Police Explorers earn top honors at local competition

BY GARY ALAN RUSE he South Miami Police Explorers, Post 256, an organization for teenagers interested in learning more about law enforcement, recently participated in the 2nd annual local law enforcement explorer competition hosted by the Hialeah Police Department and did very well. A total of 15 police explorer posts from Miami-Dade and Broward Counties were represented in the conference, which was designed with several police team scenarios, such as traffic stops, domestic violence investigations and traffic crash investigations among others, and physical individual challenges such as obstacle and bike courses. The purpose of the events is to test the team’s knowledge, organization, procedures, camaraderie and ability to work under stress. The South Miami Police Explorers

James T. Bowman, Sr. was a lifelong South Miami resident and a community leader. He served tirelessly in numerous community organizations and on several municipal boards. He also held memberships in various South Miami organizations including the Community Action Agency and the Alliance for Youth. He served as a
South Miami City Commissioner from 1978 through 1986. His life was dedicated to facilitating economic development opportunities and establishing career opportunities for African American youth. demonstrated their commitment to the program by training and preparing intensively, and they were rewarded for their efforts by earning 1st Place in traffic crash investigations and Burglaries in progress. They also placed 5th in domestic violence investigations and 5th overall in the competition. The Explorer team was made up of the following members: Captain Yovann Ruiz, Lieutenant Jonathon De Jesus, Lieutenant Elba Beltran, Sergeant Richard Perez, Sergeant David Celis, Richard Munoz, Max Gonzalez, Jose Montes De Oca, Franklin Gadea and Christopher Zambrana. Sgt. Jesus Aguiar is the post advisor and leads the group with great skill, according to SMPD’s Major Michael Mills. “The program is excellent for the kids,” said Aguiar. “It takes them out of trouble and teaches them leadership, responsibility and how to be good citizens. They interact with each other and have fun. It gives them a chance to explore a career they’re interested in. There are police explorers, fire rescue explorers and law explorers, and our group learns about law enforcement.” Aguiar said that with involvement in the explorer programs, teens gain more insight into what police officers really do.

