e leave 2011 with a sense of community pride for the extraordinary efforts of our citizens, commission, administration and businesses that, through their hard work has us striving. We leave 2011 with gratitude for the generosity of our area residents and businesses that purchased gifts which ensured a happy Christmas for over 800 children who live in our city. You also gave generously to our Thanksgiving feast. The year 2011 demonstrated through its challenges and opportunities that we live and work in a warm and caring community. It is hard to believe another year is just beginning. I am excited for our new year. The economy is slowly beginning to thaw; projects are beginning, and more will follow. Our Commission and staff are committed to working so that we position our city to be ready to reap the benefits from an improving economy. We have a vision and mission for our city from which we will build strategies to guide us to a successful future. I’d like to say at this time that it was a privilege to serve as your Mayor this past year. I am looking forward to 2012 with confidence and optimism for our community. I want to express my gratitude to all of you for the continued public trust that you have honored me with by allowing me to continue as your Mayor. I respect this position and consider it an honor and privilege

to serve the residents of West Park. I want to officially congratulate Commissioner Fyffe and Commissioner Mack on their reelection. Both have lifelong roots in the City, and I know that they will serve our city well. They have already demonstrated their service with their knowledge and commitment over the years. This year was very significant for our city as we officially opened our New City Hall. I am sure that those who attended the “Open House” were impressed. This state of the art facility will enable our Staff and Commissioners to meet the needs of the 21st century in serving our community. I would personally like to thank our Administrator and his staff for the countless hours required so as aid myself and the Commission in implementing our vision for the City. Although the budget process this past year was grueling and will only be more challenging this coming year we are committed to preserving a stable tax rate in West Park while maintaining quality services. Received $154,000 grant for establishing a single-stream recycling program throughout the City. The fund will assist with the purchase of recycling carts and for the program’s public outreach materials. 7. Secured $541,000 in grants from the Florida Department of Transportation for improvements to SW 56 Avenue, between Pembroke Road and County Line Road. • Reduced Fire Department Annual Expenses: Negotiated a revision to the Fire Service contract with Broward Sheriff’s Office Fire Department and the Village of Pembroke Park. The negotiation resulted in a 50%-50% split of the total operating cost with the Town of Pembroke Park. These efforts resulted in a savings of $538,429.30. Additionally, after restructuring the Emergency Medical Transport process, the emergency medical transport fee was estimated to yield $310,000 in revenue for

Reorganized the bulk trash collection for better quality service and cleaner neighborhoods. Also in consideration of the privilege granted to our service provider (WastePro) for the use of our roads, streets, easements, alleyways, swales and other public places; WastePro is required to pay a franchise fee of 15% of their gross revenue. This is an estimated increase of $92,100 from the amount we receive from the county last year. • New Stormwater Utility Program: A Stormwater Utility Program was established in accordance with section 403.0893 of the Florida Statute. The program is intended to generate revenue sufficient to plan, construct, operate and maintain stormwater management system. In addition, this revenue will be set aside for such activities as storm drain cleaning, new drainage system construction, and various

• City Newspaper: The City established the West Park Community Newspaper in our effort to continue improving communication with residents. • Playful City Designation: The City was recognized and designated as a Playful City USA. This designation allows the city to partake in the following: 1. Be included in a national media campaign and be provided local media support and receive priority status in accessing all KaBOOM! resources including playground builds, trainings, and grants opportunities. 2. Receive highway signs, awards and special incentive opportunities in honor of Playful City USA status. 3. Be given access to online resources and communication vehicles to keep connected to Playful City USA communities nationwide. 4. Be recognized at national municipal leadership and recreation conferences. 5. Receive priority status for KaBOOM! Playground builds and grants. • Prescription Discount Card Program: The City partnered with The National League of Cities and CVS Caremark to provide the Prescription Discount Card Program to residents. The program allows the city to offer savings on prescription drugs to residents

