SosnoskiwassworninonTuesday, March12,tofillthecouncilseatthat becameavailablewhencounciltreasurer PeterMicheldecidednottoseekreelection.
SosnoskiretiredtoMillvillethree yearsago,afteracareerasafirefighter and emergencymedicaltechnicianin AnneArundelCounty,Md.Sheand herhusband,Michael,purchasedtheir homeinMillvillebytheSeasixyears agoandspentthenextthreeyearsas part-timeresidents,shesaid.

AfterMadara’sdeath,Freddie Stevens,wholivednearPhillipShowell ElementarySchool,hostedthehunt, buthehassincepassedawayaswell.
“Wehavemusic,andeverybodyhasa goodtime.Insidetheeggs,thereis candy—somuchcandy.Wehavefive agegroups,fromage0up,butanybody canhunt.Wehaveneverturnedanybodydown,”shesaid.

LordBaltimoreElementarySchool (LB)decidedtoengagethelocalcommunitythisweekendtothankparents andfamiliesfortheirsupportinachievingNationalBlueRibbonSchoolstatus againthisyear.TheprogramoftheU.S. DepartmentofEducationrequires proofofcommunityengagement.
LordBaltimorehaswontheaward beforeandisdistinguishedasarepeat honoree.OnFriday,theentirestudent body,alongwithadministrativefaculty andteachers,willbepartofagroup photocourtesyoftheOceanViewPoliceDepartment(OVPD)droneflying overhead.
Then,onSaturday,March23,the schoolwillhostaPainttheTownBlue eventattheCaptain’sQuartersArcade fromnoonto4p.m.TheMillville Boardwalkislocatedat35287Atlantic Avenue(Route26),inMillville,andthe arcadegameswillbefreetochildren wearingblueclothing.

“Weareexcitedtoannounceour first-everelementaryhonorsocietythis week,onWednesday,”shenoted.“We reachedouttoHocker’s,andtheyare donatingcookiesandbakedgoods.” StudentswillbeenrolledinaNational HonorSocietyforelementarygrades.

ThecovetedNationalBlueRibbon Schoolawardisdesignedtoaffirmthe hardworkofstudents,educators,families,andcommunitiesincreatingsafe and welcomingschoolswherestudents masterchallengingandengagingcontent.TheNationalBlueRibbonSchool flagwillsoonbegracingtheLBentry orflyingoverheadasawidelyrecognizedsymbol.

“Iwasafirefighteronanenginefor years.”shesaid,aswasherhusband.
“Itwasagreatcareer,”shesaid, addingthatthefactthatwhenshe beganinthe1980s,“therewerenotalot ofwomen”inthefirehouses,soshehad tobeatrailblazer,inasense.Alongthe way,shetaughtsomeclassesatfire school,shesaid.
“Itwasaveryphysicaljob,”shesaid, and asapetitewoman,shehadtolearn howtoaccomplishtasksefficientlytobe aseffectiveasthelargermalesonher squad.“It’sallaboutleverage,”shesaid.
OncethecouplemovedtoMillville, shesaid,shebegantogetinvolvedin committeeswithinMillvillebytheSea, servingaspresidentofthehomeowners’ associationinitsLakesidecommunity, aswellasonasocialcommitteeand others.
“Iwasstartingtocomeoffsomeof thesecommittees,andIsaid,‘Hmmm… NowwhatamIgonnado?’”Sosnoski said. “Iliketovolunteer,andIjustsaw itinthenewspaper,”soshedecidedto applyasacandidate.“Ithoughtitwould beabigelectionandIwouldhaveto campaign,”shesaid.Butsincenoone elsefiled,shesteppedintothespot
withoutanelection.
“I’mhopingI’mgoingtodoagood job,”Sosnoskisaid.

