Taxpayers: Watch the Village checkbook BY GRANT MILLER

Publisher Fiscal responsibility should mean that your government officials would dip into reserves only when they have to in order to protect essential services, not dip into them because they simply want to for nonessential projects. But once again, you had to be there to believe it (well of course you had to be there live, the meetings are still not being broadcast as promised nearly a year ago). This was the first year that Palmetto Bay officials planned on spending more money than expected revenues. Bells and whistles warning of financial danger ahead should be going off, but the mayor and Palmetto Bay council gave approval to its budget that did the following: • Removed nearly a half million dollars from reserves at the start to balance a budget that suffered year another year of reduced income. This is your past tax dollars, put away for emergencies, going to pay expenses relating to providing services. • Took nearly another $1,000,000 from these same reserves for discretionary spending on pet projects such as park project expansion and renovations. • Gave raises to the manager and clerk.

Vocalist sings different tune in her new revue

Amy Alvarado, a Palmetto Bay resident and lyric soprano best known for her opera performances, is adding a different musical style to her repertoire in the new musical revue Cabarlesque. Alvarado has sung previously at Miami’s Adrienne Arsht Center in Florida Grand Opera productions of Aida, The Pearlfishers, Lakme and Puccini’s Suor Angelica, as well as in Tony Caruso’s Last Broadcast in Washington, DC. She also appeared in the 2010 musical revue titled My Place, at the Playground Theatre in Miami Shores, produced by singer/songwriter Nelson Polanco. Polanco is the president of Blending Cultures, a non-profit live performance company created in 2006 to “entertain and enlighten audiences to the vibrancy of hybridized cultural traditions.” “Cabarlesque is a fusion of two different art forms, cabaret and burlesque,” Polanco said. “It’s a story of the need for self expression told through vignettes from musicals and movies such as Chicago, Cabaret, Fosse, Bye Bye Birdie and The Pajama Game.” Alvarado and Polanco will sing the majority of the numbers, although guest artists such as Lennis Sabatino are scheduled to appear. Rehabilitated hawk takes flight at Palmer Trinity

Greta Mealey, director of the Falcon Batchelor Bird of Prey Center at the Miami Science Museum, conducted a bird release recently on Palmer Trinity School’s North Campus. Mealey is the wife of Brian Mealey, a biology teacher at the school. In January 2011, a light-phase, Short-tailed Hawk was admitted to the museum’s rehabilitation center after being found in a driveway, unable to fly. The hawk was diagnosed with a fractured shoulder, presumed to be the result of a car collision, and given a soft cast and splint to stabilize the area. The bird required cage rest until the veterinarian confirmed his full recovery. On Sept. 15 — after several months of close medical attention, rehabilitation and flight conditioning — Palmer Trinity School students, faculty and staff watched as Upper School Dean Judi Jennings released the hawk to the wild from the Palmer Trinity School football field.

Garden projects can be in any state of development (planning, construction, or already under operation). Garden projects must be approved by the school’s principal and the principal must submit a signed letter on school letterhead along with the application. Applicants must be able to show that they are able to provide maintenance during vacations and the summer. This maintenance is a good way to get a non-profit organization or a local gardening group that is willing to teach children how to plant and grow. • Put nearly $2,000 into the budget for each council member to travel at village expense, despite the fact that the mayor is paid $2,000 per month and each council member is paid $1,000 per month to pay for their expenses of holding office. You might be asking why I am bothering to write about this, but many people have called and emailed me asking why I don’t do more as a community watchdog to monitor and expose what this mayor and council are doing, to get more people motivated to following the money. There is a problem here and that is Palmetto Bay seems to be the only government reversing the trend of belt tightening. The examples are listed above and more; instead of holding off on projects, during this current budget year, this mayor and council spent $50,000 on art in a traffic circle, and that is just the art itself, not including the unstated additional costs of village personnel and assets to assist in the installation, maintenance and security. For the upcoming year, this village council is planning to spend on a grandiose plan to enlarge Thallata Park. The absurdity continued at that budget meeting as the mayor appeared to opine that the nearly $1,000,000 in new renovations would help balance the budget in future years by drawing in $200,000 in revenues per year. $200,000, per year, really? This is one business plan that every Palmetto Bay taxpayer should be asking to read. Thalatta, for those who don’t know, sits sandwiched between two prominent wedding and event locations: the Deering Estate and the Palmetto Bay Village Center. Ask around, your county tax bill is not being subsidized by the weddings at Deering and it certainly is not the wedding events that keep the Palmetto Bay Village Center operating. The problem is there are limited ways

