Beeville, Alice programs get renewed federal funding Congressman Rubén Hinojosa announced that Coastal Bend College (CBC), Beeville and CBC Alice, Texas State Technical College (TSTC), Harlingen, and the University of Texas-Pan American (UTPA), Edinburg will each receive federal grants totaling $1.2 million to fund the Talent Search program which will help students from low-income families pursue higher education. “I want to congratulate these fine educational institutions for receiving these very important federal grants that support higher education,” said U.S. Rep. Hinojosa. “The programs have been successful in helping students from low-income families, who would not even have considered higher education, enter and stay in colleges and universities. I commend all of the educators, and staff, involved in helping students in their communities enroll and stay in college.” This is how the funding will be distributed: CBC Beeville $306,752 CBC Alice $230,000 UPTA $415,652 TSTC $230,000 The Talent Search program identifies and assists individuals from disadvantaged backgrounds who have the potential to succeed in higher education. The program provides academic, career, and financial counseling to its participants and encourages them to graduate from high school and continue on to and complete their postsecondary education. The program publicizes the availability of financial aid and assists participants with the postsecondary application process. Talent Search also encourages persons who have not completed education programs at the secondary or postsecondary level to enter or reenter and complete postsecondary edu-

cation. The goal of Talent Search is to increase the number of youth from disadvantaged backgrounds who complete high school and enroll in and complete their postsecondary education. CBC Educational Talent Search Program in Alice serves eight area schools and 616 students. Participating students are from Benavides, Falfurrias, Freer, Orange Grove, Premont and San Diego High Schools. Project Director for Educational Talent Search in Alice, Jose Schuenemann, said she is thrilled with the grant award because it will help so many students. “Most of our students are first generation high school graduates who have never even been to a college campus,” said Schuenemann. “In our first year we had 80 percent of our students enroll in college. Last summer, I took 43 students to visit colleges in Houston and to tour NASA. They were so excited and enthusiastic about achieving their dreams of earning a college degree.” CBC Educational Talent Search Program in Beeville serves 671 participants in 12 rural schools in South Texas. Participating students attend middle and high schools in Beeville, George West, Karnes City, Kenedy, Mathis, Odem, Pettus, Refugio, Runge, Skidmore, Taft and Three Rivers. TSTC’s CAST project (College Assistance for Student Talent) provides services for students in grades six through 12 in San Benito, Santa Maria and Mercedes Independent School Districts. At UTPA, the Talent Search program serves eligible ninth- through 12th-graders from five Hidalgo County high schools in La Joya, Palmview, JuarezLincoln, Mission and Edcouch-Elsa.

“We wanted youth to know that soft skills are important,” Scotty Draper said about the recent Tools for Tomorrow Youth Conference held in Beeville. More than 70 Coastal Bend College TRiO students from Beeville, George West, Odem, Sinton, Taft, Karnes City, Kenedy, Mathis, Odem, Pettus, Refugio, Runge, Skidmore, Taft and Three Rivers attended the daylong event. Draper and Lisa DelBosque co-chaired the event and worked with other graduates of the Critical Thinking in Leadership 2011 Class. Tristen Martinez, Belinda Flores and Mark Jaffrion of Beeville; and Sue Ellen Brown and Christi Mascarro of Refugio combined their expertise and leadership skills to put together an event that benefitted area youth. They created the conference as a Leadership group project to introduce teenagers to the “need to know skills” they’ll have to have for college and the workforce.

The conference started out with guest speaker Geno Vargas of Workforce Solutions. His message, “You’re the BEST,” resonated with the participants. Break out sessions followed, addressing issues like how to dress, how to interview, writing resumes and managing money. Vargas worked with participants on resume construction and Refugio County Treasurer Louise Addull worked with them on answering interview questions. The event wrapped up with a career/job fair where participants were able to talk to professionals and learn about career opportunities. “The Upward Bound students were great! They were very respectful of each of our presenters, interested in what they were hearing, asked questions, and really made the day go smoothly for us,” Draper said. “We couldn’t have asked for a better group of kids.” Career/job fair presenters included: Mary Reyes,

‘Leadership’ partners with Coastal Bend College to offer ‘Critical Thinking in Leadership’ Program Whether they are in social groups, government, business, educational institutions or faith-based organizations, leaders are a key factor in the success of Texas communities. Leaders make things happen. They take the initiative. They get people involved. They are accountable for their actions. Leaders help groups create vision and see large and small projects to fruition. Leaders are vital to the future of Texas communities. Because leaders are so valuable to communities, the Texas Rural Leadership Program was created with the goal of developing and supporting community leaders in an effort to promote community revitalization and economic development. TRLP provides Texans with the tools and skills necessary to be successful leaders. One of the main products that TRLP distributes is the Critical Thinking in Leadership curriculum, supported by a grant from the Texas Higher Education Coordinating Board Perkins Grant Program. Leadership Bee, Live Oak and Refugio Counties partners with Coastal Bend College to bring the leadership development program, set to begin Sept. 9. Classes are monthly through July 2012, to the community.

Qualified instructors and facilitators lead sessions where participants will learn about and discuss topics dealing with corporate and community leadership. These include styles, ethics, critical thinking, communication, motivational techniques, facilitation, conflict management, networking, team building, data-driven decision making and strategic planning. Graduates of the program become resources within their communities and possess the skills necessary to be effective leaders.

