Council ‘accepts’ Parkland plan for additional study BY RICHARD YAGER y a 5-1 vote Community Council 11 agreed to “accept and transmit” a controversial Parkland community plan that would result in an estimated 18,000 new residents in West Kendall as well as expand the county’s Urban Development Boundary (UDB). Several hundred residents, environmental spokespersons and former council members waited until 9 p.m. to object to the project to amend the county’s Comprehensive Development Master Plan (CDMP). The hearing was conducted from 6:30 to 11 p.m. at the Jorge Mas Canosa Middle School auditorium on Nov. 3. The audience also included nearly 50 individuals who stood to support the project. The Planning Advisory Board (PAB) is scheduled to review the plan on Nov. 19. The application already has been recommended for denial by the Planning Department. Its objections were detailed by Mark Woerner, chief of the depart-

The application would next go to Miami-Dade commissioners on Dec. 18, and then to the Florida Department of Community Affairs and other state agencies, if the commission agrees to forward the documentations. Councilman Jay Reichbaum’s motion “to accept and transmit,” seconded by Patricia Davis, followed questioning of UDB and CDMP policies, which Davis believed conflicted with any application seeking uses other than those currently permitted in areas outside the UDB. “The sense of my motion was to further study the project, not to approve it outright, Reichbaum said after the hearing. “Nevertheless, this is the type of building that would prevent the small, crowded developments that you now see throughout Kendall. Twenty or 30 years ago, this type of planning would no doubt have been approved as a prototype instead of the piece-meal building of small communities.” Pivotal in objections to the community is a planning estimate that the county “has sufficient capacity available within the UDB to accommodate residential demand through the year 2018, or 15 years from the date of the 2003 EAR (Evaluation and Appraisal Report)” that planners said can accommodate 127,746 new units between 2003 and 2018. Both attorney Jeffrey Bercow, representing investors, and Ray Melendi, an executive with Lennar, which has a major interest in the project, challenged county calculations that sufficient areas exist inside the UDB to provide residential building through 2015, a key question Davis also wants resolved. “If all land outside the UDB ‘shall be avoided’ for future development, how can we ever expand the UDB?” she asked among several questions she posed for Planning and Zoning staff answers. Chair Domingo Castillo, Jeff Wander and Beatrice Suarez joined Reichbaum and Davis to favor additional project review while Ileana Vazquez voted “no.” Former vice chair Miguel Cervera, who resigned in October, has not yet been replaced in the council’s seventh seat. Woerner later said the motion’s wording to “accept and transmit” left a question as to whether that phrasing constituted implied council approval. “The council was given two choices,” he said. “One to ‘transmit’ without approval; the second, to transmit with the recommendation that the county commission approve with changes or not approve.” He said he would seek clarification

from page 1 –––––––––––––––––––––––– from the county attorney’s office to determine how the wording “to accept and transmit” should be interpreted. “The purpose of our vote was to transmit Parkland documents for review by the county and state agencies, not to formally approve it,” Davis said after the hearing. “Ms. Davis brought up many unanswered questions to be addressed by county staff on UDB policy, including the overall impact on growth, roadways, water supply and environment that new communities like Parkland will have,” Wander said. Parkland would build 6,941 residential units; 200,000 square feet of retail space; 100,000 square feet of medical offices; a 200-bed hospital; 550,000 square feet of industrial/flex space, and two K-8 schools and one high school. Plans set aside 67 acres for parks; 104 acres of right-of-way dedications; 126.1 acres for water retention; 17 acres of railroad right-of-way, while building a new hospital, library, fire station and police station. Among objections by the Planning and Zoning staff are: current UDB policy indicates addition of 961-plus acres outside UDB is unwarranted; need has not been demonstrated to impact agricultural land policies; a 15-year supply of residential capacity is located inside the UDB; development would cause “significant impact” to some public services; flood protection is inadequate; parks may not meet county standards, and county roadways would be “significantly impacted,” requiring substantial improvements. Concluding that Parkland violates nine of 13 master plan policies to prevent urban sprawl, the staff recommended delay of action until the conclusion of a CDMP evaluation report, scheduled to begin in 2009. Bercow said the project had been in planning stages for more than four years with community input to build to build a resident work-play-live community while creating well-paying jobs, incorporate Green Building Coalition guidelines and generate an estimated $8.3 million in annual tax revenues. The Parkland site of 961.15 total acres is bounded by SW 136th Street (north), theoretical SW 152nd Street (south), SW 162nd Avenue (east) and SW 177th (Krome) Avenue (west). Located outside both the 2015 UDB and the 2025 Urban Expansion Area boundary, county approval is required to change existing lines. The projected buildout of Parkland targeted for 2018 would create a population impact estimated at 18,232, including 2,747 students, according to a county schools memorandum of Feb. 15.

