n early December, the Florida Department of Revenue began mailing $400 million worth of unemployment compensation tax increases to thousands of businesses across the state. Unfortunately, your business may be among the many facing increases in your tax rate. The Florida Chamber of Commerce is working closely with leadership of the Florida Senate, House of Representatives and Governor-Elect Rick Scott to help soften the blow of this national tax issue which is affecting Florida as well as other states throughout the country. Florida has been burdened with doubledigit unemployment rates for nearly two years: • October, 2009 – 11.2% unemployment • October, 2010 – 12% unemployment The existing system of unemployment compensation was never designed for sustained, high-levels of jobless workers. This became abundantly clear in August, 2009 when the balance in the Florida Unemployment Compensation Trust Fund – which is funded by your taxes – fell to zero. Florida was forced to borrow from the federal government in order to continue meeting its obligations to unemployed Floridians. However, at the encouragement of the Florida Chamber, the 2010 Florida Legislature prevented the automatic increases for 2010 and 2011 from being implemented. Even though the trust fund trigger was delayed for another year, Florida is still obligated to pay benefits to unemployed workers. Under Florida law, once an employer hits the maximum tax rate – currently 5.4% – costs that are incurred for additional benefits owed are shared with all employers, raising the rates for other companies. Additionally, there are benefits owed to unemployed workers whose former employers are no longer in business and cannot pay into the system. These

For 2011, benefits owed by companies that have hit the 5.4% cap increased from $2.3 billion to $5.5 billion, and benefits owed by companies who no longer can pay into the system increased from $228 million to $1.3 billion. Unemployment compensation tax increase notices mailed today will be followed by an additional notice for a “special interest assessment” in February of 2011. The special interest assessment, to be paid by all Florida employers, covers the annual proportionate share of the federal interest due on the loan Florida took from the federal government. The special assessment payment will be due by June 30, 2011.

