It is my pleasure to introduce you to our first issue of Costa Rica’s only magazine dedicated exclusively to the country’s Fishing and Watersports Tourism Industry. Coastal Angler Magazine Costa Rica is a new endeavor focused exclusively on Sportfishing in Costa Rica. Our first issue, published for the months of December and January, is filled with great information about fishing in Costa Rica. The magazine’s format consists of a United States National section forming the outside pages, joined with a robust thirty-two page Costa Rica section in the center. I truly believe our plans have developed into the premier publication for information and promotion of the Sport Fishing Tourism Industry of Costa Rica. Explaining the Tuna Decree

here is nothing like enjoying a fresh yellowfin tuna sushi, sashimi, or even a big fat juicy fresh tuna steak when your arms are almost too tired to lift the chopsticks. Recreational anglers are catching more tuna than ever all along the Costa Rican Pacific seaboard. Fighting a tuna on rod and reel is like having your line attached to a freight train. The increased availability of tuna has been a saving grace for many a charter captain in the off season for billfish. People are asking: Why so many tuna? In 2012 FECOP (Federacion Costarricense de Pesca), a non-governmental group made up of different sport fishing associations around the country began researching the tuna purse industry in Costa Rican waters. Territorial waters are 11 times greater than Costa Rica’s terrestrial area. Costa Rica does not have any national flagged tuna vessels and purse licenses are sold to and operated by foreign flagged vessels in Costa Rican waters. FECOP approached then President of Costa Rica Laura Chinchilla explaining a problem existed and she advised them to submit a project supporting their claim. FECOP then discovered that over the 2008-2011 period, 193 purse vessels operated in Costa Rican waters while INCOPESCA the governing body of fishing in Costa Rica reported only 81 licensed vessels sold for the same period. Apparently 114 or 58% of the vessels were operating illegally. Much of the tuna never made it to port in the country. Costa Rica benefited a mere $37 a ton for tuna stored. Knowing the government would be slow to react to just a group of sport fishers’ complaints, FECOP held meetings with the longline fleet. After decades of throwing stones at each other the two groups decided to present the project to the government together. The longline fleet expressed if there were a steady supply of tuna available they would have no interest in sailfish which are a major bycatch problem in Costa Rica with non-selective types of fishing gear. President Chinchilla signed the “tuna decree,” as it is known near the end of her term and newly elected President Luis Guillermo Solis delayed the publication of the decree, but it eventually passed in October of 2014. The decree protects over 200,000 square kilometers of territorial water (44%) from purse sein operations, (see map). The most important area to recreational anglers is the first 45 miles from the coastline in which sein operations are now prohibited. In March of 2017, using data supplied by FECOP’s Director of Science Moises Mug, INCOPESCA reduced tune purse sein licenses sold to foreign fleets from 43 vessels down to 9 for the rest of the year. The government amended the agreement and sold 13 licenses. A new decree is waiting to be signed that would only permit 8 licenses permanently. It is estimated 25 tons of what would have been marlin bycatch in purse sein operations were saved

in Costa Rican waters in 2017 alone. According to agreements in the Tuna Decree there are a few provisions that have yet to be implemented. A management plan for the coastal and special polygons. Polygons A and D on map. An onboard observer program must be created for longline fleets, and a research program including horizontal and vertical migration using archival tags. The management workshops have already begun with sport and commercial fisherman, government agencies and NGO’s all participating. INCOPESCA, INA the governmental technical institute that trains for many occupations including different types of fishing, and FECOP have all teamed up for a year- long “greenstick” and vertical line study which started with the first voyage in October. Greenstick is a method of fishing tuna with almost zero bycatch that is common in the Atlantic side of the United States

but INCOPESCA requires technical support studies done in Costa Rica before they will give licenses for fish them here. With more tuna available and a growing demand for sustainably caught tuna on the International market with a higher value at the dock, hopes are one day a portion of the longline fleet will convert to greenstick fishing. This would decrease the amount of billfish bycatch tremendously. FECOP was formed in 2008 by a small group of anglers who discovered 480,000 kilos of sailfish were being exported annually into the United States. Much of this was served in seafood restaurants as smoked seafood spread and people had no idea they were eating sailfish. FECOP convinced the government to stop the exportation of sailfish but it can still be sold on the National market as a low-cost supplement to the Costa Rican diet. The first major conservation project FECOP tackled was the creation of the largest Marine Area of Responsible Fishing in Central America. Sport fishing is allowed and small scale artisanal fishing is permitted in the Golfo Dulce on the Osa Peninsula, but shrimp trawlers and gill nets are no longer allowed. A Golfo Dulce Commission was formed with representatives of all the users of the gulf as well as governmental agencies and NGO’s who meet monthly to manager the area. FECOP has not existed without controversy. While the whole Costa Rican sport fishing community should have been celebrating the Tuna Decree when it passed, they were distracted by a campaign from The Billfish Foundation labeling FECOP as “quasi-green environmentalists” and a threat to sport fishing in Costa Rica. The controversy started when a FECOP member voiced his opinion at a public forum on regulating more the organized billfish tournaments in Costa Rica. TBF ran with it claiming it was FECOP’s stance to discredit the organization. A blessing in disguise, the incident prompted FECOP to re-evaluate itself. The staff was reduced and Moises Mug, one of the most respected marine scientists in the country was hired full time. Today their agenda is quite simple.

