West Kendall study revives incorporation issue BY RICHARD YAGER study to determine potential city incorporations in West Kendall has been revived by State Rep. Juan C. Zapata, reelected in November to his District 119 legislative seat that covers a large segment of Miami-Dade County’s most heavily populated unincorporated area. Miles E. Moss, president of the Kendall Federation of Homeowner Associations (KFHA), was approached by Esteban (Steven) Ferreiro, a government affairs specialist, to plan a special town meeting to discuss the effort with area residents. “So many people we approached during the campaign asked about incorporation that we decided to fulfill that campaign pledge and do a complete study,” said Ferreiro, who managed Zapata’s campaign for a fourth two-year term. “People want more police protection and better services from a local government, as well as more attention to transportation, streets, lighting and many other issues,” he added. Ferreiro said Zapata volunteered to act as temporary chair of an exploratory group to select members of a working committee that would begin the study process. As now visualized, incorporating West Kendall “might better divide the area into as many as four city centers,” Ferreiro said. Establishing workable city governments in already-concentrated areas instead of a West Kendall mega-city also was suggested by West Kendall Community Council 11 member Jeff Wander. The new study boundaries extend from SW 42nd Street (Bird Drive) south to SW 184th Street, and from SW 117th Avenue

BY RICHARD YAGER ordstrom, one of the nation’s most prestigious retail names, will open a Nordstrom Rack store at The Palms, the open-air shopping area currently under construction on the site of a former enclosed mall in Kendall’s Town & Country Center. The Seattle, WA-based store has leased a 34,842-square-foot space within the 400,000-square-foot redevelopment project surrounding the lake, and now known as the “The Palms.” The Nordstrom affiliate will open in spring 2010, according to a joint announcement of TIAA-CREF and Flagler Development Group, owner and developers, respectively, of the Town & Country property, and Jones Lang LaSalle, exclusive leasing agents for The Palms. Nordstrom Rack, a unit of Nordstrom’s off-price retail division, advertises savings of 30 to 70 percent on apparel and accessories for women, men and children, including an extensive collection of name-brand shoes. Nordstrom currently has 56 “Rack” stores open in 20 states, but currently the only Florida retail location is at Sawgrass Mills shopping center in Sunrise. Nordstrom Rack merchandise is made up of products from Nordstrom full-line stores and the company’s online store at Nordstrom.com, as well as special purchase items, according to Mark Yacovetta, director of Asset Management

Girl Scout Cookies introduce new Dulce de Leche flavor BY MICHAEL GOLDFARB outh Floridians are saying “hola” to an exciting new Girl Scout Cookie flavor — Dulce De Leche. Inspired by the classic confections of Latin America, the all-new Dulce de Leche cookies are being introduced just in time for the coming cookie season. Consumers now can order the Girl Scout Cookies, which will be available in Miami-Dade and Monroe counties on Jan. 15, 2009.

S

According to Maria Tejera, CEO of the Girl Scout Council of Tropical Florida, the Dulce de Leche Girl Scout Cookie will resonate well with South Floridians because the Latin flavor has long been a staple in Miami. “The Dulce de Leche Girl Scout Cookie is perfect for our markets in Miami-Dade and Monroe County, and we know our customers are going to make this flavor the No. 1 seller this cookie season,” Tejera said. west to the Urban Development Boundary (UDB), or, possibly, a boundary line paralleling or extending west of Krome Avenue (SW 177th Avenue), Ferreiro said. The UDB, created to limit new largescale communities in favor of residential and commercial infill projects, generally borders the east side of Krome Avenue before jogging southeast of SW 136th Street, adjacent to land projected for the new Parkland community of 6,941 homes in a 961-acre tract. That “new community” would be built by Lennar from a theoretical extension of SW 162nd Avenue west to Krome between SW 136th and SW 152nd streets, and raise Kendall’s population by an estimated 17,000-plus by 2018. (West Kendall currently is estimated at 200,000-plus residents). Individual citizens, business and civic organizations will be contacted to assist in creating Kendall-wide interest in the new incorporation study, including nominating members to serve on the committee, Ferreiro told Moss, who originally served on a West Kendall Municipal Advisory Committee (MAC). Rep. Zapata initially chaired the only West Kendall MAC exploring the area from Bird Drive to SW 152nd Street, from Florida’s Turnpike to Krome Avenue. The group eventually disbanded without recommendation, largely due to lack of citizen interest. An East Kendall MAC was discharged before concluding its recommendations for incorporating an area between Florida’s Turnpike and S. Dixie Highway (US 1), between Bird Road (SW 40th Street) to The Falls. Subsequent to those study groups, Miami-Dade Commissioners have passed an ordinance requiring 25 percent of voters (instead of a former 10 percent) to sign petitions within any

