hen students start the 2013/2014 school year, the Norman S. Edelcup/Sunny Isles Beach K-8 School will be taking learning to a higher level – literally. New levels will soon be added to the existing school building to accommodate 12 new classrooms and roof deck. The Sunny Isles Beach City Commission approved the expansion project to alleviate student overcrowding and allow for the reopening of art and music rooms. According to a December 2011 memo from the City Manager to the Commission, “Since the Norman S. Our trip to Sicily was a wonderful experience. The City of Taormina is a beautiful City with history dating back to 1400 B.C. The Roman and the Greek influence both are very visible. An example of this influence is the Naumachia, a large amphitheatre-type structure made of brick, 122 meters long and 5 meters high. It was built in Roman times and more specifically in the second century A.D. Naumachia, the name literally means “naval battle”. In fact, once it was believed that the structure was a fountain made by the Romans to represent naval battles. Roman structures such as this, leftover from ancient times, were used as foundations for modern homes. In addition to the wonderful history and structures which are centuries old, there are modern hotels, beautiful beaches and shopping one would expect in an upscale location. The Sister City meetings were presented with taste and beauty. The violins played in the background during the presentation of the Sister City Agreement and the speeches of the delegation. This gave the entire event a wonderful ambience. Overall, the trip was a great experience for me and my fellow commissioners. We look forward to our partnership with Taormina to the mutual benefit of both of our cities.

The importance of donating blood: You have the power to save someone’s life BY COMMISSIONER GEORGE “BUD” SCHOLL Executive Vice President, OneBlood, Inc.

It’s hard to imagine possibly needing a blood transfusion. Most think it will never happen to them, but the reality is one in three of us will need blood at some point in our lives. Blood recipients are all around us, alive today because of the selfless act of blood donors. Trauma patients, cancer patients, premature babies and sickle cell patients are receiving blood every day. Hospitals could not operate without a safe, reliable and affordable blood supply. Community Blood Centers of Florida takes great pride in ensuring that the right unit of blood is available for the right patient at the right time.

Our mission is simple, and that is to save lives in our community. Blood cannot be manufactured – it must be collected from volunteer donors. Blood donated today will likely be transfused into a patient within two to three days. The turn-around is that fast, the need is constant. I encourage you to think about hosting a blood drive. In addition to saving lives, the blood center also contributes to healthy workplaces because donating blood has numerous health benefits for the donor. Everyone who donates blood with us receives a free miniphysical that provides cholesterol level, pulse rate, blood pressure and temperature. With employers doing everything possible to manage medical insurance costs, donating blood is a sensible, no-cost way to help employees take responsibility for a healthy lifestyle.

If you are among the 5 to 10 percent of the population that donates blood I would like to take this opportunity to personally thank you for your generosity and for providing hope to ill and injured patients. If you have never donated before I would like to invite you to visit one of our branch locations or get aboard one of our many blood mobiles that venture out into our communities seven days a week. Health care faces many challenges and the urgent need to recruit new blood donors is among them. The power one person has to save another is profound. All it takes is a little of your time and you will literally be giving someone else a second chance at life. For more information on hosting a blood drive call Bill Foty at 954.449.3280 or to donate blood yourself visit www.cbcsf.org. (SEE PAGE 8)

Smart City

CALENDAR OF MEETINGS AND EVENTS

BY BARI AUERBACH

Now that the city’s K-8 school is getting ready to expand, there may be more classrooms available for teaching new courses like these proving why Sunny Isles Beach is such a “smart city!” MATH WHIZ: This course could teach how the city’s finance department calculates fiscal year budgets enabling residents to pay lower property tax rates while still enjoying the highest quality of life. Let’s just hope all the money everyone’s saving doesn’t add up to higher credit card bills! EARTH SCIENCE: This course could focus on the city’s scientific approach to ensuring parks with an abundance of “green earth” continue to blossom in Sunny Isles Beach – making neighboring municipalities green with envy! STATISTICS: This course could explain how savvy City Commissioners keep abreast of statistics highlighting “growing-younger” demographics that generated efforts to build a K-8 school and provide many other family friendly amenities, activities and special events like Sunny Serenades that could never be held in the snowy north!

