LULU’S GRAND OPENING The City of Miami Gardens has received an ‘A’ issuer credit rating (ICR) from the leader of worldwide financial market intelligence, Standard & Poor’s (S&P) at the close of 2009. It was the City’s first try at a national bond rating. The City of Miami Gardens which was incorporated in 2003 and has an estimated

population of 111,171 and is the third largest city in Miami-Dade County. It is home to the Miami Dolphins Stadium where the Miami Dolphins, Florida Marlins, and University of Miami call home and host to the 2010 Pro Bowl and Super Bowl XLIV™. In 2003 when the City was formed it was widely speculated that the City would not be

financially viable. By 2009, the City closed its books with a positive unreserved fund balance of $10.1 million or 16% of expenditures, which is “very strong” based on S&P’s assessment. Miami Gardens’ Mayor Shirley Gibson stated that she was very pleased that the newly formed City could impress the national rating agencies, especially during a period of major recession, but added that she was not surprised. “From the beginning, the City Miami Gardens set out to be the best in whatever it did, and this rating is just another reflection of that determination.” Overall S&P concluded that City’s financial position is strong with a stable outlook. The stable outlook reflects the City’s “good management practices” and “strong financial position” as well as the City’s diversifying employment base. Currently there are two major projects under construction in the City: Mercedes of Miami is moving its operations to the City and building a new, 12 acre dealership, and Calder Race Course is completing a new 100,000 square foot casino at its Miami Gardens racecourse. For more information about the City of Miami Gardens S&P’s Ratings, please contact the City Manager, Dr. Danny O. Crew at (305) 622-8000.

Seconds count in an emergency The Miami Gardens Police Department has recently implemented an emergency notification system. The City is now using the CodeRED Emergency Notification System, which is an ultra high-speed telephone communication service for emergency notifications and distribution of information considered to be important to our residents. This system allows us to telephone all or targeted areas of the City for informational purposes or in case of an emergency situation that requires immediate action, such as an evacuation, contaminated water, hazardous chemical spill, a missing child, etc. This system is capable of dialing the entire City within minutes, delivering a pre-

recorded message describing the situations to a live person or an answering machine in the affected area. This information could include instructions requiring immediate action on the part of the recipient. A calling database was established by extracting information from the City’s computerized files and other public record sources. It is certain that not all phone numbers of residents and business/residential property owners within our incorporated limits were captured. If you reside in the City, operate a business, or own property within the incorporated limits of the City of Miami Gardens and would like to receive

CodeRED emergency messages you may sign up by visiting the Department’s web site, www.MiamiGardensPolice.org or by clicking the CodeRED icon below. IMPORTANT: USE YOUR PHYSICAL MIAMI GARDENS ADDRESS. DO NOT USE POST OFFICE OR OUT OF TOWN ADDRESSES. Should you at anytime desire to be removed from the calling list you may do so by calling the Miami Gardens Police Department at (305)474-1469.

•• YOUR HEALTH ••

Ask an MD2B: Get Your Heart Set On Heart Health BY: GILLIAN GENEROSO FIU Herbert Wertheim College of Medicine Did you know that heart disease is the number one cause of death for both men and women in the United States? Moreover, a recent study shows that African Americans and Hispanics make up over 48% of deaths caused by heart disease in the country. With that in mind, in this month of February, we are honoring American Heart Month by talking about cardiovascular health. There are many types of diseases involving the heart and blood vessels, among them stroke, high blood pressure, high cholesterol, and heart failure. The most common type of heart disease, however, is coronary heart disease (CHD). Your heart is a powerful muscle that pumps blood to the rest of your body, supplying it with nutrients, such as oxygen, that are essential in order to function properly and ultimately, to live. Like the rest of the body, the heart also needs these nutrients in order to keep working.— These nutrients are delivered to the heart by blood vessels called coronary arteries. In CHD, there is a narrowing of these coronary arteries, causing blood flow to the heart to slow or stop. CHD is usually caused by atherosclerosis, a condition where fat and another substance called plaque buildup on the artery walls. When there is buildup in the coronary arteries the blood with all its oxygen and nutrients does not flow freely to the heart. In severe cases, the coronary arteries may become completely blocked, causing blood flow to the heart to stop altogether, resulting in a heart attack. There are certain factors that may put a person at greater risk for cardiovascular disease, including the following: • Age • Family history of cardiovascular disease • Diabetes • Obesity • Smoking