area seeking to incorporate, virtually eliminating any “umbrella” Kendall MAC due to the thousands of certified voter signatures required. Two groups pursuing smaller East Kendall incorporations in recent years, including an area around The Falls, have been stymied largely needing to secure voter names in the thousands. Ferreiro said a commission sponsor or special resolution were alternatives to the MAC process that might be unnecessary for a study leading to separate municipality incorporations within the overall West Kendall area. Also discouraging incorporations is a “mitigation” formula that directs the county to retain tax funds from newly incorporated municipalities to defray continuation of essential county services such as libraries, fire-rescue, and waste pickups. Mitigation as a condition of incorporation is currently under appeal by three recently incorporated municipalities — Palmetto Bay, Doral and Miami Lakes — whose officials protest the continuing drain of revenues from newly formed cities. Although the Florida Legislature approved elimination of mitigation in the 2008 session, the county appealed that action in Circuit Court, arguing that it violated the county’s Home Rule Charter, an argument the court upheld. On Nov. 20, commissioners passed a resolution sponsored by Commissioner Jose “Pepe” Diaz terminating mitigation for the three municipalities after seven years but Doral has since appealed that decision to the Third District Court of Appeal. Doral’s 2008 mitigation payment to the county represents $9 million in lost income, according to Mayor Juan Carlos Bermudez.

All moneys earned by the cookie sale remain in the local community and are used to update and improve council facilities, programs and adult development outreach initiatives, all which improve the Girl Scout experience for all girls in Miami-Dade and Monroe counties. “Strong cookie sales are more important than ever because this is one of our major fundraisers and, with the tough economy, it imperative that this be our most successful year yet,” Tejera said. Another go at West Kendall incorporation Michael Miller EXECUTIVE EDITOR

AROUND TOWN The newest study plan for West Kendall incorporation has a new wrinkle. The intent is not to create a new Miami-Dade city which by population would become the county’s third largest, surpassed only by Miami and Hialeah; rather, the sprawling suburban area would be divided into “city centers” with homogenous boundaries. With the transportation crunch constantly accelerating growth, West Kendall has already separated itself into mini-municipalities, first spawned by residential growth and next by commercial shopping and business development. Downtown Dadeland is already a citywithin-the-city and will no doubt become some kind of self-governing area. That’s because East Kendall folks are dead-set against having the current Dadeland development leap the Palmetto Expressway, backed by an east side charrette to retain low-profile neighborhoods, as well as several recent denials of higher zoning density applications. West Kendall presents a different landscape with areas like KendallTamiami Executive Airport developing as a mini-municipality while communities of substantial size are already in existence, like The Hammocks (estimated at 17,000). The first West Kendall MAC came away believing that the area was simply too large to incorporate as a single government entity, and for like reasons, East Kendall incorporator limited their potential areas for new municipalities.

Larger doesn’t seem to mean better in this neck of the woods. Downsizing does! Assessment Turn-Around? More than an hour’s debate was ably moderated by veteran Realtor Frank Kowalski between Sen. Gwen Margolis and Pedro J. Garcia, opponents for Miami-Dade Property Appraiser, during a KFHA December 8 session. We won’t know until later (December 16 was the Election Day, in case you forgot) whether Ms. Margolis had the extra votes needed to capture the first election of a Property Appraiser in Miami-Dade County. (The other 66 Florida counties all have elected Property Appraisers). Ms. Margolis posed overwhelming County Commission and legislative budgeting experience, most of the latter in tax matters, against Mr. Garcia’s “hands-on” background as one of the Appraisal Division’s veteran executives. Both, however, agreed the county needs more appraisers to do field work to re-assess many properties carrying assessments boosts that show market values higher than a listed sales price in today’s market. Not too mention the tax boost. Such is the craziness of the compressed housing cycle with pricey 2007 figures hanging around for 2008 tax bills, long after the market collapsed. Community Council Town Meeting hosted by KFHA has been postponed to Monday, January 5, at 7 p.m. in the Kendall Villager Center, 8625 S.W. 124th Avenue, to provide an overview of their functions, both in East Kendall (Council 12) and West Kendall (Council 11). It’s an invitation to learn more about what the Jennings Law and Government in the Sunshine regulations mean, as well as finding out how to increase your voice in community government. Q&A session

will follow presentations. P.S. re: Kendall’s constantly disappearing ‘landmarks’ now include the Tony Roma’s restaurant which has been serving up baby-backs and onion rings on S.W. Dixie Highway at S.W. 67th Avenue for lo, these many years. It will become the site of a Colonial Bank that’s moving out of Downtown Dadeland, even though Dadeland North Shopping Center’s Larry Suchman has doubts about new traffic and parking complexities for existing tenants. East Kendall Community Council nevertheless approved the new bank site as planned by a unanimous 6-0 vote. Speaking of Dadeland, a lengthy email from Kendall historian Albert HarumAlvarez calls attention to the long-overdue completion of landscaping and attractive streetscaping along the Snapper Creek area that was planned as a “grassy promenade for picnics.” Most recent view: a barricade (suitable for Florida Turnpike, says HarumAlvarez) to prevent anyone from walking on the bank of the canal. Don’t we recall Snapper Creek Canal as part of the Parks Department’s overall “Open Space Programming” to interconnect passive and active parks with bike paths and nature trails and such? Oh yes, that was a 50-year plan! Just have to be patient, folks. County Commission agenda on December 18 carries the first reading of the CDMP (land use change) for Lennar’s Parkland development. If you have nothing else to do that day, you might settle in for watching the MiamiDade Government channel which usually telecasts such hearings. While the session starts at 9:30 a.m., the Parkland session may carry over into the afternoon meeting, if not postponed. The project is more than likely to be approved with the provision that the state’s Department of