for governments to put money away in reserve. The only way to do it is to save money in times of surplus. The initial mayor and council saved $9.8 million dollars during the first eight years that included payment of $1.7 million per year to the county. That mayor and council are now replaced by a new council that wants to spend those hard earned and nearly irreplaceable savings to satisfy their own egos on the pet projects. It should also be noted that the initial mayor and council paid for many of the first projects through over $19 million in grants and other outside monies. Once such example, Thallata, was purchased at nearly $3.9 million, but paid for by approximately $3.7 million in grants and other outside money. That was the old council. No grants are being raised by the current council, but they do not seem to think that, just perhaps, they should hold off spending until grants can be located and obtained. There is no resemblance to the prior fiscal sanity by this new council, as the money is now free-flowing from your tax pocket into the park. This is the first budget by this new mayor and current council. No spending cuts, but balance is temporarily achieved by robbing stealing from the reserve fund by over $1,500,000. Listen to the experts, times will stay the same or slightly get worse for the next few years. It is not time to dip into the reserves. At this rate, and assuming no financial crisis, the safety reserves could be reduced by a total of $6,000,000, down to less than $3.8 million by the forth budget of the mayor’s four year term. Then you really better hope no hurricanes or other disasters strike. This is not good management or financial stewardship. Palmetto Bay taxpayers should not be drinking the kool-aide, the residents should demand better.

Staged automobile accidents taking their toll on all of us Al Sunshine CBS MONEY WATCH Staged automobile accidents are taking their toll on all of us. In fact, they are hitting us in the wallet in the form of bigger and bigger car insurance bills. That’s why local and state fraud investigators recently opened some of their criminal files to give us an inside view of how phony accident scams work and why our auto insurance scams now are among the worst in the country. The most popular scam is called a “Jump In.” According to fraud investigators, the members of these auto-scam groups intentionally crash cars and allow the so-called “victims” — who were not even inside the cars — to jump into the vehicles after the staged accident. That way, they can file phony injury reports with the help of cooperative doctors and lawyers. It’s a big business that is getting bigger by the day, especially around South Florida, according to Special Agent Tony Fernandez of the National Insurance Crime Bureau. So how big are the losses? “You’re talking billions,” Fernandez maintains. And according to insurance fraud specialists, South Florida is poised to take the

top spot for staged accidents away from the former leader in auto scams, Tampa-St. Petersburg. With car insurance fraud South Florida’s latest growth industry, the money can come only from one place — bigger insurance bills for local policyholders. State CFO Jeff Atwater says, “We’re the No. 1 state in the country and that’s why our residents have such high auto insurance bills, because of the level of fraud that exists here.” While staged accidents may be making money, police and prosecutors say they are having a tougher time keeping up with it all. So what is the problem? NICB’s Fernandez explains, “The money right now is nil for training, investigations and prosecutions. Police just can’t keep up with it all.” Reforming Florida’s personal injury insurance laws now is expected to be one of the main focuses of state lawmakers when they meet again in January. In the meantime, fraud investigators say local autoinsurance fraud rings are getting better organized as they become even better funded than several years ago. For local drivers, that could mean no real end in sight to those higher insurance bills in the future. And that certainly doesn’t bode well for our wallets. Sweet Home Missionary Baptist Church is celebrating Pastoral Appreciation Month in October. The Pastoral Appreciation Services are being hosted by Sweet Home Pastor Jeremy H. Upton and his wife, Brianna Upton. All activities will take place at Sweet Home, 10701 SW 184 St. in Perrine. Pastor Upton wants to make sure all church initiatives reflect the new church motto, “Building the House, Advancing the Kingdom.” So for Pastoral Appreciation Month, Upton said the activities will be less about him and more about honoring good church leadership. “What we’re celebrating is a church family that has come together to make a difference in our community. This is about honoring those leaders who have supported a vision for Kingdom building,” Upton said. The events begin at Sweet Home on Wednesday, Oct. 5, at 7 p.m., celebrating both the pastoral and ministerial staff leadership. The guest speaker will be Bishop Kenneth C. Ulmer, senior pastor-teacher at Faithful Central Bible Church in Inglewood, CA. In addition to leading his flock of 13,000 members, Ulmer is the author of several books: A New Thing, a reflection on the Full Gospel Baptist Movement; Spiritually Fit To Run The Race, a guide to everyday godly living; The Anatomy Of God, a major release from Whitaker House that vividly relates the awesome attributes of God; In His Image, which introduces readers to God who is teachable, emotional, and accessible, and his newest publication, Making Your Money Count, which clearly articulates biblically sound truths on the topic of money while understanding God’s purpose for money.