“Not only that, they also better understand why we do certain things, and how it’s perceived in the community,” said Aguiar. “Later on, they explain everything to their parents and even their parents end up having a greater support for law enforcement.” The explorers commitment to serve their community and achieve self improvement through education is commendable, Aguiar feels. “I’m very proud of them,” he said. “They worked very hard. They prepared, they trained, and now they’re training some more for the state competition. We’ve never been to the national competition, mostly because of lack of funding, but hopefully we’ll be going next year.” The South Miami Police Explorers are very involved with community events and regularly participate with organizations such as the Drug-Free Coalition. The group meets at the City of South Miami Community Center, 5800 S.W 66 Street every Monday at 6:30 p.m., and Thursday’s at 4:30 p.m. in the South Miami Police Station. Any young man or young woman age 14 to 21 can sign up to be a Police Explorer. They must accept the Explorer Code and maintain good grades in school. Sgt. The total amount of scholarship funding in the 2008-2009 SMCRA Budget is $11,000. Awards shall be made at the discretion of the SMCRA Board to students exhibiting a strong desire for self improvement through education. The SMCRA Board reserves the right to select more than one recipient with the total available funding to be shared amongst the selected recipients. City’s Rotary Club presents awards to students Gloria Burns GLORIA’S GAB South Miami Rotary Club presented awards for its James Stehle Memorial Essay contest on April 16, during the annual Social Studies Fair at South Miami Middle Community School. Top prize and $100, went to Michael Empriella, whose name has been added to the commemorative plaque in the school office. Honorable mention and $25 each went to Alyse Fernandez and Thomas Garcia. South Miami Rotary Past President Diana Phillips, presented the awards and noted that 2009 marks the bicentennial of Abraham Lincoln’s birth. Thus, the theme had students discuss Lincoln’s greatest achievements and their effect on the country. Stehle, award honoree, was a long-time dedicated Rotarian and World War II veteran. More than 800 guests enjoyed The Women’s Fund’s Power of the Purse Luncheon on April 24, at the Hilton Miami Downtown. This annual affair included a silent auction with dozens of fabulous designer purses and a lunch program featuring stories told by individuals whose lives have been changed because of the support this Fund offers to gender specific programs in our area. This year’s event was a first for the Woman’s Fund of Miami’s new CEO Debi Harris who promises to be a great addition to this incredible group of philanthropists. Chairing the event was Joyita Garg, ably assisted by her committee members: Melissa Campbell, Ali Codina, Margarita Codina, Sophia Galvin, Dana Kulvin, Norka Munilla, Sharon Socol and
Wendy Mestepey. Also, volunteering for the Power of the Purse were some members of the GFWC Coral Gables Woman’s Club, a busy group of women have had a busy few weeks as well. On Saturday, April 25, the Club honored President Charo Bolanos with it annual President’s reception. The year’s event was held at lovely lakeside home of member Linda and John Hartwell. The western theme called for BBQ ribs by Terry Cooke’s catering and lots of folks in cowboy and cowgirl attire including such notables as past president Mary Scull Brown, Barbara Lapsley, Pam Schaefer, and Claire-Frances Whitehurst. Coral Gables Rotarians held a reverse raffle to raise funds for civic and charity the culminated with a fabulous outdoor BBQ dinner party at the lovely Pinecrest home of Fred and Annette Baddour. Shorty’s BBQ and a raffle count out program by the hilarious team of Susan Guttman and Dr. Randy Groh, made for a fun filled evening. Among the many helping make the evening a success were Sally Baumgartner, who oversaw the food, and Wiley Hicks, who chaired the raffle and manned the board to mark off the numbers until the final winner was revealed. A few days later, Gables Rotarians also turned out for a day of fun on the bay at Shake-A-Leg, helping with a fun day for dozens of special needs kids as well as some children from inner city. Watersports were followed by food from the grill cooked by Rotary volunteers. Judy Pantoja organized this Rotary outreach as she does with so many others every month. Alec J. Rosen runs for commission seat

Alec J. Rosen, a resident and businessman of South Miami, has declared his candidacy for the special election for City of South Miami City Commissioner, to fill the seat vacated by the tragic death of Jay Beckman. Rosen, who is a military veteran, successful small business owner and family man, wants to be your next City of South Miami Commissioner. “I’ve lived in the city for six or seven years, my office has been here in South Miami across from Deli Lane for three years, and I’ve lived around South Miami for many years,” said Rosen last week. “To have better services we built a house in South Miami. It’s a great, cool town, and we really enjoy shopping and dining and living here.” Rosen said that while he had never given much thought to running for political office before, recent trends have made him want to get involved. “What got me going is that I run a business in the City of South Miami and I do not feel that the city takes proper interest in the small business owner,” Rosen said. “I feel that the businesses in
the main street area of Sunset are the lifeblood of the city and they need a voice and they need someone to hear it. I live in the city, I work in the city, I earn my living in the city, so I never would do anything that would be detrimental to my house, my family, my community, but I also would never do anything detrimental to the business community — the other people who are making a living in the city as well. Speaking with people around here, I get the feeling that the city has been hijacked by activist wackos who have a very narrow agenda that harks back decades and is not facing the realities of the economy that we’re in today.” His military record includes two tours of duty in the Persian Gulf as well as participating in Operation Eagle Claw / Iranian Hostage Crisis for which he was awarded the Navy Expedition Medal, Unit Citation and USN Overseas Service Ribbon in a Hostile Zone. Half-cent sales tax: Spend it correctly; don’t kill it R. Kenneth Bluh KENNETH’S COMMENTARY Eight years ago we were promised more busways and an expanded Metrorail system. Since that date the county has collected more than $900 million in sales tax and has not delivered what we were promised. The question today is: Do we kill the additional half-cent sales tax or do we do the right thing and start getting what we were promised? The Miami Herald, in an exposé, tells us that the money was spent on a greatly increased staff, bloated paychecks and the maintenance of existing facilities. We can’t take back salaries long ago paid, nor can we un-maintain our existing facilities. But, we can do what is right for the future. County Commissioner Carlos Gimenez proposes giving the voters the right to go to the polls and eliminate the
half-cent increase. Commissioner Barbara Jordan, chair of the county’s transportation subcommittee, stated that erasing the tax would devastate the current transit system. Commission chair Dennis Moss suggests increasing the fee for using our current system and eliminating many of the freebie bus tickets given to seniors and other groups. What to do? Here is my suggestion. First, find out who was responsible for the hiring of additional unneeded staff. If they are still on county payroll, get rid of them. Next, find out who received outlandish pay increases and roll their salaries back to their appropriate levels. Segregate the dollars that have been spent on the maintenance of our existing system and start spending it on what we were promised — more transportation. Lastly, follow Moss’ suggestion and eliminate most of the free passes, which will generate more revenues. It is obvious that we can’t expand the Metrorail system by the promised 88.9 miles of new lines. That was an impossible proposal from the very beginning. It could not happen if for no other reason than it requires matching dollars from

