Discovery of 3D-printed ‘ghost guns’ alarms Antigua and Barbuda police

Police in Antigua and Barbuda are intensifying surveillance measures following the discovery of two “ghost guns ” weapons that are nearly impossible to trace due to a lack of serial numbers

The increase in surveillance highlights the complexities law enforcement agencies face in tracking these types of firearms

Antigua and Barbuda is the second country in the Caribbean Community (CARICOM) to publicly announce the identification of ghost guns

Authorities in Trinidad and Tobago recently detained two individuals linked to a 3D printing setup capable of manufacturing such weapons

According to Deputy Commissioner of Police Everton Jeffers, these ghost guns are mainly small arms with nine millimeter calibers They can be assembled from disparate parts acquired separately, which complicates the process for law enforcement agencies attempting to intercept these components

Even seasoned officers could overlook these parts if they lack specific training, Jeffers points out

Jeffers further shared that parts that make up ghost guns can be hidden in unassuming objects like paint cans or detergent pods

He said that such concealed items easily bypass security checkpoints if not subjected to x-ray screening This method of smuggling parts into the country presents a formidable challenge for law enforcement

Where are ghost guns coming from?

Jeffers further said that data suggests that the majority of these weapon components originate from North America, particularly the United States, as well as Venezuela and Colombia

As pinpointing a single source proves elusive, reliance on human intelligence becomes increasingly important for law enforcement agencies

Deputy Commissioner Jeffers indicates that the emergence of ghost guns is intrinsically linked to the drug trade a pervasive issue in the Caribbean region

So far, authorities in Antigua and Barbuda have seized 35 firearms and 146 rounds of ammunition this year alone Jeffers advocates for more joint operations between local and American law enforcement agencies to better tackle the issue

Jamaica experiences surge in teacher resignations ahead of new academic year

As the new academic year looms on the horizon, slated to begin on September 4, Jamaica’s Minister of Education and Youth, Fayval Williams, disclosed an increase in teacher resignations since her last update on August 18.

Although the ministry reported 1,538 resignations for the period between January to September 2022, the current year saw a comparative decline. As of the latest count, a total of 854 teachers have stepped down, marking a 44 per cent decrease compared to the same period last year

Addressing concerns and implementing solutions

During a Post-Cabinet Press Briefing at Jamaica House, Minister Williams sought to alleviate concerns about potential teacher shortages for the upcoming school year

Despite the decline in numbers, 25,000 teachers remain employed within the education system

Several schools recently advertised vacant teaching positions, to which Williams responded by introducing a job portal This portal simplifies the advertisement of vacant roles and provides aspiring educators with the necessary information to apply for jobs

Strategic approaches for recruitment

In an effort to aid schools with the recruitment process, the Education ministry dispatched various strategies weeks in advance of the academic year Schools received pre-approval to make early recruitment decisions, with the green light given for engaging parttime teachers, retired educators, and pre-trained graduates in their final year of study

Reports are that schools were also advised to utilize an array of classroom management tactics, including merging small classes and increasing the use of information communication technology

Minister Williams emphasized the importance of adhering to legal procedures during the resignation process

Under Section 54 of the Regulation Act of 1980, teachers in permanent positions must provide a three-month notice, while those in temporary, acting, or provisional roles must give a onemonth notice

By adhering to the stipulated notice period, teachers not only meet the legal requirement but also ensure the uninterrupted provision of their services, thereby maintaining their compensation The ministry urged teachers contemplating resignation to be aware of these regulations to ensure a smooth transition

While the cost of this damage pales in comparison to the estimated $112 billion in property damage from Hurricane Ian, which hit the Fort Myers region in 2022, the combined costs will have another serious impact on property insurance rates across the state, and will be felt by South Florida residents, even those who are not property owners

Since Hurricane Andrew impacted South Florida in 1992, and a cluster of hurricanes impacted the state in 2005, property insurance for wind and flood damage has increased significantly

In 2000, property insurance for a fourbedroom house in South Florida averaged $1,200 In 2010, the cost for insurance on the same house increased to an average of $2,400; and by 2020 that average was $4,200 In 2023, the average is now $5,800, depending on the company one is insured with

Currently, Florida is one of the most expensive states where property insurance is concerned The increasing cost in insurance rates have placed additional financial burden, not only on mortgage holders, for whom it’s mandatory to have property insurance, but even to renters, as landlords are forced to increase rental rates to meet their property insurance costs

But, not only is property insurance expensive in Florida, it’s also becoming difficult to find property insurance companies in the state Since 2017, according to reports, eleven property insurance companies have liquidated in Florida, while other companies voluntarily left the state In addition, more recently, several

companies decided against renewing policies, leaving homeowners stranded The reports further indicate between property insurance companies going insolvent, not renewing policies, and leaving the state, Florida lost over 30 property insurance companies over the last three years