Promoting sport fishing in Costa Rica both recreationally and professionally with a focus on bycatch, research and communication. The staff is supported by a board of directors from both the recreational and professional fishing sector including sportsman and Hall of Fame baseball player Wade Boggs who is an avid fisherman and conservationist. Continuous maintenance of the Tuna Decree will be needed in 2018 which Dr. Mug will oversee. Henry Marin will head up a socio-economic study concentrating on coastal communities individually, demonstrating the importance of sport fishing. One study FECOP will be doing that will be especially exciting is Pacific Tarpon. Not indigenous to Pacific waters the numbers caught on the Pacific coastline has been increasing annually. It is suspected they have come through the Panama Canal and are breeding in Pacific waters. Fish will be captured, tagged, a tissue sample taken and then released. Genetics and feeding habits can be determined by a tissue sample. The study will be done in the southern zone where more fish have been taken, but tarpon have been caught up on the Nicoya Peninsula and one was caught recently as far north as El Salvador. reetings Anglers! The local fishery has been exciting this past green season. We had excellent rooster fish and yellowfin tuna runs. Plenty of roosters in the 60-80 pound range and boatloads of 20-30 pound tuna. Snapper have been big and strong as well. They are healthy and beautiful fish that’ll bend your rod, get you some great pictures and fill your belly! Looking towards December and January we expect these fisheries to continue strong. The marlin and sailfish were not as active throughout the rains and that has many of us up North thinking that the high season (starting in December) could have the billfish numbers higher than average. I’m including a picture of my best sailfish from last year, caught in December. We generally troll 5-7 ballyhoos on the surface, some naked, some skirted. We’ll drop one down to around twenty feet and have a couple artificial lures out there as well. Along with the dredge and a couple of teasers we create a lot of action behind the boat to grab the attention of those big marlin and sails. With a much wetter green season than last year we are hoping for an improved dorado fishery. It was quiet up until late June, but has been improving since then. Hopefully we get even more rain to wash out the organic debris from shore to create floating structure and habitat for the baitfish and dorado. This area held the world record for dorado up until a couple of years ago when that record was smashed by a monster mahi near Cabo. Until next time anglers, Light Lines & Pura Vida!

D

ecember and January should bring some really good marlin fishing to the northwestern part of Costa Rica. The rainy season will end during the month of November, and although the Papagayo winds will start to blow, the marlin will also start to show up. The best day of marlin fishing that I have ever had in Costa Rica was in the month of December. I always recommend that my clients book their fishing date

as early in their vacation as possible so that in the event of high winds, we can push it back in hopes of better weather. I recommend TransdermScop Patches and have never seen anyone get sick when they were used as instructed. We should expect to see mostly blue marlin, with some striped marlin, an occasional black marlin and the ever present sailfish. The offshore wahoo bite always picks up in the winter, as well as the tuna in the dolphin schools. It is also a good time of the year for a grand slam, which is 3 billfish species in one day, making it well worth dealing with the “Papagayo’s”. Inshore for roosterfish, snapper and Jack Crevalle should be good also. Just be sure to do your homework and book an experienced captain on a well maintained, larger boat and you will not be sorry you went fishing this time of the year. Now that you know how……just do it! A

fter witnessing the wettest “winter” in 16 years, summer is finally upon us, with blue skies, calm waters, offshore winds and a new run of fish. If we go on the theory that fishing happens in cycles, we could be in for a great year of fishing! A run of dorado started in early October and has been steadily improving, largely due in part, to the trash picked up in the current lines from the huge river runouts.

T

his has been a very wet rainy season. With the exception of the last half of July, the fishing has been excellent. Roosterfish have been on fire and we have had several days with more than ten bites and catches of up to seven fish a day. Mackerel have been scarce, but jacks and skipjack have at times been plentiful, along with occasional snappers.

Traditionally the billfish action starts to pick up slowly in November. We generally see a scattered amount of fish the first part of the month, along with some nice dorado. As we get into December the marlin and sail action begins to get a bit more consistent, and we start seeing more life - birds, bait, dolphin and turtles. By the middle of January we have entered our peak period, and getting out most days. The fishing is good. Seeing sailfish in the double digits is not unusual, but with bait always being the key. Additionally we are finding the pods of dolphin parked off shore, normally carrying the tuna! All said and done, fish are wild creatures and wholly unpredictable. I can only share what I have seen happen over the past 27 years and hope that I am mostly right!