IRSDBoardMemberDr.Donald Hattierwasaskedbydistrictlegalcounseltoberecusedfromvotingonthe personnelmatterduetopubliccommentsmadeduringtheadministrative hearinginGeorgetownlastmonth,accordingtoofficials.Thosecomments, echoingtestimonybySuperintendent JayOwensthat“trusthasbeenlost”in Layfield,mayhaveappearedbiased aboutLayfield’sfutureemployment prospects.
Theadministrativehearinghascon-
cludedwithdefenseattorneyThomasS. Neubergerfilingpaperworkindefense ofLayfield,claimingthelong-timeadministratorandmost-recentlyprincipal ofSussexCentralHighSchoolwasactingwithinhisofficialdutiesconcerning astudentaltercation.
Neubergerwasnotpermittedbythe retiredSuperiorCourtjudgeactingas adjudicatortoformallyfileandargue thisfinaldefense.Hepubliclyreleased theclosingargumentsonMarch4,callingonOwenstoresignforhisalleged complicityinotherdisciplinaryuseof videoofstudents.
Duringthishallwayskirmishlast spring,AniyaHarmon,athen-senior studentoneweekawayfromgraduation day,wasreportedlyrestrainedbyafemaleassistantprincipalwhichcaused herblousetobepulled-upandrevealing
herbreast.TheimageryofHarmon’s body partwasallegedlycaughtoncameraandsharedwithupto25schooladministrators,constables,schoolresource officersandassistantprincipals.
“Dr.BradleyLayfield,thesuspended (withpay)principalofSussexCentral HighSchool,closedhisFebruary15 administrativehearingandarguedall theevidence,”wroteNeubergerinthe finaldefense.“Theproposeddischarge ofBradleyLayfieldisamatterofpublic concern.”
Neubergeralsoappearedonthepopular DanGaffneyradioshowtofurther statehisdefensecasewhichwas deemedinadmissibleatthehearing.
“Atthehearingconclusion,the schooldistrictdidnotwantustopresentourclosingargumentswhichwould havereviewedthepreviouslysubmitted
testimonyofthe13witnessessupportingLayfieldandmorethan10ofthe district’sownwitnesseswhichalsoexoneratedLayfieldofthefalsecharges againsthim.”
Layfield,throughhiscounsel, claimed thatthefinalmediareporting onthisadministrativehearingistherefore“incomplete.”
NeubergerwrotethattheIRSDhas droppedthechargesagainstLayfieldof circulatingameme,orenhancedimage, whichreportedlysuperimposedtheface ofsingerJanetJacksonoverthatof AniyaHarmon’sexposedbody.
Thememewasallegedlycreatedby anassistantprincipalatthehighschool, whohasalsobeensuspended.ThereferenceistotheJanetJackson-Justin Timberlake“wardrobemalfunction”at theSuperBowl,inwhichsingerJackson’sbreastwasbrieflyexposed.
Neubergernowclaimsonbehalfof hisclientLayfieldthatnosuchmeme existed,andthischargewasafigmentof socialmedia.Theservershavebeen scrubbedsincethedisciplinaryreviewof theHarmonmatterandthusthedistrict isnotabletoproducetheoffensive meme.
“Thedistrictdroppedallcharges makingfalseclaimsagainstLayfield thathehelpedcreateandwidelycirculated (distributed)anoffensiveracial memecontaininganakedsnapshotofa woman’sbreast,”wroteNeuberger.“So myclientisinnocentofthisfalsecharge becauseitwasabandoned.”
NeubergercalleduponSuperintendentOwenstoresignhispositionbecause hehadearlierallegedlyviewedsextapes ofSCHSstudentsengaginginother sexualactsinstairwellsofthehigh school,accordingtohisfinalarguments.

