After the ribbon-cutting ceremony in front of the building, the program convened in the council chambers with village manager Ron E. Williams serving as master of ceremony and Mayor Shelley Stanczyk welcoming everyone. As part of her remarks, she thanked the village leaders who preceded her and other current members. “Without the work and effort of our first council — Mayor Flinn, Vice Mayor Linda Robinson, Paul Neidhart, John Breder and Dr. Ed Feller we surely would not be here today,”

he movie may have been Beastly, but the premiere was anything but for area fans and for Palmetto Bay author Alex Flinn, upon whose bestselling young adult novel the film is based. Great weather favored the Feb. 28 special screening of the movie which hit theaters nationwide on Mar. 4, and the Regal Cinemas at The Falls on SW 136th Street was the ideal community location, with Flinn welcoming more than 285 guests to the premiere arranged by Miami’s Community Newspapers. Besides the author, her husband Gene Flinn (former Palmetto Bay mayor) and their two daughters,

Meredith and Katherine, other VIPs included current Mayor Shelley Stanczyk and Councilmember Howard Tendrich from Palmetto Bay and Pinecrest Mayor Cindy Lerner, and of course a lot of friends and fans. “It was a lot of fun seeing everybody there, being able to share it with my friends and neighbors,” Alex Flinn said. “We all really enjoyed it and we’re grateful to the Community Newspapers for arranging it.” Flinn had seen the film for the first time on Feb. 24 during the Los Angeles premiere attended by a number of the cast members, so there

A May 1, 2011 option for the village to renew the present vendor’s lease with Palmetto Bay’s Coral Reef Park public tennis and racquetball complex will be coming before the council in March. The village council must decide if it is to all the resident’s continued benefit to exclusively lease the Coral Reef Park tennis complex and appurtenant facilities for another five years to the privately owned for-profit corporate vendor Jane Forman Tennis Academy Inc. and area non-residents presently patronize the courts. The council must consider the interests of all residents in deciding to exercise the option, particularly reviewing the amount of lease revenue to be paid to the village and policy considerations of leasing public park property to a private for-profit entity. As elected officials, the members of the village council are obligated as the fiscal watchdogs of the assets of the village to debate whether the village has done its best to maximize a source of non-tax revenue from the tennis complex, if the village can renegotiate a better lease with the present vendor, send out an RFP (Request For Proposal) to seek a competitive bid or manage the tennis facility itself and keep all the income it generates. The five-year lease option up for review was contractually entered into by the prior village council in 2006 (by a 32 vote). The village council at the time of executing the 2006 five-year lease option was saddled with a pre-existing lease from Miami-Dade County, when the county-controlled Coral Reef Park prior to Palmetto Bay’s incorporation. The county, as a condition of deeding Coral Reef Park to the village, required the village to assume a 20-year lease (four five-year options) which the county and the vendor executed just six days after the residents of Palmetto Bay voted on Feb. 5, 2002, to incorporate. The Palmetto Bay Council in 2006 attempted as best it could to renegotiate the county lease with the present vendor (five years plus five-year extension at the option of the village) in exchange for eliminating many of the more onerous terms of the original county lease. If the Coral Reef Park tennis complex with appurtenant parking and clubhouse