who do not have health insurance; a traditional pharmacy benefits plan for prescriptions not covered by insurance. The residents will save an average of 20 percent of the full retail cost of prescription medication. Benefits of the program include: • NO COST to the City • NO COST to residents • Average savings of 20% • 9 out of 10 pharmacies participate in the program – more than 60,000 nationwide • No enrollment or membership fees • No limit on how many times the card may be used • No age requirements • Coverage for all family members • Pet medications used to treat human conditions are covered • New Website: The City launched a new, user-friendly website in October which provides up to date information for residents. The website also features an interactive calendar, and links to current announcements, events, and the Community Newspaper. • Code of Ordinances Launched Online: The City’s Code of Ordinances was officially posted online in November, 2011. This allows residents and the general public to access any of the City’s ordinances at their convenience. The City’s Code can be accessed at: http://www.municode.com/resources/gate-
way.aspx?productId=14982. • Transfer of Property from FDOT: The City signed a Memorandum of Understanding with the Florida Department of Transportation for the turnover of drainage retention ponds along State Road 7. In an effort to spur economic development in the City, the City desires to develop this portion of State Road 7 into an urban boulevard which would include commercial buildings, pedestrian friendly sidewalks, pedestrian lights and landscaping. This acquisition will bring potential revenue to the City’s tax base as these sites will be used as developable property, thus reducing property taxes in the future. • Traffic Calming Study Area A Improvements: The City Commission held several traffic calming workshops and adopted a traffic calming plan for Study Area “A”. The boundaries of Study Area “A” include: • North Boundary: Hallandale Beach Blvd • South Boundary: County Line Road (NE 215 Street) • West Boundary: State Road 7 • East Boundary: SW 56th Avenue The project will involve construction of various traffic calming devices such neighborhood circles, speed humps, speed tables and/or raised intersections at designated areas. The improvements will significantly

improve traffic congestion and increase safety along these roadways. • McTyre Park Master Plan: The City Commission approved a conceptual master plan for McTyre Park in an effort to meet the increased usage and demand for the park’s facilities. The master plan will define a meaningful balance between open field play areas; facilities for after school programs and events; improved vehicular parking; food and beverage concessions; exercise trails; a gymnasium and expanded green space areas. This master plan will result in a state-of-the-art, family friendly facility that residents will enjoy for years to come. Finally, I wish to thank West Park residents for their tolerance, patience, and support as we continue to move our City forward. I promise to continue to be readily accessible and responsive as your Mayor for the next five years. It was a privilege to serve as your Mayor this past year. Each New Year’s Eve is a blank canvas for us all, a time to reflect on our actions from the previous year and create a better future in the year ahead. Let me begin by wishing everyone a Happy New Year! With the holidays behind us, it’s that time of year where things get moving again. For children, starting school or moving to a new class brings thrills and challenges. For parents they are back to work, and offices are back to regular work hours. For others, this time of year is a chance to plan the year ahead and start afresh after a relaxing holiday. The start of a New Year is an exciting time for many people! The year 2011 has gone into the history books of West Park and it is hard to believe that 2012 has arrived. As I look back at the past year, it’s very important to thank my fellow Commission members and our City staff for the countless hours they contributed toward making West Park
a better place to live and enjoy. Thank you for another outstanding year! To all residents who volunteered and put in hundreds of hours serving on our City’s advisory committees and at our community events: THANK YOU! We couldn’t accomplish all we did and be the City we are without your efforts. I know 2011 was a busy and challenging year for many, but you’ve made the City better. I encourage everyone to please consider investing some of your time to our beloved City. Your help is appreciated with any of our community events, meetings and/or activities. Good Things Come From West Park! BY VICE MAYOR FELICIA M. BRUNSON
MOn December 9, 2011, West Park’s very own Patrick White received a letter of commendation for outstanding performance of duty while assigned to Coast Guard State Cape Cod Canal in Sandwich, Massachusetts. During this time, he was an integral part of the Deck Department and an invaluable assistant to the Executive Petty Officer. He was instrumental in the training of his fellow shipmates, specifically two Coast Guard
built 45 active and reserve security files which led to a near perfect examination. Like he did here in West Park, White selflessly dedicated his time to give back to the community, volunteering as an assistant baseball coach at a local high school. White’s dedication to the crew and to the unit’s many missions illustrated fine character thus emulating exemplary core values of honor, respect and devotion to duty. Because of this meritorious service, it is with extreme pleasure that I ask all of West Park to join me in congratulating our very own SN Patrick S. White of the United States Coast Guard on receiving the Commandant’s Letter of
SN Patrick S. White, U.S.C.G., resident of West Park Academy cadets. His professionalism and maturity were also lauded following a tour that he provided to a Flotilla 6-4 member and their family. White also sought out additional responsibilities by assisting the XPO for a two-week period, reestablished the unit’s Personnel Security Program and

