrozoo expansion and site planning for an adjoining waterpark entertainment area, furthering the creation of a major tourist destination in southwest Miami-Dade County, according to Kevin Asher, AICP, supervisor for Special Projects. Major study recommendations: • An interior 100,000-square-foot museum space with a gift shop and exhibit area; • Climate-controlled interior restoration of the existing building; • Banquet and meeting space with kitchen facilities for “full-scale events;”

Dispatchers are unsung heroes in responding to emergencies
When a call comes in, dispatchers jump into action. –––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––
BY CRISTINA ARMAND Whenever you have an emergency, you know that if you call 9-1-1, help will be on the way. Most often, people just take the time to thank the front-line responders, but they don’t realize all of the behind-the-scenes work it took to get them there. Miami-Dade Fire Rescue dispatchers work behind the scenes 24 hours a day, 365 days a year. They are part psychologist, part support system and 100-percent unsung heroes. When a call comes in to 9-1-1, it is first sent through Miami-Dade Police. Then requests for fire suppression and emergency medical services (EMS) get transferred to Miami-Dade Fire Rescue. Dispatchers play a critical role, as they are the point of contact between the public and field units. When a call comes in, that is when dispatchers jump into action. Like an orchestra, the dispatchers take on the role of the conductor. They locate where the incident is happening; see
what units are closest to the scene, and how many units need to be dispatched. While doing all this, they remain to be the friendly voice on the other end of the line, helping to keep callers calm and giving them advice on what to do until the units arrive. When dealing with significant events, such as a brush fire, dispatchers go into overdrive. More than one dispatcher will handle a call of this magnitude. Each dispatcher will be given a different role. One will handle dispatching the units, while another will see where additional units are located in case they are needed and will communicate with other agencies. A third dispatcher will make calls to move units so that every part of Miami-Dade County is covered to respond to calls. With their quick thinking, fire-rescue dispatchers significantly contribute to the reduction of deaths and loss of property by effectively coordinating emergency responses. On average, dispatchers process more than 230,000 fire and EMS calls a year.

MUSEUM, from page 1 –––––––––––––––––––––––––––––––––––––––––––––––– Details were presented on Sept. 10 to the Redland Community Council whose members got one of the public’s first looks at 10-year phased development during a government facility hearing. This takes place before presentation to the county commission in early October, according to a current time schedule. The plan would enhance the Gold Coast Railroad Museum’s visibility and revenues by developing a pedestrianfriendly esplanade highlighted with restaurants, retailers, a cafe and “town square” with casual outdoor seating along a new “Main Street” entryway to expanded museum grounds. The report also proposes moving a nearby South Florida Military Museum into a 12,000-square-foot Naval Air Station building to be relocated on the same grounds as the expanded railroad facilities, and promoting its exhibits as a dual attraction. Current “connectivity” of the existing Gold Coast Railroad Museum and its rolling stock of historic locomotives and cars with Metrozoo was judged “very poor” by Lambert Advisory and The Evans Group, which conducted the evaluation, study. “It is entirely possible to drive in and out of the zoo property without ever knowing the Gold Coast Museum exists,” the report stated. “The entrance experience is unengaging and offers very little connection to the overall adjacent zoo facility. Additionally, pedestrian access from the broader zoo property for all intents and purposes is non-existent. Current signage is very poor, as well.” Study projections predicate increased visitor revenues to apply against development costs after the
first three years of a 10-year phased program, estimated in the $10 millionplus range by Asher. “Realistically, however, new income and operations generally stay even with each other in projects of this type. However, funding from special grants and federal or state subsidies may be tapped to apply against development costs,” he added. One such source available through Florida State Department of Transportation specifically allocates development of historical railroad museums and exhibits as qualification for federal funds. The current Gold Coast Railroad Museum on 49 acres provides 107 parking spaces adjoining a 51,100-squarefoot building that includes a 42,500square-foot exhibition shed for the Ferdinand Magellan and Burlington Zephyr train cars; a 7,750-square-foot model train building and 1,250 square feet for administrative purposes. The 800-acre tract, which includes Metrozoo and both Gold Coast Railroad and Military museums was acquired by the county in 1986, one year after the National Park Service presented a “National Historic Landmark” to the Gold Coast Railroad Museum in ceremonies conducted aboard the Ferdinand Magellan Presidential Car’s rear platform. In 1992, Hurricane Andrew nearly destroyed the museum but it was rebuilt at its current location and annually is visited by nationally celebrated “Thomas the Tank Engine” when nearly one-half of the museum’s annual 40,000 visitors attend two special weekends in March that spotlight the popular children’s exhibit.
