St. Richard Catholic Church renovations a team effort BY GARY ALAN RUSE t. Richard Catholic Church in Palmetto Bay recently completed an extensive renovation of its buildings despite current economic difficulties, thanks in large part to the team effort of its parishioners. The church had sustained damage during Hurricane Wilma in 2005. Insurance covered much of the cost, but more was needed to make long overdue repairs and improvements in the church building, parish center and grounds. Rising to meet those needs, the St. Richard Parish Council organized a development campaign that went beyond simply raising money and created a spirit of newness and rebirth. “The response of parishioners was overwhelmingly positive,” said Michael Derrick, musical director of St. Richard. “Donations to the pledge drive met and even surpassed their goals. People with

BY LINDA RODRIGUEZ BERNFELD Delores (Dee) Jordan, Palmetto Senior High’s secretary for curriculum, is one of four candidates to be the Miami-Dade Public Schools 2009 Office Employee of the Year. She is the representative for the South Regional Center. There are more than 70 schools in the South Region, each having nominated their top office employee. The awards ceremony is scheduled for May 18 at Jungle Island. This year they have combined the ceremonies for Teacher of the Year, Principal of the Year, Assistant Principal of the Year, and Office Employee of the Year into one. Jordan has worked at Palmetto for 18 years. Originally her plan was to work as a school secretary while her son, Mathew, was in school. However, he graduated two years ago and now attends the Florida Institute of Technology in Melbourne where is his majoring in Ocean Engineering. At this point, Jordan plans to continue to work a few more years. “I volunteered first and then I worked in the treasurer’s office and then I became secretary,” she said. “I’ve been secretary to Janet Hupp when she was assistant principal. There have been six AP’s since I’ve been here and I believe five principals.” As the secretary to assistant principal for curriculum Vicky Cobb, Jordan has her finger in many pies. “I work with the Miami Herald Silver Knight nominees,” she said. “We’re looking forward to that. I help with the early release days.” On those days, the schools schedule professional development seminars and bring in a variety of people to speak to the faculty and staff. The last one set up included classroom discipline, learning about emails, organizational skills and Classpage.com where teachers can post their assignments. “We also had our 50th anniversary in October,” Jordan said. “I was very involved in setting that up. We had a picnic; we had our first induction of the hall of fame. We had a gala.” Another of Jordan’s duties is setting up the breakfasts for students named to the Principal’s Honor Roll and Superior Honor Roll. She also types out the many certificates given at the ceremonies. She said that the job is

easier now that she uses computers to do the typing. “I also work with the PTSA volunteers at the school,” Jordan said. “I organize where they are going to be, whether in the main office, media center. We are having a volunteer brunch on [May] 19th for all of our volunteers. We’re setting that up.” She’s also helping set up the Senior Awards scheduled on May 20. That week will be busy with the luncheon for the Office Employee Award Ceremony on Monday, Silver Knight Awards Tuesday evening, Palmetto Volunteer Brunch Tuesday, and the Senior Awards Wednesday. “Thursday I rest,” she said with a laugh. Jordan loves her job. She loves being involved and doing things such as chaperoning the prom. “Graduation is always exciting,” she said. “I always cry.” In her position, Jordan works closely with student activities director Angela Lima. Lima wrote an eloquent letter supporting Jordan’s nomination. “Dee is the ‘go to’ person for everything at Palmetto,” Lima wrote. “Her love for her school and community is evident in everything she does.” Jordan also is a co-sponsor for the National Honor Society and she has been very involved in Scouting with Boy Scout Troop 457 at United Methodist Church, where her son is an Eagle Scout.

