City Manager abruptly resigns According to reports Kelvin Baker, City Manager of the City of Lauderdale Lakes has resigned. Baker, who was has been in the post since September 2015 is believed to have resigned because of conflicts with members of the city of commission. Attempts by National Weekly to contact Baker regarding his resignation was unsuccessful, but staffers have confirmed he resigned after a commission meeting held on Tuesday evening, but will continue in his post until a replacement is found. The city has been having a difficult time holding on to city managers. Prior to Baker's tenure, the position was held by Jonathan Allen who was terminated resulting from conflicts with some commissioners, although others wanted him to stay on. After Allen left, the commission was divided on the process to be utilized in hiring his replacement. Some commissioner led by Commissioner Beverly Williams wanted a professional employment agency, or head hunter, to conduct the search, interviews and selection of the new city manager. However, that opinion was overruled by the majority of commissioners who decided to conduct the hiring process themselves, and save the city the cost of hiring an employment agency. After advertising the position, the city received a large percentage of continues on A7 – Baker

Unfortunately, another mother in South Florida's Caribbean community is heartbroken over the loss of a son, and pleading with the community to assist her in finding who murdered him. Monica Bromfield, while on her nursing aid job on August 3, got the devastating news in a phone call from a neighbor that her 24-year old son, Gavin Bromfield, had been shot outside the door of the family home on Alhambra Boulevard in Miramar. Gavin had been shot hours earlier as he pulled up into the driveway in his car. His elder brother Bryan who was home alone at the time and asleep, was awakened by gun shots and rushed out to find his brother fatally wounded, and his car, a Lexus, missing. Since that fateful August 3 day, neither Monica, her husband Barry, or her son Bryan has gotten any information about who shot Gavin, or why.

“There hasn't been one single clue. We have asked questions; we have speculated, but can't nd any answers. It's so painful losing my son in such a tragic way, and have no clue who killed him. I am praying for someone, anyone to come forward and give us the truth.” Miramar police is also calling on the public to come forward with information. On Monday the department announced a $8,000 reward, made possible through the assistance of a friend of the Bromfield's, to anyone who can provide the relevant information leading to the capture of the person or persons responsible for Gavin's death. Teachers urgently needed in Florida A combination of factors including comparatively low salaries, challenging working conditions, emphasis on measured results, increase in retirements, and decline in new enrollees in the profession, is depleting the number of teachers in South Florida schools. In Miami-Dade County, a shortage of some 150 vacancies were reported at the beginning of the school year. In Broward County, earlier this year the school district had some 80 vacancies and Palm Beach County about 120. The number of vacancies seems small in the three districts with an average of 12,000 teachers each. However, Broward School Superintendent Robert Runcie expressed concern with the retirement of teachers while less people are entering the profession, “The growing teacher shortage is one of the biggest problems facing public education today.” Runcie previously called for a special task force to address the teacher shortage problem, and state and federal

governments to increase funding for teacher's salaries. Florida teachers are paid an average of $48,000 annually, while increases in salary in recent years averaged 3 percent annually. “And we had to virtually suck salt through a wooden spoon to get the increase,” said Wolford Harris who recently retired as a Math teacher from the Miami-Dade School District. “But it's more than the salary issue,” Harris said. “It's also the unnecessary stress; the everlasting testing requirements, and the correlation between student's test results and teacher's performance. The system is not

favorable to teachers. We work under perpetual stress.” According to the Florida Department of Education, applications for teacher certificates fell some 17 percent between 2006 and 2014, from 71,781 to 59,334 applicants. Enrollment for teaching courses have declined at two of South Florida's higher educational institutions. At Florida International University (FIU), enrollment in undergraduate education programs fell from some 1,300 students in 2013 to 1,161 in 2015, and at MiamiDade College from 300 in 2014 to 219 in 2015. The teacher shortages are particularly reflected in the crucial math, science and