Upton will be honored. The guest speaker will be Dr. Denny D. Davis, pastor of St. John Baptist Church. Under Pastor Davis’ guidance, St. John has grown to become one church in multiple locations in Grand Prairie and Southlake, TX. St. John serves 15,000 members, offers four Sunday worship services and three bible studies each week. The celebration at Sweet Home will continue each of the remaining Sundays in October by honoring Sweet Home’s ministerial leaders.

Gulliver Schools has announce that seven high school seniors are among 16,000 students selected across the nation as National Merit Scholarship Semifinalists for the class of 2012. High school seniors David Gluck, Steven Gluck, Michael Pelle, Jonathan Quirke, Jake Radell, Mauricio Robert and Miguel Salazar qualified for the 2012 National Merit Scholarship. Head Restraints or Head Rests? It is not a head rest... The head restraint in a vehicle does not help you rest your head, as a matter of fact it helps you not to break your neck in case of a collision. It is always attached to the top of the car seat. They are only good and effective when properly positioned. Where should they be? It is the head restraint that will reduce neck injuries in case of a collision, and so it is important to have your head aligned with the headrest, but not the neck alone, as this would be extremely dangerous in case of collision. Most cars have manually-adjustable head restraints, but they all have to be 27.5 inches above the seat reference point by law. How do you adjust them? But how should these restraints be adjusted? According to the National Highway Traffic Safety Administration, to be effective, the top of the restraint should lie somewhere between the top of your ears and the top of your head. If the restraint articulates for horizontal adjustment, it should be placed so that it’s as close to your head as possible, without pushing your head forward or causing the height of the restraint to drop. The position of your seatback is also important - less is better when it comes to reclining. Rabbi’s new book emphasizes importance of relationships BY ANN ROBBINS-UDEL

Moments before planes came crashing into buildings and nosediving into a field in Shanksville, PA, airwaves and cell towers were atwitter with last words and messages of love and goodbye from husbands to wives, sons and daughters to parents, engaged couples destined to never have the opportunity to marry. The reverberation of the enormity of the Sept. 11 tragedy a decade ago, the nearly constant images and sound bites in the days and weeks following the attacks, resonated with Rabbi Hershel Becker, of Young Israel of Kendall. They inspired him to look more closely than ever at the constructs involved in the architecture of the interpersonal relationships in his own life, the lives of those around him, and in the lives and social fabric of all of us. In his book the rabbi says that just as secure, strong, sturdy, substantial architectural structures require planning, blueprints and quality building materials, so do interpersonal relationships. The cement that creates substantial bonds that unites us within relationships is communication, mutual respect, and genuine caring for and about each other. Pink Heals Tour to make stop at The Falls, Oct. 6 BY LISA GLUCKSTERN

The Pink Heals Tour has announced an official stop at the first annual “Strut Your Stuff for Cancer” fundraising event on Oct. 6 as part of the national tour. The Pink Heals Tour, a movement celebrating women by raising money and awareness for the fight against breast cancer, will be steering their two signature pink fire trucks towards The Falls in honor of the charitable event. The Pink Heals Tour is led by the selfproclaimed “Guardians of the Ribbon,” a group of firefighters, police officers and community leaders who travel the country to spread the “Cares Enough to Wear Pink” campaign, the fastest growing movement in the country. The campaign’s non-profit mission is to provide a national movement for the support of women across the country by wearing the color pink. The tour will be selling commemorative Pink Heals Tshirts at the event in hopes of generating proceeds for those affected by the disease in the community. The “Strut Your Stuff for Cancer” event will feature The Pink Heals Tours’ two famous pink fire trucks as a “rejuvenation” stop in the high-heeled walking course,

