Youth lacrosse club begins play at Palmetto Bay Park BY GARY ALAN RUSE

eginning on Mar. 6, young athletes interested in the team sport of lacrosse will be able to be a part of Miami’s first youth lacrosse program, the Miami Hawks Lacrosse Club. Based at Palmetto Bay Park, 17535 SW 95 Ave., the program is for players ages 614 and is intended to serve residents of Palmetto Bay, Pinecrest, Coral Gables, South Miami and surrounding communities. Partnering with Kings Bay Athletics, the Miami Hawks Lacrosse Club program will provide instruction in basic skills, rules and team concepts before players are placed on a team. “Having the kids learn respect, sportsmanship, make friends, have fun and an overall positive experience is our goal,” said Jim O’Neil, club co-director. O’Neil, a Miami native and graduate of Columbus High School, played football in

obert Meyers, executive director of the Miami-Dade Commission on Ethics and Public Trust, talked about government corruption to members of the Economic Development Council of South Dade as guest speaker for the group’s February meeting. “Ethics is doing the right thing when nobody’s watching,” Meyers said. “But of course, somebody’s always watching.” He said that South Florida has a reputation for ethics violations, and despite his agency’s efforts there is still a long way to go. With the help of a generous donation by Miami-Dade District 8 Commissioner Katy Sorenson, the Second Annual Cat Spay/Neuter Extravaganza on Sunday, Jan. 31, was a success as 224 cats were sterilized in one day. The county’s Animal Services Department teamed with the Humane Society of Greater Miami, Cat Network, Clydey Foundation, Octavio Foundation and South Florida Veterinary Medical Association. More than 100 volunteers including 20 veterinarians joined together in the mission to fight the serious overpopulation of cats in the community.

“Over 37,000 pets are abandoned at Animal Services each year, 13,000 of them cats,” said Dr. Sara Pizano, director of Miami Dade Animal Services. “Sadly, 85 percent are euthanized because their owners do not reclaim them and not enough people adopt cats. zens what the most significant problem was, and the majority answered “government corruption.” Five years ago another survey worded the question differently, asking what people thought of first when they thought of Miami-Dade County, and the answer again was “corruption.” There hasn’t been a new survey this year yet, but with all the recent headlines, he doesn’t expect people’s views have changed much. Still, he said that things aren’t as grim as they may look. “If you just count the county and cities, there are about 35,000 employees, plus hundreds and hundreds of people who sit on boards, and then a couple of hundred elected officials,” Meyers said. “There are a lot of people engaged in public service in Miami-Dade County. Every once in a while there’s a slip-up and it has to be reported. We have to do what we can to try to reduce the amount of corruption and unethical conduct, but if you put it in this perspective — if there’s a scandal in the Miami Herald every day, that’s 365 a year, and that’s only about 1 percent of the work force. In any organization large or small, you’re going to have rotten apples.” Meyers heads an office of 16 people, including investigators and auditors, and they also work closely with the State Attorney General’s office. Their three major goals, according to Meyers, are outreach and training to make government officials, workers and others aware of what constitutes ethics violations; providing

opinions on ethics issues, and enforcement, which can include fines, reprimands and letters of restitution. “We battle constantly with what will be the appropriate punishment for someone who has violated the ethics rules,” Meyers said. “I’d like to see first-time fines start at $1,000 and go up for subsequent offenses, plus confiscation of any ill-gotten money.” They have also put together an Ethics Task Force of retired judges and other experts, and reportedly that task force may soon vote to ban all gifts from vendors to anyone working in government. Currently gifts are not banned, but people in government must report gifts of $100 or more. Attending the meeting were public officials such as Palmetto Bay Councilmember Shelley Stanczyk, who is running for mayor; rival candidate Peter England; Cutler Bay Vice Mayor Ed MacDougall; EDC head Paul Neidhart; Rita Brown of Total Bank; businessman and former councilman John Breder, plus a number of other area business owners or their representatives. Questions were asked about how to handle people attempting to bribe elected officials, about Sunshine Law conflicts and constraints, about the definition of a registered lobbyist and about the conduct of people sitting on boards. “Our main focus is in looking at conflicts of interest,” Meyers said in closing. “Someone voting on something that would benefit a member of their family or themselves.”

high school and college, and aims to instill young players with an appreciation for team sports, including teamwork, respect, effort and discipline. His son is a member of the Miami Hawks program. Joe Timpone, the club’s other co-director, was inspired to create the Miami Hawks Lacrosse Club because his two sons are lacrosse players. Originally from New York, Timpone played lacrosse growing up and later pursued ice hockey as his main sport, culminating with a seven-year professional career. The club’s lead instructor is Tony Ditto, who was voted Ohio State Lacrosse player of the year for 2005. He is eager to introduce the sport to area players who want to learn the

Every time we go to a public meeting, the subject seems to crop up. Foreclosures turned up again at a Citizens Advisory Committee meeting in the Hammocks when it was disclosed that police had been summoned to a neighborhood home due to noise and carrying-on into the wee hours of the night. Cops found a foreclosed home being used by “squatters” for a weekend party.