Many leadership development programs focus on meet and greet situations (where participants spend much of their time getting acquainted with local agencies, governments or other organizations). While these are helpful, they have little long-term impact on creating or managing change within communities. CTL, on the other hand, gives participants the tools and skills needed to provide leadership within the communities in which they live and work. The overall goal of the program is to develop leaders that will successfully identify and address critical issues that will bring about improved conditions in their communities.

Following completion of the program, participants should be able to translate their knowledge of economic trends, local needs and resources into new strategies to stimulate economy; mobilize people and resources to improve the community’s future; and work together across political boundaries. Graduates will also have the benefit of the support of a CTL alumni network. Leaders are necessary in all areas of life. CTL is designed for a diversity of leaders throughout the community. Examples of people and organizations that will benefit from attending the course include business owners, city and county officials, church groups, community volunteers, continuing education coordinators, economic developers, educators and administrators, nonprofit organizations, workforce development personnel, youth and others.

CTL is a valuable tool for educators, businesses and communities to develop current and prospective leaders by strengthening effective problem solving skills. As participants progress through the curriculum’s three courses, they will develop personal workplace and community leader-

Summer Discovery Academy is an innovative program in which Beeville Independent School District and Coastal Bend College work together to improve student performance in math, science and language arts while demonstrating the importance of these skills in daily life. Students in Summer Discovery Academy are encouraged to be active learners and are shown the wide range of educational and employment opportunities available to them. The program is unique in using real world jobs and occupational programs to teach skills infused in applied situations. Coastal Bend College Business Technology Division pilots the project and offers two business management class credits and one computer information technology credit to participants. High school students from rising freshmen to seniors are eligible to participate. Students in the Discovery Academy may take three courses for college credit and earn up 1½ high school dual credits.

Classes are offered in reading, writing and mathematics to adults seeking to improve the basic skills necessary to function effectively in their personal and family lives, in the workplace, and in the community. Applications are being accepted now through Aug. 26 for the fall quarter which begins Sept. 6. Orientation for fall quarter will be held Aug. 30-Sept. 1 at the CBC Lott-Canada Facility at 900 W. Corpus Christi St. in Beeville. Those interested in attending GED or adult education classes must attend either the three-day orienta-

tion or the two-night orientation to be enrolled. During orientation, students will be given a skills test that determines their classroom placement. Students who are 16 years old must have a court order from a judge to register and 17-year-olds need to have parental consent and documented withdrawal from the last school they attended. “The data is compelling; the relative youth, growth, and current levels of educational attainment among Latinos show that our nation will not return to world leadership in college completion without a tactical plan focused on increasing Latino degree attainment,” said Deborah Santiago, co-founder of Excelencia in Education and its vice president for policy and research. “Nationally, Latinos will have to almost triple the number of degrees earned currently to reach the goal by 2020. As the state with the second highest proportion of Latinos, Texas is vital to America’s future.”

Latinos lag in college completion, report says by Reeve Hamilton Texas Tribune Only 16 percent of Latino adults have an associate’s degree or higher — compared to 33 percent of the total working-aged population in Texas, according to a report by Excelencia in Education, a Washington D.C-based non-profit organization focused on boosting Latino success in higher education. The national average is 38 percent. The gloomy statistics were unveiled at a recent press conference in San Antonio attended by state Rep. Joaquin Castro (District 125) and representatives of higher education organizations. “While some in Austin hope to slash education in the name of so-called fiscal responsibility,” Castro said in a statement, “the partners assembled here all understand that our future economic success depends on investing in education and finding new ways for all Texans to succeed beyond Rep. Joaquin Castro high school.” As part of its effort to bolster higher education success by 2015, the Texas Higher Education Coordinating Board has made increasing attainment among Hispanics a priority. According to a fact sheet distributed at the event, the number of Hispanics earning undergraduate degrees increased 7 percent from 2006 to 2008, while other groups increased 4 percent. Over 3 years, among the top 10 states enrolling Latinos, Texas has had one of the largest increases in degrees conferred to that population. However, disparities remain. “We have to find

ways to do better, to do more,” said Deborah Santiago, co-founder of Excelencia in Education. Santiago’s organization has also been spreading this message in states like Florida and Pennsylvania as part of a national initiative called “Ensuring America’s Future by Increasing Latino College Completion,” which is funded by the Bill and Melinda Gates Foundation, the Lumina Foundation for Education, and the Kresge Foundation. Heeding that call, at the press conference, ACT, Inc. — best known for its college entrance exam — announced a new project called “Graduation Texas,” which will focus on providing early identification and counseling to first-generation college freshmen. “We know that identifying students during their freshman year and counseling them effectively will put them on the path to college completion,” Karen Pennell, ACT assistant vice president and regional manager, said in a statement. Today’s press conference also identified some examples of practices that seem to work for boosting Latino success rates, including dual enrollment programs for high school students at the University of Texas-Brownsville and the Model Institutions for Excellence program at the University of Texas-El Paso. Other organizations partnering with Santiago’s organization and the initiative include the University of Texas System, the Hispanic Association of Colleges and Universities and the Intercultural Development Research Association. “While a small group of organizations are committing to doing more, I don’t believe they can do it alone,” Santiago said. “But I do know they are stepping forward and being vocal about their commitment to being part of the solution.