technology subjects. Runcie also wants state educational leaders to stem this problem by creating means to attract science, technology, engineering and math professionals into teaching, making these teaching jobs more competitive with private-sector jobs. Jose Dortes, head of human capital at the Miami-Dade School district, said the district will continue placing emphasis on teacher recruitment and retention well into the future. The measures the district is taking includes promoting teaching programs for high school students to interest them in the profession from early, and expand mentorship programs for new teachers to ensure they remain in the profession. Palm Beach and Broward County school districts are also focusing on stoking early interest in the teaching profession in public school students by visiting classrooms and meeting with students. Vanessa Barnes, a Jamaican teacher in Lake Worth, sees the shortage as a “realistic career opportunity for Jamaican teachers migrating to South Florida. Jamaican teachers are committed, hardly deterred by salary issues or classroom challenges. They should grasp the opportunities.”

South Florida economists concur with national economic report South Florida economist and chair of the think-tank “Applied Economists” Bertram Norris, concurs with the recent economic report from the US Census Bureau Income, Poverty, and Health report. The positive report stipulated that in 2015, household income grew at the fastest rate on record, causing the poverty rate to decline at a rate faster than any year since 1968. The report also stated that the uninsured rate continues to fall. The report showed the remarkable progress American families are making as the economic recovery continues. Real median household income grew 5.2 percent over the 2014 to 2015

period, the fastest annual growth on record. Income grew for households across income groups, with the fastest growth among lower and middle-income households. The number of people in poverty fell by 3.5 million, resulting in the poverty rate falling from 14.8 percent to 13.5 percent, the largest oneyear drop since 1968, with large improvements for African-Americans, Hispanic-Americans, and children. Meanwhile, the ratio of earnings for women working full-time, full-year compared to earnings for men in similar periods increased to 80 percent in 2015, the highest on record. The poverty rate for children under age 18 fell by 1.4 percentage point from 2014 to 2015, equivalent to more than 1 million children lifted out of poverty. Meanwhile, a 1.1 percent decline in the poverty rate for people ages 18 to 64 is the largest one-year decline on

record. The poverty rate for those over age-65 also fell by 1.1 percent. The report also revealed every state has seen declines in uninsured rates since 2013 as the coverage provisions of the Affordable Care Act (ACA) takes effect. Moreover, solid employment growth and real wage growth so far this year suggest that incomes are continuing to rise in 2016. Norris said his own economic research and analysis “are in agreement with the Census Bureau's report.” He cited that in South Florida while the “average worker” may not believe their pay checks have increased by any significant amount, their real income has increased as, generally, prices, notably gas prices, have declined and remained low, plus unemployment has declined appreciably. “The combination of favorable economic trends is

also reducing poverty levels.” The economist cautions the Census Bureau's report should not “lead South Floridians and the rest of America to accept the nation is out of the economic woods. There are positive economic trends, but there's still work to be done. Poverty must be eliminated in Florida and across the rest of the US, not merely reduced. Also, more needs to be done by the federal government to lower the rates of premiums under the ACA. Escalating rates could strangle the effectiveness of this significant insurance plan especially in South Florida which has the highest regional enrollment under the ACA. Also, Florida's economic benefits will be improved if the state expands Medicaid as stipulated under the ACA.”

Jamaica and Mexico sign cultural MOU agreement A cultural cooperation Memorandum of Understanding (MOU), has been signed between Jamaica and Mexico – symbolizing a commitment between the cities of Kingston and Chetumal to work towards the enhancement and development of their cultural and creative industries. Jamaica's Minister of Culture and Entertainment, Olivia “Babsy” Grange, while in Mexico said that under the MOU, the parties will focus on several activities. “Such as the promotion of artistic and cultural exchanges; the distribution and sharing of information and research, assistance to support professional development in culture and the arts and collaboration in the creation and protection of cultural content

and creative industries.” She said the MOU between Chetumal – located on Mexico's east coast, and Kingston, was significant and strategic as Kingston was recently designated a UNESCO Creative Music City and one of the components of the designation is pursuing collaborations with other cities in creative sectors. “However we have an opportunity to forge a special relationship with Chetumal,” said Grange, adding that – “Chetumal is the gateway, it is the place where Reggae enters Mexico.” During her visit to Chetumal, Grange also participated in the unveiling of a statue of Reggae icon, Bob Marley done by

