lmost 50,000 people from all over the world attended what is being called “the BEST Jazz in the Gardens yet”, on March 17th & 18th, 2012 at Sun Life Stadium in Miami Gardens. The lucky 7th year enjoyed its highest attendance levels ever; perfect mild and sunny weekend weather; exotic foods including the festival favorite “Reed’s Conch Salad”; and magical performances by A-list national artists Mary J. Blige, Jill Scott, Patti LaBelle, KEM, Ledisi, Kenny G, Doug E Fresh, Kevin Eubanks, Ramsey Lewis and Nicole Henry and celebrity sightings of singer/actress Queen Latifah, Minister Louis Farrakhan Muhammad, Sr.,, comedian Robert Townsend and actor Glenn Turman. First time festival host MC Lyte was met with rousing applause as she introduced each national act and bantered with an enthralled crowd of thousands. “Jazz in the Gardens just gets better and better every year, but this year it was simply remarkable. The performers, the attendees, the food, and the weather created a perfect combination. People traveled from near and far to see and experience this amazing festival.. Jimi Hendrix. Jazz aficionados were glued to their seats as the legendary Ramsey Lewis performed time tested jazz classics with his talented Electric Band. Old school human beat box Doug E. Fresh followed with a high energy performance that had the whole festival doing “the Dougie” while laughing and singing along as he led the audience down memory lane with a medley of old school hits and classic TV theme songs. Grammy nominated R&B soulstress Ledisi followed with an eclectic and rich performance, engaging the early evening audience. Love was the mood set by the next performer, classy and polished KEM, who thrilled with hit after hit of romance inspired songs. The night ended with an exuberant and surreal performance by Jill Scott, who was one of the most eagerly anticipated musicians of the weekend. Scott sported a huge afro and a wide smile, taking her fans for “a long walk”, visibly relishing performing hit after spectacular Scott hit. Sunday March 18th A refreshed and eager adult crowd, dressed in their Sunday best, returned for the second glorious day of the Lucky 7 Jazz in the Gardens. For the first time in the festival's history gospel graced the stage with local sensation Sensere, who promised to deliver a rock-infused, soul-based, Gospel set and did not disappoint. Then internationally recognized South Florida based Nicole Henry kicked off Sunday's national artist performances with her rousing renditions of pop and R&B inspired jazz selections. The man who rocked the Tonight Show for 15 years, Kevin Eubanks, took to the stage after Henry, with his smooth jazz guitar backed up by a powerful rhythm section that rocked the park. Kenny G.'s always appreciated long held saxophone renditions and playful audience interactions kept the vibe alive, instrumental style. Then, Ms. Patti LaBelle, diva extraordinaire, took the stage, belting out a rousing rendition of her # 1 hit “New Attitude” to enthusiastic shrieks of appreciation from young and old alike. The excitement filled weekend ended on a very high note as Queen of Hip Hop Soul Mary J. Blige brought her heartfelt “go girl” energy and the audience to its feet with powerful vocals and personal story to close the Lucky

The City of Miami Gardens 3rd Annual Black History Showcase “A Night of Entertainment” The City of Miami Gardens Parks and Recreation Department held the 3rd Annual Black History Showcase, titled “A Night of Entertainment” on February 29, 2012. Participants of the City of Miami Gardens Shining Stars After-School program, the Future Men and Women of Miami Gardens Mentoring program and City staff coordinated various skits, activities, information and tributes to our forefathers for their achievements and contributions to our society. Over 100 people of all ages in the community attended the Showcase that began with the unforgettable recording of the Star Spangled Banner performed by (the late) Whitney Houston and a video presentation of the Negro National Anthem – “Lift Every Voice and Sing”. Throughout the evening students acknowledged the contributions of Dr. Martin Luther King Jr., Thurgood Marshall and Harriet Tubman, by performing various skits reenacting the
accomplishments, trials and tribulations each of these historical figures endured. In addition, the evening featured performances by the City of Miami Gardens Super Soul Steppers, The City of Miami Gardens Alliance Youth Drum Line, and the Crumpers of Rolling Oaks Park. The Black History Month Showcase was a big success that emphasized positive portrayals of African American Heritage in education and entertainment. The evening closed with a fashion walk where staff of The Betty T Ferguson Recreational Complex modeled vintage clothing from the 1950’s through the1990’s era and awarded the honor of “The Passing of the Torch” recognition to Assistant City Manager, Vernita Nelson for her endless contributions to the City of Miami Gardens history. It is our goal to continue our efforts of remembering and acknowledging those that have paved the way for us to shine today.