spread over approximately three and a half to four commercial acres in a similar site were to be constructed today, the cost of the facility would be in the millions of dollars. With the announced intention of the YMCA to close its tennis complex in Briar Bay in the near future, the Coral Reef Park tennis complex will be literally the only public tennis complex in the area available for hourly rentals, leagues and instruction, greatly enhancing its potential revenue stream. The council has to determine what is a fair rent, in relationship to the value of the village asset. An example of the rent the village can expect to be paid under the five-year lease option terms from the vendor is as follows: The vendor grossed for the past five years $3,436,627.35 in revenues, yet was only obligated to pay the village $307,040.69 in base rent and percentage opportunity fees paid after the exclusion of the first $156,000 in gross revenues generated by the corporate vendor’s Coral Reef Park activities. If the village was not to renew the present vendor’s lease, the village will be obligated to repay half of the tennis facility renovations paid by the vendor, which the vendor claims is approximately $120,000. The accuracy of reimbursable items claimed by the vendor is being reviewed by village staff. The council has to determine if this cost can be recouped by a better rent and/or direct revenue stream to the village over the next five years. The council should not be hurried in its decision to exercise the five-year lease option. Stanczyk said. “They were the ones who took the big jump for incorporation. They were the ones who took it upon themselves to run for office in a village that had never had a council before. They are the ones who took the steps that we are following through on today. I thank them for that effort, for that vision and desire and all that hard work.” She also said that the general area where the center now stands used to be neglected and “the used car lot” of South Florida, but that it wasn’t that anymore and the new municipal center would serve as a magnet to attract new restaurants, businesses and other beneficial features. “This village hall is the energizer and the driving force for that change,” Stanczyk said. Also present for the event were MiamiDade County Commissioners Lynda Bell and Dennis Moss, Cutler Bay Mayor Ed MacDougall, Pinecrest Mayor Cindy Lerner and three United States representatives. U.S. Rep. Ileana Ros-Lehtinen, 18th District of Florida, had praise for the center, which is on track to becoming the first municipal building in the state of Florida to receive a Platinum LEED certification. “This building has the highest possible rating, which is Platinum,” Ros-Lehtinen said. “It’s an environmentally friendly building. This is the catalyst that’s going to be the engine that will spur great discussion in this new hall of democracy where the citizens will come and meet with a very approachable and very hands-on mayor and city council. “I want to congratulate you for doing this project in-house, for making it economically and for just building a beautiful structure,” she added. “To think that it is also an ecological treasure is just incredible.” U.S. Rep. Mario Diaz-Balart, 21st District of Florida, also acknowledged the significance of the center and praised the current

and former council members for their vision and effort in achieving that goal. Congressman David Rivera, 25th District of Florida, praised the leaders and citizens of the village for their accomplishment. “Thank you so much for having the inspiration and motivation to do something great,” Rivera said. “What better way to praise and dignify democracy in action than this setting here, which is due to the vision of the people of Palmetto Bay.” Former village Mayor Eugene P. Flinn Jr. was another special guest for the event and was asked to come to the podium to address those attending. “This municipal center is the capstone of the village’s first eight-year plan,” Flinn said. “One of the things that makes me the most proud is that this is not about five council members, then or now, it’s about 26,000 people working together. I’m proud of Palmetto Bay.” Flinn also urged that, in addition to acknowledging the work that had gone before, residents keep the pressure on those in village government in the years ahead to ensure that the progress that has been made continues. Before Mayor Stanczyk closed the ceremony and invited all to tour the new facility, Vice Mayor Brian W. Pariser spoke, as did each of the other current council members. Pariser thanked the council and everyone, including Williams, building official Edward Silva and Human Resources director Olga Cadaval for bringing it all together so quickly. He also expressed a wish to the residents. “In the coming years, I hope to see all of your faces here, because I tell you what — here’s a secret — we don’t know everything,” Pariser said. “We need comments from the audience. were no surprises for her seeing it at The Falls and she could relax a bit. Overall, she said she was pleased by how well the film interpretation of her book turned out. “It was a lot of fun,” Flinn said. “I didn’t expect it to be exactly like my book, but it was close enough, especially considering the length. The movie is an hour and a half long, so the script is about 100 pages, and the book is about 300 pages. The novel is very inward, but they did well with that.” Beastly was produced by CBS Films and stars Vanessa Hudgens, Alex Pettyfer,

Mary-Kate Olsen, Neil Patrick Harris and Peter Krause. One of the fans of the book who attended the movie premiere was Katie Harrington, a sophomore at Coral Reef High School. She said she was impressed with the movie and its positive message. “My friends and I went and we all thought it was a very funny, sweet, heartfelt movie and learned that you don’t need good looks to fall in love,” Harrington said. “It was nice to see Katherine Flinn there, because she’s in my class in school. That was cool.”

