Art Basel in Miami Beach Opens with Large Crowds and Strong Sales BY DANNY DIAZ

he 2013 edition of Art Basel in Miami Beach drew strong praise from collectors, gallerists, critics and visitors from all over the world. With an expanded public sector and a vibrantly diverse line-up of talks, performances and film screenings, the quality of works exhibited was matched by the show’s programming. The 12th edition was described by many observers as the strongest-ever Art Basel show in Miami Beach. Featuring 258 leading international galleries from across 31 countries, the show confirmed its positioning as the leading art fair of the Americas.

Miami-Dade Superintendent of Schools Alberto Car valho Named Florida’s Superintendent of the Year

iami-Dade Superintendent of Schools Alberto M. Carvalho was named Florida’s Superintendent of the Year recently by the Florida Association of District School Superintendents (FADSS). As Florida’s Superintendent of the Year, Carvalho will represent the Sunshine State for consideration as national superintendent of the year. The announcement was made at the opening general session of the 68th Annual Joint Conference with FSBA, FADSS, FSBAA, FERMA, SUNSPRA, and FELL at the Grand Hyatt Tampa Bay Hotel. Carvalho served as keynote speaker for the event, using the theme “The Miami Miracle”, a phrase used nationally to describe the unprecedented academic turnaround of the

country’s fourth largest school district. “Those who choose the path as a public school superintendent do so not for the glory but rather the opportunity to make a positive difference in children’s lives, and Superintendent Carvalho has certainly proved this time and again as he has diligently worked to raise the educational bar for Miami-Dade County Public Schools,” stated FADSS Chief Executive Officer and Florida Senator Bill Montford. “Alberto is not only an exceptional superintendent with a proven track record of success; he is a true servant leader committed to educational excellence and he is very deserving of this award,” added Montford.

What a thrilling time of year in Miami Beach! You can still feel the buzz in the air as the city says goodbye to Art Basel and welcomes the holidays. At the Miami Beach Chamber of Commerce, we are also excited to announce the new appointment of Michael S. Goldberg as Chairman of the Miami Beach Chamber of Commerce. Goldberg is Senior Vice President and Miami Beach Market Executive for Gibraltar Private Bank & Trust and an active member of the Miami Beach community. I’d like to take this time to introduce you to Michael before he writes his first “Letter from the Chairman” in the next edition of Miami Beach News. Michael’s dedication to the Miami Beach Chamber of Commerce is unparalleled having served on the Board of Governors since 1993. Michael served as Treasurer for the Chamber from 1996-2000. Under his leadership as Pillar Board Chairman, which he served for almost three years, he was committed to reconnecting the Chamber with the Miami Association of Realtors and resurrected the “Real Estate Luncheon.” Real estate is the crux of any economy and his support of the Chamber’s Real Estate Council has been crucial in strengthening the real estate community in South Florida. The Real Estate Council at the Miami Beach Chamber of Commerce hosts informational seminars and workshops including an annual luncheon for members to share their expertise on a variety of important real estate

LEADERSHIP SPOTLIGHT MARGARITA CEPEDA-LEONARDO

Ms. Margarita Cepeda-Leonardo has been with UNIDAD of Miami Beach, Inc. since its inception in 1995. From Rhode Island, Margarita initially came to Miami Beach to work on a special project for the League Against AIDS, directing the first large-scale, multi-cultural AIDS awareness event in South Beach through the Art Deco Carnival. She soon found herself in the service of UNIDAD. Under her leadership, the organization has made a great difference in the lives of the citizens of the City of Miami Beach. Her tenacity has grown the organization from an initial information/referral and immigrant services program to one that operates Miami Beach’s South Florida Workforce Career Center; provides a senior employment and training program; developed an innovative youth development and leadership program - the “New Generation Leadership and Workforce Institute”; organizes an annual holiday toy drive; and provides a variety of cultural arts programs. Her vision resulted in universal dental screening and treatment and nutrition and obesity prevention programs which UNIDAD and partners now provide at Miami Beach elementary schools. Margarita also oversees a unique customer service training program to businesses and their employees in Miami Beach – “The Customer and You.” With the development of a new oceanfront senior center in Bandshell Park, North Beach, she is embarking upon possibly her greatest challenge and achievement. She was well prepared for this project by the transfer of the Coral Rock House from its previous location to its current location on Normandy Drive and its subsequent renovation to create a communi-

ty center operated by UNIDAD. Always cognizant of the critical importance of collaboration, she has also expanded partnership opportunities with other community organizations including but not limited to: AYUDA, City of Miami Beach Housing Authority, Miami Beach Community Development Corporation, Miami Design Preservation League, North Beach Health Coalition, North Beach Development Corporation, Miami Beach Community Health Center, Teen Job Corps and many Miami-Dade County agencies. Margarita has received awards from the Miami Design Preservation League and the Dade Heritage Trust. She has held appointments with City of Miami Beach

