From Driver’s Choice Magazine I would like to start by thanking all our customers for advertising with us and also the many drivers who respond with applications for our advertisers. The sign of a good product is whether it is utilized and from talking with various companies, I know our book is appreciated. July marks the third anniversary of our publication and although the economy is in a recession right now our faithful advertisers are supporting us. The book is somewhat smaller now than in the past but so are all the other trucking publications being sent out. Between the high Canadian dollar and the shortage of freight it has been very hard for some companies to maintain a profit and the advertising dollar is one of the first things to disappear. Professionals in the trucking industry are predicting that by fall we will do a turn around and see a shortage of drivers again. This means that if you want to have your trucks all turning wheels, you had better put drivers in the seats now. This is the time to look forward to the future and quit worrying about what has happened to us in the past six or eight months. I will end this article by wishing everyone a happy summer and I hope you get a chance to enjoy some of our beautiful weather with your families. Enjoy your holidays because if the predictions for fall come true you will be busy once again.

Industry Updates HIGHWAY HOTLINE NOW TOLL–FREE ACROSS CANADA Tourists planning to drive in Saskatchewan this summer can now call the province’s Highway Hotline toll-free from anywhere in Canada to help map the safest and quickest route to their favourite getaway. “Whether you’re a Saskatchewan resident enjoying your own province or visiting from outside of our wonderful province, all motorists should be aware of this important travel tool,” Highways and Infrastructure Minister Jim Reiter said. “This free service can be checked daily for such information as ferry crossings, seasonal roads, construction activities or how a highway may be impacted due to a forest fire or storm.” The Highway Hotline was upgraded to a toll-free number across Canada in March with more than 1.4 million people telephoning or clicking online to use the service during the last fiscal year. Motorists can get this important travel information on the Summer Road Conditions and Road Conditions Map sections of the Highway Hotline online at www.highways.gov.sk.ca/road-conditions/. Highway Hotline information via telephone is as follows: Regina and area at 306787-7623; Saskatoon and area at 306-933-8333; on the SaskTel Cellular Network at *ROAD; and now throughout Canada at 1-888-335-7623. Construction work that has recently started includes Highway 4 near Cochin, Highway 5 near Margo, Highway 6 south of Choiceland, Highway 23 near Crooked River, along with Highways 33 and 35 near Francis. For more details about these new projects and other ongoing work, please see attached backgrounder. Construction work is subject to weather conditions and contractor progress.

Industry Updates LOG BOOKS - COMMON TOPIC FOR DEBATES, ARGUMENTS AND OPINIONS When I’m out and about and talking to drivers, the topic of discussion that almost always comes up is log books. They, along with all time records required under the Motor Vehicle Act Regulations Division 37, seem to generate debates, arguments and opinions like no other topic. Throw the latest and greatest versions of technology in to the mix, and you’ve got the makings of an entire afternoon over cold coffee. The log book/technology mix has been especially debated lately, and many of us have very differing opinions on the usability, validity and purpose of the technology, but some fundamental facts remain. Firstly, it’s flat out more accurate than paper logs. This may be a positive, or a negative, depending on which side of the compliance issue a person sits on, but bottom line is that a carrier will know where the trucks are, which is the point of the exercise. Some have argued it is too simplistic and overly detailed, showing every single action of every day, ending up like a cat’s-cradle of lines and page long lists of descriptions. This may sometimes be the case, but in the end, it is chock-full of data and information. And this is the key to any technological system and is its main purpose; the generation of factual data for use by the driver and carrier to achieve compliance. This is to both the driver and carrier’s advantage, as it gives the driver the ability to detail their actual activities, mileages and work hours and can prevent ‘encouragement’ by dispatch, shippers, or otherwise, to push their. Carriers also benefit by knowing the various duty status’s and hours of their drivers, as required by law, as well as a wealth of other details never before available. Depending on the system, information like idle times, speed, acceleration and deceleration rates, fuel consumption, etc. have lopped large lumps of operating costs for both carriers and owner/ops. As the saying goes, knowledge is power. The validity of some of these systems has also come in to question. While it’s true many systems can be ‘cheated’, they generally always leave tell-tale markers that make it quite simple for any carrier or auditor to find these errors. Depending on the system, there’s essentially always a fail-safe that will tie either GPS coordinates, engine time, mileage or all of the above, to indicate that there has been a malfunction. Just as paper logs, appearances can be deceiving, however with technology involved it’s much easier and quicker to get to the real truth. Unless helicopters or Starfleet transporters are involved, the trail can be picked up pretty easily. Like anything, a tool is only as useful as you make it. A ten thousand dollar drill press is a waste of money if all it’s used for is punching extra holes in your belt. I’ve seen carriers spend a pile of money on the Cadillac, (or should I say Lexus) of e-logs, and then completely ignore it and not put the data to use. It doesn’t have to be expensive or complicated to be effective. A simple GPS tracking system that utilizes real-time locations via the web can work wonders. Implemented effectively and monitored properly, technology can assist both drivers and carriers, well beyond the scope of hours of service. In the end, ideas don’t come from dollars, they come from people, and with hope, the expansion of technology will encourage an even greater expansion of ideas.