Who says going around in circles is a bad thing? Michael Miller EXECUTIVE EDITOR

AROUND TOWN We don’t…not when it’s a traffic circle, especially one that’s been dedicated to Paul Neidhart, the former District 2 councilman who served the Village of Palmetto Bay for six years, from its incorporation. On March 1 the village honored Paul with a plaque to acknowledge those years of service, and we think that’s a great idea. Paul is a long time community activist who has always been in there, helping out and getting involved, trying to make the community a better place for everyone. Paul has supported lots of public works projects over the years, so it seems fitting that one would be utilized to throw a little respect his way. Thanks, Paul, and thanks to the council members and staff who made this possible. Note: Paul continues to serve the community as Director of the Economic Development Council, and he would like to see more folks take an active part in that as well. Thalatta park, which re-opened a few weeks back, is not just there for special events like weddings and parties, it’s also a functioning public park with regular hours, which have been announced. Residents can enjoy the facilities and the gorgeous view Monday and Tuesday from 10 a.m. to 2 p.m., and Wednesday and Thursday from 3 to 7 p.m. Sundays the park is open from 9 a.m. to 7 p.m. If you haven’t been there, the park and buildings are well worth seeing, and if you have been there…you’ll probably want to go back. 305-259-1234. And don’t forget, there’s a Town Hall Meeting for all residents on March 16 at the Edward & Arlene Feller Community Room, in the library complex at Ludovici Park, 17641 Old Cutler Road. The meeting is hosted by Vice Mayor Brian Pariser. We’re hoping that the village and Miami-Dade County might get together for a pow-wow regarding bus routes and schedules in the area, since while service via public transportation is fairly good along the US1 corridor and some major cross streets on weekdays, there are some parts of the village that are hard or nearly impossible to get to, especially along Old Cutler Road and especially on weekends. Of course, with budget cutbacks, that may be hard right now, but it’s something to think about. Somewhat ironically, the county’s Consumer Services Department on March 2 seeks two new members to join a “Limousine Advisory Group” to provide input on issues relating to that industry – but you must have a limousine license to apply. It’s time to update Miami-Dade County Charter R. Kenneth Bluh KENNETH’S COMMENTARY The Miami-Dade County Charter, written in 1957, is unique in that it grants our county certain rights, privileges and obligations that for all other counties in Florida are handled by state government in Tallahassee. The charter was created in the 1950s understanding that Tallahassee was politically light years away from Miami and an at-home government would better serve our interests. However, many of the provisions of the county charter that were appropriate in 1957 need to be brought up to date. A prime example is the salary paid county commissioners. In 1957, $6,000 was typical pay for the position of an elected county commissioner. Today $6,000 is totally insufficient to attract a field of candidates from whom the voters of Miami-Dade can select individuals they wish to have managing their county’s affairs. Our charter provides for the creation of a Charter Review Committee that is appointed by county commissioners, mayor and League of Cities every five years. The committee

reviews the charter and makes recommendations to the public for consideration. Unfortunately, the recommendations first must be approved by county commissioners before they can be placed on the ballot for voter consideration. Therein lies the rub. Sitting commissioners, happy with the authority granted them under the current charter, refuse to permit any charter amendments to go before the public unless the particular proposal enhances their position on the dais. Twelve times the voters have been asked to increase the commissioners’ salaries to the state’s formula for large counties — currently $92,000. Voters appear to want to grant the salary increase but only if it can be tied to term limits. In other words: “We pay you $92,000 a year and you are limited to two terms in office.” Commissioners, in the main, say “no” to the two-term limit provision. The result is the voters say “no,” and the salary stays at $6,000 a year. In my opinion, the most important charter change would be to permit the every fiveyear charter review committee recommendations to go “directly” to the ballot for a vote, bypassing the commission. Commissioners, with the prospect of staying on the commission as long as they wish, have the ability to develop and maintain strong financial ties to supporters in the com-

VIEWPOINT munity who provide the money and the support to keep the them in office. Only term limits and a better salary will give the voters of our community the ability to bring fresh faces and “new” ideas to the commission to make Miami-Dade a better place to live. The community is in the midst of voting on the recall of Mayor Carlos Alvarez and Commissioner Natacha Seijas. Mayor Alvarez appears callous to the needs of our community, firing county staff and cutting salaries of those that remained on our payroll and granting pay raises to a few of his “inside” staffers. The public, in an uproar over the increased real estate taxes, taxpayer funding of the baseball stadium and insider pay raises, signed petitions and successfully got the mayor’s recall on the ballot. Commissioner Seijas, unfortunately, has a most cantankerous personality and seems to aggravate all but her close supporters. She voted in favor of increasing real estate taxes when so many homeowners in our community are struggling to keep their homes out of foreclosure. Her vote on the tax increase was the last straw and citizens

