n November 6, Sunny Isles Beach residents will go to the polls to vote for a City Commissioner representing the southern residential area - seat 3. Incumbent City Commissioner George “Bud” Scholl, seeking his second four-year term, is being opposed by Harvey Busch, Chair of the City Advisory Committee. Since attorney Jennifer Levin was the only candidate qualifying for the northern residential area - seat 1 (being vacated by Vice Mayor Lewis Thaler due to term limits), Levin will be automatically elected Another general election will be held in November 2014, when the

he City of Sunny Isles Beach is excited to announce the line-up for the 5th Annual Sunny Isles Beach Jazz Fest three-day festival. Grammy nominated David Benoit headlines the main event on Saturday, October 13, 2012 at 6:30 pm at Heritage Park (19200 Collins Avenue). Following tradition, the weekend will be filled with a variety of musical events, at various venues in Sunny Isles Beach. On Friday, October 12th, join us for an Evening of Jazz at Acqualina Resort and Spa (17875 Collins Avenue) from 8pm – 11pm. Tony Sona Trio with special guest Gail Robin will be the featured artists. Tickets range from $25 - $65 and valet parking is $8 per vehicle. To purchase tickets call the resort at 305.918.8000. On Saturday, October 13th, enjoy a Jazz BBQ on the Beach, at Sole on the Ocean

(17315 Collins Avenue). This event, from 12pm – 4pm, will feature the Oriente Band, a cool Afro Cuban Blues and Soul group. The event is accessible from the beach, and FREE. BBQ food will be available for purchase. The main event will take place Saturday evening, October 13th, from 6:00pm – 10pm at Heritage Park (19200 Collins Avenue). Why Wi-Fi in Sunny Isles Beach? BY COMMISSIONER GEORGE ‘BUD’ SCHOLL Before being elected to the City Commission and over the past number of years of serving on the commission, I have always been a strong advocate for as much public Wi-Fi access as possible throughout Sunny Isles Beach. Yes, I admit it I am a technical enthusiast, often times called a Geek! However, there are so many ways that a strong Wi-Fi network can benefit all our citizens and city infrastructure. It has always seemed natural to me that this is a necessity for a progressive city such as ours. So what is a public Wi-Fi network anyway

and why do we need one? Public Wi-Fi is simply a way for devices to connect to the internet in a public place wirelessly. The way someone connects is dependent upon what kind of device they have such as a laptop computer, an iPad, or a Wi-Fi enabled cell phone like an iPhone or BlackBerry. Some cities and businesses charge for public Wi-Fi access. Fortunately in Sunny Isles Beach we provide access in several areas around the city for free. We call these “Hot Spots”. A Hot Spot is an area that, with one of the devices described above, an internet connection can be established. It is a lot like having a free internet cloud over each of our parks and other public areas such as City Hall. With our many Hot Spots throughout Sunny

The City of Sunny Isles Beach hosted the 1st Annual Talent Show on Saturday, September 15th, with an incredible line up of varied talent, performing for a packed house. The event, hosted at Heritage Park, welcomed several hundred guests, out to enjoy a beautiful evening along the coast, with entertainment to include singing, dancing, violin, piano, and rhythmic gymnastics. The 22 acts, were categorized by age, and group size, and we congratulate the winners of each bracket: Toddler thru Age 9 Group Award to DB Karate Youth group Individual Awards 1st Place – Brandon Goldberg (Pianist) 2nd Place – Ellyn Gleanco (Vocalist) 3rd Place – Ivanna Guerrero (Vocalist)

24-hour Mega Pet Adoption Event set for Tropical Park BY ALICE FISHER

It’s really big; it’s humongous; it’s colossal; it’s immense — and it’s every animal lover’s fantasy come true. Miami’s Mega Pet Adoption Event, sponsored by PetSmart Charities, will take place from Friday, Oct. 26, at 11:59 p.m., until Saturday night, Oct. 27, at 11:59 p.m. — without stopping — and will have more than 800 homeless animals eager to find a forever home. The marathon adoption of puppies and kitties will kickoff the festivities at midnight and then continue with the older animals for the rest of the 24-hour event. Who will you take home? The Humane Society of Greater Miami, Miami-Dade Animal Services, and The Cat Network, together with rescue groups from all over South Florida, will host the event at the covered Equestrian Center in Tropical Park, 7900 Bird Rd. in Kendall. This is a family affair with an entire Kid’s Festival, presented by the ASPCA, complete with rides and fun games for children of all ages.