There were no owners to cite for unruly behavior. The only criminal complaint, other than disturbing the peace, was trespass, a gray area so far as policing is concerned. “Who are the police going to notify about trespassing, a bank in Arizona?” asked a veteran community service officer. “And is the bank going to mount security guards on each foreclosed property to properly maintain the premises?” All manner of power groups will control the outcome in Tallahassee as the new legislative session gets underway this week with heavy lobbying expected against any effort to make financial institutions more accountable for maintenance fees on a timely basis. Who knows? We may wind up needing “T-Party” action for trespass as well as top-heavy taxing. GM, Chrysler, Ford — listen to the Pope, Sarkozy R. Kenneth Bluh KENNETH’S COMMENTARY Protectionism is on the rise. Pope Benedict XVI stepped outside the realm of religion and criticized the management of Fiat for the announced plans to close manufacturing plants in Europe with the inferred intent of moving the Italian automaker out of Italy and Spain. Italians were thankful that a man of his stature was speaking out for the workers who will lose their jobs with the move. Objectors say the Pope isn’t an Italian. He lives in Rome, but represents Catholics around the world. Meanwhile, Nicolas Sarkozy, president of France, is objecting strongly to Renault’s intention to move the manufacturing of its autos out of France. Sarkozy is quoted as saying, “We’re not giving all that money to support the auto sector so that all our factories can leave to go abroad. I strongly contest the idea that these big

companies, just because they are global, no longer have a nationality.” The intent is to move from France to Turkey, a soon-to-be-member nation of the EU (European Union). This is a tougher argument for Sarkozy inasmuch as leaving France for another EU nation isn’t considered by many as “leaving the country.” Corporate management around the world will argue truthfully that their first obligation is to return a profit for its stockholders and if leaving a country is the best way to maximize profits, so be it. Unions could start a backlash by urging their countryman to stop buying cars that are manufactured outside their members’ country. What about General Motors, Ford and Chrysler? Their corporate managements have moved manufacturing to countries such as Mexico in search of “cheap” labor in an effort to keep the price of their autos competitive with those manufactured by foreign companies. GM’s argument could well be that their stockholders are not just Americans, but investors from almost every country in the world. Meanwhile, auto manufacturers such as Toyota have assembly plants in the United States stating that it is more cost effective

–– VIEWPOINT –– to “build” in the country that will buy their products as opposed to manufacturing in Japan and shipping across the Pacific. The counter argument to moving the manufacturing of any product — autos, refrigerators or a pair of shoes — to another country is that a nation whose only jobs are in the low-paying service industries can’t afford to buy the products that are made outside their country. It is hard to sling hamburgers at McDonalds and be able to buy a Lexus or a Cadillac. China is experiencing, albeit on a very small scale, the affects of industries moving to other countries to save labor costs. China has started losing clothing manufacturing plants to Southeast Asian countries where it is cheaper to put a Vietnamese or Cambodian behind a sewing machine. The move is so small that it hasn’t caused a

problem for China. But, if it continues to grow in scale, China will experience the same problems in years to come as the U.S., France and Italy are experiencing today. Protectionism is on the rise. The world is seeking an answer to the internationalism of the work force. The unions are protecting members’ jobs. The corporations are protecting their stockholders. Credit card industry changes the way that it does business