Community Affairs investigate and report its findings before final action, most likely in April, 2009. Seniors have obligation to report Medicare fraud R. Kenneth Bluh VIEWPOINT KENNETH’S COMMENTARY

The financial future of Medicare and, for that fact Medicaid, depends to a great extent upon the attitude of seniors and how we guard our medical coverage. We talk about the cost of the war in Iraq, the current cost of supporting the financial institutions in America, and the cost of rebuilding our economy, but by comparison the cost of Medicare and Medicaid is the most expensive long-term item in the federal budget. The other day a friend of mine told me he received a breakdown on moneys paid to a medical supply company for a battery powered wheelchair, bathroom equipment for the disabled and a hospital bed for his home. In fact, my friend is a runner. Last year he ran in the Mercedes-Benz 5K race in downtown Miami. He certainly doesn’t need care getting in and out of the bed.

“What did you do? Did you report this to Medicare?” I asked. Obviously, the answer was “yes.” However, how many individuals when receiving such a notice, simply say “this must be a mistake,” and throw the Medicare Summary Notice in the trash? The federal Inspector General recently denounced Medicare for its failure to follow policies for auditing medical equipment suppliers’ claims, The Miami Herald reported. The biggest, quickest and easiest way to bring this under control is by verifying that doctors actually have written prescriptions for the services and equipment. Seniors can alert both their doctors and the office of the Inspector General when they become, like my friend, aware of such abuse. While Miami leads the nation in Medicare fraud with a $2.5 billion a year loss, the nation as a whole is currently experiencing an estimated $60 billion annual loss. That’s half the cost of the war in Iraq where we are all crying for an end to the cost in lives and money. Yet, Medicare fraud makes page 10 at best, in the nation’s press.

Hard as it is to believe, the Inspector General reports that 28.9 percent of Medicaid payments for equipment are fraudulent. All seniors should visualize themselves as an arm of the Inspector General’s office. When you suspect fraud, do something about it. We all know we must do something if, like my friend who runs in 5K races; we are not the beneficiary of Medicaid services or equipment. Here is what we must do. First, contact your doctor and tell the physician about the claim. If it was a mistake he or she can quickly correct the error. If you feel that it is more appropriate, call, email, fax or write the Office of the Inspector General. Start your letter by stating that you are “filing a fraud complaint.” Use these exact words, and then provide the specifics of your complaint. Email your complaint to

<HHSTips@oig.hhs.gov> or call in your complaint to 1-800-447-8477; by mail to: Office of the Inspector General, HHS TIPS Hotline, PO Box 23489, Washington, DC 20026, or by fax to 1-800223-8164. Many of us complain that it is very difficult living in a nation of 300 million people to actually make a “hands on” contribution to the financial success of our nation. Now you have found a way. Seniors or friends and families of seniors — if you suspect Medicare or Medicaid fraud, do something about it.

Some shopping secrets can help you avoid more debt Al Sunshine 4 YOUR MONEY When considering your holiday shopping this year, here’s a little advice. Don’t be tempted to overspend like you may have in years past. Sure, we’ve been hearing about all those “deals” since Halloween. It even seemed like the holiday shopping season kicked off a few weeks early this year. Retailers couldn’t wait to start their “Tricks or Treats” to get us in the mood to shop, even if most of us can’t afford to rack up much anymore debt. Holiday shopping is expected to be very soft this year. Think of it like an ice cream cone that’s been sitting on the heat for several hours. That’s why we’re seeing more hype than ever about “Deep Discounts and Special Bargains.” Yes, retailers need us to “Spend Our Way” out of this recession. Yes, this will be a critical shopping season for too many businesses, which may face shutting their doors for good after the holidays. Yes, we all have to do our part to reverse our current economic meltdown. But NO, we don’t have to go deeper in debt and threaten our family’s financial future doing it. Here’s my advice: Budget. Don’t overspend. Use cash and demand cash-only discounts, rather than putting everything on plastic. We also have to be very careful about using gift cards this year. Too many retailers may shut down after the holidays which would make unused gift cards worthless. On-line shopping also will be down. And since you can’t demand “cash-only discounts” online, you may actually be able to wrangle better deals face-to-face with local merchants. And you won’t be facing all those extra shipping charges. So where are the deals? Home electronics, clothing and big-ticket appliances are seeing deep discounts this year. There are still great deals out of big “overstock” liq-