AROUND TOWN Not everyone stayed for the Community Council discussion of the Parkland project to build a massive 961acre community in West Kendall November 3. The Comprehensive Development Master Plan hearing lasted more than five hours, ending with a 5-1 vote that may require a county attorney’s ruling as to its legality to accomplish a stated Council objective by those who voted in the majority: to proceed with a permitting path while delaying outright approval or denial until other agencies have studied and reported on the project. Earlier, P&Z Metropolitan Director Mark Woerner noted “that now that Planning and Zoning is administering Community Councils, we should get you both county growth master plans,” noting that each volume “runs about 300 pages in length.” That’s one reason why a series of questions raised by Patricia Davis led to Jay Reichbaum’s motion to “accept and transmit” Parkland documents without a specific approval, as he later informed this newspaper. Davis’s questions went to the core of the CDMP process, questioning why the Department of Planning & Zoning includes already-constructed units in its inventory which concludes that sufficient land is available inside the Urban Development Boundary (UDB) to build until the year 2018. Builder Lennar challenges those figures, too.

She wants the planners to justify upholding a stated policy that preserves agricultural land when 70 percent of the units built outside the UDB since adoption of the guideline are not in agricultural production today. Davis also noted that “significant portions of the Urban Expansion Area” are located within a zone to protect Everglades restoration, and she concluded that if all land outside the UDB must retain areas for agriculture, future wetlands, hurricane evacuation and national park preservation, “how can we ever expand the UDB?” Davis said a “systems approach” should be used for future environmental planning, channeling development into areas that are already “disturbed.” That, in her words, could “preserve patches of high-quality habitat “connected by wildlife corridors.” Further, guidelines should require any future residential design to avoid significant wetlands, establishing upland buffers around water retention areas and natural water bodies. While the Lennar project does attempt to create similar planning, the Council questioned how it should weigh existing growth guidelines before making a “yes” or “no” decision. Davis’s questions and potential redefining of master plan growth objectives included principles to encourage cluster growth with definite separations of commercial, residential and school areas by district boundaries. “She did her homework,” commented West Kendall’s Jeff Wander who voted in accord with Davis and Reichbaum, along with Chair Domingo Castillo and Beatrice Suarez. Because Parkland may still leave unanswered questions for you, details of the proposed 18,000-plus ‘new urban’ development will be aired at a special Town Hall meeting of Kendall Federation of Homeowner Associations, Monday, November 17, at 7 p.m. in the Kendall Village Center meeting pavilion, 8625 S.W. 124th Avenue. Prexy Miles Moss had the session ‘in the works’ even prior to the Nov. 3 public hearing, knowing that a lot of folks might want more details about the Krome Avenue project at S.W. 136th Street. Time running out for that small group of Killian Parkway residents to continue a protest against building the combination park-library at a former estatezoned land parcel at the corner of S.W. 97th Avenue and S.W. 112th Street. Next official action: a public hearing is scheduled Thursday, December 4, at 9:30 a.m. in the County Commission chambers, 111 N.W. First Street, to act on a Department of Planning and Zoning request to convert the previously recorded agreement requiring the 3.42-acre property to be developed with six residences to permit the location of a public library and park. UDB movement under pressure from political contributors R. Kenneth Bluh VIEWPOINT KENNETH’S COMMENTARY The perimeter of our community is under attack again. Lennar Corp., one of America’s largest builders, made application to expand west beyond the current Urban Development Boundary (UDB) and build homes and a commercial complex. The site, called “Parkland� and currently zoned “Agricultural,� is located on a 961-acre tract. The application seeks to modify the zoning to permit the construction of 6,941 residential units, 200,000 square feet of retail space, 100,000 square feet of medical offices, a 200-bed hospital, 550,000 square feet of industrial/flex space, three schools, a library, a fire station and a police station. The application process will last well into 2009 resulting in an approval, approval with modification or denial. On Lennar’s side, powerful real estate developers, who are heavy political campaign contributors to members of the

