CHALLENGE ACCEPTED ou can do it. I know you can.” We’ve heard these words so many times, since childhood, from learning to tie shoelaces to riding a bike. Over time, the challenges we face changed and became more intricate and yes, even more difficult. Yet, like in childhood, there are those around us who push us to overcome these challenges, and to succeed. We’ve talked about Covid-19 for so long, and I don’t want to drag it out again, considering we are now almost back to a pre-pandemic lifestyle. But the pandemic did teach us to deal with challenges that we thought we’d never face. For some, it was a time of success, for others, many hardships. The 2022 APNA Truck Show took place in June and from all accounts, it was successful and very well attended. According to show management, there

were many challenges in this first show after the pandemic; however, hard work and dedication allowed these challenges to be overcome. In this issue, read about the Canadian ELD mandate and what’s happening now. In addition, Ray Gompf looks at what the government needs to do to unify the trucking industry and make it safer. From a personal perspective, media companies took a big hit in the last couple of years, ours included. It was quite challenging, and continues to be, as businesses changed their way of marketing. As we look forward, I’m reminded of the saying that No Man is an Island. When it comes to overcoming challenges, this saying is true and relevant. Surround yourself with those who support and encourage you, and then, your challenges will seem like a walk in the park.

How the Government Can Put Trucking Back on the Map G. RAY GOMPF, CD he government, with respect to the road sector of the transportation industry, listens to those in the industry who do not necessarily have knowledge of the task; rather, it should listen to those experiencing the real life producers of the miles required to accomplish the task. The government listens mostly to those trucking bosses that may or may not have actually done the driving job. Even if they have done the task, they probably did so when respect was a given, when shippers and receivers understood the value of the driver, the expensive machinery involved in transport and respective costs involved. Today, in a world of regulation and business killing rules and a lack of respect for anyone considered below their station, becomes the order of the day. To solve this more or less recent creation of government angst would be to review the rules, regulations and laws with the purpose of reducing conflicting decrees. In essence, t o have the provincial rules become harmonized with federal edicts. And to also ensure shippers and receivers provide comfort for drivers. There are far too many signs at, mostly, larger shippers and receivers, ordering drivers to

remain in their trucks. Drivers have been through virtual hell to get these loads to the location within an impossible window of opportunity, only to find there’s no washroom facilities available because there’s a rude sign on the door forbidding drivers the kindness of being able to answer nature’s call. These signs are pervasive and unnecessary. Some of the worst places to pick up or deliver are the big distribution centres who fine drivers for infractions of unknown rules. After dealing with a myriad of completely degrading government regulations, rules and laws, many drivers have to be insulted yet again by their customer with inane policies; it’s a wonder anyone would want to do the job. The government has many responsibilities and ensuring safety is one of them, but safety is multifaceted. Safety means providing a milieu, a culture of safety, much like truckers’ lives. Safety is not something somebody else does or is required to do. It is everyone’s responsibility. Everyone must learn to become proficient driving in and around traffic and especially around large vehicles. Everyone must learn how to drive properly through construction

areas. Everyone must learn how to drive around first responders actively working on the highway. Far too many people, truckers included, feel those three above sentences don’t apply to them. They apply to everyone. The government has, by its policies, stifled recruiting in the trucking industry. The problem is that transportation responsibility is, for the most part, a provincial responsibility and provinces make rules, regulations and laws without much consideration to harmonization. Then the federal government absorbs some of the provincial responsibility and writes policies often contrary to what the provinces consider legal. There needs to be considerable better harmonization amongst the transportation segments, especially the road sector. Graduated licensing, universal minimum entry level required training, truck driving as a red seal skilled trade with a visible career path, pay for advanced skill development, harmonization of rules, regulations and laws, and having all with an iron in the fire with a seat at the decision making table is what needs to be implemented. Traditionally, only those with big money are even considered eligible for their voices to be heard. Since the trucking industry is made up mostly of small business owner operator truckers, it is those small business entities that must have a seat at the table in one way or another. The provincial trucking associations, according to the current federal government, are the only legitimate voice is another misrepresentation. Unfortunately, those associations represent a significantly smaller part of the industry than all those small business owner operator truckers combined. That was part of the message Mr. Trudeau refused to hear in January and February 2022. NATIONAL MAGAZINE