expertise in contracting, design, and engineering volunteered their expertise to help in planning and managing the renovation project. The result was a total parish effort which brought people together to effect a major improvement in their place of worship.” To the delight of parishioners, the church and the parish center have been freshly painted and have new roofs. Faded and worn carpet that had been installed in the church after Hurricane Andrew was replaced with bright new ceramic tile. Additional improvements include new air conditioning units, ambient lighting for the sanctuary, refurbished pews and kneelers, a newly painted parking lot and new landscaping. But perhaps most noticeably, bells are chiming once again, with the replacement of the digital bell system. This has been an especially meaningful addition at the church. “Enjoying a long and honored tradition in the church, bells came into use in ancient times, for the purpose of summoning the faithful to religious services,” Derrick said. “Over the centuries, they have come to be regarded as an essential part of the equipment of every church. They ring the hours as a means of sanctifying the day, reminding

the parish community of the importance of faith and prayer in daily life. Bells peal forth joyfully to celebrate marriage and toll mournfully to honor the dead. They also ring the Angelus, a prayer that is prayed morning, noon and evening.” Father Stephen Hilley, pastor at St. Richard, further explained the meaning of the chimes. “The bells help us in the worship of God by calling us to prayer,” Father Hilley said. “They are an outward sign of our faith, our hope, and our love of God. This project is the culmination of years of hoping for St. Richard. I am so pleased that things have come together in this way. It is an accomplishment that everyone in our community can be proud of. We are looking to a time of continued growth and renewal at St. Richard.” Father Hilley said that each year the parish family at St. Richard is coming closer together, thanks to the spiritual and community life of the parish. Celebrating the spirit of growth and renewal the project symbolized, the people of St. Richard Catholic Church recently conducted their annual Sunrise Mass for Easter Sunday morning at the Deering Estate, where a crowd of about 850 people gathered to hear the message of new life at St. Richard as the sun rose spectacularly over the waters of Biscayne Bay.

Additionally, assorted hors d’oeuvres, prepared by the Culinary School of the Robert Morgan Educational Center, will be served. A separate grand opening for the new

5,000-square-foot library will take place later this summer when the new facility is fully furnished and stocked. The Palmetto Bay Branch Library and Community Center at Ludovici Park was conceived in partnership with the Miami-Dade County Public Library System. The joint venture arose from the need to establish a community library to serve residents of Palmetto Bay. The new second-story Community Room offers meeting space overlooking a preserved mangrove area and the beautiful Biscayne Bay waters beyond. Additionally, the first-story amphitheater provides space for special performances and serves as an additional outdoor area for lectures, workshops, and children’s activities. The Village of Palmetto Bay contracted the services of Wolfberg-Alvarez and Partners, a renowned architectural firm, to design the one-of-a-kind library building and public space. Additionally, the firm of A2 Group Inc. provided Construction Management Services.

At last — villagers can say ‘bye bye’ to mitigation Michael Miller EXECUTIVE EDITOR

AROUND TOWN Well, it’s been in the making for years, but finally a “mail-in” Special Election takes place June 25, asking residents to allow the Village to remove a section of its Charter regarding the Municipal Service Trust Fund payments. If the voters approve, $1.7 in annual “mitigation” payments to the county will cease once and for all, according to Bill Kress, Village Public Information Officer. Needless to say, folks will want to vote “Yes” on this one. It’s a no-brainer. Look for election info to be mailed to your home in early June. At the May 4 regular village council meeting, among the things voted through were plans to install some of those “red light cameras” in Palmetto Bay wherever needed. The idea is to capture images of folks running red lights, which is a dangerous thing, and fine them. A lot of this is done by commuters who are speeding through the village on their way to or from work in other communities, but we bet some of the ones caught will turn out to be Palmetto Bay residents themselves, so get ready to “smile.” If you missed it, efforts to get banks to shoulder a greater share of condominium and homeowner association fees on foreclosed homes through tighter legislation went down the tubes

in Tallahassee. Local association boards will continue to pay higher annual assessments to make up for their exneighbors or cutbacks in community services. Rep. Julio Robaina told Kendall Federation of Homeowners Association he’d make his sponsorship a ‘landmark’ of his legislative career. He blames banking lobbyists for defeating increased lender liability and vows he’ll refile legislation to extend institutional liability to pay up on foreclosed properties in the next session. Operation Turnaround luncheon Wednesday, May 13, begins at 11:30 a.m. at Signature Gardens, 12725 SW 122 Avenue, when KFHA honors students from 43 elementary, middle and senior high schools, selected for demonstrating exceptional change in academics and what old-time report cards once termed “deportment,” among other achievements. MiamiDade College Association and Phi Beta Kappa of South Florida will award special scholarships to college-bound students. The program has helped encourage and motivate Kendall students since 1983. Half-cent sales tax: Spend it correctly; don’t kill it R. Kenneth Bluh KENNETH’S COMMENTARY Eight years ago we were promised more busways and an expanded Metrorail system. Since that date the county has collected more than $900 million in sales tax and has not delivered what we were promised. The question today is: Do we kill the additional half-cent sales tax or do we do the right thing and start getting what we were promised? The Miami Herald, in an exposé, tells us that the money was spent on a greatly increased staff, bloated paychecks and the maintenance of existing facilities. We can’t take back salaries long ago paid, nor can we un-maintain our existing facilities. But, we can do what is right for the future. County Commissioner Carlos Gimenez proposes giving the voters the right to go to the polls and eliminate the