HISTORY: This course could recount the remarkable renaissance of Sunny Isles Beach since the city incorporated in 1997; and the history of how old motels transformed into $40 million Mansions at Acqualina and Porsche residences driving luxury and prestige along Collins at record speeds! LANGUAGE ARTS: This course could highlight the city’s rich cultural diversity – but since there are so many languages spoken in Sunny Isles Beach, there might not be enough classrooms – even with the school expansion! WRITING REVIEWS: This course could give all happy Sunny Isles Beach residents an opportunity to write rave reviews about life in the city and then mail postcards to all their friends and family members, sharing the sentiment Wish you were here in Florida’s Riviera! Then again, the teacher may want to hold onto those to help keep parking spots by the beach available! SPELLING: This course could redefine how to spell success: Sunny Isles Beach – the name also often associated with some of these words found in a special city Thesaurus: Beautiful, lovely, magnificent, marvelous, amazing, pristine, perfect, ideal, spectacular, splendid, superb!

Veterans Day event to mark Military Museum ‘milestone’ BY RICHARD YAGER

Veterans and active duty military personnel along with their families and the public will join in a special Veterans Day observance on Monday, Nov. 12, 10 a.m., at the Military Museum of South Florida, 12450 SW 152 St. (near Zoo Miami). A temporary 30-foot steel will serve for a flag-raising ceremony with appropriate fanfare by a Fort Benning Army Band Brass Quintet and musical selections by FIU’s Ernest Rodriguez to mark the occasion. The museum is being developed in annual projects after its removal from the former Richmond Naval Air Station where it once served as a Navy blimp base headquarters building before salvaging for a new museum of South Florida military history. Funding of $2 million from the county’s Building Better Communities bond program was used to restore the structure and its relocation in 2010 to the Gold Coast Railroad Museum grounds next to Zoo Miami. A substantial part of the funds also built a new foundation, replaced structural members including windows and doors and finished the building’s roof and exterior.

An additional $1 million of county funding in 2012 continued redevelopment as a museum by finishing three interior floors and walls, building doorways, a stairwell and main entrance porte-cochere, and installing an elevator shaft. Completion of the museum is dependent upon continuing fund allocation, including a request for state participation which was sought in the 2012 legislative session and by rejected by Gov. Rick Scott among other budget cuts. Once the museum’s interior is serviceable, an accumulation of military exhibits will be installed along with artifacts that trace the history of South Florida and its servicemen and women during World War II and later years. Atwood said that formal opening of the museum remains contingent upon continuation of sufficient funding to complete development for opening as a public museum, an event already six years in the making since the 26-year reserve officer began his mission. VETERANS DAY BY RICHARD C. SCHULMAN

City Historian

On November 11 we will remember and acknowledge those who were and are called upon to put their lives on the line for the United States of America. For those who died in the service of our country and for those who live serving our Nation, deserve not merely the grateful thanks, but also the salute of each and every citizen of America. The most remarkable thing about veterans in general is that they came home as motivated in peace as they were in war. Calvin Coolidge once said, “The nation which forgets its defender will be itself forgotten.” In 1950, 37 percent of the male population 18 years and over were veterans. By 1975, thanks to a couple of newer wars that figure had risen to 41.8 percent. Perhaps the greatest honor we can pay our veterans, living or dead, is best expressed in another quotation from that

most eloquent of American presidents, Abraham Lincoln, “It is for us, the living…to be dedicated here to the unfinished work that they have thus far so nobly advanced…that we here highly resolve that these dead shall not have died in vain; that this nation, under God, shall have anew birth of freedom, and that government of the people, by the people, for the people shall not perish from the earth.” Lincoln spoke those words on November 19, 1863. For some reason, November is a particular month of remembrance and thanksgiving, going to the polls to vote, carrying the flag, and commemorating the end of World War I. So many of our citizens are Veterans of many wars, serving on the front lines or in support behind the lines. In paying tribute to our veterans, we are in fact paying tribute to the great heritage that we all share in this nation, and as a people devoted to the ideals of Freedom and Democracy. GOD BLESS ALL OF OUR VETERANS AND GOD BLESS AMERICA!