VIEWPOINT Washington that are not available. What we can do is expand the bus system — more buses and more bus routes. For years I have been saying that our city was not developed in a way that makes a train system practical. A mass transit system, like New York City’s subway system, requires a high concentration of riders. We have that concentration today with all the new condo construction going on in downtown Miami. However, that area is already served by our current Metrorail system. What we need is an improved bus feeder system that will pick up riders who are spread all over the county and deliver them to the existing Metrorail system. This can be partially accomplished with the dollars redirected from the currently wasted spending on too many employees and the rolled back paychecks that were gratuitously given by management since 2002 when the

half-cent sales tax went into effect. We are accustomed to paying the halfcent sales tax. Cutting it back would save us each a few dollars but not enough to put much more food on the table. Let’s do what we were promised — knowing we can only accomplish a small part of the grandiose plans we were presented in 2002 to vote for the increase. We need more clean buses, more bus routes and better schedules to get our residents to work, to school and to do our shopping. Let’s do what we can with the dollar we are now collecting.

If a picture is worth a thousand words, then Lewis Feldman’s Fine Art Photographers in South Miami has created a library filled with treasured works and best sellers. Fine Arts Photographers has been capturing Miami’s smiling faces in portraits for almost 50 years. Feldman, the owner and photographer extraordinaire of Fine Arts Photographers, bought the business from his mother in 1985, who started the studio with Feldman’s father in Little River in 1950 and later moved to a location near Riviera Theater in South Miami in 1960. “I’ve been in this business for 42 years,” said Feldman. “Before I bought the business, I was a filmmaker working in the Bahamas and I started as an aerial photographer in the U.S. army. These experiences taught me how to use more editorial features in the background of photos.” Feldman has a natural eye for creating beautiful, creative shots and he works to keep things fresh. “I stay on top of the trends and every year I like to introduce something new,” he explained. “Of course, we are completely digital and have been for five years.” With this philosophy, family photos that Feldman takes over the years will never look exactly the same. Feldman recommends that families do professional photographs every few years in order to capture a portrait in time and document the changing and growing family. “You shouldn’t cut your own hair and you shouldn’t take your own family photos,” said Feldman. “You don’t have the studio setting with the right lighting, creative eye or proper equipment to produce a high quality image. Feldman offers his clients many creative services in addition to family photo-
graphs, including infant photography, high school and college senior portraits, executive portraits and special event photography, such as weddings and bar and bat mitzvahs. Fine Arts Photographers is a popular choice for creative express yourself, high school and college senior portraits. Feldman offers many tips on his website for graduating seniors to follow in order to have a successful senior session that results in photos that fit their unique personality. “In June, I’ll start shooting photos of the graduating seniors of 2010,” he added. Feldman explained another growing trend in his business. “Executives are requesting professional photos to use for marketing materials such as portfolios, web sites and e-mail,” he said. “We also do on-site photography for company annual reports.” Feldman does much of his work in his comfortable and stylish South Miami studio, which is decorated with examples of his beautiful work. The location also features an outdoor posing area. “We try to make people feel at ease and have as much fun as possible when shooting in the studio,” said Feldman. “I also photograph at people’s homes and use the natural resources around us by shooting at parks like Fuchs and American Park. Boy Scouts Troop 457 honors Eagle Scouts BY ROBERT HAMILTON Boy Scouts of America Troop 457 honored its newest group of Eagle Scouts on Saturday, Apr 25. This group of young men and their families are part of what has become a South Florida tradition. Troop 457, originally chartered in 1972, has been sponsored by Kendall United Methodist Church and led by David and Julie Ziska for nearly a quarter of a century. Through the leadership of the Ziskas, the troop now has advanced more than 200 young men to the rank of Eagle Scout. Troop 457 shows no signs of slowing as there are another 100 Scouts in the troop who are working to become Eagle Scouts. The new Eagle Scouts join an elite fraternity composed of leaders from all walks of life. Some well-known Eagles have been President Gerald Ford, Senators Bill Bradley and Sam Nunn, and astronaunt Neil Armstong. From the field of journalism and entertainment are Walter Cronkite. Steven