The Kiwanis Club of Pinecrest/Palmetto Bay (KPPB) partnering with Barbara Gordon Leukemia Bone Marrow Awareness Inc. (BGLBMA) presents the annual Race/Walk at the Miami Dade College Kendall Campus on Saturday, Oct. 29. Registration is open from 6:30 to 7:45 a.m. The race is inspired by Barbara Gordon’s dedication and commitment to providing hope for a cure for the many men, women and children who suffer from leukemia by raising awareness of the plight of leukemia patients who are in need of a lifesaving bone marrow transplant to provide hope for a cure. “We are very excited about staging the fourth annual Race/Walk for Awareness and look forward to welcoming even more participants this year,” said Barbara Gordon, founder of the BGLBMA. “Bring all your friends and family to join us for a fun-filled morning and a chance to learn how you can help leukemia patients have a better life.” The Walk/Race includes a five-kilometer race for runners and a one-kilometer race for walkers with lots of prizes and surprises. For an entry fee of $20 per person ($25 per person after Oct. 27), participants will receive a registration kit including race Tshirt and race bib. Participants also will have an opportunity to learn about becoming a bone marrow or blood cell donor, to help those suffering from leukemia bone

Bob Marley’s daughter writing picture books BY LINDA RODRIGUEZ BERNFELD

When you listen to a Bob Marley song, you hear his zest for life and his joy in the world around him. So it is not surprising that One Love, the picture book written by his daughter Cedella Marley teems with that unbridled optimism and zest. The picture book is beautifully illustrated by Vanessa Brantley-Newton, who worked closely with Marley on the concept. The book is based on the song, One Love. “The message of One Love is just universal,” Marley said. “It’s one of dad’s songs that almost everyone knows, young and old. I call it my happy feel better song. It’s a song I can do almost anything to.” She chose to write the first book using that song because she thought the message was important. The main character is Puncy, which was Cedella’s nickname as a child. Puncy is accompanied by her chocolate lab, in honor of Bobby, Cedella’s dog, which died earlier this year. The story is about how Puncy brings her friends and family together to transform a neighborhood. Throughout the book there are symbols of the Marley family. Like Puncy’s apartment is 56, which was the number of their home in Jamaica. In one illustration, the dad is holding his Bob Marley coffee cup. In another scene, the tablecloth is covered with lyrics. Marley worked closely with the illustrator on the book, which is unusual since most of the time the author doesn’t see the illustrations until the book is almost done. But this

time the publisher, Chronicle Books, had the author and illustrator work collaboratively. To Marley, working collaboratively is important. “That’s the Marley way,” she said. “We do talk to each other a lot. I think you see that when you see the final product.” Marley said that when she received the first book, she cried. “We have these little Puncy dolls that go with the book,” she said. “Her friends are cute, too. I’m in love with the Puncy doll.” Her mother was with her in Miami when she started the picture book and when her mom went home, Marley would call to read her the manuscript. “For her and for us, this is a way to teach the new generation and the generations to come about Dad, using his lyrics but still making it relevant to the children,” Marley said. “She’s proud of me, her little Puncy.” Marley was in her early teens when her father died. “I don’t even remember being a teenager. One day they are on tour and the next day you are in a hospital,” she said. “Your world is turned upside down. Thank God we had a good foundation. We are good people. That was the lesson. You don’t have to be fancy. You have to be good people.” One Love officially comes out in October but already is

being shipped to bookstores. The next book in the series will be based on the song Three Little Birds. “Three Little Birds is a song that makes you feel positive about tomorrow and the next hour,” Marley said. Marley is scheduled to speak at the Miami Book Fair International, Nov. 13-20. She also is going to the National Book Festival in Washington, DC.

