Dangers of Silica Dust in Hydraulic Fracturing OSHA recently issued a hazard alert for workers involved in the hydraulic fracturing process. The hazard alert specifically focuses on the dangers of crystalline silica dust in the air during the hydraulic fracturing process. The following article will define crystalline silica, outline new findings from the National Institute of Occupational Safety and Health (NIOSH) on crystalline silica, the effects on workers breathing silica dust and a few recommendations from OSHA on how to keep you and your workers protected. Crystalline silica is a basic component of soil, sand, granite, and many other minerals. The three forms of crystalline silica are cristobalite,

tridymite, and the most common, quartz. All three forms can be found in the sand used during the hydraulic fracturing process. As part of granite, soil or quartz, crystalline silica poses no health threat. It is not until the silica is ground to a finer size that it becomes “respirable”, and dangerous to those exposed. Respirable crystalline silica is defined as particles that are small enough to enter the gas-exchange regions of the lungs when inhaled. Crystalline silica particles are usually considered respirable once the particles reach an aerodynamic diameter of less than approximately 10 micrometers. In 2005 NIOSH made safety and health in the oil and gas extraction industry a priority focus area by creating the National Occupational Research Agenda (NORA) Oil and Gas Extraction Council. This council includes OSHA and industry leaders, in an effort to address occupational safety and health issues. NIOSH then established specific industry partnerships and initiated the NIOSH Field Effort to Assess Chemical Exposures to Oil and Gas Extraction Workers. Since enacting this directive, exposure to silica dust during hydraulic fracturing has been the focus of this study. During the hydraulic fracturing process, transporting, moving and refilling silica sand into and through sand movers, along transfer belts, and into blender hoppers can release silica dust into the air. Workers in the vicinity of any of these processes can be exposed to respirable silica dust if inhaled into their lungs. In cooperation with oil and gas industry partners, NIOSH collected 116 full shift air samples at 11 hydraulic fracturing sites across the country. Of the 116 samples collected: • 47% showed silica exposures greater than the calculated OSHA PEL. • 79% showed silica exposures greater than the NIOSH REL of .05 milligrams per cubic meter. • 9% of all samples showed silica exposures 10 or more times the PEL. • 31% of all samples showed silica exposures 10 or more times the REL. Along with the listed figures, NIOSH identified seven primary sources of silica dust exposure during hydraulic fracturing operations. These seven sources included, but are not limited to: • Dusted ejected from access ports on top of sand movers during refilling operations while hot loading.

The findings outlined have caused OSHA and NIOSH to believe a serious hazard exists in the hydraulic fracturing industry.

