Jazz in the Gardens, a two-day weekend festival is now in its fifth year and has grown to be one of the top cultural events in America. Miami-Dade County Electronic Message Board Replacement Project Underway Earlier this month The Florida Department of Transportation began installing Electronic Message Boards throughout the Miami-Dade County. This project will replace existing electronic message boards with new, and upgraded signage, performing repairs on existing sign structures, and modifying or replacing other sign structure components. The locations for the new signs in Miami Gardens are: • Eastbound S.R. 826 east of NW 37th Avenue • Westbound S.R. 826 west of NE 2nd Avenue

• Southbound Turnpike to Golden Glades • Southbound U.S. 441 at NW 179th Street Lane closures shall occur during non-peak hours on non-event days, nights, and weekends as follows: • 9:00 a.m. to 3:00 p.m. Sunday through Saturday • 9:00 p.m. to 5:30 a.m. Sunday through Thursday nights • 11:00 p.m. to 7:00 a.m. Friday through Saturday nights

Please note that speed limits within the work zones will be decreased to 50 mph for highways and 35 mph for arterial roadways; reduced speed signs will be posted in all locations. A law enforcement officer will be present for all nighttime work that is performed within five feet of the traveling lanes. A flag person will be on site to direct traffic if required. Please use caution when driving, walking or biking around any construction area.

CDBG-R Energy Efficient Retrofit Program Under the American Recovery and Reinvestment Act of 2009 (Recovery Act), the City of Miami Gardens has been awarded $371,205 of additional Community Development Block Grant (CDBG-R) funds. Energy Efficiency is one of the overarching goals of the Recovery Act and HUD is encouraging CDBG-R projects that promote energy efficiency and conservation. The Department of Community Development will administer the Energy Efficient Retrofit Program and a budget of $205,681 has been established. Eligible Applicants: • Must meet low-income guidelines (up to 80% of area median income) • Must be the owner of the residence • Must occupy the residence • Must be a resident alien • Must be current with existing mortgage and real estate taxes Must have homeowners insurance •

Eligible Repairs: • Insulation Installation • Reflective Roof Paint (in cases of flat roofs)

Eligible Properties: • Must be located in the City of Miami Gardens • Single Family, Townhomes, Condominiums

**Terms and conditions are subject to change. Additional eligibility criteria may apply. Eligible homes will first receive insulation installation or reflective roof paint in cases of flat roofs under Phase 1. This program is subject to funding availability.

Letter to the Community We would like to extend greetings from the students of the Florida International University Herbert Wertheim College of Medicine. The medical school is in its first year and a large part of its mission includes a commitment to serving South Florida. One of the ways FIU accomplishes this is through student run “Panther Communities.” A Panther Community is a student group which plays a role in student life and service. Each Panther Community is paired with a neighborhood in North Miami-Dade County. We write to you today as elected officials of the Hippocrates Panther Community, which was created to serve the city of Miami Gardens. The students of the Hippocrates Panther Community are honored to be working with Miami Gardens. After a meeting with Mayor Shirley Gibson, we decided on implementing a monthly health article in which residents would

be able to ask the FIU medical students health-related questions. We named the article “Ask an MD2B.” MD2B is a reference to us medical students as it signifies “Medical Doctor to Be.” Through this article we hope to provide you health information that you are curious about. The articles do not reveal any information about the person whose question we are answering. We invite you all to begin to submit health-related questions. Norland rates high test scores As students prepare for mid-terms, college applications and essays, some can breathe a sigh of relief. The fall FCAT re-take scores have arrived and big congratulations go out to the Miami Norland Vikings for a job well done. Miami Gardens’ own Norland Senior High scored a 54% in mathematics for its juniors and seniors who had to retake the FCAT test. This percentage was such a grand accomplishment because it was larger than any other DA (Differentiated Accountability) high school in Miami-Dade County! Differentiated accountability means creating a more nuanced system of distinguishing between schools in need of dramatic intervention, and those that are closer to meeting goals, reports the U.S. Department of Education. This flexibility will help states do what is necessary to enable all students to read and do math at grade level or better by 2014 in a more effective and efficient manner. The students and teachers worked rigorously to obtain this success. “I’m so proud of all my students. I know they worked really hard,” said Denise

If the staffing industry is any indication, things may be looking up for the local economy. Nationally, staffing firm Express Employment Professionals has seen an increase in job openings despite the rising unemployment rate. Though unemployment in South Florida is 11.0%, local job seekers who are in search of temporary and part-time work will be among the first to benefit from an upswing in hiring. For example, positions like accounting generalists and reimbursement specialists, medical administrators, customer service reps and manufacturing technicians are currently in demand in this market. In addition, seasonal employment is on the rise, with companies in industries like retail and sporting events seeking to add staff in early 2010. That said, the employment picture is still highly competitive. There are many more job applications than there are job openings. That’s not exclusive to this market. Nationally, the ratio of job applicants to job openings is high due to the large number of unemployed workers. But there’s a bright side for job seekers. Highly-skilled workers continue to be in demand, and with the economic recovery underway, 2010 will bring with it a recruiting mindset from many employers who want to add talented, valuable members to their teams as they begin to rebuild their businesses. In fact, according to research released this summer by the American Staffing