Money Saving Tips ith everything costing more from food to fuel, it is getting expensive to be out on the road. While rates to pay for loads have increased, they don’t necessarily match up with the costs involved for trucking. Parts prices are skyhigh, parts are hard to come by, and it can take several years to order new trucks and trailers. Those trucks and trailers are at very high prices if you can get them. Equipment costs more than owning a home in some areas. So, I thought I would share a few ways to save some money in the meantime. One way to save money is to bring food and drinks from home or buy from grocery stores on the road to make yourself something. Eating out everyday can get costly. Many long-haul drivers have a fridge and microwave in the truck, so use them. I’m in Canada, and drivers from Canada that go to the U.S. can buy some items such dairy from the U.S. for much less. They can buy milk and cheese for much cheaper. So maybe buy some things at local grocery stores in the U.S. and load up to bring some home for the family as well. I know I found a discount produce store where they sell things for a lot less than the big chains. Do some exploring and try to find discount chains for your food items. Fuel is a huge expense. I spoke to a heavy-duty mechanic, and he told me that in Cummins and Cat school, they were taught that trucks are designed to work most efficiently at 100km/hr or about 60MPH. When you go over this speed, your vehicle begins to waste a lot of fuel. This will increase your fuel consumption a lot and a lot of money being wasted. If you want to make the most money, slow down and allow your truck to operate at its most efficient level. Maintaining the truck is essential to fuel economy. My mechanic friend told me many drivers’ delay minor repairs, and this costs them so much more in lost fuel. Those minor items significantly affect your fuel economy. If you’re a Canadian driver that goes cross border, fueling up in the U.S. before heading back to Canada will cost

you less. As I’m writing this today the fuel is $2.339 a litre in BC where I am which is the highest in North America. Fuel costs significantly less in the U.S. so if you’re heading that way, take advantage. If you’re an American driver going to Canada, also fuel up in the U.S. before entering Canada. It will save you significantly. Maintaining your trailer is also part of the equation to help you save funds. Make sure the trailer and fifth wheel are properly lubricated. Make sure your cargo controls are clean and in good working order, like your chains, straps, winches and hooks. When loading, it must be done properly. Distribute the weight correctly and don’t do a quick load and go. In the long run, this can start to wear on your trailer and shorten its life span, costing you money later. When driving, we must practice smart driving. So again, maintaining an efficient and safe speed to conserve on fuel costs. When turning, try to avoid restrictive left turns as much as possible. There are significant fuel costs saved when only turning right, instead of idling and waiting to turn left. It’s called “the right way to save fuel.” Studies show less mileage is utilized and less fuel when primarily doing right turns. It’s also safer avoiding oncoming traffic. When turning right use as large a radius as possible. I see so many scuffed and damaged tires from drivers hitting the curb. Take your time and go wide and save the damage. Braking properly is a big equation in saving money. Many accidents are caused by improper braking techniques. If you are in an accident, downtime will be significant as you await repairs, deal with lengthy insurance claims, or you may need time to recover from injury. All of this will cause a lot of lost money. Prevention of downtime involves knowing stoppage time and doing an inspection

before each load. Down shift to bring the speed down gradually and pump the brakes before gaining too much speed. This prevents a runaway truck, and load shifts which can cause a spill. A lot of the driving techniques are designed to save your life, as well as save you money. If you stay safe, you save money. It doesn’t seem like prices or inflation will be coming down any time soon, but we can all learn to save a bit of money in the meantime. Personally, I walk where I can and eat more plant-based foods to save on food and gas. Electric trucks I know are being advertised which could save on fuel. I think those will be good for intercity loads, but not for long-haul for now. The costs of electric vehicles are high and battery replacement is as much as a new vehicle in some cases, and there is little availability for now, so this isn’t a cost saving solution in the short term. So, for the immediate future try to bring your own food on loads, buy food where you can save money, and purchase fuel in the cheapest locations you can find. Maintain your truck and trailer and drive them properly and safely so you save money in the long run. Having researched about right turns and saving money has really opened my eyes on wasted fuel. I already practice driving in a fuel-efficient range with my car and have driven well over 100km more on a single tank of gas, versus a friend driving the exact same distance. So, over time that really starts to add up.

