Open house to discuss SR 874 improvements BY CINDY POLO-SERANTES onstruction is set to begin on a major project to improve the Don Shula Expressway (SR 874) that will benefit drivers for years to come. During an open house on Wednesday, Nov. 19, 6-8 p.m., the Miami-Dade Expressway Authority (MDX) will provide details on the plan to widen the roadway, build additional ramps at the Killian Parkway interchange and replace toll plazas with all-electronic tolling. The meeting will take place at the Dave and Mary Alper Jewish Community Center on the Jay MortonLevinthal Campus, 11155 SW 112 Ave. “It’s critical that we make the best use of existing roadways,” said MDX executive director Javier Rodriguez. “It is also important the public understand how we put their toll dollars to work in the most efficient ways possible. Adding more lanes to the expressway, widening the Killian Parkway interchange and implementing ‘Open Road Tolling’ will all help to improve traffic flow in a very congested area.” Completion of the $61.5 million project is scheduled for the fall of 2011 and improvements include: • An additional lane northbound and southbound on SR 874 between SW 120th Street and Killian Parkway; • Widening of the Killian Parkway interchange, including a new three-lane westbound exit ramp; • Noise walls that will mitigate the impacts of construction and future expressway noise, and • Open Road Tolling (ORT) lanes to replace conventional toll plazas. These electronic tolling points will promote faster travel time, reduce vehicular pol-

New water line available to over 100 area homes

BY RICHARD YAGER lenvar Heights residents joined Miami-Dade District 7 Commissioner Carlos A. Gimenez and East Kendall Community Council 12 chair Carla Ascensio-Savola on Nov. 7 to cut a ribbon celebrating new county water service available to an estimated more than 100 homes. Varying levels of arsenic had been found in 103 private water wells serving residences in areas north and south of Sunset Drive (SW 72 Street) near SW 82nd Avenue, leading to an intensive effort by Commissioner Gimenez to locate immediate funding to extend county water lines to the area. With $2.6 million from the Building Better Communities bond issue, another $400,000 was budgeted from

the county’s Water and Sewer Fire Hydrant Capital Fund to get the project underway with a groundbreaking in February for completion just nine months later. Residents who want to use the new water main still have to pay an estimated $3,000 to $5,000 to install a connecting line from the street to their homes, plus an initial $500 “hookup” fee, as originally determined. Previously, residents needed to install special filtration systems that cost up to $10,000, depending upon the type of model selected. “Having safe water to drink and use is essential to quality of life,” said Gimenez who christened the water flow with the turn of a wrench to open a newly installed hydrant at the corner of SW 77th Street and 82nd Avenue.

A $90,000 “noise evaluation” study of Kendall-Tamiami Executive Airport has been approved by the Miami-Dade County Aviation Department to explore complaints by nearby residents of excessive overhead noise. Those complaints were transmitted formally in mid-October by a newly organized 12-member Community Advisory Committee headed by Karen Herzog who, with neighbor Janice Martone, attributed the noise to increased overhead training flights occurring since last June. Herzog now chairs the group and Martone is a member. Proposing the consultant study were Jeffrey R. Bunting, manager of Aircraft Noises and Environmental Planning, together with Norman Hegedis, a planning associate, and airport manager Mike Handrahan. The county officials will engage the services of Landrum & Brown, a Miami airport noise consultant, to “evaluate aircraft operational procedures,” a report they said would be similar to one performed at Opa-locka Executive Airport several years ago. Bunting told the committee that he expects the consultant’s report to be ready by April or May of 2009 and would include recommendations for any new noise abatement procedures, if warranted.

KFHA joins legislator to aid condo budgets BY RICHARD YAGER Kendall Federation of Homeowner Associations (KFHA) has begun liaison with State Rep. Julio Robaina (District 117) to address the mounting effects of the Florida foreclosure crisis on condominium association budgets. “The latest estimate is that six of 10 condominiums in Florida are in a hardship position due to foreclosures,” said Robaina, who will co-introduce protective legislation with State Sen. J. Alex Villalobos (District 38) in the 2009 legislative session. Even before then, the Florida Legislature will hold a special session in December to address procedures to apportion Florida’s share of the $750 billion in federal bailout funding, largely due to failed mortgage financing and a nationwide housing downturn. Robaina said the December session is intended to address a $2 billion shortfall in the state’s 2008 budget caused by a weakened economy, adding that, “some state services would likely be reduced or cut entirely.” Describing worsening effects on association budgets at a KFHA town meeting on Nov. 10, Robaina advanced three proposals now under consideration: (1) Creation of six-month tax certificates for investment purchase on foreclosed property back-logged fees and assessments to alleviate current association budgets; (2) Develop a mandated six-month payment of fees and assessments as a lien on the first mortgage holder of a foreclosed property, for the same purpose, and (3) Define specific channels that would replace foreclosed property fees and assessments from current and potential federal bailout funding. “These are raw ideas at this point,” Robaina said, adding, “I’m up almost every night until 2 a.m. reading emails with suggestions to help existing owners.” Robaina also wants to introduce an