Al Sunshine 4 YOUR MONEY In case you haven’t heard, the entire credit card industry has changed the way it does business as of Feb. 22. That’s when the latest credit card reforms kicked in. The new rules change the way credit card companies make money, eliminate some of the industry’s most abusive practices, and may also result in millions of dollars in rate hikes and extra fees for consumers. On the upside, it requires credit card companies to give customers at least 45 days notice before any rate hikes. It also limits all those extra over-balance fees card operators add onto your bill if you go over your limits while prohibiting the issuing of credit cards to anyone under 21 years of age without their parents’ permission. Yet at the same time, it also allows the card companies to raise rates almost as high as they like and also opens the door to possible new extra charges. “Consumers are going to need to check their accounts very closely to monitor extra fees and rate hikes, and then take action accordingly,” warns Annie Wilkinson of the Dade Federal Credit Union. For several months, credit card companies have been raising rates slowly and adding extra fees before the latest restrictions go into effect. In fact, some consumers already reportedly are seeing their rates approach 30 percent or even higher. Consumer groups warn that new extra fees and rate hikes could end up making paying

off balances even harder than before the new laws started going into effect. Here’s my advice: Make sure to keep your old credit card bills and compare them to your next statement after Feb. 22. That way you will be able to spot extra charges and fees you’ve never had before. Remember — even more changes are scheduled to go into effect in August. And they’re not always going to be good for consumers. LURING CUSTOMERS TO CREDIT Credit card companies mailed 398.5 million solicitations in the fourth quarter of 2009, a 46 percent jump from the third quarter and the first quarterly increase since 2007, according to new data from Synovate, a market research firm. While this is only a fraction of the 1.5 billion credit-card solicitations mailed in the fourth quarter of 2006, the quarterly increase provides a potential turning point in the credit card industry. The Synovate study shows that issuers are still cautious and limiting their lending risk — about 84 percent of the total creditcard mailings in the fourth quarter were sent to consumers with a FICO score of 720 and above, compared to 78 percent a year earlier and 69 percent in the fourth quarter of 2008. Credit card mailings to consumers with a FICO score of 620 and lower made up 6 percent of the total in the fourth quarter, down from 7 percent a year ago and 12 percent in the fourth quarter of 2007. Nora Barzaga recently experienced the joy of Christmas all over again when she delivered gift-filled shoeboxes to needy children in Ecuador. Barzaga traveled to the South American country in early February as part of a special team with Operation Christmas Child. The group of staff and volunteers, along with Ecuadorian community and church leaders, handed out more than 10,000 shoe box gifts to children in schools, hospitals, children’s homes and churches near Manta-Portoviejo on the Pacific coast of Ecuador. Operation Christmas Child, the world’s largest Christmas project, is a part of Samaritan’s Purse, an international Christian relief and evangelism organization headed by Franklin Graham. To participate, caring kids, families, churches and groups pack shoe boxes with small toys, school supplies, hygiene items, candy and personal notes for the recipient children. Some 8 million gifts were collected for Operation Christmas Child during the 2009 season, and are being delivered to

children in more than 100 countries worldwide — including nearly 100,000 boxes to Ecuador. Hundreds of thousands of shoebox gifts have been delivered to the country since 1997, and over 77 million gifts have been sent to children around the world since the project started in 1993. The project is made possible by tens of thousands of volunteers. Barzaga, an employee of Assurant Solutions in south Miami-Dade, serves as area coordinator of the Operation Christmas Child volunteer leadership team in the Miami-Keys area. She initially became involved in the project by becoming a project coordinator for OCC at Riverside Baptist Church in Kendall where she attended. As area coordinator, she oversees the collection and promotional efforts of volunteers in Miami-Keys. “I am very passionate about Operation Christmas Child and influencing the lives of children. I know this is going to help in the work that I do,” Barzaga said. Educational fair, screening for Jewish genetic diseases BY ROBERT HAMILTON

An educational fair and carrier screening is open to all Ashkenazi Jews, ages 18-44, on Sunday, Mar. 14, 10 a.m-2 p.m. at Temple Beth Am Yulman Campus, 5950 N. Kendall Dr. in Pinecrest. Jewish genetic diseases are a group of disorders that occur with higher frequency in the Jewish population. The Ashkenazi Jews, those whose ancestors were from Central and Eastern Europe (i.e. Poland, Russia, Germany, Lithuania, etc.) are at higher risk than the general population for several genetic diseases. This is primarily due to the fact that the Jewish communities in Europe were small and isolated, and members tended to marry within those communities. Since it is estimated that all individuals carry a small number of gene changes (called mutations), the ones present in those small groups of European Jews became