2012 Scion iQ is a big idea in a small package Ron Beasley AUTOMOTIVE EDITOR
LET’S TALK CARS The new Scion iQ is the latest vehicle to join the growing list of micro-subcompacts that many auto manufacturers are offering American consumers. Measuring just 10 feet in length and with the capability of seating four people, Scion is billing the iQ as the world’s smallest fourseat vehicle. The iQ is a three-door hatchback with a geometric shape and it should give the Smart Car a run for its money. It has a strong, high beltline that runs from the large headlights, up the A-pillar and across the roof to wrap around the rear. Side mirrors with integrated turn signals accent the geometric design. The iQ is billed as a premium micro-subcompact and it is intelligently designed, with six engineering innovations basically responsible for its ability to be small in size, but large in capability. They are: • A compact front-mounted differential; • A high-mount steering rack with electronic power-steering;
• A compact air-conditioning unit; • A flat gas tank housed beneath the floor; • Slim-back front seats that optimize rear legroom, and • A 3+1 offset seating arrangement that allows one adult to sit behind the front passenger and a child or small package behind the driver. The iQ has a 78.7-inch wheelbase and a unique suspension design of MacPherson struts up front and a compact torsion beam in the rear. The combination allows the little car to maneuver through city traffic much easier than a larger vehicle. The overall length of just 120.1-inches and short front and rear overhangs allows the iQ to slip into virtually any urban parking space. At the same time, the iQ has a wide track of 66.1 inches for solid handling, much like a larger sports car. The 2012 iQ is powered by a 1.3-liter, four-cylinder engine that produces 94 hp and 89 pounds-feet of torque. It also has the latest dual VVT-i, allowing the engine to operate efficiently and deliver a broader powerband, yet requiring less fuel and generating fewer emissions. The engine is paired with a Continuously Variable Transmission (CVT) for smooth acceleration and excellent fuel efficiency of 37 mpg. The iQ comes standard with safety features that consumers expect and demand. It has 11

New Year’s Resolutions! Make Them Work For You BY KEN KRONHEIM, M.S. Licensed Psychotherapist
The start of the New Year is often the perfect time to turn a new page in your life, which is why so many people make New Year’s resolutions. But why do so many resolutions fail? Researchers have looked at success rates of peoples’ resolutions: the first two weeks usually go along beautifully, but by February, people are backsliding and by the following December, most people are back where they started, often even further behind. Why do so many people not keep their resolutions? Are people just weakwilled or lazy? According to researcher John Norcross and his colleagues, who published their findings in the Journal of Clinical Psychology, approximately 50% of the population makes resolutions each New Year. Among the top New Year resolutions are weight loss, exercise, stopping smoking, better money management and debt reduction. People tend to make resolutions as a way of motivating themselves; however, often people are not truly ready to change their habits, particularly bad habits, and that accounts for the high failure rate. Another reason is that people set unrealistic goals and expectations in their resolutions. If you’re going to make New Year res-
olutions, here are some tips for success: 1. Focus on one resolution, rather several; 2. Set realistic, specific goals. Losing weight is not a specific goal. Losing 10 pounds in 90 days would be; 3. Don’t wait till New Year’s Eve to make resolutions. Make it a year-long process, every day; 4. Take small steps. Many people quit because the goal is too unrealistic, requiring too big a step all at once; 5. Have an accountability buddy, someone close that you have to report to; 6. Celebrate your success between milestones. Don’t wait for the goal to be finally completed; 7. Focus your thinking on new behaviors and thought patterns. You have to create new neural pathways in your brain to change habits; 8. Focus on the present. What’s the one thing you can do today, right now, to take you closer toward your goal? 9. Be mindful. Become physically, emotionally and mentally aware of your inner state as each external event happens, moment by moment, rather than living in the past or future. And finally, don’t take yourself so seriously. Have fun and laugh at yourself when you slip, but don’t let the slip hold you back from working at your goal. Have a Happy and Safe 2012!