took to the streets, gathering sufficient signatures to place her recall on the ballot along with the mayor. The strong man behind the recall of the mayor and the commissioner is Miami millionaire auto dealer Norman Braman. Now that the recall is in the hands of the voters Braman has turned his energies to supporting an update of the county charter. Braman, together with Victor Diaz, former Charter Review Task Force chair, have announced a slate of reforms changing the way our county government operates. We will review his proposed reforms in coming columns offering the voters more opportunities to understand how our county government works and how, as voters, we can modernize the document. New ‘green’ machines making way into auto marketplace Al Sunshine CBS MONEY WATCH They’re the hi-tech cars of the future, and they slowly are making their way into the mainstream marketplace. Take for example, the Nissan’s AllElectric Leaf. It’s so revolutionary in fact that it doesn’t even have a tailpipe. And it’s not alone. General Motors’ electric hybrid also is a plug-in vehicle that uses batteries and a gas-powered engine to generate power for its electric motors. It literally plugs in overnight. Likewise, Ford has a model of its own, the new Focus Electric, and that’s in addition to a whole herd of new Ford hybrids. Still, the cost of “going green� comes with a stiff price. Chevy’s Volt carries a base price of about $41,000, but there’s also a $7,500 tax credit that buyers are entitled to once they make their purchase. The Volt has a battery range of about 50 miles and then it uses its gas engine to generate electricity for a range of several hundred miles more. A full recharge takes about eight to 10 hours using a regular 110 outlet. Nissan’s Leaf sells for about $33,000 and also is eligible for the $7,500 tax credit. It has a range of about 100 miles before it has to be recharged. However, it takes 18 to 20 hours to achieve a full charge. In addition, there’s a charger that

can be purchased for an extra cost that provides a special high voltage line that cuts the charger time down to about eight hours. Unfortunately, no matter how badly we want to go green, we just can’t do it yet. That’s because we can’t get them anywhere in South Florida. As it turns out, Florida will be one of the last states in the country to get these cars. We may see them later this year, but that’s at the earliest. So what’s the problem? It seems that we don’t have an existing electrical infrastructure. That means there’s no place to publicly recharge the electric cars. And that’s because Florida, unlike other states taking part in the “green� revolution simply hasn’t prepared for them. That disappoints a lot of local consumers who want to go green right now, but can’t. There’s another problem as well. Anyone who doesn’t have a garage, including millions of Florida condo and apartment residents, currently has no way of recharging them, due to the fact that there’s no outside outlet that they can plug in to. Plus, with the economy as tough as it is, private businesses and condo associations may be reluctant to spend big bucks for public chargers. In other words, this is a dilemma — one that’s being debated all over the country. What comes first, the electric cars or their charger stations? Did you miss the eighth annual ‘Celebration Picnic?’ BY LINDA M. ROBINSON

One of the most successful events conducted annually by the Village of Palmetto Bay has been our Celebration Picnic. While I was vice mayor of Palmetto Bay, we wanted to have an event to express our joy for our recent incorporation. The first picnic was a historic event because it was the first time the community came together after working so long and hard to see the day when we were a city. What could be better then to get everyone together and have fun — and fun we had. We were so thrilled to be allowed to incorporate and we wanted the tradition to continue. The picnic is free and open to every Palmetto Bay resident. It’s a time to see each other, get together and have good fun. There are activities for the children, for the adults and all. Entertainment, rides, city information, educational topics, wholesome family events, dunk tank for charity, and local school participation. We started with a committee. I was the liaison from the council and we appointed a chair for the event. Our first chair was Jacquie Sosa who was an anchor with Channel 10. Jeanne Rothfield did a super job for years and