There were more than 125 seniors who attended our Sunny Isles Beach Social Senior Special Event, our first of the new season, which was held at the Pelican Community Center on Thursday October 18th, 2012. The Palace Group, headed by VP of Marketing and Sales Adam Rosenblum, in collaboration with University of Miami’s Osher Lifelong Learning Institute (OLLI), hosted a Titanic series in Sunny Isles Beach, commemorating the 100th anniversary of the cruise ship’s maiden voyage. When we all closed our eyes and then opened them, we were all transported back in time -100 years- to enjoy an unbelievable presentation and a delicious lunch with the captain of the famed RMS Titanic, Edward J. Smith. Captain Smith was portrayed by Robert Dawson, who told his entertaining and spellbinding experiences aboard the ships of White Star Lines. Chef Rolf Nettesheim created an exquisite menu featuring the authentic cuisine served to First Class guests aboard the Titanic with items such as Beef Wellington, Coconut Shrimp, Salmon with Mousseline,

2013 Mercedes SL marks 60 years of excellence Ron Beasley AUTOMOTIVE EDITOR

LET’S TALK CARS

I don’t think there’s a car buff alive that does not love the Mercedes Benz SL, and the 2013 version has only served to generate more fans and an even greater appreciation of this beautiful automobile. This sixth generation SL is about two inches longer and wider, and its aluminum frame is about 275 pounds lighter than the previous model; most of the body panels are also aluminum, and high-strength steel is used in the roof pillars. Overall, the new SL body is about 20 percent stiffer than the car it replaces. For a bit of history, this model marks the 60th anniversary of the iconic coupe/roadster and the SL designation initially was intended as an abbreviation for the words “super” and “light.” The name “SL” evolved to become the best-known model in the Mercedes-Benz line. The first-ever SL in 1952 was a racecar, with an innova-

tive tubular space frame, a teardrop-shaped aluminum body and “gullwing” doors. It won both Le Mans and the famed Carrera Panamericana that year and the 300SL was a racing sensation that launched the revolutionary production sports car. The 2013 version of the SL550 is powered by an amazingly efficient and refined new V8 engine that gets up to 14 percent better fuel economy while producing even more power, thanks to such innovative technology as direct fuel injection, twin turbochargers and a multi-spark ignition. The new 4.6-liter engine has a 20 percent smaller displacement, but generates more horsepower and torque — 429 hp and 516 pounds-feet of torque. Its smaller displacement is more than offset by the power boost of twin turbochargers and an air-water intercooler. The new SL550 engine comes with an innovative ECO stop-start system. When the car stops and you step on the brake pedal, the engine turns off automatically to save fuel. As soon as you take your foot off the brake and step on the accelerator, the engine computer selects the piston that is in the best position for first ignition, and the direct fuel injection and multi-spark systems work with a starter motor to seamless-

ly re-start the engine. Aside from the powerplant, this SL is simply loaded with the latest in automotive technology. Such things as a retractable hardtop on the roadster and a standard Panorama sunroof on the coupe, with a seethrough polycarbonate roof panel. The optional Magic Sky Control has a glass roof panel and the tinting is controlled by the driver or passenger. A button above the rear-view mirror lets you change the tint from transparent to heavily tinted, using technology similar to automatic dimming mirrors.

There also is a myriad electronic safety systems and crash avoidance systems on the SL, including Attention Assist, Distronic Plus, Pre-Safe Brake and ESP stability control, as well as Active Blind Spot Assist and Active Lane Keeping Assist. Base price on the 2013 Mercedes Benz 550SL is $105,000.

2013 Mercedes SL marks 60 years of excellence Ron Beasley AUTOMOTIVE EDITOR

LET’S TALK CARS I don’t think there’s a car buff alive that does not love the Mercedes Benz SL, and the 2013 version has only served to generate more fans and an even greater appreciation of this beautiful automobile.

Ron Beasley is the automotive editor for Miami’s Community Newspapers. Homeowers, beware of Citizens’ new ‘Insurance Depopulation Plan’

Al Sunshine CBS MONEY WATCH

If you are one of the thousands of South Florida homeowners insured by the staterun Citizens Insurance program, you may have received a letter from them recently, or from another insurance company that you’ve probably never heard of. It is all part of a recent effort by Florida Gov. Rick Scott and the Florida Legislature to “shrink” Citizens Insurance and move policyholders to private companies. However if you threw the letters out, you will automatically be “depopulated” to a company you may know nothing about, even if you haven’t given your approval. It’s called a “Negative Option” plan and, according to a member of the group’s board of directors, it’s intentionally aimed at ousting as many policyholders as possible off Citizens’ roster. To date, 84,000 policies already have been “taken out” and it’s believed that as many as 210,000 more — mainly based in High Risk Coastal Areas of South Florida — have been earmarked for removal. The goal is reduce Citizens’ exposure and allow private companies to take over more “risk” in the event of a bad storm, but critics argue that the way the program is being enacted does not give homeowners enough information about the new companies, nor does it boost their ability to pay claims in the event of any major storm losses. To make the situation even more precarious, there’s a 30-day countdown for this recent group of homeowners “selected” for depopulation that expires on Nov. 6. In simple language, that means if you do nothing and fail to send back the proper “Opt Out Forms” to “Say No,” you automatically will be removed from Citizens

