From Driver’s Choice Magazine I would like to start this issue by saying that this year end brought no greater pleasure than to thank you for your support over the past few years. The Editors and staff from Driver’s Choice Magazine, Trucker’s Pages and Desi Trucking Magazine would like to start this New Year off by wishing you Season’s Greetings and a Happy, Healthy and Prosperous 2011. The economy is still on the upswing although it is moving at a slow pace. Loads are more plentiful and paying a better return than over the past year although we are still not where we should be. It has been a poor fall and beginning to winter this year as far as the weather is concerned. Every time we turn on the TV or Radio we hear about more storms all over the country. I keep receiving messages from drivers that are stuck or involved in accidents in Minnesota, Maine, New York, Eastern Canada, etc. Be careful out there as we never know for sure what is around the corner.

Industry Updates MANITOBA OKS 35 M ROCKY MOUNTAIN DOUBLES Effective immediately, Manitoba Infrastructure and Transportation (MIT) has approved a policy to allow a maximum length of 35 m for Rocky Mountain Doubles (RMDs) operated on selected double divided highways in the province, by permit, allowing increased payload and decreased trips for the industry. The additional length allows the use of tractors with attached sleeper berths rather than a day cab. It also harmonizes long combination vehicle (LCV) requirements with neighbouring Saskatchewan. The approved routes allow crossprovince travel and access to the northwest for RMDs to 35 m as follows: • on routes where Turnpike Doubles (TPDs) are currently permitted (any restrictions on the current operation of either RMD or TPDs will also apply to the new longer RMDs); • on Provincial Trunk Highway (PTH) 1 east of Pipeline Road; and, • on PTH 16 east of Shoal Lake. MIT notes that it cannot allow RMDs longer than 32.5 m on PTH 6 because roadway geometrics do not meet the standard currently recommended for LCVs.

ALBERTA DISTRACTED DRIVING LEGISLATION GOES BEYOND GADGETS The Province of Alberta has passed the Traffic Safety (Distracted Driving) Amendment Act – expected to become effective by mid-2011 – which bans not only hand-held cell phones and other electronic devices but also reading, writing and personal grooming while driving. Drivers may still use hands-free cell phones and other hands-free radio communication devices. Commercial drivers and those involved in search and rescue work may continue to use 2-way radio communication devices (e.g., Citizen’s Band radios) for work-related but not recreational purposes. Commercial drivers who use logistical transportation tracking devices or dispatch systems for the transport of passengers can still have mobile data computers installed and activated in their vehicles. But, guidelines for the regulation point out that drivers should not type information into these devices while driving. In addition to restrictions on talking on a hand-held cell phone, there will also be restrictions on: • •

texting/e-mailing; using electronic devices like laptop computers, video games, cameras, video entertainment displays and programming portable audio players (e.g., MP3 players); entering information on GPS units; reading printed material (in the vehicle); writing, printing or sketching; and personal grooming (e.g., hair combing, shaving and applying make-up) Exemptions include the use of hand-held devices by all drivers to contact 911 emergency services and by emergency service personnel including enforcement, fire and medical services.

The Province of B.C. has introduced a new Premium Carrier Program to enhance road safety by recognizing and rewarding those carriers who show an exceptional commitment to safety. Premium Carriers are the B.C. trucking industry’s leaders and are models for other carriers. At the opening of the Red Rock Inspection Station on Highway 97 south of Prince George in October, Transportation and Infrastructure Minister Shirley Bond welcomed the program’s first two members. Premium Carrier Program certificates were presented to David Livingstone, president of Lomak Bulk Carriers Corporation and to John Bandstra, president of Bandstra Transportation Systems Limited. “We believe that sound driving practices lead to safer highways and more competitive businesses, so we’re rewarding those leaders in the industry,” said Minister Bond. “Qualifications for the program are based on fleet perPage 28

High ratings in these three areas indicates a culture of safety that we believe will make our roads safer overall.” The main benefit of the Premium Carrier Program is recognition of the carrier’s success in achieving safe transportation practices. In addition, the program promotes pride and leadership among the participants, it provides an incentive for carriers to attract high calibre employees, and it encourages drivers to train themselves to the highest standards in order to be able to work alongside the “best of the best” in their industry. Recognition is publicized by a certificate that can be displayed at the carrier’s premises; a watermark for use on company stationery and website and inclusion on the list of recommended carriers on CVSE’s website. As a result of their high safety standing, Premium Carriers can also take advantage of operating efficiencies as part of the Weigh2GoBC program. Premium Carriers receive free Weigh2GoBC transponders for their entire fleet, and will be automatically assigned the lowest random report percentage (5 per cent) in the program, meaning fewer stops at inspection stations along their routes. Fewer inspections for Premium Carriers means Ministry of Transportation and Infrastructure staff can focus roadside enforcement activities on carriers that are more likely to need attention. The program is currently available to truck and bus operators with more than 20 B.C. base plated commercial motor vehicles in their fleets, which have operated continuously in B.C. for at least three years. Qualifications for the Premium Carrier Program are safety-based. The carrier must meet or exceed program criteria based on the carrier’s National Safety Code safety rating, as well as their WorkSafeBC and ICBC history.