• Test smoke alarms once a month. • Change alarm batteries annually. • Develop a fire escape plan. • Practice the escape plan with your family. • Make sure you have smoke alarms by each bedroom. • Use caution when taking down holiday decorations

RED LIGHT CAMERA SAFETY PROGRAM RED LIGHT CAMERA ENFORCEMENT PROGRAM FREQUENTLY ASKED QUESTIONS Q: What is a red light running violation? A: A violation has occurred if, when while facing a steady red traffic signal, your vehicle proceeded into such an intersection without stopping and standing until an indication to proceed was shown or your vehicle made a right hand turn, or a left hand turn from a one-way street onto another one-way street, while facing a steady red signal without first coming to a complete stop and not proceeding until it was safe to do so and yielding rightof-way to pedestrians lawfully in an adjacent crosswalk and to other traffic lawfully using the intersection. Q: Why install red light cameras? A: Traffic studies show that red-light running is a problem at many intersections throughout the County. The National Highway Traffic Safety Administration estimates 20 percent of all drivers do not obey intersection traffic signals. Red light cameras help us to enforce traffic laws by automatically photographing vehicles whose drivers run red lights. The City of West Park is committed to the safety of its community and dedicated to reducing red light violations and their potential for crashes and injuries on our roadways. Q: How do intersection safety cameras work? A: First rear image: The “A” shot is captured from the rear approach showing: the scene of the violation including the back of the violating vehicle in front of the violation line; one or more visible red light signals; and a clear image of the license plate of the offending vehicle, all from the single, base image. Second rear image: The “B” shot is also captured from the rear approach showing: the scene of the violation including the back of the violating vehicle after the rear axle has crossed the stop line and the vehicle has illegally entered the intersection; one or more visible red light signals; and a clear image of the license plate of the offending vehicle, all from the single, base image. License plate crop: For the court and police department this is the most significant innovation in photo enforcement. The Axsis™ Violation Processing System will create a magnified “crop” of the license plate from one of the images for easy viewing. The cropped license plate close-up is not a separate image, but rather a close-up view of the original violation image. This image can be taken from either of the two images captured. Q: Where will the red light cameras be located in West Park? A: Cameras will be installed at the following intersections in the City. Each approach will be clearly marked with signs. 1. A: The Automated Safety System only becomes active once the red light is showing. It will not capture a vehicle if the vehicle enters the intersection prior to the light changing to red. If you entered the intersection on yellow, it is legal to clear the intersection if the light turned red while you were still in the intersection. Continued on next page
Red-Light Safety Cameras to bring lifesaving benefits to West Park Starting in January, 2012 West Park will join the more than 80 other Florida communities currently using red-light safety cameras to enhance road safety. West Park will work with the Broward County Sheriff’s Office to deploy cameras at their most dangerous intersections. Florida was the third most deadly state in the nation for red-light running fatalities in 2009. Across the United States, red-light runners killed an average of 885 people and injured 165,000 each year for the past decade. Now, through its road safety camera agreement with American Traffic Solutions, West Park joins more than 500 communities across the nation using this lifesaving program. “Although some have complaints with regard to red light cameras, I do believe that many lives have been saved because of the added awareness of being fined for running those lights,” said Mayor Eric Jones. “Those who stop when the light is red won’t be affected, only those who violate. It’s cheaper to pay a fine than to pay for a funeral.”