renowned sculptor, Ricardo Ponzanelli. The State of Quintana Roo has responsibility for the installation and maintenance of the statue, that will be strictly for free public viewing, with no commercial gain to the state. The unveiling of the statue was one of the highlights of the Mexico Reggae Festival, now in its second year. The Festival is organised by State of Quintana Roo. “This Reggae Festival is a clear demonstration of the extent to which the people of Mexico have embraced Jamaican culture; and it is an opportunity for our excellent musicians to extend their reach,” Grange said. Also accompanying Minister Grange was Sandra Grant Griffiths, Jamaica's Ambassador to Mexico, who previously served as Jamaica's Consul General to Miami.

Barbados gov’t under fire for Zika chemical Barbados health authorities have dismissed media reports that the chemical being used as part of the efforts to rid the island of mosquitoes responsible for the Zika and Chikungunya viruses had been banned in other countries. The Ministry of Health said that Malathion had been approved by the World Health Organisation (WHO) as contained in its Recommended Insecticides for Space Spraying against Mosquitoes, updated last February. In an article recently published in the Daily Nation newspaper, headlined “SMOKE SCREAM,” it was suggested that Malathion and diesel were banned chemicals and should be replaced with water-based fogging or aquaculture which would allow fish to consume the mosquito larvae. “Malathion is the most cost effective and sustainable method of killing adult mosquitoes. It has not to date demonstrated mosquito resistance, similar to some of the newer agents that are being used elsewhere,” the Ministry of Health said, adding that diesel was used as a propellant at a concentration of five per cent, so that exposure was very low. It said it would continue to urge Barbadians to take vector control seriously and to prevent mosquito breeding on their premises by adopting source reduction practices. These include managing water storage containers and eliminating conditions which can lead to collections of water. Barbados, like most Caribbean Community (CARICOM) countries have reported cases of the Zika virus that is spread by the Aedes egypti mosquito.

Talk UP Do you think that an illness, like pneumonia, can impact a presidential candidate's effectiveness?

Sandra: Lake Worth, FL – No, I do not feel that pneumonia could affect a presidential candidate's effectiveness. Having pneumonia only delays her travels to meet with the public. Getting sick is part of human nature.

Mushtaq: Tamarac, FL – Unless the illness affects mental health, it shouldn't impact effectiveness. However, it would be used in a negative light which speaks to our political climate. That represents the greater concern.

Guitree: Lauderhill, FL – Actually no. That's ridiculous. Everyone is entitled to get a little runned down once in a while, but to use someone's temporary illness for political gain is ridiculous and a clear indication that he has nothing else to do but use cheap shots to try to get votes, which is clearly not working. Those remarks go straight to the men/bullies in this country who feel women are not fit, and push us back to the 1030's.

Marla: Plantation, FL – I don't think an illness like pneumonia would impact a presidential candidate's effectiveness. We need Hillary. Even sick, she's better than Trump.

Eileen: Sunrise, FL – I do not at all think that pneumonia can impact a presidential candidate's effectiveness. The current presidential candidate is a very, very experienced and competent lady and I have every assurance that the pneumonia will never affect her.

Sherlette: Sunrise, FL – I totally disagree that the illness of pneumonia would impact the efficiency or the competency of a candidate. That has nothing to do – it's your character, it's your experience and it's what you have in mind – where you want to take the country, where you think the country should go. That's the important thing, because people have illnesses, you know, and people have done great things despite their illnesses and I don't that think this has any impact at all.

Calbert: Plantation, FL – Definitely no, not supposed to because pneumonia is just for a short period of time, just for a short season; might be for a couple days and you're out of it.

Carol: Plantation, FL – Pneumonia will definitely not affect a presidential candidate. As a nurse I know that pneumonia is treatable by antibiotics and after that you are good to go.

Gordon: Plantation, FL – My answer is yes. Well, I mean, they have that on their mind, they're concerned about their well-being as far as health, so it can affect their decisionmaking because they're being distracted by something else. That's human nature, so...

Sims: Lauderhill, FL – Well because it's messing with their brain and I don't think that they would be thinking straight. Yes, it will.