uidators offering older merchandise. Most manufacturers also offer deeply discounted “refurbished” products at their online websites. You can also look for great deals on “refurbed” home electronics like computers and cameras. But hold onto all the packaging and receipts to make sure they really work before throwing it all out. And remember, homemade presents can be great gifts too. Baked goods, such as fresh breads, cakes and cookies, can be a very personal present that doesn’t cost a lot of money, but still carries a lot of “love.” Home sauces and soups can be a real treat too that won’t break your budget. Taking a friend or coworker out for a quick lunch or breakfast snack is a nice holiday treat too. What’s more, this holiday season, there are a lot of changes taking place in the credit card industry. And most of them are not consumer-friendly at all. Some of the big name credit cards have quietly been notifying customers, with tiny-type mailings, that they’re changing their “Consumer Agreements.” What that means in simple language is that they’re cutting your spending limits and increasing your interest rates on unpaid balances. They’re also betting you won’t notice how expensive those credit cards really are until it’s too late and the bill comes due in January. By then it will be too late and you may find yourself paying bigger credit card bills than you never even expected. That’s a “Holiday Shopping Secret” you can never forget during this year’s shopping season. Remember the old adage: “Never go to the grocery store without a list or when you’re hungry.” Chances are you’re likely to buy more than you need and spend more, too. The same advice applies when you’re shopping for the holidays. Whether you’re shopping at the mall, online, or by phone or mail, the Federal Trade Commission (FTC), the nation’s consumer protection agency, says that a little planning and know-how can help you deliver a holiday season that’s on budget and maybe even a little less stressful.

A mini-tomato festival, called the “Florida Tomato Culinary Art Tour,” is traveling the U.S. East Coast to showcase the beauty, exquisite taste and nutritional benefits of Florida-grown tomatoes. The tour will be making a stop in Kendall on Thursday and Friday, Dec. 18 and 19, 10 a.m.-4 p.m., at Norman Brothers Produce, 7621 SW 87 Ave. The tour includes a tomato-wrapped vehicle, cooking demonstrations by local chefs, tomato art exhibit, distribution of free tomato recipe books, free reusable grocery bags, tomato sampling, and more. Florida tomatoes are delicious and

healthy, and they’re packed with vitamins, low in calorie and contain no cholesterol. Americans love them so much we consume approximately 18 pounds each per year. Unfortunately, tomatoes got a bad rap last summer because of a salmonella outbreak that was later tied to jalapeño peppers from Mexico. In an effort to restore consumer confidence in tomatoes — especially Florida-grown tomatoes, which have very strict sanitation and packing practices — the Florida Tomato Growers are embarking on a month-long tour across the Eastern U.S. For details, visit online at <www.floridatomatoart.com>.

Aesthetic magazine. “I’ve been doing this procedure for about six months,” he said. “It can be done on any scar, any place on the body including the face. If a women wants to come in and have a C-Section scar done, it’s actually an easy procedure. This, in a sense, has revolutionized scar revision surgery.” Dr. Sachs said the procedure causes little pain. Those who have had the surgery say the site might ache and, while he gives pain medication prescriptions to the patients, few of them actually fill the prescription. “It’s pain free in the majority of patients and those who experience pain, it’s very minor in nature,” he said. “There is little downtime at all. The next day postoperatively, you’re back in the gym. Probably some people will take two to three days, but you can go back to the gym.” Best of all, there is no stitching because there is only a single millimeter incision. “It’s extremely small,” he said. “That’s one of the reasons the procedure is safe.” The Sculptra Skin and Laser Center, 150 SE Second Ave. (Washington Mutual Bank Building), Suite 802, offers surgical and laser procedures to enhance a patient’s look. The center uses Syneron’s LipoLite Laser. For more information or to schedule a consultation, call 305-372-5974, or go online to <www.youbeyounger.com>.

Dr. Mark Sachs is a versatile guy, having trained in ophthalmology, internal medicine, and infectious disease and immunology. He is founder of the Sculptra Skin and Laser Center in downtown Miami and an expert in liposuction. “I’ve been doing surgery on and off for 20 years,” Dr. Sachs said, adding that two years ago he started specializing in cosmetic surgery. He also is well known for his work in immunology and his work on how skin fights infection and heals itself. Practicing in all those areas helped Dr. Sachs develop a new procedure that can reduce scars. “Nobody else does this procedure and it’s incredibly effective,” he said. “It’s all done under local anesthesia.” In the past, reducing scars was an invasive procedure; it didn’t take care of the entire scar such as those from CSections. But the new procedure results in a 90 percent improvement without the dangers and the down time. According to Dr. Sachs, the new twopart procedure came out of a careful study of the anatomy and physiology of scar formation and the emergence of cutting edge technology such as Syneron’s ELOS (electric-optical synergy) equipment. Basically, he melts the adhesions and when it heals, he blasts off the top of the scar and shaves it off. “I make an incision and I infuse Lanicaine under the scar through the fat layer,” he said. “Then I put the laser into the fat layer and melt all the adhesions that are holding the scar to the fat and muscle underneath the scar. That lifts the scar off.” He said by lifting the scar, 40-50 percent of the discoloration disappears. “In part two, I take a new type of laser. It actually destroys skin,” he says. “I shave off the top of the scar.” Part two takes place two to three weeks after the first session. “When that is done, about 70-90 percent of the scar is gone,” he said. Dr. Sachs said he noticed after doing a lot of liposuction that abdominal incisions got better after the liposuction. He asked for volunteers and developed the procedure. The effectiveness has been documented and is now available to the general public. The procedure is so new and so interesting that it has been written about in

