There are many fun and exciting events happening in the city such as concerts, lectures, bingo and movie nights. Page Two details everything you need to know to take advantage of these events, many of which are free or cost a small fee. So how can you become a winner? Look for your name hidden somewhere within the text of any listing on Page Two. If you find your name bring your SIB Resident ID to the Visitor Center on the first floor of the Government Center to claim a prize. What? You don’t have a Sunny Isles Beach Resident ID Card? An ID is free and easy to obtain. Simply visit one of our two locations and bring your state issued photo ID and a utility bill or lease as proof of residency in the city. The IDs are created on the spot at Pelican Community Park seven days a week and at the SIB Visitor Center from Monday to Saturday until 4:00 p.m. So to stay informed check Page Two in every issue of the Sunny Isles Beach Sun Community Newspaper for all that’s happening in the City. The Charter Revision Commission BY COMMISSIONER GEORGE ‘BUD’ SCHOLL

During last month’s City Commission meeting each of your elected officials nominated one member of the public to create a Charter Revision Commission (CRC). Since CRC’s are convened so infrequently many of us are not aware of why we have them and what this group does for our community. This article will attempt to answer some of these questions and give you a better understanding of the CRC. Hopefully this will also inspire you to come to some of the CRC meetings and get involved in their process. Our City Charter states that on the 5th anniversary of the incorporation of the City and every 10 years thereafter, the City

Commission shall appoint a CRC. Each elected official appoints one member of the CRC that resides in their residential area; the Mayor’s appointment can live in any area of the City. Before becoming a City Commissioner I had the opportunity to serve as the Chairperson of the first CRC when the City was five years old. Our City is now 15 years old and keeping in compliance with our Charter we have begun the process of assembling the second CRC. The CRC is a relatively short lived group as they must finish their work 90 days after formation; however their work can have long term impacts on our City. The overall purpose of the CRC is to draft proposed amendments to our City Charter to improve the efficiency and effectiveness of our City government. They submit their findings to the City Commission who then must schedule a public election, between 30

and 60 days after receiving the CRC’s recommendations, to provide our voters with the opportunity to accept or reject the proposed Charter changes. The CRC is essentially convened to review the Charter of our City, hold public hearings to solicit public input and submit findings and recommendations to amend or revise the Charter. They are subjected to the Sunshine Law, like all public officials, so all their deliberations must be open to the public. Probably the most impactful outcome from the first CRC was the introduction of term limits. When we started the CRC proceedings ten years ago our City Charter did not include term limits for elected officials. Consequently, under the original City Charter, an elected official could have

Every December, the Mayor and each Commissioner appoint a City resident to voluntarily serve on the City Advisory Committee for the upcoming year. The Mayor and Vice Mayor, however, may appoint one additional person to serve on the Committee, with the Mayor appointing the Chairperson. The members of the Advisory Committee for 2013 are Dana Goldman (Chairperson), Howard Gordon, Arlene Koenig, Suzanne Spiliotis, Ari Steiger, Dennis Stubbolo, and Mariana Talalaevsky. The Advisory Committee meets six times during the year, and the meetings are open to the public, and public participation is welcomed. As the first CRC chairperson I scheduled a series of public meetings around the City and heard from many residents that they believed term limits would be an important amendment to our City Charter. As a result of the CRC process, one of our recommendations for a ballot question was for an amendment to include term limits in our City Charter. When the public vote was held the majority of voters supported term limits and our City Charter was amended. Since that amendment a number of elected officials have been “termed out of office” due to the recommendation and adoption of term limits by the first CRC. This causes a regular

As you can see from the above, the Charter Revision Commission’s recommendations to our voters can have a big impact on how government functions. Although their group is relatively short lived, they provide a very important process to insure that our City continues to function in an effective and efficient manner. The five members of the 2013 Charter Revision Commission are Jorge Camaraza, Erica Chao, Jack Cohen, John Rusnak and Lew Thaler. I highly encourage you to attend one or more of the CRC meetings and get involved by submitting your ideas for proposed Charter amendments or providing feedback to their recommendations. This is a public process and you too can have a significant impact on the outcome through your involvement.