Spielberg and Jimmy Stewart. The trail to becoming an Eagle Scout is arduous. Most boys work toward this goal for more than 10 years. The Eagle Scout service project is the culmination of this process. Eagle candidates must develop, acquire funding, and complete a community service project. Scouts dedicate months of volunteer time to this project. The 2009 Eagle class together documented more than 4,600 hours of community service. Projects were located in Miami, as well as the communities of Key Biscayne, South Miami, Homestead, Palmetto Bay and Pinecrest. The Scouts volunteered for local churches, synagogues, schools and parks, for animal rescue leagues and native habitat restorations. The 2009 Eagle Scouts are juniors and sophomores, and attend Palmetto, Coral Reef and Killian high schools, Robert Morgan Educational Center, Westminster Christian School and Gulliver Preparatory School.

MIAMI KIDNEY WALK RAISES $152K TO FIGHT DISEASE The National Kidney Foundation of Florida (NKFF) and its presenting sponsor, Baptist Health South Florida, honored its donors, sponsors and largest fundraisers from its third annual Miami Kidney Walk during a special awards reception at the Hotel Indigo Miami-Dadeland on Thursday evening, Apr. 23. This year’s Miami Kidney Walk raised $152,000 to combat kidney disease and aid those suffering with renal failure. More than 110 walk teams and 2,500 walkers were in attendance. Fitness expert to motivate cancer survivors at SMH BY PHYLLIS TEITELBAUM Cancer survivors and their loved ones will learn how physical activity can fight fatigue, calm anxiety and help them feel better during Cancer Survivors Day on Sunday, May 17. The free event will run from 1 to 3 p.m. at South Miami Hospital’s Clarke Education Center, S. Dixie Highway (US 1) and SW 62nd Avenue. Fitness expert, professional dancer and cancer survivor, Cathee Connor, with the help of movement therapists from the South Miami Hospital Behavioral and Collaborative Medicine Program, will provide information and interactive demonstrations that will help participants ease into exercise. “Research is proving that moderate exercise helps those undergoing cancer treatment and those who have completed treatment,” said Connor, who is one of the instructors of a popular dance movement class for cancer survivors, called Health Steps. The class meets weekly at South Miami Hospital. “It improves muscle tone, flexibility and balance. It helps them get a better night’s sleep, reduces fatigue and tension and improves mood,” she added. Cancer survivors, their families and friends are invited to this event sponsored by the Baptist-South Miami Regional Cancer Program. It is part of National Cancer Survivors Day, which celebrates the lives of those living with and beyond cancer. A light lunch will be served. The event is free, but reservations are required. Q. My parents are in their late 80s. Both are currently living at home; however, my siblings and I feel their health care needs will be best met in an assisted living community. Are there and programs available to help offset the costs? A. There is often a reversal of roles when adult children begin providing care and support for their aging parents. And, as you have seen, there may ultimately come a time when you are simply unable to meet the changing needs of your parents at home. An assisted living community enables seniors to maintain their sense of independence and involvement in a social environment while providing assistance with activities of daily living (showering, grooming, eating, etc.) and peace of mind that comes with a professional support team. Many seniors and their families incorrectly believe that assisted living community expenses are covered by Medicare—they are not. Long term care insurance policies vary with regards to coverage for assisted living facilities (ALFs) and it’s important to review the policy with representatives. Payments are reimbursed to the individual or family rather than direct to the community. According to Assisted Living Federation of America (ALFA), the majority of assisted living residents today—86.2 percent—pay from their personal financial resources; however, federal, state and local governments have programs and waivers in place to allow income-eligible seniors to enjoy an assisted living lifestyle. The U.S. Department of Veterans Affairs (VA), for example, offers many different programs and services for veterans and their surviving spouses. Under the VA Pension with Aid & Attendance Program, veterans and/or their surviving spouses qualify for assistance if they: 1) were discharged from service under conditions other than dishonorable; 2) served at least 90 days of active military service, one day of which was during a war period; 3) are over 65 years old; 4) have medical necessities; and 5) have an annual income of less than $19,728. The Miami-Dade Veterans Services Program advises that while many veterans will exceed the income requirement. If they can prove that the majority of their income is spent on medical expenses such as co-pays, insurance deductibles, prescriptions, caregivers or assisted living community expenses, etc., then the VA will reimburse the veteran up to $1,644 per month. So, a person who receives $50,000 a year in income and pays $36,000 a year for assisted living actually has an income of $14,000 and may qualify for the Aid & Attendance Benefit. The widow of a veteran may also apply for the Pension with Aid & Assistance Program. In order to qualify for benefits, her income must not exceed $12,672 annually. Every county throughout the state has a Veteran Service Center which can provide information specific to your parents should either of