CIVILIAN SECURITY DIRECTOR EARNS KENDALL RECOGNITION Valentin Emeric, security director at IPC International Corp. in Kendall, was named as Kendall District’s “Citizen of the Month” by district commander Michael A. Herrera during a Citizens Advisory Committee meeting on Aug. 26. His actions, while patrolling the main parking garage at the Falls Shopping Center, 8888 SW 136 St., led to the apprehension of a suspect
in the theft of a laptop computer and a confession by the suspect that he followed “unsuspecting shoppers” to commit two vehicle burglaries in June. Officers David Graham and Craig Bauer were named as Kendall District “Officers of the Month” for their alertness and teamwork in apprehending a burglar at a SW 139th Street residence on Mar. 30. The two officers secured the suspect’s vehicle, noted signs of forced entry, and were able to search and arrest an individual hiding within the residence, taking the subject into custody without incident.

AROUND TOWN The handwriting is on the wall for the end of Community Councils. Commissioner Jose ‘Pepe’ Diaz has sponsored a resolution for the September 15 agenda that would abolish 10 elected councils throughout the county, substituting “no more than” four appointed councils in their place. On Thursday, September 17, the commission finalizes budget cuts which could eliminate $437,000 for four staffers plus operating expense to continue non-zoning sessions for 10 Councils, two of them in Kendall. As East Kendall’s Council Chair Elliott Zack compares that sum against $447 million in cutbacks, the operational cost is a ‘drop in the bucket.’ Speaking of buckets, you may recall that each of the13 Commissioners currently receives $750,000 for an individual “discretionary” fund, creating a $9.75 million kitty of taxpayer money they may spend wherever they please. Taking $437,000 from that $9.75 million kitty could operate 10 Community Councils for another year, leaving $9.313 million in each of 13 discretionary accounts, or $716,384 per commissioner as a ‘sacrificial’ price to keep the councils active. Discretionary funding, however, is protectively guarded by commissioners since those dollars conveniently earn commissioners hundreds of friends whenever the money is ostensibly given to local projects, like swimming pool expansion or helping non-profits. All become photo-ops when giant checks are handed out to grateful recipients who remember the largesse when it comes time to vote. Such gratuities don’t reduce any commissioner’s personal bank account, however. They’re simply spending your taxes in

Lack of time was the reason the South Dade YMCA newest expansion project was delayed at a zoning hearing of Community Council 12 September 1, so it will come up as a deferred item for the on October 6 at Kendall Village Center pavilion, starting at 6:30 p.m. The expansion includes a new gymnasium, swimming pool, parking garages and other facilities at the SW 134th Street complex across from Briar Bay, whose residents fear compounding traffic problems, just west of The Falls shopping center. That same Oct. 6 session will see Alfredo Menocal seek zoning approval for a planned semi-professional office building on a three-acre site at SW 117th Avenue and SW 95th Street, formerly the location of an “eyesore” concrete home. County commissioners rejected an earlier council recommendation to turn down the project as incompatible with the existing residential neighborhood. If the commission continues to ignore the council, an L-shaped office building will be built on the corner, opposite a church. Biscayne Trail development from Black Point Park to Biscayne National Park and Bayfront Park in Homestead will be outlined Wednesday, September 16 from 7 to 9 p.m. during an Open House at the Minor League Clubhouse in the Homestead Sports Complex at 1601 SE 28th Avenue. Residents challenge FPL’s proposed high-voltage lines R. Kenneth Bluh KENNETH’S COMMENTARY The second public hearing on FPL’s proposed high-voltage power line route, conducted in an overflowing conference room on the University of Miami campus, turned into a near riot as residents didn’t like what they were hearing. If FPL gets its way, high-voltage power lines will run along S. Dixie Highway (US1) north ending at its existing downtown substation on the Miami River. Before the meeting started residents walked through a display of drawings, giving us an idea of what the power line poles would look like. They seemed rather innocuous, suggesting that slim, round poles supporting a “few” high-voltage lines, would almost be hidden among the trees between the Metrorail and US1. “Why run high-voltage lines down the middle of our communities?” Like the elderly lady sitting next to me angrily