Pay by Space Eliminates Returning to Your Vehicle

Starting October 5th, 2012, the parking meter system will change from Payand-Display to Pay-by-Space as a convenience feature to patrons of the municipal parking lots. Currently, our customers pay the meter and return to their vehicle with the paid receipt to place on the dashboard. With the new system, patrons will pay the

meter for the desired amount of time and simply walk to their intended destination without the hassle of waiting for a receipt to print or taking a long walk back to their car with a receipt. All you have to remember is your space number!

City helps keep our beaches clean BY JUSTIN BROMAN

The City of Sunny Isles Beach was happy to help out on Saturday, September 15th with the Annual Miami-Dade Coastal Clean-Up. The United States Coast Guard and the Coast Guard Auxiliary not only coordinated the event for Sunny Isles Beach, but also were part of the cleaning efforts. The Sunny Isles Beach Ocean Rescue Division set up a base location at Samson Oceanfront Park and helped out by providing water and other supplies necessary to make the event run smoothly. A lifeguard was assigned to the group, standing by to assist with any needs. We were also honored with a visit from Rear Admiral Baumgartner for the 7th Coast Guard District, along with his Chief of Staff. The City of Sunny Isles Beach always strives to keep our beach clean. At this

event, with the help of approximately 35 volunteers of all ages and with an action plan in place, they split up in teams. With their garbage bags and trash grabbers, the group swept our beach north and south. As illustrated by the chart, they also counted and documented all trash picked up. Sunny Isles Beach was not the only city to receive this huge cleaning effort. Other neighboring cities in Miami-Dade County are part of the Miami-Dade Coastal CleanUp Event held yearly to keep all of the beaches clean. LET’S TALK CARS Cadillac’s big new XTS luxury sedan is making a lot of waves in the automotive world. Billed as a replacement for the old DTS model, it certainly is an upgrade in design and style, and it comes with more standard technology features than I have seen on a car in the 12 years that I have been writing this column. There is just so much technology included with this car that it has been labeled as the most technologically advanced production car in Cadillac’s history. At the heart of all this technology is the new CUE system, Cadillac’s new in-vehicle tablet interface for control and connectivity, and it’s very similar to an Apple iPad. CUE (for Cadillac User Experience) merges intuitive design with the auto controls for information and media control, and it is standard equipment on all models. There is a big eight-inch screen in the cen-

ter stack and, using the faceplate below the screen and the steering wheel controls, CUE is easy to customize. CUE also has several industry firsts, including capacitive-touch control with proximity sensing, haptic feedback, gesture recognition and natural voice recognition. Capacitive touch is the technology used on many of today’s better tablets and smartphones. Also new is a 12.3-inch reconfigurable instrument cluster. It has vibrant graphic displays showcased among four driver-selectable themes, ranging from minimal to extensive information Aside from CUE, there’s the advanced Haldex all-wheel-drive system with an electronically controlled limited-slip differential, and the standard Magnetic Ride Control. Then there are the rear air springs for a better ride, the HiPer Strut front suspension for surer handling, front Brembo brakes for more stopping power, an intervening braking system that lessens or avoids potential collisions and short- and long-range radar systems that support adaptive cruise control, front/rear automatic brakes and Rear Cross Traffic Alert. Under the hood, there’s an advanced 3.6liter V-6 engine rated at 304 hp and 264 pounds-feet of torque. Lightweight features help reduce overall weight for greater effi-