Built on the best-selling heavy-duty truck platform in North America, the new battery electric Freightliner eCascadia provides customers with a zero-emission version of the industry-leading Cascadia and showcasd its innovative safety and connectivity features. bYtrI plWt Lion Electric to Build Battery Plant in Quebec kubYk iv`c bYtrI plWt bxwauxgy lwien ielYkitRk ion Electric Company, which manufactures all-electric medium and heavy-duty vehicles, has plans to set up a battery manufacturing plant and innovation centre in the Aérocité internationale de Mirabel, in the Laurentians. Work is set to begin soon on the 1.6 million-square-foot site. Lion Electric explains it chose the location based on proximity to its assembly plant in Saint-Jérôme, as well as easy access to highways and the airport. The company says it also wants to redevelop some of Mirabel's existing airport facilities into a test track. In April, Saint-Jérôme Mayor Janice Bélair-Rolland accused the Aéroports de Montréal (ADM) of unfairly trying to attract Lion Electric to build on its land. She pointed out that land managed by the ADM comes under federal jurisdiction. Since March, Lion Electric has employed 465 people in Saint-Jérôme, where it builds electric buses and city trucks. The governments of Canada and Quebec have each provided the company with a $50 million forgivable loan to ensure that the new complex opens on time in early 2023, creating 135 jobs. That number could eventually increase to 285.

2022 APNA Truck Show Draws Huge Crowds JAG DHATT

hat a show!!! After almost three years of Covid-19 restrictions, the APNA Truck Show returned to Tradex in Abbotsford, BC in June of 2022. There was some doubt and anxiety in early 2022, with the unknown factors surrounding the pandemic. But with restrictions lifted and large public events back on, there was optimism for the APNA Truck Show. This year’s show had all parts that one has come to expect from APNA: the Trade Show, Job Fair, Show & Shine, Seminars, Entertainment, and of course, a grand prize that everyone is always excited for. This year’s grand prize was a brand new 2022 Harley Davidson motorcycle, valued at close to $30K and donated by the Big Rig Group. This year’s lucky winner was Gurminder Bains, an owner operator. The 2022 APNA Truck Show had over 125 exhibitors and over 15,000 visitors! That’s an impressive number considering many people were, and are, still a little nervous attending large scale events. Almost every exhibitor said the show surpassed their expectations and that they are looking forward to the next one. Such words show the confidence exhibitors have in the APNA Show. “We wanted to ensure the public that the APNA Truck Show would follow all safety and guidelines set out by the government,” said Bobby Saini, APNA Truck Show Manager. “And for this reason, we were very public that safety of visitors would be our primary concern.” “We are very happy with the turnout at this year’s APNA Truck Show, as were the exhibitors at the show,” said Tony Arora, APNA Truck Show Manager. “If this year’s numbers are any indication of people’s confidence in the APNA Truck Show, then we look forward to an even bigger show next time.” Show management would like to send their heartfelt appreciation to all exhibitors and visitors who attended the show because as the name suggests, APNA (meaning our) is our community’s own show.

Youth Safety and New Driver Training; What Needs to Change G. RAY GOMPF

s a result of the wreck in Humboldt, Saskatchewan a few years ago, governments jumped on a bandwagon and minimum entry level training became a buzz word phrase. MELT was made into a flag, run up the safety flagpole and far too many saluted. After the hoopla died down, so did the importance of making sure the training of every truck driver to cover all those stages the driver must know to obtain a commercial license. There is absolutely no measurable improvement in skill level and the safer

roads promulgated goal as a result of minimum entry level training (MELT). The incident statistics involving large trucks have not gone down as promised by the goal, but have gone up because the issues causing the incidents covers a myriad of problems that have not been addressed under MELT nor any other remedy that could be instituted. MELT is a decent start but unless followed up with meaningful changes, dependence on MELT as the cure for all ills is useless and unreasonable. Never point out problems until there are solutions. Governments seem to have