JOB SAFETY The sand used in the hydraulic fracturing process can contain up to 99% silica. Breathing this silica can cause a chronic lung condition called silicosis. Silicosis is a lung disease where lung tissue around trapped silica particles reacts, causing inflammation and scarring, reducing the lungs ability to take in oxygen. According to the Centers for Disease Control and Prevention, Silicosis is classified into three types; chronic/classic, accelerated and acute. Chronic/classic silicosis is the most common form of the disease and generally occurs after working for 10-20 years in low or moderate amounts of silica. As the disease progresses, the worker may experience shortness of breath and have clinical signs of poor oxygen/carbon dioxide exchange. Later stages will have workers experiencing fatigue, extreme shortness of breath, cough, and in some cases, respiratory failure. Accelerated silicosis can occur after 5-10 years of high exposure to respirable crystalline silica. This form of silicosis is similar to chronic/classic silicosis but progresses much more rapidly. Acute silicosis can occur after only a few months of or as long as a few years of exposures to crystalline silica. Following an even more rapid progression of the same symptoms, acute silicosis almost always leads to permanent disability or death. Silica can also cause lung cancer, and has been linked to diseases such as tuberculosis, chronic obstructive pulmonary disease (COPD), kidney and autoimmune diseases. There are several measures that can be taken in order to keep workers in the fracturing process safe. Air monitoring, capping unused fill ports, using portable bag houses and dust collectors, and reducing drop heights between the sand transfer belt and T-Belts are a few of the ways to reduce the clouding of dust. Additional measures like watering roads, using localized exhaust ventilation and adding engineered safety solutions to equipment and processes can also be taken. OSHA recommends using PPE when necessary, at least the NIOSH approved N95 respirator, and that proper training be given to all workers at risk of exposure. Hopefully this article has shed some light on the dangers of crystalline silica dust exposure in the hydraulic fracturing process, but there are several other resources to more thoroughly research the issue. Several OSHA standards and directives cover operations that my expose workers to silica. Air Contaminants (29 CFR 1910.1000), Hazard Communication (29 CFR 1910.1200) and Respiratory Protection (29 CFR 1910.134) all cover this topic. OSHA’s Directive CPL 03-000-007 has detailed information on silica hazards, guidelines for air sampling, and guidance on calculating permissible exposure limits (PEL) for dust containing silica, and other compliance information. Erie Truck and Trailer introduces the “Trailer Safety Access Catwalk” ETTI originally opened its doors in 1988 as Erie Truck and Trailer Parts in downtown Erie in a small shop, selling and delivering trailer parts. Henry Maher, as proprietor, quickly gained both a following of customers and a reputation for providing quick, reliable service as well as being able to give knowledgeable technical advice to his clients.In 1997, Henry moved his operation to Waterford, PA to a larger facility and began to repair and service trailers as well. This move allowed ETTI to differentiate themselves from other vendors, who only sold parts. Henry’s reputation for knowledgeable technical advice also grew, which lead to the company slogan of – “Henry Will Know” Regarding the oil and gas industry, Henry saw a need for a job site platform that is mobile and could be safely accessed in the field. To develop this, he knew that it would need to be able to move and store at least 60,000 pounds, be easily accessible for delivery and pick up and, of course, safe to operate. His solution was to build the folding catwalk on an “over the road” trailer

“There’s a Drop of OIL and GAS in Your Life Every Day!”: New Exhibit Being Installed at Drake Well Museum Titusville, Pennsylvania - As an industrial history museum, Drake Well has the advantage of being an important site with a relevant story and significant collections that tell it powerfully. Our new exhibit is entitled “There’s a Drop of OIL and GAS in Your Life Every Day!” It will use the lens of history to help visitors who struggle with fluctuating petroleum economics, shortages and dependence learn how it began and how other generations have tried to solve those problems. In 2007, Drake Well staff met with Capital Project exhibit designer Gerry Hilferty and his associates (Athens, OH) to begin working on an exhibit to fill the newly renovated museum gallery. The final design was submitted for approval in July 2010 and exhibit fabrication drawings began at Studio Displays in North Carolina. Studio’s project manager Chris Dagley and his work crew arrived on Tuesday, May 15 and the 53foot–long truck carrying exhibit elements from Studio Displays in North Carolina rolled into the museum’s parking lot the next morning. On day two, the interpretive backdrop of charred building facades that provide context for the “Colonel” Drake Steam Pumper were already in place while staff worked out the challenges of moving the 8000 pound fire engine onto its display platform. Bridge abutments were in place to support the profile cut out of the Densmore Tank Car and house the enhanced Pond Freshet Diorama. The installation began with the cases around the perimeter of the gallery to leave room for a central “spine” which divides the gallery in half. Surrounding it are 10 zones, each interpreting a different topic. Topics are Lighting (pre-kerosene and kerosene), Finding, Producing, Storing, Moving, Refining, Business, Using, The Future and Fire and Flood. The visitor experience will begin with an entrance through the museum’s new glass lobby where a giant derrick standing in a puddle of oil traces production over the past century and a half. Images of famous people from petroleum history and products made from oil and gas gush from the top of the derrick. The next stop will be the new Suhr Orientation Theater where
a multisensory experience that includes “butt-kicker” seats and an assortment of aromas related to racing, sports, and high fashion explains how oil became a major part of our lives. From there, visitors make their way through the zones around the spine, enjoying the many interactive learning opportunities included in the new exhibit. Over 520 artifacts are included – some never before exhibited. “Drop of OIL and GAS” is scheduled to open Sunday, August 26 at noon. Drake Well staff and volunteers are delighted to have the installation of “There’s a Drop of OIL and GAS in Your Life Every Day!” begin.