Examples include a composite intake manifold that saves about 5.5 pounds and an integrated cylinder head/exhaust manifold design that saves another 13 pounds. The engine is mated to the Hydra-Matic 6T70 six-speed automatic transmission with tap-shift control. Other innovations include a capless fuel tank filler for easier, cleaner refueling and the new Safety Alert Seat that gently vibrates your butt when you are dangerously close to an object while driving or backing up. The XTS is positioned just above the CTS

in the Cadillac lineup and offered in three trim levels or collections: Luxury, Premium and Platinum. The XTS Platinum obviously is the highest level of technology and luxury, and has a unique front appearance, wheels and interior colors, materials and trim. The Formula for Success BY RABBI YISRAEL BARON I used to visit Cliff in his office every week when I would help him put on Tefillin and say a prayer. Cliff was an architect who had been in the business for many years, and was approaching retirement. I respected Cliff tremendously, because his industry had changed dramatically as everything became computerized, and I knew that he had learned to adapt to a whole new way of doing his work. In conversation, I once asked Cliff what I thought was a very simple question. His answer, however, turned this question into a life lesson for me. I asked him which was the greatest building he had ever designed. His answer was, “Every single one that was completed.” I had wanted him to single out his greatest accomplishment, and he gave me this vague answer, or so I thought. He then went on to explain that a great design was, by far, not the only component of a great building. He elaborated: “A true great design is something that will satisfy the developer in terms of being profitable, satisfy the engineer in being viable, please the inspector in that it can be constructed according to code, and the client, of course, in deeming it worth buying. A great design can be like a good idea. It is worthless unless it can be brought to the finish line, to completion. Have you ever met anyone who screams at the TV while watching a ball game? Or someone who knows exactly what the President or cabinet members should be doing? We all would like to know what to do in any given situation, and better still, to know what someone else should be doing...if only they would listen to our advice. ‘Then, of course, they’d be wildly successful.’ From Cliff, I learned that we may indeed know what needs to be done, but that might only be one component of a larger equation...and the credit

goes to the one who brings any project to that finish line of completion. From Cliff, I learned to respect the success of a finished product. What seems easy, is not always so. Success is built of many components, which when all put together, each in the right measure, add up to that ability to “cross the finish line.” The formula of success is not always what meets the eye. Now, let’s take this message over to the leading architect of all times, the “Architect of our Universe.” Technology, science, and the accessibility of information have never been as advanced as it is today. Yet, as much as we know, we are still humbled by the vastness and intelligence of the universe that we live in. Everything from the largest galaxy to the minutest detail of every molecule is engineered so precisely. What amazes me the most is how this all comes together in total synthesis. Our universe, however, is far from perfect, and it is up to us to take this project to completion, and cross the finish line. The true success of this world can be achieved by us when we choose to become active participants in the entire process, and make this world shine. In comparison to the vastness of all of creation, our job is quite small. We just need to turn on the lights. But that little act will give us the credit of getting the whole universe past the finish line, and make it truly complete.

There are several natural food cafés and a handful of organic produce markets here, yet North Dade has no fine dining options for those who want to eat consciously, and eat well. Green House, which opened its doors on September 19th at 3207 NE 163rd St. in North Miami Beach, is an organic and sustainable food restaurant catering to the affluent border neighborhoods of Aventura, Sunny Isles and Bal Harbour. With awardwinning Chef Marcelo Marino at the helm and a focus on avant-garde cuisine, patrons now have an elegant dinner alternative, with no compromise on healthful eating. “Green House is where nature meets food art halfway,” says Marino, who is also an esteemed educator at Le Cordon Bleu Miami. “I subscribe to the Purist Philosophy – I try to extract the most natural flavors possible from the ingredients while cooking with the least amount of fat. My passion for living and eating well is palpable here. We put great emphasis on creating an atmosphere of consciousness,