said, “They are ‘de-beautifying’ my City Beautiful.” One after another, residents, including elected officials from Palmetto Bay and Pinecrest, stepped up to the mike with angry questions revolving around “Why down US1?” “Why not underground?” Why not underground? “Cost,” we were told. How much? “ It would be $1.5 to $2.4 million above ground, $13.3 to $18.5 under ground. The municipalities can pay the difference if they don’t want to see high-voltage lines running through their cities.” “What do you mean you don’t know exactly what the line poles will look like,” shouted a woman at the mike. “You mean you have us here to learn what you are proposing and you don’t know what you plan to do? How tall are the poles? How big around will they be?” The company’s answer: “Talk individually to one of the guys in the blue shirts with FPL logos, and they will give you the best answers we have.” One man shouted, “We want public answers, not comments in private where we can’t respond as a group.” Those answers weren’t coming that evening.
––– VIEWPOINT ––– The City of Miami is growing. The increased population in downtown Miami will need more power as families start filling the now almost empty condos. FPL must deliver the power from Turkey Point to downtown Miami. The least expensive route is from Turkey Point down US1 to the city’s center. An elected official from one of the municipalities told us that San Diego put their major high-voltage transmission lines underground for $8.3 million a mile. Why not Miami?” “Different city, different terrain, different needs; we can’t do it for that price in Miami,” was the response. We were told that the final approval will come from the Florida Cabinet. Can it be challenged? “Yes, before an Administrative Judge. The challenge must come from affected residents!” Get ready for huge 100-foot high poles, with high-voltage lines running through
our communities. Get ready to see and hear hissing and humming power lines running next to our Metrorail. FPL’s army of lobbyists will flood Tallahassee with campaign money inducing our elected officials to say “okay” to the proposal. Within a year or two the poles will go up, electric power will be supplied to downtown Miami at a minimum cost to FPL and we, the guys and gals that elected our officials in Tallahassee, will vote them back into office at the next election, Maybe they could put fake green palm fronds on top of the poles and make them look like giant palm trees.

Investors continue worrying recovery may take longer
Al Sunshine 4 YOUR MONEY Wall Street’s investors are expected to continue worrying about growing signs our economic recovery may take longer than first predicted. But the Federal Reserve still insists the recession definitely is ending. The latest job numbers from Payroll Processor ADP show private companies cut another 298,000 positions last month. That’s almost another 300,000 pink slips and we should never forget each one represents a real-live person who lost his or her job. And that had some analysts worried that the official unemployment numbers could be worse than expected. But, on the
upside, the latest private job losses still are the fewest since September 2008. However, unemployment could be slowing down the housing recovery, which is one of the first solid signs of our possible national turnaround. The Mortgage Bankers’ Association reports that despite near-record low interest rates, mortgage applications dropped about 2 percent in August. But overall U.S. economic productivity got a good boost last month because it was still up by about 6 percent. Likewise, new factory orders, another key economic indicator, dropped at the end of August. If investors start feeling a little better about the economy, we may start seeing some moderate gains again on Wall Street.