Association, after a recession, the job market turns first to temporary staffing to fill the demand for workers without taking on the long-term expense of fulltime employees. If history is any indicator, the current increase in local temporary staffing signals that within three to six months, companies will begin adding workers to the full-time payroll. In this market, employers are already beginning to bring back temporary or part-time workers in hopes that they can begin to rebuild their workforce as the economy improves. Many employers are also using 90-day evaluation hires to assess a candidate’s performance while at the same time confirming that business activity warrants adding the person to the full-time payroll. The optimism and energy a new year brings, added with these trends in local temporary hiring at the end of 2009, are good news indeed. Time will tell, but taken together, these trends indicate that the worst of this recession is likely over. Each year, more and more people leave their jobs and start their own business. Why? Well, there are many reasons: to be their own boss, to control their fortune, invest in their true passion, and so on and so on. It’s the entrepreneurial spirit that this country was founded upon and invokes many to leave their respective countries of origin to come to the United States. The chance of being successful and navigating one’s own course summons hope; hope in new opportunities. While it all sounds exciting, there are many hazards along the way to becoming a successful business including stress, time management, upfront capital, and lots and lots of hard work. Most new businesses have only a 37% chance of sustainability in the first few years. Armed with that fact, that does not stop hundreds of thousands of people from starting new businesses every year. In fact, a report issued by the Office of Advocacy of the U.S. Small Business Administration showed that “small businesses represented 99.7 percent of all the nation’s employer businesses. Data also shows that they [small businesses] employed 57.4 million Americans or 50.6 percent of the non-farm private sector workforce.” Data collected from the 2000 Census report reflected that Black entrepreneurs owned 1.2 million businesses in 2002, an increase of 45 percent from 1997. Overall, black businesses comprised 5% of U.S. businesses in 2002. While the number is relatively small— minuscule, even—in comparison to the national economy, it is extremely important to emphasize patronizing local, minority-owned businesses. A recent article titled “Empowering the Black

Community” featured in Black Enterprise Magazine spoke of the Andersons. A black family of 4 who decided to make a pledge earlier this year to purchase only from Black-owned companies. The caveat was to prove that one family could make a difference in helping African American businesses by purchasing and promoting consumer activism… in a word—Blacks have purchasing power. And yet, many businesses still find the stigma of old stereotypes such as “Minorities do inferior work or provide inferior services. That their products are usually of low quality,” said Eric Hammond of Hammond & Associates, a black owned engineering firm in business for 14 years now. Breaking across the barriers of the consumers’ purchasing habits is a tough task. Miami Gardens is home to more than 2,800 businesses—most of whom are small, hardworking, minority-owned businesses. Dixon’s Plant Nursery, Dave’s Jamaican Bakery & Restaurant, EC Travel, and Dr. Don Bryan are just a few of the many great businesses available within the City. Your support of local minority business is necessary. That includes business-to-business patronage. “We do [purchase] Office Supplies and Insurance with minorities,” says Hammond. The census report also showed that Black buying power grew 165 percent from 1990 ($318 billion) to 2007 ($845 billion). What does that mean to Miami Gardens’ businesses? It means this: Our businesses need our support and patronage. There are great notable businesses here. If we want to sustain our local economy, it starts with supporting out local businesses.

Calder Gets Ready for Grand Opening of Casino As South Florida prepares for the onslaught of activity in Miami during the months of January and February with the "Big Games" at Dolphin Stadium on Jan. 31 and Feb. 7, the community also eagerly awaits the Grand Opening of the all-new Calder Casino & Race Course.just north of the stadium in Miami Gardens. Calder first opened as a horse racing track back in 1971 and has welcomed locals and visitors alike every year since then. It's been one of the most successful pari-mutuel franchises in the state's history. While horse racing and simulcast wagering have been its mainstays Calder is a Churchill Downs Company Calder is getting ready to enter the world of casino gaming for the first time with the opening of its slots facility in late January. Calder, Churchill Downs, and city officials ceremoniously broke ground on the new facility in June 2009. An ambitious construction schedule was deployed in order to meet the January 2010 opening, all while racing continued at the track, horseplayers made their bets, and a new card room - Studz Poker Club - was built and launched in October. The Calder team dubbed the project, "Racing into the Future." The new Calder Casino, to open soon, is a Las Vegas-style, single-story facility and boasts three new restaurants. Gaming enthusiasts will love the layout of the facility, from the broad, boulevard-like entrance and porte cochere with valet service, to the immediate reward of the casino floor upon entry, to the convenience of the three new restaurants, a VIP room and an exclusive High Limit slots parlor. Everything is right where gamers want it. And what they want are the games over 1,200 of them at Calder. All the major manufacturers will be represented, including WMS, Aristocrat, IGT, Bally, Konami, Atronic, Speilo, AGS, Ainsworth, and AC Coin. Games like Star Trek, Wheel of Fortune, Wizard of Oz, Jaws, Slingo and Monopoly are some of the most popular in the industry and will be available at Calder. "Royal Match 21" (electronic blackjack) also has great appeal as it is new to the marketplace. And, coming in the spring will be the new Kentucky Derby-themed slot machine made by Aristocrat and licensed by Churchill Downs. Just in time for racing's Triple Crown. The Calder team has made significant efforts to market the property as a