where people experience cuisine in its most elevated form – from the farming practices to the taste to the presentation.” To carry out its philosophy, Green House has partnered with The Chef’s Garden (http://www.chefs-garden.com/), an Ohio farm that specializes in growing micro-greens and specialty vegetables expressly for chefs nationwide. Chef Marino sought out this farm because of its best sustainable agriculture practices, hand harvesting, and overnight shipping. Distinctive dishes are an extension of the quality of ingredients. Snapper and tuna are never offered. Instead, uncommon entrees include rabbit, swordfish, and purple truffle pizza baked in a wood-burning oven. Proteins are complemented by ancient grains like saffron rice pillows and exotic greens such as wasabi leaves, lola rosa and callaloo. All breads and cheeses are homemade and meats that are cured and brined in house. Sunday brunch is served all day and designed around champagne, caviar, and quail and ostrich eggs. Finally, wine pair-

ings are recommended for every dish. The menu is not the only unique feature of Green House; every table is equipped with its own iPad, with which guests may peruse the menu and learn about nutritional values and the sourcing of ingredients with the touch of a finger. The digital menus are presented in six languages to accommodate the international demographic of the area. To add to the high-tech ethos, large flat screen TVs project in real time the chefs working in the kitchen. “There is a lot of transparency and a great deal of education that will take place here,” explains Marino, who relies on Classic French cooking techniques yet presents dishes with a continental flair. “Part of the culture of Green House is to excite people about good food by sharing my passion.” Green House will also feature live entertainment on weekends; smooth jazz and blues will set the tone for the meal. following City Commission seats will be up for election: Mayor (incumbent Norman Edelcup will be termed out); residential area commissioner - seat 2, central area currently held by Jeanette Gatto; and residential area commissioner - seat 4, currently held by Isaac Aelion. REDRAWN DISTRICTS In an effort to increase voter participation and ensure the citizens of Sunny Isles Beach are fairly represented, the City Commission proposed charter amendments relating to elections that were subsequently approved by voters in November 2008. The city’s three voting districts were redrawn into four districts (195th Street to 178th Street; 178th Street to 172nd Street; 172nd to 167th Street; and 167th Street to Bayview Drive).The At Large Commission seat was also converted to a Residential Area Seat. The population boom in Sunny Isles Beach prompted the initiative to redraw the city’s voting districts along with the goal to avoid having more than two future elected officials residing within one area of the city. Commission candidates now have to live in each of the four respective districts – but the Mayor can reside in any district. Every resident also continues to have the right to cast their vote for all four Commission candidates and the Mayor. CONSOLIDATING ELECTIONS In 2008, voters also approved a charter amendment relating to consolidating municipal and county elections serving to substantially lower election costs and promote a rise in voter turnout. The charter amendment that passed changed the date of the city’s general election from the second Tuesday following the first Monday in November in odd numbered years to even numbered years in conjunction with county-wide elections. CLOSER TO THE PEOPLE In May of 2011, Sunny Isles Beach voters approved another charter amendment making it a requirement for candidates to have lived within the particular residential area they’re seeking to represent continuously for at least one year at the time of qualifying. The “at-large” mayoral seat is exempt from this proposed requirement. Beyond having to reside within the district being represented, the candidate is also required to remain in the district for the duration of his or her term - but is allowed to move within the same district of the city. TERMS STAY THE SAME The charter amendment requiring can-