Insurance and your homeowners’ insurance coverage will be taken over by a new company. Unfortunately, Citizens Insurance offers very little about the plan on its website. As a result, many homeowners may be frustrated with the lack of information on “Just Saying No.” However, CBS4 has investigated the situation which may help you decide for yourself whether you want to accept the new coverage, or to opt out and stay with your current Citizens policy. Still, some customers like Doral’s Waldo Faura say its new plan is optional; customers can just say no…but he says that Citizens isn’t telling its customers all the details. “Absolutely not,” Faura added. “I think Citizens has been on the path to push insurance policies for the insurance companies at the expense of the insured, and this is another means and another way of doing it.” If you get a letter from a private company that wants to take over your Citizens’ coverage, you may want to check out its website for more information. I crunched the numbers and found that the plan targets approximately 200,000 policies through an automatic negative option aimed at increasing private insurance coverage. To decline the offer from a private insurer, you have to file a formal opt-out form within 30 days. If you received one of these letters from the state’s Citizens Insurance program, you must formally notify them by Nov. 6 and let them know you want to stay in the program and not be “taken over” by another company. Citizens has a special hotline set up to handle questions at 1-888-685-1555. You also can get more information from your local insurance agent. HIGHER LEARNING, from page 1 of the originally designated classroom configuration, art and music rooms have been converted to regular classrooms. “In order to ensure that all children legally residing in the geographic area served by the school can both attend the school and receive a comprehensive education that includes art and music classes, the number of classrooms in the school needs to be increased to accommodate a higher number of students. The agreement [between the City of Sunny Isles Beach and Miami-Dade School District] contains a cost-sharing arrangement in which the city is committing up to $2 million for this expansion project. If the project cost exceeds $4 million dollars, the school district will absorb the additional costs.” In February of this year, Vice Mayor Lewis Thaler wrote a column for the Sunny Isles Beach Sun explaining, “The City of Sunny Isles Beach is lending Miami-Dade County Schools $4 million to expand the school, of which only $2 million dollars will be paid back over ten years. The remaining $2 million dollars will be a donation to the school district from the city.” At the Oct. 18, 2012 City Commission meeting, a presentation was made by architects and contractors providing an overview of the school addition, which will help accommodate increasing enrollment from 1,640 to about 1900 students by the 2013/14 school year. Construction is currently slated to commence in December. Mike Geary, executive vice president of Pirtle Construction, noted, “We’ve been in South Florida since 1968 and have built over 350 schools - many with Miami-Dade Public

––––––––––––––––––––––––––––––––––––––

Schools. We assure you that safety is paramount to us and we’re very familiar with working in occupied schools…We’ll be communicating with your school principal and city staff [on issues such as] signage, dust and noise control.” Dr. Annette Weissman, principal of the Norman S. Edelcup/Sunny Isles Beach K-8 School, who was present at the meeting, recently wrote a column in the Sunny Isles Beach Sun proudly announcing, “For the fourth straight year, [our school] received an ‘A’ grade from the State of Florida. Accomplishing our goals was a cooperative effort of the hard working, dedicated staff, the involved parents, and the supportive community all focused on the goal of academic excellence for all children…It takes a village and NSE/SIB K-8 is fortunate to have a caring, committed village of individuals who are willing to work in unison for the benefit of all.”