Her many talents and skills denote the background she came to us with. In Rhode Island, she founded Quisqueya in Action (QIA - a youth leadership organization), and worked with Hispanic Pro Education – community based organization in the Providence School System and the Rhode Island Community Foundation. She has been featured as an Outstanding Hispanic by National Telemundo Spanish TV; and is noted in the book “Latinas in the United States”: A Historical Encyclopedia, published by Indiana University Press. She has received citizen citations from the Governor of Rhode Island, and the Rhode Island State House of Representatives. The Governor of Rhode Island appointed her to the National Community Service Commission, Community Service Plan Development Team. She was appointed by the Mayor of the City of Providence to the Commissioner’s Minority Business and Women Development Enterprise where she helped create the Project LEAD (Latino Economic Advancement & Development) to establish the first Hispanic contractors association. In 2007-2008 she received the Key to the City of Providence presented by Mayor David N. Cicilline during the 20th Anniversary of QIA, for years of service to the community. The Hermanas of Signma Lambda Upsilon/ of “Señoritas Latinas Unidas” Sorority and Woman’s Development Center of the University of Rhode Island recognized her with a Woman of the Year Award. She has been awarded the University of Rhode Island Honorary Alumni Award for Community Service. She also was a recipient of the Moccasins Leadership Award given by the Boston, Massachusetts national program-based City Year, and the Community Leadership Award from the Providence Chapter of

Boy Scouts of America. At the age of 21, she was selected, together with 120 young professionals from across the country, to participate in the National New Generation Leadership Fellowship Program sponsored by Youth Service of America and the Kellogg Foundation. Margarita achieved all this work and recognition by the time she was 25 years old. Recently in South Florida, awarded the Women of Leadership Award by the South Florida Hispanic Chamber of Commerce and by the City of Miami Beach Commission for Women Worth Knowing Leadership Award during the Annual Women’s Conference. Beyond the Miami Beach community, Ms. Cepeda-Leonardo served as the Chairwoman of the Dominican American National Foundation, a national civil rights and community empowerment organization targeting low-income Dominican communities such as Allapattah in Miami. Under her leadership, the Foundation developed a national Roundtable which serves as a leadership development vehicle for the million-person DominicanAmerican community. The Roundtable has established its office in Washington, DC. Ms. Cepeda-Leonardo is an accomplished public speaker, having given many keynote addresses in the areas of diversity, community service, and youth and women’s leadership development for the following institutions: Radcliff College, Harvard University and John F. Kennedy Government Institute, City Year National Expansion Conference and Public Service TV Channel 36 in Rhode Island. Those who have learned from her, those that have worked with her and those that have benefitted from her passion for empowerment and caring, consider themselves fortunate to know her. Her will to assist people in the Miami Beach community is never ending – each year, tens of thousands of citizens use and benefit from the services and programs she has worked so hard to bring to our community. The impact of her efforts in the Miami Beach business community and its workforce are tremendous.

Mount Sinai Offers Bikur Cholim Room for Observant Jewish Visitors

When patients are in the hospital, visits from family and friends often lift their spirits and bring a level of comfort that can have a positive impact on their recovery. But for observant Jewish visitors, the timing of their visit can be a problem if it conflicts with the Shabbat (Sabbath) or holidays, when they cannot drive or operate machinery. Mount Sinai Medical Center is the only hospital in Florida that takes the worry out of the timing by providing a fully equipped Bikur Cholim room for observant Jewish families to spend the night at the hospital during the Sabbath or holidays. Bikur Cholim, which means “visiting the sick” in Hebrew, is a term that encompasses a wide range of services for the sick, homebound or disabled. Mount Sinai’s Bikur Cholim room offers an element of comfort and convenience for observant visitors. “Let’s say you have a loved one in the intensive care unit and you are here all day long on a Friday,” said Rabbi Simeon Schreiber, senior hospital chaplain. “The Sabbath begins 18 minutes before sundown on Friday evening, and if you are still here, you will not be able to drive. We can arrange for you to use the Bkiur Cholim room and