US Citizenship means more than the right to vote In a recent National Weekly article, centurion May Garcia was featured as making history as the oldest South Florida migrant to be sworn in as a US citizen. Relatives of the 104-year old said her primary motive for becoming a citizen, at such a ripe-old age, was to be eligible to vote in November's General Election. Garcia's actions set a positive example to thousands, if not millions, of legal residents in America who are eligible to apply for citizenship but for several reasons, some which are blatantly senseless, still refuse to apply. Despite, according to data from the US Department of Homeland Security, an average of one million legal immigrants have qualified to apply to be naturalized or become citizens annually since 2008, applications have been declining. According to the department in 2007, there were 1.38 million applications for citizenship. However, in 2008, the beginning of the great economic recession, applications fell to 525,786, and by 2009, applications had declined by 62 percent. The main reason for the decline was attributed to steep increase in citizenship application fees coinciding with the recession. In 2005, the fee was $330, but increased in 2008 to $595 plus an $80 fee for fingerprints. Today the fee is $680. Undoubtedly, the high fee is a deterrent for lowincome earners. However, recently the USCIS has implemented a means test which enables applicants of low-income to receive a waiver of the application fee. This waiver is considered if an applicant receives public federal or state benefits like Medicaid, Food Stamps and Temporary Assistance of Needy Families; proves their income is 150 percent below the federal poverty level; or

proves financial hardships usually through recent unemployment or high medical bills. This year, with controversial rhetoric prevailing in the United States presidential campaign, there has been a surge in applications for citizenship. Although USCIS officials said applications are below pre-2008 levels. Still, there is evidence the campaign rhetoric has motivated people like Garcia to apply for citizenship and register to vote this year. To become a U.S. citizen, a legal permanent resident must be at least age-18; have lived in the US continuously for five years; be able to speak, read, write and understand basic English; pass a background check; demonstrate knowledge of US government and history, and swear allegiance to the US. Besides the financial barrier, other reasons that USCIS officials attribute to the decline in applications for citizenship is poor command of the English language; inability to pass the background check because of prior arrests including DUI, drugs and domestic violence charges; and the fear by some immigrants in passing the required citizenship test. Through ignorance, some people are reluctant to apply for citizenship believing of they become US citizens, they'll have to relinquish citizenship of their own country. This, of course, is false. For immigrants from countries like those in the Caribbean region, they are offered the right to hold dual citizenship, that of the USA and their own nation of birth. Another reason given that is based on ignorance is that when one becomes a citizen, one pays higher income tax. This is entirely rubbish. And, there are those who

are reluctant to apply, believing citizens are compelled to serve as jurors in federal court trials. This is not absolutely correct. While US citizens are eligible to serve as jurors in federal, state and county courts, they are not compelled to serve. They are subject to a selection process. People who are contacted to serve as jurors are often not selected on jury panels for various reasons. However, if one is selected to serve, the personal inconvenience doesn't justify not seeking naturalization. Every eligible legal resident should take the advantage to become US citizens. While being able to vote and partake in the election of the governance of nation, state, county and city is a powerful right of citizenship, many legal residents are denying themselves significant benefits by not becoming citizens. These benefits include: full access to public benefits like Medicare, and Supplemental Security Income; access to certain government jobs; ability to petition for legal immigrant status for family members, and automatic citizenship for legal permanent resident children under 18; US government protection when traveling abroad; protection from deportation; and, most importantly, the ability to receive Social Security benefits if one lives outside the US. It's incomprehensible, that those who labored to migrate to the US, are not making the American Dream more of a reality by becoming US citizens once they are eligible.