Donna Coughlin was our last chair. This year, the Park Department, which has worked with our committee, organized it. It’s sad to see that the committee isn’t involved anymore. We had such fun at our meetings and even celebrated together at the after the picnic. Everyone wanted to be appointed to the group. Pat Gladieux and her husband were in charge of the wonderful corn on the cob. Dottie Barton helped organized the Quinteros and Henry Clifford organized the cooking of hot dogs and cleaning up. Of course, the staff of the Park Department and our police worked hard to help get everything together and run smoothly. Not only did we have helicopters land in the field, firefighters come in their fire trucks, but schools were invited to participate. Even the Voice of the Miami Heat served as our emcee. I think we’ve grown to over 4,000 people for a picnic. Thanks to our neighbors like Starbucks, Home Depot, Dade Paper, banks and Publix, we have had breaks on the food and donations. But most important, our efforts have been successful and everyone seems to have a great time. “Celebration Picnic� is now a landmark and tradition for the Village of Palmetto Bay! Linda M. The Trebbi family — mom, April; dad, Bob, and brother, Zachary — suffered a devastating blow on Oct. 11, 2010 when daughter Samantha, 15, died from strep throat. It is still difficult for the Trebbis to face the fact that their daughter is gone, but they want something good to come out of Samantha’s untimely death. The family is planning a fundraiser called “Smiles for Samantha” in her honor on Mar. 19, from 9 to 11 a.m., at the Palmetto Bay Village Center, 18001 Old Cutler Rd. Samantha’s uncle, Adam Dishkin, will be leading a yoga class to raise money for Operation Smile, a charity that funds missions to developing countries for surgeons to repair cleft lips and cleft palates. Bob Trebbi said that the decision to raise money for Operation Smile was a natural. “Sam made so many people smile,” he said. “Just thinking about her now, brings a smile to their faces.” They also decided on a yoga class because the last time Dishkin was in Miami, he, Samantha and April took a yoga class together. April Trebbi said her brother is a speech pathologist but he also teaches yoga in California. Dad Bob will be doing the class, although he’s never tried yoga before. Samantha’s brother Zachary is coming in from the University of Central Florida. “We are hoping to raise as much money as possible to help these children as Sam had a great love for little kids and had the biggest smile you could ever imagine,” April Trebbi said. “It will change their lives. This is something she would be very proud of.” In fact, Samantha’s community service included donating her hair to Locks of Love to go to a child with cancer. “She was always out there doing something,” Bob Trebbi said. “She actually cut her hair twice.” Samantha worked at Girl Scout Camp every year even although she no longer was active in Scouting. She had a thing for animals, so she volunteered with an animal adoption organization. “She had a friend whose sister had ovarian cancer,” Trebbi said. “Sam did a lot for her. We did garage sales; we went to Wendy’s Chocolates [made and then] sold chocolates.” For a year, Samantha helped raise money to help the family.

Samantha’s generosity has been remembered. Some of her former troop members plan to be at the yoga class and help the family with the fundraising, which will be in the Palm Room. “We’re thinking a couple of hundred people can do the class. If my brother thinks there are too many, he can do two classes,” April Trebbi said. While the family hopes to raise as much money as they can to donate to Operation Smile, attendance to the class will be limited to people that have a connection to the Trebbi family, such as family friends, former teachers and business associates. “It’s for everybody to be together, to do good and raise money, eat something, and be together and hopefully smile for a change,” she said. “I want to make her proud. My husband and I are so proud of her.” Trebbi said she keeps hearing wonderful stories about Samantha and how she touched others. “It just blows my mind. She just made everybody happy,” Trebbi said. “Her friends still come over. One came over yesterday and asked me to help her bake a cake. They want to be in her room. Mayor launches expansion of transit wireless service

Miami-Dade County Mayor Carlos Alvarez on Feb. 23 announced the launch of free wireless service on all Metrorail and Metromover cars as well as select Metrobus routes. The countywide launch is an expansion of the Mayor’s Wireless Miami-Dade Initiative, which brought free wireless service to Goulds, Tamiami and Tropical parks. By expanding free wireless accessibility on Metrorail and Metromover, and some of the county’s popular express commuter bus routes, Mayor Alvarez said transit riders can enjoy a better transit experience, which could equate to fewer cars on the road and a more sustainable community. “That’s what government’s core mission is all about, providing services and pro-

grams that make a difference in someone’s life,” Mayor Alvarez said. “Embracing technology is just one more way MiamiDade is investing in its residents, visitors and businesses. It’s about investing in our community, in big and small ways.” Driven by the mayor’s vision to bring wireless accessibility to all Miami-Dade County residents, Miami-Dade Transit (MDT) and Enterprise Technology Services (ETSD) worked together to introduce free wireless service on select Metrorail cars and select buses on the 95 Express bus route as part of a pilot program launched in November 2009. In the near future, the county plans to expand free wireless service to Amelia Earhart Park, all 22 Metrorail stations and other county facilities.