One of the most frequent complaints that I receive about Miami Beach is that it is very difficult to find parking. I hear this from residents, from tourists, and it is a complaint that business owners register, as the inability of their customers, and potential customers to find convenient parking hurts their business. The city has constructed new garages over the past few years at 5th and Alton, 17th Street, and Meridian Avenue. We also continue to plan for additional garages in Sunset Harbour, 23rd Street and in North Beach, however, we have not addressed a basic problem of letting our residents and visitors know on a real time basis where there are vacant parking spaces. The technology is fairly basic and requires a counting mechanism at both the entry and exit points of each municipal garage, which can send a wireless message to a Parking Application to convey information on a real time basis about the
number of spaces in any particular garage. This would be similar to the information that you might request from the Movie line before you leave your home to find the theater nearest your home playing the film you wish to see. In this case however, you would enter the address of your destination in Miami Beach and press a button to locate the nearest municipal garages. You would instantly receive information on the address of the 3 closest garages and the number of vacant parking spaces currently available in each. This enhancement will save time and money for the driver, who no longer will have to waste time driving in traffic looking for a place to park or settle for an outrageously expensive valet parking spot. It will save energy, (fuel) as the customer can proceed directly to the nearest available parking garage, and it can be used to promote business in Miami Beach, as we will be seen as a progressive city and one with a social conscience. I will be placing an item on this subject on the City Commission agenda at our January 19th meeting. I believe this is a great way to start the New Year with an idea that is long overdue! EVERY ‘forgotten’ middle class family (like Lauren’s) with a college bound student is potentially eligible for some type of financial aid. Will you receive your share? Not unless you apply! And unfortunately, the Department of Education reported that 22,000 eligible Florida families left $24 million on the table in 2009! Why? Filling out a Free Application for Federal Student Aid — or FAFSA – which seniors and current college students should be doing right now (many awards are firstcome, first-served) can be complicated. The rules and regulations behind it are both difficult to understand and unfair. Did you know, for example, that some assets count against you more than others, and some don’t count against you at all! Therefore, money that you (or your parents) saved for your child in an UTMA (Uniform Transfer to Minors Act) account will be “penalized� more than money you hold in your own name. You read that correctly. You’re punished for saving money in your child’s name. Another common misconception: Overvaluing your business (if you are selfemployed). The FAFSA asks for a value of your business assets. But for most business owners I see in my practice, the proper value is “zero.� Why? The rationale is buried in the directions, but it has to do with the number of employees your business has. I’ve seen CPA’s make this mis-
take and lose tens of thousands of potential financial aid. So you see, the whole process is like a game – know the rules, you win. Stay in the dark and you could sacrifice thousands of dollars in scholarships and grants that you would have qualified for. Unfortunately, many middle class parents reflexively rule themselves out as candidates for aid, typically because they think the process is overly complicated or they think that they make too much money to qualify. That’s a huge mistake! Once families understand where the various loopholes and landmines are hidden in the recesses of the Title IV Dept of Ed financial aid regulations, they are surprised by the amount of grants and scholarships that are available to them (fact: 82% of today’s college students pay LESS than the sticker price for school). If the initials EFC or FAFSA mean nothing to you, you’re behind the eight ball. The priority financial aid deadline for many schools is February 1st. There is more than $130 billion in this system, and to make sure you receive your fair share, I urge you to become educated sooner rather than later. Ileana Ros-Lehtinen (R-FL), Ranking Republican on the House Foreign Affairs Committee, commented today on the administration’s release of President Obama’s year-end report on the war in Afghanistan. Statement by Ros-Lehtinen: “The President’s year-end report shows steady signs of progress in Afghanistan, particularly in Southern Afghanistan and in the crucial efforts to train Afghan forces. I am deeply thankful to the men and women of our Armed Forces, whose valor and sacrifice is making all of our progress possible. “It is extremely important that we keep on top of what’s working and what isn’t, as well as where we are making progress and where the trouble areas remain. That’s the way to put together and implement a winning strategy. “The focus must remain on implementing a winning strategy, and not an exit strat-
egy. It is my hope that, as we move closer to July 2011, the administration is guided by conditions on the ground and will not commence a withdrawal against the advice of and facts presented by its commanders in the field. The strategy must be eventbased, not chronologically-based. Meeting goals and objectives is the proper barometer of U.S. successes in Afghanistan, rather than the passage of time. “Pakistan also has a crucial role to play in Afghanistan, and, moving forward, must do a better job at confronting the presence of al-Qaeda, Taliban insurgents, and other militant extremists, and at eliminating their operational safe-havens. “Also, looking ahead to the next Congress, I am eager to work even more closely with the administration to exert strong oversight of our efforts in Afghanistan to help ensure that corruption, mismanagement, and waste do not jeopardize our mission.”

The Past Decade BY JEFF LEHMAN
Vice Chair, Miami Beach Visitor and Convention Authority (MBVCA) Back when I joined the MBVCA for my 1st appointment in the late 90’s, the MBVCA was funding a variety of stable events and entities that only minimally returned the tourist tax dollar that funds us back into the community. At that time, we embarked on a mission to reach out and bring larger, more far-reaching events to the City of Miami Beach, with two purposes: To increase the visitor tax dollar and to better promote our incredible destination. This week, I was at the launch party for the 10th annual South Beach Wine & Food Festival (February 24-26, 2011). As I reminisced with the creator of that project, Lee Schrager, about its humble beginnings, we remember how in the first year of that event (2000) the MBVCA provided the seed money to get the event off the ground, with the mutual goals for the City as mentioned above, and for South Beach Wine and Food raised almost $100,000 for the FIU School of Hospitality and Tourism Management.
Today, 10 years later, we continue to fund the event at the same level – but the event has grown to the point where all local hotels and restaurants are full, the press about our City and the Event reaches into the millions of impressions, and the fundraising effort brings almost 2 million dollars annually to our local FIU campus. This is the perfect example of what the MBVCA does, and continues to do. This success has been replicated in some form with a number of events: Art Basel Miami Beach, SwimShow Miami, the MTV Video Music Awards, and others. The MBVCA is dedicated to the success of the City of Miami Beach and all of its businesses. We are constantly looking for new ways to partner with Event Planners, the City, and our Tourism Partners including the Greater Miami Convention & Visitors Bureau and the Greater Miami and the Beaches Hotel Association, to bring the most dynamic events to our City. We are also committed to Special Projects that make our city better, such as the recent Wayfinding Project (directional and Gateway signage) and the Customer & You Certificate Program in Service. Wherever the City can be made better, more visible, and more competitive - that is where you will find the Miami Beach Visitor and Convention Authority hard at work!