half-cent increase. Commissioner Barbara Jordan, chair of the county’s transportation subcommittee, stated that erasing the tax would devastate the current transit system. Commission chair Dennis Moss suggests increasing the fee for using our current system and eliminating many of the freebie bus tickets given to seniors and other groups. What to do? Here is my suggestion. First, find out who was responsible for the hiring of additional unneeded staff. If they are still on county payroll, get rid of them. Next, find out who received outlandish pay increases and roll their salaries back to their appropriate levels. Segregate the dollars that have been spent on the maintenance of our existing system and start spending it on what we were promised — more transportation. Lastly, follow Moss’ suggestion and eliminate most of the free passes, which will generate more revenues. It is obvious that we can’t expand the Metrorail system by the promised 88.9 miles of new lines. That was an impossible proposal from the very beginning. It could not happen if for no other reason than it requires matching dollars from

VIEWPOINT Washington that are not available. What we can do is expand the bus system — more buses and more bus routes. For years I have been saying that our city was not developed in a way that makes a train system practical. A mass transit system, like New York City’s subway system, requires a high concentration of riders. We have that concentration today with all the new condo construction going on in downtown Miami. However, that area is already served by our current Metrorail system. What we need is an improved bus feeder system that will pick up riders who are spread all over the county and deliver them to the existing Metrorail system. This can be partially accomplished with the dollars redirected from the currently wasted spending on too many employees and the rolled back paychecks that were gratuitously given by management since 2002 when the

half-cent sales tax went into effect. We are accustomed to paying the halfcent sales tax. Cutting it back would save us each a few dollars but not enough to put much more food on the table. Let’s do what we were promised — knowing we can only accomplish a small part of the grandiose plans we were presented in 2002 to vote for the increase. We need more clean buses, more bus routes and better schedules to get our residents to work, to school and to do our shopping. Let’s do what we can with the dollar we are now collecting.

They come to us from our friends at CCCSSA who believe that despite the recent economic situation, home ownership is possible. It’s lights out for sea turtle nesting season BY PATRICIA BEHNKE Sea turtle nesting season has begun on Florida’s beaches, which means beach residents and visitors need to follow a few precautions to ensure a successful season. Lights along the beach should be managed to prevent disorienting a female that comes ashore at night, according to biologists with the Florida Fish and Wildlife Conservation Commission (FWC). To do this, lights that are needed for human safety should be shielded so they are not visible from the beach or turned off when not needed. The instincts of the ancient sea creature tell her to proceed toward the brighter horizon over the ocean. Bright lights on the landward side of the beach can confuse the nesting sea turtle and the hatchlings that emerge from the nest. Lights on the beach can lead them away from the ocean. “Just one light can kill thousands of turtles over several years,” said Dr. Robbin Trindell, a biologist with the FWC. “Many lights burn all night without contributing to human safety.” Five species of sea turtles nest on Florida beaches, with the loggerhead showing up in the largest numbers. Green and leatherback sea turtles also nest in the Sunshine State. Two other species, Kemp’s Ridley and hawksbill sea turtles, nest infrequently in Florida but inhabit Florida waters. The FWC lists the loggerhead as a threatened species; the other four are listed as endangered. Nearly 90 percent of the loggerhead population that nests in the southeastern United States does so on Florida’s beaches. This population is one of only two large loggerhead-nesting populations worldwide. Sea turtles are air-breathing reptiles well-suited for sea life with a hydrodynamic-shaped shell and large, powerful front flippers. These physical characteristics enable them to dive deep into the ocean and to swim long distances. Female loggerhead turtles begin coming ashore in the spring, with peak months for laying eggs in June and July. The nesting female digs a hole with her hind flippers and then lays approximately 115 eggs. After covering the nest with sand, the massive creature, weighing from 150 to 300 pounds, makes her way back to the ocean. A female might come ashore two to five times during the nesting season. Amazingly, females come