sleep over on Friday evening and Saturday, as well.” Although the hospital has had the Bikur Cholim room on its campus for many years, the room was renovated to make it more accommodating. Rabbi Schreiber spearheaded the fundraising effort to support the reno-

vation and presided over a ribbon-cutting ceremony to unveil the new space in October. About 50 people attended the ceremony, including many of those who contributed to the renovation. More of a studio apartment than a room, Mount Sinai’s Bikur Cholim room includes

two beautifully appointed twin beds, a kitchenette, dining area and full bath. As an added measure of convenience, it remains fully stocked with kosher snacks and refreshments. The unveiling began with Rabbi Schreiber affixing a mezuzah on the doorway of the room, as a declaration that there is one God and that those who adhere to God’s commandments will be rewarded and protected. Charlene Welker, Mount Sinai’s senior vice president for network development, was among the speakers during the dedication. “This has been a labor of love for us,” Welker said. “We are grateful to Rabbi Schreiber and everyone who contributed funds to renovate this room and make it more comfortable for our visitors. This is something that is so important from a medical center standpoint because it ensures that we can take care of not only our patients, but their family members, as well.” Although there is no fee to use the room, donations are accepted to defray the cost of maintaining the space and keeping the cupboard stocked, Rabbi Schreiber said. The $outh Florida Gaming Report The Latest Rumor BY ISADORE HAVENICK

The Florida Legislature has been busy the past few weeks taking proactive steps to position themselves for the upcoming session as it relates to gambling. The latest out of Tallahassee is that after the 2014 session all future gaming legislation will need to be ratified by a vote of the residents of the State of Florida. Any changes would require a 60 percent margin of victory to become law. What is unclear is that if action is taken by the legislature at the 2014 session would that require only the Governor’s signature to become law or would that legislation also be sub-

ject to the “implementing” referendum. This measure would give the politicians exactly the type of cover they have been seeking. Frankly it is a win – win situation as the people would have the final and deciding say. The interesting issue is that this vote of the people will likely be to approve sweeping changes to the gaming laws as now written. This will not be a cherry picking opportunity, but rather a take nothing or take all decision. The advertising spend in advance of this referendum will be monumental as Disney, The Seminole Tribe of Florida, Genting, and many others with a stake in this outcome will be spending to advance or defeat this measure. Regardless of the results the brave politicians we elected can throw up their hands and proclaim “it was the will of the people.”

Made in Korea: How a milestone event helped b ro ad e n my ap p r ec ia tio n f or As i an art

BY SONIA MELAMED Chair of Communications Committee, Arts & Culture Council With Art Basel taking over ART HK this year, enthusiastic visitors like me were treated to more than just another great art fair. With half of the participating galleries from Asia and the Asia-Pacific region, it was no surprise that my appreciation for Asian Art broadened. The recent boom in the contemporary art market is one reason why Hong Kong has become the new, burgeoning, global art hub. The Asian focus at this year's rebranded Art Basel Hong Kong, which ran from May 23 to 26, gave the international audience a chance to take a closer look at the emerging talent coming out of the East. As always, there was so much to see and explore at this year's prestigious fair. The two stand-outs for me were South Korean Artists In Sook Kim and Won Seoung Won. Both showcased their large-scale photographic pieces— each exuberantly layered and elaborately staged. And although there are parallels between the two artists- Korean, female, studied in Germany-their visual narratives could not be more different. Still, the similarities were there; both are methodical and painstaking in their approach. I was not the only one returning a second, third and fourth time to their respective booths. As many at this year’s fair might attest, their work had an aesthetic presence that was awe-inspiring and hypnotic. In Sook Kim's depiction of modern life is at times shocking and provocative. Kim’s work is doused with themes of voyeurism, darkness, sex

and isolation. These ideas are portrayed perfectly in her magnum opus, Saturday Night. At first glance what appears to be the exterior facade of a hotel is actually a grid of 66 individually staged rooms. The viewer is invited to peak inside each: a lonely pilot at the edge of the bed, an old couple sleeping, a young girl curled up crying, a woman hanging from a noose. The piece took three years to complete and sold at Sotheby's Hong Kong in 2012 for $95,352. Her work, Auction furthers her theme of voyeurism and shock. The piece features a tall, blond, naked woman, standing on an auction block at the center of a staircase. A sea of business-suited men surround the woman, waiting for their chance to bid. The image stuns the viewer with contrasts between male and female, skin and cloth, dark and light, sex and business. Won Seoung Won's images are less provocative but equally compelling. Her highly digitized montages create ephemeral visual fantasies that draw the viewer in. Her work is similar to Kim's in scope but deal with themes of childhood, fantasy, memories and light. In her most recent series, My age of 7 in 1978 her own family photographs compose the base elements of the scenes but are layered and woven with pictures of rural and urban life so it is hard to demark the line between inside and out. Asian artists have infiltrated the art world and will have a strong, lasting effect on the contemporary art market. While somewhat ignored in the past, they are now permanently part of the conversation. CAIS Gallery sold all four of Won Seoung Won's large-scale works on display during the VIP preview on May 22. Overall, the Eastern focus at this year’s inaugural event garnered much attention from critics and collectors. On a personal level, the experience propelled me into a new spectrum of contemporary art- with South Korea leading the way.