more prevalent in future generations. The event is open to students, single, engaged couples or or newly married. Reserve your spot today. It’s that time of the year to bring out your best green outfit because the St. Patrick’s Day celebration returns on Wednesday, Mar. 17. JohnMartin’s Restaurant & Irish Pub in Coral Gables will host South Florida’s favorite Irish tradition, the 20th annual St. Patrick’s Day Street Fair with live music from UV — The U2 Tribute Show. The street fair begins at 5 p.m. along Salzedo Street and Aragon Avenue and is free to the public. “Commemorating St. Patrick’s Day is something that goes beyond our typical celebrations; it’s the Irish way of life to care, to sing, to celebrate together with our friends, family and community,” said Martin Lynch, proprietor of JohnMartin’s. “This annual party provides an opportunity for people of all ages to gather and celebrate this great tradition. Most importantly, it will benefit the Coral Gables Rotary Club.” The evening will begin with live Irish music by Paddy Kelleghan and The Rolling C’s, followed by rock tunes with the Hard Liquor Band. UV—The U2 Tribute Show, will take the stage at 9 p.m. and delight the crowd with the U2 live concert experience, playing the hits and classics that have made U2 one of the biggest bands in the world and Ireland’s No. 1 musical export.

The restaurant will feature a traditional St. Patrick’s Day menu with smoked salmon, Gaelic steak, Irish stuffed chicken, corned beef and cabbage, shepherd’s pie, fish and chips, bangers and mash, Irish potato soup, bread and butter pudding, and homemade Bailey’s ice cream for dessert. Along the street, crowds can enjoy fish and chips, chicken tenders, corn beef sandwiches, hotdogs, and Irish beverages. In addition, JohnMartin’s will donate a portion of the proceeds to benefit the Coral Gables Rotary Club. The Rotary Club is an organization of business and professional leaders united worldwide who provide humanitarian service, encourage high ethical standards in all vocations, and help build goodwill and peace in their local communities and around the world. Asian Culture Festival returns to Fruit & Spice Park, Mar. 6-7 BY CATHY FERREIRA

The sights, sounds and flavors of Asia return to the Fruit and Spice Park with the 21st annual Asian Culture Festival on Mar. 6 and 7, from 10 a.m. to 6 p.m. Admission is $10 and children under 11 are free. A fun-filled family event, the Asian Culture Festival offers a virtual day trip to Asia. Festival-goers will enjoy a variety of Asian arts, crafts, entertainment, plants and exotic cuisine. Events include a Malaysian no-hands volleyball tournament known as Sepak Takraw, Chinese Lion Dances, Dragon Boat display, performances by Japanese Taiko drummers, and demonstrations of fruit and vegetable carving. There also will be demonstrations of Ikebana (Japanese flower arrangements)

and Origami (Japanese techniques by folding papers into decorative shapes such as flowers, animals, etc.). The festival is sponsored by the ThaiAmerican Association of South Florida, Miami-Dade County Asian Advisory Board and Miami-Dade County Parks and Recreation Department. The Fruit and Spice Park, operated by Miami-Dade County Parks, is located at 24801 SW 187 Ave. in Homestead. The park grows more than 500 varieties of subtropical fruits, herbs, spices, vegetables and nuts from around the world on 39 lush acres in the agricultural Redland. South Florida’s new Crohn’s and Colitis Care Center On January 18th, 2010, Gastroenterology Care Center launched a new medical center of excellence, the “Crohn’s and Colitis Care Center”, with an educational program lead by Board Certified Physician, James Leavitt, MD at its main location at Galloway Medical Center. The event was a success and attended by patients, friends, and family members eager to learn more about Crohn’s and Ulcerative Colitis treatment and management options. Dr. Leavitt, a national speaker and governor of the American College of Gastroenterology, presented important information about the state of healthcare quality, access, and how it relates to patients with the debilitating disease of Crohn’s and Ulcerative Colitis. According to the Crohn’s and Colitis Foundation of America (CCFA), it is estimated that as many as one million Americans have inflammatory bowel disease -- with that number evenly split between Crohn's disease and Ulcerative Colitis. Dr. Leavitt spoke enthusiastically and very knowledgably about the newest technology and treatments available to patients. “Our group started the Crohn’s and Colitis Care Center in order to fulfill our mission and assist patients who are diagnosed with Inflammatory Bowel Disease,”

said James Leavitt, MD, Director of the Crohn’s and Colitis Care Center. “Our team of board certified physicians, nurse practitioners, physician assistants, nutritionists, and infusion nurses combine their clinical expertise and experience to provide patients with a unique setting dedicated to the care of IBD patients under one roof”. Along with speaking of medical advances, Dr. Leavitt introduced the team members to the new Crohn’s and Colitis Care Center.