LA SECTION HAITIENNE

Cholera victims protest at Palace Protests erupted on Monday when about 100 Haitian cholera victims gathered in front of the presidential palace demanding the government acquire damages from the United Nations (UN) after it was confirmed that their peacekeepers are to blame for the Cholera epidemic which has taken thousands of lives in the nation. Mario Joseph, a lawyer defending some of the cholera victims said "We are here so that Jocelerme Privert finally takes the victims' side during the UN General Assembly next week." After almost six years since the epidemic first spread to Haiti, the United Nations publicly recognized that it had a "moral responsibility" to help the victims and promised material aid for the nation. "The United Nations is finally recognizing it brought cholera here, so it's time for the Haitian authorities to say something," Joseph said. UN Secretary-General Ban Ki-moon has brought the plan of a six-month renewal of MINUSTAH, the United Nations Stabilization Mission in Haiti that has been in operation since

Danny Glover endorses Narcisse for president

2004. Many Haitians are speaking and accusing the UN and its peacekeepers of an international plot. “Whenever the time comes to decide on whether to renew the mission, there is more insecurity in the city. The UN peacekeepers favor this insecurity in order to justify their presence and keep their jobs," said 23-year-old Martine Febert. The number of deaths caused by the epidemic reaches nearly 10,000 people in Haiti. The number continue to climb with about 500 more cases of the disease being confirmed each

week. Epidemiologists conducted a study tracing the specific strain of cholera to a U.N. base which concluded that there was no other plausible source of the disease. They reported that the first victims of the outbreak lived near a base which housed 454 United Nations workers from Nepal where a cholera outbreak was and waste from that UN base in Haiti, often leaked into the river. Cholera, can be transmitted through contaminated drinking water and causes acute diarrhea, nausea and vomiting.

Danny Glover endorsed Maryse Narcisse for Haiti’s President at a private fundraiser event held on Sunday, September 11 at the Shelburne Hotel in Midtown Manhattan. The purpose of the private event was to both fundraise and draw a crowd of both political and celebrity VIPs for major campaign support. Among the some 300 people in attendance, was actor, director and political activist Danny Glover. Not only did he attended as a key speaker, but also released a video officially endorsing Dr. Narcisse's Presidential Campaign for the October elections. Dr. Narcisse's political party, Fanmi Lavalas, strongly represents a majority of people across the Caribbean country where many believe the return of the party is welcomed. The party had been excluded from previous elections post the second coup d'état of former Haitian President Jean-Bertrand Aristide in 2004 and Dr. Narcisse hopes that this time they will be provided with a fair and free election on October 9. Glover had many kind words to say about the presidential nominee. "There is an election on October 9th in Haiti and it is an important election for the Haitian people because they have the opportunity to elect their president, the People's President, Dr. Narcisse. I want to say that I am here as a Haitian at heart to say that I am in full support of her and so excited for the opportunity that the Haitian people have to have a president who cares, who fights, who will change the world and change their world. Thank you very much, Dr. Narcisse." With a Doctorate of Medicine from the State University of Haiti, Dr. Narcisse is also a longtime advocate for democracy, health care and education. The candidate boasts previous seats as the National Coordinator of the Executive Committee of the Organization Fanmi Lavalas, Board Member of the Aristide Foundation, and Public Health Consultant to date. With her vast experience and popularity in Haiti, Narcisse is the likely front-runner to win the 2016 election and become the 42nd president of Haiti.

Although they found Gavin's car some distance from the home, they found no other clue, but they suspect robbery could have been a motive for the shooting. Monica, who migrated to the US from St. Elizabeth, Jamaica several years ago, says Gavin had many friends and was a “good boy.” Gavin, also a Jamaican, relocated to South Florida in 2002 at age-10, attended Miramar High School, and after graduation attended Broward College though he didn't complete his studies there. At the time of his death, he was working temporarily as a security guard. “Losing a son in such a shocking way is awful, but not knowing why he was killed makes it much more awful,” Monica said.“Please someone, please let us know who did this; who took my son away.” Miramar police are requesting anyone with information to call Broward Crime Stoppers at 954-493-TIPS.