back to the same beach where they hatched decades earlier. The males, once they make the long crawl after hatching out of the egg, never return to land. Late in the summer, after an incubation of 55 to 70 days, the hatchlings begin breaking out of their shells. Up to 100 hatchlings wait below the sand surface until darkness, when they emerge together and crawl out of the nest. Instinct tells the 1- to 2-inch hatchling to head toward the brightest horizon and away from dark silhouettes. In days long gone in Florida, the brightest horizon shone over the ocean, and the hatchlings would move away from the shadows on the dunes and begin the crawl to the sea. In modern-day Florida, hatchlings must crawl through a battlefield of debris left by humans. Furniture discarded by lazy beachgoers can obstruct a nesting female turtle or become a trap for the hatchlings. Avoiding firework leftovers strewn along the hatchling’s path can cause exhaustion and delay in getting to the water. Boy Scouts Troop 457 honors Eagle Scouts BY ROBERT HAMILTON Boy Scouts of America Troop 457 honored its newest group of Eagle Scouts on Saturday, Apr 25. This group of young men and their families are part of what has become a South Florida tradition. Troop 457, originally chartered in 1972, has been sponsored by Kendall United Methodist Church and led by David and Julie Ziska for nearly a quarter of a century. Through the leadership of the Ziskas, the troop now has advanced more than 200 young men to the rank of Eagle Scout. Troop 457 shows no signs of slowing as there are another 100 Scouts in the troop who are working to become Eagle Scouts. The new Eagle Scouts join an elite fraternity composed of leaders from all walks of life. Some well-known Eagles have been President Gerald Ford, Senators Bill Bradley and Sam Nunn, and astronaunt Neil Armstong. From the field of journalism and entertainment are Walter Cronkite. Steven

Spielberg and Jimmy Stewart. The trail to becoming an Eagle Scout is arduous. Most boys work toward this goal for more than 10 years. The Eagle Scout service project is the culmination of this process. Eagle candidates must develop, acquire funding, and complete a community service project. Scouts dedicate months of volunteer time to this project. The 2009 Eagle class together documented more than 4,600 hours of community service. Projects were located in Miami, as well as the communities of Key Biscayne, South Miami, Homestead, Palmetto Bay and Pinecrest. The Scouts volunteered for local churches, synagogues, schools and parks, for animal rescue leagues and native habitat restorations. The 2009 Eagle Scouts are juniors and sophomores, and attend Palmetto, Coral Reef and Killian high schools, Robert Morgan Educational Center, Westminster Christian School and Gulliver Preparatory School.