Kendall Animal Clinic specializes in pet dermatological problems BY LINDA RODRIGUEZ BERNFELD Dr. Richard Rogoff has been practicing veterinary medicine in Miami since 1970. He has been in the Kendall area since the early ’70s, first at the Kendall Animal Hospital in the Kendall Mall and then across Kendall Drive at the Kendall Animal Clinic. He moved to that location after Hurricane Andrew severely damaged the shopping center. Before Hurricane Andrew, Dr. Deborah Colker had worked with Dr. Rogoff at the hospital. “We both love what we do,” Colker said. When they moved across the street, the two became partners in the clinic. “We’re both small animal practioners,” Rogoff said. “I have a specialty interest in dermatology and Dr. Colker has a specialty in feline medicine and surgery.” Rogoff is a member of the American Academy of Veterinary Dermatology and Colker is a member of the American Association of Feline Practitioners and the 1995 president of the South Florida Veterinary Medical Association, and an executive board member of the Dade County Veterinary Foundation. Between the two, they have more than 50 years of

combined experience. Their specialties bring them some unusual cases that might have gone to one or two other vets before coming to them. “They either get here by looking in the yellow pages or are recommended by another practitioner,” Rogoff said. “The same is true with dermatology.” He recently saw a dog with an unusual type of skin infection. The dog was

Animals are prone to the same dermatological problems as humans.” Over they years, his interest in dermatology and her interest in felines have rubbed off on each other so both are

highly skilled in both areas. “It’s like a marriage,” he said. “We have been together for years. We discuss everything.” The clinic is a full-service clinic taking care of things such as vaccines, medical treatments, boarding, spaying and neutering and other surgical needs. It has state of the art equipment that allows the vets to diagnose their patients quickly and accurately. They do surgeries onsite and they have a cat, Smokey, who can provide blood if another animal needs a transfusion. “We have a strong degree of commitment and passion for what we do,” Rogoff said. “The way our schedule is structured, we never burn out. I just adore what I do for a livelihood. I hope to never retire.” The vets switch off, so they always feel fresh and ready to go. The practice is closed on Wednesdays and Sundays. Rogoff and Colker also are quite proud of their facility, which does not look like a typical vet’s office. It has a Southwestern motif and is arranged in such a way that suits their needs perfectly. Mark di Suvero sculptures at Fairchild through May By Amanda Paz Paz Renowned artist Mark di Suvero’s enormous steel sculptures are towering over Fairchild Tropical Botanic Garden’s world famous flowering trees and vines, lush rainforest and bustling butterfly garden. Fairchild Tropical Botanic Garden recently opened “Mark di Suvero at Fairchild,” an outdoor exhibition of five massive sculptures including the never before exhibited Olompali, to coincide with the famed international art fair, Art Basel Miami Beach. The exhibition will remain on view at Fairchild Tropical Botanic Garden, 10901 Old Cutler Rd. in Coral Gables, through May 31, 2009. The sculptures in the exhibition are on loan from the Mark di Suvero Collection. The five pieces being displayed among Fairchild Tropical Botanic Garden’s landscapes are: Olompali (2006), a 30-foot

sculpture making its international debut at Fairchild Tropical Botanic Garden before being shipped to China where it will be permanently located at the U.S. Embassy in Beijing; Gnarly (2008), a 27foot sculpture of twisting, turning steel; the bright red Rust Angel (1995), made from a single plate of steel; Neruda’s Gate (2005), 26 feet high, and She (1977-78), an interactive piece measuring 52 feet wide. With its wooden swinging bed, She is an example of Mark di Suvero’s desire to make touchable and accessible art with which people can interact. His sculptures were created with diverse spaces to engage the observer with changing dimensions as they approach it and move through it. “We are thrilled to open Mark di Suvero at Fairchild to an international audience of art enthusiasts at Art Basel,” said Bruce Greer, Fairchild Tropical Botanic Garden’s board of trustees’ pres-

Olompali sculpture by Mark di Suvero ident. “Fairchild Tropical Botanic Garden’s unique landscape will provide the perfect backdrop to truly reveal these massive structures’ complexity and scale.” Di Suvero was the first living artist to have his work shown in the Tuileries Gardens in Paris in 1975, and the first artist to have three major exhibitions at the Storm King Art Center in New York. His distinct, bold pieces now can be found all over the world. He is a past recipient of the Lifetime Achievement in Contemporary Sculpture Award from the International Sculpture Center, and he received the 2005 Heinz Award for the Arts and Humanities for his commitment to aspiring artists. Fairchild Tropical Botanic Garden houses the largest palm collection in the USA and internationally important collections of rare tropical fruit and cycads. The garden maintains an international conservation program, which works with more than 20 countries around the