For the next couple of months we expect the roosterfish bite to stay hot. We have raised some nice cubera snappers on top water and expect the bite to pick up in November. As the water clears from the rain, coupled with normal water conditions as the red tide seems to have disappeared, I expect the dorado bite to really turn on in the Tambor area. The jigging and popping is often quite good in this period and expect to have many chasers and some solid hookups from big fish. In good conditions runs of smaller yellowfins can also be found from Tambor to Cabo Blanco. LOS SUENOS INSHORE REPORT By Captain Carlos Arguedas • Wing Man

F

ishing out of Los Sueños has been awesome the last few weeks with plenty of dorado very close inshore, and roosters along the rocks. Last week we caught 4 for 7 roosters in the morning and one big cubera on the reef, all with live bait. As calm seas become better and better as we go into our dry season, the reef should start holding more and more bait. Fishing is getting better for cuberas, amberjacks, wahoos, broomtails and mullet snappers, making next month a good one for fishing inshore. The bait around the rock is starting to show up with blue runners, which make roosters come along the hood looking for dinner.

LOS SUENOS OFFSHORE REPORT By Captain Daniel Espinosa • Maverick Sport Fishing

T

here is a reason why December through mid-April are the “high season” on the Central Pacific coast, which includes Los Suenos. This is the hottest sail fish bite of the entire year. This is tournament time in Los Suenos when the world famous “Triple Crown” will take place. Calling this part of the year the “high season” requires a fisherman to forget about the summertime marlin bite that many call the best in the world. It is common to score double digit numbers on sails this time of year. Remember, these are the large Pacific sailfish. Throw in a few mahi, an occasional tuna, and great bottom fishing, close in-shore, and you have an epic fishing opportunity. All in a spot with luxury accommodations and great restaurants. As the water cleans up following the heavy rains of October and November, the rooster fishing will pick up as the bait moves back inshore. Catching a big rooster on light tackle is an unforgettable experience. With the great fishing during this season it can be tough to find an open day on a good charter boat, but it can be done. QUEPOS INSHORE REPORT By Captain Scott Kozak • “Chloe Frijole”

D

uring November and December in Quepos, we have great catches of roosterfish, cubera snapper, jacks and snook. The roosterfish have been biting good on the rocks south of Manuel Antonio National Park. Drifting along the edge with live sardines is working well. The bottom fishing in the same area has been producing some nice catches of snapper. The best way to catch them is anchored and using bait strips just off the bottom. Boats heading north out of Marina Pez Vela are fishing for some nice snook in the area around the Partita river. This is also a nice area to start your morning bait fishing. A sabiki rig is a great way to fill your bait tank with live sardines. Rigging the sardines with a circle hook, light sinker and 40lb fluorocarbon leader, drift behind the surf with your reel in free spool with light thumb pressure. Be ready to lock up on the bite. There is a very good group of experienced captains and excellent charter fleet available at Marina Pez Vela. ecember & January are perhaps the perfect months to fish here in Quepos. Our Billfish bite is fantastic at this time of year and presents a real opportunity to catch a Grand Slam with sailfish, blue, black & striped marlin all possible. Sailfish numbers will increase as December progresses and often explodes

in January, hopefully in time for the first of our Marina Pez Vela tournaments. This awesome Pelagic Rockstar tournament takes place between January 11-13th with categories for both large and small boats. Double digit sailfish releases (many more sometimes!) can be possible while blue and striped marlin are caught in similar locations as sailfish are, such as ‘The Corner’. Anglers that would like to try their luck for a black marlin are best directed to one of our offshore reefs such as ‘The 26’ or ‘Furuno Bank’ where live-baiting a bonito is the top method for landing a big black marlin. We have just experienced an incredible dorado run through November, with lots of good sized 20-30lb fish and plenty of larger fish mixed in. Steady numbers of dorado should continue in December and then slow in January, as water temperature increases. There will be tuna 30+ miles offshore, with lots of fish in the 20-80lb range and some 100-200lb plus fish also. DRAKE BAY REPORT By Captain Willie Atencio

reetings from the beautiful and unspoiled waters of Drake Bay. This is a transitional time of year. The numerous humpback whales we have enjoyed watching continue on their journey and the seasonal rains begin to subside. As the weather clears and the seas calm, the bite steadily improves every week. Drake Bay is blessed with a huge reef system around Cano Island just twelve miles from the beach. This reef offers a consistent year-round bottom fishing bite for grouper, snapper, amberjack, pompano and other delicious table fare. These fish are caught on live bait, cut bait and speed jigs. The hard fighting, exotic roosterfish are also here year-round and are caught on poppers, lures, flies and live bait. Offshore, the tuna and wahoo bite remains strong and lucky anglers should expect the occasional blue or black marlin to come busting through their spread. We are expecting big numbers in the 2018 year for both sailfish and mahi. The Captain of Fish Drake Bay, Willy Atencio is a native of the local area. M

ost anglers visiting Costa Rica are probably not thinking about the fly fishing opportunities that await them in this tropical destination, much less high mountain trout. The fact is, trout do populate many high mountain rivers and streams in Costa Rica and with a little exploring around the Dota and Los Santos regions of the country you can catch what has been affectionately named Tico Trout.