county commission, are joining forces to pressure the commission to say “yes.� Logic against the proposed UDB expansion: There still is plenty of vacant land within the UDB to build. Population growth in the county is down. We have thousands of unsold condos and foreclosed homes on the market with few buyers in sight. Lastly, and probably the biggest reason, is the lack of arterial roads, expressways, water and sewer services, schools; already stretched police and fire-rescue services — infrastructure inadequacies that we cannot afford to improve. Logic in favor of the UDB expansion: Lennar says the housing glut will be behind us by the time their homes are ready for delivery. There is a big profit in building a large number of homes and commercial properties in one location. Happily, two prominent real estate developers — Jorge Perez, chair, Related Group, and Armando Codina, chair, Flagler Development — are stating, without comment on the specifics of the Parkland project, that it is not the time to be expanding the UDB. The UDB was created to control “sprawling� expansion throughout the county. Currently, building west of the

UDB, which is between the UDB and the Everglades, is restricted to one family unit per five-acre parcel. To build west of the UDB requires approval from the county commission. This newly filed request by Lennar is opposed by the county mayor, the county’s planning department, the Tropical Audubon Society, environmental groups, and the press, who fear that once the UDB line is pushed west for one developer we will see the buffer between current development and the Everglades disappear. It’s the reason so many developers are supporting Lennar. A recent Miami Herald article said Parkland residents would be far from concentrations of employment — suggesting that it would take 48 minutes to drive from Parkland to downtown Miami. It takes more than 45 minutes to drive from East Kendall to downtown Miami at 8:30 in the morning. I would say it will be more like an hour and a half drive.

Lennar says that Parkland will have its own employment center and perhaps many residents will drive to Parkland for employment. This I sincerely doubt. Most still will be driving to Miami-Dade’s employment centers. Driving will be a nightmare. It will be years before any form of mass transit will serve Parkland, if ever! Live in Parkland, better to get a job in Naples, the drive time could be less. My opinion? Financial contributions to county commission political races give a better than even chance that, with some modifications, the expansion ultimately will be approved.

Letter to the Editor Island of Barbados marking 42 years of independence Barbados, the most easterly island in the Caribbean chain of islands, stretching from Florida on the North American mainland to the Guianas on the northern mainland of South America, stands in splendid isolation at Latitude 13 degrees N and Longitude 59 degrees 37 W. With 23 kilometers (14 miles) at its widest point and 34 kilometers (21 miles) long, it is a mere 416 square kilometers (166 square miles) in area. After the first English settlement at Holetown in 1627, Barbados remained a British colony until achieving independence from Britain on Nov. 30, 1966, under the then Premier, Errol Walton Barrow of the Democratic Labour Party. Mr. Barrow later became the island’s first Prime Minister. That first independence ceremony was accompanied by the raising of the Barbados National Flag and playing of the National Anthem for the first time. Nov. 30 is celebrated as Independence Day and is a national holiday in Barbados. The day begins with an elaborate and impressive parade and ceremony at the Garrison Savannah. However, celebrations run throughout November and include sports competitions, fairs, community events, and religious services. Barbados is a member of the Commonwealth. The British monarchy is represented in Barbados by the Governor General. The Hon. David Thompson, MP, of the Democratic Labour Party, assumed office on Jan. 16, 2008 as Barbados’ sixth Prime Minister.” As part of activities to celebrate Barbados’ 42nd Anniversary of Independence, the Consulate General of Barbados at Miami will be hosting a “Barbados Week” at its office located at 150 Alhambra Circle, Suite 1000, Coral Gables, during the period Nov. 17-21, from 3 to 7 p.m. each day. One taste of her food and you soon realize she is from India. Born and raised in India, Ayesha D’Mello has a passion for cooking. She has learned traditional home cooking in India. Her philosophy is to cook quick, easy, delicious and healthy Indian meals, and her recipes are simple to follow and include ingredients that are readily available in Miami. Ayesha has a way to take the most difficult and complicated dishes and create ones that are quick and easy to prepare. “The most fulfilling part of teaching Indian cooking is when I get feedback from my students who tell me that they went home that same afternoon and made the dishes, and they realized how easy, delicious and healthy the dishes were to prepare,” Ayesha said. “Better yet, I love it when they put on their creative hats and come up with some great dishes using my recipes as the base.” Her passion for cooking was evident as early as age 15. “My mom was out of town. My dad’s