Fitness expert to motivate cancer survivors at SMH BY PHYLLIS TEITELBAUM Cancer survivors and their loved ones will learn how physical activity can fight fatigue, calm anxiety and help them feel better during Cancer Survivors Day on Sunday, May 17. The free event will run from 1 to 3 p.m. at South Miami Hospital’s Clarke Education Center, S. Dixie Highway (US 1) and SW 62nd Avenue. Fitness expert, professional dancer and cancer survivor, Cathee Connor, with the help of movement therapists from the South Miami Hospital Behavioral and Collaborative Medicine Program, will provide information and interactive demonstrations that will help participants ease into exercise. “Research is proving that moderate exercise helps those undergoing cancer treatment and those who have completed treatment,” said Connor, who is one of the instructors of a popular dance movement class for cancer survivors, called Health Steps. The class meets weekly at South Miami Hospital. “It improves muscle tone, flexibility and balance. It helps them get a better night’s sleep, reduces fatigue and tension and improves mood,” she added. Cancer survivors, their families and friends are invited to this event sponsored by the Baptist-South Miami Regional Cancer Program. It is part of National Cancer Survivors Day, which celebrates the lives of those living with and beyond cancer. A light lunch will be served. The event is free, but reservations are required. Q. My parents are in their late 80s. Both are currently living at home; however, my siblings and I feel their health care needs will be best met in an assisted living community. Are there and programs available to help offset the costs? A. There is often a reversal of roles when adult children begin providing care and support for their aging parents. And, as you have seen, there may ultimately come a time when you are simply unable to meet the changing needs of your parents at home. An assisted living community enables seniors to maintain their sense of independence and involvement in a social environment while providing assistance with activities of daily living (showering, grooming, eating, etc.) and peace of mind that comes with a professional support team. Many seniors and their families incorrectly believe that assisted living community expenses are covered by Medicare—they are not. Long term care insurance policies vary with regards to coverage for assisted living facilities (ALFs) and it’s important to review the policy with representatives. Payments are reimbursed to the individual or family rather than direct to the community. According to Assisted Living Federation of America (ALFA), the majority of assisted living residents today—86.2 percent—pay from their personal financial resources; however, federal, state and local governments have programs and waivers in place to allow income-eligible seniors to enjoy an assisted living lifestyle. The U.S. Department of Veterans Affairs (VA), for example, offers many different programs and services for veterans and their surviving spouses. Under the VA Pension with Aid & Attendance Program, veterans and/or their surviving spouses qualify for assistance if they: 1) were discharged from service under conditions other than dishonorable; 2) served at least 90 days of active military service, one day of which was during a war period; 3) are over 65 years old; 4) have medical necessities; and 5) have an annual income of less than $19,728. The Miami-Dade Veterans Services Program advises that while many veterans will exceed the income requirement. If they can prove that the majority of their income is spent on medical expenses such as co-pays, insurance deductibles, prescriptions, caregivers or assisted living community expenses, etc., then the VA will reimburse the veteran up to $1,644 per month. So, a person who receives $50,000 a year in income and pays $36,000 a year for assisted living actually has an income of $14,000 and may qualify for the Aid & Attendance Benefit. The widow of a veteran may also apply for the Pension with Aid & Assistance Program. In order to qualify for benefits, her income must not exceed $12,672 annually. Every county throughout the state has a Veteran Service Center which can provide information specific to your parents should either of

them qualify for VA benefits. In general, the application takes about 15-20 minutes to be completed and the processing time varies from 6-8 months. It’s good to remember that the benefits are retroactive to the date the application was received. Be cautious of third-party companies who charge fees to assist you with applying for Pension with Aid & Assistance Program. The County Veteran Offices, located at 11025 SW 84th Street in Miami, offers this service free of charge and can be reached by calling 305-270-2940. Another program which is available is the Long-term Care Community Diversion Program which also helps cover the costs of an assisted living community. It is a Medicaid Waiver program designed to provide community-based services to people who would otherwise qualify for Medicaid Nursing Home placement. Seniors must meet the following qualifications in order to be eligible: 1) be at least 65 years old; 2) reside in a Diversion Project service area; 3) be a Florida resident; 4) be a U.S. citizen or qualified noncitizen; 5) file any other benefits to which they may be entitled; 6) disclose any rights to third-party liability; 7) have Medicare part A and part B; 7) meet nursing facility level of care; 8) meet the income limit of $1,911 for an individual or $3,800 for a couple; and 9) meet the asset limit of $2,000 for an individual or $3,000 for a couple. While The Palace’s assisted living communities participate in the Diversion Program, other ALFs may not. It’s important to find out this information before selecting a community for your parents. There are also other programs that can offset costs such as the Assisted Living for the Elderly (ALE) waiver. For residents of qualifying ALFs, the waiver will cover three services: case management, assisted living and if needed, incontinence supplies. Additionally, the senior living community may offer special incentives or programs to assist with expenses. For example, The Palace recently launched a new “Security Agreement” which allows prospective residents to move to the community paying only a discounted monthly rate (whatever they can afford without selling the home) while they await the pending sale of their home. Once the home is sold, The Palace is reimbursed the accrued rental difference with minimal interest fee. These are just a few of the federal and state programs which offer financial assistance. I recommend contacting the VA, Department of Elder Affairs, Agency for Health Care Administration or Area Agency on Aging for information specific to your parents’ case as soon as you begin considering options. Ride of Silence to call attention to cyclists killed by motorists BY LEE STEPHENS Hundreds of local bicycle riders will take part in a silent slow-paced ride (maximum 12 mph) in honor of those who have been injured or killed while cycling on public roadways. The 2009 Miami Ride of Silence on Wednesday, May 20, 7 p.m., will take place long the Rickenbacker Causeway, beginning at Hobie Beach (across the road from Mast Academy), a popular cycling area where motorists and cyclists coexist. More than 700 cyclists are killed each year while riding. Most of them occur in cities, and suburbs. This ride serves to educate motorists that cyclists have the legal right to the road and to watch out for cyclists. The Ride of Silence is similar to a funeral procession. There will be no talking, only silence, to remember fallen brothers and sisters. Black armbands are worn in memory of those who have been killed; red armbands are worn for

