1.0 Executive Summary CoaliChain is the brainchild of a tight knit team of friends, with extensive experience in fields as diverse as the mobile application industry, political stra-tegy and communication, blockchain technology and law. Together, our team which counts now more than 20 people, has already worked for 18 months on the CoaliChain project, hugely succeeding in delive-ring marketing and political advisory services to more than 20 cities and other political entities and parties in the world. Contex t
There exists a general perception among people on the frustrating discrepancy that exists between citizens and the elected representatives. What exactly is the nature of the relationship between citizens and the elected person? In the majority of cases the two have never met. Voters entrust the future of their children and their own to a complete stranger. Someone they will most likely never be able to communicate with directly. At the most, they would send an inquiry via snail mail to an anonymous address, contact a representative or be redirected to endless operators. Far from being anyone’s ideal model of democracy, it has remained unchanged for centuries. In our day and age, an open and sustained means of communication needs to take place between the public and the elected, particularly prior to decisions of national significance. Engaging voters at the early stages of the process would certainly reduce public frustration and resentment towards unpopular decisions, and all that would remain to be done, is to simply re-adjust your objectives. Fortunately, the solution rests in the palm of your hand, its name is CoaliChain.

ID Verification on the Blockchain An instrumental property of the blockchain is its forgery proof uniqueness. A city forms a partnership with CoaliChain to run their local elections for city council members or for a mayoral race. Candidates register. Results are instantly and accurately produced, with no need for paper ballot box counting or the risk of inaccuracies or tainted votes. 5.2 General Elections In the context of general elections, CoaliChain’s versatile platform is first intended for relatively small scale polls, such as small developing countries lacking the sophisticated infrastructure of European models. The state’s elections supervisory authority will add the political parties as candidates to be voted for. 3. Unions A union decides to run a vote for the renewal of its executive board. Union members are scattered all over the country and votes should have taken place by mail, with the ensuing costs and bureaucracy. Instead, the union organizes the vote on the CoaliChain platform. Our geographic development process
6.3.1 Israel & Estonia 2018, the real life labs for CoaliChain CoaliChain aims at extending its activities in a number of countries, establishing in a progressive manner R&D centers and partnering up with local think-tanks and industry experts in two specific countries, in view of testing and optimizing our platform in real-life conditions. Moving forward at a later stage to target other countries or groups of countries with homogenous election systems. As a first testing ground, CoaliChain sought two small sized countries with populations under 10 million, emerging but strong democracies, strongly oriented in innovative technologies, multicultural and multi-lingual. On the basis of these critera, two countries with strong similarities but at the same time with distinctly unique cultural characteristics were selected. Estonia, which has been among the fastest high-income growing economies in the EU since obtaining independence in 1991. With a population of just 1.3 Million, it has rapidly developed its IT sector and became the first nation to hold elections over the internet in 2005. In 2014, it became the first nation to offer e-residency, a program aimed at encouraging location-independent investors and entrepreneurs worldwide. Israel, a small country with a strong and open democratic system, baptized globally as the «Start-up nation» and with a perception that the sky is never the limit. The size of New Jersey and numbering an electoral of some 8.7 million eligible voters, Israel has a buoyant economy, and together with Estonia, it offers an ideal lab environment for our R&D and a robust launchpad from which to confi- dently propel Coalichain. In that respect, CoaliChain will develop the concept of ÂŤsmart accountabilityÂť: a list of concrete and quantifiable commitments will be proposed by the people and validated by candidates in accordance with their political program, during pre-election. This list will be transformed into a smart contract The platform will be fed with all the data necessary as per the real life, economic events and information linked to the list. Breaches of non-fulfilled commitments during post-election will automatically be detected and flashed in the platform. All concerned participants on the platform will promptly notified.