friend had invited us over to spend Sunday evening with them. Typically when we go to visit, we prepare some food and take it over. My Dad was worried as my mom was not around to prepare some food. “I decided to jump in and do something.” She said. “I looked in the freezer and there was some lamb. So I decided to cook a curry for the first time without any recipe to follow. To my amazement, and according to my dad, the curry came out better than my mom’s. My dad was so proud of me. His friends enjoyed it thoroughly. From that point onwards there was no stopping with getting my hands dirty and being creative with cooking.” Although she has earned undergraduate degrees in computer science and accounting as well as an MBA, her enthusiasm to impart knowledge of Indian culinary skills is clearly seen by the way she shares the spice secrets of her homeland. She conducts regularly scheduled Indian cooking classes at Ayesha’s Kitchen in Kendall and also organizes private cooking classes for birthdays, clubs, parties and special events where she customizes the menu for the event. In addition, she provides catering services. She also has taught at Florida International

Children to hear from poet Nikki Giovanni at Book Fair BY LINDA RODRIGUEZ BERNFELD

Award winning poet and activist Nikki Giovanni will be at the Miami International Book Fair Saturday, Nov. 15, to speak to children about her new poetry anthology Hip Hop Speaks to Children: A Celebration of Poetry With a Beat. The book includes 51 poems from 42 poets and performers including singer and actress Queen Latifah. Hip Hop Speaks to Children was No. 3 on the New York Times Children’s Bestseller list the first week of November. “I’m proud of it,” Giovanni said. “Hip hop is such a cultural force. People have not dealt with the antecedents.” She said she wanted to go back and show how hip hop relates to opera and other forms of music. In the book, she says, “opera shared the stories of the peoNikki Giovanni ple, like hip hop does today. Opera was how the simple truths about the lives of everyday people were told, right in the public square so you knew they were real.” She also said not to be fooled by the rap videos that exaggerate and show bad behavior. Those videos are not the real hip hop because they could not be made in the public square. “In the black community you give a definite shout out to the holiness preacher,” she said. “The slaves weren’t allowed to read or write or have books. They had to talk to them in a cadence with a beat.” Giovanni said the book carries a message that she thinks is joyful. She worked with an advisory board comprised of hip hop poet Willie Perdomo; Tony Medina, a Howard University professor, and Michele Scott, a music specialist. “We cast a wide net. We had 300 poems,” she said. “We kept bringing it down and bringing it down. Once we

had the essence, we put out a call to illustrators. We were looking for something a little more edgy.” Illustrators Kristen Balouch, Michele Noiset, Jeremy Tugeau, Alicia Vergel de Dios and Damian Ward all contributed to the book. The book includes a CD that features some of the artists that created the works while others are interpreted by other artists. Poets such as Nikki Grimes, Eloise Greenfield and James Berry also are featured. Giovanni is a well-known poet, writer, activist and educator. She was born in Knoxville, TN, and now is a University Distinguished Professor at Virginia Tech. She will be at the Book Fair on Saturday, Nov. 15, at the Freedom Tower, Biscayne Boulevard and Sixth Street, at 12:30 p.m. Also speaking are Dave Barry and Ridley Pearson touting their hilarious new book Science Fair. The duo co-wrote the Peter and the Starcatcher series. Also speaking is Jeff Kinney, author of Diary of a Wimpy Kid, probably the hottest book for kids in 2008. BY RON BEASLEY More than 50 young patients from Baptist Children’s Hospital showed up at Homestead-Miami Speedway on a bright Saturday morning in early November to take part in the inaugural Rides ’n’ Smiles event hosted by the Southern Automotive Media Association (SAMA). The day at the track allowed young patients suffering from such illnesses as cancer, diabetes, brain injuries, Crohn’s and Colitis to ride in an exotic car and get an up-close look at the speedway’s 2.3-mile road course, while experiencing the thrill of being on an auto race track. Auto manufacturers provided more than a dozen beautiful cars, including a Chevrolet Corvette, Audi R8, Porsche Cayman S, Mazda RX-8, Mercedes-Benz SL63 AMG,