‘GO FOR GO BOND’ During the Oct. 18 City Commission meeting, a presentation regarding the General Obligation bond appearing on the Nov. 6 ballot was made by Miami-Dade Public Schools Chief Facilities Officer Jaime Torrens. “The [Miami-Dade] School District has placed on the November ballot a $1.2 billion General Obligation (GO) bond for improvements and technology upgrades in all of our [school] facilities,” Torrens explained. “This new GO bond would provide a long-term solution to the facilities needs in Miami-Dade County, which are many. The GO Bond will also provide continuation of bonds issued in 1988 that will be sunsetting in 2017; and be a

Page 21

financing/funding vehicle to continue improving our schools and updating all of our campuses throughout the district. “The financing is a 30-year financing plan. The key to this is it would provide funding and financing from investors outside of the local area infusing capital into our community for both generation of jobs and improvement of our schools.” Torrens noted categories of work included would involve renovation of older campuses, replacement of some buildings, and technology improvements. “It’s crucial for students to have access to these resources in order to receive top notch education,” he said. “It’s also important for capacity projects to accommodate growth areas in Miami-Dade. There have not been any major renovation efforts since 1988 when the last GO bond was approved by voters in Miami-Dade, so the recent focus has been on capacity. “Between class size compliance and growth in population since 1988, we added about 105,000 student stations over the last six or seven years – this is evidenced by one of the projects being [the school built in Sunny Isles Beach]. Even though the class size amendment was passed by the state, Miami-Dade never received its share of funding for class size compliance, so essentially, we had to use local revenue that would have otherwise gone to renovate many of our buildings to comply with class size. It was determined no solution [other than the GO bond] could address the district’s capital needs. “[Reasons for putting the GO bond on the ballot now] relate to today’s historic lows in interest rates in financial markets and a decline in construction costs…Every year we wait, the facility needs continue to grow and the cost isn’t going to get any lower.”

According to an Oct. 21 Miami Herald article, “For the first year, 2013, homeowners would pay $5 per $100,000 of assessed value for the new bond, in addition to the $23 for every $100,000 of assessed value for the existing one, which ends in 2017. For the full term of the new program, a homeowner would pay an average of $27 for every $100,000 of assessed value, up to the maximum of $35.” Reiterating “guiding principles” of the GO bond, Torrens said, “We want to enhance the safety and security of all campuses ensuring teachers and students have safe and appropriate spaces in which to educate our students. Every school will be upgraded or renovated and technology equity will be guaranteed throughout the district…There will also be transparency. An oversight committee of local citizens will review plans to make sure the commitments made are kept to the community and that the financing is audited on a regular basis.” Addressing issues of specific concern to Sunny Isles Beach, Torrens said, “As of September of this year, we had almost 2,400 students from Sunny Isles Beach attending Miami-Dade County Public Schools…There are [improvements] contemplated in each one of the schools Sunny Isles Beach students attend. Even in the newer schools, there will be technology upgrades throughout the course of this bond program because this is a long-term, 30-year financing plan with about a seven to eight year implementation.” At the conclusion of Torrens presentation, on behalf of the City Commission, Mayor Norman S. Edelcup noted, “This is an important issue that will be on the ballot…we recommend people vote in favor of [this bond] because there is nothing more important than the education of the children because they’re the future of this city, state and country.”

PUBLIC WORKS PERMIT NEEDED FOR GOING UNDERGROUND If you hire a contractor to underground cable and utility lines, please inform them to obtain a Public Works permit from the City of Sunny Isles Beach before starting the work. MOUNT SINAI COMPREHENSIVE CANCER CENTER HOSTS NINTH ANNUAL LADIES’ SPA DAY FOR CANCER PATIENTS

On October 23, The Mount Sinai Comprehensive Cancer Center hosted its annual Ladies’ Spa Day. ninth Approximately 60 women attended the event, all of whom are current cancer patients receiving treatment at Mount Sinai or cancer survivors. The women enjoyed a day of pampering and relaxation while also being provided with helpful information to manage their cancer. Attendees indulged in complimentary beauty services such as manicures, massages, hair styling, facials and wig care.

Saks Fifth Avenue Bal Harbour, a recent partner of the Mount Sinai Cancer Center for the annual Key To The Cure event, also attended and provided make-up application services. In addition to beauty treatments, the women were invited to participate in energy therapy, meditation and yoga sessions. Among the survivors at this event was Ada Nimo, who was diagnosed with breast cancer ten years ago and received her treatments at Mount Sinai. “I have been coming

to this event since it started because I feel it is important to treat yourself and remind yourself of your beauty within, especially when cancer treatments can wreak havoc on how your self esteem and how you feel you look,” said Nimo. “But, mainly, it’s important to have the opportunity to meet and talk to other women who are going, or have gone through, the same thing you did. There is support amongst all the women here.” Information on healthy eating and integrative medicine were also presented by