world to preserve some of the world’s rarest species and tropical habitats. Fairchild Tropical Botanic Garden’s major events have included exhibitions by world-renowned artists such as Fernando Botero, Roy Lichtenstein and Dale Chihuly. “Historically, art and nature have always been linked, and people who enjoy one generally enjoy the other,” Greer said. “Our goal is to provide visitors with a complete cultural experience in which they enjoy world-class art and one of the world’s greatest living collections of tropical plants, while learning about the importance of plant conservation.” Day admission is $20 for adults, $15 for seniors, $10 for children 6-17 and free to children 5 and under as well as Fairchild Tropical Botanic Garden members. Cabo San Lucas — sun and beauty in the Tropic of Cancer BY JOSE DELFINO The Tropic of Cancer is located at the northernmost latitude where the sun appears directly overhead at noon during the June solstice when the earth’s northern hemisphere is tilted toward the sun to its maximum. Cabo San Lucas at the southernmost point of the Baja California peninsula in Mexico is just a few miles south. At the end of October, the temperature is still high (97 degrees Fahrenheit), but the air is very dry. The rainy season is gone, and the deserted hills and dunes are covered with a multitude of beautiful wild flora, like a temporary dressing of the permanent cactus forest that covers most of the land. The flight from Miami to Mexico City is about three hours, and then from Mexico City to the Aeropuerto Internacional El Cabo is another hour-and-15-minute flight. From the airport to Cabo San Lucas, it’s about a 30-minute trip in a shuttle van that takes tourists to their respective destination resort along the beautiful beaches of the peninsula. The charge for this service is $15 for each passenger. The big attraction of Cabo San Lucas is the ocean and the weather. There is a blue sky all the time, and a low humidity that leaves everything pristine and clear, just perfect for photography. At 7:15 a.m., the sun rises majestically, painting the ocean surf with a spectrum of color. We stayed at the Me Cabo Nikki Beach Meliá Resort, located right on the Médano Beach and very close to where all the action is, just six blocks from downtown Cabo San Lucas. It consists of a small town with many different types of tourist shops, handicrafts, bazaars, Mexican restaurants and a large established marina with a very impressive fleet of sport fishing yachts. The Me Cabo Nikki Beach Meliá Resort provides great service and has beautiful décor. The rooms are quite large, with wonderful views of the bay, the rocky arch and the mountains at the end of the peninsula. It is Cabo’s signature photograph. Médano Beach is one of the best beaches in the area. Others are not so friendly for swimmers because there are too many jagged rocks or swimming may not be allowed because of strong riptides. I suggest that you check with the hotel before booking your reservation. The history of Cabo San Lucas as a destination resort is relatively short. In the 1960s, the community consisted of only a fish cannery and a small town dominated by people who made their living from the sea. It wasn’t until the ’70s seventies that

Cabo San Lucas began to attract the attention of the tourism industry, when the area’s reputation as a place to go sport fishing for marlin began to draw wealthy anglers from around the world. Today, Cabo San Lucas is considered one of the top marlin fishing destinations in the world. During our stay, we witnessed a great three-day fishing tournament that saw prizes of more than $2 million awarded. Renting a car for a day is a good idea. There is a scenic all-day tourist circuit that you can drive from Cabo San Lucas to La Paz, the capital of South Baja California. You’ll travel along the west coast of the peninsula as you leave, then return on the eastern side with many interesting stops along the way, including the small town of Migriño about 45 minutes from Cabo San Lucas. Then Todos los Santos appears and you can stop at the Hotel California, the hotel that the Eagles made famous in song. Enjoying a cold “Margarita” on the rocks with some “tortillas y salsa de guacamole” is an absolute must! At the town of Los Barriles, you’ll find a rustic straw-roofed restaurant called El Barrilito that serves Huachinango frito, a deep-fried whole snapper. The food is great, the service is excellent and the prices are quite pleasing. A 24-hour compact car rental (we got a Nissan Tiida, known as the Versa in the U.S.) will cost you about $60 including insurance. The

(Photos by José Delfino)

La Roca del Pelícano (The Pelican Rock), where there are many varieties of parrot fish, angels, snappers and many more. highway is in very good condition and there are many signs to guide you in the right direction. If you like diving, there is very good snorkeling and scuba action in a place called “La Roca del Pelícano” (The Pelican Rock) not to far from the arch where there are many varieties of parrot fish, angels, snappers and hundreds more. For evening dining, we especially enjoyed La Oficina, a very nice restaurant located right on the seashore just a couple of blocks south of the Me Cabo Meliá Hotel. The tables and chairs are placed right on the sand and guests are beautifully surrounded by burning torches and local folk décor. A Mexican sommelier named Rambo visits the tables feeding shots of tequila to the customers. Later in the evening, there is a stage with great Mariachis and folkloric dances from ancient times to compliment the excellent cuisine and wonderful atmosphere. Tourism is the engine that drives Cabo

San Lucas. During our week-long stay, we saw the arrival of eight cruise liners – including ships from Carnival, Norwegian and Princess — make stops for a day or two. And while you may think this detracts from the beauty of the area, I think the ships really enhanced the view of the bay. Everywhere we went, the people were very friendly and the service was impeccable. This town really knows how to pamper the tourist. Cabo San Lucas is a great destination with a lot of fun. Check out the Internet for weekly packages that run from $1,700 to $2,000 per person (including air fare from Miami and hotel). Meals and drinks are not included, and can cost around $100 per day per person. Some resorts are all inclusive, with great savings on your stay.