Burrowes will speak about her personal experience with breast cancer and how it has led to her current position in healthcare. His music also was featured on television shows such as M*A*S*H, Mission Impossible, and The Cosby Show. Golson is an NEA Jazz Master and a recipient of a Lifetime Achievement Grammy Award. Craig Carothers is an acclaimed American singer-songwriter originally

from Portland, OR. His Stamps Distinguished lecture will take place on Tuesday, Feb. 7, 2012 at 2 p.m. Corothers’ songs have been recorded by such artists as Kathy Mattea, Lorrie Markowitz, Andrea Zonn, and Steve Seskin. Carothers also wrote several songs for the 2005 movie The Californians. Composer Ellen Taafee Zwilich will lecture on Friday, Mar. 2, at 8 p.m. Zwilich is a Pulitzer Prize-winning and multiGrammy- nominated composer. Her music is widely performed and recorded by leading orchestras and chamber ensembles. She received her BA and MA degrees from Florida State University and a doctorate from the Julliard School of Music. Her distinct music is known for its technical substance and appeal to mixed audiences. Joseph Silverstein, concertmaster of the Boston Symphony Orchestra from 1962 to 1984, will lecture as a Stamps Distinguished Visitor on Tuesday, Mar. 20, at 3:30 p.m. A renowned violinist and conductor, Silverstein served as assistant conductor of the Boston Symphony Orchestra in 1971 and music director from 1983 to 1998 of the Utah Symphony, which named him conductor laureate in the 1998-1999 season. He also served as principal guest conductor of Seattle’s Northwest Chamber Orchestra and has been artistic advisor for several orchestras including Hartford, Kansas City, Baltimore, Toledo, Winnipeg, Oakland, and Louisville. Through his talented musical works, Silverstein is the recipient of numerous honorary degrees and has been on the faculties of schools like Boston University, Yale University, and the Tanglewood Music Center. Local comedian Raneir Pollard on Showtime’s Pride Comedy Jam BY TAMMY LYNN

Rising comedian Raneir Pollard brings his “Black and Gay All Day” charisma to Showtime’s new stand-up comedy special, Pride Comedy Jam, featuring six up-andcoming gay comics. Currently airing on Showtime and available On-Demand, the network touts the special as an “…outrageous ensemble of hip and hilarious queer comics.” A natural storyteller, Pollard — a Miami native who graduated from Coral Gables High School and was senior class president (2004) — serves-up tales from his life with the attitude that there are no boundaries when it comes to his craft. Known for being a bit shocking with a touch of class, Pollard looks for inspiration in his everyday life from his current choice of abstinence to his lovingly overbearing parents to his re-enacting past contests, reality shows and scandalous conversations he’s had with his naughty body parts. “I often tell people that there is a joke in every single topic; just some are harder to find than others,” Pollard said. Pollard also likes to keep it current and always finds ways to work in a little social and political commentary. “Everyone gets so freaked out when I tell them I want to have gay kids. No fair! You happen to want a football player and a cheerleader and I want a drag queen and a lesbian tennis player!” A regular on the Los Angeles comedy scene, Pollard performs consistently at local clubs, including appearances in “ChocolateSundaes First Impressions” at the Laugh Factory and “Da Nappy Fro Show” at the Comedy Store. In addition, Pollard has built a solid audience online with his “BlackandGayAllDay” persona. This Miami native has been sharing sto-

Artist Daniel Bottero to visit MDC, screen documentary BY TARNELL CARROLL

In honor of Hispanic Heritage Month, Miami Dade College (MDC) will host well-known and successful modernist painter Daniel Bottero for a special screening of a new documentary, The Love of the Poet, which depicts his life and artwork, on Thursday, Oct. 6, 10 a.m., at Room K-413, Kendall Campus, 11011 SW 104 St. The documentary will feature interviews with Bottero and scenes of him painting some of his most popular pieces. Only a portion of the documentary, about 20 minutes, will be shown, followed by a question-and-answer segment with Bottero. Several of Bottero’s paintings also will be on display during the event. Bottero graduated from the National School of Fine Arts, Buenos Aires, and earned a master’s degree at the Academia Italiana di Belle Arti, Lucca, Italy. He lived and resided in Paris from 1986 to 1990 and has lived in New York since. 9/11 Remembered - How One Advisor Responded By Ann Lino As soon as the Twin Towers collapsed and Wall Street shut down, Rick Tonkinson, a local Certified Financial Planner (CFP), started calling every single one of his clients, regardless of account size, to find out how they were dealing with the tragedy. Certain clients were directly impacted like Alan C. who lost his best friend, a fireman. Another client, Richard A., shared that his sister was injured in the Pentagon attack.