Go from ‘Gym Mouse’ to Gym Rat’ this new year

When friends ask me what is the best thing they can do for their heart, I tell them this: “Exercise, exercise, and exercise.” Yep, it’s a little like that old slogan about real estate –what’s the one thing to consider? Location, location, location. Well, that’s the way I feel about exercise. Now if you are fortunate to be one of those people who wake up ready for that ten-mile morning run, you are blessed. I’m not one of them. But I have learned to get myself jazzed up about exercise, and the secret to this, I find, is to discover the type of exercise that really turns you on. I’d always liked cardio, particularly the classes that are done to a fast beat, but I’d never stuck to strength training – if there isn’t a pulsating beat, I just don’t get juiced up. But, lately, I’d found that just doing cardio was beginning to bore me. One day, at Equinox South Beach, my friend, Andreas Heuser, suggested I give Philip Gray’s Group Fitness class a try. I wandered in, and I very nearly wandered out. This was a barbell class! Now, as I’m fond of saying, I’m a gym
mouse, not a gym rat, and only a gym rats uses barbells, I thought. Well, I was wrong. Gray turned up the music, grabbed the bar bell, and the class started pumping. I started off slow, with a mouse-like weight, I thought, but, within two month, I was hoisting barbells along with the rest of the class. Even better, my waistline had shrunk, my arms looked more toned and, best of all, I was addicted. That’s the secret to exercise – you have to discover what grabs you. This can take some experimenting, so hopefully, your gym, like mine, offers lots of choices. Whether it’s yoga, dance, weight training –whatever gets you juiced—that’s the exercise that’s the best. SoBe Arts begins 5th Season Serving Our Community BY RAY BRESLIN
Friday December 17th marked the beginning of SoBe Arts Open Friday Concert Series. Over 100 attendees filled the Carl Fisher Clubhouse with standing room only for this season’s first free concert. The Chamber Ensemble featuring Adam Chefitz on Piano, Daisuke Yamamoto and Taichi Akutsu on volin, Yaei Kleinman on viola and Tara Santiago on Chello with Mark Schubert on percussion. played music from Around the World inspired by Austria, Brazil, the Congo, Ireland, Japan, Pakistan, Switzerland, and the United States. This concert had both a first and a last for SoBe Arts making it filled with emotion, both happy and sad. Taichi Akutsu, who is a graduate from the New World Symphony’s Orchestral Academy and has taught violin for the past 4 years at SoBe Arts and a predominant member of the SoBe Chamber Ensemble, played his last formal concert before he returns to his native Japan bidding farewell to SoBe Arts. The concert was masterfully orchestrated by director Carson Kievman to feature Taichi playing pieces mostly arranged by Kievman himself. The program started with Bachinanas Brazileriras #5 arranged for the string quartet and piano. Then they played the Concert Premiere of Geneva On Tuesday originally written by Kievman for his daughters this past summer who play the violin and piano. Then the final piece before intermission was the light hearted Drunken Sailor, an Irish tradition, again arranged by Carson for the string quartet and percussion. After the break, Robert Chumbley conducted the World Premier of Heer Ranja Protostringnody written by Carson Kievman for the string quartet and percussion. This piece was erie and somewhat dark but very appropriate for Taichi’s farewell performance. Then the familiar Sonata #9 in A major by Beethoven again for the Piano and Violin. The final piece was Kyrie & Sanctus from Missa Luba, a mass in Congolese style, by Haazan
arranged by Kievman for the string quartet and percussion. Everyone stood to applaud Taichi and the rest of the ensemble for this masterful performance and farewell to Taichi. Many of the concert goers who never miss a SoBe concert, noticed a huge difference in the piano performance, as well they should. No more electronic keyboard. The institute now has a Steinway Grand Piano thanks to the generosity of the Coral Gables Steinway Gallery who loaned the institute the piano for their 5th anniversary season. On January 14th, the Institute will announce their entire program for the year. It will be new, exciting, and invigorating. Buildings owned by the City that were shuttered until SoBe Arts came in and gave them a new life. The historic Carl Fisher Clubhouse, built in 1915, is now the oldest building in Miami Beach still in use thanks to the partnership between the City of Miami Beach and SoBe Arts.