didates to reside in the district they represent did not affect current limitations on lengths of service: No Mayor may serve as a Mayor for more than two elected four-year terms during his/her lifetime, and no Commissioner may serve as a Commissioner for more than two elected four-year terms during his/her lifetime. FOND FAREWELL TO LEWIS THALER Current Sunny Isles Beach Vice Mayor Lewis Thaler cannot run again due to a charter amendment approved by voters in 2004 stating the following: Limitations on Lengths of Service: No Mayor may serve as a Mayor for more than two (2) elected four-year terms during his/her lifetime, and no Commissioner may serve as a Commissioner for more than two (2) elected four-year terms during his/her lifetime. Thaler, a retired textile plant owner from New York, frequently came to visit his parents who lived in Sunny Isles Beach for over 30 years before becoming a permanent resident himself. After living in the city for three years, he was first elected to the Sunny Isles Beach City Commission in 2003 at the age of 65. Thaler was the only candidate to run against incumbent Lila Kauffman, and while celebrating a big victory, he noted, “I was not expecting twothirds of the vote!” Thaler was sworn-in to serve his second term in December 2007. Shortly before being re-elected unopposed, he noted, “It will be up to the people in Sunny Isles Beach to re-elect me if they think I did a good job...Myself and the Commission have been able to reduce the amount of buildings that could have been built in the city by buying properties that will be converted to new parks, and to reduce growth by controlling the height of new construction.’’ During his two terms, Thaler helped fulfill “promises for the future” including remaining committed to ensuring controlled development on the west side of Collins, traffic alleviation and beach access restoration. He also served as Commission liaison to the former Mayor’s Advisory Council Education/Schools Committee; and has been an advocate for ensuring new developments have adequate handicap parking spaces. ACCLAIMED ACCOMPLISHMENTS After Thaler was first elected to the City Commission in 2003, he began emphasizing his development philosophies at City Commission meetings, often noting: “The more open space

we have in the city the better!” In accordance with a proposal submitted for Commission consideration by Thaler in 2003, an ordinance was subsequently approved amending the city’s land development regulations limiting the amount of Transfer of Development Rights (TDR’s) an applicant could purchase from the city’s bank of TDR’s. While sharing in the Commission’s desire for “controlled development,” Thaler put proactive comments like this one on the record when addressing developers: “You really must go back and rethink the project you’ve put in front of us. I believe you’ve taken away view corridors…and this is what people have come [to Sunny Isles Beach] for.” During a Commission discussion regarding traffic control and predictions that more seasonal residents would soon be living in the city year-round, Thaler once said. “We have to think about the future and not just what’s happening here today. If you go down Collins you have a tremendous increase in traffic because people are moving into these places much faster than before and I think that’s what we have to look at.” Thaler also helped address a hazardous traffic scenario created by county transit buses making U-turns at Galahad-Dade Boulevard by Ocean One condominium. During a Commission meeting focusing on the issue, he explained, “I started [this investigation] based on what was happening with all the accidents I see sitting on the Ocean One side of the street… I went to [former Miami-Dade Mayor Alex Penelas] myself and asked him to get involved…That’s why [we’re now] waiting for an answer from the transit people to get this thing moving.” When Mayor Norman Edelcup recently announced a three percent reduction in the city’s property tax millage rate for fiscal year 2012-2013, Thaler said, “I think [the tax rate reduction] comes from hard work from the Commission…We

worked for ten hours on the budget and that was after our staff probably spent hundreds of hours into putting the budget together…This is the quickest [budget] we’ve ever been able to [review] and that was because of the presentation [our staff] gave us.” In June 2012, the City Commission passed a resolution expressing support for the establishment of a unique zip code - a mission originally initiated by Thaler, who noted, “Since 2007, the city has grown and I think most people now realize that unless we get our own zip code, we will always be known as ‘North Miami Beach’ on every computer in this country…So we’re making an effort to go back and try to get an individual zip code for Sunny Isles Beach. Jennifer Levin [chair of the Special Projects sub-committee of the City Advisory Committee, who will be filling Thaler’s Commission seat] has been put in charge of doing the leg work for getting us a zip code.” When the Sunny Isles Beach City Commission unanimously voted to choose “Florida’s Riviera” as the city’s new moniker, Thaler expressed this “sunny” viewpoint: “I think we are a ‘Riviera’ - and we’ll expand what we have…This is the beginning of what Sunny Isles Beach is really all about.” During his eight-year tenure as a Commissioner, also often serving as Vice Mayor, Thaler wrote a column entitled “From the Desk of Lewis Thaler” appearing in issues of the Sunny Isles Beach Sun. Thaler’s column, which helped keep residents and visitors informed about important issues affecting life in the city, routinely ended with this message emphasizing his “open door policy” and desire to be a responsive elected official: “Remember, I am always available to answer any of your questions. Call me…or come down to City Hall.” The City Commission is currently considering a site in Sunny Isles Beach to name after Thaler in recognition of his dedicated public service.