City Envisions Improved Livability for the Palmetto Expressway The Florida Department of Transportation and the Miami-Dade County Expressway are planning future improvements to the Palmetto Expressway from I-75 to the Golden Glades Interchange at I-95. The Project Development and Environmental Study, or PD&E, will evaluate lane additions, managed (toll) lanes, safety and bus rapid transit. The Study runs from 2011 to 2014. The Miami Gardens City Council enacted a resolution to officially express the City’s vision for the Palmetto Expressway. The City’s primary interest addresses the NW 167th Street one-way pair frontage road system, adjacent to the Expressway. The vision for that street was articulated in a special urban design project Mayor Shirley Gibson participated in as part of the 2006 Florida Atlantic University Design Institute. Miami Gardens’ vision includes improvements and enhancements that relate to improved livability including: • Enhancing access to businesses and our two universities, St. Thomas and Florida Memorial • Improving neighborhood livability for adjacent residences • Multi-Use Sidewalks – 10’ width; Curb and Gutter, Bicycle/Pedestrian, landscape buffer between curb and sidewalk • Crosswalks with Pavers/Stamped Concrete • Lighting – Pedestrian oriented • Improved Business Driveways

Are false burglar alarms a problem? The Miami Gardens Police Department is tasked with prevention of criminal activity and response to public safety calls within the City of Miami Gardens. During 2010, Miami Gardens Police Officers responded to over 3,100 false alarms, which placed a significant burden on resources. So far, in the first quarter of 2011, the Department has responded to 834 false alarm calls. Responding to false alarm calls reduces the hours of patrol time and obligates two officers who would otherwise be dedicated to crime prevention. In response to the high number of false alarm calls, on April 27, 2011, the City of Miami Gardens entered into an agreement with CryWolf False Alarm Solutions. CryWolf is a third party contractor that will administer this program. With the budget issues facing local governments, many cities have turned to outsourcing false alarm services and instituting a revenue sharing program to reduce employee costs in administering the program.

Who is required to have an alarm permit? Everyone operating a burglar alarm system inside the City of Miami Gardens limits is required to register their alarm system except for Government buildings. Include the complete alarm address, a complete billing address, emergency contact information including cell phone numbers, and the alarm company information. In Person visit the Miami Gardens Police Department Records Unit, 1020 NW 163 Drive, Miami Gardens, from 7:30 am to 4:00 pm Monday-Friday. Bring the complete alarm address, a complete billing address, emergency contact information including cell phone numbers, and the alarm company information. Allow (5) days for processing. What is the cost of an alarm permit registration? There is an initial $37.00 alarm permit registration fee for Residential or Commercial Properties. Permits are valid for (1) year and must be posted near the alarm panel. Permits are automatically renewed each year at no cost if the owner did not have any false alarms. There is a renew al fee of $15.00 if the alarm owner had 1 or more false alarms during the previous 365 day period. What if I have a false alarm and fail to pay the renewal fee? If the $15.00 alarm permit renewal fee is not paid by
What does the City expect to accomplish by enforcing the false alarm ordinance? The City wants to substantially reduce the number of false alarms officers respond to. This program is necessary due to the burden placed on the police department in responding to false alarms. Studies have shown that enacting a structured program with escalating fines reduces the number of false alarm calls and as a byproduct allows police officers to be available to respond to other calls for service. What if my alarm is activated? The Alarm Owner will receive a Notice by mail stating the date and time that an alarm activation was received by the Miami Gardens Police Department. Alarm Owners will receive an invoice based on the chart below: For a registered account, there is no charge for the first or second false alarm activation within a 365 day period. For accounts that are unregistered at the time of a false alarm a civil penalty, in addition to any false alarm fines incurred and the $37.00 registration fee, will be charged for any false alarm activation within a 365 day period.

Throughout the evening students acknowledged the contributions of Dr. Martin Luther King Jr., Thurgood Marshall and Harriet Tubman, by performing various skits reenacting the accomplishments, trials and tribulations each of these historical figures endured. In addition, the evening featured performances by the City of Miami Gardens Super Soul Steppers, The City of Miami Gardens Alliance Youth Drum Line, and the Crumpers of Rolling Oaks Park. The Black History Month Showcase was a big success that emphasized positive portrayals of African American Heritage in education and entertainment. The evening closed with a fashion walk where staff of The Betty T Ferguson Recreational Complex modeled vintage clothing from the 1950’s through the1990’s era and awarded the honor of “The Passing of the Torch” recognition to Assistant City Manager, Vernita Nelson for her endless contributions to the City of Miami Gardens history. It is

