Over 45,000 music fans attended the 6th Annual “Jazz in the Gardens” music festival in Sun Life Stadium on March 19th & 20th. The weekend long celebration brought thousands of visitors to South Florida from all over the US, Canada, Europe and the Caribbean. The highly anticipated annual festival drew rave reviews from patrons, sponsors and media alike. “I am elated about the success of Jazz in the Gardens! The event has grown and taken a life of its own, drawing people from all over the world to visit the City of Miami Gardens. I feel really good about what we have accomplished in the last six years, and I look forward to it each year and every year as do our fans,” says Mayor Shirley Gibson. This year, popular radio personality, author and filmmaker, Michael Baisden, hosted the festivities along with his on-air comedic side kick, George Wilborn. Through his syndicated

radio show Baisden reached fans all over the nation pushing the festival to greater heights. "The 2011 Jazz in the gardens was a hit as always! Hundreds of my listeners from around the country have written me to let me know how much they enjoyed everything about the event, especially the absolutely perfect south Florida weather! I'm sure this will be a successful event for many years to come. ” remarked Baisden The undisputed favorite of the weekend was Charlie Wilson, aka “Uncle Charlie” who performed a high energy show starting with his Gap Band hit “Party Train”, accompanied by a dynamic quartet of sexy female back up dancers. Wilson got the crowd to their feet, time and time again with current chart topping “You Are” and classic hits like “Outstanding” and “You Dropped a Bomb on Me”.

While it often goes unsaid, in most of our lives, for most of our lives, our Mothers are our heroes. Not the spectacular “swoop in and save us” heroes––though in some cases they do that also––but the everyday “prepare you for the rest of your life” heroes; the rock to which you are anchored; the compass that establishes your true north. Mothers are our primary educators, disciplinarians, cheerleaders, standard bearers, hand holders, tear driers, prayer warriors, and concern givers. To every role they have, they bring a love that can’t be manufactured in a factory or reproduced by a card; it can’t be measured in decibel or density. It can be acknowledged but never wholly honored because a Mother’s love is seeable but indefinable. It is strong enough to pull you out of trouble and willful enough to push you forward into your future. My Mother is all of those things for me, so to her and all of the other wonderful, invaluable, and incomparable Mothers I offer this thought. You are more than can ever be expressed. There is no sentiment sufficient to capture the care that we have for you. There is no gift that can faithfully value your value. There are no words written or spoken that can ever truly demonstrate the worth of your wonder. Suffice to say, we love you unimaginably. Happy Mother’s Day.

The multi-artistic Ms. Lauryn Hill did not disappoint revelers and delivered an exceptional performance. Fans were treated to a rare performance by Hill’s MC persona “L-Boogie” performing classic Fugee songs like “How Many Mics”, “Ready or Not” and “Fu-gee-la”. In the absence of Fugee band-mates, L-Boogie met the challenge of performing verses made

famous by the former band mates. The Isley Brothers historic performance marked the first time brothers Ernie and Ronald shared the stage in almost five years leading with the epic "Between the Sheets," the Isleys accomplished the feat of covering fifty years of music in one performance. "You all remember these songs,” reflected an emotional Ron Isley, "my brother Ernie wrote them." In response to the crooner belting out a medley of classics the audience was overwhelmed with nostalgia. Heads of State, comprised Bobby Brown, Ralph Tresvant and Johnny Gill, formerly members of the 80’s -90s teen sensation boy band New Edition, drove the crowd into a frenzy with timeless hits "Mr. Telephone Man" and "Cool It Now." To add to the excitement, the trio carried