Hole in the Wall Sub Co. offers a taste of Philly BY LINDA RODRIGUEZ BERNFELD If you are one of those people who is on a constant search for the best Philly Cheese steak sub outside of Philadelphia, then you have to go to the new Hole in the Wall Sub Co. shop in Palmetto Bay. “Our specialty is the Philadelphia cheese steak, both chicken and regular,” said shop owner and manager Rick Roca. “We probably have close to an 80 percent return customer rate. We have a good percentage of people who come every day.” The sub shop has been open about three months and has received terrific response from customers who are coming back again and again for the subs. Located at 14421 S. Dixie Hwy., in the Kings Bay Shopping center, the 30-seat restaurant is at the end of the breezeway, where the Purple Onion Club used to be. The shop opened officially on Sept. 10 although they did a soft opening a few days before that to test the market.

Roca said they did a pilot program for the subs before opening the shop. They worked out of a warehouse near the Kendall-Tamiami Executive Airport, doing pick-up and delivery only. “We wanted to see if we could make it,” he said. When they determined the food was good enough to be a hit, they opened in their new location. And where they did they come up with the name? Roca said whenever people talk about a great place to eat, they often say, “it’s just a little ‘hole in the wall,’ but with great food.” “We’re talking about a little place, very family oriented, a very friendly family environment,” he said. That is the image he wants people to conjure when they talk about his restaurant. One of the reasons Roca wanted to open his own place was that he believed that too often customers aren’t treated with the respect they deserve (cashiers are on their cell phones making personal calls or the waitress won’t pay atten-

tion to you) and he wanted to have a place where the customer is king. “This is very customer oriented,” Roca said. “You walk in and it’s like everybody’s your best friend. The place is very cozy, very open.”

As far as the menu, Roca said there are more than 20 different types of subs available. They also make quesadillas, salads and soups. They make some of the traditional Cuban sandwiches. “We do cold subs; we do them hot, and we have wraps as well,” he said. “It’s a pretty good variety.” Hole in the Wall does party catering. “We have a full variety of catering — party platters and up to nine-foot subs.” The 20-piece platters can feed from five to eight people depending on how hungry they are. “We are constantly running specials,” he said, adding that they have a variety of kids’ meals including hot dogs, ham and cheese sandwiches, peanut butter and jelly and bologna sandwiches. ”It’s a smaller sub and we’ll throw in a drink and chips with it.” Hole in the Wall opens at 10 a.m. seven days a week. Monday through Friday the shop closes at 8 p.m. and at 4 p.m. on Saturdays and Sundays. The shop delivers throughout the day. For more information, call 786-2276058.

BY CRISTINA PLANAS Mercantil Commercebank, one of the largest privately held banks in South Florida, was honored recently by the Zoological Society of Florida (ZSF) and Miami Metrozoo for sponsoring the zoo’s Maguary Stork Exhibit. An onsite plaque was unveiled in acknowledgement of the bank’s continuous support. In 2006, Mercantil Commercebank announced a long-term alliance with Miami Metrozoo and the Zoological Society of Florida (ZSF) to rename and upkeep its children’s zoo as the Mercantil Commercebank Children’s Zoo, offering interactive and animal encounters, and assisting with the zoo’s educational programs. The partnership included the construction of a three-dimensional entrance to the children’s zoo, its yearly maintenance, and the sponsorship of one of the zoo’s monorails. The Maguary Stork Exhibit sponsorship this year is an addition that consolidates the bank’s support for this important entertaining and educational venue in the community. The ceremony included speeches by ZSF president and CEO Nestor Rodriguez, who officiated the ceremony, and Ed Holden, Mercantil Commercebank executive vice president and manager, Personal & Commercial Banking. Eric Stephens, Miami Metrozoo director, and Cindy Eisman, vice president of development for the ZSF, also

were present. “Mercantil Commercebank’s continued support of our programs is an incentive for our organization,” Rodriguez said. “Their generous sponsorship of the Maguary Stork Exhibit as well as the children’s zoo has helped to make Miami Metrozoo one of our community’s most valuable resources,” he added. “We are honored to support Miami Metrozoo and the ZSF’s mission to encourage an appreciation for the world’s wildlife,” Holden said. “It is our wish that our joined efforts convey the importance of preserving its wellbeing today and in future generations.” The ZSF is the non-profit support organization of Miami Metrozoo. Founded in 1956, members spearheaded a campaign in the mid ’60s, to include plans for a better zoo. Voters approved the bond issue in 1972, and nine years later Miami Metrozoo opened its gates to the public at its current location. Today, this facility is one of the top 10 zoos in the country. For more information about Mercantil Commercebank, visit online at <www.mercantilcb.com>. Miami Metrozoo is located at 12400 SW 152 St. General zoo admission is $15.95 per adult and $11.95 per child (312), plus tax. Mercedes GL320 BlueTEC means ‘clean’ diesel power Ron Beasley AUTOMOTIVE EDITOR