We now have people coming to government and asking for regulation!” A poll taken statewide of association members “showed that 96 percent of homeowners now want their association under some type of state regulatory code,” he said. More than a dozen KFHA members signed a list to develop examples of homeowner association budget shortfalls as well as proposals to help save condominium associations from increased costs due to foreclosure of existing units. “I’ve spent six years since my first election getting condominium laws updated that hadn’t been looked at since 1991,” he said. “I’ll spend the last of four terms to leave a legacy of establishing the first state agency for homeowner associations.”

Moss, president, Kendall Federation of Homeowner Associations (KFHA), who assisted in formation of the citizen group. Instead, they received the study proposal and reviewed its content. “While the proposal did not include actual noise monitoring with on-site instrumentation, because, if necessary, the county can use its own equipment to supplement the study,” Moss advised. Long-range requests of the citizen group included replacing temporary sound monitors with permanent equipment and a real-time Internet monitoring of aircraft usage, similar to a program used at Boca Raton Airport. The study during an estimated threeto-four month period would include presentations to citizens, including the liaison committee, with displays of data and research procedures.

New faces in Council 12 and KFHA leadership Michael Miller EXECUTIVE EDITOR

AROUND TOWN New leadership for East Kendall Community Council 12 is headed by Atty. Elliott N. Zack who succeeds Carla Ascencio-Savola as Chairperson with Realtor Albert Santana the new Vice Chair of the seven-member board. Both were elected for service during the coming year by unanimous 7-0 votes during the Council’s last non-zoning session November 13. Zack, partner in a North Miami Beach law practice, and Santana, associated with First Service Realty/GMAC, won their seats in the September 5, 2006 primary. Atty. Jose Valdes, a former Vice Chair who later nominated Zack, said before nominations began that he preferred “a rotating basis” for chair positions to spread the responsibilities and provide the experience of chairing the board to newer members. While not adopted as an official policy, the subsequent elections of both Zack and Santana (nominated by Ms. Ascencio-Savola) accomplished that mission, both having had the least years of service of holdover Council members. An irony: Zack defeated incumbent Valdes in the 2006 election but Valdes was later appointed to fill a Council vacancy with the backing of fellowCouncil members. Some changing of the guard also occurred last week during the election

of officers of Kendall Federation of Homeowner Associations, including an unexpected change when Ms. Jane Walker was elected Executive Vice President of the governing board, replacing longtime VP Lawrence Percival. Ms. Walker became active in homeowner affairs in West Kendall when she joined as unofficial co-chair of the successful effort to block six-laning of S.W. 104th Street with Board member Martha Backer. “While Lawrence has been criticized for having his views taken as those of the Association, he has been tireless in serving the organization and will continue to do so,” commented Miles E. Moss, reelected President, who added: “KFHA is taking on a different role in recent times as both a community forum and an information base. “We now have an active liaison committee working to maintain better relations on matters at Kendall-Tamiami Executive Airport, and have just established liaison between our members to work on homeowner and condominium association legislation with Rep. Julio Robaina.” The Board also welcomed two new members, Ernest Porzio of The Hammocks Master Homeowner Association, and Don Kearns, advertising exec’ seeking appointment for an appointive vacancy on Community Council 11 to replace Miguel Cervera. Over 1/3 of registered voters didn’t vote. Why? R. Kenneth Bluh VIEWPOINT KENNETH’S COMMENTARY Thirty six percent of the registered voters in America didn’t bother to vote in our presidential election. Why that many didn’t cast ballots is probably a bigger question than why did voters select Obama over McCain. I am over 70 and I can’t remember an election that has so grabbed the public’s attention. Everywhere I went, the conversation was “Obama this, Obama that,” or “McCain this, McCain that.” It seemed to be the only subject of conversation. No one even asked, “What’s going on in Iraq?” A subject that dominated our headlines for years was suddenly pushed back to page 6, if it was mentioned at all. You would have thought that 99.99 percent of those registered would have voted. I have asked a dozen friends, “Why