Challenger and Viper from Dodge, Ford Mustang Bullitt and a Lexus ISF. Brett David from Lamborghini Miami brought along a trio of exotic Lamborghinis. Even the Jaguar XJR10 that won the 1991 Miami Grand Prix was on display. SAMA members, led by veteran auto racer and television broadcaster Bill Adam, drove the cars for their young passengers. At the end of the day, everyone agreed that the event lived up to its name and put smiles on a lot of young faces, and helped them forget about their illnesses for a day. “The day was a huge success,” Adam said. “The things that we set out to achieve — smiles for everyone — were endless and genuine, and the heartwarming feelings that we all had as we left made all of the effort worthwhile.

LET’S TALK CARS The 2009 Journey is Dodge’s entry in the midsize crossover SUV class. It’s sporty, rides and handles well, has a nice interior design with lots of room, and has plenty of entertainment options; all in all, a nice car for a young family. The Journey also is nicely styled. It has the characteristic Dodge crosshair grille and a creased beltline that begins at the top of the headlights, rises to the rear and encircles the vehicle. The roofline curves slightly down and the wheel arches are decidedly pronounced. The taillights wrap around the sides and extend into the upwardopening lift gate. Journey rides on the Dodge Global D platform, which is a stretched, widened and beefed-up version of the Global C platform used by the Dodge Avenger

and Chrysler Sebring. Journey is available in three trim levels — SE, SXT and R/T. The SE is front-wheel drive only, while the SXT and R/T models are offered with FWD or all-wheel drive. The base SE model comes with a 173hp 2.4-liter four-cylinder engine mated to a four-speed automatic transmission. The SXT and R/T models have a 3.5liter, 235-hp V-6 under the hood, wedded to a six-speed automatic transmission with the AutoStick manual shift. The V-6 has good power for aroundtown commuting and allows for towing loads up to 3,500 pounds. Standard equipment on the Journey includes cloth upholstery, air conditioning, a “Chill Zone” beverage storage bin; AM/FM six-disc CD/DVD/MP3 compatible radio with six speakers; power windows; power heated exterior mirrors; manual day/night rearview mirror; tilt/telescoping steering column; driver’s seat height adjustment; second-row reclining 60/40 seat, and P225/70R16 all season tires with steel wheels. Options include Sirius satellite radio, fog lights and aluminum wheels. There are sev-

The front passenger seat folds flat for more hauling space accommodating items up to nine feet. There also is a storage bin under the front passenger seat and a storage compartment under the second-row floor. Behind the last row there’s a dual glove box with Dodge’s Chill Zone that

keeps canned drinks cold. Journey also has a standard six-disc CD changer, and offers a hard-drive radio and a rear DVD entertainment system as options. Base price on the 2009 Dodge Journey SE is $19,360.

Even the clothing we wear can promote conservation when we look to vintage fashion. Miamians will have a chance to see how vintage clothing and cutting edge fashion go hand in hand at the Miami Vintage Clothing & Accessories Show & Sale taking place on Saturday and Sunday, Nov. 15 and 16, at the Woman’s Club of Coconut Grove, 2985 S. Bayshore Dr. “Instead of recreating what we already have, why don’t we re-use and re-work the original pieces?” said Sheffield MacIntyre, show founder and owner of Back-In-Style.com, an Internet vintage store. “Not only is it better for the environment, but the clothes are also of better quality and better made, and often a lot less expensive.” Contemporary designers often look to vintage pieces for inspiration. Wearing vintage clothing is good for the environment in a number of ways. It recycles the embedded energy that it took to make the garment in the first place, like making the fabric, dying it, cutting the pattern, constructing the garment and adding details. Re-using

clothing helps cut back some of the estimated 4 million tons of textiles are sent to municipal landfills each year which produce methane gas, contributing to global warming. The Woman’s Club of Coconut Grove is sponsoring a special Charity Preview Party on Friday, Nov. 14, 7-9 p.m., offering attendees first selection of merchandise, as well as entertainment and complimentary food and drink. All proceeds from the $25 ticket sales that evening will benefit the Woman’s Club’s projects. The show will be open on Saturday and Sunday from 11 a.m. to 6 p.m. with a $5 entrance fee.