• Alcohol abuse • Stress levels • Lack of exercise The good news is that you can lower your risk for heart disease by keeping a healthy lifestyle. This includes eating healthy foods like fruits, vegetables, and whole grains that are high in dietary fiber and choosing meats that are low in fat and cholesterol, such as chicken, turkey, and fish. It is recommended that you limit your total fat intake to between 25%-35% and cholesterol to less than 300 mg daily. Those at greater risk for high blood pressure should especially watch their salt intake by limiting it to 1,500 mg per day ( don’t use it in cooking or placing it on the food before eating). It is good practice to read Nutrition Facts on the labels of your foods so that you can monitor what and how much you eat. Daily exercise is also important in keeping healthy and preventing heart disease. Make it fun and do something that you enjoy, whether it be walking, dancing, or playing basketball—do it for at least half an hour each day. In the spirit of American Heart Month, we have included some helpful websites below, including a cookbook of healthy recipes that were compiled by high school students from Overtown in our very own city of Miami. Now go get your heart set on heart health! <http://www.cdc.gov/heartDisease/fac ts.htm> - Facts and information about heart disease <www.hearthub.org> – Tools and resources, including healthy heart quizzes <http://overtowncookbook.wordpress.com/> - Download the Overtown Cookbook by clicking “Cookbook” on the main page. This series is brought to you by a student organization of the Florida International University Herbert Wertheim College of Medicine named the Hippocrates Panther Community. Feel free to send health questions to the medical students at FIU via email at fiuhippocrates@gmail.com.

The Better Business Bureau (BBB) advises people to be cooperative, but cautious, so as not to become a victim of fraud or identity theft . . . Eventually, more than 140,000 U.S. Census workers will count every person in the United States and will gather information about every person living at each address including name, age, gender, race, and other relevant data. The big question is - how do you tell the difference between a U.S. Census worker and a con artist? BBB offers the following advice: • If a U.S. Census worker knocks on your door, they will have a badge, a handheld device, a Census Bureau canvas bag, and a confidentiality notice. Ask to see their identification and their badge before answering their questions. However, you should never invite anyone you don't know into your home. • Do not give your Social Security number, credit card or banking information to anyone, even if they claim they need it for the U.S. Census . . . The Census Bureau will not ask for

Importance of Census 2010 to Miami Gardens BY: PETER M.T. AGBEYEGBE, Chairperson, Miami Gardens Progressive Young Adults Committee It’s all politics: power and money. How do states and local governments get some of the money they need to provide certain services? Well, parts of those funds are provided by the federal government based on information collected by returned letters mailed out to every household address in the United States. It is important that every person is counted by the Census Bureau, and in Miami Gardens, that means that the people hardest to count – Black males between the ages of 18-25 and non-English speakers, primarily Haitian and Spanish speakers – deserve extra attention for full allocation of funds towards our city. The census seeks to count those who have historically been undercounted. The Census on Campus Campaign attempts to count highly mobile college students living on and off campus.

Students living away from home will receive their own questionnaires to prevent being counted twice or not at all. The census is usually mailed out in English only, but it will be sent in English and Spanish to areas with high Spanish speaking populations. For Miami Gardens, that is not the case. We as neighbors need to speak with our communities and tell how the census is safe to complete and return. We are the most powerful force towards debunking deportation and other myths about participation in the census. The more representation, the more money can be expected by state and local governments by the federal government. Article 1, Section 2 of the United States Constitution says, “Representation and direct Taxes shall be apportioned among the several States… according to their respective Numbers…” The census collects this data to “determine the distribution of Congressional seats to states,” and to

“distribute $400 billion in federal funds to local, state and tribal governments each year,” amongst other things, according to the U.S. Census Bureau. Here in Miami Gardens, we need full participation in order to receive our fair share of census dollars. So the next time you think that the census is unimportant and that you don’t have to participate in it, think about your community and how much more money could become available to your local city council to fix some of the problems that stagnate in your community. You should begin to see questionnaires arrive in your mail in March of 2010. Fill it out, send it back, and help

make our city better.