the only way he'll ever have the option to legally reap the benefits medical marijuana can offer. My teenage son, just like the thousands of others who suffer from a disease that deteriorates their life, deserves another option- a less addictive option,” said McCarthy. “We are going to do everything in our power to make sure the African American community votes during this election cycle.” On Friday, September 9, John Morgan who originally initiated the move to amend Florida's constitution to make medical marijuana legal in the 2014 mid-term elections, addressed the Florida NAACP membership during their 73rd state conference. During the conference Morgan highlighted prescription addictions and the need for another option in healthcare, the different ways medical marijuana can be administered, and the difference between the current medical marijuana laws and proposed Amendment 2. In the 2014 general election, the constitutional amendment to legalize medical marijuana failed by just 2 percentage points to reach the required 60 percent to be approved. Polling average in Florida, with the latest poll conducted on August 11, showed 64.4 percent voter support for the amendment. Over 70 percent of voters in South Florida support the initiative. An independent poll among South Florida's Caribbean Americans voters in June indicated over 80 percent support for the constitutional amendment.

applications from people who were blatantly unqualified for the job. However, the commissioner agreed on Baker, a former City Manager of Opa-Locka. At the time same residents, including 30 year resident Lascelles Browning criticized the hiring as “too rushed” believing Baker's application was not given sufficient due diligence. Baker was given the opportunity to draft the terms of his own contract, which was ultimately accepted by the commission. When he began his tenure in September, baker told National Weekly he was cognizant of the financial challenges faced by the city, but said he was confident his experience as a city manager would provide him the advantage to manage Lauderdale Lake affairs. He was appointed as city manager by the City of Lauderdale Lakes among some controversy regarding the hiring process, however, he was one of some ten candidates that fulfilled the academic and experience criteria. Baker, brought more than two decades of experience and expertise to his role with now former mayor, Mayor Russell saying, in 2015, he was very pleased to have someone with the characteristics and qualifications of Baker to manage the administration of the city.

Sean Paul says dancehall artistes are being exploited

1 Caution Damian Marley

Sean Paul is the latest in a swarm of Reggae artists who say that American musicians need to credit dancehall artiste when using their rhythms.

2 Fever

The famous “Cheap Thrills” singer, who will be performing aboard the Welcome to Jamrock Reggae Cruise out of Fort Lauderdale, was one of the instrumental musicians who brought Jamaican dancehall into the American mainstream in the early 2000's. Sean Paul took shots at Canadian artist Drake and the young Justin Bieber for appropriating the genre. “It is a sore point when people like Drake or Bieber or other artists come and do dancehall-orientated music but don't credit where dancehall came from and they don't necessarily understand it… I know artists back in Jamaica that don't like Major Lazer because they think they do the same thing that Drake and Kanye did, they take and take and don't credit.” Paul, who became an independent artist a few years after dancehall lost a lot of popularity in the Unites States, told the outlet that the patois lingo Drake uses on “Views from the Six” is exploitative. In a similar rant, Mr. Vegas called Drake “fake” for not crediting any Jamaican

artists on his latest album in a Facebook post which was later taken down and 'clarified' to his fans. “Dancehall is back but this time it's also infused with Afrobeat, with hip-hop, with rap, and that's fine with me,” he said. “Sure, I would like what we do in Jamaica, that authentic dancehall, to be on top, but it simply isn't. So I want this album to bridge that gap.”Though Paul and other artists aren't happy with the state of dancehall in pop culture, he said he hopes to push the genre's true vibes to the forefront with his new album.

New policy to benet sponsored family members New Policy Expands Waiver Eligibility For Sponsored Family Members In The U.S. With Expired Immigration Status A new Immigration rule which just went into effect, dramatically expands eligibility for all qualifying sponsored family members who are in the U.S. with expired immigration status, to obtain residency after receiving a “Waiver” (called provisional unlawful presence waiver, or Provisional Waiver). Until recently, the existing program only allowed “Immediate Relatives” to qualify for the Waiver. Now, eligible family members include Parents, Spouses, Single and Married Children and Siblings of U.S. Citizens and Spouses and Single Children of U.S. Residents. For background, generally, Immigrants who stay in the U.S. unlawfully for more than 6 months are then barred from returning to the U.S. for 3 years and those who stay for one year or more are barred for 10 years after they depart. In such cases, these Immigrants are ineligible to immigrate to the U.S. due to the “bar”, without an approved “Waiver” which is like forgiveness from the U.S. government. In the past, family members applying for such waivers were required to leave the U.S. and apply for the Waiver abroad. Under the current policy, Waivers can be submitted while the Immigrant family member remains in the U.S., then once the Waiver is approved, they can then safely leave the U.S. and receive an Immigrant Visa from the Consul to