LET’S TALK CARS Mercedes-Benz is staking a lot of capital on its new BlueTEC diesel technology, and with good reason. BlueTEC has been winning industry awards and accolades from all corners since the German automaker launched the program in an E-Class sedan two years ago. It was timed to coincide with the introduction of lowsulphur fuel in the United States. For those who haven’t read about it, BlueTEC is Mercedes’ new formula for powerful and clean diesel engines. Gone are the days of the noisy, smoky diesel; BlueTEC is highly efficient and quiet, and sharply reduces harmful nitrogen oxide and particle emissions. Just about 70 years ago, Mercedes-Benz became the first auto manufacturer to use the combustion-engine principle pioneered by Rudolf Diesel in a passenger car. Diesel technology even then had a

much higher efficiency than the traditional gasoline spark-ignition engine, and the diesel has been steadily improved over the years. A giant leap came in 1997 with the introduction of common-rail direct injection (CDI) technology in combination with the development of the four-valve engine system. Since then, the CDI abbreviation has meant both excellent fuel economy and a huge increase in torque, or towing power. With the introduction of the maintenance-free particulate filter in 2003, Mercedes-Benz overcame the last big objection to diesel power. The filter virtually eliminated soot particles and nitrogen oxide emissions. The first Mercedes passenger vehicle to get the new technology was an E320 in 2006. It was a success from the start and was voted “World Green Car of the Year” in 2007. Mercedes then launched the R320, ML320 and GL320 BlueTEC vehicles in the U.S. Most recently, the ML320 won the Southern Automotive Media Association award for being the best “Green” vehicle displayed at the South Florida International Auto Show. Mercedes now claims that its high-tech diesel engines meet the world’s toughest

Mercedes GL320 BlueTEC is a new diesel-powered SUV.

exhaust emission limits and its AdBlue injection system makes the new BlueTEC sport utility vehicles the world’s cleanest diesel SUVs. Our test-vehicle for the week was the new full-size luxury GL320 SUV, and we came away with a new appreciation for diesel power and its use in a passenger vehicle. The 224-hp V-6 BlueTEC engine equipped with a maintenance-free diesel particulate filter is very responsive and it’s paired with Mercedes’ 4MATIC all-wheel drive system for excellent handling in any

road condition. Mercedes says the combination will deliver an average of 26 mpg. The Mercedes BlueTEC technology doesn’t come cheap. The ML320 BlueTEC starts at $49,475, the R320 BlueTEC at $50,025 and the GL320 BlueTEC begins at $59,075.

Salute to Education (STE), the scholarship program funded by the South Florida Ford and Lincoln Mercury dealers for the past 15 years, has announced that it is accepting applications online for the 2008-09 scholarship program. Deadline to submit the applications online is Jan. 30, 2009. This year, the South Florida Ford and Lincoln Mercury dealers will be awarding $160,000 in scholarships ($80,000 to 80 students in Miami-Dade County and $80,000 to 80 students in Broward County) to graduating high school seniors from Miami-Dade and Broward County public and private high schools. Students who apply must meet the criteria and requirements (list online) to apply for the scholarship. Students may apply online at <www.stescholarships.org>. Applicants must complete a series of questions, including four essays, as part of the application process. Scholarship guidelines require an applicant to choose a category in which he or she is qualified. The categories are Athletics, Language Arts and Foreign Language, Leadership/Service, Mathematics and Computer Science, Natural Science, Performing Arts and Visual Arts, Social Science, and Vocational/Technical. Only one category may be chosen. A Scholarship Committee comprised of community, civic and educational

leaders judges each application and selects 80 students from Miami-Dade County and another 80 students from Broward County. Scholarship recipients will be honored during the annual Salute to Education Scholarship Awards ceremony on June 6, 2009, at FIU’s Graham Center. “We recognize the tremendous potential in the students within our communities and we are committed to helping them pursue their dreams of a higher education,” said John Maggio, president of Salute to Education and general manager of Pines Lincoln Mercury. “With the consistent rise in college tuition, students have come to rely on scholarships like ours to help fund the next four years of schooling. Even with the current state of the economy, the South Florida Ford and Lincoln Mercury dealers are still committed to continuing this program and assisting high school seniors in South Florida with their educational goals.” The 20 Miami-Dade and Broward County Ford and Lincoln Mercury Dealers and Ford Motor Company have awarded over $3 million in scholarships to more than 3,000 deserving public and private high school seniors in both counties. Salute to Education is a nonprofit organization funded through dealership contributions and corporate support from Ford Division, Lincoln Mercury Division, Ford Credit and Ford Customer Service Division.