S

ome of the best tarpon fishing in Costa Rica can be found outside the Tortuguero River mouth and along the Atlantic Coast reaching to the Colorado River. Most of the tarpon fishing in the area used to take place in the Colorado river but it has become so shallow that the best fishing is now outside in the ocean and at the mouths of the rivers. Since switching to circle hooks, our hooking odds have increased from about 20% to 80% so I can’t recommend anything other than a circle hook rig for the best odds of catching a fish. The best bait lately has been fresh local sardines, caught mostly with Sabiki rigs. The tarpon can also be caught using jigs and poppers, while catching a large tarpon on a fly rod is an experience of a lifetime. With good weather and reasonably calm seas tarpon can be caught yearround in the Tortuguero area. Come experience tarpon fishing Costa Rican style with some good old Tortuguero hospitality. “To catch a fish, you have to think like a fish”. Good Fishing!!

The best time of year to wet your line would be the summer months of January through April when the streams will be running clearer, but all year round will produce when there has been a break in the rains for a couple days. To keep it simple as to what flies to use, you cannot go wrong with a Stimulator pattern and a bead head Prince Nymph. Another fresh water species that has really gained popularity in recent years amongst Costa Rican and visiting fly anglers alike is the machaca. This cousin to the piranha is an aggressive top water feeder that will hit almost anything that goes plop in the water. Yellow or green hopper patterns in foam are a mainstay as well as round shaped balsa Machaca or foam in green or orange colors. While not complete vegetarians, machaca feed heavily on fruits, seeds and flowers that fall from trees along the riverbank. Looking ahead for the beginning of summer, expect all river fishing to improve on the west coast with the rains subsiding and beach casting to also produce well with a Clouser pattern.

Captain Eddie Brown has been tarpon fishing for 45 years on the east coast of Costa Rica, operating out of Tortuguero, Costa Rica. The name Eddie Brown is synonymous with Tortuguero tarpon fishing. In 2017 he won four of the local tarpon tournaments with his anglers. He’s always saying that fishing is his passion and he is the happiest man on earth when he is on the water fishing for tarpon.

Having graduated from cane pole fishing as a kid to more technical equipment these days, Mark Evans prefers floating the many rivers of Costa Rica in his kayak, with a fly rod in hand. Mark is one of the founding members of the Costa Rica Association of Fly Fishers (CRAFF) and two-time national fly fishing champion in the Club Amateur de Pesca of Costa Rica (CAP)

CLUB AMATEUR DE PESCA

T

he gregarious nature of human beings encourages them to group with people that share the same interests. This is the case of a group of twelve anglers that used to meet in San Jose. They began fishing together, and soon organized their activities by constituting the Amateur Fishing Club on June 11, 1946. Once the Club was formalized, the activity of the anglers was increased and its sport spirit began a tarpon tournament in 1954, in the rivers of the Caribbean. One year later they began another tournament focusing on sailfish and marlin, helping in increasing the fishing activity in the Pacific. Both tournaments continue on to this present day. As the participation of some members of the Club competing in international tournaments became easier, the Club affiliated itself with the International Game Fish Association (IGFA) in 1947. The IGFA, headquartered in Florida, is a global body that regulates all matters relating to fishing regulations, club events and world records. The Club also affiliated with the International Light Tackle Tournament Association (ILTTA). The ILTTA is the world body that takes charge of organizing international tournaments. worldwide. The Club also works with FECOP, the Costa Rican Fishing Federation, which works hard to promote the conservation of many species at risk. The activity of the Club Amateur de Pesca is not solely limited to the International Sailfish Tournament. It also organizes six different tournaments on a national scale throughout the year. Some of the tournaments are geared toward the diverse species that is tarpon. Additional tournaments focus on other species of fish. The Club began to organize the International Sailfish Tournament in 1979 and to date it is the only international competition. The Amateur Fishing Club offers a space to share its member’s fishing passion. Fraternity, health and sport constitute the motto of the Club. Inside this clan, the tradition is transmitted from generation to generation. The most experienced fishermen teach the beginners, transmitting their knowledge in generous and educational ways. The essential requirement to join the Club is a love of fishing. The Club currently has 86 members, and is headquartered in San Jose, Costa Rica.