With spring almost here it’s not too early for parents to start looking for exciting and innovative ways to keep their children engaged in education outside the classroom. Summer Camp 2011 at Miami Seaquarium offers students from kindergarten to high school the opportunity to learn about animals, environmental awareness and South Florida animal habitats at summer camp. Summer Camp 2011 at Miami Seaquarium will run from June 13 to Aug. 19, for campers ages 5 to 18 years. Summer activities for kids will focus on educational topics according to their grade level. These activities include lessons on pollution, recycling, endangered species, mangrove forests, sea grass beds, the Everglades, coral reefs, the beach, animal adaptations and more. Campers also will experience at least one animal interaction and show each day. The cost of the camp includes a T-shirt,

souvenir photo and a daily snack. Curriculum for each grade level at Summer Camp 2011 at Miami Seaquarium will revolve on a one-week schedule with additional weeks optional. The restaurant serves healthy wraps, sandwiches, soups and salads that are made with fresh veggies, gourmet breads and premium meats and cheeses. “Many first-time customers come in the restaurant for a smoothie and leave a fan of our food,” said Brad Shellen, who owns and operates the franchise with his wife, Marilu. “We’re not your typical fast food restaurant. New dishes and traditional customer favorites now are offered at affordable prices on the updated menu at Bargello Bistro in The Falls. Dinner entrées at Bargello are priced at $10, $14 or $16 and all include your choice of soup or salad. Complete your meal with a glass of wine, offered with any entrée for only $4, and a decadent dessert, which is priced at a tempting $3. The fresh, homemade entrées at Bargello Bistro are inspired from the countries in the Mediterranean. They are familiar, like comfort foods from a relative’s kitchen, yet current, healthy and uniquely seasoned to achieve rich flavor. Co-owner Frank Bernstein believes in the Florentine tradition of “tanta varieta,” which means a little of everything, and designed the new menu with this concept in mind. “We offer 17 entrée choices priced at $10, which makes it easy for our guests to try new dishes each time they visit and still enjoy a reasonably priced meal,” Bernstein said. New choices on the menu include tilapia served with fresh veggies, tenderloin tips, sausage and peppers and Flat Iron Steak. All of the traditional favorites, such as lobster ravioli and shrimp scampi are still offered, but now at reduced prices. “This is real fresh homemade food offered at a price that people can afford,” said Bernstein, who has been in the restaurant business for more than 25 years and owns Bargello Bistro with business partner, Fred Wright. Desserts are homemade, too. Tasty choices such as Crème Brulee, tiramisu and apple tart are hard to resist, especially at the new price of $3. Guests also have the option to substitute the dinner entrée soup or salad choice for an appetizer from the Starter menu for $4 or an item from the First Course menu for $6. Choices include such favorites as Crispy

Calamari, chicken wings and crab cakes. Bargello Bistro serves lunch daily starting at 11 a.m. and breakfast is served every Saturday and Sunday, 11 a.m.-3 p.m., alongside champagne mimosas for $3. Casting for a Cause LLC will begin its third annual Fishing Tournament on Thursday, Mar. 24. This tournament is unlike any other in that it will take place in an area located between two National Parks — Everglades National Park and Biscayne National Park. Not only will the National Parks system be utilized during the tournament, two local non-profits will benefit from the spectacular fishing the area has to offer. The PraderWilli Florida Association as well as the Tropical Everglades Visitors Association (TEVA) will receive a portion of the proceeds from the money raised during this tournament. The Casting for a Cause fishing tournament will attract anglers from all over Florida for the rare opportunity to compete in both offshore and inshore divisions all in one local area. Prader-Willi Syndrome is a rare genetic disorder that affects hundreds of children and adults in Florida alone. Children with this syndrome have an insatiable hunger, slower metabolism, learning and behavior difficulties, and weak muscle tone. They require years of physical, speech and occupational therapies as well as several very expensive medications, including growth hormone shots, to give them height, muscle mass, energy and help control life threatening obesity. Early intervention and continued research are key to providing these children with an opportunity to be the very best they can be and a chance at a happy and healthy lifestyle. Little Disciples Preschool Ranked in State’s top 5% for sixth consecutive year