"triple feature" destination: a place to play slots, horses, and poker. In what has become a busy gaming marketplace, it's a unique selling point that they hope pays off. Calder becomes only the second parimutuel facility in Miami-Dade County to offer slots, but remains the only Thoroughbred track in the county to boast a casino. Horse racing still draws its loyal customers at Calder; the racing season is eight months long and the track offers year-round simulcasting. But now the property conveniently located on the county line is poised to attract slots players from both counties - Miami-Dade and Broward - as well as part of the tourist market. That's also what makes the timing of the Grand Opening in late January so attractive, with all the visitors in town for the events at neighboring Dolphin Stadium. While the Calder Casino does not have a specific "theme," the Calder team wanted to integrate elements of their horse racing heritage into the casino. For example, two of the new restaurants were named with a nod to racing: Front Runners (a quick and economical "grab 'n' go") and Twin Spires Tavern (a casual and sporty atmosphere with Latin/Caribbean influences, named in recognition of the famed Twin Spires of Churchill Downs). (The third restaurant is Tropical Gardens Buffet, offering a "plethora of tempting choices.") Guests will be able to make wagers on live and simulcast racing in the slots facility, too, and a number of television monitors are dedicated to the widerange of racetracks offered. A schedule of exciting casino promotions is being developed for slots enthusiasts, and gamers are encouraged to join Calder's player-reward program, the Twin Spires Club. The Twin Spires Club rewards players with "points, prizes and privileges" at Calder for whatever they play: slots, horses or poker. For those who wish to sign up for the Twin Spires Slots Rewards card ahead of time, Calder's web site has an online registration page at <www.calderracecourse.com/loyalty>. New members will automatically receive casino mailings and offers, including an invitation to the Grand Opening in January. As an added bonus, new members will receive a free 2009 Kentucky Derby Glass and $10 in free Twin Spires play. While the slots action is getting ready

to heat up in January, visitors to Calder currently can wager on simulcast races or play Texas Hold 'Em, Omaha, and 7Card Stud at Studz Poker Club every day and night of the week. In a smart architectural decision, the Calder team built Studz Poker Club on the first floor of the existing grandstand building, serving as a gateway between the new slots facility and the horse racing facility. Studz Poker Club - its name another nod to horse racing - is perhaps the nicest card room in all of South Florida. Its 29 tables are well-spaced in the large room and Studz undoubtedly has the most comfortable chairs in the state. To keep guests comfortable, Studz also offers massage service, right at the tables. Poker players can also get a horse bet down while they hold onto their pocket aces by hailing one of the many "walk-around" mutuel tellers at Studz and never miss out on the action. Studz also offers a great deal of tournaments and promotions each month and these features are listed on the Calder web site at <www.calderracecourse.com>. And to help new card

players, Studz also offers free lessons. (In the comfy chairs, no less.) It's an exciting time around Calder these days as a new era begins with the transformation of the track into the all new Calder Casino & Race Course. As Calder continues its "Race into the Future," the venue's triple play of slots, horses and poker may well draw a full house. LET’S TALK CARS The Toyota 4Runner sport utility vehicle has been around since 1984 and it has been a hit with American consumers from the start because of its four-wheel-drive versatility, go-anywhere ability and the comfort and utility of a passenger car. After 25 years, four generations and more than 1.5 million sales, the all-new fifth-generation 4Runner is more rugged and athletic, and has more power and better fuel economy. The redesigned interior and unique cargo area make the latest 4Runner smarter, more comfortable and even more versatile. The design of the new 4Runner is more rugged than its predecessor, with large diameter wheels and tires to improve off-road performance and enhance the vehicle’s truckbased characteristics. Aluminum alloy wheels are 17-inches in diameter on SR5 and Trail grades and 20 inches on the Limited. The rugged new design utilizes a combination of Toyota’s classic boxy form and pro-

gressive styling. All 4Runner grades have rugged new bumpers and wider shoulders, with new headlight and taillight systems that yield better nighttime performance. The square front fender flares meld with a muscular profile that links with a beefy and square rear bumper and back door. The 4Runner combines the toughness and durability of body-on-frame construction with multi-use design. It’s taller, wider and longer for 2010 and is available in three models — Limited, SR5 and Trail. The Limited and SR5 grades add to the muscular design with special premium touches that include a chrome-plated front grille insert, fog lamp bezel and front bumper molding. Front and rear overfenders and side skirts are colorkeyed, while chrome plating is on the side molding, roof rack and rear bumper. The Trail grade is designed to maximize off-road performance with a high ground clearance and an array of functional upgrades. It may be distinguished with a unique hood scoop, unique 17-inch wheels, black outer mirrors, front and rear bumper guards, and a dark smoke treatment on the head and tail lights.