Thank you very much for Ken Bluh’s commentary on Sept. 1. Our political leaders continue to act as they have for decades in our community. Florida has over $700 billion in collective personal income and is ranked 36 of the 50 states in per capita tax burden. At $1,756.36 per capita annual tax burden (2004), this is significantly below the national average of $2,049.20 and is less than 60 percent of the highest-ranked state in per capita annual tax burden (Hawaii). Florida cannot continue to slide along on a “free ride.” The state, its people and political leaders, must realize that Florida has been cheating its people for years, and now is the time of reckoning. It is time to face the music for all the deception from the hundreds of politicians in the past decades who lied about “getting the other guy (tourists) to pay.” Florida residents cannot continue to live here and expect not to pay their fair share. It is simply illogical and irrational.
So, we here in Miami-Dade County are faced with a financial crisis. It is true that the national economy is in crisis, in large part because of the failure of our regulatory agencies. The over-building of housing, especially condominiums, in our county has been apparent to anyone driving around our community for the last years. Somehow our political system allowed this incredible expansion that had no basis in any rational projections. Our entire system needs an overhaul. The tax system here is antiquated, to say the least. As a community we need to demand that our taxing system be substantially changed to reflect reality. Not until we elect people to public office who are willing to tackle these fundamental, structural issues will we ever have a community that is not continuously facing crisis after crisis after crisis. BY GARY ALAN RUSE More than 200 retired Miami firefighters are expected to gather in the little town of Otto in the cool mountains of North Carolina this month. Back in 1990, Ron Hardegree, who had retired in 1981 and only seen some of his fellow firefighters occasionally since leaving, wanted a way to see more of them more regularly. He started a reunion for them and invited them to come to the party and vacation in the mountains of North Carolina. “This is one of the best get-togethers for retired firefighters,” Hardegree said. “Some of them haven’t seen each other for years and it’s Ron Hardegree very emotional. Florida Renaissance Festival coming to Miami in January BY JOSE BOZA Ponce De Leon explored Key Biscayne on his first mission to the New World in 1513 and claimed it on behalf of the Spanish King. The Florida Renaissance Festival, the only Renaissance festival in South Florida, will commemorate Ponce De Leon’s legacy by showcasing its first Miami show ever on Key Biscayne. The Miami festival weekend dates are Jan. 9 to Jan. 24, 2010, at Historic Virginia Key Beach Park. “It’s been more than five years since a Renaissance festival graced Miami and our yearly festival goers have been very passionate about bringing an event back,” said Bobby Rodriguez, executive producer of the Florida Renaissance Festival. “We feel that Historic Virginia Key Beach Park is the perfect location because it offers the environment that we re-create every year at our other events.” This 16th Century production features more than 100 costumed performers, 12 stages with continuous entertainment and 20 stage acts from around the world. During the three family-themed weekends, guests will enjoy jousting tournaments three times
a day, hearty food, human-powered rides and games for children that include the World’s Largest Rocking Horse, Giant Chess, Barrel Rides, and games of strength and skill. The festivities will feature historical reenactments, sword fights, magical illusions and an abundance of authentic fare from freshly made kettle corn to roasted giant turkey legs, which can be washed down with a swig of mead or ale. The Florida Renaissance Festival is produced by the national, award-winning Bobby Rodriguez Productions and strives to create an entertaining and cultural opportunity by making Renaissance history come to life for both children and adults. The event is hosted by Miami-Dade County Park and Recreation Department and Historic Virginia Key Beach Park. The 26th year of one of Miami’s most exciting traditions — Festival Miami — is back to kick off the fall season with great and inspiring music. The Festival, which runs Oct. 2-30, will present a diverse roster of recognized musical artists from around the world. LET’S TALK CARS While most of the auto industry has been singing the blues in 2009, Hyundai’s tune has been a much sweeter song. Sales in June totaled 37,943 units, a 24 percent drop from a year ago, but a 3 percent increase over the previous month and enough to vault the Korean company into sixth place as the best-selling brand in the U.S. Hyundai also got some more good news when the Genesis sedan was named the 2009 North American Car of the Year. Also, J.D. Power and Associates in its prestigious 2009 Initial Quality Study ranked Hyundai the No. 1 non-premium brand in the U.S. and fourth in the industry. In that same study, J.D. Power ranked the Hyundai Elantra as the No. 1 compact car, a stunning accomplishment for the automaker. The Elantra is deserving of its lofty ranking. It’s roomy and comfortable, stylishly designed, and delivers good per-