out an ensemble of solo hits including "My Prerogative," "My, My, My" and "Sensitivity." Still a sensation, it was obvious that they haven’t lost their touch or their fans. Legendary songstress, Gladys Knight, was welcomed and revered by all. In all her glitter and glam, her presence, music and voice resonated throughout Sun Life stadium and Miami Gardens. Definitely a queen of soul, Gladys Knight owned the Jazz in the Gardens arena and rocked it! Musiq Soulchild and En Vogue sang love ballads and dance hits from R&B and Adult Contemporary catalogues. Musiq Soulchild known for his smooth and sultry love songs and EnVogue known for their sweet sound and harmony tantalized the crowd with stellar performances. Al Jarreau, Lalah Hathaway and Branford Marsalis captured the jazz element of the festival delivering memorable performances. From 72 year old Jarreau’s signature scatting to Hathaway’s sultry vocals, these jazz greats were refreshing components of the twoday festival. During the short set changes, Miami’s D.J Irie kept the energy hype and the party going with a mix of old school and new school hits! “Jazz in the Gardens” owes its success to a simple formula: a star-studded line-up, great food, extraordinarily affordable ticket prices and amazing weather. For the past six years the festival has enjoyed unprecedented growth, consistently delivering stunning increases in attendance while attracting both locals and thousands of out-of-towners to the beautiful City of Miami Gardens. Miami Gardens Welcomes Newly Appointed Councilmember, David Williams Jr. To Serve in Seat 5 The City of Miami Gardens has a new Council member representing At-Large Seat 5. The Honorable David Williams Jr., was nominated by Mayor Shirley Gibson to fill the unexpired term of former Council member Sharon Pritchett. This nomination was approved and voted on by the City Council at the March 9, 2011 City Council Meeting. “As a resident of the Miami Gardens area, for the past 25 years, I have seen our community transform in many positive ways,” states Councilman David Williams Jr., “but none more significant and greater than becoming an incorporated municipality eight years ago. As a leader in the City, I plan to work closely with my colleagues on the Council to make Miami Gardens a world class City by making it an ideal place for families to live; bringing more resources to help minimize the tax burden; and reduce the educational gaps and achievements amongst youth and young adults in our community. Pritchett resigned from the Miami Gardens City Council effective March, 1, 2011. As per the City’s Charter, if more than six months is left on a seat when a vacancy occurs, the Mayor can nominate an individual to serve, with the Council’s approval and ratification, until the next Miami-Dade regularly scheduled Countywide Election. That Election is scheduled for Tuesday, January 31, 2012. Councilman David Williams Jr., will serve on the City Council until, Tuesday, January 31, 2012, at which time the City of Miami Gardens will hold a Special City CityWide election for the voters to elect someone to finish out this term, which will expire August 28, 2012. David, a scientist by profession, current-

ly serves as the Director of Community Relations for Informed Families, National Family Partnership, a non-profit prevention organization focusing on educating families and helping kids grow up safe, healthy and drug-free. As a community activist, David, who took an early retirement from the pharmaceutical industry, is committed to improving the lives of children and families by working with various community stakeholders and organization to provide better educational programs, along with social, health and economic resources that will enrich the lives of the people who are most in need. His current activities with the school system include Miami-Dade County Public School Superintendent Family and Community Involvement Advisory Committee and Miami-Dade County Public Schools Wellness Advisory Committee. In 2008, he became the Gubernatorial Appointee for The Children’s Trust Governing Board of Directors. He serves as the Vice Chairman of the Finance Committee for the Trust, and a member of the Executive Committee. Mr. Williams is a board member with The Early Learning Coalition for Dade/Monroe Counties. David serves as the Vice Chairman of the Board of Directors for the North Dade Community Development Federal Credit Union and the Chairman for the Jessie Trice Community Health Center Foundation Board and a member of the Jessie Trice Community Health Center Board. Business Incentive Program What businesses are eligible to apply for this assistance? Assistance will be provided to established businesses that are located in the City of Miami Gardens and run their business from a commercial location. What amount of assistance will be provided? There will be several factors that will determine the amount of assistance. Some of these factors will be the total project budget, use of funds and the amount of nonFederal funds being expended. Assistance can range between $10,000 and $150,000. What type of work can this assistance be used for? It can be used for, but not limited to, property acquisition, space build-out, permits and fees, exterior painting, additional or improved signage, additional or improved exterior lighting and parking lot improvements. How do I know if my business qualifies? The City will provide an application. The application will require specifics about the business, the owners and/or principals, the intent of the assistance and the total project budget. An initial review of the application will be conducted to determine a preliminary qualification and potential assistance amount and terms. Are there fees? There is a $250 nonrefundable, non-transferrable application fee. Upon preliminary review and determination of project eligibility, applicants must submit payment of application fee for the loan to be evaluated for approval by the Loan Review Committee. What is a Loan Review Committee and what do they do? The Loan Review Committee is comprised of 4-5 members

with varied specializations (i.e. accounting, zoning, building regulations, etc.) They evaluate the application for approval and determine loan terms and conditions. How is the approval of the loan determined? There are several factors considered when evaluating loan applications which include, but are not limited to, purpose of funds, requested loan amount versus total project budget, the remediation of existing code violations, financial solvency of the business, creation of new permanent jobs, years in business, etc. Is the assistance provided as a loan? Yes, the assistance is provided as a 5-Year Loan. Terms and conditions, including repayment are determined by the Loan Review Committee. The property owner must remain at the site for the next 5 years and meets all the terms of their contract in order to avoid default terms. What type of terms would be included in the contract? The terms will vary and will mainly depend on the type of business, the amount of assistance requested and the business location. However all applicants must agree to comply with all Federal Rules and Regulations including the creation of new jobs, City of Miami Gardens ordinances and Florida Building Code Requirements. How do I create jobs? Businesses receiving financial assistance must enter into an Agreement to make “available” and to “document” the newly created jobs for the benefit of low and moderate income residents resulting from the technical assistance and/or financial assistance provided to your business for the duration of the loan.