did so many registered voters neglect to vote.” Some suggested that “a threehour line discouraged them,” they went home and never went back to vote. “It was raining!” “What does one vote mean?” “Many just don’t care!” There are nations where voters stand in line for days for the opportunity, yet they vote. Voters are shot at by opposition party loyalists while in line, yet they vote. India once used ballots with pictures of the candidates as many voters couldn’t read, yet they voted. Men have died in prison because they “spoke out.” Yet their supporters continued to vote. So what is the problem with Americans? Has our country grown so large that we individually feel insignificant and our vote really doesn’t count? Many blame the existence of the Electoral College. “I voted but my vote really doesn’t count.” My Brazilian-born wife, who recently became an American citizen, and voted in her first presidential election, asked a simple question: “Why not just count our votes? Whoever gets the most votes wins. It’s just that simple,” she said, as we stood in line for three hours and 15

minutes to vote a week before Nov. 4. I tried to explain the concept of equalized representation between states — a concept that is part of the original Constitution. She didn’t buy it. And, to tell the truth, neither do I. I guess I went along with the idea because it has always been the way we did things. But, to a newcomer to our country the simple concept of “why not just count the votes” is just too logical. My wife wants to know how to change the process. I told her that it takes a constitutional amendment to change to a “direct vote count,” something that will not happen because we have far more small population states than large states that will vote against the change. The Miami Herald, in its Nov. 5 editorial laid out the answer. Each state should pass a law that requires its representatives to the Electoral College (this year

on Dec. 15) to vote for the candidate who received the largest number of national votes on Election Day. So far four states have done just that — Hawaii, Illinois, New Jersey and Maryland. As hard as it is to pass such a law in Florida it would much easier than amending our national Constitution. The next question is: How many “eligible” voters haven’t bothered to register? We may find that far less than half the “eligible” voters voted, not just 64 percent of the “registered” voters who did vote.

Dadeland, The Falls join McGruff for crime prevention programs BY MICHAEL GOODMAN Dadeland Mall and The Falls, have announced their plans to team with the National Crime Prevention Council (NCPC), home of McGruff the Crime Dog, to conduct a variety of activities in 2009 to promote safety awareness and crime prevention throughout the area. The entrees were equally impressive with 11 salads, 6 dinner sandwiches, 8 thin crust Italian pizzas, 17 pastas and 5 different fish items cooked many different ways. They also have veal and several meat and chicken dishes. You could eat at this restaurant everyday for a month and choose a different item each time. The prices are very reasonable and very affordable for large families. The happy hour is from 3:00-7:00 Monday thru Friday and the appetizers are half off! There is also a cozy back room for private parties and group meetings. The full menu is available for take out and large catering. Local HS students launch financial literacy program BY LOREN LLANES Fifty Miami-Dade county public high school student ambassadors launched a financial literacy program, named Financially Free, during a student press conference at Miami Jackson Senior High School on Oct. 22. Financially Free is unique because it is run by students for students. Student ambassadors learned they will be developing their own financial literacy program throughout the school year with support of a partnership between MiamiDade County Public Schools, South Florida Educational Federal Credit Union, and with generous funding provided by State Farm Insurance. Students from the following MiamiDade county public high schools participated: Booker T. Washington, Coral Gables, Coral Reef, Homestead, John A. Ferguson, Miami Jackson, Miami Sunset, North Miami and Southwest Miami. The event was truly student-driven. Guests received a musical welcome by Kevin Tenor on the saxophone. He is a

BY JOSE BOZA As the holidays quickly approach, weather experts predict heavy snow flurries at Miami’s Dolphin Mall beginning on Wednesday, Nov. 26, at 7 p.m., and continuing into the new year. For the sixth consecutive year, Dolphin Mall’s Magical Snowfall will take place in the Ramblas Plaza. In addition to the daily 7 p.m. snowfall, snow will fill the air at 9 p.m. as well every Friday, Saturday and Sunday until Jan. 4, 2009. There will be no snow on Thanksgiving Day (Nov. 22), Christmas Eve (Dec. 24), Christmas Day (Dec. 25) or New Year’s Eve (Dec. 31). In true Dolphin Mall holiday tradition, magical wands will be distributed every night to children under 12 years of age when their parents sign up to receive the Dolphin Mall e-bulletin. At 7 p.m., the children will wave their wands in the air and cause the snow to return to the mall while illuminating the sky with a warm holiday glow. Youngsters