Lastweekend,CarolineWetzelbergerprovidedapastacookingclass attheMarketassherolledoutthe pastatomakeaflatfillingsurface andshowedpatronshowtostuff tortellini.Wetzelbergerpinchedthe doughtomakewhatappearedtobea tinypursetoholdthefillings. Clearly,makingasuccessfulpasta pocketisallinthe“pinching.”
“Carolineisagreatchef,andwe aregratefulthatshejoinedourteam sharingherpassionwithfoodand preparation,”saidownerJeffOsias.
WetzelbergeristhedirectorofoperationsattheDiFeboRestaurant GroupandtheDiFeboMarketin BethanyBeach.Sheisagraduateof theUniversityofDelaware’shospitalityandrestaurantmanagement program,andwentontotheCulinaryInstituteofAmerica,whereshe receivedachefcertificate.After workingasheadchefattheBigFish RestaurantGroup,shejoined DiFebo’sabouttwoyearsago.
“DiFeboMarketprovidesboth privateandpubliccookingclasses,” notedOsias.“Theclassesarevery popularandgivesuschancetoshare ourknowledgewiththecommunity andourcustomers.”
TheDiFebo-Osiasteamwillalso betakingagroupofitsrestaurant workersovertoItalytwicethisyear —inspringandfall—andthatculturalandculinaryexchangeprogram hasproveninvaluabletotherestaurantsandthemarket.
“LisaandIareoftentakingour teammembersovertoItaly,andwe havetwotripscomingup—inMay andagaininOctoberthisyear— wherewewillgiveouremployeesan immersionexperience,”saidOsias. “Wecanshareourknowledgewith others,andtheywillbringitbackto thecommunity—it’sablessing.”

Gerrishsaidhedecidedtoofferthe springbreakprogramforparentsbecause heheardfromsomefourth-gradersatLord Baltimorethattheywouldlovetoattend camp,butperhapsitwasoutofreachfinanciallythisyear.
“ThisisthefirsttimeofwhichIam awarethataspringtimeday-campiscomingtodowntownBethany,”saidGerrish. “It’sallfreewithadonationtoyourschool’s PTO,”Gerrishadded.“WeallloveSummerCamp,butforworkingparentsand kidsathomeoverspringbreak,theremay beafinancialbarrier.AllStarCampsand myteamwanttomakesurethatallboys andgirlscanbeoutsiderunningaround havingfuninthesun—inthespiritof friendlycompetitionwithanemphasison gamesandsports.”

“BethanyBluesdidaspectacularjobon thefoodforusthisyear,”saidMikeGalu,a formermen’sclubpresidentandorganizerof theSt.Paddy’sDaydinneranddance.“They offeredusthreedifferentmenuchoicesfor thesamebaseprice.Itallworkedoutgreat,” saidGalu.
TheRev.JohnKlevence,pastorofSt. AnnCatholicChurch,talkedaboutthesignificanceoftheSt.Patrick’sDayrecognition ofthesaint.
“Therearelotsofstoriesabouthislore,” saidKlevence,“includingthathedroveall thesnakesofftheislandofIreland.Heis alsosaidtohavecreatedthesymbolismof thecloverrepresentingtheHolyTrinity.I amprettysurehedidnotgettoeatthis amazingcornedbeef,”saidthepriest.
“BethanyBluesoutdidthemselveswiththe tenderbeef—thoughItriedthebangers andmashthisyear.”
DeaconDennisHayden,sittingatthe leftofKlevence,alsosaid,“St.Patrickwasa slaveformanyyearsstartingatage16.”
MagnusPatriciuswassixyearslater emancipatedfromhisIrishcaptorsandwent ontoleadtheIrishCatholicchurchwithlittleformaleducation.
Galusaidtheonlysnafuwithlastweekend’sdinnercamewhensomeparishrevelersmistakenlydrankthewinethatwas meantasadoorprize.Thenicerbottleshad beenstoredalongsidetheIrishbeersand lesserexpensivepartywine.
“Wehadacoupleofguysdrinkthewine, sowehadtorunoutandgetmore.”
Apparently,therewasnodivineintervention,liketheconversionofwaterjugstothe finestwineattheweddingfeast,astoldin theBible.
“Nextupisourfamouspancakebreakfast,sponsoredbySt.AnnParishandopen totheentireBethanycommunity,”said Galu.“ItwilltakeplaceonApril28,andthe breakfastisjust$6forseniorsand$7for adults.Andwereceivedonatedeggsfrom localfarms,soit’sanicefamilybreakfastfor cheap,”saidGalu.“Kidswilleatforfree.”