Kick your business plan into gear! BY ANTRANETTE PIERRE Economic Development Manager Have a get idea and want to start a business? Or do you have a business but need to take it to the next level? This country was founded on the entrepreneurial spirit of small business owners. Small businesses are the cornerstone to the economy, comprising more than 99% of the US economy and creating 75% of the net new jobs in our economy. With more than 3,200 businesses registered in the city, one can be fairly confident that the majority are small businesses. While small businesses are critical to the local, state and national economy, the longevity of most small businesses is dismal. The Bureau of Labor Statistics reports that less than 50% of small businesses successfully make it past 4 years of operation. With such a low success rate, why is it that people still feel the desire to enter into business for themselves, and more importantly, how does a business owner stay in business? Well, the answer to the first question varies and include to be their own boss, additional income, or to do something they love. While they are other answers, those are the most common. Now, the second question: how does a new business owner stay in business, beat the odds and become successful? That is the money question-literally and figuratively. The answers are infinite. In an effort to answer the question of successful business models, the City of Miami Gardens is offering a Fitness Financial Bootcamp Miniseries for small businesses. The bootcamp is an 8-

hour intensive training course for the astute entrepreneur. Whether you have a business or seeking to start a business, this course is for you. The purpose of the training is to first identify how to spend less and put more money back into the business then increase both personal and business credit before learning about the various financing options available. Greetings District 103, Here are brief highlights of what took place during the 2011 Regular Legislative Session. The Republican-controlled Legislature approved a new state budget that will severely impact Florida’s working-class people. The budget cuts will negatively impact struggling families in a time when they require more support to simply sustain. There were other ways to balance the budget, but this legislature chose offer more to big businesses and cut services to the poor, children and their families. House Democratic Caucus members strongly opposed this budget. If approved by the governor, the budget will: • Raise tuition by 8 percent at every state university and college and allow universities to increase tuition up to 15 percent; • Institute a 3-percent income tax on teachers, police officers, firefighters, and other public sector employees; • Authorize the privatization of correctional facilities in 18 counties, which will result in 1,751 job cuts in the Department of Corrections and 601 cuts in the Department of Juvenile Justice; • Cut the state workforce by 4,500 people. • Reduce Medicaid reimbursement rates for hospitals, nursing homes, health departments, hospice care, and non-emergency transportation; • Cut primary care services at county health departments which serve lowincome families; • Impair services for the developmental disabled populations; and • Reduce spending for the Healthy Start program that serves women and infants. Other noteworthy changes that will impact our communities include: • Unemployment Compensation benefit

reductions for the unemployed and new restrictions on who can apply for benefits. Among other changes, legislation reduces the total number of state-paid weeks of unemployment from 26 to 23. • Clemency changes were pushed through by the Governor and Attorney General that will mean ex-felons cannot apply for restoration of rights until following 5-7 years after their release from incarceration depending on the offense. • An elections bill that passed the Legislature will make it harder for some people to get registered to vote and make it harder for some to vote. It will require voter registration groups to register with the state, file voter registration reports and turn in completed voter registration forms to the supervisor of elections within 48 hours after an applicant completes the form. It reduces the early voting period from a twoweek period to a one-week period. It will also force voters, such as a newly married woman, to use provisional ballots instead of regular ballots if they want to update their voter record at a polling place The Republican-controlled Legislature pushed through measures that reversed the hard fought progress the state of Florida has made in insurance regulations, election protection and access to quality health care services in less than 60 days. As the City of Miami Gardens has become the focal point and model for many successor cities, it’s only logical we take the next step. The Chamber hosted its first event: Networking in the Gardens—a precursor to the official launch on March 30th. Ducati Miami was the host of the prelaunch event and networking session. Located along the Palmetto Expressway and 20th Avenue, Ducati Miami offered its beautiful showroom as the backdrop to this business event. Surrounded by dozens of beautiful state-of-the-art motorcycles, more than 100 entrepreneurs and business professionals came to network and hear information about the city’s newest venture; several attendees also checked out the motorcycles or took pictures with their dream cycle. The Center for Family and Child Enrichment (CFCE), the oldest and largest provider of child welfare services in the City of Miami Gardens, is hosting its second annual walkathon on May 28, 2011. The event celebrates the month of May as National Foster Care Month, commemorating the more than 400,000 children across the nation in foster care. CFCE provides full case management and care for over nine hundred children in the State Dependency System and manages more than 100 foster homes most of which are located in Miami Gardens. The Walk-a-Thon raises funds to assist in

providing services to the dependent youth and their foster families. The event will once again be held at Scott Lake Park, 17710 N.W. 15th Court. In addition to the walkathon, the event will feature free fun and exciting activities for the entire family, including bounce houses, food, DJ’s with music, etc. A brief program will feature information on how to become a foster parent and remarks by North Dade Foster Parent Association president, Shamele Jenkins.