BY ANTRANETTE PIERRE Since its inception to the general population, the internet has become the biggest marketing tool since the television. The growth of the internet and internet-based marketing has spawned the development of social media. FaceBook, MySpace, Twitter, and LinkedIn are just a few of the more well known streams of web based multimedia. What was once a simple way to keep in touch with friends and family, has been adopted by savvy entrepreneurs and big business to catch the attention of its most valuable asset—the consumer. “With the growth and adoption of the internet by both consumers and small businesses, there is an opportunity for small business owners to learn how to better utilize the internet to grow and manage their business,” said Rich Yang, Head of Small Business Marketing at VISA. More than 205.3 million Americans are online (or 66% of the U.S. population). Of that number, 96 million (or 46.9%) of internet users will use social media networks. What does that mean? Small businesses seeking to maximize the exposure should consider social media. Why? It’s cheap. Companies such as Google.com have great inexpensive packages for website development, ad

word searches and priority listing. That simply means they specialize in helping your business become more noticeable to someone using the computer. Google.com offers packages as low as $10 per month. It’s easy too. Internet marketers such as Face Book and Google.com offer sales consultants who provide step-bystep instructions to help get your businesses off the ground floor. People can simply click your ad to make a purchase or learn more about your business. You don't even need a webpage to get started – Google.com will help you create one for free. It’s effective. Businesses can position their ads to appear only to people searching in a particular city, region, or country. “Now it's easy to target online customers within 20 miles of your front door or across the world.” In today’s economy, it is imperative that businesses find new ways to recruit new customers and retain existing ones. By connecting with people on social networking sites, business owners can tell people what they do and keep them interested with coupons, events, and specials. Social media is not just another tween fascination, segregated to the youngsters’ definition of what’s cool; it’s a great way to get the word out about your business!

Lulu’s Carwash Official Grand Opening

BY: ANTRANETTE PIERRE On Saturday, December 5, 2009, Lulu’s Carwash held its official grand opening. Lulu’s Carwash is a private, family-owned business, committed to delivering a high quality and customer friendly car wash. The first Lulu’s is now open at 17551 Northwest 27th Avenue in Miami Gardens, Fl. Over 200 cars were washed with proceeds being donated to His House Ministries. Mayor Shirley Gibson and members from the North Dade Chamber of Commerce attended the event. 99 Jamz hosted the event with music and games. Lulu's environmentally-friendly carwash system uses reclaimed water and reduces water consumption by as little as eight gallons of fresh water per car; the “green” shampoos are biodegradable and non-corrosive. The business is owned by a set of father-daughter teams; Angel Canete, and his daughter, Lourdes Canete Wydra along with Alex Rubio and his daughter, Vivian Bonet Rubio. Back in 2005, the City of Miami Gardens held a seminar by the Small Business Administration and the Beacon Council to encourage businesses to open in the City’s enterprise zones. It was Mayor Shirley Gibson’s vision for her City and residents that

inspired this Father-daughter team to debut their first carwash franchise in the City of Miami Gardens. The City’s vision for growth along the 27th Ave corridor and the Master Community Development Plan made it a no brainer for this family owned business. It is because of the city’s leadership that they are now home to the first, (GREEN) environmentally friendly, state-of-the-art Carwash in Miami Gardens and in south Florida. This carwash will immediately bring a positive economic benefit to the City. This environmentally friendly business is providing upwards of 20 new jobs. Lulu’s Carwash wants to lead the industry in the Green movement, which is why they have incorporated several eco-friendly initiatives. They have incorporated their own water plant in their facility to recycle the water used in the wash through revolutionary Reverse Osmosis. The Free Vacuums and Free Mat Cleaners are energy efficient; all soaps and chemicals are environmentally friendly; all paper products are 100% recycled. For more information on Business fleet accounts, fundraising programs, or just have questions contact Lourdes Canete Wydra at 305-319-1819. Or visit <www.luluscarwash.com>.

Corvette adds Grand Sport model to 2010 lineup Ron Beasley AUTOMOTIVE EDITOR

LET’S TALK CARS Grand Sport is one of the legendary names in Corvette racing history, the dream of renowned GM engineer Zora Arkus-Duntov. His dream led to the production of five special prototype Corvettes in 1963, but the project was later shelved, following GM’s agreement to stay out of manufacturerbacked auto racing. The five prototypes were based on the 1963 Corvette design and were hand-assembled under Duntov’s direction. While the cars looked like production models, they really were built for racing and shared little with the assembly line versions. Although never officially sanctioned by General Motors, the five Grand Sport prototypes were raced extensively in the 1960s by “private” racers who had strong contacts within Duntov’s circle. Today, all five prototypes are accounted for and listed among the most valuable in the Corvette collector market.