them qualify for VA benefits. In general, the application takes about 15-20 minutes to be completed and the processing time varies from 6-8 months. It’s good to remember that the benefits are retroactive to the date the application was received. Be cautious of third-party companies who charge fees to assist you with applying for Pension with Aid & Assistance Program. The County Veteran Offices, located at 11025 SW 84th Street in Miami, offers this service free of charge and can be reached by calling 305-270-2940. Another program which is available is the Long-term Care Community Diversion Program which also helps cover the costs of an assisted living community. It is a Medicaid Waiver program designed to provide community-based services to people who would otherwise qualify for Medicaid Nursing Home placement. Seniors must meet the following qualifications in order to be eligible: 1) be at least 65 years old; 2) reside in a Diversion Project service area; 3) be a Florida resident; 4) be a U.S. citizen or qualified noncitizen; 5) file any other benefits to which they may be entitled; 6) disclose any rights to third-party liability; 7) have Medicare part A and part B; 7) meet nursing facility level of care; 8) meet the income limit of $1,911 for an individual or $3,800 for a couple; and 9) meet the asset limit of $2,000 for an individual or $3,000 for a couple. While The Palace’s assisted living communities participate in the Diversion Program, other ALFs may not. It’s important to find out this information before selecting a community for your parents. There are also other programs that can offset costs such as the Assisted Living for the Elderly (ALE) waiver. For residents of qualifying ALFs, the waiver will cover three services: case management, assisted living and if needed, incontinence supplies. Additionally, the senior living community may offer special incentives or programs to assist with expenses. For example, The Palace recently launched a new “Security Agreement” which allows prospective residents to move to the community paying only a discounted monthly rate (whatever they can afford without selling the home) while they await the pending sale of their home. Once the home is sold, The Palace is reimbursed the accrued rental difference with minimal interest fee. These are just a few of the federal and state programs which offer financial assistance. I recommend contacting the VA, Department of Elder Affairs, Agency for Health Care Administration or Area Agency on Aging for information specific to your parents’ case as soon as you begin considering options. Ride of Silence to call attention to cyclists killed by motorists BY LEE STEPHENS Hundreds of local bicycle riders will take part in a silent slow-paced ride (maximum 12 mph) in honor of those who have been injured or killed while cycling on public roadways. The 2009 Miami Ride of Silence on Wednesday, May 20, 7 p.m., will take place long the Rickenbacker Causeway, beginning at Hobie Beach (across the road from Mast Academy), a popular cycling area where motorists and cyclists coexist. More than 700 cyclists are killed each year while riding. Most of them occur in cities, and suburbs. This ride serves to educate motorists that cyclists have the legal right to the road and to watch out for cyclists. The Ride of Silence is similar to a funeral procession. There will be no talking, only silence, to remember fallen brothers and sisters. Black armbands are worn in memory of those who have been killed; red armbands are worn for
those injured while riding. Originally started in May 2003 by Chris Phelan in Dallas after endurance cyclist Larry Schwartz was hit by the mirror of a passing bus and was killed, it was suppose to be a one time event, but as word got out about the ride, many cyclists contacted Chris with the desire to participate in this event. Hundreds of rides in Antarctica, Australia, Brazil, Canada, Caribbean, Chile, Cyprus, Hong Kong, Japan, Mexico, New Zealand and Singapore will all begin precisely at 7 p.m. on May 20. Recent bicycle-motorist accidents in Dade County illustrate the need to remind motorists of the 2006 law that requires motorists to leave a 3-foot space when overtaking a bicycle. The ride of silence is a safe, silent way of reminding them of this need. The ride is not a fundraiser and there is no fee. Cyclists of all ages and abilities are invited to ride. The ride is 12 miles long at 12 miles an hour.