Sunny Isles Beach welcomes Sister Cities Letter of Intent from Hengchun/Kenting, Taiwan BY KEITH LAWRENCE

On November 15th, 2012, Mrs. Fang Oliver, Sunny Isles Beach Ambassador to Asia, World Taiwanese Chambers of Commerce Director and President, Miami Taiwanese Chamber of Commerce, delivered Hengchun City Mayor Yeh’s Letter of Intent and Mrs. Oliver’s Asia Sister City progress report to Commissioners at the Sunny Isles Beach Commission Meeting. More than 250 international business owners, developers, and concerned citizens joined Republic of Taiwan Director General Ray Mou of Miami Taipei Economic Cultural Office with previous Presidents of Taiwanese Chamber of Commerce of Miami and Sunny Isles Beach Mayor Edelcup for the meeting. Hengchun, Taiwan is where the popular new film “Life of Pi” was filmed on its beautiful beaches. This exotic tourist city is the home of white sand beaches and the entrance to mountains of Kenting National Park that welcome over six million tourists annually. In 2008 the top-grossing film in Taiwan’s film history, Cape No. 7 also featured Hengchun. On Mrs. Oliver’s recent visit to Hengchun, Taiwan officials were impressed with the Sunny Isles Beach white sand beach, perfectly located between Fort Lauderdale and Miami International Airport. The delegation from Taiwan are enthusiastic to explore Trump Towers, the future Porsche Design Condo and Acqualina Spa Resort and Mansions where international residents offer up to $50 million per residential unit to own primary and luxury homes along the 2.5 mile beach. Like Sunny Isles Beach, Hengchun has a beautiful name, which means “eternal spring” in Chinese. Both are internationally well known as great tourism and beach destinations. Hengchun is one of the most phenomenal and popular beach towns in Asia, welcoming over 7 million visitors in 2011. The town can be reached from Taipei International Airport by high speed train or a scenic four hour drive. Hengchun has a population of 31,000 and an area of 53-square-miles. Effective November 1st, 2012, Taiwan

became one of few countries in Asia to have a visa waiver program to visit the United States for up to 90 days. Hengchun in Pingtun County has large properties with potential for development of a southern international airport and high end oceanfront development along the pristine undeveloped coastline. Mayor Yeh welcomes the opportunity to discuss world-class commerce ideas exchanged with Sunny Isles Beach and Miami developers to create mutual advantages. At 5:30 p.m. there will be a presentation by Joseph Centorino of the MiamiDade County Commission on Ethics and Public Trust regarding the Sunshine Law and Ethics Regulations for elected officials. The regular Commission meeting at 6:30 p.m. opens with an annual report on the “State Of The City,� presented by Mayor Norman S. Edelcup. Following, there will be a presentation of the 2011/2012 Annual Audit report by Keefe, McCullough & Company. Next, the City will be presented with two prestigious awards for finance reporting by the Government Finance Officers Association (GFOA). The first award is the Certificate of Achievement for Excellence in Financial Reporting for achieving the highest standards in government accounting and financial reporting. The second award is the Distinguished Budget Presentation Award for meeting the highest principles of governmental budgeting. There will be a first reading of an

Ordinance to amend Chapter 244 of the City Code to provide an additional homestead exemption for low-income senior citizens, approved by voters in the November 6, 2012 election. There are two Ordinances for second readings: This is to amend Section 265-18 of the Code of Ordinances of Sunny Isles Beach to clarify that any proposed height modification (whether an increase or decrease) to a previously approved site plan application requires approval of the City Commission. An Ordinance amending Section 74-8 of the City Code outlining rules of procedure for the City Advisory Committee applicable to the applicants. There are three resolutions: Request to approve a 2nd amendment to the agreement with Calvin Giordano and Associates, Inc. to provide for consulting and permitting services for the emergency bridge. Request to approve an agreement between the City and the Newport Operating Corporation to manage, operate and maintain the historic pier, restaurant facilities and bait shop. Request for approval for Ellen Uguccioni to serve as a liaison to the Historic Preservation Board due to the indefinite leave of absence of the current City Historian.

Mount Sinai to host first Alzheimer’s Public Education Forum

Dr. Ranjan Duara, Medical Director for the Mount Sinai Wien Center, will host the first ever public education forum on Alzheimer’s disease. –––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––

Mount Sinai’s Wien Center for Alzheimer’s Disease and Memory Disorders will host their first ever public education forum on the prevention of Alzheimer’s disease. The public forum is a new addition to the ongoing medical symposium hosted by the Wien Center that is now entering its eleventh year – the Mild Cognitive Impairment (MCI) Syposium -, which welcomes neurological medical experts from around the world to gather and share new information about advances in research related to the clinical diagnosis and progression of Alzheimer’s disease. The public education forum will be held on Sunday, January 20th, from 2:00 p.m. – 5:30 p.m. at the Miami Beach Resort and Spa located at 4833 Collins Avenue. Attendance is free. The forum was created to present members of the community who have an interest in Alzheimer’s disease with the most up-to-date information on the biology of the disease, treatment options and the plans for launching three new clinical trials designed to prevent the development of Alzheimer’s. “People with MCI are at increased risk for progressing to Alzheimer’s or dementia,” said Dr. Ranjan Duara, Mount Sinai Medical Director for the Wien Center and host of the public educational forum. “The information shared at our public forum can be a tremendous benefit to those who may be at risk, or have family members at risk