too many solutions for which there are no problems but when there are real problems always arrive, there seem to be wrong solutions first. That in mind, MELT could never become the panacea but to make truck driving a recognized red seal trade actually could work. Of course, MELT can form the first step in the road to becoming a safe truck driver, but it is only a single first step. A defined career path, with testable advanced training where advanced drivers are recognized with additional pay for skill development is closer to that panacea. The organizations and infrastructure NATIONAL MAGAZINE


are currently available to affect such training and skill development, but nobody wants to take that next step that will improve safety. The safety flagpole is used to display the safety flag even when there’s no possible improvement or even making the situation worse. Speed limiters were one of those safety measures taken before. Speed limiters are a critical element in the platooning of large trucks on the highways. Platooning puts vehicles too close together with no real ability to get out of the pack. When a kerfuffle happens it then involves many many vehicles within that platoon and maybe even the platoon following behind. Without speed limiters, the driver puts himself or herself in better control and it’s just cars that bunch up into the platoon. At least the smart drivers don’t get caught up. The solution is for governments to listen to those who are on the road, have studied traffic from the driver’s seat of a big truck rather than put more weight on those experts that have studied everything while physically never doing the job. Those who do the job are better

experts than those who have merely studied.

The hours-of-service (HOS) regulations, yes, are designed to ensure safety, don’t. Instead of the HOS being the maximums, they’re both minimums and maximums. There’s no room for the maximum to be any less than the maximum. Thus, instead of giving the driver the rest needed to be fully engaged in the driving task, it forces the driver to work tired. But the experts say the way the HOS are delineated is the safest way.

Canada’s ELD Mandate

MICHAEL HOWE he Canadian mandate for Electronic Logging Devices (ELD) will be in effect within months. This is a change that has been known for several years now, and discussed for even longer. There are no surprises with the mandate, and ELD’s have in fact been in use by some carriers for quite some time now in the United States – where they are mandator for many commercial trucks and buses – as well as in Canada optionally. What does this mandate mean for the Canadian trucking industry? First, what is an ELD? An ELD is the result of advancements in GPS technology. ELD’s are electronic logging devices that are used by drivers of commercial motor vehicles to automatically record driving time and hours of service records. These devices can also capture data on the vehicle’s engine, movement, and number of miles driven. Real-time driver status information is provided to fleets – this helps with regulatory compliance, inspections, and planning. Drivers can remain fully aware of what the ELD is recording via an app in most cases. Canada’s ELD mandate officially went into effect in June of 2021, but enforcement of the ELD regulations has been delayed until January 1, 2023. This allows ample time for carriers and

drivers to begin adapt to and implement necessary changes to comply with the new rules. According to a March 7, 2022, statement from the Canadian Council of Motor Transport Administrators, “… jurisdictions will continue to support the mandate through a period of education and awareness through to January 1, 2023. Industry is advised to research ELD device options and ensure any procured ELD is a certified.” Transport Canada provides a list of certified ELD’s on their website here: https://tc.canada.ca/en/roadtransportation/electronic-loggingdevices/list-certified-electronic-loggingdevices Here are some key points about the Canadian ELD mandate: - Hours of Service regulations are not changing. - Data Retention: ELDs will have to put together and transfer an output file. Motor carriers will be required to keep drivers’ Records of Duty Status for six months. - There is no grandfather provision for ERDs. - There’s no driveaway-towaway exemption. - ELDs must be certified by an accredited third party.

- Regulations don’t allow driving in personal conveyance beyond 75 kilometers per day. There are also minimal exceptions to the ELD mandate allowing commercial vehicles to not use ELDs, including: - Operating under a specific permit issued to them by the provincial or territorial director. - Operating under statutory exemptions. - Subject to a rental agreement with terms lasting less than 30 days. - Driving vehicles manufactured before the year 2000. The penalties for non-compliance can be severe, including taking any CMV out of service that does not comply with the ELD mandate. With an estimated 3 million drivers impacted by this regulation, and the importance the industry has on the economy of not just Canada, but North America as a whole, understanding the regulation and compliance will be important.