Jewish Community Services of South Florida started the New Year off on a sweet note for 550 elderly, disabled and homebound people at its annual Milk & Honey event. The largest crowd ever – 600 volunteers – recently gathered to assemble and deliver kosher food baskets and spend time visiting with recipients to celebrate Rosh Hashanah. Co-Chair Marty Scheck explained, “This wonderful event is something our seniors, as well as the volunteers and children, looked forward to all year long. Volunteers spent one-on-one time sharing the joy of the holiday with seniors who often have no family. It’s a mitzvah that truly comes from the heart.”

Understanding your student loans: The payback system

With increasing expenses going towards attaining a higher education, and a decreasing amount of available resources to fall back on, it’s more important than ever to understand the dynamics of managing student loans before and after graduation. Increased loan debt not only dampens the economy but potential income as well. Here is some helpful information on repayment plans and those that can aid in paying off student loans. • Standard plans have the shortest term agreement. Payments are fixed at a sum of at least $50 monthly and are contracted for up to 10 years. With this plan, the borrower will pay less interest over time than other plans. • Graduated payments are low at first and then increased about every two years. Plan terms are for 10 years like the Standard plan, but more interest is paid over time. • Extended payments can be fixed or graduated. Monthly payments are lower than the Standard plan if your total loan amount is more than $30,000. This plan has a timeline of 12-15 years. Like the Graduated plan, you will pay more over time. • Income-Based (IBR) are awarded to those that have partial financial hardship. Monthly payments are lower than the Standard plan payments but you’ll pay more over time because the loan life is up to 25 years. However, if the full loan amount is not paid after 25 years, the remaining balance may be canceled. • Income-Contingent payments are determined each year based on annual income, family size and the total sum of your loans up to 25 years. This plan mirrors the IBR except that income tax may be due on the amount forgiven after 25 years of payment. • Income-Sensitive payments are based on annual income and payments are subject to change as your income changes. The plan has a life of up to 10 years. Monthly payments are lower than the Standard plan but you’ll pay more over time. • Deferment is a short-term delay of pay-

ment that the borrower and lender agree to. Deferment is typically granted to those that are re-enrolling in school, experiencing financial difficulties and/or unemployed. Keep in mind that during a deferment, the payment of the principal balance is delayed and depending on the loan classification, the government will pay the interest charges during the delayed period. • Forbearance is granted to those that cannot make their loan payments and do not qualify for deferment. Payments can be postponed or reduced for up to 12 months; however, interest will continue to accrue. For discretionary forbearances, the lender warrants whether the borrower meets the criteria for forbearance, which is typically granted to those that experience financial hardship and illness. On the other hand, lenders are required to grant mandatory forbearances to borrowers that are performing teaching services, serving in a national service position, medical internship or residency program, and if the total monthly sum of the payment is 20 percent or more than total monthly gross income. • Delinquency refers to borrowers that have not paid their most recent statement(s). A loan becomes delinquent the first day after a missed payment. Delinquencies are reported to the major credit bureaus (Experian, Equifax and TransUnion) for at least 90 days. It’s best to stay clear of this option because it results in high interest rates and lower credit scores. If you anticipate a missed payment, contact your loan provider — keeping a positive rapport will help in the long run and open up other payment options. • Defaulting on loans has serious consequences. Failure to make loan payments puts the borrower in high risk of going into default. A slew of problems emerge due to defaulting in loan payments — among them, negative credit ratings, higher interest rates, difficulty receiving future loans for cars or homes, apartment rentals and receiving homeowners and car insurance. Whether you are a recent college grad or a working professional still making loan repayments, it’s never too late to understand your loan terms and the options that are available to decrease your loans amounts or decrease the time taken to pay off your loans.