of developing Alzheimer’s disease.” Medical experts from around the country will discuss various topics related to Alzheimer’s disease and be on hand to interact with the audience. Dr. Susan Landau, research scientist at the Helen Wills Neuroscience Institute at the University of California, Berkeley, will kick off the forum with a discussion on the relationship between aging and mild cognitive impairment. Dr. Reisa Sperling, Director of the Center for Alzheimer's Research and Treatment at Massachusetts General Hospital, will follow with a presentation on how to treat Alzheimer’s before symptoms begin. Dr. Allan Levy, professor and chair of the department of neurology at Emory University School of Medicine will discuss what we know about the genetics of Alzheimer’s disease. The program will conclude with Dr. Maria Castillo, outreach specialist from the National Alzheimer’s Association, who will present information on three new clinical trials that will study the prevention of symptomatic Alzheimer’s disease among individuals who are at elevated risk. Sunny Isles Beach Social Seniors Busy Winter Schedule of Events Continues

There are plenty of things for senior residents to do in Sunny Isles Beach. In addition to the programs offered by the City, an organization, called the Sunny Isles Beach Social Seniors, led by Chairman Dennis Stubbolo, offers monthly social gatherings, which give residents and guests an opportunity to come together and enjoy live entertainment, learn about important medical or financial issues, or just share some time with friends and neighbors. With a lot of hard work and planning on Dennis’ part, the SIB Social Senior group has enjoyed great success in the past year. A sampling of their activities include: History of the Titanic Luncheon, Day trip to Key West, and Winter Music Festival. The winter season continues on Thursday, January 17th, at 11:00 am when guests will enjoy a Concert by Violinist Eddy Shraybman and Pianist Michael Bendoym. This lively duet has performed individually and as part of larger ensembles, and is always a big hit! The group is sponsoring a day trip to Coral Gables on Sunday, January 27th, guests can meet at City Hall at 10am, and enjoy a day out, worry free. “I am from Auschwitz,” proclaimed Sam, when I asked him where he was from. How do you argue with a statement like that? Especially coming from someone who had just moments before, told me that he had never even had a chance to celebrate his Bar Mitzvah. War and the Holocaust took him from being a boy to being an adult without adolescence in between. Sam never got a chance to know what it meant to be a free-spirited teenager. I met Sam in 1998, not long after he had broken his self-imposed silence regarding the war years. Talking about those memories had been too painful. However, it came a point where keeping his silence was even more painful. So Sam began to tell his story to the world. Indeed, Sam was not being poetic when said he was from Auschwitz. He was from a small town in Poland called OÊwiecim which the Germans later called Auschwitz. After the German invasion, he watched as the large local Polish military installation was transformed into what later became known as the Auschwitz Concentration Camp. Sam tells his story of the torture, pain and humiliation he endured from the Nazis. The human mind is extremely resilient and will conform to all sorts of situations when need be, and the Nazis exploited this to their advantage. Sam describes how his dignity was robbed from him: “They dehumanized us,” Sam would say. “We were reduced to basic survival instincts. There was no mother, there was no father, all we were thinking was... where will we get our next piece of bread? Later when the war was over the question was: Will we ever be able to experience emotions? Will we ever be able to love or even cry?” Sam is one of my personal heroes. Not only because of what he went through during the war, but because of what he has managed to create of his life after the war. Sam and his wife, who is also a survivor, managed to build a beautiful family, despite their experiences of the painful past. Sam is now a loving father, grandfather and great grandfather. I can still hear Sam’s voice today as he told it to me fourteen years ago: “They dehumanized us.” It helps me acknowledge the miracle of his rebirth into

a beautiful human - a human with love, compassion, sadness and joys. Despite the horrors that he witnessed, he still has a proud faith in G-d. If you’ll attend a Shabbat morning service at Chabad of Sunny Isles in the winter when he is in town, you will see him there with his prayer shawl connecting with his Creator with love. He triumphed over the Nazis.