It’s commonly believed the rash of hurricanes impacting Florida is the reason for the increasing cost in insurance, and the reason why more companies refuse to do business in the state. But, while the storm risk is a definite contributing factor, the real problem is the vast amount of fraudulent claims property insurance companies in Florida have to deal with According to the Office of Florida’s Governor, while Florida accounts for only 9 percent of home insurance claims in the US, the state records 79 percent of the nation’s home insurance lawsuits

In recent years, an epidemic of lawsuits has plagued Florida’s property insurance companies, centered around a roofing scam This scam involves shady contractors soliciting property owners in many neighborhoods, telling them their roofs are defective and in need of repair When the unsuspecting homeowners sign the contract for the repairs, and the contactors submit the claims they are often rejected This results in the contractor filing lawsuits against

the insurance companies

The more lawsuits filed the higher are the litigation costs for the insurance companies, forcing some out of business The governor ’ s office indicated in 2020 and 2021 net underwriting losses for Florida property insurance companies exceeded $1billion, mainly due to accumulative high litigation costs

With so many property insurers leaving Florida, state owned Citizens Property Insurance Corporation, formed originally as an insurer of last resort, has fast become the insurer of only resort Having a little over 400,000 policy holders in 2018, today Citizens have some 1 5million policyholders, way beyond its original capacity So large is Citizens’ customer size, that recently it forced thousands of policyholders to be assigned to other smaller insurers There is real fear that if a large populated region like South Florida is impacted by a major hurricane, Citizens will not be able to meet the potentially high insurance claims Faced with higher insurance premiums and the possibility of being canceled by existing companies, Florida homeowners, many of whom are Caribbean Americans, are placed in a real bind Many homeowners who have paid off their mortgage, and are not mandated to have property insurance, have made the very risky decision to forgo property insurance This makes no sense

Although Florida’s Legislature has passed laws over the past two years to combat the massive fraud contributing to the high cost of insurance in the state, more, much more, needs to be done Legislators, and entities like the Florida Office of Insurance Regulation (OIR) and the Florida Insurance Guaranty Association (FIGA), need to collaborate intensely to find more significant solutions to this serious problem

With property insurance rates continuing to increase, making the cost of residential shelter more expensive in Florida, it’s fast becoming financially impossible for most people to continue living, or seek to live, in Florida

Haiti Haitian Judge interviews Colombian suspects in President Moïse’s murder case

For the first time since their arrest more than two years ago, some of the 18 Colombian suspects implicated in the assassination of Haitian President Jovenel Moïse are undergoing interrogation by a Haitian judge

Reports are that the Colombian suspects initially chose to remain silent when questioned by an earlier judge assigned to the case

This latest round of interrogations is taking place in Petion-Ville, a government office near Port-au-Prince, under the supervision of Judge Walther Wesser Voltaire

According to reports, the first two suspects were transported on Monday and Tuesday from Haiti’s main penitentiary in downtown Port-auPrince to a government office in nearby PetionVille where they were undergoing interrogations by Judge Walther Wesser Voltaire

More than 40 individuals have been arrested in relation to Moïse’s assassination,

including elite members of the Haitian police force after Moïse was fatally shot in July 2021 in his private residence

The investigation in Haiti has moved very slowly, in part due to a high turnover of judges overseeing the case Voltaire is the fifth judge to handle the case so far, following his predeces-

sors who stepped down for various reasons, including personal and family safety concerns

First conviction in relation to Moïse’s assassination

In a parallel judicial development, a Haitian-Chilean businessman became the first

suspect to be convicted and sentenced in connection to Moïse’s assassination Currently, 10 other suspects are awaiting trial in Florida

While it remains unclear what information the Colombian suspects have provided to Judge Voltaire, the process has been deliberately opaque Voltaire has made it clear that details of the ongoing investigation will not be made public due to its sensitive nature

Waiting in Haiti’s penitentiary

As the suspects continue to await their fate in Haiti’s main prison, only a few hearings have occurred, and a trial date has yet to be set

U.S. sounds alarm for citizens to leave Haiti amid worsening crisis

The U S. government has escalated its cautionary advice for Americans in Haiti by recommending an immediate exit from the country

The alert, issued recently, cites deteriorating security conditions and infrastructural shortcomings as the main reasons

U S citizens are advised to use either commercial or private means of transportation to leave the country

With the situation escalating, the advisory warns that seats on departing flights are becoming scarce

“Flights fill up quickly and seats may only

be available several days or even weeks in advance of departure,” the advisory posted Wednesday on the U S Embassy in Haiti’s website said