formance and responsive handling. Chalk that up to the advanced 2.0-liter, 132-hp in-line four-cylinder engine that powers the Elantra. It’s a very responsive 16-valve powerplant with dual overhead camshafts (DOHC) and continuously variable valve timing (CVVT) that delivers a broad power spread, high fuel efficiency (24/33 mpg) and low emissions. The four-door Elantra is available in two trim levels — GLS and SE. It has chrome headlight bezels and grille bars and a sculpted profile with and a rising beltline; integrated body-color door handles and mirrors and a character line shared with other Hyundai models. To the rear, the taillights echo the theme of the headlights. The Elantra also has a sleek design with a low coefficient of drag (0.32) that improves fuel efficiency at highway speeds and reduces interior noise. On the inside, the dashboard has a modern look and slopes downward to give a feeling of more space while allowing for greater visibility. The contrasting gray or beige two-tone color schemes, combined with metallic finishes, complement the upscale exterior styling. On the SE model, leather seats are available and have a luxurious, supple feel. The seats

Many homeowners and condominium associations throughout South Florida are experiencing a cash crisis as a result of owners failing to pay their required maintenance assessments. Without this necessary income, the associations bills pile up quickly leaving important services such as insurance, lawn care, management, and maintenance unpaid for, with some vendors unwilling to provide further services. Severe cases can leave associations without enough money to maintain basic necessities such as fire and safety equipment, security gates, and even water and garbage services. To make matters worse, some lenders are refusing to issue loans on the units within these communities and condominiums due to the severe delinquency rates of the associations, essentially putting a freeze on the marketability of such units. Much of the problem can be attributed to investors, many of whom own multiple units in the same community or condominium, not paying their assessments (some of whom receive income from tenants living in their units but still refuse to pay their assessments). An association’s best course of action is to find a competent, diligent and aggressive attorney. Legal incompetence (including not utilizing effective legal strategies for the current market), an attorney’s inability to communicate with the board and manager of the association, and/or the failure of an attorney to proceed aggressively and diligently on behalf of the association, can cause unnecessary delays and additional financial suffering. For instance, some attorneys advise their clients to follow the passive approach of not filing liens against delinquent units and not proceeding with association foreclosures, thinking that lenders will eventually foreclose their defaulted borrowers and pay the association its money. The reality is that in today’s market, lenders are stalling their foreclosures until they find buyers first, so the process can take an unreasonably long period of time. Meanwhile, if the first mortgage holder does finally take title to the unit through its foreclosure, it is then entitled by law to a sizeable write off of the prior owner's past due amounts, resulting in significant bad debt to the association. This bad debt is then absorbed by the association and eventually paid for by the responsible owners who are paying their assessments. To succeed in the current market, associations need an aggressive attorney who files liens against the delinquent unit owners quickly and, in applicable cases, files foreclosure complaints (lawsuits) against the delinquent unit owners to collect the amounts due to the association. There is also a new blanket receivership approach where, by law, associations can petition the court to appoint a single receiver to collect the rents from all tenants living in units that are under foreclosure by the association or which come under foreclosure in the future (which prohibits investors from collecting income from tenants while failing to pay their assessments). Aggressively applied legal pressure against the owner and/or their lender is especially necessary in this type of depressed real estate market and will undoubtedly bring in a lot more money to the association in a much faster time than simply waiting for the lender to come through.