There can be no solution unless we fix our preconceptions about our finances
Al Sunshine CBS MONEY WATCH As Americans, we all long for a solution to our nation’s economic problems. However most of us realize that there can be no solution to our financial troubles unless we fix our preconceptions about our finances in general. I spoke to one local worker who isn’t very optimistic about the economy. In his view, it really hasn’t seen much growth this year. “It probably got a little better last year, but it’s slowed down some,” he observed. So I asked him if he thought the economy has shown any improvement this year? “I don’t think so, no,” he replied. According to the Economic Development and International Trade office of MiamiDade County, international trade continues to play an important role in the economy of Miami-Dade County. South Florida’s total trade with the rest of the world has more than doubled during the course of the last decade, from $49.70 billion in 2002 to a historic record of $112.82 billion in 2011. The Miami Customs District 52 also has maintained its standing as the 11th largest U.S. Customs District. In fact, it set a new national record for a trade surplus of $22.18 billion. Tourism also is flourishing. The state of Florida saw 76.8 million visitors in 2004 — a record number — making it the top travel destination in the world. The tourism industry has an economic impact of $57 billion on Florida’s economy. On the other hand, Florida ranks low in terms of the tax burden placed on residents. Based on income and property taxes, as well as other state and local tax collections, the Tax Foundation research organization ranks
Florida among the lowest tax states. Florida ranked No. 45 among the 50 states in 2004, with only five states maintaining a lower tax burden. Fortunately, South Florida’s Economy should continue to see solid gains in tourism, foreign trade and financial services, boosted by the continued slow recovery of our real estate and construction sectors. The industry forecasts for South Florida’s individual counties are generally similar to the regional forecast, underlining professional and business services, educational and health services, construction, finance, leisure and hospitality as the primary job generators for the region. Some predict higher than average job growth through 2015. Others say that we’ll see lower than average growth in jobs through 2015. Wholesale trade and agriculture are concentrated in South Florida, but are not expected to add significant national job numbers during the next 10 years.
FAST FINANCIAL DECISIONS TO MAKE RIGHT NOW Now is the ideal time to make your personal financials for 2012. The decisions you make now can improve your overall financial status for the rest of the year. In fact, you may want to increase your income tax withholding right now while tax season is fresh in your mind. You may end up owing less next year and avoiding any possible penalties. Also, see if you can afford to put more money into your savings or investment accounts, and try paying down any credit card debt as soon as possible. And if you are planning for a summer vacation, now is the time to start looking for the best deals. It may be nine months away, but it also is a good time to consider a “Christmas Club Account” to start saving for all that end-ofthe-year spending. Also, whenever you can, you should consider using cash rather than charging up your credit cards. It is all possible, if you can start planning right now.

Golden Glades Elementary School and Richard Allen Leadership Academy presented a Science and Mathematics Learning Adventure on Wednesday, February 29, 2012, 6:00 p.m. – 8:00 p.m. at Golden Glades Elementary with over 200 students and parents in attendance. This event was spearheaded by Mrs. Tami IdunOgde, Science Coach at Golden Glades Elementary. The S.W.A.T. initiative known as “Science With A Twist,” is an interactive learning program where parents and children come together, to participate in a variety of hands on science and math activities which are aligned to the current Sunshine State Standards. Special guests

Most condominium and homeowner associations are managed by a licensed manager, either through a management company, or individually-managed. Such managers are the “CEO” of the association, and although answerable to a board of directors, each must be licensed and should be well-versed in attendant responsibilities. Florida requires community association managers to be licensed by the Department of Business and Professional Regulation. The manager’s license is called a CAM (Community Association Manager), obtained after taking an 18-hour course at an approved school and passing a state test. However, there‘s a good deal more to know about association management than what can be taught in just a few days, even in the best schools. Licensed CAMs are required to take a certain amount of Continuing Education Units (CEU) during their tenure, allowing them to renew their license. But that, too, is still wanting in knowledge needed for the increasing complexities involved in managing Florida communities. Enter: A new initiative just rolled out to prepare association managers for the daunting task of managing more efficiently. Florida Community Association Professionals, a Florida initiative, is dedicated to raising the level of professionalism among managers. A new educational concept it offers is brilliant as it is simple: service providers to community associations will provide Florida-specific training at all levels of the community association industry. Without a sales pitch involved, these experienced service providers gathered together in one place will instruct managers in their specialized fields. The concept brings together association servicing experts with CAMs for an unparalleled learning opportunity. Ms. Betsy Barbieux, the program founder, developed the concept with the cooperation of the Florida Community Association Journal.

Walk for the Animals attracts more than 3,000 participants

Walk for the Animals, presented by Pet Supermarket, took place at Bayfront Park, 301 N. Biscayne Blvd., and was an exciting and worthwhile activity for the entire family — and, of course their dogs. The Walk is the Humane Society of Greater Miami’s largest annual community event, attracting more than 3,000 people. This year’s grand marshal was MiamiDade County District 4 Commissioner Sally A. Heyman. The “Leader of the Pack” was Theresa L. Ashman, associate vice president and controller of University of Miami, and for the fourth year the event’s emcee was Ryan Phillips, WTVJ NBC6 meteorologist. There were fun-filled activities for the
entire family, including all of the furry friends. Sponsors offered music, games, prizes, product samples, and great food. There was a special Bakery Tent filled with mouth-watering pastries to be enjoyed with a fabulous cup of Coffee Brake coffee. “Every dollar raised from the Walk goes toward sheltering more than 300 homeless cats and dogs in our care every day,” said Donna Tallon, executive director of the Humane Society of Greater Miami. “In addition, the funds help support our spay/neuter services, quality adoptions, humane education and pet therapy.” The Humane Society of Greater Miami is dedicated to placing every dog and cat into a loving home, and to promoting responsible pet ownership and spay/neuter programs.