MOUNT SINAI MEDICAL CENTER CHIEF OF CARDIOLOGY, GERVASIO LAMAS, M.D. Dr. Gervasio Lamas, chief of the Columbia University Division of Cardiology at Mount Sinai Medical Center, has been appointed Professor of Clinical Medicine at New York’s Columbia University Medical Center. Mount Sinai joined forces with Columbia University in 2009 to create the Mount Sinai Heart Institute, the only Ivy League collaboration of its kind in South Florida. Dr. Lamas’ promotion further solidifies the partnership between these two institutions aimed at providing world-class cardiovascular care by sharing knowledge, experience and technology. In addition, this partnership further enhances the teaching experience for cardiac fellows and faculty as both institutions participate in patient consultations, Grand Rounds and conduct weekly video teleconferences. Dr. Lamas received his B.A. in Biochemical Sciences cum laude from Harvard College and his M.D. with honors (AOA) from New York University. He completed his Internship and Residency at the Brigham and Women’s Hospital of Harvard Medical School, where he later served as Assistant Professor of Medicine. He is Board Certified in Internal Medicine and Cardiovascular Diseases as well as a Fellow of the American College of Cardiology, the American Heart Association, and the European Society of Cardiology. During the last decade, Dr. Lamas has enrolled thousands of patients in more than a dozen U.S. and international trials in order to improve cardiac care and prevent death and disability from heart disease. In addition, Dr. Lamas has authored over 300 scientific publications and maintains an active clinical practice at the Mount Sinai offices in Miami Beach, Hialeah and Key Biscayne.

2011 Chevy Corvette marks 58 years of production Ron Beasley LET’S TALK CARS I’m still somewhat amazed that the Corvette made it through the recent General Motors bankruptcy to continue as a part of the Chevrolet product line. After all, it certainly doesn’t meet the new criteria for smaller, more fuel efficient vehicles. But, survive it did and next year Corvette will mark 58 years of production to continue the claim to being “America’s sports car.” The 2011 Corvette model year sees the same product lineup, one that includes the base coupe and convertible, the rejuvenated Grand Sport and the Z06 and ZR1 performance models. The base Corvette and the Grand Sport models are powered by the LS3 V-8, while the racing-inspired Z06 is equipped with the 505-hp LS7 engine and built on a lightweight chassis. The ZR1 gets a unique supercharged LS9 6.2-liter engine and is the fastest, most powerful car ever
offered by Chevrolet. The 6.2-liter LS3 small-block V-8 engine in Corvette and Grand Sport models is rated at 430 hp and develops 424 pounds-feet of torque with the standard exhaust system. An optional dual-mode exhaust system brings the power to 436 horses and 428 poundsfeet of torque. A standard six-speed manual transmission and an optional six-speed paddle-shift automatic are offered. The Grand Sport was a runaway hit in its debut last year, accounting for almost half of all coupe sales and 70 percent of convertibles. The Grand Sport returns for 2011 with Magnetic Ride Control as an option that includes Goodyear F1 Supercar Gen 2 tires when the car is equipped with a manual transmission. The Grand Sport has widebody styling that gives it wider fenders, a wider track, wider wheels and tires. It has revised shocks, stabilizer bar and springs, and specific gearing to deliver better handling, and it clocks 0-60 in a head-snapping four seconds. A launch control system is standard on models equipped with a manual transmission to optimize performance for full-throttle starts on a racetrack. In the competitive mode, the system will hold a predetermined engine speed while the driver puts the pedal

to the floor, allowing a quick clutch release. The system modulates engine torque 100 times per second to maximize traction. Corvette models offer two suspension choices that allow you to choose the setup that best suits your driving style. The standard suspension is tuned for a balance of ride comfort and precise handling. The optional Magnetic Selective Ride Control suspension features magneto-rheological dampers that can detect road surfaces and adjust the damping rates to those surfaces almost instantly for optimal ride control.
The Corvette interior is inspired by the car’s dual-cockpit heritage. The instrument panel and doors are covered with cast-skin foam-in-place trim that looks like a leather panel.