Palmetto Bay, FL (Feb. 9, 2011) – For the sixth consecutive year, the Florida Department of Education has ranked Little Disciples Preschool in the top 5th percentile in the state. Located in Palmetto Bay at Old Cutler Presbyterian Church, the four-year old class of Little Disciples Preschool earned an impressive 197 points out of a possible 200 in the state’s assessment of Kindergarten readiness. The exam measures how well a preschool prepares its four-year-olds to be ready for kindergarten based on literacy, mathematics, social and personal skills, letter naming and phonemic awareness. Canine Carnaval a festival for dogs at Tropical Park BY EDITH TORRES

Spring is almost here and that means it’s time for Mardi Gras and Carnaval season. Pet Supermarket and Miami-Dade Parks are bringing Carnaval to the dogs when it hosts Canine Carnaval, a spring festival for dogs, on Saturday, Mar. 12, from 9 a.m. to 1 p.m., at Tropical Dog Park, 7900 SW 40 St. in Kendall. The free event will feature great activities for dogs and their owners, as well as food vendors plus informational and pet supply booths. Activities include a contest for the best dressed dog (special attention will be given if the outfit has a Mardi Gras or Carnaval theme); a dog agility contest using the park’s agility equipment; obedience training demonstrations by Canine Counselors; photo opportunities with your dog, and lots of free gifts and raffle prizes from Pet Supermarket, the official Premier Partner of Miami-Dade Dog Parks. Contest winners also will receive great prizes such as a $100 gift card and gift basket from Pet Supermarket. Both areas feature play equipment, such as a tire jump, window jump, king-of-the-hill ramp, dog walk and others. The dog park also features dog comfort stations with doggy drinking fountains and water sprays, pooper scoopers to keep the areas clean, and a shade structure that overlaps both sides. To access the dog park, patrons are encouraged to enter the park through the Miller Drive entrance near the hill on the north side of the lake.

LET’S TALK CARS The Chevrolet Cruze has been a hit with compact car buyers in Europe and Asia and GM hopes that popularity translates to consumers in North America. HS football rivals reunite for documentary viewing BY TARNELL CARROLL

Miami football fans and film lovers alike can experience a long-hidden slice of local history on Wednesday, Mar. 9, 7 p.m., as the Miami International Film Festival (MIFF) hosts the first-ever, local theatrical screening of the 1962 black-and-white documentary Mooney vs. Fowle. The films is an account of the historic Orange Bowl showdown between perennial rivals Miami and Edison senior high schools for the state high school football championships. Legendary Miami High Coach Ottis Mooney, quarterbacks Jerry Pearson (Miami High) and Pete Kiernan (Edison), and director James Lipscomb are scheduled to attend the “From the Vault” special screening and panel discussion to take place at the University of Miami’s Bill Cosford Cinema. Before Friday Night Lights there was Mooney vs. Fowle, the pioneering, behindthe-scenes look at the now historic 1961 Florida state high school championship game between perennial rivals Miami and

Edison senior high schools. This marvel of cinéma vérité documentary filmmaking is a candid and uncensored portrait of rival coaches Ottis Mooney of Miami High (the underdogs) and Haywood Fowle of Edison (the favorites), who led their teams before a record crowd of 37,000 at the Orange Bowl. Long a favorite of film historians, the film is a collaboration between Miami High alumnus and Life magazine editor-turned-filmmaker James Lipscomb and the legendary Robert Drew of Drew Associates, another Life magazine editor-turned-filmmaker, who, in the 1960s, revolutionized reality television through his accounts of John F. Kennedy on the campaign trail (Primary) and inside the White House (Crisis). This unscripted look at the passions behind high school football stirred controversy at the time with the Dade County School Board and was never broadcast on local television or released in local theaters. United Way of Miami-Dade to launch public awareness campaign promoting Earned Income Tax Credit For free financial counseling year-round, visit United Way Center for Financial Stability United Way of Miami-Dade is launching a public awareness campaign promoting Earned Income Tax Credit (EITC), through which families who earn less than $48,362 annually can receive up to $5,600 in tax credits. In addition, the campaign will promote dozens of Volunteer Income Tax Assistance (VITA) sites in Miami-Dade, offering free tax services by IRS-certified volunteer preparers to those who qualify. This campaign is made possible by two separate grants - a $12,500 grant from Bank of America, and a $15,000 grant from the Wal-Mart Foundation. The public awareness campaign combines advertising on all Miami-Dade County buses and 15 Metrorail stations, public relations, website and social media outreach, with a direct marketing component via United Way’s database of supporters and partner agencies.