reenter the U.S. and obtain Residency. To qualify for these Waivers, Applicants must have an approved I-130 immigrant petition with a current “priority date” and submit a formal application to prove that denial of an Immigrant Visa would result in “extreme hardship” to a U.S. Citizen or U.S. Resident who sponsored them. The Waiver request requires extensive documentation and professional preparation to establish eligibility for approval. Immigrants in the U.S. with approved I-130 petitions, which have not yet reached the priority date are not eligible for the Waiver until their priority date becomes current.

IMMIGRATION TIP

Always include a medical examination with your Residency Application When self-filing a Residency “Adjustment of Status” case, the most important thing is to be sure to submit the application properly, with all the required supporting documentation to meet the eligibility requirements. Because when required documents are missing in the package, the entire Residency case is put on hold while the USCIS requests the missing document and then puts the case is a queue to review it once a response is received. One common delaying factor is the failure to submit the required medical examination with the initial I-485 Residency application. Under current regulations, the USCIS requires its submission with the initial filing. This medical report, performed by a doctor designated by the USCIS called a “designated civil surgeon”, must be provided to the USCIS in a sealed envelope,

issued by the USCIS designated doctor's office. Medical examinations performed by doctors who are not designated by the USCIS will be rejected. A commonly held misconception is that the medical examination expires after six months. This is no longer true, as it expires after one year. When an I-485 application is processed and there is no medical report or other missing documents, the officer issues what is called a “Request For Evidence” (RFE) requesting the report. This can cause unnecessary delays of 30 days or more, in an already lengthy, confusing process, further resulting delays in obtaining Work Permits (EAD's) and Travel Documents (“Advance Parole”). So the best tip is to make sure and provide all the supporting documents to meet the requirements when filing your Residency case, to make sure everything is processed smoothly.

Question: Thank you for taking the time to read my inquiry. In 2010, my mother (a US citizen) filed the I-130 for me. 3 years ago, my husband and I started a home-based business. My question is, with us awaiting a visa to be available, can we apply for a Green Card through investment? - I read something about it on your weekly update earlier this year. Answer: Unfortunately, only those who have legal Immigration status are eligible to adjust status to Residency in the U.S., that includes through family, investment or employment. Don't be fooled, there is a process for investors (EB-5) and through employment (Labor Certification), however, even though you go through the entire process, pay the attorney, the fees, etc. under current law, you will still not be eligible to get your Green Card in the U.S.. It important to understand that except in very limited circumstances, once an Immigrant allows his or her I-94 card or stay in the U.S. to expire, an invisible wall comes down between them and the USCIS and they become ineligible for nearly every kind of nonimmigrant and immigrant visa after that. The few exceptions are those who are married to, the parent of or minor child of a U.S. Citizen and those who qualify under 245(i) and very limited programs like DACA.

Question: I have a question about filing for my biological mom. I immigrated to the U.S. at age 11 along with my dad, through my American stepmother who sponsored us both. I got my residency, then automatically got citizenship along with my dad when I was 15. Now I'm 22 and I want to sponsor my mom. I'm afraid that since my step mom sponsored me, I can't sponsor my biological mom. Can you please help me? Answer: Good news, under Immigration regulations, U.S. citizens can sponsor both their biological and step parents and biological and step parents can sponsor both their biological children and step children. This means that once a U.S. Citizens child turns age 21, even though they were sponsored by a stepparent for Residency, the child is still able to sponsor their biological parent. Similarly, a U.S. Citizen child can also sponsor both their stepparent and biological parent to immigrate, as long as the requisite relationship qualifies. Step-parents are considered to qualify as “parents” and step children qualify as “children” for immigration purposes, as long as the stepparent/step child relationship was established before the child (now U.S. citizen) reached the age of 18. The only time a U.S. citizen would not qualify to sponsor a parent is where the parental rights had been terminated through adoption or otherwise. You can find out more about sponsoring Step-parents and Step-children by visiting our website at: www.ImmigrateToday.com or calling our office at 954-382-5378.