Standard Fuel Saver Technology (four-cylinder mode) in automatic transmission equipped models allows the engine to operate economically on four cylinders or use the power of all eight cylinders when needed. The EPA fuel economy mpg city and highway ratings for the 2014 Challenger SRT are 14/23 mpg for manual or automatic transmission models. The Challenger SRT comes with a standard Tremec TR-6060 six-speed manual transmission and a dual-disc high-performance clutch, a gearbox that was first offered on the 2008 Dodge Viper SRT10. The optional five-speed automatic transmission features standard steering-wheel mounted paddle shifters and the center console mounted Auto Stick, allowing for a choice of shifting on both the road and the racetrack. Both methods give the driver the ability to manually select specific gears on the transmission. An available adaptive damping suspension (ADS) system offers two modes and is tuned specifically for the Challenger SRT to provide an everyday performance ride or a much firmer racetrack capable damping for more challenging driving situations. Challenger SRTs with automatic transmissions and ADS are able to achieve three different vehicle modes: Auto, Sport and Track. In “Auto” mode, a wide range of on-road and driver inputs – such as vehicle speed, steering angle, steering speed, brake torque,

Drivers can easily choose between settings with a press of a button on the center stack to quickly change the shock damping characteristics from “Auto,” for everyday commuting, to “Sport,” for more spirited driving situations. In “Track” mode, the higher damping rates

from the Sport mode combine with a performance shifting and gear holding feature that allows the driver full shift control when using the steering wheel mounted paddle controls or AutoStick. Water Matters: Modernization plan to pay for itself in years to come By Jennifer L. Skold The holiday season is in full swing and many of us have checklists of things that must get done: presents to buy and wrap, cards to send, and family and friends to visit. This time of year also allows many of us to pause and reflect on what has happened over the previous 365 days as well as plan for a brighter future. The Miami-Dade Water and Sewer Department (WASD) is no different. In 2013, WASD began a 15- to 20-year project that will cost $12.6 billion. This was a result of the fact that our treatment plants and infrastructure are aging—up to 80 years old in some cases—and need to be upgraded or replaced. The county’s water and sewer infrastructure has been serving more than 2.3 million residents, as well as thousands of visitors and tourists every day. The fact is that time and usage have taken their toll, and we have to act now to preserve the quality of our water and integrity of our wastewater system As of this past Oct. 1, there was an 8 percent rate increase for customers, yet the average residential bill has only risen $3.36 a month. Advice for getting through a divorce BY DEBBIE MARTINEZ

I have been divorced for over a year and everyone is telling me I need to get back out there. Is a year enough time or should I wait longer? After a divorce, there is an adjustment period in all areas of one’s life and dating is part of the pie. How much time one should wait is completely up to the individual. Rather than ask yourself if you have waited an appropriate amount of time, ask the following question, “Am I ready to date?” Have you let go enough to be a good, interesting partner to someone? Going on a date and only discussing your ex is a pretty good indication that you are not ready. Have you done the work you need to do to be whole and will dating interfere with your personal growth? Be clear on why you want to date. Is it for companionship with no relationship ties? Friendship and no sex? Long term and/or marriage in the game plan? If you are clear with your needs, then you can be fair with your new partner by making it clear to him/her. Look at the age and needs of your children and whether you are capable of balancing it at the present time. Part of being single and living life to its fullest is jumping back into the dating ring; but just be sure your timing isn’t based on a calendar. Be patient and clear in your mind, and everything will fall into place.

I have been dating a guy for three months and he says he is still not sure what he wants. I’ve tried everything to help him make up his mind, but we are still at the same spot. What else can I do? Walk away. It is not your job to “help” him decide whether he wants to be with you. Do you really want to be with someone you had to talk into it? I know it sounds simple, but you don’t want someone who is on the fence about whether they want to be with you; rather, someone who will jump over the fence to be with you. Chew on that for a while.