LET’S TALK CARS The Nissan 350Z has been a personal favorite from the day I first slid behind the wheel back in 2002. My appreciation for the iconic little sports car only has deepened after driving the all-new 370Z. It’s the first full redesign of the vehicle since its re-introduction as a 2003 model and Nissan says that almost every piece and component has been re-thought or redesigned, giving the car a shorter wheelbase, greater use of lightweight body materials, a new engine with more horsepower and improved fuel economy, a new seven-speed automatic transmission with paddle shifters, a synchronized downshift rev matching system for the manual transmission, a new high-quality driver-centric interior and new add-on technology features. But it’s the sensual new design that ini-
tially grabs your attention. There’s even a subtle upswept line to the new rear quarter window that recalls the original 240Z of 1970, a car that carried the Datsun name back then and was a hallmark of performance and style. Nissan designers really did their homework to improve the popular Z car. The 370Z has an aggressive yet sensual look and a lighter, tighter structure for better performance. It rides on a wheelbase that’s about four inches shorter than the previous generation Z car (100.4 inches versus 104.3 inches), while overall length is reduced by 2.7 inches (167.1 inches versus 169.8 inches). Engineers moved the rear wheels forward in the second generation of the FM platform to achieve the shorter wheelbase. At the same time, overall width has been increased by 1.3 inches, the rear track by 2.2 inches and overall height reduced by 0.3 inches. The more compact exterior dimensions and expanded use of lightweight materials — including an aluminum hatch and door panels, and an allaluminum hood (the previous design had steel reinforcements) — reduce the car’s overall weight.

The body structure also was extensively revised, improving front body torsion rigidity by 30 percent; a new front suspension cradle to reduce front body lateral bending; new rear structural reinforcements, and an underbody “V-bar” to help reduce rear lateral bending. Rear body torsion rigidity is improved by up to 22 percent. The result is enhanced overall solidity and handling. Other enhancements include a carbon fiber composite radiator housing and strengthening of the rear fender and hatch areas. Under the hood, the 370Z gets power from the fourth generation of Nissan’s
award-winning VQ-series 332 hp 3.7-liter V-6 engine with VVEL (Variable Valve Event and Lift), a gain of 26 horses from the previous engine. The new 370Z Coupe hit U.S. showrooms in January and has been one of the few bright spots in the struggling economy. A convertible Roadster is in the pipeline for 2010. Base price on the 370Z is $34,460.