This year, the Insurance Institute for Highway Safety found red-light safety cameras in 14 large U.S. cities saved 159 lives in a five-year period, and determined 815 more lives could have been saved if all 99 large cities had used these cameras. “This program will free up deputies to focus on other crimes. Our resources are already stretched, any technology that allows us to do more with less is welcomed,” stated Broward County Sheriff’s West Park Chief Nichole Anderson. Q: Why did I receive this Notice of Violation? A: Based upon images captured by the automated system, your vehicle was determined to have committed a red light violation. As the owner of the vehicle, the Notice of Violation is mailed to you. Q: What if I am not the driver/owner of the vehicle at the time of the violation? A: If your vehicle was stolen or sold at the time of violation, or was being test driven by another person, you may submit a sworn statement to that effect to the Court to rebut the presumption, that you were driving the vehicle at the time of the violation. A Declaration Of Non-Liability form may be downloaded from www.ViolationInfo.com or obtained from the Court. The form must be filled out, accurately and in its entirety. The form must be mailed or hand-delivered in-person to the Court prior to the Notice due date before any additional actions can be taken. If you are a rental car company or you leased your vehicle, send your letter identifying the driver along with a copy of this Notice within 30 days after the date of the Notice of Violation is received to Violation Processing Center, PO Box 22091, Tempe, AZ 85285-2091. Q: What happens if I ignore the Notice of Violation? A: Failure to pay the civil penalty or to contest liability prior to the 45th day after receipt of the notice is an admission of liability, and failure to appear at an administrative adjudication hearing after having requested a hearing is an admission of liability and constitutes a waiver of the right to appeal. Failure to pay the civil penalty within 45 days after receipt of this Notice of Violation shall result in the imposition of a late-payment fee of $25. If the second notice remains unpaid, collections proceedings and entry of judgment against you may proceed, and a request will be made to the Florida Division of Motor Vehicles to place a State hold on the registration renewal of the vehicle. Q: Will I receive any points on my driving record for this violation? A: No, this is a civil infraction that is not reported to the Florida Division of Motor Vehicles. Q: Will my insurance rates be affected? A: No, this is a civil infraction that is not reported to any insurance agencies. Q: Is this only a revenue generating program? A: No. This is a safety program. Red Light Camera Enforcement programs have been shown to reduce red light violations and intersection crashes. Numerous studies from the United States and worldwide, as well as the experience of many other cities, indicate significant decreases in red light running violations and collisions after cameras were installed. Other intersections not monitored by automated enforcement may also experience a decrease in violations and accidents as a result of the presence of this automated enforcement in other areas of the community. Q: What if I was issued a Notice of Violation from an Officer for the exact same offense? A: The Traffic Ticket issued by the officer takes precedent over the Automated Safety System Notice of Violation. You must appear in court with the traffic ticket and the Notice of Violation and the Adjudicative Hearing Officer will take the appropriate actions. ***See Page 20 for A Sample Notice of Violation.***

Football Finals, Finally! Tips for Tailgating Family and Friends gather together before the big game, grill up some burgers and have some fun. Add 100,000 swirling, tipsy, fans to the mix and things get a bit dicey. Everyone likes to party and have a good time, but being prepared to handle the pre-game partying and party goers will keep you safe, and assure your spot in the parking lot for the next game. If you’re grilling, make sure the raw meat is kept in a separate container from the food you’ll be eating without cooking. Keep mayonnaise, potato salad and other sides spoiled by heat, refrigerated. Most importantly, wash your hands, and makes sure your kids wash theirs too! If you’re bringing friends or kids with you, you must be ready to reunite with them if they wander off. Make sure you designate a meeting spot, if your separated from them, before the festivities begin. You can check the stadiums website before heading over. The website may have some handy information regarding lost children, security and other safety regulations. Be Cool. Be careful, exercise restraint in expressing your devotion for your team, or the sport generally. In September a Wales fan died after a clash between rival fans at Wembley.