Miss Sunny Isles Beach USA Pageant 2013

The annual Miss Sunny Isles Beach USA Pageant will be held March 3, 2013 at 5 PM at the posh Trump International Ocean Resort main ballroom in Sunny Isles Beach. All Florida residents are welcome to inquire more info about becoming a contestant or purchase a ticket to come see our amazing show. We are looking for elegant young ladies aged 14 to 26 years old who are well spoken, have great style, and want to make a difference in their community. We will have both a Teen and Miss division. Winners of the crown will receive the title and prizes, but also they will have a chance to compete live on television on local ABC for the titles of Miss Florida USA and Miss Florida Teen USA. Teen contestants have a chance to win a $40,000 scholarship. Contestants in our pageant will be judged in Interview, Fitness Swimwear, and Formal Evening Wear. There is no talent portion, but we are looking for up and coming role models who

have great communication skills. For potential contestants new to pageantry, we will a hold a workshop the week before the pageant to go over all necessary details in preparation of the pageant. We are also looking for girls aged 4 to 12 years old for our noncompetitive mentorship Little Sister Program. Miss Sunny Isles Beach USA is offering younger girls a chance to be mentored by their sister queens and be invited to make several appearances throughout the year at exclusive events and charities. The Little Sister program promotes leadership, team building, public speaking, and necessary social skills. All little sisters will be crowned the day of the pageant during the show on stage.

Miami Jewish Film Festival turns Sweet Sixteen

The song is instantly recognizable. Hava Nagila (The Movie) opens the Miami Jewish Film Festival at the Colony Theater on Saturday, January 26, and epitomizes the universal appeal of the movies screened during the ten-day event. The film is a joyful romp through the history, mystery and meaning of a ubiquitous party song that has its roots in the shtetls of Eastern Europe, and has found a cultural re-boot with performances by Harry Belefonte, Connie Francis, Glen Campbell, Elvis and even The Muppets. Prior to opening night, on Tuesday, Jan 22nd at 6pm, festival organizers invite the community to the MAR – JCC in North Miami, to join in and dance, celebrate, and pay tribute to the classic tune that has become an integral part of Jewish culture at “Miami’s Great Big Hora Happening.” Ellen Wedner, CAJE Miami Jewish Film Festival Director, has created a movie lineup with something to appeal to every age; from a toe-tapping documentary to a feature about finding common ground in a culturally diverse and racially charged community. Films are screened at theaters around Miami Dade, at the Frank Theaters at Intracoastal Mall, the Cosford Cinema Coral Gables, and the Colony and Regal Cinemas on Miami Beach. By popular

demand, the festival has been extended one day, Monday, Feb. 4th, at the Intracoastal Mall, with films running from 1:30 pm to the last feature at 8 pm. A richly diverse cultural representation – Ethiopian, Israeli, Russian, Dutch, Cuban, German, and Argentinean – define the films scheduled for the Frank Theaters at Intracoastal Mall. Some of the films included in this unique melting pot are: 400 Miles to Freedom, a powerful documentary by co-director Avishai Mekonen, who breaks his 20-year silence about the brutal kidnapping he endured as a child in Sudan during his community’s exodus out of Africa, and in so doing explores issues of immigration and racial diversity in Judaism today. Off White Lies is a charming Israeli film about a father, his daughter and a con game. Libby, an introverted yet sharp-witted teenager, is sent to live with her father, Shaul, in Israel. Her arrival coincides with the outbreak of the second Lebanon war. Libby quickly discovers that her Dad, is an infantile eccentric, and that he is “inbetween apartments”. Shaul’s has a creative plan to put a roof over their heads. They pose as refugees from the bombarded Northern region of Israel, and are taken in by a welloff family in Jerusalem. Finally, in a “nor-

mal” household, Shaul and Libby begin to build their father-daughter relationship, but their false identities can’t last forever. Special guest, filmmaker Yassel Inglesias, attends the screening of his documentary The Chosen Island. In the film, he explores both the history of Sephardim in Cuba and their indelible part of the country’s social fabric. Through interviews with members of the Cuban Sephardic Jewish community, viewers experience the rediscovery and revival of Jewish life there, and listen in as the film raises questions about faith, resilience, strength, and survival. The filmmaker and Festival Director lead a discussion following the screening. Kaddish for a Friend tells the heartwarming story of two very different people from opposite sides of a conflict. Surrounded by memories from his past, Alexander, a Russian Jew and World War II veteran, lives alone in the apartment above Ali, a 14-year-old who, with his family, recently moved to Germany from Lebanon. As Ali struggles to fit in, he falls in with a group of young Arab troublemakers. In an attempt to impress his new friends, Ali is caught in an act of racial hatred. What happens next is a surprise to everyone, but no one more than Alexander and Ali. The festival closes with the coming of age

film, Letters for Jenny (Cartas Para Jenny). Opening with a bittersweet Bat Mitzvah celebration, Jenny enters her teenage years after losing her mother to a terminal illness. Her father gives her a series of letters left behind by her late mother to be opened at key moments in her life. When confronted by an unexpected crisis, she turns to the letters for direction. The story follows Jenny from Argentina to Israel, where she reconnects with her Jewish identity and rediscovers her ability to love. The festival runs from Saturday, January 26 through February 4.