Bolt reports to duty as Chief Speed Ofcer Digicel, in a partnership with the fastest man alive, Usain Bolt, has produced a new role for the triple-triple winner, Chief Speed Officer (CSO). Tuesday Bolt showed up for his first day on the job at the Digicel regional headquarters in downtown Kingston. The main responsibility of the CSO will be to ensure customers have the latest devices and fastest technology. He will get up close and personal with Digicel customers in a number of ways from both a commercial and community point of view and will continue to inspire, motivate and captivate customers and fans across the globe. More than just Digicel's leading brand ambassador, his new job comes with a fully equipped office adequately named the 'Usain Bolt Speed Lab', located within the headquarters. "Number one in the world, I am really looking forward to working with you, looking forward to it, trust me, I am excited. I am ready, got a new job, I am ready. It's gonna be great for sure, great partnership. You guys are like family. I am ready," said Bolt about working with the leading provider of phone and internet service in Jamaica. During his 'day at the office' Bolt also visited the customer service department and spoke with real customers.

Bolt to open sports clinic in Jamaica The Nine-time Olympic gold medalist has announced plans to open a sports clinic in Jamaica after retiring from the sport of track and field. The Jamaican, who last month drew down the curtain on his Olympic career by securing a sweep of the sprint titles for a third successive Games, says he wants to address injury concerns plaguing young athletes. “One of the things that I am working

towards is trying to open a Sports clinic in Jamaica. That's one thing that's always on my mind,” said Bolt, who set the 100 and 200 world records of 9.58 and 19.19 seconds in 2009. “Especially for the youth in track and field because I think injury has always been a problem for youth coming up, and I also would like them to get better care. I also would like to stick with the track and field and stay as close as possible to track and field, so that's one thing”. Bolt, the world's fastest man of all time, is now turning his attention to the IAAF World Championships in London next year, before officially retiring from the sport at the age of 31. He is planning to only contest the 100m in London but says his coach has other ideas. “That's the plan, but I still have to discuss it with my coach,” Bolt told Television Jamaica on

Miami Heat to hold Bahamian Training Camp

Tuesday. “(Glen Mills) still wants me to do the double, but I've told him I would really like to just do the 100m, so at the start of the season we'll decide exactly what (to focus on), but that's what's on my mind.” Bolt has wild card entries for both the 100 and 200 meters at the August 5-13 world championships by virtue of winning both events at last year's worlds. He says he is not planning to break records in London. “No (world records), it's all beyond me now, right now it is just for me to go out there and leave with a big bang as much as possible,” said Bolt. “I just want to go to the world championships, do my best as always and stay on a certain level and that's the plan.

The three-time NBA championship team the Miami HEAT will hold their training camp in The Bahamas for the second time in four years. The camp will run from September 27 to October 1 at the Atlantis Resort, Paradise Island. The team will arrive in New Providence on September 26 and will conduct two-a-day practice sessions in the Grand Conference Center, which will be transformed into a double basketball court. The Miami HEAT previously held a training camp at the Atlantis ahead of its 2013-14 season following in line with the multi-year partnership with the Ministry of Tourism. Bahamas Minister of Tourism Obie Wilchcombe said the Miami HEAT's return to The Bahamas highlight's the country's strength as a premier sports tourism destination. “The Miami HEAT's decision to hold its fall training camp in The Bahamas for a second year is indicative of something very special going on in our destination. We are honored that The Bahamas is the only international destination that the HEAT has chosen to host its training camp,” Minister Wilchcombe said. The Heat have 19 players on their training camp roster, including Chris Bosh, who has been secretive as to whether he will be taking part in the practices. Bosh, an 11-time All-Star ended his 2015-2016 season with blood clots. Many fans and officials began to worry that his condition may have been worse than previously expected, especially in May when ESPN.com’s Brian Windhorst stated there was a “fear within the Heat organization that Bosh’s condition will prevent him from ever being cleared to play by team doctors.” However the Heat team owner, Micky Arison, suggested on social media that he expects Bosh to be part of training camp.