Chevrolet offered a limited-edition Grand Sport production model in 1996 to commemorate the five originals and mark the end of the C4 platform in Corvette production. Now, an all-new 2010 version combines Corvette’s LS3-based powertrain with wide-body styling, a wider track and a racing-bred suspension. It’s available with either a six-speed manual or six-speed automatic transmission. The LS3 6.2-liter engine is rated at 430 hp and 424 pounds-feet of torque with the standard exhaust system. An optional two-mode exhaust hikes the power to 436 horses. The Grand Sport replaces last year’s Z51 package and delivers better handling thanks to wider wheels and tires; revised shock, stabilizer bar and spring specifications, and specific gearing. It all adds up to a 0-60 performance of four seconds and an EPA-estimated 26 mpg on the highway. Grand Sport coupe models equipped with the manual transmission are uniquely equipped for race track competition, too, with a dry-sump oiling system, differential cooler and a rearmounted battery. The Grand Sport also includes: • Wider front and rear fenders, including specific front fenders with integrated Grand Sport badges;

Chevrolet has returned the storied Grand Sport name to the 2010 Corvette lineup, joining the ZR1, Z06 and standard coupe and convertible models.

equipped models. A paddle-shift six-speed automatic transmission is available, while an optional Heritage package adds iconic front fender hash marks offered in four colors, as well as two-tone seats with Grand Sport embroidery. Base price on the 2010 Corvette Grand Sport is $58,540.

• Z06-style front splitter and tall rear spoiler; • Functional brake ducts and extra cooling; • Unique 18-inch front and 19-inch rear wheels; painted finish standard and chrome finish optional; • Large 275/35ZR18 tires in front and 325/30ZR19 tires in the rear; • Z06-size brakes, including 14-inch front rotors with six-piston calipers and 13.4-inch rear rotors with four-piston calipers; • Specific manual transmission gear ratios, and • Specific rear axle ratio on automatic-

WEEKLY HOROSCOPES Aries - Don't volunteer to do someone else's paperwork this week. While there are opportunities for your benefit in the deal, you may find that there is a whole heck of a lot more work than you bargained for. Someone you deal with in letters or legal documents may not be completely honest. Taurus - Trust your intuition right now. There is a lot of energy flying about in your financial and investment sector, and there are a lot of opposing opinions. You need to listen to the voices that are the most experienced, knowledgeable, and who advocate the least risky options. Gemini - The hot buttons fly around fast and furious this week and it may be simply irresistible to avoid pushing one or two. Avoid any "Oh YEAH? Well YOU ..." moments. You know what that looks like throwing back a partner or loved one's own failures in their face is not a prudent or effective way to defend your honour. Cancer - You will feel good in the week but starting in the middle of the week you may feel cranky without being sure why. If you can swing it, it might not be a bad idea to take off early so you can get some time alone to clear your mind before you get swamped with requests for help or assistance from family members. Leo - Don't let a sudden argument or disagreement with a friend or partner distract you from an opportunity to make new friends. You'll feel a lot more nervous energy this week than normal. People will seem overly dramatic and tense.

Virgo - Paperwork is challenging and communications devices may be problematic this week. Commuting to and from the workplace may be a bit challenging this week. You may have a disagreement or minor misunderstanding with an older coworker or a client in your business.

OCEAN CADILLAC

W W W. O C E A N C A D I L L A C . N E T

Libra - You and your significant other need to get together this week, but it may not be the best week to work on those overdue chores. This is one week where procrastinating could be a good thing. You both need a break. If you are single, you may find yourself driving just for the fun of it this week.

Scorpio - Your value system or personal resources may be challenging to a friendship in some way. "You've changed!" is the lament, and there may be some truth to it. People do sometimes grow together, and sometimes they grow apart. You can't go backwards.

Sagittarius - You will be re-examining your personal values in light of unexpected information from a loved one or relative. Someone may have been hiding a pregnancy or an indiscretion that you would normally judge quite harshly, but things look differently this week.

Capricorn - You may be a bit accidentprone this week, so be careful if you have to do any chores involving sharp objects or power tools. You need to take things slow and careful, because you are full of energy, and feel impatient and impulsive right now.

Aquarius - You'll have more luck with romance than with work this week. Unfortunately you may have to spend a good deal of time getting computers and telephones to hook together correctly. This is not a good week to install or purchase new electronics.

Pisces - Everyone in your extended family may seem grouchy and unreasonable right now, but there is no reason why you have to follow their lead. You have things to feel happy and grateful for, wallow in your good fortune a little - that mood may be catching.