those injured while riding. Originally started in May 2003 by Chris Phelan in Dallas after endurance cyclist Larry Schwartz was hit by the mirror of a passing bus and was killed, it was suppose to be a one time event, but as word got out about the ride, many cyclists contacted Chris with the desire to participate in this event. Hundreds of rides in Antarctica, Australia, Brazil, Canada, Caribbean, Chile, Cyprus, Hong Kong, Japan, Mexico, New Zealand and Singapore will all begin precisely at 7 p.m. on May 20. Recent bicycle-motorist accidents in Dade County illustrate the need to remind motorists of the 2006 law that requires motorists to leave a 3-foot space when overtaking a bicycle. The ride of silence is a safe, silent way of reminding them of this need. The ride is not a fundraiser and there is no fee. Cyclists of all ages and abilities are invited to ride. The ride is 12 miles long at 12 miles an hour.

Nissan 370Z for 2009 is a redesigned beauty Ron Beasley AUTOMOTIVE EDITOR

LET’S TALK CARS The Nissan 350Z has been a personal favorite from the day I first slid behind the wheel back in 2002. My appreciation for the iconic little sports car only has deepened after driving the all-new 370Z. It’s the first full redesign of the vehicle since its re-introduction as a 2003 model and Nissan says that almost every piece and component has been re-thought or redesigned, giving the car a shorter wheelbase, greater use of lightweight body materials, a new engine with more horsepower and improved fuel economy, a new seven-speed automatic transmission with paddle shifters, a synchronized downshift rev matching system for the manual transmission, a new high-quality driver-centric interior and new add-on technology features. But it’s the sensual new design that ini-

tially grabs your attention. There’s even a subtle upswept line to the new rear quarter window that recalls the original 240Z of 1970, a car that carried the Datsun name back then and was a hallmark of performance and style. Nissan designers really did their homework to improve the popular Z car. The 370Z has an aggressive yet sensual look and a lighter, tighter structure for better performance. It rides on a wheelbase that’s about four inches shorter than the previous generation Z car (100.4 inches versus 104.3 inches), while overall length is reduced by 2.7 inches (167.1 inches versus 169.8 inches). Engineers moved the rear wheels forward in the second generation of the FM platform to achieve the shorter wheelbase. At the same time, overall width has been increased by 1.3 inches, the rear track by 2.2 inches and overall height reduced by 0.3 inches. The more compact exterior dimensions and expanded use of lightweight materials — including an aluminum hatch and door panels, and an allaluminum hood (the previous design had steel reinforcements) — reduce the car’s overall weight.

The body structure also was extensively revised, improving front body torsion rigidity by 30 percent; a new front suspension cradle to reduce front body lateral bending; new rear structural reinforcements, and an underbody “V-bar” to help reduce rear lateral bending. Rear body torsion rigidity is improved by up to 22 percent. The result is enhanced overall solidity and handling. Other enhancements include a carbon fiber composite radiator housing and strengthening of the rear fender and hatch areas. Under the hood, the 370Z gets power from the fourth generation of Nissan’s

award-winning VQ-series 332 hp 3.7-liter V-6 engine with VVEL (Variable Valve Event and Lift), a gain of 26 horses from the previous engine. The new 370Z Coupe hit U.S. showrooms in January and has been one of the few bright spots in the struggling economy. A convertible Roadster is in the pipeline for 2010. Base price on the 370Z is $34,460.