“Ifoundthewindowsonawebsitecalled theLiturgicalExchange,”saidKlevence, whoseparishdrivesmajorfundingresources fromtheannualSt.Ann’sBazaar.“Theyare fromtheParishofSt.FrancisofAssisiin Minersville,Pa.Ifeltlikewecouldcombine thehistoryofthatchurch,someLithuanian heritageandalsoalittleofmyownfamily historywiththosewindows.”

ItsinauguralFairwaytoHeavengolf tournamentisscheduledtoteeoffthis Wednesday,March27,atBearTrapDunes inOceanView.Check-intimeis9a.m.,with an11a.m.shotgunstartonthegolfcourse.
“Netproceedsfromourtournamentwill bedonatedinsupportoffamiliesinneedof foodorhousing,family-and-childrenliteracy programs,programssupportingveterans, childeducationanddevelopmentactivities,as wellaslocalfireandrescueservicecompanies,”saidMcElroy.
Thegroupofnon-profitorganizations thatassistlocalcitizensinneedincludes Justin’sBeachHouse,SpecialOlympics Delaware,LighthouseChristianSchooland theSussexPregnancyCenter.

McElroynotedthatduringitsfiscalyear thatendedonJune30,2023,theSt.Ann’s Councilraisedmorethan$40,000insupport oflocalprogramsforthehomeless,individualswithintellectualdisabilities,injuredveteransandfirst-responders,Justin’sBeach House,pregnancysupportcenters,thewinter coatprogramforkids,andotherorganizationsaffiliatedwithSt.Ann’sparish,suchas StVincentdePaul’sprogramsfortheneedy andSussexCountyMinisterium.
“In2023,St.Ann’sKnightsofColumbus Councilreceivedthe‘StarCouncil’Award fromtheKnightsofColumbusfor Delaware,”saidMcElroy.“Thiswasthethird straightyearthatthecouncilhadwonthe StarCouncilAward.Thecouncilwasoneof onlyfivecouncilsintheStateofDelawareto receivethisprestigiousaward.TheStar CouncilAwardrecognizesoutstanding achievementinmembershipgrowth,fraternal financeprogramsandcommunityandparish supportprograms.”
Facingthesameissueofnomiddleschoolteam,liketheirboys’counterpart,theIndianRiverHighSchool girls’lacrosseprogramisalwaysfightinganuphillbattleatthestartofthe seasontogetnumbersfortryouts,as wellasskilledplayerswhoknowthe game.Fortunatelyfortheteam,theinterestisgrowing,astheGreen&Gold havemorethan30girlsoutforthe programthisyear.

“Wehaveanothergreatturnout againthisyear,”saidanexcitedRyan aboutthe2024IRsquad.“Forthesecondyearinarow,wehavetwofull rosters,”bothvarsityandJV.“And sevenplayershavejoinedtheteam. Thegirlsareveryexcitedforthisseason,andtobuilduponlastyear.

Lastyear,theIndianswerethe HenlopenAthleticConference SouthDivisionchampsontheirway toan11-4regularseason.Back-tobacklossestoCapeHenlopeninthe HACtitlegame,aswellasthefirst roundofthestateplayoffs,endeda remarkablystrongseason.

The Delaware Department of Transportation (DelDOT) has received guidance from the Federal Highway Administration (FHWA) regarding public participation for capital projects in an area where there is no Metropolitan Planning Organization (MPO) such as Sussex County. Thus, DelDOT must inform the public of major changes in the Statewide Transportation Improvement Program (STIP). The Fiscal Years 2023 - 2028 Capital Transportation Program (CTP), serves as DelDOT’s Fiscal Years 2023 - 2026 STIP for Federal-aid purposes.
DelDOT is requesting an amendment to the Fiscal Years 2023 - 2026 (STIP) to increase the US113 at SR18/SR404 (Georgetown) Grade Separated Intersection project. This project is necessary to preserve the mobility for local residents and businesses in the Town of Georgetown. Highway improvements will be provided to reduce congestion, decrease the frequency and severity of accidents, and accommodate anticipated growth in local, seasonal, and through traffic.