Miami Children’s Theater presents Disney’s Beauty and the Beast BY ROBERT HAMILTON “It’s a tale as old as time” and it is coming to Miami for the holidays. The Miami Children’s Theater presents Disney’s Beauty and the Beast, at 8 p.m. on Dec. 4, 6, 11, 13 and 20, and 2 p.m. on Dec. 7, 14 and 21, at the Alper JCC’s Russell Theater in Kendall, 11155 SW 112 Ave. The show opened in New York in April 1994 and already has become the sixth longest running musical in Broadway history, with more than 4,000 performances for more than 5.7 million people. It has had record-breaking runs in New York, London, Los Angeles, Toronto, Sydney and Tokyo. Nominated for nine Tony Awards including Best Musical, the play is based on the 1991 Disney movie, which became the first animated feature film ever to be nominated for Best Picture at the Academy Awards. Written by Linda Woolverton with music by Alan Menken and memorable songs by Howard Ashman and Tim Rice, Disney’s Beauty and the Beast tells a heartwarming “tale as old as time” about love conquering all. A handsome prince, played by Charles Benitez, with a cold heart is turned into a grotesque beast by a magic spell that also transforms the staff of his castle into dancing and singing objects such as a teapot, cup, clock, candelabra and more. BY LAUREN SIMO The Second Annual American Fine Wine Competition (AFWC), presented by Rothstein Rosenfeldt Adler, Attorneys at Law, and Guarantee Insurance Company, will take place on Nov. 3 and 4 at the Boca Raton Resort & Club with a AFWC gala dinner on Nov. 21 at the Four Seasons Hotel in Miami. “This is one of the only wine competitions in the country that celebrates only American made wine,” said Shari Gherman, chair of the Second Annual AFWC. “We are very particular on which wines we accept into this competition. We accept only top-quality, Americanmade wines. We judge wines in 30 categories, by varietal and price. Last year’s gala dinners were sold out, and we are looking forward to another exciting and successful year.” With at least 400 exceptional American wines, from Chardonnay to Zinfandel, entered in the 2007 competition, Gherman anticipates an estimated 500 wines to be entered for judging this year. More than 300 wineries are invited to participate, and each winery may enter more than one variety of wine. A few of the wineries to be featured are Brochelle Vineyards, which won “Best of Show” last year; Krupp Brothers Estates; Oakville Ranch Vineyards, and Frank Family Vineyards. A “dream team” of 22 judges, who pos-

sess top qualifications in wine knowledge, will judge the wines based on the criteria of the varietal, including character, depth, smell, taste and finish. The wines submitted for judging are among the finest produced in the country and each is hand picked by the winery as the best they have to offer. Guests who attend the AFWC gala dinner will have the opportunity to sample the wines judged in the competition as well as enjoy an incredible wine-country inspired gourmet meal. The beneficiary of the Miami event is the Junior League of Miami Inc., an organization of women committed to promoting volunteerism, developing the potential of women, and improving communities through the effective action and leadership of trained volunteers. The charity also will benefit from a live and silent auction, which will include signed bottles of wine from each winery that enters the competition. BY RON BEASLEY The luxurious new 2009 Aston Martin V8 Vantage recently made its debut in South Florida with a series of public and media ride-and-drive demonstrations at The Collection automotive dealership in Coral Gables. “The Aston Martin is a supreme example of modern automobile design,” said Fernando Lopez, a sales consultant with The Collection. “It’s a handcrafted sports vehicle.” Changes to the Vantage include a bigger engine, revised handling dynamics, improved Sportshift transmission software and a new sports suspension option. Inside, the changes include a new center console with revised switchgear and the introduction of an ECU replacing the old ignition key. Lopez points out that Ford Motor Co., which owned Aston Martin until recently, sold the brand about 18 months ago to a private equity firm based in Dubai. “The new owners are taking the automobile to a higher level of excellence,” Lopez said. “The engine is the heart of every car and that’s the big item that’s new for 2009 in the Vantage. It went

from a 4.2 liter to a 4.8 liter, and the displacement was increased from 380 cubic inches to 420. Also, on the instrument cluster, all of the gauges and buttons have been enlarged to make them more visible and easier to use.” Lopez said the Aston Martin V8 Vantage is a luxury automobile that is designed for everyday use, yet it also has the agility and performance that accomplished drivers demand. He said it takes about three weeks to assemble an Aston Martin Vantage in England and that all work is done by hand. Even the engine is built by hand at a factory in Germany. “Aston Martin will build a car exactly like you want it,” Lopez said. “Most cars are ordered from the factory and the customer decides on the color, the three tones of the interior, even the color of the stitching, so it’s really a very personalized automobile.” Base price of the Aston Martin V8 Vantage coupe is $133,000, while the convertible starts at $141,000. Add extras such as the navigation system, sport wheels, detail interior stitching, extra custom paintwork and you can easily add another $15,000 to the bottom line.

LET’S TALK CARS The Kia Sorento is a midsize SUV with a lot to offer — sporty looks, excellent power and a long list of safety equipment. Sorento was refreshed just last year, so there are few styling changes for 2008. It continues with a clean, rugged look accented by a chrome surround grille with a dual bar insert, headlights with projection beams, front-end skid plates, and front and rear towing hooks. It’s offered in LX and EX trim lines, as well as the LX Sport Package and EX Luxury Package, and with either two-wheel or four-wheel drive.
